The script and soul-stirring original music is written by award winning playwright Lolita
Snipes and her team of producers including co-music writer and music producer B-Mac from
TLC; with music producer Gary “Lil G” Jenkins from the Grammy Nominated Group SILK,
and DJ Cut Master Swift from the Grammy Award winning Group OUTKAST.
Kenny Lattimore grew up in Washington, D.C., and raised on gospel music and the influence of R&B/pop icons Stevie Wonder and Chaka Khan. Lattimore performs his signature hit
“For You” in the show and is one of the most loved song ballads of all time! Tamika Scott is best
known as a member of the hugely successful R & B group Xscape, has turned to her roots in
gospel and brings the house down in the productions of Head Over Heels with memorable
songs like Just Kickin’ and Who Can I Run To!

Fayetteville Regional Airport Airline Terminal Improvements

The Kiwanis Recreation Center in Fayetteville was the host site for the information session on the Fayetteville Regional Airport Expansion Project. Business owner
Wilson Lacy, president of BJL Construction, gave the opening remarks and the invocation.
“We gathered to share information about the Fayetteville Regional Airport Expansion project with the underserved population in and around Fayetteville; there is
a $30 million project they can be apart of,” Wilson Lacy said.
BJL Construction partnered with Gordon Johnson, AIA. to help disseminate
information to the underutilized population (DBE) who often discover contract bids
and other assigned job opportunities long after the deadline has passed. “For that
reason, we contact businesses well ahead of time by phone, email, direct mail, and
informative publications, and through advertisements.”
Disadvantaged Business Enterprise (DBE)?
What is the Disabled Business Enterprise (DBE) Program?
The DBE program pertains to contracts for projects funded in any way by the
US government and/or the NC DOT. The United States Department of Commerce
DBE is defined as a business with at least 51 percent ownership and/or controlled by
minority group members or women. A DBE is genuine ‘only’ if the groups of minorities or female ownership interests are real and ongoing…not created solely to meet
DBE percentage goals. In addition, to fulfill the purpose of participation, the DBE
must itself perform work or services or provide supplies under contract and not act
as a mere conduit. In short, the contractual relationship must be bona fide. For purposes of the DBE Program, minority group members are Women, African Americans, Hispanic Americans, Pacific Rim Asian Americans and American Indians. Recipients are primarily state highway, transit, and airport agencies that receive funds
subject to Title 49 Code of Federal Regulations part 26 (49 CFR 26).
The U.S. Department of Transportation’s DBE (disadvantaged business enterprise) program offers a means to increase participation in state and local procurement. In addition to establishing goals, state and local recipients also certify the eligibility of DBE firms to participate in DOT-assisted projects.
To be certified as a DBE, a firm must be a small business owned and controlled
by 51% socially and economically disadvantaged individuals. This is confirmed through

on-site visits, personal interviews, reviews of licenses, equipment, work completed, resume of principal owners and financial capacity. “Many times, those who are unaware of how to take advantage of the available resources, we provide them
with the website that offers the guidelines on how to become certified. If there is any reason they need further clarification,
we assist them by meeting with them; if the numbers are great, we even hold seminars so they can gain a clearer understanding of what they need to become certified.
“We help those in the construction business, (and vendors as well). This is great for the city, Cumberland County and
surrounding areas,” said Wilson Lacy. In December, there is a follow up session that will be more detailed overview of the
upcoming Fayetteville Regional Airport Expansion project. “DBEs will be notified of the exact date.”

VFW POST 6018 celebrates 45th Anniversary

The Veterans of Foreign War POST
6018 has a known tradition of supporting
veterans, their families and the local community. Thursday, September 10 upheld that
tradition. It was the 45 th Anniversary of the
post.
More than 200 people crowded into
Post 6018 to watch the VFW officers honor
and recognize past and present commanders and members. Fayetteville’s Mayor Nat
Robertson was also in attendance and read
the proclamation.
VFW District 8 Commander and former
commander of Post 6018, Thomas Person
welcomed everyone, and also served as the
emcee. Throughout the evening, several
dignitaries were recognized.
Comrade Charles Cole, Quartermaster
of Post 6018, was the guest speaker, and
shared the history of the Post; you could
easily visualize it as he took you through
the various stages of the VFW. Julia Stancil,
President of the Ladies Auxiliary VFW Post
6018 reflected on Patriot Day.
The following members also gave remarks, Robert Bennett, President of the
Men’s Auxiliary, Julia Stancil, President of
the Ladies Auxiliary VFW Post 6018 and
present Commander Edward Beard, Post

This is really what Memorial Day is about, remembering all veterans
who gave so much for this country. The VFW continues to demonstrate
that there are veterans who fought and died for this country who cannot be
forgotten.

What does today mean to you…?
Today is a new day. This day is my world
made new. I give thanks for it. I have lived all
my life up to this very moment, just to come to
this day. This moment… this day… is as good
as any moment in all eternity. I shall make of
this day… each moment of this day… a heaven
on earth. This is my day of opportunity.
I am aware that every good act of mine today moves on forever, that it has eternal significance. My smile cheered someone today, and
since that person was cheered, he in turn cheered
another and that one passed it on. Thousands
will eventually feel the results of that smile. So,
make someone smile today. I am thankful for
every good thing I do; Generations to come will
unconsciously feel the influence of my actions
of today.
Today, I have more experience to draw from
than ever before in my life. I also have more
mental strength for I have a better understanding of myself. For this I give thanks. I am never
bitter, only better. Never has there been another
with my mind, my heart, my eyes, ears, hands
or mouth. None that came before, or none that
live today, can walk, talk, move and think exactly like me. I am different and a unique creature for this day and time. You made me that
way and I thank you for it.

RAYMOND BROUGHTON JOINS THE FAYETTEVILLE STATE
MEN’S BASKETBALL COACHING STAFF
Broughton brings over two decades of leadership experience
Fayetteville, NC – The Fayetteville State University men’s basketball program has announced Raymond
Broughton as a volunteer assistant coach for the upcoming 2015-16 season. Broughton has over a decade of
coaching experience with overseas teams and AAU clubs.
Prior to locating to Fayetteville, Broughton held the
post as head girls basketball coach at Prince George High
School in Virginia. Over a four season span (2011-15),
he produced an 85-9 overall record. Broughton also
coached a 17 and up AAU team for four seasons (201115).
Broughton served 22 years in the United States
Army. He has accelerated as high as a chief warrant officer-3 in the rankings. Broughton is a four-time Iraqi
tour veteran.
“Adding Broughton to our staff is not just adding
another coach, it’s adding another role model,” said head
men’s basketball coach Alphonza Kee. “He has a passion to impact lives and lead; we’re lucky to have him be
a part of the staff.”
Along with his military background, Broughton was
the founder and head coach of the Oki Ice Basketball
Club in Okinawa, Japan (2010-11). He coached the
Kadena Boys High School Basketball team to a Far East
Championship in 2010. He began coaching on the AAU
circuit while in Colorado in 2005. Broughton has also
coordinated summer basketball programs and provided
