Introduction
Purpose
1.1
This Utilities Statement has been prepared by Glanville Consultants Ltd on behalf of
Berkeley Homes (Three Valleys) Ltd. Its purpose is to provide an assessment of the
development impact on existing utilities serving the site and in the vicinity of the site,
and how the development will be served by utilities on its completion. This statement
is to accompany planning applications for re-development at Mill Lane, Taplow.
1.2
Issue 5 of this report is produced to accompany new planning applications, following
the refusal of the previous applications in December 2014. The principle changes
relate to the scale and form of buildings and therefore have only a minor impact on
the Utilities Statement (HH4130693/KJ/045 Issue 2) which was agreed with the
relevant authorities prior to the December 2014 planning refusal.
Proposed Development and Planning Application
1.3
The proposed development consists of four parts forming four separate planning
applications. These are referred to as A (full site), B (Glen Island House), C
(footbridge) and D (gas holder), these are explained below.
Application A: A Full application for planning permission and an application for
Conservation Area consent for the demolition of the existing mill buildings,
warehouses, associated structures and the former Skindles hotel to provide 141 new
dwellings and 40 senior living apartments and
a restaurant; retention
and refurbishment of historic buildings on site to provide 18 further dwellings;
improvements to the existing boatyard to include boat chandlery; enhanced open
space, new pedestrian footway and cycle links, car parking, enhanced biodiversity,
flood mitigation measures, removal of TPO trees with re-provision on-site,
landscaping; , new road junction, and associated works.
Application B: An application for Listed Building consent for the conversion of the
Grade II listed Glen Island House into 2 two storey dwellings and 2 apartments. This
application was approved subject to conditions by notice dated 18th December 2014
Application C: A Full application for planning permission and an application for
Conservation Area consent for the construction of a footbridge over the Thames from
Mill Island to Ray Mill Island and associated works.
Application D: A Full application for planning permission and an application for
Conservation Area consent to provide 941m2 of commercial space, car parking, a
café cart, landscaping and associated works.
Format

This report describes the entire site including applications A, B, C and D. The
existing conditions of each utility are documented and the proposals then presented.

Site Location & Description
1.5
The site is located between the River Thames and River Jubilee, adjacent to the
eastern edge of Maidenhead. The site is bordered by the A4, Bath Road to the
south. Within the site, Mill Lane connects a number of existing buildings including
the main development areas which consist of the Taplow Mill and the former
Sevenside recycling centre buildings.

Water
Existing Network and Diversions
2.1
Existing assets in and around the site are owned and operated by South East Water
and Thames Water. Their asset plans can be found in Appendix A of this report.
2.2
South East Water’s services terminate on the eastern end of Maidenhead Bridge.,
and serve the development to the west of the River Thames.
2.3
Thames Water’s services extend eastward from the Maidenhead Bridge. There is a
4” distribution main that runs within Mill Lane, serving the Skindles restaurant and
other developments along Mill Lane. There are also water mains supplying the old
mill site, running under the Jubilee River.
2.4
The proposed development will require resurfacing of Mill Lane and surrounding
developments. The excavation depths are likely to impact on the existing distribution
main. The water main will need to be diverted within the site to allow this.
2.5
Consultation with Thames Water to determine costs and timescales for the removal
of the existing connections will be required.
Proposed Network
2.6
Thames Water has undertaken a study to identify the possible connection points for
the development. The report on this study can be found in Appendix A. The report
modelled three scenarios, A, B and C, these being the following:

A: Point of Connection 1 to the 6” CI main off 12” CI main west of Paper
Mills, and east of Jubilee River.
B: Point of Connection 2 to the 4” CI main on Mill Lane.
C: Point of Connection 3 to the 3” CI main on Bath Road.

All scenarios have been modelled for their respective base models, base model plus
the proposed development and the base model plus development and reinforcement
where necessary.
2.8
Scenarios A and B will use supplies from the Dropmore Flow Monitoring Zone, whilst
Scenario C utilises the Stokewood Flow Monitoring Zone. Scenario A does not
require reinforcement, but investigations are required to ascertain the integrity of the
existing pipelines that cross the Jubilee River. Scenarios B and C both require
reinforcement, 750m and 1400m respectively.
2.9
Thames Water has confirmed that the existing pipelines under the Jubilee River can
be reused, as per Scenario which is their preferred option. Thames Water’s
correspondence on this matter can be found in Appendix A.

3.0
Electricity
Existing Network and Diversions
3.1
Scottish and Southern Energy (SSE) are the local operators of the electricity
network. Their asset plans can be found in Appendix B of this report.
3.2
The existing assets within the site include an 11kV underground cable network and
associated substations as outlined in the table below. This infrastructure mostly lies
within or adjacent to Mill Lane.
3.3
SSE has been contacted regarding the disconnection of the existing Paper Mill site,
for which they have provided a fee estimate for their necessary work.

The re-development work around Mill Lane throughout the site will potentially affect
the existing high voltage cables, which will be diverted within the site.
Proposed Network
3.5
It is proposed to connect the development to the existing high voltage network
running within Mill Lane.
3.6
SSE has been contacted regarding a feasibility study and budget estimates, their
correspondence can be found in Appendix B. The site has been estimated to have a
peak load of 700kVA, and that reinforcement would not be required to connect the
development.

Gas
Existing Network and Diversions
4.1
National Grid is the local distributor of gas. Their asset plans can be found in
Appendix C of this report.
4.2
The existing assets within the site include several low pressure mains and a medium
pressure main that crosses the lower half of the site, with a branch feeding a
governor.
4.3
National Grid has been contacted regarding the abandonment of their medium and
low pressure mains on the site. The plan of their proposals can be found in Appendix
C of this report. Essentially, this involves the abandonment of the infrastructure
associated with the old paper mill.
4.4
The re-development work around Mill Lane throughout the site will potentially affect
the existing gas mains. Once detailed plans for the development are known, further
consultation with National Grid can be made to determine the extent of diversion
works required.
Proposed Network
4.5
The proposed development will connect to the existing low pressure network running
within the site; this is subject to there being enough capacity within the network,
which will be confirmed by National Grid.

5.0
Telecommunications
Existing Network and Diversions
5.1
BT and Virgin Media both have assets within the site. Their asset plans can be found
in Appendix D of this report. The assets are concentrated around Mill Lane, with
junction boxes located adjacent to properties.
5.2
Virgin Media assets within the site include a network of underground ducts, whilst BT
have underground plant within Mill Lane and some overground plant connecting the
old paper mill site.
5.3
The re-development work around Mill Lane throughout the site will potentially affect
the existing ducts. Once detailed plans for the development are known, further
consultation with the two companies can be made to determine the extent of
diversion works required.
Proposed Network
5.4
The availability of telecommunications infrastructure in the vicinity of the site allows
the developer the opportunity to provide the development with connections. Details of
the proposed network shall be provided following further investigation.
5.5
Standard, high speed and fibre optic broadband are all available at speeds of up to
80Mb (download speed).

Dear Hemanti,
Please find the attached plan water mains were laid under the Jubilee River when it was constructed to supply the
mill, these will be reused to supply the redevelopment therefore no reinforcement to the existing network is
required. The Green line on the plan running down the River Thames is the boundary between Thames Water and
South East Water, as you can see we show apparatus on our side but not their side.
Hope this clarifies the situation.

But that is strange as I’m trying to get drawing of where the supply is fed from for the PaperMill – and I called TW
and they said GIS only shows sewage and that clean is SEWater – even Vistec for postcode SL6 0AF
When I spoke to SEWater they confirm they are feeding the clean water.
Can you confirm – and if it is TW – can you send me drawing showing where the mains is coming in from in case they
need to be diverted when we do demolition works?
