CONSTITUTION ACT 1934 SECTION 6: SUMMONING THE
FIRST SESSION OF THE FIFTIETH PARLIAMENT
Proclamation By The Governor
(L.S.) MARJORIE JACKSON-NELSON
PURSUANT to section 6 (1) of the Constitution Act 1934 and
with the advice and consent of the Executive Council, I—
1. Fix 11 a.m. on Tuesday, 5 March 2002, as the time for
holding the first session of the Fiftieth Parliament.
2. Declare that the place for holding the Parliament will be the
building known as Parliament House at North Terrace in the City
of Adelaide.
3. Alter the period of prorogation of the Parliament of South
Australia fixed by proclamation made by me on 15 January 2002
so as to expire at the time fixed by clause 1.
4. Summon the Parliament to meet for the despatch of business
at the time and place stated above and require all honourable
members of the Legislative Council and the House of Assembly
and all officers of the Parliament to give their due attendance
accordingly.

a clerical error in the instrument of appointment of the Chief
Executive of the South Australian Motor Sport Board signed on 15
January 2002 and amended the Minutes of the Executive Council
meeting held on 15 January 2002 by changing the date of
expiration of the appointment from 31 March 2002 to 30 June
2004.

Preamble
It is necessary to amend The Coorong District Council Development Plan, dated 4 October 2001.
NOTICE
PURSUANT to section 29 (2) (a) of the Development Act 1993, I, Diana Laidlaw, being the Minister administering the Act, amend The
Coorong District Council Development Plan, dated 4 October 2001 is to be amended as follows:
Delete the map ‘CooD/38 dated 4 October 2001 and insert the contents of attachment ‘A’.

PORT AUGUSTA—PORT AUGUSTA (CITY) DEVELOPMENT PLAN—GENERAL PLAN AMENDMENT
Preamble
1. The Development Plan amendment entitled ‘City of Port
Augusta—Port Augusta (City) Development Plan—General Plan
Amendment’ (the Plan Amendment) has been finalised in
accordance with the provisions of the Development Act 1993.
2. The Minister for Transport and Urban Planning has decided
to approve the Plan Amendment.
NOTICE
PURSUANT to section 25 of the Development Act 1993, I:
(a) approve the Plan Amendment; and
(b) fix the day on which this notice is published in the
Gazette as the day on which the Plan Amendment will
come into operation.

FISHERIES ACT 1982: SECTION 59
TAKE note that the notice made under section 59 of the Fisheries
Act 1982, and published in the South Australian Government
Gazette on page numbers 189 and 190, dated 15 January 2002,
being the seventh notice on page 189, referring to Dr Bronwyn
Gillanders and collection of marine organisms in Gulf St Vincent,
is hereby revoked.

FISHERIES ACT 1982: SECTION 59
TAKE NOTICE that pursuant to Section 59 of the Fisheries Act
1982, Dr Bronwyn Gillanders (hereinafter referred to as the
‘exemption holder’) or persons acting as her agents from the
Faculty of Science, Department of Environmental Biology, The
University of Adelaide, Adelaide, S.A. 5005 is exempt from the
provision of clause 65 of Schedule 1 of the Fisheries (General)
Regulations 2000 but only insofar as to engage in the collection of
marine organisms from the waters of Gulf St Vincent including
intertidal ‘rocky’ reefs and aquatic reserves (hereinafter referred to
as the ‘exempted activity’), using the gear specified in Schedule 1,
subject to the conditions set out in Schedule 2 from the date of
gazettal of this notice until 28 February 2003, unless varied or
revoked earlier.
SCHEDULE 1
5 drop nets with the maximum dimensions of 5 m x 5 m,
maximum height of 1.4 m and minimum mesh size of 1 mm;
1 dab net per person.
SCHEDULE 2
1. The specimens collected by the exemption holder are for
scientific research purposes only and may not be sold.
2. All specimens collected pursuant to this notice must be
retained by the University of Adelaide or transferred to the South
Australian Museum.
3. Before collecting any specimens pursuant to this notice, the
exemption holder must advise the PIRSA Fisheries Compliance
Unit on 1800 065 522, at least 24 hours prior to undertaking the
exempted activity, with details of the persons undertaking the
exempted activity, proposed locations and the dates on which the
collections are to be made.
4. The exemption holder or her agents must not conduct any
other fishing activity including recreational fishing whilst
undertaking the exempted activity.

5. While engaging in the exempted activity, the exemption
holder or her agents must be in possession of a copy of this notice.
Such notice must be produced to a PIRSA Fisheries Compliance
Officer if such an officer requests that it be produced.
6. The exemption holder shall not contravene or fail to comply
with the Fisheries Act 1982 or any regulations made under that
Act, except where specifically exempted by this notice.

January 2002:
2 wire fish traps 1.5 m in length and 1 m wide, with one
entrance funnel (cone shaped), constructed from chicken
wire, with a length of black rope attached.
The above items were suspected to have been used or intended
to be used, in contravention of the Fisheries Act 1982, and were
taken into possession at the 550 km mark on the Murray River.
After the expiration of one month from the date of this notice
the items listed above shall, on the order of the Minister of
Primary Industries, be forfeited to the Crown and shall be either
disposed of by sale or destruction.

taken into possession at Deep Creek.

diameter with 6 cm mesh.
1 part fish trap (rusted) 7 cm x 5 cm mesh.
The above items were suspected to have been used or intended
to be used, in contravention of the Fisheries Act 1982, and were
taken into possession at Deep Creek.

and Resources SA, Fisheries Division at Mundic Creek entrance—
Renmark on 28 January 2002:
1 shrimp trap covered with fine green mesh; has 2 zip
openings, 1 for bait and 1 for removing shrimp; has an
entrance funnel each end opening measuring 5 cm. Trap
size 45 cm x 25 cm x 25 cm metal frame made to enable
trap to fold closed.
The above items were suspected to have been used or intended
to be used, in contravention of the Fisheries Act 1982, and were
taken into possession at Renmark.
After the expiration of one month from the date of this notice
the items listed above shall, on the order of the Minister of

Hunchee Creek on Murray River (593 km mark) on 29 January
2002:
1 shrimp trap, green mesh, zip opening 250 mm x 250 mm x
450 mm with 50 mm funnel openings. Orange cord
attached with 24 plastic bottle floats.
The above items were suspected to have been used or intended
to be used, in contravention of the Fisheries Act 1982, and were
taken into possession 50 m upstream of Hunchee Creek on Murray
River (593 km mark).
After the expiration of one month from the date of this notice
the items listed above shall, on the order of the Minister of
Primary Industries, be forfeited to the Crown and shall be either
disposed of by sale or destruction.

Notice under Section 6 (2) of the National Electricity Law and
National Electricity Code—Prudential Arrangements:
Security Deposits Code changes
NOTICE is hereby given pursuant to section 6 (2) (b) of the
National Electricity Law, which forms the Schedule to the
National Electricity (South Australia) Act 1996 and clause 8.3.9
(d) of the National Electricity Code approved under section 6 of
the National Electricity Law, that clauses 1.11, 3.3.9, 3.3.11,
3.3.13, 3.15.11A, 3.15.12, 3.15.14, 3.15.15A, 3.15.18 and 3.15.22
of the National Electricity Code are amended, new clauses 3.3.8A
and 3.3.13A are inserted, and new definitions and amendments to
existing definitions are inserted in Chapter 10 of the National
Electricity Code in order to afford participants a low-cost
alternative mechanism to meet their prudential obligations.
These amendments to the National Electricity Code commence
on 21 February 2002.
As required by clause 8.3.9 (d) of the National Electricity Code,
a copy of the ACCC’s letter dated 6 February 2002 granting
authorisation is set out below.

Determination—Prudential Arrangements: Security Deposits
Dear Stephen,
On 22 October 2001, the Australian Competition and Consumer Commission (Commission) received applications for
authorisation (Nos A90805, A90806 and A90807) of amendments to the National Electricity Code (Code). The applications
were submitted by NECA and relate to Prudential Arrangements.

The Commission did not receive any submissions in regards to
the proposed code changes.
On 2 January 2002, the Commission released its draft
determination outlining its analysis and views on the proposed
code changes. No submissions were received in response to the
draft, thus a pre-determination conference was not held.
On 6 February 2002, the Commission granted authorisation to
the proposed code changes, with the period of the authorisation to
expire on 31 December 2010.
In accordance with s.101 of the Trade Practices Act 1974, a
person dissatisfied with the Commission’s determination may
apply to the Australian Competition Tribunal for a review of the
determination. Each application must be lodged on the appropriate form within 21 days of the date of the determination, with the
Registrar of the Tribunal. The Tribunal is located in the Office of
the Registrar of the Federal Court in each State.

RULES OF COURT
Amending the District Court Rules 1992
Amendment No. 35 of the District Court Rules
BY virtue and in pursuance of Section 51 of the District Court Act 1991, and all other
powers us thereunto enabling, We, Terence Anthony Worthington, Chief Judge, and
Robert Martin Lunn and Peter Anthony John Herriman, Judges of the District Court of
South Australia, do hereby make the following Rules of Court:
1. These Rules may be cited as the ‘District Court Rules 1992, Amendment No. 35’.
2. The District Court Rules 1992, as amended, by these Rules, may be cited as the
‘District Court Rules 1992’.
3. That Rule I-3 (1) be amended by adding into the definition of ‘The Compensation
Act’ after ‘1978’ the words ‘and the Victims of Crime Act 2001’.
4. That Rule II-52 be repealed and be replaced by the following new II-52:
‘II-52 (1) Rule 93.01 down to and including subparagraph (h) is to apply to
the District Court.
(2) Subparagraph (i) of Rule 93.01 is to apply to the District Court with the
addition of the words ‘in the District Court’ at the end of it.
5. The Rule which was numbered IV-17.05 by paragraph 10 of the District Court
Rules 1992 Amendment No. 34 is renumbered to be IV-17.06.
6. That Rules V-1 and V-1A be repealed and replaced by:
‘V-1 (1) In Part V unless the context otherwise requires:
‘Compensation Act’ means whichever of the Criminal Injuries Act or
the Victims of Crime Act governs the particular proceedings;
‘Criminal Injuries Act’ means the Criminal Injuries Compensation Act
1978;
‘Victims of Crime Act’ means the Victims of Crime Act 2001.
(2) A claimant under the Victims of Crime Act is a plaintiff.
7. That Rule V-2 be amended in its preamble by inserting ‘of the Criminal Injuries
Act’ after ‘pending at the commencement date’.
8. That the following new Rules V-3 and V-4 be inserted into Part V:
‘V-3 (1) Except as the Compensation Act or the Rules under this Part
otherwise provide Part I of the Supreme Court Rules and the First Schedule to the
Supreme Court Rules in force from time to time, as modified for the purposes of
the Court by Parts II and III of these Rules, are to apply mutatis mutandis to all
proceedings in the Criminal Injuries Division of the Court as if such Rules had
been made pursuant to Section 51 of the Act.
(2) An originating application under the Compensation Act is to be brought
by summons.
V-4 That Rule 6A is not to apply to proceedings under the Compensation
Act.’
9. That Rule V-8 be amended in subparagraph (f) by substituting ‘State of South
Australia by sending the document to the Crown Solicitor’ for ‘Crown Solicitor pursuant
to Section 7 (5) of the Compensation Act, by sending the document to him.’

10. That the following new Rules V-13 to V-17 be inserted after Rule V-12 and
before Form V-1:
‘V-13 (1) An extension of a limitation period may be sought under Section
18 (7) of the Victims of Crime Act:
(a) in the same summons by which compensation is sought; and/or
(b) by an interlocutory application which may be determined before other
relief in the proceedings.
V-14 Third party proceedings under Section 28 (2) (a) of the Victims of
Crime Act are governed by Rule 37 but the time limit imposed by Rule 37.01 (1)
for bringing such proceedings without leave is not to apply to the AttorneyGeneral.
V-15 Where the Attorney-General files a certificate under Section 28 (3) (a)
of the Victims of Crime Act the Registrar may administratively enter judgment
pursuant to that subsection (3).
V-16 Where Section 28 (4) of the Victims of Crime Act applies to a
judgment obtained under subsection 28 (3) of that Act:
(1) The Crown solicitor is to serve a sealed copy of the judgment on the
offender together with notice of the offender’s rights under Section 28
(4) of that Act to apply to have the judgment set aside or varied.
(2) Whether the offender is then a party to the action or not, the offender
may take out an interlocutory application in the proceedings seeking
to set aside or vary the judgment.
(3) Unless the Court otherwise directs the plaintiff is not to be given
notice of, or to be heard on, any application under this Rule.
V-17 (1) An application under Section 28 (5) of the Victims of Crime Act
may be taken out in the proceedings in which the statutory compensation was
claimed, but the plaintiff is not to be served with, or to be heard on, such an
application.
(2) Where no proceedings have been brought in the Court for statutory
compensation an application under Section 28 (5) of the Victims of Crime Act is
to be initiated by an inter partes summons issued by the State of South Australia
against the offender.
(3) A summons under subrule (2) above may be disposed of summarily by a
Master in chambers.
(4) An application by the offender under Section 28 (6) of the Act is to be
made by filing an affidavit in answer to the application or summons under Section
28 (5) of that Act setting out the good reasons for not entering judgment against
the offender.’
11. That Form V-I be amended by adding after ‘COMPENSATION ACT 1978’
wherever that appears ‘or the VICTIMS OF CRIME ACT 2001 (as the case may be)’.

Higher Mass Limits for Vehicles Fitted with Road Friendly Suspensions
PURSUANT to Section 163AA of the Road Traffic Act (the Act), 1961, I, T. N. Argent, Executive Director, Transport SA, as an
authorised delegate of the Minister for Transport and Urban Planning, hereby exempt vehicle configurations fitted with Road Friendly
Suspensions as described in Table 1 of this Notice, from the following provisions of the Road Traffic (Mass and Loading Requirements),
Regulations 1999:
• Schedule 1, Part 1 – Mass Limits, Table 1 - Mass Limits for Single Axle and Axle Groups, in so far as it relates to axle or axle mass
limits for axle or axle group configurations specified in table 2 of this Notice.
• Schedule 1, Part 1 – Mass Limits, Clause 3 (1) (2) and (3) Mass Limits relating to axle spacing.
• Schedule 1, Part 1, Clause 4 (1) Mass limits for combinations.
for travel on only those routes specified in this Notice, in accordance with approvals granted under Section 161A of the said Act.
This exemption is subject to the following conditions:

codes and which are fitted with road friendly suspensions are approved to operate, at higher mass limits, under this Notice.

Definitions
3.1
For the purpose of this Notice the following definitions shall apply:
3.1.1
‘Car Carrier Combination’ means a rigid motor vehicle (but not including a prime mover) designed to carry motor
vehicles, fitted with a tandem axle group at the rear, towing a trailer designed to carry motor vehicles which has a
tandem axle group or triaxle group at the rear, and where the front of the trailer is connected to the rear of the motor
vehicle by a coupling. The overall length of the vehicle combination, including any load shall not exceed 25 m.
3.1.2
‘General Access Vehicle’ means a vehicle included under vehicle configuration a or d (not longer than 12.5 m), or b
or c (not longer than 19.0 m), as specified in Table 1. For General Access Vehicles, this Notice shall stand alone.
3.1.3
‘Mass Management Accreditation Scheme’ means a scheme that is recognised by Transport SA as meeting the
requirement of the mass management module (including audit requirements) of the National Heavy Vehicle
Accreditation Scheme (NHVAS).
3.1.4
‘National Heavy Vehicle Accreditation Scheme’ (NHVAS) means the comprehensive accreditation package
developed by the National Road Transport Commission and approved by the Australian Transport Council on 14
November 1997.
3.1.5
‘Restricted Access Vehicle’ means a vehicle included under vehicle configuration b (longer than 19m) or e or f, as
specified in Table 1. For these Restricted Access Vehicles, this Notice shall be read in conjunction with the relevant
South Australian Government Gazette notice approval.
3.1.6
‘Road Friendly Suspension’ means a suspension system certified as complying with the performance criteria
detailed in the Federal Office of Road Safety Vehicle Standards Bulletin 11 – Certification of Road Friendly
Suspension Systems, April 1999.
3.1.7
‘valid National Heavy Vehicle Accreditation Mass Module label’ or a ‘valid Mass Management Accreditation
(Pilot) Program (Victorian) label’ means a label:
(a) issued to a scheme member (whose accreditation status has not been suspended or cancelled); and
(b) displayed on the nominated vehicle (owned or captured by the operator);
for which the label was originally issued by the accrediting authority.
4.
Axle Mass Limits and Axle Spacing
4.1
The total mass on the axle or axle group shall not exceed the limits listed in Table 2 for the specified axle or axle group.
4.2
The mass limits specified in Table 2 shall only apply to axles or axle groups fitted with a road friendly suspension (except for
the steer axle on the Road Train prime mover).

4.3
The total mass of a vehicle or combination, as determined by Schedule 1, Part 1, clause 3 of the Road Traffic (Mass and
Loading Requirements) Regulations 1999, relating to axle spacing, can only be exceeded by the amount that the sum of the
masses of the axle or axle groups, operating under higher mass limits, exceed the mass limits specified in the column titled
Mass Limit (tonnes) in Table 2 above.
4.4
The total mass of a vehicle combination, other than a road train or B-double, can only exceed 42.5 tonnes by the amount that
the sum of the masses of the axle or axle groups, operating at higher mass limits, exceed the mass limits specified in the
column titled Mass Limit (tonnes) in Table 2 above.
Mass Management Accreditation
5.1
5.2
Vehicles or vehicle configurations fitted with triaxle groups must be accredited under one of the following Mass
Management Accreditation Schemes where any axle or axle group is specified and loaded in accordance with Table 2 above:
5.1.1
Mass Management Module of the National Heavy Vehicle Accreditation Scheme.
5.1.2
National Heavy Vehicle Accreditation Scheme for Mass Management, known as the Mass Management
Accreditation (Pilot) Program (Victorian).
The Prime Mover must display a valid National Heavy Vehicle Accreditation Mass Module label or a valid Mass Management Accreditation (Pilot) Program (Victorian) label.

5.3
All tri-axle trailers in the vehicle combination must display a valid National Heavy Vehicle Accreditation Mass Module label
or a valid Mass Management Accreditation (Pilot) Program (Victorian) label, where displaying labels on trailers is a
requirement of the accrediting agency.
5.4
Drivers of vehicles accredited in South Australia must carry documented evidence (which may be the Route Compliance
Certificate) of route planning, confirming that a higher mass limit route is available by reference to the maps contained in
this Notice, in accordance with Standard 4 of the Mass Management Module of the National Heavy Vehicle Accreditation
Scheme.
5.5
Vehicles accredited in states and territories other than South Australia under the schemes specified in 5.1 may operate in
South Australia under the terms and conditions and on the routes detailed in this Notice provided the driver:
5.5.1
has determined that a higher mass limit route is available by reference to the maps contained in this Notice; and
5.5.2
records the route details on a Route Compliance Certificate and has signed the Certificate; and
5.5.3
carries the Route Compliance Certificate in the vehicle when operating at higher mass limits; and
5.5.4
produces the Certificate if requested by an Inspector appointed under the Road Traffic Act 1961 and/or Motor
Vehicles Act 1959, or a Police Officer; and
5.5.5
the scheme member retains the original copy of the Certificate for a period of not less than 12 months from the date
it is signed for auditing purposes.
Routes
6.1
Vehicle configurations included under a or d (not longer than 12.5 m) or b or c (not longer than 19.0 m), as specified in
Table 1 shall operate only on the approved routes specified in the maps titled ‘Route Network for General Access Vehicles
fitted with Road Friendly Suspension’ as included in this Notice.
6.2
B-Doubles operating in accordance with the South Australian Government Gazette notice titled ‘Operation of B-Double
Vehicles up to 25 m in Length’, may operate at higher mass limits only where routes specified in the South Australian
Government Gazette Notice ‘Operation of B-Double Vehicles up to 25 m in Length’, are also routes specified in the maps
‘Route Network for General Access Vehicles fitted with Road Friendly Suspension’, as included in this Notice.
6.3
Car Carrier Combinations operating in accordance with South Australian Government Gazette notice titled ‘Operation of
Car Carrier Combinations up to 25 m in Length’, may operate at higher mass limits only where routes specified in the South
Australian Government Gazette Notice ‘Operation of Car Carrier Combinations up to 25m in Length’, are also routes
specified in the maps ‘Route Network for General Access Vehicles fitted with Road Friendly Suspension’, as included in this
Notice.
6.4
Double and Triple Road Trains operating in accordance with the South Australian Government Gazette Notice titled
‘Operation of Road Train Vehicles in South Australia’, may operate at higher mass limits only where routes specified in the
South Australian Government Gazette Notice titled ‘Operation of Road Train Vehicles in South Australia’, are also routes
specified in the maps ‘Route Network for General Access Vehicles fitted with Road Friendly Suspension’, as included in this
Notice.
6.5
B-Double vehicles registered under the Commonwealth of Australia Interstate Road Transport Act 1985, operating at higher
mass may operate on the routes specified in the Commonwealth of Australia Gazette notice titled ‘Determination of Routes
for B-Double Vehicles Carrying Higher Mass Limits Under the Federal Interstate Registration Scheme (FIRS)’.
6.6
Vehicle combinations other than B-Doubles and Rigid Truck and Trailers registered under the Commonwealth of Australia
Interstate Road Transport Act 1985, operating at higher mass may operate on the routes specified in the Commonwealth of
Australia Gazette notice titled ‘Determination of Routes for Vehicles, Other than B-Doubles and Rigid Truck and Trailer
Combinations, Carrying Higher Mass Limits Under the Federal Interstate Registration Scheme (FIRS)’.
Vehicle Specifications
7.1
General requirements:
7.1.1
The vehicle and/or combination shall not be driven or loaded in excess of the manufacturers rating for axle,
suspension, tyre and coupling capacities or in excess of the manufacturers gross vehicle mass and gross combination mass ratings.
7.1.2
South Australian registered vehicles shall not exceed the Gross Vehicle Mass and/or Gross Combination Mass as
shown on the certificate of registration for that vehicle.
7.1.3
Vehicles registered in other States and Territories shall comply with the requirements of Clause 7.1.1 or the Gross
Vehicle Mass and/or Gross Combination Mass as shown on the certificate of registration for that vehicle.
7.1.4
Vehicles manufactured on or after 1 July 2000 must be fitted with certified Road Friendly Suspension systems.
7.1.5
Vehicles manufactured prior to 1 July 2000, must at least be fitted with suspensions that use air bags in conjunction with effective dampers with the air bag being the principal suspension medium. The air bag suspension
systems fitted to these vehicles are deemed to be Road Friendly until 1 July 2002.
7.1.6
Vehicles manufactured prior to 1 July 2000 may be fitted with certified Road Friendly Suspension systems, but
must be fitted with certified Road Friendly Suspensions by 1 July 2002 to be eligible for Higher Mass Limits under
this Notice.
7.2
B-Double Coupling Requirements:
7.3
Road Train Coupling Requirements:
7.2.1
The ‘D’ rating for fifth wheel couplings and king pins shall be equal to or greater than 112 kN.
7.3.1
For Double Road Train vehicle units manufactured prior to 1 July 1991, the minimum ‘D’ rating for the fifth wheel
couplings and king pins shall be equal to or greater than 135 kN and the minimum ‘D’ rating for tow couplings and
drawbar eyes shall be equal to or greater than 15 tonnes.
7.3.2
For Double Road Train vehicle units manufactured on or after 1 July 1991 and Triple Road Trains, the minimum
‘D’ rating for the fifth wheel couplings and king pins shall be equal to or greater than 173 kN and the minimum ‘D’
rating for tow couplings and drawbar eyes shall be equal to or greater than 19 tonnes.

Planning, hereby approve B-Double Vehicles up to an overall length not exceeding 25 m, to operate on routes specified by this Notice
and in accordance with the document titled Operation of Medium Combination Vehicles in South Australia, Edition No. 1 (clauses 1-6
and 8-10 only), issued by Transport SA, and
PURSUANT to the provisions of Section 163AA of the Road Traffic Act 1961, I, T. N. Argent, Executive Director, Transport SA, as an
authorised delegate of the Minister for Transport and Urban Planning, hereby exempt B-Doubles transporting baled wool from Rule 72
Height of the Road Traffic (Vehicle Standards) Rules 1999.

Road Traffic Act 1961 and/or Motor Vehicles Act 1959, or a Police Officer.
1.2
This Notice can stand alone or can be read in conjunction with an individual permit issued by Transport SA.
1.3
The vehicle is not under ‘Notice of Suspension to Operate as a Medium Combination Vehicle’ issued by the Minister for
Transport and Urban Planning.
1.4
When the B-Double is travelling along Main South Road between Cape Jervis and Delamere, the drive axle group of a
tandem drive prime mover shall have a mass of not less than 14 tonnes when the B-Double is carrying a load of more than 10
tonnes.
1.5
After disembarking from the ferry at Cape Jervis, the B-Double must allow all other passenger vehicles disembarking from
the ferry to proceed towards Myponga before the B-Double proceeds.
Definitions
For the purpose of this Notice the following definitions shall apply:
2.1
‘B-Double’ means a combination consisting of a prime mover towing 2 semi-trailers where the first semi-trailer is connected
to the prime mover by a fifth wheel coupling and the second semi-trailer is connected to the first semi-trailer by a fifth wheel
coupling.
2.2
‘Maintenance Management Scheme’ means a scheme that is recognised by Transport SA as meeting the requirement of the
maintenance management module (including audit requirements) of the National Heavy Vehicle Accreditation Scheme
(NHVAS).
2.3
‘National Heavy Vehicle Accreditation Scheme’ (NHVAS) means the comprehensive accreditation package developed by the
National Road Transport Commission and approved by the Australian Transport Council on 14 November 1997.
2.4
‘valid National Heavy Vehicle Accreditation Maintenance Module label’ and ‘valid TruckSafe label’ means a label:
(a) issued to an accredited operator (whose accreditation status has not been cancelled or suspended); and
(b) displayed on the nominated vehicle (owned or captured by the operator),
for which the label was originally issued by the accrediting authority.
3.
General Conditions
3.1
The vehicles defined herein are operated in accordance with the conditions specified in the document titled ‘Operation of
Medium Combination Vehicles in South Australia’ Edition 1, (clauses 1-6, 8-10 only) issued by Transport SA and as
amended by this Notice.
3.2
Where a B-Double is carrying dangerous goods on the Adelaide-Crafers Highway the vehicle combination shall be fitted
with an approved anti-lock brake system in accordance with Transport SA’s specifications. Refer to Permit Information
Bulletin titled ‘B-Double Anti-lock Brake Systems’.
3.3
The gross mass of the vehicle and/or combination does not exceed the gross vehicle and/or gross combination mass limits
specified in the document titled ‘Operation of Medium Combination Vehicles in South Australia’, Edition 1 (clauses 1-6 and
8-10 only), issued by Transport SA.

Inspection and Maintenance Accreditation Requirements
4.1
All South Australian registered vehicle units (prime movers and semi-trailers) must be either:
(a) inspected and display a current inspection label as detailed in the document titled ‘Operation of Medium Combination
Vehicles in South Australia’ Edition 1, issued by Transport SA; or
(b) accredited under a Maintenance Management Scheme and display a valid National Heavy Vehicle Accreditation
Maintenance Module label or valid TruckSafe label.

4.2
Vehicles registered in New South Wales, Victoria, Queensland, Western Australia and Australian Capital Territory must
comply with specified inspection and accreditation requirements of their home state or territory.
4.3
Vehicles registered in the Northern Territory must display either current South Australian inspection labels or current
Northern Territory inspection and rating labels in accordance with the Mutual Recognition Agreement between South
Australia and the Northern Territory, or be accredited under a Maintenance Management Scheme and display either a valid
National Heavy Vehicle Accreditation Maintenance Module labels or valid TruckSafe labels.

5.1
Vehicles operating under this Notice shall be registered in accordance with the Charge Codes shown in Table 1.

6.
Transport of Baled Wool
6.1
7.
Baled wool may be carried subject to the following conditions:
6.1.1
The baled wool shall not be loaded more than four layers high.
6.1.2
The maximum overall vehicle height including the baled wool shall not exceed 4.6 m.
6.1.3
The overall width of all axles or axle groups of the vehicle carrying the load, excluding the front axle or axle group,
when measured between two vertical parallel planes located at the outer extremities of the tyres, shall not be less
than 2.1 m.
6.1.4
Hauliers operating under provisions of this Notice should be aware that some bridges, signs, overhead wires, trees
and signals may not provide sufficient clearance for the passage of a 4.6 m high vehicle.
Routes
7.1
B-Double Vehicles up to 25 m in length, operating in accordance with this Notice, shall operate only on the approved routes
and in accordance with the additional conditions specified in the maps ‘Route Network for B-Double Vehicles up to 25 m in
Length’ as included in this Notice.
7.2
B-Doubles are not permitted to assemble or disassemble along the route, or otherwise deviate from the route unless allowed
by this Notice or under an individually issued permit.
7.3
B-Doubles may only stop in parking bays showing a ‘Truck Parking Area’ sign for rest purposes or vehicle checks but not
for assembly or disassembly purposes. The sign shall comply with Australian Standard AS 1742.6 service symbol sign S13.
The signs display a white ‘P’ and symbolic articulated vehicle on a blue background.
7.4
Approval to operate B-Double Vehicles up to 25 m in length in accordance with the route maps ‘Medium Combination
Vehicles Route Network’ included in the document ‘Operation of Medium Combination Vehicles in South Australia’ Edition
1, issued by Transport SA, is revoked.
