Minister of National Infrastructures, Energy and Water Resources, Silvan Shalom:
The Goal: "To reach production of 10%
Renewable Energy by 2020"
The Ministry of National Infrastructures, Energy and Water Resources is
leading the way to granting independence to Israel's energy sector. We face
big challenges: electricity production from renewable energies, increasing
efficiency and saving of energy, completing the movement of natural gas
from sea to land and increasing its use in the economy, while maintaining the
reliability of gas supply etc.
The Israeli government has set itself a target to insert renewable energies into the electricity generation map
of Israel.
Recently, the government ratified my proposal to change and reallocate the existing quotas of renewable
energy in order to reduce excess costs of the electricity sector by over $2 billion. The decision will allow the
conversion of solar thermal plants to facilities using photo-voltaic (PV) technology with a capacity of 180 MW
which will save the economy about 1.6 billion shekels over 20 years.
In addition, the decision makes it possible to reallocate the quotas for wind and bio-gas technologies for
hundreds of megawatts to PV technology, which will bring further savings to the electricity sector and as a
result a reduction in electricity tariffs of about 15% in 2015.
Our goal is to develop the renewable energy sector and to reach the target of 10% production in 2020, by
creating a significant and major market in this sector. We will continue the trend we have started, while
safeguarding demand, requirements and a reasonable price level, which lead to lower electricity prices and,
consequently, cheaper products throughout the economy.

Dear friends,
I congratulate all the participants and those who contribute to the success of
CleanTech 2015 Conference.
During recent years, the whole world had utilized its various resources, with disregard towards man, animals
and the environment. We paid, and are still paying a heavy price for this conduct.
At the same time, when we look ahead, we can certainly say that the world in general, and the State of Israel
particularly, take giant steps towards utilizing the natural resources, attempting to inflict minimal damage on
the world we live in.
The State of Israel strives to pioneer the utilization and use of green energy.
We are capable and have the ability to position ourselves in this status.
The CleanTech is an area affective all facets of our lives: The food we consume, the houses in which we live,
the energy available to us, the roads and paths. We are on our way to live a healthier, cleaner, safer lives, while
ensuring the preservation of the world for future generations.
I wish all of you a successful, fruitful and enriching conference. Your success is the success of the State of
Israel.

The Global CleanTech Index determined:
“Israel is the World’s Leader in
CleanTech Innovation”
Only last year I wrote in my greeting to the 2014 CleanTech Conference, that "The
future is already here", and only a year later, reality had exceeded imagination, and
the facts speak for themselves. The Global CleanTech Index determines - "Israel is
the World's Leader in CleanTech Innovation".
This year I am especially happy and proud to open the catalogue of the 2015
CleanTech Conference and Convention, wish the Conference' participants success and enjoyment, and thank the
Conference organizers for their contribution to the promotion of an issue critical to the State of Israel, that directly
affects the economy stability and its ability to continue and flourish.
The State of Israel is at the global forefront, acting as a "spearhead" and a world leader in CleanTech technologies.
This status was not randomly achieved, and several factors combined brought about this impressive result, among
them we can name - the number of startup companies focusing on CleanTech technologies, that represents a nonproportional ratio to the size of the State of Israel, both in terms of population and in market size; the sophisticated
atmosphere and business environment, supporting the elite technology sector in general, and the Cleantech sector
particularly; alongside the innovative and creative spirit, a resilient spirit, turning the impossible into a reality.
Moreover, the Venture Funds, recognizing the huge potential and supporting innovative developments; and of
course, correct government vision and policy, with regards to encouragement and support of entrepreneurship
ventures.
If we observe the CleanTech industry, we will find that new companies required years of research and development
before their products will materialize into a finished product, and only then the production and marketing challenges
will present themselves.
On a State level, we can name a long line of deliberate activity, enabling this industry to reach its current position, as
a world leader - correct involvement, a directing and supporting hand are factors that eventually enables companies
to develop their products, establish themselves and penetrate into the market. I addition, the country supports and
assists companies both through suitable legislation, publishing supporting regulations and allocating resources,
facilitating relationships with relevant entities, consolidating relevant information, and conducting vigorous activity
towards promotion of programs focused in water and renewable energy.
We constantly engage in creating opportunities for the Israeli market, and as an example, we can state that we
recently joined a group of 41 countries within the World Trade Organization (WTO), promoting excise from
customs on "green" and environmentally friendly products. The agreement is due to include cancellation of customs
and duty taxes on water and renewable energy products and technology, and products relating to sustainable
construction, which could afford substantial support to many products based on Israeli development.
Formulation of a new trade agreement will lead to cancellation of customs duty on products contributing to the
quality of the environment, which will support penetration into new markets and improvement of profitability. The
potential is substantial, since this market is valued at over 900 Billion USD's annual.
And in conclusion, we can take a moment to look back proudly, and look at the future hopefully - only a year ago I
wrote in my greeting to the 2014 CleanTech Conference, that "The future is already here", and here, only a year later,
reality had surpassed the imagination, and the facts speak for themselves - the Global CleanTech Index stated "Israel is a Leader in CleanTech Innovation".
It is no secret that Israel was not blessed with immense natural resources, combined with environmental and regional
challenges, imposing further burden on the collaboration with our neighboring countries, yet we found the way to
overcome and empower ourselves on the path to obtaining energetic independence, and turned the disadvantage
into an actual leverage, and as stated, accomplished that thanks to the human quality and the Jewish-Israeli spirit.
For that, and for much more, you who endeavor in this industry deserve a "well done!" wish and all the honors - you
bring respect and pride to the Israeli market, and carry it as a growth engine towards a better future.

Greetings from the Director of The Green Energy
Association of Israel:
Israel’s Electricity Sector is becoming
Modern and Green - CleanTech
Exhibition 2015
The Israeli electricity market is changing dramatically. The Energy Ministry has been promoting, in recent years, three
national programs: integration of private producers into the electricity sector, reaching the target of 10% of production
with renewable energy by 2020 and achieving the energy efficiency target of 20% savings in electricity by 2020.
Gas discoveries off the coast of Israel are an enormous challenge for the electricity sector and for decision-makers
in the industry. We are at the dawn of an era in which, for the first time, long-term planning can be made for the
electricity sector. Renewable energy, greater energy efficiency and green energy are expected to play a significant and
increasing role in the electricity sector in Israel, as is happening in modern electricity markets around the world.
Green energy benefits the environment and allows better use of resources, reduction of pollution and greenhouse
gas emissions and also enables a more "just" redistribution of the role of electricity producer between electricity
consumers, including the settlements in the periphery, kibbutzim and communities, and the operators of conventional
power plants and the Electric Company. Moreover, green energy has a key role to play in strengthening the resilience
of Israel's electricity sector and increasing the energy independence of Israel.
Dependence on natural gas makes the need for diversifying sources more necessary than ever. The numerous
risks facing the Israeli electricity generating system, including the risks of gas storage and the infrastructure for gas
utilization, gas transmission pipelines, power stations and the electricity grid, require a change in the arrangements
for emergencies and require decentralization of the means of production and deployment of power management
technologies. In addition to the military risks to the security of the electricity sector there are also the risks of bad
weather which has already shown how extreme the global climate can be and which is probably only the beginning of
a global process which is expected to become more severe.
Green energy is a world of opportunities that awaits entrepreneurs, local brains and dreamers who wish to participate
in a global process which is expected to succeed and change the energy sector of Israel and the whole world over the
next decade.
I would like to congratulate visitors to the "CleanTech 2015" exhibition and the organizers of the exhibition and bless
them with green energy for Israel, in complete faith that those who are working in the field are contributing to the
strength of the electricity sector and the economy of Israel.

T he Ambassador's Club of Israel welcomes the producers of the CleanTech 2015 Exhibition, Mr. Haim Alush and
Mr. Avi Paz, the Co-CEO's of the "Mashov" Group, and expresses its appreciation on holding the 19th International
Conference and Exhibition of innovative technologies in Israel, drawing the interest of all the diplomatic delegations.
Environmental and energy quality issues are a key element in the global economy, and global collaboration is essential

Address of the Mayor of Kfar Saba, Yehuda Ben Hemo:
"Human Quality, Environmental Quality and
Quality of Living"
To all the visitors of the Mashov Exhibition,
"Kfar Saba Valley, the regally beautiful valley, filled with water streams and charming trees…"
The words of the historian and Jewish author Yosef Ben Matitiahu (Josephus Flavius), that were originally written on the city
of Antipathies, with its Roman roots, express the unique nature and character of Kfar Saba, the most beautiful valley in the
Sharon Kingdom.
As a mayor with a clear agenda of sustainability and preservation of environmental quality, I believe that a green city is also
a city that its value foundation is based on its human capital. A panoramic view of Kfar Saba, spreading over 14,250 dunams
intertwined in green parks and vegetation, will reveal a city that embodies human quality, environmental quality and quality
of life; a young and rejuvenating city, enchantingly in its physical and human beauty, enjoying the combination of young
and veteran population, religious and seculars, living alongside each other in tolerance, harmony and mutual respect, and
maintaining its original nature as a warm and harmonious community village. A well-planned, cultivated and green city,
with an excellent and accomplishment-abundant education system, alongside in-formal youth movements and institutes,
that empower and develop the future generation. A city that is rated at the top of the recruitment rate to the IDF, that
presents a model and example to the dedication and volunteering values, demonstrated in 80 volunteer organizations active
throughout the city.
Kfar Saba enjoys 1800 green dunams, spreading over green paths, linking between the city's areas, and a large municipal park
at the heart of the city.
The city was selected by the 9th President of Israel, Mr. Shimon Peres, as a city representing the promotion of the green
agenda, and won an Environmental Excellent Award from the Minister of Environmental Affairs.
The high esteem the city receives for its environmental activity, enhances our responsibility to continue and place the issue of
environmental protection at the head of the municipal priority, and expand the environmental justice policy we embraced.
We are members of the International Local Governments for Sustainability Association - ICLEI, and promote the struggle
against global warming, waste separation, reduction of the volume of municipal waste and protecting the water sources. Kfar
Saba is the first city in Israel that applied the green construction standard on all the future construction plans and permits
throughout the city, and we make sure that the green area per resident will be no less than 21 Sq. meters per person.
Environmental protection begins with education - therefore, as part of the educational programs, the elementary schools
integrate environmental education, aiming to raise awareness to environmental protection issues, and increase social
involvement. During coming years, we will promote initiatives aiming to turn all the educational institutes in the city - from
kindergarten through high schools to green educational institutes.
The combination between the wonderful location, the landscape and the people, the public activity and the municipal
management, assist in forming an optimal fertile baseline for many boys and girls, who grew up in the city, and play a key
role in the forefront of the cultural, educational, military and sports activity in the country. As someone who meets the
city's children and its past and present residents on a daily basis, I am proud to hear that Kfar Saba formed their homeland
landscape, encouraged them to have vision and long terms dreams, and reach accomplishments exceeding the imagination.
I thank the Mashov Group, headed by Haim Alush and Avi Paz, who succeed to focus each year the important values of
sustainability and green agenda, and to you the visitors, who keep these issues on the agenda.

CleanTech 2015: A Showcase for
Technological and Business Opportunities
The energy revolution taking place right before our eyes globally and locally should
find us not only prepared, but rather involved, and even more so - in the lead.
Israel’s clean energy resources potential alongside the fundamental necessity of
securing energetic independence compel focus on these issues. At the same time, we must expand addressing
additional environmental challenges, including the treatment of solid waste and liquid sewage; Thus by
utilizing advanced recycling methods, innovative approach and training or professional labor force. My
friends the Planners, Engineers, Researches and Entrepreneurs; CleanTech 2015 - the Tel Aviv Exhibition
and Conference - is the showcase for technological and business opportunities, initiated and operated by the
Mashov Group in order to face these challenges.
This event focuses on strategies for acquiring energetic independence and optimization of handling
contaminating industrial sewage, waste recycling and innovations in green construction. A special conference
will be dedicated to integration in projects of the European Market, and addressing the issue of air pollution
prevention will be part of the agenda. Indeed a unique technological and business festival in the Israeli
environmental landscape!
As in the previous CleanTech conference, the exhibition will include events organized by the Mashov Group
and members of the supporting Public Management.
Presenters, visitors, businessmen, technology experts, international corporations, environmental leaders and
specialists will have the chance to utilize this outstanding platform for meetings and promotion of better
solutions to environmental challenges. Brought together, the round-tables, the presentation posts, the activity

Anyone who looks at the world from a panoramic and objective perspective, sees the

The sharp increase in the planets’ population, the depletion and contamination of
the water sources, drainage of the energy sources, the global food crisis and global
warming.
There is no doubt that we had reached the point in which the world had to change its habits and its ways.
Everyone can clearly see that if a change will not take place, there will simply not be life on earth.
The world’s beacon of light and hope are the cleantech industries, that rapidly develop solutions to all the
problems created by man.
I am filled with pride that the Mashov Group, which I founded, had the insight to create a platform and a
global meeting venture, that significantly contributes to the development of cleantech industries around the

Here, a the CleanTech conference, founded 19 years ago, meet the brains and the developers of the CleanTech

Professor Emeritus Avner Adin, engineer, scientist,
entrepreneur and visionary, has been doing research
and implementation of solutions for the environment
in general and in water specifically for over 40 years.
Prof. Avner Adin, one of the first senior specialists in
the "Environmental Protection Service", that later
evolved to be today's "Ministry of Environmental
Protection", former member of the Advisory
Council to the Minister of Environment, serves as

Environmental Sciences and Head of Water

and Water Sciences, Faculty of Agriculture,

Eitan Parnass is the founder &
CEO of the the Green Energy
Association of Israel (GEA-IL),
the main Renewable's lobbying
group in Israel. Established in 2009, GEA-IL
promotes the implementation of renewable energy
electricity production in Israel, using the professional
industry knowledge & skills. One of the main
objectives is providing decision makers with the
necessary information and tools to achieve national
goals set.
Parnass is also a public pro-sustainability activists
involved in several initiatives to promote sustainable
economy in Israel.
Parnass has served as Board Member to various

NGOs and is currently serving as Board Member of
the Israel Sustainable Energy Society (ISES).
Parnass holds a LL.b. from the University of Warwick
UK and a LL.m. from the Hebrew University of
Jerusalem and holds vast legalistic experience aside

Dr. Asher Vaturi
Dr. Asher Vaturi is a
researcher, lecturer and
planner, with a BA in
International Relations
and Political Science from
the Hebrew University, a
master's degree in Political
Science specializing in Public Administration and
Local Government from Bar-Ilan University and a
doctorate from the School for Desert Studies in Sde
Boker and Ben-Gurion University.
Dr. Vatori is head of the Environmental Studies
program at The Yezreel Valley College and a
researcher at The Interdisciplinary Center for
Technology Analysis and Forecasting at Tel-Aviv
University since 2000.
As part of this work he is mainly dealing with
research into environmental energy policies
(sustainable development), advanced energy
technologies, universal design, technological
branding and analyses and forecasts concerning the
market for energy technologies in the future.
Previously, he coordinated the work of the Israeli
branch of the European energy network
(OPET) which is engaged in developing clean and
advanced energy technologies as well as running
the European blog for energy savings in schools. In
recent years he has been involved
in European consortia within the Seventh
Framework Program, including EFONET (Energy
Foresight Network), EFONET FP7 Coordination
Action, PERFECTION (Performance Indicators for
the Built Environment) and European Mediterranean
projects focusing on climatic influences on the urban
environment, such as the urban heat island.
Dr. Vaturi specializes in sustainable urban planning
policy, technology policy in general and technology
policy in the energy sector in particular, including the
cleantech market.

and technological surveys. He has experience of
working with dedicated teams from the European
Union.
Engineer Joel
Weill
Engineer Joel Weill has
been, since 2007, owner and
CEO of Management and
Sustainability Ltd. (www.
mansus.com), a leading Israeli
company in engineering and economic consulting
in the fields of energy efficiency, alternative energy,
green building, sustainability and risk management.
The customers of M&S include seven government
ministries, the IDF, 10 local authorities, Bank Leumi,
Shikun Ubinui, Azrieli, Ofer/Melisron, Motorola and
Biotechnology General (BTG).
Previously, Joel Weill accumulated 27 years of senior
management and engineering experience in Israeli
and French industry, 9 years of which were in the
aerospace industry and 11 years as Vice President
of "Ormat", the biggest Israeli company in the field
of renewable energy. At Ormat he established the
integrated system for managing quality, safety,
environmental quality and financial control (SOX)
and managed multi-disciplinary projects for business
development, technological improvement and cost
reduction.
Joel Weill is chairman of the technical committee
for energy management and a member of the
Committees of Experts for Social Responsibility and
Risk Management of the Standards Institution,
Chairman of the Energy and Environment
Committee of ICC (International Chamber of
Commerce) Israel, a member of the energy and
environment committees of the Manufacturers'
Association and represents the State of Israel
at international conferences on energy, the
environment and social responsibility.
Joel Weill, with a master's degree in materials
engineering, a master's degree in statistics (with a
thesis on risk management) and a BA in Economics,
has lectured for many years on the subjects of
management, energy and the environment - at
large, public conferences, courses of the Standards
Institution and of the Union of Local Authorities in
Israel and at institutions of higher education.
Raanan Adin
Raanan Adin is an Israeli
Business Development and
R&D executive, active over
20 years in global hi-tech and
clean-tech markets, including
three years relocated in the
far east. In the past 4 years,
Raanan is the CEO of Adin Holdings, a consulting
and solutions provision company specializing in
water. Under his leadership, Adin Holdings cracks
complex water related challenges around the world
such as national level master plans, comprehensive
surveys, regulatory conflicts, capacity building, and
more, implementing a holistic approach considering
minimum energy consumption and water reuse.
Raanan Adin is a graduate of the prestigious
“Talpiot” academic program, member of the Public
Management Board of CleanTech since 2012, invited
speaker to international conferences and adviser to
MNCs and institutes.
Orit Nevo
Orit Nevo has been engaged
for more than 20 years in
environmental protection.
For nearly a decade she
has managed the office of
spokesman and publicity
for The Society for Nature
Protection in Israel, established the office of
spokesman for Greenpeace Israel and later
established the department for environmental
protection, EuroGreen, in Arad Communications.
In 2002, Orit established the "Orit Nevo
Communications and Environmental Strategy"
which specializes in the public promotion of
environmental and sustainability issues, the
management of environmental dialogue and
the reaching of understandings between various
sectors, dialogue, mediation, the establishment of
environmental coalitions, and the management of
public environmental campaigns.
Nevo is a member of the management committee
of "The Israel Energy Forum", a member of
the management committee of "Sustainable
Development for the Negev" and a founding member
in the management of the "Environmental Managers'
Forum in Israel". She has an MA in Political Science
from Tel Aviv University.

Constantine Blyuz
Constantine Blyuz is the Deputy
Manager of the Natural Gas
Authority in the Ministry of
National Resources, Energy and
Water. Blyuz holds an MBA in
Business Management and a BA
in Economics from the Hebrew
University in Jerusalem. Over the last 15 years, he
held various roles in the Energy sector, as a Civil
Servant; Acting as Deputy Manager of the Natural
Gas Authority in the Ministry of National Resources,
Energy and Water since 2010. As part of his current
role, Constantine was responsible for preparing selected
chapters of the Inter-Departmental Committee Report
for review of government policy regarding the natural
gas market in Israel (the Zemach Report), lead on behalf
of the Office the project of establishment of the facility

Yechezkel Lifshitz
Yechezkel Lifshitz acts as Deputy
CEO of Energy and Water
Infrastructures in the Ministry of
National Infrastructures, Energy
and Water. As part of his role, he
is responsible, among other duties,
for formulation of policy regarding
management of infrastructure resources, energetic
efficiency in various sectors, and implementation
of multiple energetic efficiency projects, as well as

Prior to this role, he centralized the transportation,
water and natural gas sectors in the Monopoly

and as Chairman of the Municipal Environmental
Quality Committee.
