Dear City Commissioners:
It is with great pleasure that REG Architects, Inc. an MBE and local Palm Beach County firm,
together with our team members, submit this letter of interest and qualifications package as a
sincere desire to provide the City of Lake Worth with professional architectural and engineering
design services. We take great interest in this project because of our history of over 21 years of
work in Palm Beach County on a variety of historic preservation and municipal-type projects.
Through our vast team experience and knowledge, we are able to devote the attention that this
important community project deserves and requires. Being very familiar with historic
rehabilitation projects we take great pride in keeping the historic integrity of the Project and are
very sensitive to the City of Lake Worth cultural heritage.
A few examples of similar experience will provide a number of reasons why REG Architects and
out team are the most qualified and best fit for this project. Relevant experience to your request
for professional services include the Old County Court House of Palm Beach County, Palm
Beach County Cultural Council Headquarters at 601 Lake Ave., Lake Worth, The Harriet
Himmel Gilman Theatre for the Performing Arts at CityPlace, Mar-A-Lago Club, St. Ann’s
Historic Parish and the Old Boynton High School Feasibility Study.

REG Architects, together with Hedrick Brothers Construction, conducted the feasibility study for the historic restoration and
adaptive reuse of the 1916 Palm Beach County Court House to determine the extent to which the original construction and
materials of the courthouse remain in place and we prepared a statement of probable costs associated with the selective
demolition and restoration of the courthouse to its original use in 2002.
The final designs through construction phase of the project were completed in 2007 and included selective demolition to return
the structure to its original 1916 configuration. Design emphasis had been placed on the preservation and documentation of all
original interior and exterior features as well as salvage of historic material from later additions for reuse during the restoration
process (1927 and 1955 additions). Throughout the design process strict adherence to the Secretary of the Interior’s Standards
for Rehabilitation were observed to facilitate the building being returned to its original 1916 exterior appearance as well as the
restoration of the major public interior spaces including corridors and courtroom. The completion date for this $18 million, 4
story, 38,000 sf project for Palm Beach County and for the Historical Society was the 2007-2008 season.

Located at the heart of CityPlace, a $550 million 55-acre mixed use retail, residential, dining and entertaining complex in
Downtown West Palm Beach. Originally the First United Methodist Church, and one of the finest examples of Spanish Colonial
Revival architecture of its time, the building is now the “Heart & Soul” of CityPlace.
The church was built by Walker Brothers of Birmingham, AL., in 1926 at a cost of $225,000. The architects of the original threestory, 51,786 square foot building were Spencer and Phillips of Memphis, TN.
The structure of the building is composed of steel columns and beams with hollow clay tile exterior walls with moderately
textured stucco surface and plaster interior walls. The cast concrete ornamentation is present on all facades. The roof is
traditional Barrel Clay Tile.
The four story bell tower is located between the sanctuary and two story addition on the southwestern façade; however, the
congregation never installed a bell. CityPlace did. It rang for the first time on October 26, 2000.
The interior of the three-story $7 million facility is architecturally significant due to such details as the original open-truss pecky
cypress entry doors, decorative beams and back screen, the plaster ornamentation in the foyers and loggias, a tiered mezzanine
and the large divided windows overlooking the main floor

Phase I of this project was the historic former church built in the1894. In 1998 we completed the $600,000 restoration
and adaptive reuse for a functional office facility. Phase II, was to take the existing church, built in 1924 and create
an interior restoration with new paint scheme, new pews, carpet, etc. Phase III involved doing miscellaneous
improvements to the administrative wing of St. Ann School and also included an ADA bathroom and ADA ramp for
ADA access to the ground floor (basement) of the school. Phase IV, the Rectory, a beautiful, three story Florida
wood vernacular building of 1914, underwent a complete $700,000 restoration from top to bottom, was completed in
2001. Wood siding, roof shingles and hurricane windows were redone; structural hurricane proofing was also done,
in addition interior upgrades. The last phases for St. Ann Parish included modifications to the existing historic threestory school, built in 1925. Also, as part of completing the ADA evaluation of the school, a four-stop elevator tower
will be added on the south side of the school building to allow ADA compliance and others the use of the entire
school by means of an elevator access in the near future. The final phase, a master plan for a gymnasium, arts center,
plaza and lower level garage was designed and funded in part by assisting the parish in selling their development

The Historic Orange Avenue Post Office is one of many
historic buildings that line Orange Avenue in the City of
Fort Pierce. The building was originally built in 1935 and
served as the Post Office. At one point, this building has
also served as the City Court House. This building is onestory with a mezzanine and approximately 6,690 SF. The
interior Demo/Stabilization Phase was completed in the
summer of 2009 and included all exterior façade work
including hurricane protection.

structure, for a proposed $9 million Community Cultural Center currently under consideration.

In 2009, we had the pleasure of starting Phase I of the Historic St. Anastasia building stabilization project in Ft.
Pierce, FL. This included, rebuilding the gable end of the structure which was severely damaged during the
hurricanes in the past few years, adding new trusses, metal decking, and a new roof system to match the Historic
Roof. The most important design feature added i n this Phase is not noticeable to the common person passing by this
structure as it was done inside the building was to tie down the roof to the foundations thru the walls and three floors
using helical piers and connection of the roof system directly to the foundation piers. The unique roofing system is
now tied down by means of this independent system for better hurricane protection. This design feature removed the
roof load from the exterior walls and exterior brackets. The next phase will consist of environmental cleanup and
façade/window rehabilitations. We congratulate the Ft. Pierce CRA in moving forward with the stabilization of an
important historical Asset for all the citizens of Ft. Pierce and St. Lucie County. The current Phase II consists of
securing windows and doors and repairing brickwork. Final Phase III Interiors work is pending State of Florida
Grants in 2011 (Ranked 8th of 50 State projects).

REG Architects purchased and restored this historic property for our corporate headquarters as part of a development
team in 1997. The historic renovation of the original 1894 City of West Palm Beach Fire Station was completed in
1998. This building held for a period of time, the West Palm Beach City Hall and the City Jail House. This $1
million renovation converted the building into mixed-use with retail shops on the ground floor and office spaces on

Originally constructed circa 1942 the Lincoln Theater remains one of the rare examples of a pre-segregation
movie house. Listed in the League of Historic American Theaters, the Lincoln Theater has deep roots in the Fort
Pierce community specifically in the Lincoln Park Historic District. Serving not only as a place to screen movies
the Lincoln Theater served as a cultural and entertainment venue for the African-American community of the Ft.
Pierce area until the very day it closed its doors in 1960. Serving as a community center from the 1940’s- to the
60’s holding such community minded events as: graduation ceremonies, after prom movie showings, movie
screenings, live shows (including Vaudeville performances), as well as serving as a hurricane shelter for the
area. The Lincoln Theater has historically been seen as a source of not only employment for the Avenue D
corridor but as well as an anchor for the commercial development of the area. Phase I Stabilization of the roof
has been completed; Phase II Exterior Facades restoration is currently underway and final Phase III Interiors is
scheduled for 2011 pending funding.

This project is a contributing building to Lake Worth Old Town historic district established in 2000. The structure
was built in 1936 and has been renovated several times, the latest in 1999 when the open stair, platforms and
general refinishing of all floors was renovated. The roof level contains a non conforming exit solution for a recent
addition used currently for storage. The resulting area for the building after interior renovations will total
approximately 11,800 sf; 900 sf new and will include adapting the first floor space to facilitate Exhibit,
Conference/Training and Guest/Studio areas and additional ADA restroom and storage areas. The second floor
will include an increased open office platform and Lounge area as well as a connection between the existing office
areas. The improvements propose the option of adding a few windows on the Eastern side wall for better natural
lighting of the main space. The project also will include improvements to the Third/Roof level structure to a future
Board Room by finishing the interiors, adding an ADA restroom and new openings through double glass doors to
deck areas on both North and South side for outdoor events. As an option the North deck can be covered with a
pergola or retractable fabric roof.

KEY PERSONNEL PROJECT RESPONSIBILITIES
REG Architects, Inc. offers the following key personnel approach to assist the City of Lake
Worth achieve their project goals with their continuing contracts project. We will work with City
staff and all City consultants to deliver a high quality environment. REG is capable of
completing this assignment as we’ve done on previous continuing contract municipal projects
because of our comprehensive team approach to project delivery.
Our office is organized into three departments supervised by three managing principals that are
involved from inception to completion of each project at REG. Weekly meetings are held on all
projects to review outstanding issues and plan the staff work accordingly.
I. The managing principals and their primary duties are as follows:
1. Rick Gonzalez, AIA:
President of the firm and in charge of design and marketing. Rick is involved in
pursuing new jobs, preparing proposals, conceptualizing designs and providing
design input through project’s development. Rick is also involved in the presentation
of all REG projects to the public i.e. planning and zoning, Commissioners, citizens
groups etc. After a design phase is completed Rick remains involved in reviewing the
progress of the construction documents, progress of bidding and permitting and
visiting job sites during construction for compliance with design intent. Completing
his office duties include reviewing and providing management assistance with Colin
and Karen with the day to day office operations of the firm.
2. Colin Price:
Vice President of Operations is in charge of managing REG staff and consultants
together with input to REG’s day to day office operations. Colin also provides input
to initial stages of a project to make sure schedules and project procedures are being
implemented. His involvement continues with additional input in the construction
documents, bidding and permitting phases with emphasis in conflict resolution (when
required) with staff, consultants, clients, building officials and general contractors.
His engineering and construction background together with his business acumen are
the “glue” between REG’s creative force and a client’s satisfaction with the final built
product.
3. Karen Gonzalez, I.I.D.A.:
Vice President in charge of the Interior Design Department. Karen divides her time
between the overview of REG’s finances, administration and providing interior
design input to the Interior Design Department of REG. Her role is similar to Rick’s
as it relates to interior design from client marketing through design through
construction site visits for interior design intent and through client furnishing and
fixture selections and installations that complete the built interior environment.

1. Vlad Dumitrescu, AIA, LEED AP:
Vlad Dumitrescu is the Design Manager. He manages all REG projects through the
design phase and then assists the Production Manager and Project Managers in
answering any design related issues that may arise during production of construction
documents and construction phases. Vlad works very closely with Rick in reviewing
a projects program and developing design concepts for each of the firm’s
assignments. In those assignments where interiors are included he also collaborates
with the Interiors Department. Vlad and the staff in the Design Department meet
with Rick several times a week to obtain and coordinate design input from
conceptuals through planning and zoning through design development. He also
coordinates with the Production and Construction Departments Managers on a
weekly basis to assist them with any design issues they may have and when necessary
he meets with Colin and Ricardo for additional project specific assistance.
2. Vincent Kafer:
Vincent is the Production Manager. He works closely with Colin in the preparation
and monitoring of all project schedules and the production of construction documents
and specifications; including coordination of REG’s and client’s consultants. Vincent
meets weekly with the Design and Construction Managers to make sure that projects
move along their schedules and are being properly detailed and produced so that the
design intent is easily achieved in the construction phase. Besides managing the
Production Department staff (where the bulk of the work is produced) Vincent also
assists the principals of the firm in maintaining a pleasant work environment so that
the staff of REG can complete the work on schedule and in budget.
3. Alterraon Phillips:
Is the Construction Administration Manager of REG and he has 2 degrees, a BS in
Construction Management and a J.D. in law. Al manages all aspects of the
construction process of REG and clients from permitting assistance through
construction administration and close-out. Al works closely with the other two
department managers by giving “constructability” reviews to each of the projects
phases prior to permitting in order to minimize permitting issues. When requested by
clients Al with Colin’s input can provide project preliminary budgets of construction.
During the actual construction phase, Al and his department visit the site and handle
all RFI’s, pay applications, etc. in house and with the input of project consultants. Al
also concludes a project with a complete punchlist and closeout phase. His primary
responsibility is to assure client satisfaction to the highest degree possible with the
construction process and design intent accomplishments.

1. Ricardo Gonzalez, R.A.:
Ricardo is the Director Emeritus of the firm and with Rick are the founding principals
of the firm in 1988. As Director Emeritus, Ricardo shares his multiple talents and
knowledge with the three managing principals of the firm and the three department
managers. At any given time Ricardo may be involved preparing design renderings;
investigating zoning and building code issues; providing details and quality control to
construction documents and assists with consultants coordination. Ricardo’s input
gives REG projects additional value by providing quality input to all projects with
over 50 years of experience.

It is our understanding that the City of Lake Worth is requiring Professional Architectural and
Engineering Services for the Renovation and Rehabilitation of the Historic Lake Worth Casino
Building.
PROJECT APPROACH
REG will take a collaborative approach from day one to consider each of the casino’s past
Architectural styles when designing the rehabilitation; understanding that the casino not only
personifies Lake Worth’s welcoming and progressive atmosphere, but also pays tribute to the
community’s rich history. (as per example our award winning project: 1916 Palm Beach County
Court House – 1916/1927 + 1955 + 1970’s and 2007 rehabilitation.) Our REG team extends
beyond our everyday project staff to include the City of Lake Worth staff; TLC Engineering

METHODOLOGY
The following is a brief summary of the scope of services by phases, necessary to accomplish the
renovation and rehabilitation of the Lake Worth Casino Building. Our Team has found continued
success in these methods and procedures for planning, design and historic renovation, evaluation
and cost. During our many years of combined experience and practice, we have also learned that
participation of the Client is crucial to the project’s success especially in projects with important
community requirements. Our Team’s approach is to assure satisfaction by keeping you
informed through clear communication. Our design thru construction process allows you to
engage in the process at every phase of development. We will bring to this project the best of
combined knowledge through REG Architects, Inc. with our Historical Restoration/Municipal
expertise and TLC Engineering, Simmons & White Engineers, ECO Advisors who have
extensive experience in historical restoration and municipal as well as LEED, Green Rating
Systems and Sustainable Construction in general.
Phase I – Programming/Concepts/Historic Analysis & Feasibility:
Programming is the problem-seeking process which seeks to identify the issues and challenges
that the design process must address and resolve. Generally, programming operates at both the
pragmatic/functional level where specific requirements are listed and interrelated at an aesthetic
historic and practical level. These aspects are deeply interrelated and the design intent is always
influenced by the functional needs of the project. As with the design of the casino rehabilitation
project development, the existing businesses and community stakeholders will be highly

involved with the REG Team ensuring that any changes to space allocation or public access will
work with their individual business models and community uses proposed.
Phase I process will involve the following steps:
• Historic Building, Research at the State and Local Staff level
• Data Collection from the Client/Site Conditions; Review all prior work done to date,
including new site work around project site by others.
• Communication of Data and Concepts;
• Data Analysis of Form and Function of Construction and Operation of the Facility;
• Evaluation of the Resulting Program, and careful consideration of historic
elements/details
• Data Organization and Development of Potential Concepts.
• Analysis of existing historical elements to be preserved and/or restored.
• Review building ADA and Life Safety Requirements.
• Meeting with Building and Zoning Departments to review proposed building plan.
• Community stakeholders participation and media coordination with PR firm.
The programming process should bring all key participants and community stakeholders to the
table, especially those responsible for the construction evaluation and cost analysis and those
who must supply approvals as the project moves forward as well as individuals that will operate
out of the facility on a daily basis.
Phase II – Schematic Design Services/Historic Feasibility Refinement:
Schematic design is the phase in which the data collection and graphic documentation of Phase I
is translated into the definition of three dimensional space, emphasizing the size and relationship
of spaces and functions to each other and relationships to site, access and parking. Schematic
documents include, but are not limited to, conceptual plans for the site, structure and building
elevations. 3D renderings are used to both validate and demonstrate design for this historic
project and as tools to describe how certain architectural elements might perform within the
context of the whole project past and present. It allows us to restore the building and give you
what you want and need to perform our daily tasks. It also helps us to complete the project
quickly and accurately by working closely with you. We listen to you and implement for you!

Project Development Schedule
Phase III – Design Development Services:
Design Development is the phase in which the concepts have been reviewed, tested and
approved, then expanded into more elaborate design drawings. The broad approach of the
Schematic Phase is replaced with a historic refinement one, with emphasis on resolving any
potential design conflicts, completing exterior views of the building, developing life-safety plans
and exploring technical issues inherent in the design. Outline specifications described in easily
understood terms and the materials proposed to be used will also be prepared. The Design Team
(including now the CM@Risk partner) then prepares a more detailed cost estimate, allowing our
Team to make those choices necessary to keep your project on time and within budget. The
various historic building components will be unified into a single building system which meets
your needs, including research of specific techniques and methods for restoring the historic
portion of the building, removing the latter added elements. (In effect “unwrapping” the
building’s historic core similar to the work we did for the 1916 Palm Beach County Court
House.)
Phase IV – Construction Documentation Services:
After the design development drawings are approved, construction document preparation will
begin. Our Team has in-house computer drafting capabilities for use in preparing construction
documents. Delineation of the architectural and engineering building systems to meet your
approval, code compliance and constructability will be our Team’s greatest concerns. Space,
materials, colors, shapes, standards, heating, fire protection, plumbing, electrical, structural and
other systems will be detailed on our drawings and called out in the specification manual. Using
all of our experience and capabilities in historic refurbishment; our Team will develop
“buildable” construction drawings and specifications which are easily understood by the various
subcontractors who will use them for pricing and construction. The design process will provide
you with an affordable, functional, maintainable and aesthetically pleasing building, completed

As a principal and senior mechanical engineer at TLC, Mr. Wamsley is
