Community foundations provide no panaceas for systemic problems, but they facilitate the efforts of thoughtful people to craft appropriate responses. Caring and thoughtfulness were clearly evident in the $15.9 million in CFO grants and distributions made during FY09. The projects described here, are just three examples of how Ozarkers responded to what was a challenging year. Faced with a difficult set of circumstances, our donors, staff and board of directors met the challenge head on, taking thoughtful steps to ensure that our organization will continue to play a leading role in keeping our Ozarks communities strong and vital. The accomplishment I am most pleased with is the Foundation’s record-setting $15.9 million in grants and distributions during the 2009 fiscal year. Of that total, more than $6 million in grants and distributions were made to areas represented by our affiliates, making CFO a national leader in rural grantmaking. Key initiatives will drive the work of the Foundation as we embark on another exciting year. The first three editions of the Community Focus: A Report for Springfield and Greene County generated a tremendous response. Our community has made great strides in addressing the “red flags” identified in the report; however, these are difficult challenges and much work remains. The Foundation’s Springfield Community Response Grant Program directly addresses “red flag” issues identified in the 2009 report. In August 2009, we launched the Rural Schools Partnership, a sweeping initiative dedicated to assisting rural school districts with alternative resource development, collaboration and implementing placebased education strategies. We will make sure schools continue to play a critical role in the well-being of small, rural communities, serving as a focal point and a source of civic pride. I want to thank The Commerce Trust Company and the Harry Cooper Supply Company for their generosity and commitment to the rural Ozarks, along with the numerous other organizations and individuals who make this program possible. The scope and breadth of the work done by Community Foundation of the Ozarks on behalf of our region continues to impress. Thank you to the donors whose sense of giving back makes this work possible along with the dedicated staff, board and numerous volunteers who carry out this important work. Ozarks Food Harvest’s Weekend Backpack Program provides at-risk children with food over the weekend when they may otherwise go hungry. The program tactfully provides eligible children with food-filled backpacks that supplement their diets when they are away from school. Thanks to a grant from The Louis L. and Julia Dorothy Coover Charitable Foundation Regional Grantmaking Program in Volunteers stuff backpacks with food for school children to take home for the weekend. conjunction with Commerce Trust, Ozarks Food Harvest received a $33,000 grant to extend the Weekend Backpack Program to elementary-aged children in Bakersfield, Morrisville and Buffalo. Child poverty rates in these three communities range from 23% to 32%, and the Coover grant provided 72 students with nutritious food. Ozarks Food Harvest closely monitors and tracks reports from participating elementary schools. School administrators report attendance, performance and behavior of the participating children have shown improvement. awarded a $25,000 grant to Pleasant View elementary and middle school, part of the Springfield Public Schools, to create a student garden. A local family farm, the Missouri University Extension Service, and others within the school community are collaborating with the students and staff to provide technical expertise on the project, everything from planting to preparation. Field to Fork School and community gardens reconnect students and teachers to their food source. Through this reconnection, children eat smarter, make healthier lifestyle choices and nurture our planet as a whole. This year, the Community Foundation of the Ozarks has watered the seeds for several student garden projects in the region with charitable grantmaking. This awareness has encouraged numerous businesses, organizations and donors to contribute to this vitally important effort. Youth empowerment proJECT The Community Foundation of the Ozarks’ Youth Empowerment Project (YEP) empowers youth to impact their community through education, service, grantmaking and fundraising. During the year, six new Youth Empowerment Projects became partners in the YEP of the Ozarks program, resulting in a total of sixteen communities with active groups in the region. Cooper Challenge Completion: The Community Foundation of the Ozarks will successfully complete the Harry Cooper Supply Company Campaign for the Ozarks. Harry and John Cooper Thirty-seven affiliate foundations participated in the Harry Cooper Supply Company Campaign for the Ozarks, generating $2.2 million in charitable assets for Ozarks’ communities to enhance community grantmaking endowments and establish administrative/ operations endowments. 2. Planned Giving: The Community Foundation of the Ozarks will add 20 new Legacy Society members from the Springfield Metro area and at least one Legacy Society member from each affiliate. This goal was not met. Twenty-two new members joined the Legacy Society, and the Foundation received four bequests totaling approximately $1 million. Planned giving continues to be a central focus of the Community Foundation of the Ozarks development activity. 3. Rural Schools Effort: The Community Foundation of the Ozarks will explore and report on the feasibility of a comprehensive rural schools program. The Rural Schools Partnership was developed by the regional committee and approved by the board in May 2009. The project was officially launched on August 19, 2009. Recognizing the importance of schools in rural development, this comprehensive program will strengthen small schools by developing alternative resources, building collaboration and partnerships, and supporting place-based education strategies. 4. Arts Initiative: The Community Foundation of the Ozarks will successfully launch the Arts Programming Sustainability Initiative to fully implement the cultural plan adopted as part of Springfield/ Greene County Vision 20/20. In February 2009, the Community Foundation of the Ozarks established the Arts Programming Sustainability Initiative (APSI). The project is funded through a two-year, $150,000 grant from CFO. APSI promotes sustainability efforts of arts organizations serving Springfield and the region. 5. Ad Hoc Investment Exploratory Committee: The Community Foundation of the Ozarks will create an ad hoc committee to explore and make recommendations on the relationship between the Board of Directors and the Investment Advisory Board. The Ad Hoc Investment Exploratory Committee successfully implemented changes in organizational bylaws, distribution policy and initiated a mission related investments program. INVOLVED and COMMITTED. www.cfozarks.org Even More for our Mission Conventional foundation philanthropy invests charitable assets in diversified portfolios for market returns utilizing the resulting income for philanthropic purposes. The Community Foundation of the Ozarks’ board asked whether we should be more than an investment fund in which some of the profits go to meet community needs. The resounding answer was “yes,” and CFO launched a Mission Related Investments (MRI) initiative in May. CFO has committed up to 2% of its assets to MRI where the actual principal, or corpus, of the charitable assets is used for community needs. Rather than just investing in the market, CFO is also investing directly into communities. The initial project for the MRI initiative was to help the Ozarks Medical Center (OMC) in West Plains build a new emergency room to serve the surrounding area. The facility was a high priority for the region, but was put on hold due to a declining economy and challenging c r e d i t markets. To help give the much-needed project a boost, CFO loaned the hospital $1 million as leverage to obtain additional funding to complete the project. Dave Zechman, CEO of Ozarks Medical Center, stated “Ever since I arrived in the area, people of this community have let me know that one of the most important things OMC must do is to finish the Emergency Department. Resuming construction will be a sign to the community that improved health care delivery will be a reality for the people of this region.” Community Foundation of the Ozarks will continue to look for other ways to help the region grow and prosper. The MRI initiative opens the door to provide much-needed additional capital to our Ozarks region. FIELD TO FORK vegetables ties directly into science curriculum, as well as important concepts like problem solving and teamwork while giving students a vested interest in the outcomes. Gardening also fosters a greater understanding of nutrition and healthy living among students. As fruits and vegetables go from seeds to lunch tables, young gardeners experience the link between food and health. This is an important lesson as childhood obesity looms as a serious national health crisis. Pleasant View teachers plan on integrating the “field to fork” concept into their curriculum. “Our goal is to serve as a model for other schools to visit and, hopefully, gain an interest to build their own garden,” said Julie Steiger, Pleasant View principal. In addition to the project at Pleasant View, CFO is supporting other student gardens through the Youth Empowerment Project. Mansfield High School started growing crops on property near the high school in June. They have also established partnerships with the Mansfield FFA as well as the Laura Ingalls Wilder Farm. Additional youth gardening projects are in development in Fordland and Seymour. The Foundation expects to support more youth-led agricultural endeavors through the Rural Schools Partnership. continued from page 1 onions. Turning dirt and harvesting Human interest YEP Project continued from page 1 2008 HUMANITARIAN OF THE YEAR Bill Stalnaker, Jewell Schweitzer, who established the award, and Tom Prater, CFO chair, pose after the 2008 Humanitarian of the Year announcement. Bill Stalnaker received the nineteenth annual Humanitarian of the Year Award in December of 2008. Bill Stalnaker has dedicated his career to the service of others, making his mark in the community through important leadership roles with the Boys & Girls Club and The Kitchen. Bill began working with the Boys & Girls Club in 1962. It was the beginning of a 39-year journey with the organization culminating with his move to the Springfield Boys & Girls Club where he served as Executive Director for 17 years. During his tenure, the Boys & Girls Club of Springfield grew from a seven full-time staff member organization with an annual budget of $246,000 to more than forty full and parttime staffers with an annual budget of approximately $2 million, serving more than 10,000 individuals. In 2003, Stalnaker joined The Kitchen in Springfield, becoming the CEO in March 2004. The Kitchen stabilized their finances, increased their donor base and made programs even more effective under Stalnaker’s leadership. He officially retired in December 2007, but stayed beyond that to assist with the administrative transition. The Humanitarian of the Year Award was established by Springfieldian Jewell Thompson Schweitzer to “honor someone in our community who has, at great personal sacrifice, extended time and resources towards helping others, and to recognize the cause and work of such individuals.” An independent committee under the auspices of the ChairmanElect of the Springfield Area Chamber of Commerce selected Stalnaker for his many years of outstanding service to the community. Participating communities are: Ava, Buffalo, Carthage, Clinton, Dadeville, Eldon, Gainesville, Lockwood, LoganRogersville, Monett, Nixa, Ozark, Seymour, Springfield, Stockton and Warsaw. CFO hosted the Youth Philanthropy Conference in partnership with Drury University on October 7, 2008. More than 200 students and sponsors from 31 communities across the Ozarks region attended the conference to participate in discussions about youth philanthropy and grantmaking projects. Youth Empowerment Projects included the following highlights: • YEPO (YEP-Ozark) hosted a very successful fundraising talent show and made their annual grant presentations at the event. • Seymour YEP students provided a number of grants throughout the year that benefited Seymour school clubs, programs and classrooms. • Carthage YEP provided funding to support their local ESL club, Odyssey of the Mind program, and several other quality programs. • Dadeville students established a YEP and began quality grantmaking during the same year. • Springfield students provided grants to support many worthy causes including support for volunteer programs in Springfield such as the Leadership Club, the tutoring program at Bailey High School, the Southwest Center for Independent Living volunteer program, and the Girls on the Run program at Bowerman Elementary. • Springfield YEP funded programs and projects at the Child Advocacy Center, Family Violence Center, Kids Against Hunger, Robberson Elementary, AIDS Project of the Ozarks, Boys and Girls Clubs of Springfield, Boys and Girls Town of Missouri and many other worthy projects. YEP will continue as a key component of CFO’s Rural Schools Partnership. The Youth Empowerment Project of Ozark (YEPO) gathers after a successful talent show—their main source of grant funding. 3A Annual Report FY 2009 INVESTMENT POLICY BUSINESS Establishing Funds, Honoring Donors’ Intent Since 1973, the Community Foundation of the Ozarks has connected people and communities through philanthropy. Establishing a fund with the Community Foundation of the Ozarks is an effective way for donors to pursue their charitable goals, express philanthropic values and involve family members or employees. The Foundation’s professional staff and services for donors make charitable giving easy, allowing donors to focus on giving back to the community. CFO is committed to the idea of local solutions for local issues. Donor Advised Funds and Family and Community Funds offer donors active vehicles to strengthen their community. These funds are designed to simplify charitable giving by allowing donors to make grant recommendations to nonprofit, tax-exempt organizations operating for the public good. Donor Advised Funds feature an endowed component and require an initial commitment of $25,000 to create the fund. Family and Community Funds are not endowed and can be established with as little as $2,500. CFO also offers businesses and corporations a means of giving back with corporate charitable funds. Corporate Funds work just like funds established by individual donors and are designed to work with a company’s charitable giving level and goals. In addition to the funds mentioned above, CFO offers a number of funds designed to fit specific charitable goals for families, individual donors, businesses, nonprofit organizations and others. Unrestricted – Unrestricted funds empower the Foundation’s board of directors to make grants addressing community needs as they arise. Field-of-Interest – A fund established to support a donor’s specific area of interest, such as “arts” or “education.” Grants flow to that field. Designated – A designated fund earmarks annual distributions to a specific charitable entity providing a permanent source of funds for a program or agency. Organizational Endowment – These are permanent funds established by nonprofit organizations to provide ongoing income. Organizational Capacity – These are temporary funds established by nonprofit organizations that allow flexibility in distributions. The Community Foundation of the Ozarks has a formal investment policy and a disciplined process by which its charitable funds are invested. An Investment Advisory Board of the Foundation, through regular meetings, sets goals and objectives, appoints professional managers and monitors performance, under the authority of the Board of Directors. In September 1994 the Community Foundation of the Ozarks adopted a total return/ distribution policy for funds of the Foundation. Since then the Foundation’s annualized return has been 7.5%. The objective of the total return/distribution policy is to prevent erosion of the endowment by investing for a total return sufficient to cover desired grants, the cost of investment and the rate of inflation. The performance goal is to outperform the blended index over each market cycle. The asset allocation seeks its investment objective through diversification, utilizing large and mid cap domestic stocks, international stocks including emerging markets, real estate investment trusts, domestic bonds, global bonds and hedge funds. Further diversification is provided through the employment of both growth and value style managers. The policy mix is as follows: Large cap domestic equities 15% Mid cap domestic equities 15% International equities 15% Emerging market equities 5% Real estate investment trust 5% 20% Hedge funds 18.75% Domestic bonds 6.25% World bonds The investment discipline followed requires rebalancing each asset class back to pre-approved policy levels each quarter. All assets are subject to audit and annual confirmation by the external audit firm of the Foundation. The Community Foundation of the Ozarks’ spending policy complements the formal investment policy. The spending policy utilizes the increase in appreciation made possible by a total return investment policy by selecting a percentage rate to use in calculating the annual charitable payout. Thus an appropriate sum is available for distribution to the various charitable causes served by the Foundation. Grants and distributions from all funds, including agency funds, for the year totaled $15.9 million. The combined assets of the Community Foundation of the Ozarks and its regional community foundations totaled $123 million. The financial statements of the Community Foundation of the Ozarks for the years ended June 30, 2009 and 2008 have been audited by The Whitlock Company, LLC, Certified Public Accountants. Nine of Missouri’s ten poorest counties, in terms of per capita income, are in the rural Ozarks (Douglas, Hickory, Oregon, Ozark, Ripley, Shannon, Texas, Washington, and Wright). These 13 grants serve each of those counties and others throughout the region by funding thoughtful solutions addressing the causes and consequences of rural poverty. Commerce Trust Company, a division of Commerce Bank, N.A., serves as trustee and investment manager for the Coover Foundation. A partnership was formed between Commerce Trust and the Community Foundation of the Ozarks in 2003 to significantly strengthen grantmaking opportunities throughout the region. Murney Endowment Fund Nixa Education Foundation Fund See AGENCY PARTNER FUNDS Page 10A 9A Annual Report FY 2009 Business continued COOVER GRANT REPORT continued from page 8A Butler County Council on Aging – Poplar Bluff, MO This grant supports the ability of the Northside Nutrition Center to provide hot, affordable, nutritious meals to homebound residents in Butler County. $4,800 Johnson County Historical Society – Warrensburg, MO Grant funds were used to help restore and preserve the historic courthouse as well as install the necessary upgrades to make it accessible to all users. $8,886 Laura Ingalls Wilder Home Association – Mansfield, MO This grant was used to help implement the master site plan, which includes upgrades to the facilities, including the means to expand education offerings. $38,100 Lives Under Construction Boys Ranch – Lampe, MO This grant allowed the ranch to purchase the necessary equipment to carry out community service projects for boys at the ranch. $13,875 Maries County Soil & Water Conservation District – Vienna, MO This money supported the construction of a permanent office building and educational facility. $5,000 Ozark Seed Bank of One Garden – Brixey, MO This grant funded the SEED SOLUTION (to HUNGER) collaboration between Ozarks Food Harvest and Ozark Seed Bank is to provide vegetable seeds, vegetable seedlings, and basic Ozark gardening information to local families. $16,750 Ozarks Food Harvest – Springfield, MO This grant allows Ozarks Food harvest to continue the backpack program for hungry children at 14 rural Ozarks elementary schools. $33,004 Ozarks Medical Center Foundation – West Plains, MO Money was used for the “Ladies First” program to address women’s health issues in the 11 rural counties served by Ozarks Medical Center. $30,000 P.A.C.E. Studies indicate towns with populations of less than 250,000 would struggle to support stand alone community foundations; regional community foundations provide a solution. Since the affiliate program’s inception, regional foundations have made more than $13.8 million in charitable grants and distributions. The Community Foundation of the Ozarks provides an array of important services to its affiliated foundations: • Investment management driven by proven endowment building strategies • Administrative/technical assistance • Ongoing consulting • Board development • Educational and marketing materials • Legal Counsel • Networking opportunities • Matching and leverage opportunities (more than $6 million since 2000) • Fees are three-quarters of one percent annually (75 basis points) of the market value of the fund Regional foundations community each have independent boards and unique missions, but they share the commonality of a full-service community foundation. All of the foundations promote endowment building, community grantmaking, organizational collaboration and public leadership. At the end of the 2009 fiscal year, June 30, 2009, the Community Foundation of the Ozarks had 40 independent regional community foundations. In August 2009, the Greater Lake of the Ozarks Community Foundation joined the CFO family, becoming our 41st independent regional affiliate foundation.
