RDW focuses on vehicles, safety and the environment. RDW
monitors the environmental and safety aspects of the Dutch
vehicle fleet. As a European licensing authority, RDW ensures
that vehicles, and also components of these vehicles, satisfy
a series of requirements. These are requirements that
guarantee that the vehicles are sufficiently safe and clean.
Once vehicles have been admitted on the road and assigned
a licence number, RDW continues to check safety on a periodic
basis. Safety is ensured, among other methods, via the APK
technical inspections, which are handled by Dutch garages.
RDW supervises these inspections. In addition, RDW records
the data of vehicles, their owners and the issued documents
such as licence number documents and driving licences. RDW
also provides information about these matters to authorities
in the Netherlands and abroad – to support the fight against
vehicle crime, for example.

TYPE APPROVALS
The RDW is the national authority responsible for monitoring the safety and environmental aspects of vehicles
in the Netherlands. Before a vehicle is allowed to be used on public roads and after an approved vehicle has been
modified, the RDW determines whether all of the prescribed European safety and environmental requirements have
been complied with. When approved, the RDW issues a type approval or a type-approval certificate. As the Dutch
certification authority, the RDW performs these activities for manufacturers and importers from all over the world.

test in Europe to promote traffic safety and to protect

RDW issues a range of licences authorising companies in the vehicle industry. In addition to authorising
companies to perform regular APK inspections, install fuel conversions (LPG), speed limiters (SL) and
tachographs (TA), the RDW also authorises the holding of vehicles as stock-in-trade, the use of commercial
number plates (green numbers in the Netherlands) and the production of number plates.

We have intensive contact with the

almost every day. We have pleasant
contact, as we have built up mutual
trust. The RDW knows that we will report
anything that is wrong and the other
way round they trust us to repair things
correctly. This way of working is really
valuable.

I had planned to import a car for years,
but always thought it would be extremely complicated. In 2010, I was bold enough
to buy a cabriolet in Germany. Using my
temporary registration certificate I drove
to the RDW office. I was happily surprised
about the ease and the service that was
provided. After the inspection and the
APK test, I went to the counter. There,
things went very quickly because I was
able to send the tax details by email to
the RDW employee who was helping me.
He simply forwarded the entire package
to Customs and that was that! At home
I immediately paid the required tax and a
couple of days later I received my registration certificate by post.

The city centre of Enschede has an
important function in the east of the
Netherlands and therefore attracts many
visitors. To make things easy for the
inhabitants and visitors to the city, since
2004 as one of the early adopters we
have offered the ability to pay parking
fees by phone. This year, as the first local
authority, Enschede has realised, together
with the RDW, a connection to the SHPV
(Servicehuis Parkeer- en Verblijfsrechten parking and staying rights service house).
With the advantage for the local authority
being one point of contact for registering
all parking rights and the advantage for
the customer being greater freedom of
choice. The collaboration with the RDW
has been very pleasant.
In 2010, during traffic and moped
inspections, the RDW supported the
police with their technical knowledge.
The police officers were pleased with
this support, as the RDW is the expert in
the area of vehicles. The RDW points out
technical defects, which allows an officer
to write out a ticket. If the police officer
demands the surrender of the vehicle
registration certificate, the RDW carries
out the inspection. In the past, the police
did many of these follow-up checks, but
now this is a task of the RDW, which
reduces the load on the police. The wish
for 2011 is that the RDW will continue to
support the police. This will benefit road
safety.

We asked her a couple of questions
while she sat in her favourite place
in the car: the driver’s seat.
Do you often drive a car?
I consider driving a car very relaxing, both manoeuvring in the
city and doing ‘long stretches’ at 130 km per hour. However,
I commute by bicycle and have a chauffeur-driven car for my work.
Therefore, I get to drive 10,000 kilometres a year, at the most.
What car do you currently drive?
My first car was an old Opel Kadett that I was able to buy from my
grandfather for 100 guilders. I currently drive a Renault Twingo for
private purposes. I do not really care what I drive, as long as I can get
from A to B. I like cars, but don’t want to spend too much on them.
However, the official car is very comfortable. I can work efficiently in
the back, I really consider it to be my mobile office.

We achieved a lot in the area of mobility in 2010.
The priority road-building programmes were
started and the decision to address the A6 and
A9 motorways was prepared. For cyclists, we have
invested in cycle sheds in cities and near stations.
And with respect to road safety, we have taken
major steps with decisions concerning the alcohol
lock and supervised driving. 2010 has been a
fruitful year for cyclists and car drivers.
The future
In the past, we thought of mobility in terms of infrastructure and
vehicle technology. We are now focusing on digitality. The mobilist
is becoming increasingly individual. Via the modern mobile phone
and in-car technology, we can provide the mobilist with focused
information and help him make choices. Tailored guidance, tuned
to time and place. As the government, we closely collaborate in
this area with the commercial sector. I am convinced that this type
of development will ensure that we will travel in a completely
different way in say 30 year’s time than we are doing now.

COLLABORATION
ODOMETER REGISTRATION
To combat odometer fraud, in 2010, the RDW took over the
odometer readings database from the National Car Pass
Foundation (Stichting Nationale Auto Pas - NAP). Furthermore,
agreement was reached with the Ministry of Infrastructure and
the Environment regarding statutory registration moments.
This is one of a set of measures that target odometer fraud,
which will be completed in 2011.
APK INSPECTIONS IN5 EUROPE
The RDW is closely involved in the realisation of a European directive that allows
countries to recognise each others APK (the periodic motor vehicle test). This reduces
the burden on car owners. If someone stays in another country for a longer time,
he does not need to return to the Netherlands for an APK inspection. At a number of
inspection centres in Belgium, it is possible to have a car inspected in accordance with
the Dutch APK system. In Spain, the RDW is progressing in its attempts to be
able to have Dutch vehicles inspected. A condition is that Spanish cars can also
be inspected in the Netherlands.
SYMPOSIUM IN SHANGHAI
‘The Netherlands as the gateway to Europe’, was the basic concept behind us organising a symposium
for Chinese authorities and the Chinese automotive industry during World Expo in Shanghai. Together
with various other Dutch parties, the RDW provided insight into the regulations that must be
adhered to to get a vehicle onto the European market. The RDW was also able to emphasise its good
relationship with the Chinese government and the commercial sector.

HIGHLIGHTS
PARKING SERVICE HOUSE
In 2010, a database has been built in which parking and stay data are stored for digital
parking. Here the digital registration of the vehicle’s registration number serves as proof
of payment. Digital parking was already offered by various local authorities via a ‘Park
& Phone’ provider and via a digital licence. Now the registration number, the parking
zone and the start and end time are stored in the database managed by the RDW. Using
a handheld device, the parking attendant can determine whether the car is allowed to
park at the specific location. At the start of 2011, Enschede was the first local authority
to be connected to the database.

Through EUCARIS (EUropean CAR and driving licence Information System), data
have been requested a record number of 9,443,051 times in 2010. The RDW has
made more than 4 million requests to other countries and has received almost
900,000 questions itself. Furthermore, the European Commission has published
a recommendation regarding the use of EUCARIS for exchanging data about
transport companies, and tachograph data are allowed to be read via EUCARIS.

TH!NK CITY, THE
ELECTRICAL
OFFICIAL CAR
The RDW serves as an example in the area of electric driving, and since
September 2010, it has been using this first electric official car to gain
experience with it. The Th!nk City visits all of the vehicle inspection centre
to allow the inspector who makes the spot checks to drive it. Prince Maurits
unveiled the Th!nk City during the ecomobile trade show in Rotterdam
and handed over the keys to General Manager Johan Hakkenberg.
Various electrical and hybrid cars have now been added to the fleet.
SUPERVISING THE
ALCOHOL LOCK
In 2010, the type approval procedure for alcohol
locks was started and the required software
systems have been developed. The alcohol lock
is a device that includes a start interrupter.
The driver must blow into it and do a test to be
able to start the car. From the second quarter
of 2011, the RDW will supervise the installation,
removal and the reading of information from
an installed alcohol lock. We also provide
information about this to partners in the chain.
In 2010, approximately 360,000 vehicles registered
in the Netherlands were involved in a recall. This is
5 percent more than in 2009. The increase in the

The RDW supervises the process of recalling vehicles
and vehicle parts in the Netherlands.

SUPERVISED DRIVING TRIAL
Supervised Driving will make it possible for 17-year-olds to get a driving licence. Until their
18th birthday, they will only be allowed on the road if supervised by an experienced driver.
This will allow young people to gain additional experience. In 2010, the RDW made the
preparations for the Supervised Driving Trial. It is expected that this trial will start in the
second half of 2011. The CBR and the RDW are working on the practical implementation
of a system to register the supervising driver. Experience in other countries has shown a
considerable reduction in the number of accidents among the group of young drivers.
STANDARDS FOR ELECTRICALLY-POWERED
In 2010, new safety requirements were prepared
for electrically-powered and hybrid-electrical
vehicles. The requirements came into force at the
start of 2011. Manufacturers, companies or private
individuals who want to operate an electric or
hybrid-electric vehicle on public roads now know
the requirements that they must comply with,
irrespective of the year of construction. This will
promote the introduction of electric vehicles and
strengthen the Netherlands’ leading position in
the area of safe electric driving.

MODERNISING THE APK
In January 2010, the Modernising APK 2.0 project was started. On the request of the
minister, this project researches the points at which the APK can be simplified and
improved. Points of attention are the emission check and the check of electronic
safety systems using OBD, the check of the sound performance of exhaust systems
and the check on oil leaks. A requirement is that any change must not increase the
burden imposed by the APK, unless a substantial improvement in road safety or the
environment is possible.

SERVICE PROVISION
ALSO AT TNT POST OFFICES
From 1 April 2010, vehicle owners can visit both a normal post office or a TNT
post office to obtain RDW services. For instance for registering vehicles and
to report that a vehicle will be kept off the road. The number of normal post
offices is reducing while the number of TNT post offices is increasing. Therefore, the number of locations offering RDW services will remain the same.
REMINDER VIA
MESSAGING SERVICE
The RDW developed an electronic messaging service in the first half of
2009. This is a handy tool to remind citizens that it is time to arrange
an APK or to extend a driving licence. The messaging service has been
integrated in MijnOverheid.nl (My Government), so that access is via
one central portal. The management of the messaging service will be
transferred to the Ministry of the Interior in April 2011.

HIGHLIGHTS
ONLINE SERVICE PROVISION
The digital portal of the RDW is open 24-7. Everyone can quickly and easily arrange
various matters, for example report that a vehicle will be kept off the road or
request a replacement vehicle registration certificate. The digital service provision
has been extended further, so that the current vehicle data can be requested,
including catalogue prices. Recently, it has been possible to make an appointment
for an inspection at a chosen location, date and time. For commercial customers,
there are also a number of new services. For instance, the validity of a driving
licence can be checked and the current vehicle data can be requested through the
business portal. In addition, the stock-in-trade can be inspected online.
RDW APP
Since September 2010, it has been possible as an owner to inspect the
registered data concerning your vehicle from any location at any time.
The application offers the same data offered on www.rdw.nl, but is adapted
for use on the mobile phone. The customer enters a vehicle registration
number and then receives the data concerning the vehicle, when the APK will
elapse, environmental data and fuel consumption figures and the history of the
vehicle. Data regarding the owner will not be provided. The data come directly
from the vehicle registration database of the RDW and are therefore reliable.

ORGANISATION
RDW STRATEGY REASSESMENT
In 2010, RDW’s strategy has been reassessed. This has led to a
new strategic plan for the coming years. With respect to the
strategy, currently intensive consultations are being held with
the Ministry of Infrastructure and the Environment. In accordance with the strategic plan, the RDW will focus in the coming
years on innovation, digitizing, collaboration and supplying
added value in the area of mobility. This will be worked out
in more detail based on three strategic objectives:
• Continue to carry out existing tasks
• Carry out new tasks that serve the public interest
• On-going investment in internal and external relationships
This is in line with the new mission: RDW, partner in mobility.

HIGHLIGHTS
BEST NON-PROFIT EMPLOYER
For the second year running, the RDW has been declared the best employer
in the non-profit sector. Intermediair, a weekly magazine, held a survey
among the employees of more than 100 companies. The questions concerned
both labour conditions and satisfaction. The RDW has also investigated
customer satisfaction, which has risen when compared to the results of the
previous survey in 2007. On average, private individuals gave a rating of 7.3
(in 2007 7.2) and traders 7.4 (in 2007 7.1).

HIGH TURNOUT FOR
WORKS COUNCIL ELECTIONS
The turnout for the election to the Works Council was remarkably high: over 73%. This indicates that there is great interest in employee participation in the
organisation. Open discussions are possible. The members of the Works Council
provide advice on or agree to intended decisions of the RDW management.
EVALUATION OF
PRIVATISATION OF RDW
In 1996, the RDW was privatised as a ZBO: A ZBO is an autonomous
administrative authority that is a non-profit public organisation that
carries out tasks for the Dutch government. In 2010, the privatisation
of the RDW was evaluated by an independent consultancy. The result
is positive. The consultancy concluded among other things that the
RDW has become more effective, more transparent and focuses more
on the customer. The privatisation allowed the RDW to develop a more
businesslike management style.

In 2010, the RDW actively pursued a further reduction in personnel. This led to a reduction of 45.4 FTE. In
2010, the average age of RDW employees was 46.8. In 2010, the RDW welcomed 22 new employees, while
75 employees left. Absence due to illness in 2010 was 4.5%. On average, an employee reported ill 1.6 times
in 2010. The average duration of absence was 11 calendar days. In 2010, an average of € 1,284 was invested
in education and training per employee. This figure corresponds to 2.2% of the wage bill. This includes
training on the job, re-orientation and the Tools management programme.

DRIVING LICENCES
ACCORDING TO AGE
Everyone who lives in the Netherlands and who wants to take a motor
vehicle (light and heavy motor vehicles, bus, coach, motor cycle or moped)
onto the public road must possess a valid driving licence. A person who
wants to ride a moped must possess a valid driving licence or a valid
moped certificate. A driving licence is a document that a driver of a motor
vehicle can use to demonstrate that he/she has the knowledge, insight
and skills to be able to and to be allowed to drive a motor vehicle of a
certain category. On 1 October 2006, in the Netherlands, the pink paper
driving licence was replaced by the current plastic credit-card-sized
driving licence, in particular because it provides better protection against
fraud and forgery.

VEHICLES IN 2010
In 2010, the RDW worked on the safety requirements for
electrically-powered and hybrid-electric vehicles. From 1 April
2011, these requirements have been included in the Road
Traffic Act. From that moment, vehicles that are built as or
converted to electrically-powered or hybrid electric vehicles
must comply with certain safety requirements. These
requirements relate specifically to the electric power train.
The year in which the vehicle was built has no bearing on
the requirements. Of the total number of private cars in
2010, 0.77% were electric (electric and hybrid).

HIGHLIGHTS
The RDW tracks vehicles in both the technical and
administrative sense from the moment they are
completed and go onto the road up to the moment they
are scrapped. From 29 May 2009 up to and including
21 April 2010, a scrapping scheme applied in the
Netherlands for old, polluting cars. More than 81,000
cars were handed in during this period and replaced
by cleaner ones: in one third of the cases a new car,
otherwise a less polluting second hand one.
In 2010, in total 266,239 vehicles were scrapped.

The Dutch number plate is yellow, has a black frame and a blue area showing the EU symbol and the NL sign.
Together with the controlled issuing of the number plates, fraud is driven down. A registration number is a
means of identifying vehicles. The total vehicle registration consists of the number plates with the letter and
number combination attached to the car and the associated (paper) registration certificate.
