Nuevo Leon’s key to success throughout the years
has been its investment in education. From the
youngest to the eldest, continuous education has
been the standard for generations. The process of
better educating the citizenship begins at the
elementary level. Monterrey is home to very
prestigious private schools that offer their
education in languages like English and French.
English is taught as a second language in the
primary levels in public and private schools. This
combination of education at all levels has brought
the State’s educational average to 9.8 years,
compared to the median educational level of 8.6
years for the rest of Mexico.
Monterrey is home to 93 colleges and universities and 213 technical degrees. It is home to some of the
most prestigious universities of the nation. The first campus of the Instituto Tecnológico y de Estudios
Superiores de Monterrey (ITESM) originated in our city, and is one of the most prestigious colleges in all of
Latin America, It has international recognition due to its high academic levels and investigations.
Furthermore, there is also the Universidad de Monterrey (UDEM), and the Universidad Regiomontana
(UR), and together these institutions are considered the 3 best private colleges in the northeastern region
of Mexico.
In the field of public education the Universidad
Autonoma de Nuevo Leon (UANL) has been ranked as
the best public university in all the northern region of
the country. Currently, Monterrey receives
thousands of students throughout Mexico and
abroad to pursue their studies in these institutions.
In advanced education, we are home to three of the
best graduate schools in the country. The IPADE,
EGADE, and EGAP are three world class graduate
schools that focus on Business Management and
Public Administration.

>> Colombia International Bridge has the following characteristics:
 Strategic Supervised Precint: The Customs Law allows the establishment of a free trade zone: a
strategic supervised precint, creating an area free of taxes for foreign trade and alloting benefits
of merchandise management, custody, storage, transformation, repair, elaboration, exhibition,
distribution, and sale.
 Safe Export Patio: This construction can be described as a paved patio with a cyclonical or
bradded fence, lighting, closed circuit and a high resolution image network, and with independent
entrances for each company, all of which require exclusive business certificates of production, like
C-TPAT, to monitor exports. This procedure prevents the international contamination of the
containers which are headed for the United States.
 Multimodal Cargo Terminal: A multimodal cargo terminal is a complex with different
transportation layouts, equiped with advanced logistic systems, infrastructure and technology,
wich are combined for merchandise collection and distribution.
 Laboratory analysis equipment for meat products: Colombia Port has the technical equipment
that is necessary to conduct food, agriculture, and meat products analysis that pass through the
border. This facility will help companies that import raw materials improve their transfer time in
accordance with their supplier´s demands.

Late in the nineteenth century, on October 9, 1890, Nuevo Leon began its industrial legacy with the first
steel concession in Mexico; the first of its kind in all of Latin America, Financed in part by foreign
investment, the steel industry gave the State of Nuevo Leon a progressive and stable economic
environment that lead to the birth of Nuevo Leon’s beer industry in 1889, with one of the first joint
ventures in the State’s history. This was made possible with the cooperation and transfer of knowledge
from aboard. This particular
industry required many raw
materials that were unobtainable
in the northeastern part of
Mexico at the time, so as direct
consequence, the glass industry
was born to service the beer
factory in 1899.
Continuing in the industrial
trend, the first brick factory was
founded in the 1890s. This
company directly benefited from
the growth of the northeastern
region due to the use of this
material for construction of roads
and buildings at the time.
As history clearly points out, Nuevo Leon was built with local industry and international cooperation.
International exchanges with industrialized nations have played a fundamental role in the economic
development of the region and specifically Monterrey.

Highway 85 stretches from the north to the southeast, connecting Nuevo León with the cities of
Laredo and interstate 35 in Texas.

Interpuerto Monterrey is the largest logistics platform in Mexico that promotes the national and
international trade in a safe, secure and efficient way. The government of Nuevo Leon and a group of
visionary business leaders created an integrated logistic platform to develop competitiveness. The
Interpuerto provides the infrastructure for a better communication between Nuevo Leon with the U.S.
border, the Gulf of Mexico and the Pacific Ocean. It also includes a program that decentralizes and
streamlines the rail industry, promoting airport projects and developing a multimodal inland port.

United States, Canada, and Central America, thanks to a wide network of qualified
suppliers in plastic fields, thermodynamics, thermoelectrical processes and
metallic printings, among others. Nuevo Leon has become an interesting option for foreign companies
that are looking for a place to expand their possibilities of production around the world.
Nowadays, Nuevo Leon has a consolidated industrial cluster that is continuously growing. It is a network
integrated by more than 100 qualified companies that have allowed companies like Whirlpool, Friedrich,
Carrier, York, Phillips, LG Electronics, and Mabe, among others, to establish their operations in Nuevo
Leon.
In adition, the household-electric productive chain of the sector is fortifies, supported and integrated

Through join efforts, their goal is to develop the region into a major aeronautic
supply hub. In order to define its long term vision, the Aerocluster receives

Nuevo Leon has always been a competitive State, strengthening core
industries through cluster development. One of the most important clusters is
the one related to the automotive industry.
The Automotive Cluster in Nuevo Leon accounts for 17.4% of the total Gross Domestic Product of the
automotive industry in Mexico. Number one State in automotive exports; 2010 exported $5,000 MUSD,
representing 27% of the State’s total exports. Highest employer with more than 50,000 people employed
in this industry.
Nuevo Leon is home to 2 OEM: Daimler (Heavy Truck and Buses) and International Navistar (Heavy
Trucks); in addition hostess 23% of the autopart companies throughout the country, making of Nuevo
Leon the 2nd State with the greatest number of companies in the automotive industry.
Nuevo León ranks first in Mexico in the production of cylinder heads, engine blcks, car batteries, glass and

PROSOFT Fund
The Prosoft Fund is an instrument of temporary support for the development of the software industry and
other services related to the information technology industry. It is provided by the Secretariat of Economy,
other federal institutions along with the State. In this way, resources are combined to be applied for the
development of the IT industry, according to specific regulations.
Objectives:
Contribute to the conversation and creation of formal job opportunities in the software and IT
sectors;
Promote regional economic development;
Promote the creation of companies in software development and related industries, and
strengthen the existing companies.
Promote opportunities of productive development in the IT sector;
Stimulate the innovation, development, and technologicalmodernization in the IT sector;

The IMMEX Program
The Immex Program, is an instrument that allows temporary importation of certain goods that are used in
the transformation, elaboration or repair of merchandise for further export, without requiring paymentof
the general importation duty. (IGI- Impuesto general de importación)
The Value Added Tax (IVA) and any dumping duty (cuota compensatoria) are required to be paid. It is
important to consider that the benefits of this program are provided specifically to the authorized entity,
which in both cases are Federal programs.
Good Subject To Temporary Importation
There are four categories of goods that are subjects to temporary importation under this program.The
time periods in which each category of goods receive the benefits of the Immex Program depends on the
category of such goods. Categories and time periods are provided below:
1. Raw materials, parts and components, bottles, packing materials, lubricants, gasoline, diesel, and
other energy sources used in the production process of the merchandise that is going to be
exported. These goods can be in mexico for up to 18 months.
2. Containers and trailer boxes can be in Mexico for up to 24 months.
3. Tools, equipment and research accessories, industrial security items and all products require
hygiene, environmental protection, work manuals, industrial plans, and communication
equipment. These goods can be in Mexico for the duration of the Immex Program.
4. Machines, instruments and spare parts used in the productive process, laboratory equipment,
measurement equipment, sample products and quality control items, items for personnel training
and the equipment required for the administrative development of the entity. These goods can be
in mexico for the duration od the Immex Program.

CONACYT-FOMIX of Nuevo Leon is a trust fund for allocation to scientific and technological development.
It was founded in the year 2000 with funds from the Nuevo Leon State Government and Federal

Business Agenda
The Secretariat of Economic Development (SEDEC) will create an agenda tailored to the company´s
requirements during the evaluation and pre-establishment phase. SEDEC will arrange business meetings
and will provide all the necessary information to facilitate the company´s decision. SEDEC will make all
arrangements so that your visit to our State is higly successful.
Intergovernmental Relations
Every foreign company interested in establishing operations in Nuevo Leon has the assistance of an
experienced executive from SEDEC, who will contact all the government officials involved in the
company´s project. SEDEC will lobby with federal and/or municipal authorities on behalf of the company.
Ex. This executive will make contacts and give information to the business executives involved so that the
companys analysis, conclusions, and start-up operations in the State proceed as quickly and easily as
possible.
Supplier Development Program
Foreign companies interested in contacting qualified Mexican suppliers can locate them through SEDEC´s
Supplu Hub Program, which has certified over 1,500 companies in different industries in Nuevo Leon and
Mexico, all of which have enough potential to supply international companies.
Ex. This free-of-charge portal is a match-making service which according to the company´s specific needs
will find the right supplier and even provide quote on-line (www.aupplyhub.nl.gob.mx)

Mixed Labor Force Training Program
The government hires new workers for a three month training period; every employee receives an amount
equal to 1.5 times the Mexican minimum wage. The company´s main commitment is to hire 70 % of the
trainees by the end of the program.
Ex. If the company has 200 trainees, the government will be paying a total of $105,500 USD (exchange
rate of 11.00 pesos/ dollar) for the whole period
Payroll Tax Reduction Incentive
Payroll tax in the State of Nuevo Leon is 2%. The State will grant uo to 100% reduction for companies
established. This discount is granted for one year and can be extended for additional years based on new
employment creation.
Ex. For 200 trainees working in a company outside the Metropolitan area, the government will deduct a
total of $12,200 USD ( exchange rate 11.00 pesos/ dollar) for the whole year.
University and Government Programs
There are strong business links between government, companies, and academia. Universities and
technical schools are open to modify their courses so that their students can join a company at the
completion of their studies.
In addition, educational institutions with R&D Centers look forward to assist companies to develop new
products or processes.
Ex. A company can develop a specific educational program with any university or technical school to pretrain its future labor force.
Municipal Incentives
Real Estate Acquisition Tax (ISAI)
Purchase of land and buildings are eligible for tax reduction. A Real Estate Acquisition Tax of 2% applies to
the largest value between the value of the transaction or the catastral value (total amount paid for a
property); a discount might apply according to each company´s project and impact on the municipality.
Ex. For a warehouse with a $2,000,000 USD value, the company will have to pay a total of $40,0000 USD
to the municipal government; a 15% reduction can be granted reducing the company´s payment by $6,000
USD. The company will make a total payment of $34,000 USD for this municipal tax.

Real estate Ownership Tax (PREDIAL)
Apply to any owned land or property. A Real Estate Ownership Tax must be paid yearly to the municipality
in the amount of 0.3% of the real estate value.
*Each project must be evaluated individually by the proper authority. In some cases funds are limited and grants will depend on fund availability.
Some examples are based on hypothetical scenarios; they are merely examples of how these incentives would work in case of approval. SEDEC is
not liable to respond to every case as the example states.
