Armed Clare man holds police at bay for 9 hours

A 43-year-old Clare man
is behind bars after holding
police at bay for over nine
hours Tuesday night and
Wednesday morning.
Donald Anzalone was
arraigned by Magistrate
Karen Willing Wednesday
afternoon on one charge of
discharging a firearm in or
at a building, a four-year
felony. He is currently being held on a $100,000/10
percent bond with a courtordered mental evaluation
required before release.
Clare Police were called
to Anzalone’s home at 205
Dwyer Street one block
west of McEwan in the city
around 10 p.m. Tuesday
evening responding to a
report of an “armed, out of
control subject.”
Reportedly, police heard
of the incident when a man
came to Cops and Doughnuts and said his friend was
intoxicated and had a gun
in his home.
When officers arrived
they reported hearing shots
fired inside the residence.
Neighbors also reported
hearing a gunshot earlier
in the evening. According
to Clare Police, no one
else was in the house with
Anzalone.
Neighboring homes
and residents from one
building at Brookwood
Apartments across the
street were evacuated as
well as a foster care home
nearby.
Police attempted to
talk the Anzalone into
surrendering to them.
He “refused and became
very threatening,” police
officers reported.
The Michigan State
Police Emergency Service Team was called and
officers negotiated with
the him throughout the
night. At 6 a.m., the press
release said, negotiators
talked the then unarmed
Anzalone into coming
out of the residence and
at around 7 a.m., after
more negotiation he surrendered peacefully to
officers.
He was arrested and
taken to the Clare County
Jail to await arraignment
on undisclosed charges.
No one was injured
during the standoff. He
remains lodged at the
Clare County Jail.

Rick LaBoda’s previous
career as Clare-Gladwin
district court magistrate
and an elected position for
nearly two years as District
5 Commissioner collided
from a policy of the Michigan Employees Retirement
System.
LaBoda learned there is
a 2-year lapse from his effective retirement date this
September before he can
officially become reemployed with the county.
In other words, he can’t
run for re-election and has
now resigned from office.
He retired from district
court in 2012.

policy further.
Elected officials are in
the same category as regular county employees.
A Clare County commissioner earns $7300
annually plus per diem for
certain additional responsibilities and pays into the
retirement system. A board
chairman earns $1000
more.

primary election for the
Democratic nomination is
worthless.
And, because of the
late timing, his name will
appear on the November
general election ballot as
the Democratic candidate
for his district.
County commissioners decided at a special
meeting Monday to name
a replacement to serve out
LaBoda’s term.

election ran a write-in
campaign Tuesday and will
be the Republican nominee
in November. David also
served as board chairman.
LaBoda probably could
either delay receiving a
pension or resign from the
board for which he serves
as its chairman.
LaBoda reluctantly
chose the latter.
He submitted his resignation letter to the county
effective Aug. 31.
“It happened so fast,”
after he applied for retirement and learned of the
new policy implemented in
2011.
“I had no idea. Even
the girls in payroll didn’t
know,” LaBoda said Monday.
His immediate resignation preempts calling for
a special election to have
someone fill out the term.
“I didn’t want to stick the

election,” he said.
This way, the county
board can appoint a replacement.

He said his six-year-old
granddaughter is fighting a
serious MRSA infection at
the University of Michigan
Hospital in Ann Arbor.
“She has been in the
hospital for two weeks with
an infection mostly in her
leg,” Methner said.
He said she is not the
only one fighting this resistant “Superbug” from the
Farwell area. “An Amish
neighbor’s son, who broke
his foot, developed MRSA
too and has been hospitalized in Grand Rapids,” he
said.
He said there is another
child from the Farwell area
being treated for MRSA at
Ann Arbor also. “They are
all from within a few miles
of here,” he said.
Methner’s granddaughter also had “a lot of mosquito bites,” he said, “and
she is allergic to mosquito
bites. I don’t know if that
has anything to do with
her infection.” His granddaughter Kiley is one of
three children in his son’s
family.
He said Kiley was being
treated for a sprained ankle,
but kept complaining of
pain in her leg. When she
developed a fever, she
was taken to Urgent Care.
From there it was a trip to
the hospital in Clare, then
a transfer to Covenant and
from there she was sent
to the U of M Hospital in
Ann Arbor for treatment.
“It took a week before they
knew it was MRSA,” he
said.
“She is on a full course
of antibiotics and has a
drain tube in her leg,”
Methner said. “The infection went right to the bone.
It’s been very painful for
her.” He said the CDC
(Center for Disease Control) is involved with the
case.
“Everyone needs to be
aware of this,” he said.
“MRSA can be very
serious,” said Dr. Robert
Graham, Medical Director of the Central Michigan Health Department,
“especially for people who
are dealing with weakened
immune systems, diabetes
or other health issues too.”
He said there are two kinds
of MRSA, healthcare associated and community
associated.
The CDC says people
at risk include young
children and the elderly,
college students, and prison
population. This might
include athletes, daycare
and school students, military personnel in barracks,
and people who recently
received inpatient medical
care.
MRSA began as
a hospital-acquired infection, but has developed
limited endemic status
and is now sometimes
community-acquired. The
terms HA-MRSA (healthcare-associated MRSA)
and CA-MRSA (community-associated MRSA)
reflect this distinction,
according to the website.
MRSA is a bacterium
responsible for several
difficult-to-treat infections
in humans. It is also called
oxacillin-resistant Staphylococcus aureus (ORSA),

always had this idea in my
head of this combination and
I don’t really see it happening up here in this area,”
Filhart said. “I just thought I
would try it out and see what
happens and so far it’s been
doing ok for something that
is just starting.”
The most challenging

word out about the event to
potential vendors. She would
like to see the event continue
to expand and eventually
include not just antiques
but homemade crafts, baked
goods and produce.
“I am trying to build up
the market part of it as well
because I have quite a few
vendors with antiques and
I am also trying to promote
hand crafted pieces in and
kind of do produce and bake
goods and just a little bit of
everything,” Filhart said. “A
new thing I am doing this
year is a drawing and some
raffle items.”
Filhart has been trying to
keep the website update with
the ever increasing list of
items she will have available
at the auction, but she has
been receiving new items
every day. “I am getting a really
nice collection of different
things and I am getting new
things every day,” Filhart
said. “Every day somebody
is calling me with different
things and that they heard
about it or somebody recommended it.”
The money raised at the
event will be used to cover
the cost of next year event,
but Filhart hopes that as the
event grows eventually using it to help the community.
“When it gets big enough
someday I hope to involve

community more,” Filhart
said.

they still want to come…
Summers are made for
kids and having fun.
When I was a kid I got to
make my own memories.
Fishing, swimming, biking, canoeing and exploring
were my mainstays from
June through August. I
didn’t have a grandma to
visit, but I spent a lot of
time at my Aunt Ruby’s and
Uncle Sid’s.
They had the Au Sable
River in their front yard to
wade in and a hammock in
the yard to swing in. Plus
a couple of kids my age
(the Ash boys) just across
the river. We would spend
whole afternoons poling
their canoe upstream just
to paddle back down. That
river was so cold, your
feet would ache when you
put them in – but we went
swimming anyway.
Around home there was
always something to do.
Without TV we were forced
to make our own fun, but it
didn’t seem like much of a
problem.
When I was short on
playmates, I would go to
Summer Recreation, which
included activities and
games at the school and a
bus trip to Higgins Lake for
an hour swim.
When my cousins were
up for a visit there were
ball games in the yard during the day and card games
in the evenings.
A couple of trees growing nearly horizontal out
of the bank along the road
became an African jungle
when the neighbor kids
and I were in the “Tarzan”
mode.
Stargazing was a favorite evening activity as was
catching lightning bugs.
One of my very favorite
evening memories is sitting
on the porch listening to
the Whippoorwills singing
in the woods.
I spent every day
outside. I went barefoot
so much I had soles tough
enough to walk on hot
asphalt.
Tommy Patch (who visited his grandparents down
the road every summer)
and I went canoeing down
the AuSable on the Mason
Track every chance we
got. We built – and fell out
of – tree houses, built forts
and explored every path in
the woods we could find.
For four or five of those
summers between the ages
of 9 and 14, we were “best
buddies.”
That’s what makes summer so much fun – making
memories.
When those girls grow
up, and that’s not so far
away now, I want them to
say to each other, “remember at Grandma and
Grandpa’s when we used
to ….”

Benjamin D. Walters,
age 47, of Clare passed
away suddenly on Sunday,
August 3, 2014. Ben was
a life resident of the Clare
area and was employed by
AT&T as a Telecom Tech-
nician. His community
meant a lot to him. He had
been a paramedic with the
Clare County EMS, Gratiot
County EMS, and with
Mobile Medical Response
for several years and had
served as a Reserve Police
officer for Clare P.D. He
had been a member of the
Clare Kiwanis Club, had
coached several Girls Softball teams when his daughters had been involved,
Big Brothers and Sisters,
and was currently serving
on the Clare City Planning
Commission. Ben was always willing to lend a hand
in any civic events. Ben
loved the outdoors and the
four seasons of Michigan. Every season you could
find him and his friends,
on the snowmobile trails,
off -roading in the vehicle
of the year, kayaking, and
hunting. Most of all he
loved spending time with
his family and friends.

Chapter. She had previously been employed

Clare City Commissioners approved bids for the
construction of the new
water tower, Clare-North
Industrial Park and the
reconstruction of a mile of
Colonville Road at their
regular meeting Monday
evening.
Bid approval for the water tower and the industrial
park, already approved by
the United States Department of Agriculture – Rural
Development, are contingent on the approval from
the Economic Development Administration,
which is expected in the
next few days, City Manager Ken Hibl said.
Dunigan Brothers of
Jackson was the low bidder
for the Division A project
– water, sewer and infra-
structure in the new park
at $1,181,821.80. Maguire Iron won the bid for
construction of the City’s
new water tower with
$1,444,000.
The bid approval for the
reconstruction of just under
a mile of Colonville Road
between Business U.S. 27
and just west of Eberhart
Road went to Malley Construction of Rosebush with
a bid of $699,999.50 contingent upon approval from
the Michigan Economic
Development Corporation.
The USDA has already approved the bid.
Construction will begin
on all three projects as soon
as the City gets approval
from the EDA and the
MEDC.
In another matter, the
City Commission heard a
report on the contamination
at the Hatton Township
Landfill by Dan Whalen
of Williams & Works of
Grand Rapids. Whalen
outlined his study of the
primary areas of contamination, trends, the track of
the primary plume migrations, projections and
recommendations.
The City owned landfill,
closed for many years, is
contaminated with Dioxin,
Trichloroethylene and
Tetrahydrofuran. Whalen
said at least 100 monitoring wells were installed on
the two main sites, north of
Clare, eight years ago.
He reported that although the contamination
plume has not decreased,
it hasn’t increased either.
“Tests are showing the
same concentration in the
same areas as tests showed
seven years ago,” he said.
He said that area has over
100 feet of sand and gravel.
Whalen said the Department of Environmental
Quality has recommended
that the City add two to
three new monitoring
wells northeast of the site.
He said he recommends
closing two to three present wells and would ask
the DEQ if they would
allow that. The Health
Department is still testing residential wells in the
area. He also recommended

Seiter hopes Midland Chinese School will teach Farwell students

The Farwell Area Schools
Board of Education met
Monday, but a quorum of
board members was not present to vote on any topics on
the agenda.
“Without a Quorum we
can’t approve the agenda, the
minutes or anything else,”
Superintendent Carl Seiter
said. None the less, the board
members made the best of
the situation and discussed
several topics that will be up
for a vote at the next board
meeting August 18. The
first topic discussed was the
continued search to fill a
high school special education
position and a high school
English position. The high
school has already narrowed
down the field of candidates
and will be presenting their
selections to Superintendent
Carl Seiter soon and then
he will present them to the
board for approval. Also the
job postings for a kindergarten and fourth grade position
were just recently posted and
a committee to review the
candidates will be formed
shortly.
Seiter then reminded the
board that the administration and a few teachers
would be attending a training
session for the Five Dimensions Teacher Evaluation in
Muskegon, Wednesday and
Thursday. “The administrative team
along with myself and three
teachers, one from each
building will be attending
Five Dimensions Training on
the teacher evaluation tool.
We have invited a teacher
representative from each
building to help promote that
openness and transparency
with regards to the evaluation process which I think
will bolster the relationship
between the administrators
and them,” Seiter said. “They
are going to receive the same
training that the administrators are going to receive and
then be yet another resource
for those teachers and any
questions they may have
about the process.”
Seiter then informed the
board about the ongoing
search to find an alternative
option for the students in the
Chinese Immersion program. Seiter was told by The
Midland Chinese School that
they would be able to handle
40 to 50 students, but he had
yet to hear back if a teacher
would be willing to travel to

Farwell to teach the students
on a weekly basis.
“At this point I’m going
to meet with him and form
a gathering of some of the
parent groups and talk about
registration… I feel we need
to give preference to that third
grade group that has been
there the longest and then
move down,” Seiter said. “I
did talk to him about the possibility of one of his teachers
coming here to the school on
more regular basis…at this
point I am waiting for Joe to
tell me whether or not he has
anybody interested and then
we would talk terms with
how much would it take for
them to consider driving up
here and being here one day a
week, two days a week, three
days a week after school.”
The next item of business
was the status of the communication tower that the school
presently uses on Fire Tower
Hill. Seiter recommended the
school move its communication equipment off of that
tower and move it to one the
county will be using in Lake
George. “The county has done an
assessment of the tower that
we are on and found it to be
structurally a liability and in
their terms could come down
and they wanted us to know
that they are leaving that
tower,” Seiter said. “They
(the county) are getting out
of their contract and leaving
that tower and what that boils
down to is the school district
would have been physically
the only player on that tower
and thus putting the most liability on us.”
Even though there will
always be a risk of the tower
falling over Seiter believed it
was far safer for the district to
share a tower with the county
and thus share the liability
then to remain the sole user
of their current tower and
carry the bulk of the cost if
it falls. “In order to prolong our
communication abilities
I think moving to a better
structurally sound tower situation is the way to go,” Seiter
said. “The county is going
to handle all of the power
cost: they are going to handle
any ongoing maintenance
costs. The only cost to us in
this situation is a little bit of
new wiring and the cost of
moving our equipment and
placing it on that tower.”
Without a quorum the
board could not vote on
moving the communication equipment so it will
be brought up at the next
meeting. The final item of
business was a status report
on replacing trustee Duffy
Doxtader.
“Trustee Duffy Doxtader
has resigned do to reasons
out of his control,” Seiter
said. The board has 30 days
to find someone to take up
Doxtader’s remaining term
on the board that expires
December 30. Interested
individuals must submit an
application to Paula Sullivan
by August 12 and then can
attend the August 18 meeting
and make their case to the
board. “On the eighteenth we
will set up a time frame
where applicants can talk to
the board about why they
want to fill out the remainder
of this term, “ Seiter said.
“Then the board will make a
decision on who to appoint.”
