THE ROCK STEADY
T
he great joy of the CFO’s affiliate program is
that every single foundation is different. There
are those who tackle very specific problems in a
systematic manner. There are those that are fundraising
behemoths. There are those that are the forefront
of disaster recovery, education needs or community
wellness.
Then there’s the Carthage Community Foundation,
the CFO’s Affiliate of the Year for Region 1 for the second
straight year. Since its establishment in 1999, the CCF
has quite simply written the book on promoting planned
giving within a community. It is the CFO’s largest affiliate
by asset size, currently overseeing more than $8 million.
This has been accomplished by members of its strong,
focused local board leadership, a tradition that has
spanned from the foundation’s inception to this day.
Bill Putnam, a founding board member of the
Carthage Community Foundation who continues to
serve as an advisor, says the CCF’s emphasis on planned
giving will continue to pay dividends for Carthage.
“It’s my belief that, with the recent hiring of our
new part time coordinator, and keeping an eye on the
guidelines outlined in the Affiliate of the Year awards,
which keep us focused on the right objectives, the $10
million mark will be sooner, rather than later,” Putnam
says.

THE TRUSTED INSTITUTION
T
he Truman Lake Community Foundation was
already established when its board voted to
affiliate with the Community Foundation of
the Ozarks in the year 2000. It was a strong foundation
then, and with the administrative back stop of the
CFO, its leaders spent the next decade and a half
amassing assets of more than $6.2 million to serve the
communities of Henry County.
Their all-around approach to philanthropy —
successfully courting nonprofits, schools and private
donors with an emphasis on endowments and longterm viability — culminated in FY15 with the CFO’s
Affiliate of the Year Award for the highly competitive
Region 2.
One of the new funds opened with the TLCF that
38
helped cinch this award was the Henry County Memory
Fund, which was established to support unfunded needs
of residents with Alzheimer’s and dementia.
“In 2014, many changes happened with the
Alzheimer’s Association that made us decide we needed
to find a resource to help accomplish our goals, and
the Truman Lake Community Foundation was the
best answer,” says Christa Atchison, chair of the Henry
County Memory Fund Committee for the last 11 years.
“Many of us from the committee have worked closely
with the foundation. We knew it was well respected.”
The TLCF also is serving as the the financial lead
on a new memorial project in Clinton. In all, the
foundation has distributed more than $3.7 million since
it joined forces with the CFO 15 years ago.

THE JACKS OF ALL TRADES
I
n baseball they’d be called a five-tool-player. In
swimming, they’d compete in the medley. Whatever
you call them, in the world of local philanthropy, the
Marshfield Area Community Foundation does it all.
The MACF was named the Affiliate of the Year for
Region 3 for the second consecutive year in FY15. Based
largely on the success of its annual Boots, Bands & BBQ
fundraiser, held in September, the organization grew to
nearly $1.3 million in assets and distributed more than
$125,000.
The foundation’s year also included heavy support
for Marshfield and Webster County nonprofits on
Give Ozarks Day, held May 5. With significant MACF
leadership, Marshfield threw the largest Give Ozarks
event outside of Springfield on the city’s square, lined
up training and support for the online effort, and
provided $250 in prizes to nonprofits.
As a sign of Marshfield’s all-around success, a new
private endowment fund was established to assist with
the foundation’s grantmaking. The Southern Missouri
Bank of Marshfield-Ben H. Morgan Memorial Fund was
established by Jerry Morgan, Ben’s son and President/
CEO of Southern Missouri Bank of Marshfield. In
a video aired at a breakfast for donors in the spring,
Morgan said he chose the MACF over a number of
suitors for a fund in memory of his father.
“It just kind of dawned on me that both the
community foundation and the bank support many of
the same organizations within the community,” he said.
“And with their expertise I thought it would be better to
partner up rather than start our own fund.”

THE GUIDING CURRENT
F
rom its earliest recorded history, Dent County
has depended on its rivers and streams. First
for navigation, then commerce, and now
tourism and recreation, the swift waters of the Meramec,
Current and Jacks Fork rivers have long tied this largely
rural county to the rest of the world.
Helping the community navigate these waters is
the Dent County Community Foundation, another
lifeblood source for the area. With more than $2 million
in assets and more than $900,000 in distributions since
its inception in 1999, the DCCF has flourished in recent
years under the leadership of board president Dr. Bernie
Sirois, or “Dr. Bernie” as everyone knows him.
The foundation’s $9,000 in community grants last
year went to four organizations, including the Salem
40
R-80 Choir Fund to help high school singers go to
Washington D.C., and Master’s Peace Clinic of Hope,
which opened both capacity and endowment funds with
the DCCF in FY15. The brand new nonprofit health clinic
provides free health care, dental care, vision exams,
counseling, chiropractic and massage therapy, and life
skills training courses for the uninsured and working
poor in Salem and Dent County.
“The Dent County Community Foundation grant
was key in helping us to secure our computer system for
the clinic, which allowed us to open and start scheduling
patients,” says Kim Kemnitzer, CEO and President of
Master’s Peace. “The foundation has always been there
to stand for us. We are very grateful for their support.”

FOUNDATION
New Affiliates
It has been a big growth year for the CFO’s regional network,
as five new communities have officially established affiliate foundations since the start of the 2015 fiscal year, bringing the total to
49 affiliates spread across southern Missouri.
Two new foundations — the Perry County Community Foundation (pictured) and the Owensville Area Community Foundation — came on board before the end of the fiscal year and have
financial information included on their pages in this report. Two
other foundations — the Greater Cape Girardeau Area Community Foundation (serving Cape Girardeau, Jackson and Scott City in
southeast Missouri) and the Barton County Community Foundation — reached affiliate status after the start of the 2016 fiscal year
and have board and contact information included in this report.
A fifth new foundation, the Community Foundation of Rogersville, gained affiliate status in November 2015 and will appear in
next year’s annual report.
The CFO’s 2015 action plan included opening a new office in
Cape Girardeau to better serve the eastern region. It is staffed by
Moe Sandfort, who joined the CFO in April.

Affiliate Conference
In April 2015, the CFO hosted its largest-ever Affiliate Appreciation Conference in Springfield. The event is tri-purpose, intended
as a “thank you” to volunteer board members from the 49 affiliate
foundations, a chance to come together for training and to share
ideas, and an annual awards ceremony punctuated by the Affiliate
of the Year presentations and honors for individual outstanding
board members.
A highlight of this year’s conference was the announcement of
the inaugural Fred Lemons Award for board member excellence.
This honor went to Ron Giedd (pictured, above, receiving the
award from members of the Lemons family), who is a founding
member of the Greater Seymour Area Foundation. The award was
named for the late Fred Lemons, founding president of the Lockwood Community Foundation, who died in 2014.

Affiliate Events
Like many nonprofits, events are a common way for the CFO’s
affiliate foundations to raise money for grantmaking efforts and
increase community awareness within their respective areas. In
FY15, these events included a handful of brand-new efforts, including the Alton Community Foundation’s Beatlemania (pictured above), which commemorated the 50th anniversary of the
Fab Four’s 1964 R&R visit to Oregon County’s Pigman Ranch.
The Marshfield Area Community Foundation once again brought
down the house with its Western-themed Boots, Bands & BBQ
event, and several communities — including Marshfield, Stockton, Joplin, and Bourbon — brought nonprofits together for community events on Give Ozarks Day in May.

Youth Empowerment
Project
The CFO’s Youth Empowerment Project is a youth-led philanthropy initiative founded on four tenets: education, service, fundraising, and grantmaking. While the program was founded and
has its largest chapter in Springfield, it has become something of
a rural force, with about 35 chapters in schools stretching from
Monett (pictured) to St. James to Gainesville and back.
In October 2014 more than 100 YEP members came together for the annual conference at Drury University for a chance to
share ideas and best practices and hear a keynote from young
entrepreneur and philanthropist Bryan Simpson of Springfield’s
Five Pound Apparel.

FAMILY AND COMMUNITY
FUNDS: These smaller, donor-advised funds
allow families to make charitable gifts through
the Community Foundation of the Ozarks.
These non-endowed funds provide a wonderful
opportunity for families who want to engage
in meaningful acts of philanthropy. The
minimum for this type of fund is $2,500.

FIELD OF INTEREST: A field-ofinterest fund in the area of one’s greatest
concern, such as education or the arts,
provides direction to the Board of Directors
without naming specific non-profit agencies. A
preference may be stated for an agency known
to be offering appropriate services. This fund’s
wisdom lies with the flexibility it permits for
the future.
