Introduction
The year 2015 had ended with complicated global situation that affected millions of people in
their livelihood and safety especially in the middle east; ranging from the war against terror,
the migration waves mounted with the economic crisis of the oil prices, Iraq is one of these
nations that is determined to salvage its territories from the terrorists and regain its sovereignty
and future.
The Iraqi Red Crescent society named 2015 the Year of the Challenges during which
IRCS took its rule inside and outside Iraq sharing the difficult times with its partner national
societies and other humanitarian organizations in alleviating the suffering of the most
vulnerable with great enthusiasm and hope for better future to all.
Challenges and difficult times aren't just those things that occur to someone else. The secret is
in learning to turn problems into positives and attacking each issue with action not inaction."

2015 final report will demonstrate the activities of the IRCS conducted by its staff and
volunteers and wish to show gratitude to all the national societies, Red Cross-Red Crescent
movement components and other humanitarian organizations that partnered with IRCS during
these difficult times.

The IRCS humanitarian operations – 2015
The IRCS faced in 2015 great humanitarian challenges as consequent to the events of insecurity that led to
displacement of 1,300,000 persons in Iraq. The Year of Challenges
Some of disasters have further progress into crisis such as internal displacement of 1, 00,000 persons, on the
first of January. The IRCS was the first organization with its field response on it,; within the first hours the
IRCS volunteers providing basic services for survivor such as hot meals and water for (2200) displaced, focus
on children and women in relief operations beside reaching families in their siege cities regardless of the
difficult insecure conditions. In addition to the camps of Syrian refugees
The IRCS persist with the success in implementing projects and programs in the area of relief.
Health and organizational development as a part of Red Cross and Red Crescent movement, IRCS enhances
the cooperation with national societies by MoU and agreements, which lead to better coordination with the
partners
IRCS its sustainable developing plans and operation plans implemented guided by its strategic plan 20142018 in order empower the national society and its services
Our services have reached the vulnerable in many sectors such as (disaster management, relief, first aid,
emergency, health care, rehabilitation works, capacity building, psycho social service volunteers and youth.
This report will explain many aspects of IRCS activities during 2015 according to strict plans and active tools
for beneficiaries, as well as distribute emergency relief items based on the fundamental principles of the
international Red Cross and Red Crescent.

Relief programs
The major and extensive operation in the history of the Iraqi Red Crescent society that capture
more than 2 years and affect the life of millions of people and had great impact on safety,
wellbeing and their future is the humanitarian crisis, thousands of volunteers and millions of
dollars were deployed to ease their suffering and reintegrate them into the hosting
communities , the recovery will be even more extensive and need full cooperation of all to
mend their life and regain their wellbeing
The humanitarian crisis started on the 2nd, January 2014 till the minute of publishing this
report!!
The current conflict involved 4 big governorates and thousands of the families fled to safe
zone inside Iraq some settled in camps, schools, under construction sites and others .The past
2 years affected almost 394622 of internally displaced families at the side of vulnerable
hosting communities in many governorates in the north and south of Iraq ,the rapid
development of the situation requires dynamic operation plans guided by the IRCS mandate;
this maneuver was adapted by the IRCS during the displacement crises ,the plot focus on
alleviating the suffering of affected people through ensuring the mobilization of the IRCS
potentials to serve this situation rapidly and facilitate interaction between the branches and its
offices in the field efficiently.
The IRCS appreciate rapid response and donations provided by many national societies, IFRC
and all humanitarian organizations to alleviate the suffering of the Iraqi displaced people and
the Syrian refugees inside Iraq hoping for further cooperation in the future to serve humanity.
From the beginning of these emergency, IRCS in the frontline, performing in a rapid
deployment response in the field, volunteers and staff providing the essential needs to rescue
the displaced families lives with an emphasis on children, women and senior people.
Food and non-food items have been distributed for displaced families, set up Camps supplied
with requirements based on field survey to recognize the urgent needs.
Assist students to return their schools by encouraging them through education programs in
displacement places.
Training and educational programs were delivered as health promotion, psychosocial support,
first aid, livelihood and even dissemination, IHL and awareness against landmines
The humanitarian crisis created large number of displaced families as listed in the following

During 2015 the IRCS field team made 311 field surveys and additional 65 surveys done by
the IRCS/ headquarters team to keep accurate record of the continuously changing numbers of
the families due to different reasons and follow up with their needs to save their lives and
dignity.
These families had received from the essential requirements to any vulnerable according to the
IRCS mandate up to different items considering the extreme weather and variation in
temperature from subzero to up 60°C that could range from Ice blocks, air coolers and fans in
summer to proper cloths kerosene heater in winter with all necessary winterization items

Bakery project
The economic situation of the displacement has further burden the affected families since they
lost their livelihood that affected quality of nutrition.
IRCS field assessment have recognized number of challenges and decided to aid the families
by providing them with bread baking ovens serving their livelihood and nutrition collectively
with a maximum capacity of 7000 bread per day.

These 7ovens which have been run by IRCS’s volunteers funded from Japanese government
and the progress of production might be increased to reach large number of beneficiaries

The Syrian Refugees
In 2015 ,The Syrian refugees whom are till now 217290 persons in Duhook camps between
Domiz 1, Domiz2, Kellan and Aqra had received cash donation of 280000$ distributed on
1400 families,1066 families received building materials while 2800 families received
kerosene of total 560000liters .
Crowd managements
Due o the diverse nature of the Iraqi people and their spiritual nature had added huge
ceremonial gathering next to the usual festivals that necessitate the IRCS presence to
safeguard their wellbeing and ensure their safety on urgent evacuation and any medical
emergencies . During 2015 there were gathering of more than 41,784,462 persons served by
the IRCS through our 146 stations by providing medications or first aid services beside the
distribution of 19463 bottles of water.

Health programs
Health and care activities is the 2nd major activity in the IRCS due to different factors
ranging from emergency services to communicable diseases and psychosocial care and
rehabilitation , the health programs are active in peace and disaster can be delivered in
different programs such as :1. First aid .Emergency response
2. Communicable diseases control particularly during disasters ,Programs in health
promotion and prevention
3. Psychosocial care
4. Participate in vaccination campaigns inside Iraq.
5. Organize blood donation campaigns
6. Medicines and medical supplies to meet the needs of hospitals in coordination and
cooperation with international organizations.
7. Community rehabilitation to war and violence victims on providing victims with
prosthetic limbs, wheelchairs and accessories for disabled.
8. Complicated cases that need treatment not available inside the country are send abroad
Iraq (costs covered by IRCS) in cooperation and coordination with international
humanitarian organizations.
Health services in the camps
IRCS is providing health care in the fields for refugee’s and IDPs camps through its health
care teams.
Health facilities and programs at IRCS witnessed several developments and experience since
the flow of the Syrian refugee's to Iraq as well as the beginning of internally displacement
crises with top priority being given to the provision of health services, especially in the camp
the major health activities are illustrated in the below chart

Promotion of Water and sanitation
Access to adequate quantity of good quality water is of crucial importance because water
impacts many vital sectors of society, including nutrition, health, education and sanitation.
Iraqi communities confront a new challenge in addition to the humanitarian challenges,
especially water and sanitation. People in some villages and rural areas do not have access to
safe drinking water or adequate sanitation thus they are still drinking unsafe water causing
spread of communicable water born diseases or different infection disease ,the same scenario
can happen for IDPs in camps unless urgent mandatory interference.
The Iraqi Red Crescent Society adopted a harmonized approach in dealing with basic health
community. Using RO systems adapted to the local context, IRCS has enhanced its volunteers
and communities with the knowledge and skills to specify and reduce health risks.
Increasing access to safe water and improve sanitation have resulted healthy families and
communities in order to strengthen their resilience, these results were reported from Field
monitoring teams and indicated the diminished of casualties and Infections from their local
health services
Still IDPs camps do not have adequate waste disposal services or latrines. The IRCS teams
estimate that a large number of the IDPs camps in Iraq lack the recommended daily water of
adequate quality which require the IRCS assistance through supplying safe water and
adequate sanitation for IDPs camps
Crowd managements is another area where water and sanitation is of utmost importance
especially during religious occasions in Iraq, which mandated the IRCS to interfere by
providing humanitarian services such as pure drinking water which is an important public
health problem to avoid spread of infectious diseases
Specialized team in water and sanitations has taken apart in setting up 15 stations of (RO
Reverse Osmosis System) with capacity of 1-2 cube meters per hour, especially in the

Youth
The terms "youth" and "young people" in the National Society target with special attention the
people aged between 5 to 30 years. This includes children (5 to 11 years old), adolescents (12
to 17 years old), and young adults (18 to 30 years old)
The youth is the backbone of any country future through adopting all the changes and can
present as the human power that innovate, or the voice of will and an react as peer-to-peer
facilitators, community mobilize, agents of behavior change, and advocates for vulnerable
people.
The major IRCS activities for the youth as following

Conference of youth
“The migration of youth between the opportunities and challenges”
The growing waves of youth migration to Europe and other countries had major impact on
Iraq man power, economy and wellbeing this critical situation had been discussed seriously
at the youth conference sponsored and held by the Iraqi red crescent society on November
2015 ,many high level official attended the conference including the prime ministers and
many government officials and other youth organization with More than 2000 participants
have a comprehensively discussion about the reasons behind migration crisis and immediate
measures that are needed to stop this drain of the valuable citizens , many recommendations
were concluded in this conference an delivered the government cabinet.
Dr. Yassin al-Mamouri, the president of Iraqi Red Crescent Society during his speech at the
opening ceremony confirmed ; “ Youth are a key role in building the society, must pay
attention to this social class, and provide job opportunities to improve their livelihood,
especially Iraq has difficult situation which caused the migration of some young people
outside Iraq, everyone has to develop mechanisms to address migration to reduce it by
proving of strategic plans, Iraqi Red Crescent, despite its limited potential, provided job
opportunities by allowance number of unemployed young people to start their small
project.”

Dissemination
This program aims to disseminate the conception of international movement of Red Cross
and Red Crescent (its history, components and the fundamental principles of the Red Cross
and Red Crescent movement) as well as the emblem (its types, implication and the usage) in
addition to International humanitarian law.
Crescent day
Crescent day is one of the important programs implemented by the dissemination
department, through its units in all branches; it includes field visits to governmental offices
and civilian society institutions.
This programs aims to make all people know about Iraqi Red Crescent Society and its
important role in disasters and crises, Which our country exposed, and clarify the activities
of the society through its programs that have been implemented by (disasters, awareness of
the remnants of war, tracing, health, publishing,. etc ..) departments as well as attract large
numbers of volunteers in the society.

Tracing Program RFL
This program concerns with providing basic services for displaced and vulnerable people
by implementing Restore Families Links Program as well as collect and distribute tracing
issues in all governorates of Iraq.
-
Provide social & psychological services for displaced and vulnerable families.

Insure communication between families as well as tracing missing people because of

Provide services of restore families links for prisoner of war.
Periodical services provide by tracing department during the year.

Collect the tracing request inside and outside Iraq and inform them about recent

Receive requests and distribute ( AOD) for prisoners of Iraq -Iran war , gulf war in
1991as well as after 2003 .

In cooperation with international committee of Red Cross.

Ensure the communication between families who submitted restoring family links
requests.

Transfer human remains which resulted from wars in cooperation with international
committee of Red Cross.

Assist desperate families with their relatives during the Restoring family links
program.

Restoring family links during religious occasions, 13560 targeted visitors.

Explosive remnants of war awareness program ERWA
This program is of vital importance to the local communities in many governorates where
IRCS teams implement the awareness of the war remnants and UXOs in Iraq.
It aims to reduce the causalities and save the lives of these peoples whom affected directly or
after landslides and floods indirectly in areas that are contaminated with these items
The program targets mostly the children and young people in the local communities
through dissemination public information, education and training at their schools or camps
for the IDPs and liaison with their local communities
We coordinate with the Iraqi Ministry of Health and Environment and Civil defense
directorates
The staff and volunteers network deliver awareness program in the following governorates:( Babel , Baghdad ,Basra , Najaf , Wasit , Karbala , Dewanyia ,Thi-Qar, Muthana, Kirkuk and
Diala ) through schools lectures, preparing sport festivals, painting gallery and workshop as
well as distribute prints which explain the remnants of war with its shapes and types and
how to avoid them .

International Relations and Cooperation
International relations concentrate on developing solid relations with partners and other
humanitarian actors, this objective activated in line with IRCS strategic to reduce
humanitarian sufferings.
The international relation department acts as the gate of the IRCS to its global atmosphere to
consolidate relations and find new frontiers with other humanitarian actors and decision
makers ,that is achievable through corresponding and organizing different events and

Media & communication
Media department in the IRCS plays a key role in highlighting all the activities of the
National Society and the announcement through all the available ways and means
Media in general and during the last 2 centuries became an major player in every incident to
spread ideas for debate and coverage of the news as well being a great marketing tool .the
IRCS took imitative to enforce the media department aiming to disseminate the humanitarian
principles and the role of the IRCS in its local and international environments as a result we
improve our local grounds, had new volunteers and donors beside better coordination with
the local authorities.
The media department is able to publish news and events of National Society with followed
up- data by local, regional and international news agencies beside the network and social
media.
Media department is there in every activity or events with their team armed by audiovisual
tools to document, to feed and update their website and here is a glimpse of the most
important activities during 2015:-Media coverage of IRCS visitors with pictures.
-Posts with media agencies and supplies all media releases issued by the National Society
such as (magazines - brochures - posters).
-Follow all media bulletins issued by humanitarian clusters in Iraq
-Issuing brochures, posters related to IRCS activities.
-Processing a media archive documentation of photos, published reports and shares that
with local/international events.
Media vision: the IRCS aims to engage with you, for you and to be able to get in touch with others.

Organizational development
The IRCS strategic plan 2014-2018 has been launched in 2015, which directs our programs
and strengthens our potential as dynamic organization with well-functioning in, which has
covered all of Iraq. Strategic plans have been derived from NS experience in the field and
operations management.
Organizational development in IRCS aims to build and enhance capacity of the National
Society to target human resources, both volunteers and staff in the operations level
Programs concentrate on project cycle and its function to develop how to prepare proposals,
operation plans and PMER, with this task more than fifty staff and volunteers have been
trained in cooperative with Norway Red cross.
Plans have been set to extend the knowledge for volunteers in the area of Red Cross and Red
Crescent fundamental principles and rules for RCRC humanitarian assistance.
TOT will be promoted by OD in the line of coming training program.

Engineering and rehabilitation services
The main operational development during 2015 related to progress on the construction and
rehabilitations for the IRCS hospitals and Al Razi center which are on schedule to promote
their functions and services with large scale of beneficiaries that is finalized during 2015
The other major operation was to adjust mobile RO unit of 2m3 /h capacity to serve the IDPs
camps vulnerable to water born communicable diseases as cholera and it was allocated in
Abo-Ghareeb district severing 8000 person in al Nasr wa al Salam camp
This year maintenance program also included the headquarter and many offices in every
aspect
The final blueprint and designs of our future model branch- offices, commercial mall and
hospitals is delivered for construction works.

Properties and buildings
The Iraqi Red Crescent seeks to obtain an advantage of its Properties and buildings in the
self-financing with ongoing Rehabilitation services to enhance resources and income.
Strategic Plan for resource mobilization and investment changed the investment policies and
implementation models for regular definite investment

The following chart will show the income resources (cash flow) that had been used to cover
the activities of the IRCS making total of 5,362,037,961 IQ a detailed table that will show the
amount of donations by many national societies, humanitarian organizations and others that
had been covering the activities mentioned earlier in the report.

Conclusion
The Iraqi Red Crescent Society (IRCS) 2015 report had presented the activities of the year of
the challenge.
These challenges had endorsed our experience in relief efforts, health services and
strengthened our relation with the national societies and other components of the movements
beside the international and local organization.
Enhancing our human and resources management beside our developmental operational plan
added further assets to our society services. We will continue to serve humanity and the
vulnerable despite all the challenges, waiting for 2016 and new chapter in our mission...
