At the City Council’s April 14th
meeting the council voted to award
the contract for the “New Water
Treatment Facility” project to Cascade Water Works Inc.
Cascade Water Works has constructed multiple projects designed
by 4B Engineering since 2006 and has a good background of
completing projects.
The council also voted to have additional filters installed during
the time the project is going on by “Everfilt.” Sometime in the
future additional filters will have to be installed as the need for
more water is required. By doing this the city will save money,
and not have to go through the bidding process again. This
project is intended to increase water quality so we’re looking
forward to the completion of the project.
The City Council also voted to put a moratorium on medical marijuana dispensaries within the city of
Aumsville. The State Legislature allowed cities who choose to, to be able to prevent these dispensaries
within their city limits for one year. Next year what the legislature will do is up in the air; but should they
vote to not allow cities a choice, we will have a year to put together an Ordinance to regulate them.
We want to welcome Josh Hoyer to our city as our city Finance Officer. Our best wishes in his new
position. On May 11th we celebrate one of the most special days of the year “Mothers Day.” She is
remembered as “the guardian of the family, the Queen, the tender hand of love. She is the best friend
you will ever have. A mother is love.

Legislative Update

Thank you for those who were able to make it to our last
breakfast at Neufeldt’s. We had a good discussion on jobs and
workforce development in our community. There are some great things
happening, but we have more to do removing obstacles and government overregulation to allow local businesses to grow and get more people back to work.
HB 4047 which was my DMV customer service task force bill that was passed during the short session
was signed by the Governor and is in the process of implementation. I met recently with an individual
from the Department of Administrative Services (DAS) who will be providing administrative support to
this task force. Currently, the task force is being put together and will be made up of customers of the
DMV, a member from the trucking industry and car sales industry who will provide a business
perspective, a couple of state legislators, a member of local government, a DMV administrator and DMV
classified staff. They will meet on a regular basis and will make recommendations to the legislative
body in 2015. While this was not my ideal solution to addressing some of the problems we have serving
customers at DMV retail establishments, it does keep the conversation going. Hopefully this task force
can recommend some solid, common sense solutions that benefit both the agency and the customer.
Government efficiency is important.

Little Lamb Christian Preschool is having a
summer session. The session will run from
July 8th through August 1st 2014. School will be in
session Tuesday through Friday, 9:30am - 12pm.
Our program will consist of an overview of the
alphabet, numbers 1-20, Bible stories, craft
projects, outdoor fun and a field trip.
The cost of this four week session will be $125 in
addition to a $25 non-refundable registration fee.
We can only accept 16 students, ages 3-5 years
old.

The first public meeting of the Budget Committee of the City of Aumsville, Marion
County, State of Oregon, to discuss the budget for the fiscal year July 1, 2014 to June
30, 2015 will be held at the Aumsville Community Center, 555 Main Street, Aumsville.
The meeting will take place on the 13th day of May 2014 at 7:00 PM.
The purpose of the meeting is to receive the budget message and to receive comment
from the public on the budget. A copy of the budget may be inspected or obtained on
or after May 13, 2014 at city hall, 595 Main Street, between business hours of 8:00 AM
and 5:00 PM.
The budget committee will continue to meet weekly on Tuesdays at 7:00 PM to
deliberate on the budget until it’s approved. We encourage you to appear at the
meetings and discuss city finances with the Aumsville Budget Committee
The meeting location is accessible to persons with disabilities. A request for an interpreter for the hearing impaired,

New Aumsville
Budget Committee
Member was a hero before moving to
Aumsville and he continues to serve others by
volunteering in his new community!
Meet Simon Garcia, our newest Budget Committee member. Simon
was born and raised in Oregon and graduated from South Salem High
School. He was in high school on September 11, 2001 when the World
Trade Center was attacked. Soon after, he joined the Army. In 2003
Simon and his best friend (who just happened to be the brother of the
gal he was dating) volunteered to go to Iraq.
During Simon’s deployment his unit was attacked many times – a few soldiers were killed and hurt.
On May 6, 2004 (10 years ago this month) Simon was on a convoy mission, (machine gunner), riding
on top of a humvee when he heard a loud ringing noise and then an explosion from an I.E.D. The
bomb sent shrapnel toward the convoy hitting Simon. Because he was outside, on top of the
humvee, he was the one most injured. Simon’s jaw was fractured and broken by a piece of shrapnel
that traveled through his face breaking his left eye socket, damaging his left eye, and stopping in his
head. Simon also received shrapnel injuries to his right leg and left arm. His body armor saved his
life. Medical personnel told him he was not meant to die that day – the shrapnel pieces only missed
his vital areas by one centimeter. Simon’s best friend was in a vehicle behind him and saw Simon go
down. The injured soldiers returned to safety where Simon was pulled from the damaged hummer
by many soldiers, including his best friend. They were all covered with Simon’s blood that day.
After surgeries and returning to the States, Simon married his best friend’s sister (Alicia) in August
2004. He was interviewed for the Statesman Journal in June 2004 and he talked about how he
would like to return to Iraq to help the children. Their living conditions broke his heart. He has
always cared about his fellow man. Unfortunately, his return to Iraq was not meant to happen. He
still loves children; he and Alicia have three children, with another one on the way. He also still
believes in serving others.
Simon’s left eye was removed and a prosthetic eye put in. He said that many have told him that his
fake eye does not move like a real eye and because of this, he wears sunglasses much of the time
and is a bit self-conscious.
Simon was awarded the Purple Heart and Army Good Conduct Medal. He had always wanted to be a
police officer and has an Associate’s Degree in Criminal Justice from Chemeketa, but the missing eye
has limited his ability to get a job. He has worked for several security companies, but has been
unable to get a job in Corrections, Homeland Security or as a police officer. He has been told that he
does not meet the medical requirements because he only has one eye. He still hopes that there will
be a day that he can achieve his dream.
We are excited to have Simon join the budget committee; especially this month of Memorial Day
when we remember those who have paid a price for our freedom. Welcome Simon – we are proud
to claim you as an Aumsvillian and celebrate your heroism!

In March, the department responded to 80 calls for
service that resulted in reports being taken. In
addition, we investigated 20 crimes with 21 arrests.
These are all broken-down in table form.
There was property stolen in the amount of $66.00,
damaged property of $140, found property $1,
recovered property $5, and one dog was taken to
Animal Control.
Reserves worked a total of 185.5 hours during the
month of March: 106.5 volunteer and 79 paid hours.

The City of Aumsville will hold a municipal election, for the election of the mayor and
three city councilor terms expiring December 31, 2014. The election will be held with
the state general election on Tuesday, November 4, 2014. The term of office for mayor
is two years and the term for city councilor is four years, both beginning on January 1,
2015. They generally meet twice a month on the second and fourth Mondays at 7:00
p.m.

If you are interested in filing as a candidate, filing forms and nomination petitions are
available at city hall. Nomination may be made by filing a declaration of
candidacy, accompanied by a $25.00 filing fee or by petition containing the

verified by Marion County Elections before filing at city hall.

not later than 5:00 p.m. on August 22, 2014.

This is a notice to all those residents that are
anticipating having a garage sale. You are
not allowed to place your signs on any
street sign poles or power poles, or in such
a manner that you will be blocking the clear
vision areas for motorists’ view at street
intersections. The signs, if discovered, will be removed by
the City. Placing such signs in these locations can cause
injury to personnel working on poles and also could cause
automobile accidents by obstructing vision to motorists.
Please consider this before placing signs! Signs may be
placed on private property if you have received permission

new and gently used books to give away to
children this summer as part of their FREE
Summer Reading and Recreation Program.
In particular, they are interested in pre-school
“board books,” “Intro to reading-level” paper
backs, and chapter books for elementary aged
children.
Every child who attends the free program
receives a free book each week.

Are the kids counting down to summer break yet?
Haven’t made plans to keep their days busy?
We have your solution…
Dear Parents, … (Grandparents, Guardians, Day Care
Providers…)
We would like to invite you and your children to our Summer
Recreation and Reading Day Camp this summer in Porter Boone
Park. The Day Camp will be held every Monday from 10am to
12:30pm starting June 17th and running each Monday through August
11th. We want all ages to participate and even have a group for
those that are 3 and under! (Children under 5 must be accompanied
by an adult.) Each day camp consists of outdoor games, crafts/painting,
reading, and free lunch. We will also have special speakers at the
beginning of the day. Every child receives a book (to keep) each week. This
all free, thanks to our sponsors and contributors.

We want kids to track their summer reading and those that read this summer (whether it is one hour or 500
hours) will be invited to a free Reading Rewards Activity with all kinds of free fun and food, as well as
recognition for the reading heroes. This program is open to all youth (no matter where they live) who want
to participate in day camp Monday mornings and read for the summer with us.
The theme this year is “Time Flies When You Are Having Fun” and we will “time
travel” to the time of dinosaurs, plan a raft trip with Tom Sawyer, become
knights and ladies of the Round Table, learn about Hieroglyphics and the time
of King Tut, and so many more fun adventures! It costs nothing to participate
and our volunteers are excited to work with your kids. If you would like to

What you'll need:
 Brown craft foam
 Bulky textured yarn
 Scissors
 1 1/2-inch pinback
 Tacky glue
 Googly eye
How to make it:
1. Draw a simple sheep on the foam
and cut it out; sample was about 3 ¼
inches long.
2. Wrap a length of yarn (6 feet)
around the sheep as shown, evenly
covering the neck, belly, and between
the legs.
3. When you have about 1 1/2 feet
of yarn left, open up the pinback and
lay it flat side down on the
back of the sheep.
4. Wrap the yarn around the belly to
hold the pin in place. Close the pin
and firmly tuck in any remaining yarn.
Glue on the eye.

Aumsville Community Theater Presents
THE FOREIGNER
The play begins at a fishing lodge in Georgia, which is
being visited by “Froggy” Le Seuer, a British demolition
expert who conducts training sessions on a nearby Army
base. Shy Charlie, “Froggy’s” friend finds out that
“Froggy” is leaving, and is very scared of having to make
conversation with people he doesn’t know. “Froggy”
informs the local people that Charlie is from an exotic
foreign country and doesn’t speak English. The locals
think Charlie can’t understand English, and are therefore,
free with their conversations around him. Because of this
scenario Charlie overhears many secrets, and this fuels
the comedy. “I laughed start to finish at one comic
surprise after another. “ The New Yorker
Performance dates: May 23, 24, 30, 31, June 1, 6, 7, 8
at the Macleay Grange. Friday and Saturday
performances are at 7:00 and Sunday performances are
at 2:30, with two performances on May 24 @ 2:30 and
7:00. Ticket prices are $12 Adults; $10 Seniors; and $6

Aumsville Historical Society met on April 10th in
the community center. President Ted Shepard
presided. Reports were given and discussed. The
guest speaker was retired civil engineer Ed Austin
of rural Turner. When Ed was a young boy, his
uncle worked for the Southern Pacific in Salem.
This afforded him a close up view of railroads and
he developed a lifetime fascination with trains.
His seventh book IMAGES OF RAIL – THE
OREGONIAN RAILWAY is now available online and
in stores. Several of his books, including the
large pictorial THE SOUTHERN PACIFIC IN
OREGON, were co-authored with Tom Dill.
In order to grow and prosper, Oregon needed
railroads to transport people and material. The
first railroad activity began about 1856 in the
Willamette Valley. About 1880 the Oregon
Aumsville Newsletter
Railway Company built a road from Portland
through Aumsville to Coburg. In 1890, the
Southern Pacific bought the line and Aumsville’s
depot was the local center of activity. Times
have changed. Although railroads are still vital in
many places, the depot in Aumsville is gone and
the tracks through our community are now
untraveled.
AHS member Betty Shepard has passed away. She
came to Oregon with her parents when she was
young. Many years later, after her husband’s
retirement from the US Navy, she moved back to
Aumsville. Condolences to her son Ted and the
other members of the family.
The museum reopened on Apr. 5th and will be
open on Saturdays from 11 am until 2 pm through
the summer. There will be no May meeting due
to conflicts with other events and personal
obligations. The next meeting will be held on
June 12th. For further information, please

2014 Corn Festival Court applications are
now being sought from candidates that know
that beauty begins on the inside…
We will once again have a Corn Festival Ceremonial Court. We are seeking
applications now for this year’s Court. You must be a young woman between the
ages of 14 to 18, reside in the Aumsville community, and submit an application with
answers to the following questions:
1. Why do you want to be a Corn Festival Court member?
2. What qualities or attributes do you have in your life that you could share with our
community?
3. What do you really like about yourself and how can you share it with others?
4. What makes you a great role model?
The Court will be in the parade on August 23rd, and actively participate in the Corn Festival at the
park between noon and 6 pm. There will also be some volunteer opportunities with local activities.
The deadline for applications is Friday, June 13th. Applications, with one letter of
recommendation from a non-family member, must be returned to Aumsville City Hall,
595 Main St., Aumsville. Interviews will be Sat., June 28th. Please call City Hall (503 7492030) or Councilor Nico Casarez (503 576-1329) if you have any questions.

Aumsville City Council
Meeting Highlights
ACC REGULAR MEETING
MARCH 10, 2014
Mayor White called the meeting
to order in the community
center. All Council were
present except Councilor Robert
Baugh, Jr. City Administrator
Maryann Hills was also present.
INTRODUCTIONS: State Rep.
Kevin Cameron attended the
council meeting, noting that he
is not running for re-election,
but rather for Marion County
Commissioner. He introduced
Jodi Hack as a candidate for his
open legislator seat. Ms. Hack
then gave a brief biography of
her life.
VISITORS:
Patty Massingale, Aumsville
Community Garden Manager
informed council that she wrote
a grant application on the
community garden’s behalf
using the city’s tax
identification number, after
being encouraged to do so by a
staff member. She is at council
to seek the council’s
permission/forgiveness for doing
so before talking to council for
city approval. Councilor Casarez
asked if a letter of support from
the city is needed, and she
informed it is not the
application is already in process.
Council consensus was to
approve the grant in the city’s
name.
Ms. Massingale questioned the
status of the request for
chickens in Aumsville and it was
discussed. Councilor Ferguson
stated that she did not think
that there is enough input now
for council to make a decision,
given that there were only 75
survey responses. Ms.

Massingale asked council how
much more information they
need to gather – would a
petition of support help, and
what is it going to take for
council to make a decision in
support of chickens? There was
further discussion of health issue
concerns and enforcement
issues. Police department
enforcement was discussed.
Steve Sugg, Aumsville, said that
he supports chickens in
Aumsville. They have them in
Portland, why not in Aumsville.
David Medlock, Aumsville, would
like to have chickens and fresh
eggs to go with their garden.
Councilor Casarez said that he
doesn’t think that the public has
a lot of information about the
pros and cons of chickens. He
suggested a council Visioning
meeting or a work session with
information (from the local OSU
extension office) to share with
the public, and how other
municipalities are handling the
issue. He suggested that council
not be hasty and get as much
info as they can and educate the
public, so they are correctly
representing the wishes of
Aumsville residents. Ms.
Massingale said that she would
love to help provide speakers for
a work session if they want to
educate the public. Council
discussed getting the
information out in the
newsletter of a June work
session on chickens.
Kameron Blomquist, SightLine
Wireless, appeared to discuss
with council a Communications
Tower Site Lease request; to
support a small business he is
starting to provide internet
service. Councilor Naylor asked
how this will affect the Meritel

Communications Tower Site
Lease, and discussion of the
impact followed. Mr. Sugg
spoke up on behalf of Meritel,
stating that he was there to ask
to be released from his lease
with the city for Meritel
equipment on the tower site. If
that was agreed to, this
equipment from SightLine would
take the place of the Meritel
equipment, and it was
considered. City Attorney
McGehee gave an overview of
the agreement he prepared for
the city dealing with the
termination of the Meritel lease.
Council made a motion to enter
into an agreement with

Steven Sugg of Meritel discussed
with council the termination of
Meritel’s lease and Mr. Sugg
asked that the termination
become effective on the date of
city administrator’s signature on
the SightLine LLC agreement.

Council discussed the planning
commission’s (APC)
recommenda-tion with regard to
enforcement of the sign at Hot
Shots. Sharon Boice, owner of
Hot Shots, asked what had been
decided about her mural.
Council shared that the Planning
Commission is in the process of
reviewing the Development

Ordinance, but they supported
enforcement of the sign
violation. Ms. Boice said that
there are other businesses with
sign violations. City Attorney
McGehee said that some of
those violations are pre-existing
the ordinance regulations.
Council discussed with Ms. Boice
the continued non-compliance,
the moratorium they gave her
for business sign compliance,
and how nothing has changed at
this time. Administrator Hills
said she is looking for direction
as to how strict or concrete she
needs to be on sign regulations
enforcement at this time. City
Attorney McGehee suggested
that there be a motion to put a
moratorium into place that
allows enforcement of future
commercial business sign
requirements, but does nothing
with current non-conforming
signs; until such time as the city
council adopts new sign
regulations. Council moved to
put a moratorium on current
commercial sign enforcement,
until such time as the Planning
Commission and City Council
decide on changes to the sign
policy. The motion passed
unanimously.
CONTRACT REVIEW BOARD:
Solar Agreement/ PGPV, LLC –
Council discussed concerns
about the installation on the
roof of the public works shop
and it was considered.
Councilor Casarez asked for
more information on the weight.
Council reviewed and
questioned provisions in the
agreement, and after discussion
of the inconsistency and changes
that were made since they were
first contacted, consensus was
to not enter into the solar
agreement.
NEW BUSINESS:
Council considered a request for
a Letter of Support of Oregon’s
Clean Fuel Program. Mayor
White shared his insight on the
clean fuel program issues, and
he questioned the accuracy of
the information given in this
request before council and it
was discussed. Council
consensus was to send no letter
of support.
Council received the Oregon
DECA-Councilor Casarez 2014
State Career Development
Conference volunteer
appreciation letter/certificate.
Councilor Casarez reported that
twelve students from Cascade
attended the conference. Six
will go to nationals in Atlanta.
He had a great time working
with them, and one of the six is
Public Works Director Oslie’s
son. There are 900 DECA
students from around the state.
MAYOR’S REPORT: Mayor White
reported that Oregon
Legislature action on Marijuana
Dispensaries concluded with the
city’s ability to put a
moratorium on dispensaries until
May 15, 2015. Council discussed
that after May 15, 2015,
development ordinance or
business license regulations
need to be in place to regulate
the dispensaries after the
moratorium ends. The problems
associated with marijuana were
discussed and considered.
ANNOUNCEMENTS: Council
discussed and extended the
chicken issue to their June 23,
2014 visioning meeting.
