INTEGRATING IS AN
ONGOING CHALLENGE
Lausanne is a cosmopolitan city through and
through: nearly 42 per cent of its residents
are foreign citizens and at least 160 different nationalities live alongside each other. We
are aware of the challenges that this cultural
diversity poses in terms of social cohesion
and equal opportunities. Lausanne led the
way in 1971 when it created the first ever
position of immigrant officer. For the past 40
years, it has focused on developing an integration policy that is sensitive to the needs
of the population. More recently, innovative
initiatives to prevent racism have also been
implemented.
Social integration concerns all of us, whether
we are Swiss nationals or from further afield.
Engaging in dialogue and overcoming our
prejudices are things that each and every one
of us can do as part of our daily lives. For
new arrivals to Lausanne, learning French is
one of the first steps to be taken on the road
to achieving greater autonomy.
This publication is the result of a collective
effort undertaken by the city’s administration,
often in conjunction with numerous associations and public organizations, in order to
achieve greater social harmony. We would
like to thank every one of them.
We hope that you too will find Lausanne to be

A CITY AND ITS MANY FACETS
Located in the heart of the LausanneMorges metropolitan area, the capital of
the canton of Vaud is developing rapidly:
economy, town planning, public transport
and mobility are all sectors undergoing
transformation. Lausanne is Switzerland’s
fourth largest city and stands out with
regard to its position as the capital of the
Olympic movement, its pioneering activities
in the field of sustainability and its educational and cultural institutions. In addition
to being a much-loved tourist destination,
the town is also home to many international
companies, and especially to the headquarters of a number of multinationals.
OLYMPIC CAPITAL
Lausanne also hosts the headquarters of
the International Olympic Committee (IOC),
along with 20 international sports federations and as many sports-oriented organizations. The Maison du Sport International
(International House of Sport) (MSI) accommodates several of these international
bodies and plans are afoot for an extension
of this place in the future. At the local level,

330 sports associations and clubs offer a
variety of activities: water sports on the
lake shore, walking, mountain biking, Nordic
skiing in the Jorat Forest (Bois du Jorat),
golf and a large range of field and indoor
sports. The city also offers the infrastructure required for sports-studies and the
training of sports managers. It goes without
saying that the Olympic Museum should not
be overlooked!
PIONEERING
SUSTAINABILITY
With its Agenda 21 policy and sustainability
fund, Lausanne strives to make the town
a prosperous and future-oriented centre
offering a good quality of life. Its policy of
sustainable development covers all sectors of daily activity: energy consumption,
education, tourism, or the development of
public transport such as Switzerland’s first
automatic metropolitan transport system,
the m2. The construction of 3,000 sustainable dwellings and the building of an
eco-neighbourhood are proof of this commitment.
A CITY OF EDUCATION
Lausanne University has seven faculties
and the Swiss Federal Institute of Technology Lausanne (EPFL), resulting in one
of the country’s largest campuses, linked
with the town-centre via the metro m1. A
number of business management institutes
(including one of the world’s most prestigious, the IMD) and public administration
graduate schools (IDHEAP), colleges for
higher technical education (including the
Ecole hôtelière de Lausanne), along with
many private schools, art schools (such
as the University of Art and Design in
Renens, ECAL, and the school of Jazz and
Contemporary music, EJMA), make Greater
Lausanne a centre of excellence in the field
of education and research.
A CITY OF CULTURE
Lausanne is a multifaceted and lively town.
More than 20 museums display a rich past
and modern culture in all its expressions.
Visitors are invited to discover history, scientific progress, fine art, contemporary arts,
photography, outsider art or learn more
about the behind the scenes of cinematography. Lausanne offers a spectacular
range of cultural activities including opera,
theatres (among them the Théâtre de Vidy),
music with the Chamber Orchestra of Lausanne (OCL), dance with the Béjart Ballet
and other choreographic groups, festivals,
avant-garde stage productions, jazz cellars,
rock concerts and art galleries, all of which
provide endless entertainment.
Lausanne aims to strengthen its influence
and reputation by promoting the richness of
its different facets. This attitude is backed
by the willingness of the authorities to
densify and modernise the city, and is particularly illustrated by the “Metamorphosis”
project, which will ensure the creation of
new sports facilities, the construction of an
eco-neighbourhood and the development of
public transport.

Every year, over 15,000 people move to
Lausanne. Whether they come from a
nearby town, another region in Switzerland,
or somewhere further afield, the city of
Lausanne wishes to facilitate their beginnings in the capital of the canton of Vaud.
With this in mind, we have created three
ways to help you discover Lausanne:
authorities while taking an informal stroll
around the information booths, which include the Lausanne Office for Immigrants
(BLI) and info cité (the town’s information
centre). Depending on the requirement,
community interpreters will provide their
service two those who do not master the
French language.

- A voucher for a visit to the city of Lausanne organised by the Mouvement des
aînés – MDA (Federation of Seniors) will

- The meet-and-greet sessions organised
by the Town Council and Administration
take place three times a year from 6 –
8pm in the Salle des Fêtes at Montbenon
Casino. These end with a cocktail party to
enable newcomers to meet the Lausanne

INFORMATION WORKSHOPS
IN VARIOUS LANGUAGES
As of 2014, the Lausanne Office for Immigrants (BLI), in collaboration with the Living
in Lausanne publication, holds information
workshops in various languages. Providing
information on all the opportunities available for better integration, the workshops
are intended for both those who have just
relocated to Lausanne and those already
living here. Sessions are held in French,
English, Spanish, and Portuguese, while
other languages are available upon request.

PAYING TAXES
REGISTERING WITH
THE MUNICIPALITY
If you wish to live in Lausanne, you have
eight days after you arrive to register with
the Residents’ Registry Office (Contrôle
des habitants). You are required to present
yourself in person at Rue du Port-franc 18
in the Flon district. Several documents are
required. You can announce your arrival in
advance using an online form. If you are not
a Swiss citizen and wish to stay more than
three months, you will need to apply for a
residence permit.

TAKING OUT INSURANCE
In addition to social security contributions
directly deducted from salaries (pension
fund, unemployment, old-age, survivors’ and
invalidity insurance), other insurance policies are compulsory if you are a Swiss resident: basic health insurance, accident insurance, car, motorcycle and bicycle insurance
if you own any of these (personal liability),
building insurance if you own property, as
well as fire and natural disaster cover for
buildings and furniture. Other insurance
cover is optional: complementary health
insurance, personal liability and household
insurance, loss of income, legal protection or
life insurance.

The Swiss fiscal system operates on three
levels: federal, cantonal and communal
taxes. Every citizen living or working
on cantonal territory is required, once a
year, to fill out his/her tax forms. Foreign
workers who are domiciled or residing
in Switzerland and who do not possess a
permanent residence permit (C permit) will
be taxed at source.

plates to be allowed on public roads. You can

Lausanne offers reception, school and leisure facilities for children and young people
depending on their needs and interests.

WITH A DAY CARE CENTRE
The city looks after 4,600 children in its
municipal daycare centers (Centres de Vie
Enfantine, CVE), subsidised private nurseries or in facilities run in partnership with
companies. The Bureau d’information aux
parents – BIP (Parents’ information office)
provides information to parents, identifies
their requests and sends them in the right
direction.

encourage children to explore their multicultural identity and acquire their mother

REGISTERING YOUR CHILD
AT SCHOOL
Lausanne has five primary and seven secondary school establishments including the
7-8P and 9-11S schools spread across the
city. Registration is done centrally at the
counter of the Service des écoles primaires
et secondaires (Primary and Secondary
Schools Department).
SCHOOLING SYSTEM
In Switzerland, with the sole exception of
the Swiss Federal Institute of Technology,
the school system is a cantonal responsibility, from kindergarten to university. After
11 years of compulsory schooling, students
can choose vocational training (apprenticeship) or higher education (sixth form
college or specialist high schools).
NON FRENCH-SPEAKING
PUPILS
Children between the ages of 4 and 16 who
are not sufficiently fluent in French when
they arrive in Lausanne will be interviewed
by the Centre de ressources pour élèves
allophones – CREAL (Resource Centre for

Allophone Students). Following an interview, students will be taken into a reception class or given intensive French lessons
to facilitate their integration to mainstream
school. Students aged 16 to 19 will join
reception classes held by the Accueil de
l’Organisme pour le perfectionnement scolaire, la transition et l’insertion professionelle
– OPTI (Organisation for Educational
Improvement, Transition and Professional
Integration). Depending on availability, one
year is offered to young students from all
over the canton.

Lausanne offers many educational institutions
including the University (UNIL), the Swiss
Federal Institute of Technology Lausanne
(EPFL), institutes of higher education and
technical colleges (hotel management,
business administration, visual arts...) and
numerous private schools. This large range
covers all levels of demand, and facilitates
access to the professional world as well as
further education during employment.

plays an important role in speeding up the
integration process and access to employment, health and education. A list of French

WORK
Looking for work? You can respond to job
offers published in the local media or on the
internet, register free of charge with the
regional employment office or at one of the
private employment agencies. Check out the
websites of companies which interest you
and send them a spontaneous application.
Building your own network of contacts also
plays an important part in finding a job. In
this regard, taking an active role in an association can be both extremely useful and
rewarding. Foreigners wishing to work in
Switzerland need a work permit. A potential
employer can apply for such a permit as
long as the requirements are met.
JOB-FINDING
AND CONSULTING
People who are unemployed, or have handed
in or been given their notice, and will therefore shortly lose their job can register with
the Office Regional de Placement - ORP (Regional Employment Office). Applicants must
be domiciled in Lausanne and registered
with the Residents’ Registry Office.

Foreigners must also be in possession of a
residence or work permit. The task of the
ORP advisers is to assist jobseekers and to
facilitate their professional reintegration.
In order to receive unemployment benefit,
applicants must have contributed for at least
12 months during the last two years before
registering with the ORP. If these conditions
are not met, the jobseeker can still benefit
from a range of services that will help him
or her to get back into the job market.
LABOUR LAW
The Swiss Constitution does not provide
for a minimum wage. Nevertheless, some
sectors of activity are regulated by a collective labour agreement stipulating monthly or
hourly minimum wages. To obtain a better
understanding of the legal basis on which
your contract has been established, contact
the offices of the city’s Labour Inspectorate.

Apart from advice and information provided
by the hospitals (see list of addresses) other
organisations offer health services in various and very specific fields.

ACCIDENT INSURANCE
Health and accident insurance is compulsory for all residents in Switzerland. Employees are in principle automatically insured
in case of an accident, since this coverage
is compulsory for employers. If you are
not employed, you must take out accident
coverage with your health insurance. As
you are free to choose any health insurance
you wish, the Federal Office of Public Health
(OFSP) recommends comparing all premiums offered on www.priminfo.ch.

In Switzerland, most people rent their accommodation from intermediaries called
régies or gérances. The best way to find an
apartment is to contact the offices of these
basically property management directly.
Among the 71,000 lodgings within city
limits, more than 7,000 are subsidised.
Subsidised apartments are rented out under certain conditions.
The Lausanne Municipality is responsible
for managing these subsidies, which vary
depending on the tenant’s circumstances
(income, composition of the household,
years of residence in the city, etc. are

associations, the Fondation pour l’animation
socio-culturelle lausannoise - FASL (Foundation for the Promotion of Socio-Cultural
Activities) manages three community
centres and 13 socio-cultural centers in
Lausanne’s neighbourhoods. These organise
various activities for all ages in order to promote encounters and strengthen social ties.
Local promotion agencies and neighbourhood associations also propose events or
occasional meetings amongst neighbours.
NEIGHBOURHOOD PARTY
Every year on the last Friday in May,
Lausanne organises the Neighbourhood
Party (Fête des voisins). This local event,
which also takes place in many European

street and neighbourhood take responsibility

VOTING IN LAUSANNE
People are often called to vote on different
projects or to elect the city’s representatives. Swiss citizens receive their voting
documentation by mail each time a ballot
or an election at the communal, cantonal or
federal level is scheduled.

It is the duty of political parties to act in the
interests of the population, or the people
who share their political beliefs, and to
transmit popular requests to the attention
of the decision-makers, in this Case the city

In 2003, the new cantonal constitution
introduced voting and electoral rights at the
communal level for foreigners aged 18 years
old and above, resident in Switzerland for
the past ten years and in the canton of Vaud
for the last three years. The documentation for each ballot or election organised
at the communal level is automatically sent
to them by post. Foreigners meeting these
criteria are also eligible to run for elections and can become members of the city
council or the municipality. Everyone who
has voting and electoral rights is entitled to
sign a communal initiative or referendum.
Last but not least, every Swiss and every
foreigner, whether minor or of age, is entitled to sign a petition.
If you wish to become a Swiss citizen, you
can obtain all the information concerning
conditions to be met and the procedures
to follow at the city’s naturalisation office.

consider improving your knowledge of
French and ensure your general knowledge
of Switzerland history, geography, right
and duties is up to date. The website of the

The cantonal office for the integration of
foreigners and racism prevention is the
competent partner of the state council. It
has offices in Renens, Yverdon, Nyon, Vevey

INTEGRATION
When Lausanne created the position of a
delegate for migration in the middle of xenophobic initiatives in 1971, the city achieved
a pioneering feat in matters of integration
policies. Today, Lausanne is member of the
European coalition of cities against racism.
With around 42 per cent of the town’s population being foreign citizens, the integration of immigrants is an important part of
Lausanne’s political stance. The socio-cultural centres, the schools, and the working
environment contribute greatly to this. The

Despite the area’s hilly topography, the bicycle is an ideal vehicle for short and mediumdistance journeys through Lausanne.
Switzerland’s first entirely automatic metro,
the m2, is the backbone of Lausanne’s
public transportation. It connects the south
of the city (Ouchy) with the north (Croisettes) in 18 minutes. This main urban line
is linked to the city’s bus network and to
the railway stations. Two other metro lines
start from the Flon railway station: the LEB
(Lausanne-Echallens-Bercher) northwards
