I
Chancellor’s Corner
As the 1999-2000 academic year comes to an end, let me first congratulate the graduating seniors of the Spring 2000
class. Four years ago at my installation ceremony, many of these graduates were freshmen and were among my special guests
that day. I take great pride in seeing them complete their degree programs and becoming our
newest cohort of ECSU alumni. I know they will make their alma mater proud as they
embark upon careers or continue their studies in graduate or professional school.
Let me also salute the ECSU faculty who have worked diligently to prepare the
class of 2000 to be leaders in the 21st century. ECSU enjoys one of the highest student
graduation rates in the UNC system. While we are proud of our ranking, we are working
hard to improve retention of our students even more. Our faculty play a vital role since
retention efforts must center around academic advising.
Recently, our faculty has been involved in intensifying several activities to
strengthen retention, including tutorial assistance, special counseling, and academic
guidance. In addition, faculty are being trained in effective student advisement strategies
and “best practices” as recommended by the Noel-Levitz consultants. The director of the
General Studies Program is finalizing the Faculty Advisement Manual that will be
distributed at the Fall 2000 Faculty Institute.
Again, I congratulate our graduating seniors and salute our hard-working faculty. Together, they personify
ECSU’s legacy of academic excellence.
ECSU Receives $800,000 Grant from the U. S. Department of Education
Elizabeth City State University has received an $800,000 grant, implemented over a four-year period, from the Office
of Special Education and Rehabilitation Services of the U. S. Department of Education. This proposal was an extension of the
collaborative effort of the Office of Special Education Programs in the U. S. Department of Education, the North Carolina
Department of Public Instruction, ECSU, UNC-Greensboro, UNC-Wilmington, Western Carolina, and UNC- Chapel Hill,
which developed a Distance Education Partnership in Special Education.
The grant, spear-headed by Dr. John A. Dixon, Coordinator of the Special Education Program at ECSU, will create
a statewide partnership to improve the availability of certification programs in Behavioral and Emotional Disabilities (BED)
and Specific Learning Disabilities (SLD) through a comprehensive partnership of teacher education programs and the
Department of Public Instruction. Through the efforts of the partnerships, it is projected that the disparity between the need
and the supply of qualified teachers in those two critical areas of special education will be eliminated.
The Honorable Garland Watt Delivers Keynote Address at Founders Day 2000 Convocation;
Memorial Candlelighting Ceremony Held
The Honorable Garland Watt, retired judge, gave an inspirational message at the Founders Day Convocation 2000 on
March 8. Watt, a native of Elizabeth City, received his undergraduate degree from North Carolina Central University, studied law
at Harvard, and earned his Juris Doctorate Degree with honors from DePaul University in
Chicago (IL). He is the maternal grandson of Peter Wedderick Moore, who served as
ECSU’s first principal and chief executive officer. He is presently general partner of Adco
Associates in Chicago and was recently reappointed by the Illinois Supreme Court as a
member of the committee on Character and Fitness.
The convocation also featured a memorial candlelighting ceremony in honor of Ms.
Bernice Bias Brandon, daughter of the late John Henry Bias, the second chief executive
officer of the then known Elizabeth City State Teachers College (1928 - 1939), Dr.
Francis Bias, grandson of John Henry Bias; students Mr. Avery Denard Williams (‘01)
and Ms. Tiffney Reid, (‘00).

State Government Relations Update:
ECSU Presents to NC State General Assembly’s Joint Select Committee on Higher Education
Facilities Needs
On March 7, 2000, Chancellor Mickey L. Burnim made a presentation on Elizabeth City State
University’s capital needs to the NC State General Assembly’s Joint Select Committee on Higher Education
Facilities Needs in Greenville, North Carolina. The Joint Select Committee’s visit to
Greenville was the first stop of a six-stop tour throughout the state to visit or meet with
all UNC and community college campuses to study higher education capital facility
needs. ECSU, East Carolina University, Pitt Community College, and College of the
Albemarle made up this first group to meet with the Joint Select Committee.
Chancellor Burnim’s presentation covered the state of ECSU’s physical plant,
linking how adequate and improved facilities enable the university to serve its mission
of providing an intellectual and supportive environment that prepares students for a
technologically advanced society. Chancellor Burnim referenced the Eva Klein Study
conducted last year on behalf of the UNC system which confirmed that ECSU’s capital
needs center around obsolescense and programmatically inappropriate space.
Specifically, ECSU plans to upgrade and modernize its dormitories to be more appealing
to students by adding air conditioning, and upgrading its electrical, plumbing, and telecommunications
capabilities. To do so, a new dormitory needs to be built for both the additional beds it will provide and so that,
in the interim, it can house students from five existing dormitories that need major renovations. Each of the five
dorms will be taken offline, one dormitory per year, and during that year those students affected will be housed
in the new dormitory.
Several academic buildings need to be modernized and redesigned to accommodate more adequately the
academic programs they house. Aging buildings need to be upgraded and others need to be retrofitted for
academic programs such as computer science, business and economics, and other disciplines, all of which are
requiring technological upgrades. Infrastructure needs within academic buildings include the need to upgrade
the boiler room/HVAC systems, as well as electrical and plumbing. Further infrastructure improvements are
needed to improve drainage on campus to minimize the flooding problems that result from heavy rains.
Plans to strengthen the athletics facilities are also very important to the university and its students.
Athletics greatly impacts ECSU’s overall recruiting efforts. Plans are to build a stadium field house and a
softball/baseball complex on land that the university currently owns. Chancellor Burnim stated that athletics
programs at academic institutions are imperative to student life and actually give an academic institution a
competitive edge.
ECSU and the UNC system’s reputation for excellence in teaching and research is giving the state of
North Carolina a competitive economic advantage, but unless classrooms, laboratories, and other buildings are
modernized, the University will lose its competitive. Time is critical because of the long lead time required to
construct and renovate state buildings, and also because continuing deterioration and inflation add to the final
bill.
The 2000 General Assembly sessions began May 8th. Students, faculty, staff, alumni, friends and
supports of the universities and community colleges in the state of North Carolina must let their voices be heard
in support of capital improvements on all campuses. Legislators must--at a minimum--provide for UNC’s most
urgent capital needs.
All ECSU friends, alumni, employees, students, and other supporters are invited to be members of the
Vikings for Higher Education Network, an advocacy group to advance legislation for higher education. To
participate or for more information, contact the Office of University Relations at (252) 335-3594 or visit our
website at: www.ecsu.edu (select “Vikings for Higher Education” from the site shortcuts listing).

Advanced Networking for Minority-Serving Campuses
A division of the National Science Foundation has awarded a four-year, $6 million grant to
EDUCAUSE (an association of 1,600 colleges and universities and 160 corporate partners) for a project
to help minority-serving institutions develop the campus infrastructure and national connections to fully
participate in Information Technology. Robyn Render, Associate Vice President for Information
Resources–Administration and Networking at UNC-General Administration, has been named to the
committee that is coordinating project development and implementation for three types of institutions:
HBCUs, Hispanic-serving institutions, and Native American tribal colleges. ECSU, FSU, NCA&T,
NCCU, WSSU and UNCP have been encouraged to participate.
Services for Students
The system-wide Administrative Services for Students group has finished its work on web solutions. Eight campuses – ASU,
FSU, NCA&T, NCSA, UNCP, ECSU and WSSU – will begin implementation after anticipated approvals. July 1 is the target date
for these schools to have Web for Students and Web for Faculty products installed and for technical and user staff to be trained.
Campus Pipeline also will be installed at several institutions once issues involving sponsorship and advertising have been resolved.

ECSU Professor and Students Shine at 23rd
Annual Symposium of the New York State
College Learning Skills Association
The 23rd Annual Symposium of the New York State
College Learning Skills Association accepted a proposal from
Dr. Karl Terryberry, Assistant Professor, Department of
Language, Literature and Communications (LLC), to
demonstrate the Department’s tutorial services to students via
distance learning. The presentation, entitled "Web Technology
and the Developmental Writer: Strategies and Applications,"
demonstrated the development of the Online Writing Lab (OWL)
and the Paper Submission Forum that is a component of it.
ECSU student Jeanette Watson delivered a report on
her research concerning tutoring writing across distance,
including statistical information about the effect of
web-technology teaching on visual learning styles. She then
demonstrated how to edit papers using various tools common to
word processing software applications and how to successfully
transmit those comments into a teaching style that will best
benefit visual-dominant learners.
ECSU student William Nelson presented his work on
the re-development of the OWL, showing how interactive
strategies can enhance student learning and professor's teaching.
His part of the program demonstrated new tools that are
available in web applications, such as video, audio, and java
scripting, and how these tools can be used as effective teaching
tools to make learning a truly interactive experience.
The presentation received the highest marks and
evaluative comments at the conference. Many of the people who
attended the session commented positively on the work of the
students and the level of professionalism they demonstrated.
