2014 Allocation information
What do You Need to Consider?
Published Admission Number (PAN)
The tables called ‘Primary Preference Data’ and
‘Breakdown of Allocations - Oversubscription Criteria’
provide information about primary schools in Cheshire
East, including the names and addresses, contact details,
age range of pupils in the school and the number of
places available for September 2015 (shown on the table
as the PAN – the published admission number).
This is the number of places available for September
in reception. Places will be allocated up to the PAN
assuming sufficient applications are received. In some
cases it may be necessary to allocate over the PAN.
Please refer to the Applying for School Places booklet for
more information about published admission numbers.
The information includes the number of preferences
(applications) that were received for each school
and the number of places allocated based on the
oversubscription criteria. These relate to September 2014
admissions and the information is provided to help
you estimate the likelihood of success with your
application. It is important to remember that this is only
an indication and does not guarantee admission to any
particular school.
You are invited to express three preferences in ranked
order with your preferred school as your first preference
and two other schools in order of choice as your second
and third preferences. Once all preferences (applications)
have been considered by the relevant admission
authority against it’s published oversubscription criteria,
the Local Authority will notify you of the school place
offered, which will be a single offer and will be for the
highest preference that you can be offered from all your
preferences. This may not be your first preference. You
will have a right of appeal to an independent appeals
panel for any schools where a preference (application)
was unsuccessful.
If none of your preferred schools can be offered we will
offer you a place at the nearest school with a vacancy
(Cheshire East residents only). The following explains the
definitions for the data held in the tables.
Anticipated Number for 2015
This data will give you an idea of the size of the school
for September 2015. This includes the number on roll in
2014 and projections based on the PAN and the history
of applications. This is only provided as a guide and does
not represent the actual number of children that will be
on roll in September 2015.
Number of Preferences Received
This is the number of applications received for a place in
the reception class at the school. These are broken down
into ranking (i.e. 1st, 2nd and 3rd preference). There is
also a column showing ‘other’ preferences, this refers to
any late applications received before offers are made and
lower preferences from other local authorities. Please
bear in mind that all preferences are considered equally
and therefore places can be offered to parents who
have included a school as a lower ranked preference but
who have a higher priority within the oversubscription
criteria and have been unsuccessful with a higher ranked
preference. Please refer to the information about ‘late
applications’ contained within our booklet entitled
Applying for School Places – Cheshire East guide for parents
2015-16.
Oversubscription Criteria
If the school receives more applications than it has
places available, the oversubscription criteria will be used
to determine which applications have priority for the
limited number of school places.
We have included information about how many offers
were made within each criterion to help you make
an informed choice about your preferences before
completing your application. It is important to consider
any changes to the oversubscription criteria agreed for
2015 as shown.

2014 Allocation information
Placed by LA (Local Authority)
In cases where we are unable to offer any of the
preferences included on the application form, for our
residents we make an offer of the ‘nearest school with
a vacancy’. This process is implemented after we have
considered all preferences and is shown on the table as
‘Placed by LA’. This is to ensure that no Cheshire East child
for whom we have received an application is without
a school place for September. Parents can accept or
decline this offer and have a legal right of appeal in
respect of any of their unsuccessful preferences. We
also operate a waiting list process and more information
about this is included in our Applying for School
Places booklet.
Furthest Distance
This is the straight line distance measurement in miles
from the home address to the school and shows the
furthest distance that was used to allocate a school
place under the lowest criterion used. Parents of children
within the same criterion but living further away from
the school were unsuccessful with their preference.
In such circumstances, requests can be made to add
children to a school’s waiting list and parents have
a legal right of appeal to an independent panel.

Please remember that you can express three school
preferences. Please refer to our Applying for School Places
booklet for more information about ‘equal preferences’.
3. If any school has consulted on their Admission
Arrangements for 2015-16 , then the oversubscription
criteria may have changed. Please ensure you check the
relevant school if you wish to choose it as a preference.
4. If you have a low priority (within the oversubscription
criteria) for admission to your preferred school/s, you
need to bear in mind that your application may be
unsuccessful. You will have a statutory right of appeal
if this is the case.
5. Now you need to complete your application form,
which you can do online at www.cheshireeast.gov.uk

6. Please remember to apply by the closing date to
avoid disadvantage and disappointment.

1. First consider how many applications were received
for your preferred school/s in the Primary Preference
Data section that follows. Using last year’s applications
as a guide, are your preferred schools likely to be
oversubscribed?
2. Compare this with how the places were offered in the
‘Breakdown of Allocations - Oversubscription Criteria’
data on the following pages. For example, if your family
are resident in the school’s ‘catchment area’, were all
applications within this criterion successful last year?
If not, what was the furthest distance used to offer
places? This will give you an indication of the likelihood
of success with your preference – it is important to
remember that this is no guarantee as the pattern
of parental preference can change from year to year.

Admission arrangements 2015-16
Oversubscription criteria – community and voluntary controlled schools
The oversubscription criteria will be used to determine
which preferences have priority for admission.
The oversubscription criteria for Community and
Voluntary Controlled schools, i.e. those for which the
Local Authority is the admissions authority are as
follows
1. ‘Cared for Children’ and Children who were
Previously ‘Cared for’. A ‘cared for child’ is a child
who is in the care of a local authority or provided with
accommodation by that local authority (as defined in
section 22 of the Children Act 1989). Children previously
‘cared for’ are children who were ‘cared for’ as defined
above, but immediately after being ‘cared for’ became
subject to an adoption, child arrangements order
(formerly residence order) or special guardianship
order. A child arrangement order is an order settling
the arrangements to be made as to the person with
whom the child is to live under section 8 of the Children
Act 1989 amended by Children and Families Act 2014.
Section 14A of the Children Act 1989 defines a ‘special
guardianship order’ as an order appointing one or more
individuals to be a child’s special guardian (or special
guardians).
3. Children resident within the designated
catchment area of the school. Children will be classed
within this criterion if they and their parents are resident
within the area served by the school.
4. Children not resident within a school’s
designated catchment area but attending a school
nominated as a feeder/partner primary school for
admissions purposes. (secondary only)
5. Pupils living nearest to the school measured
using an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the school to the address point of the
place of residence.
2. Siblings – pupils with brothers or sisters, step­
brothers or step-sisters, foster brothers or foster sisters,
half-brothers or half-sisters, adopted brothers or adopted
sisters living together as part of one household, already
attending the preferred school (in years Reception
through to Year 5) and expected to continue at the
school in the following school year. (i.e. at the time
of admission).

Admission arrangements 2015-16
Notes:
Distance measurements: exceptionally, where residency
addresses are outside the UK and Ordnance Survey
system cannot be used as a measurement, then
www.gridreferencefinder.com will be used to plot
latitude and longitude points and calculate straight
line distance.
Where a school cannot accommodate all pupils
qualifying under one of the criteria stated above,
the next criteria will also be applied to determine
priority for admission. For example, if a school cannot
accommodate all children resident within the catchment
area (criterion 3), the priority will be in the order of:
• Resident in the catchment area (criterion 3) attending
a feeder school (4) and living nearest to the school (5)
• Resident in the catchment area (criterion 3) not
attending a feeder school (4) and living nearest to the
school (5)
All applicants within each criterion will be put into a
distance order with priority being given to those that
live nearest to the school, as stated in criterion 5 above.
Where it is identified that there are a limited number
of places available and the Local Authority cannot
differentiate between the applications using the distance
criterion (criterion 5) a random allocation tiebreaker will
be applied. This may be required for example, where
applicants reside in the same block of flats.
Catchment Areas
Children are considered resident in the ‘catchment
area’ for a school under the Local Authority’s admission
arrangements if they and their parents are resident in
the area served by the school on the date published for
the receipt of supporting documentation. Supporting
information may be requested to verify the place of
residence. For children of UK service personnel (UK
Armed Forces) a Unit postal address or quartering
area address will be accepted in advance of removal
into the area, subject to official written confirmation
of the address and relocation date. Preferences for the
catchment area school for the confirmed address will be
considered under criterion 3, unless a higher criterion is

applicable. You can check your catchment area school
on our website at www.cheshireeast.gov.uk or by
contacting the Authority on 0300 123 5012. Please note:
we cannot guarantee places where ‘catchment area’ is
included as a criterion, however, you may wish to bear
in mind that if the school is oversubscribed and you do
not state a preference for it on your application form,
all available places may be offered to parents who have
applied for a place. Places will be offered on the basis
of the published oversubscription criteria and this can
result in an offer regardless of whether a child lives in the
catchment area.
You may wish to consider including your ‘catchment area’
school as one of your preferences just in case a higher
preference for another school is unsuccessful.
Default Definition
The following terms used throughout this booklet
are defined as follows, except where individual
arrangements spell out a different description. However,
where a definition is a legal requirement, it will apply
regardless of what is stated.
Additional/Supplementary Forms
All parents who list their preferred schools on the Local
Authority’s Common Application Form are regarded
as having made valid applications. An additional or
supplementary form may also have to be completed for
applicants considered under faith criteria of faith schools,
for boarding school and for selective schools.

Twins/Multiple Births
Please note: The law requires that all arrangements
give first priority to these children (see page 27).
All admission authorities must therefore adhere to
the legal requirement even if this is not stated in their
arrangements
SEN/EHCP Siblings
Children with Statements of Special Educational
Needs or Education Health Care Plans (EHCP)
Section 324 of the Education Act 1996 requires the
governing bodies of all maintained schools to admit a
child with a Statement of Special Educational Needs or
Education Health Care Plan that names their school.
In relation to children of multiple births, exceptionally
it may be necessary to offer places over the published
admission number. This is to ensure that, as far as
possible, siblings (i.e. twins, triplets or children from
other multiple births) can attend the same school.
Under exceptional circumstances, if a school is named
in the Statement for a child with Special Educational
Needs or Education, Health and Care Plan any siblings
(including twins or other children of multiple birth) will
be considered for admission in accordance with criterion
2 of the oversubscription criteria. This is to ensure
that siblings from a multiple birth can attend the
same school.
Distance
Pupils living nearest to the school measured using an

‘parent’s attendance at church’ it is sufficient for just one
parent to attend. ‘Family members’ include only parents
and siblings.

half-brothers or half-sisters, adopted brothers or adopted

Admissions Criteria
1. ‘Cared for Children’ and previously cared for children.
A ‘cared for child’ is a child who is in the care of a local
authority or provided with accommodation by that
authority (as defined in section 22 of the Children
Act 1989).
Children previously ‘cared for’ are children who were
‘cared for’ as defined above, but immediately after
being ‘cared for’ became subject to an adoption,
residence, or special guardianship order. An adoption
order is an order under section 46 of the Adoption
and Children Act 2002. A ‘residence order’ is an order
settling the arrangements to be made as to the person
with whom the child is to live under section 8 of the
Children Act 1989. Section 14A of the Children Act
1989 defines a ‘special guardianship order’ as an order
appointing one or more individuals to be a child’s
special guardian (or special guardians).
2. Children for whom there are particular medical or
social reasons which, in the Governing Body’s view,
justifies admission to a particular school. Supporting
evidence from a registered professional, such as a
medical practitioner, psychologist or social worker,
must be provided which sets out the particular reasons
why the school in question is the most suitable
school and the difficulties that would be caused if
the child had to attend another school. A panel will
consider the information presented and will determine
whether the evidence is sufficiently compelling to
apply this criterion to the application. The Governors,
if it is considered appropriate, will seek the views of
the School Doctor or Educational Psychologist in the
event of parents requesting admission on medical
or psychological grounds. This criterion cannot be
considered if the required documents have not been
received. Few applications fall within this category.

school year. (i.e. at the time of admission).
4. Children resident within the designated catchment
zone of the school. Children will be classed within this
category if they and their parents are resident within
the area served by the school on the closing date
for applications.
5. Pupils living nearest to the school measured using
an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the school to the address point
of the place of residence. Where a school cannot
accommodate all pupils qualifying under one of
the criteria stated above, the next criteria will also
be applied to determine priority for admission. For
example, if a school cannot accommodate all siblings
for whom an application has been received, all siblings
will be prioritised in the order of:
i) Siblings (criterion iii) who live within the school’s
designated catchment area (criterion iv)
ii) Siblings (citerion iii) who do not live within the
school’s designated catchment area (criterion v)
Ash Grove Academy
Admissions Criteria

Where it is identified that there are a limited number
of places available and the Governing Body cannot
differentiate between applications using the nearest
school criterion (v) a random allocation tie-breaker will
be applied. This may be required for example where
applicants reside in the same block of flats or are children
of a multiple birth living at the same address.
4. Pupils living nearest to the school – measured using
an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the place of residence to the address
point of the school.

Admissions Criteria

affecting the child where these needs can only be
met at this school. (Supporting letters from Social
Worker or Medical Specialist are required and
should be included, in a sealed envelope, with the
completed application form).
3. (a) Children whose parents are involved in the work
and worship of St Mary’s Church, Astbury, and
whose parents’ names are entered onto the Church’s
electoral roll. A completed church form supplied by
the school will be required
(b) Children whose parents are involved in the
work and worship of a Church which is a Member
of Churches together in Britain and Ireland, The
Pentecostal church or Word of Life Church and
whose names are entered on its membership roll.

Notes:
(a) The term Children in Care (Looked After Children)
refers to children and young people who are
in public care as defined by section 22 of the

than 9 qualified applicants, places will be allocated
according to the following criteria. These are stated in
order of priority:
1. Looked after children and previously looked after
children who were looked after, but ceased to be so
because they were adopted (or became subject to a
residence order or special guardianship order);
2. Children with special medical or social circumstances
affecting the child where these needs can only be met
at this school;
3. the presence of a sibling in the school who will still be
attending school the following year;
4. Children whose parents or guardians are involved
in the work and worship of the Anglican church, St.
Oswald’s/Holy Trinity Church;

5. the nearness of the home to the school, measured
using an ordnance survey address point system which
measures/straight line distances in miles from the
address point of the school to the address point of the

It may happen that there are not enough places to admit
all applicants meeting any one criterion. In this case the
governors will apply the subsequent criteria, in order of
priority, to all these applicants. If there are fewer than 9
qualified applicants for foundation places, any unfilled
places will become additional open places.
Unsuccessful applicants for foundation places will be
considered for any open places remaining unfilled at the
end of the allocation procedure.
(B) Open Places
The governors have designated 6 places each year as
open places, to be offered to pupils who do not qualify
for a foundation place but whose parents have chosen
the school for the type of education it provides. Parents
applying for an open place do so knowing that RE,
collective worship and the whole ethos of the school are
based on the teachings of the Church of England.
If there are more than 6 applicants, places will be
allocated according to the following criteria. These are
stated in order of priority:
1. Looked after children and previously looked after

3. Children resident in the parish (a map is available
from school).

meeting any one criterion, the Governors will apply the
above criteria, in order of priority, to all these applicants.

and after the closing date for admissions.

5. Children of staff working at the school.
6. Children whose parents/guardians are involved in the
work of, and worship at St Boniface Church Bunbury.
This requires evidence from the local incumbent of
regular attendance.
7. Children whose parents/guardians are involved in
the work of, and worship at a church which is in
communion with “Churches Together in Britain and
Ireland” and, for whom this is the nearest Church
of England aided school as measured by the Local
Authority Address Point System. This requires evidence
from the local incumbent of regular attendance.
8. Proximity of the home to school measured by the
Local Authority Address Point System, those living
nearest being given priority. In the event of a tiebreak a random paper draw will be undertaken by an
independent body.
If there are not enough places to admit all applicants
meeting any one criterion the governors will apply

Admissions Criteria

i. Baptised Catholic children who have a sibling in the
school at the time of admission.
ii. Baptised Catholic children from the parish of St Edward
the Confessor.
iii. Baptised Catholic children from other parishes.
3. Places designated for Church of England Children. The
governors have designated 12 places, to be offered to
children who are members of the Church of England.
If there are more than 12 qualified applicants, places
will be allocated according to the following criteria.
These are stated in order of priority:
i. Children whose parents are faithful and regular
worshippers in the Church of England who have
a sibling in the school at the time of admission
ii. Children whose parents are faithful and regular
worshippers in the Parish area of St Barnabas.
iii.Children whose parents are faithful and regular
worshippers in the Church of England
3. Where places designated for Catholic children remain
unfilled, priority will be given to those children who
fulfil the criteria set out for children from the Church

to school. The ‘home address’ is defined as the address

where the child lives for the majority of the week.
If there is any doubt uncertainty, parents would be
asked to which address the child benefit is paid, and
that one would be used.
5. In the event of applications involving twins or triplets

(a) Admission to the Reception Class takes place in
September. Children whose fifth birthday occurs
between 1 September 2015 and the last day of
August 2016 will commence school in September
2015. The Admission Limit (Published Admission
Number) is 30 in the Reception Class, Year One and
Year Two.
(b) Parents may request the governors to consider
deferring their child’s admission to the Reception
class until January 2016. But you must reserve your
place for the 2015/16 school year.
(c) Admission to the Reception Classes may be phased to
include part-time attendance for a short introductory
period for one week. Details of these arrangements

(e) “Sibling” means a brother or sister, or a step brother,

(f ) “Faithful and Regular worship” is to be understood as

(g) In the event of oversubscription for places each of
the criteria will be applied in order of priority. In the
event of the school being unable to accommodate all
applicants from a particular category priority will be
given to the applicants who live closest to the school
measured by a straight line distance from school to
the home address.
(h) Where there are extenuating circumstances for an
application being received after the last date for
applications, and it is before the governors have
established their list of pupils to be admitted, then it
will be considered alongside all the others. Otherwise,
applications which are received after the last date will
be considered after all the others, and placed on the
waiting list in order according to the criteria.
(i) Where there are more applications than places, the
admissions criteria will be used. Children who are not
admitted will have their name placed on a waiting
list. The names on this waiting list will be in the order
resulting from the application of the admissions
criteria. This waiting list will operate until the end of
the autumn term.
(j) W
here the governors are unable to offer a place
because the school is over subscribed, parents have
the right to appeal to an independent admission
appeal panel, set up under the School Standards
and Framework Act, 1998, as amended by the
Education Act, 2002. Parents should notify the clerk
to the governors at the school within 20 days of
receiving the letter refusing a place. Parents will have
the opportunity to submit their case to the panel in
writing and also to attend in order to present their
case. Parents will normally receive 14 days’ notice of
the place and time of the hearing (please refer to
school for more information about appeals).
(k) Where the governing body discovers that a child has
been awarded a place as the result of an intentionally
misleading application from a parent (for example a
false claim to residence in the catchment area or of
involvement in a place of worship) which effectively
denies a place to a child with a stronger claim, then

not guarantee a place at our school.
Mossley CE Primary School
Proposed conversion to Academy status during
2014/15. Should conversion take place, then the school
would continue to apply admission arrangements as
determined by the Local Authority for 2015/16.
Mottram St. Andrew Primary Academy
Admissions Criteria
In the event of Mottram St. Andrew Primary Academy
receiving more applications for places than there are
places available, the criteria set out below in priority
order will be applied.
1. Cared for children (ie those who are cared for by the
Local Authority as defined in section 22 of the
Children Act 1989) and children who leave care
through adoption, residence order or special
guardianship order.
2. Children living in the Civil Parish of Mottram St.
Andrew on the 14 January 2015. A map detailing the
boundary of the parish is available from the school.
3. Where the children have a sibling who will be
attending Mottram St Andrew Primary Academy or
The Fallibroome Academy at the time of admission.

Section 324 of the Education Act 1996 requires the
governing bodies of all maintained schools to admit a
child with a Statement of Special Educational Needs that

2. The Governing Body at Pikemere has the right
to prioritise the entry of children belonging to
Teaching staff, Teaching Assistants, Office Staff or Site
Maintenance staff who have been employed at the
school for more than two years or who will meet a
skills shortage.
3. Siblings – pupils with elder brothers or sisters, step­
brothers or step-sisters, half-brothers or half-sisters,
adopted brothers or adopted sisters living together as
part of one household, already attending Pikemere (in
years Reception through to Year 5) and expected to
continue at the school in the following school year. (i.e.
at the time of admission).
4. Children resident within the designated catchment
zone of the school. Children will be classed within this
category if they and their parents are resident within
the area served by Pikemere on the closing date
for applications.
5. Pupils living nearest to the school .This will be
measured using an Ordnance Survey address-point
system which measures straight line distances in miles
from the address point of Pikemere School to the
address point of the place of residence.
Admissions Criteria
In the event that the number of applicants exceeds the
number of places available, the governors will apply the
following oversubscription criteria:
A child with SEN requirements is given overall priority.
1. ‘Cared for and previously Cared for Children’ .
A child who has been through or is in the process of
completing the adoption process. A ‘cared for child’ is a
child who is in the care of a Local Authority or provided
with accommodation by that authority (as defined
in section 22 of the Children Act 1989) at the time of
application and who the local authority has confirmed
will still be looked after at the time of admission to
the school.

(a) Where Pikemere cannot accommodate all pupils

next criteria will also be applied to determine priority

Admissions Criteria
1. Looked after children and previously looked after
children who were looked after, but ceased to be so

3. Children having a sibling already attending, and
continuing to attend, the school.
4. Children whose parents are faithful and regular
worshippers at St. Christopher’s Church, Pott Shrigley.
5. Children whose parents are faithful and regular
worshippers at any other Christian Church as
recognised by Churches Together in Britain and Ireland.
6. Distance – Pupils living nearest to the school
measured using an Ordnance Survey address-point
system which measures straight line distances in miles
from address point of the school to the address point
of the place of residence.
Notes:
(a) By “faithful and regular” we mean attendance at a
minimum of one service per month for at least six
months prior to the closing date for applications.
A letter from your incumbent or minister or other
church officer will be required as proof of attendance.

Admissions Criteria
1. “Cared for Children and Children who were previously
Cared for” a cared for child is a child who is in the care
of the local authority or provided with accommodation
by that local authority (as defined in section 22 of the
Children Act 1989) Children previously cared for are
children who were “Cared for” as defined above but
immediately after being “Cared for” became subject to
an adoption, residence, or special guardianship order.
An adoption order is an order under section 46 of the
Adoption and Children Act 2002. A “residence order”
is an order settling the arrangements to me made as
to the person with whom the child is to live under
section 8 of the Children’s Act 1989 Section 14A of the

Children Act 1989 defines the special guardianship
order as an order appointing one or more individuals
to be a child’s special guardian (or special guardians).
2. Children who are resident within the civic parish
of Prestbury. (This excludes Mottram St Andrew &
Adlington) A map showing the parish boundary is
available from school and on the school website.
These are known as “in area” applicants.
3. Children whose parents are faithful and regular
worshippers at St Peter’s Prestbury. By faithful and
regular worshippers we mean by attending the
Sunday worship at St Peter’s Church Prestbury, for
a period of one year prior to the closing date for
applications the following year. Evidence of this is
required by obtaining a form from St Peter’s Church
Prestbury, signed by the Young Church Co-ordinator.
Parents must register attendance with their child on
a weekly basis during this period. It is sufficient for
one parent to attend, however attendance for 26 out
of the 52 weeks must be recorded in order to obtain
validation.
4. Children with siblings who will still be at the school
at the time of admission. Siblings are defined pupils
with brothers or sisters, step brothers or step-sisters,
foster brothers or sisters half-brothers and half-sisters
adopted brothers or sisters living together as one
household already attending the preferred school
(in Reception through to year 5) and expected to
continue at the school in the following school year at
the time of admission.
5. Children of staff who have been employed by
Prestbury CE Primary School continuously for at
least two years at the closing date for applications.
By children of staff we mean members of staff who
have been continuously employed by the school
for a period of two years and are on the school
establishment listing, including teaching assistants and
other administrative staff, It does not include staff who
are subcontracted to the school, working at the school
on a self-employed basis, or volunteer helpers in
school. A valid Employee number must be submitted
at the time of the application.

6. Children who live nearest to the school according to
the Ordnance survey address point system by Local
Authority, known as “distance” applicants. Distances
shall be measured using the Local Authority’s
Ordnance Survey address point data system for
measuring straight line distances from the address
point of the home to the address point of the school
in miles. Where two applications are equidistant then a
random allocation will be undertaken.
Information:
A parent is any person who has parental responsibility or
care of the child. Where admission arrangements refer to

(a) Children reach compulsory school age at the
beginning of the term following their 5th birthday;

Distances are calculated using an address point system
provided by the Local Authority for admissions purposes.
In a very small number of cases it may not be able to
decide between the applicants of those pupils who
are qualifiers for a place, when applying the published
admission criteria.
For example, this may occur when children in the same
year group live at the same address, or if the distance
between the home and school is exactly the same,
for example, blocks of flats. If there is no other way of
separating the application according to the admissions
criteria and to admit both or all of the children would
cause the legal limit to be exceeded, the governing body
will arrange for the local authority to randomly select the
child to be offered the final place.

(a) Children with a Statement of Special Educational
Needs that names the school must be admitted.
This will reduce the number of places available to
other applicants.
(b) In all categories, for a child to be considered as a
Catholic, evidence of Catholic Baptism or Reception
into the Church will be required. For a definition of
a Baptised Catholic see the Appendix (on the school
website). Those who face difficulties in producing
written evidence of baptism should contact their
Parish Priest.
(c) Previously looked after children means children who
were adopted(1) (or subject to residence orders(2) or
special guardianship orders(3)) immediately following
having been looked after.
(d) A brother or sister must be living at the same address,
attending the school at the time of application and
still attending the school at the time of admission.
The definition of a brother or sister is: A brother or
sister sharing the same parents; Half-brother or halfsister, where two children share one common parent;
Step-brother or step-sister, where two children are
related by a parent’s marriage; Adopted or fostered
children. The children must be living permanently in

i. Under the terms of the Adoption and Children Act

(f ) The home address of a pupil is considered to be the
permanent residence of a child. The address must
be the child’s only or main residence for the majority
of the school week. Documentary evidence may

Where admission arrangements refer to ‘parent’s
attendance at church’ it is sufficient for just one
parent to attend. A parent is any person who has
parental responsibility or care of the child.
(e) All children with 5th birthday between
1 September 2015 and 31 August 2016 are admitted
in September 2015. For children with a 4th birthday
after Christmas or after Easter parents may defer entry
until later in the year and the headteacher should
be consulted if this option is being considered. See

Admissions Criteria
1. ‘Cared for Children’ and Children who were
previously ‘Cared for’. A ‘cared for child’ is a child who
is in the care of a local authority or provided with
accommodation by that local authority.
2. Siblings - pupils with brothers or sisters, step-brothers
or step-sisters, foster brother or sisters, half-brothers
or half-sisters, adopted brothers or adopted sisters
living together as part of one household, already
attending the preferred school (in years Reception
through to Year 5) and expected to continue at the
school in the following school year. (i.e. at the time of
admission).
3. Children resident within the designated catchment
area of the school. Children will be classed within this
criterion if they and their parents are resident within
the area served by the school.
4. Pupils living nearest to the school measured using
an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the school to the address point of
the place of residence.
Notes:
(a) Admission to the Reception Class takes place in
September. Children whose fifth birthday occurs
between 1st September and the last day of August
will commence school in September.
(b) Parents may request the governors to consider
deferring their child’s admission to the Reception
class until January 2015. But you must reserve your
place for the 2015/16 school year.
(c) Admission to the Reception Classes will be phased to
include part-time attendance for a short introductory
period of up to three weeks. Details of these
arrangements will be supplied to parents prior to
their children commencing full time schooling.

(d) “Resident” refers to the child’s permanent home at
the proposed date of admission. The Governors may
seek proof of a child’s address. The address used on
the school’s admission form must be the current one
at the time of application. If the address changes
subsequently, the parents should notify the school.
Where the parents live at different addresses, the
current-at-the-time-of-application, normal address of
the child will be the one used. This will normally be
the one where the child wakes up for the majority of
Monday to Friday mornings. Parents may be asked
to show evidence of the claim that is being made
for the address, e.g. documentation of various sorts
showing the child’s address as the one claimed.
Where there is dispute about the correct address
to use, the governors reserve the right to make
enquiries of any relevant third parties. For children
of UK Service personnel and other Crown Servants
returning to the area proof of the posting is all that
is required.
(e) “Sibling” means a brother or sister, or a step brother,
step sister or other child normally resident at the
same address, prior to the date of application and up
to the date of admission.
(f ) In the event of oversubscription for places each of
the criteria will be applied in order of priority. In the
event of the school being unable to accommodate
all applicants from a particular category priority will
be given to the applicants who live closest to the
school measured by a straight line distance from
school to the home address.
(g) Where there are extenuating circumstances for an
application being received after the last date for
applications, and it is before the governors have
established their list of pupils to be admitted,
then it will be considered alongside all the others.
Otherwise, applications which are received after the
last date will be considered after all the others, and
placed on the waiting list in order according to
the criteria.
(h) Where there are more applications than places, the
admissions criteria will be used. Children who are not
admitted will have their name placed on a waiting
list. The names on this waiting list will be in the order
resulting from the application of the admissions
criteria. This waiting list will operate until the end of
the autumn term.

Admissions Criteria
1. ‘Cared for Children’ and Children who were
Previously ‘Cared for’. A ‘cared for child’ is a child who
is in the care of a local authority or provided with
accommodation by that local authority (as defined
in section 22 of the Children Act 1989). Children
previously ‘cared for’ are children who were ‘cared for’
as defined above, but immediately after being ‘cared
for’ became subject to an adoption, residence, or
special guardianship order. An adoption order is an
order under section 46 of the Adoption and Children
Act 2002. A ‘residence order’ is as an order settling
the arrangements to be made as to the person with
whom the child is to live under section 8 of the
Children Act 1989. Section 14A of the Children Act
1989 defines a ‘special guardianship order’ as an order
appointing one or more individuals to be a child’s
special guardian (or special guardians).
2. Siblings – pupils with brothers or sisters, step­
brothers or step-sisters, foster brother or foster
sisters, half-brothers or half-sisters, adopted brothers
or adopted sisters living together as part of one
household, already attending the preferred school (in
years Reception through to Year 5) and expected to

distance order with priority being given to those that
live nearest to the school, as stated in criterion 4 above.
Where it is identified that there are a limited number
of places available and the school cannot differentiate
between the applications using the distance criterion
(criterion 4) a random allocation tie-breaker will be
applied. This may be required for example, where
applicants reside in the same block of flats or are children
of a multiple birth living at the same address.
In the case of previously looked after children (criterion
1) admission authorities may request a copy of the
adoption order, residence order or special guardianship
order and a written correspondence from the local
authority that last looked after the child confirming that
he or she was looked after immediately prior to that
order being made.
Children will be considered within criterion (3) if they
and their parents are resident on the date published for
the receipt of supporting documentation. Supporting
information may be requested to verify the place of
residence. For children of UK service personnel (UK
Armed Forces) a Unit postal address or quartering
area address will be accepted in advance of removal
into the area, subject to official written confirmation
of the address and relocation date. Preferences for the
catchment area school for the confirmed address will be
considered under criterion 3, unless a higher criterion
is applicable.
Wybunbury Delves CE Primary School
Admissions Criteria
1. Looked-after children and previously looked after
children who were looked after, but ceased to be so
because they were adopted (or became subject to a
residence order or special guardianship order).
2. Children whose parents* are faithful and regular
worshippers in the Parish Church(es) of Wybunbury.
Where a school cannot accommodate all pupils
qualifying under one of the criteria stated above, the
next criteria will also be applied to determine priority
for admission.

3. Children whose parents are faithful and regular
worshippers in a neighbouring Anglican Church for
whom this is the closest Church of England school –
distance from the school measured using the Local
Authority’s computerised measuring system with
an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the school to the address point of the
place of residence.
4. Children whose parents are faithful and regular
worshippers of another Christian denomination, as
recognised by Churches Together in Britain and Ireland
and for whom this is the closest Church of England
school - distance from the school measured using the
Local Authority’s computerised measuring system
with an Ordnance Survey address-point system which
measures straight line distances in miles from the
address point of the school to the address point of the
place of residence.
(e) Where the above criteria are not adequate to
distinguish between requests for admission which
cannot all be accepted without exceeding the
admission limit, priority will be decided on the basis
of the distance from the school to home measured,
using the Local Authority’s computerised measuring
system using an Ordnance Survey address-point
system which measures straight line distances in
miles from the address point of the school to the
address point of the place of residence, with those
living closer to the school receiving higher priority. In
the event of a tie break a random paper draw will be
undertaken by an independent body.
(f ) All children with birthdays between 1 September
2010 and 31 August 2011 are admitted in September
2015. For children with a birthday after Christmas or
after Easter parents may defer entry until later in the
year and the head teacher should be consulted if this
option is being considered.
5. Children who have a sibling in school who will still be
attending school the following year.
6. Children resident in the parish(es) of Wybunbury,
including Hough. A map showing the parish is
available from the school.
7. Other children.
Notes:
(a) A parent is any person who has parental responsibility
or care of the child. It is sufficient for just one parent
to attend.
(b) By “faithful and regular” we mean attendance at a
minimum of two services per month for at least six
months prior to the closing date for applications. A
supplementary form available from the school office
must be signed by your incumbent minister or other
church officer will be required as proof of attendance.
