Letter to the Community
The Elk County Community Foundation celebrated yet another major
milestone in 2013! With the grants presented to agencies, municipalities,
and groups, the total dollars given to the community since its inception
in 2000 has surpassed the $2 million mark. In 2010, at our tenth anniversary,
we had granted our first million dollars. We are so excited that it only
took 3 more years to hit this next milestone. In addition we had a banner
year with new contributors coming to the Foundation for our help to
administer their charitable dollars. Over 21 new named funds were
established at the Foundation this past year to bring the total to 108.
Often we have been asked how the $2 million dollars has helped our
community. The Foundation grants have provided funds that agencies
received which help carry out their mission, without taking time and
energy away from their day-to-day work. These dollars enabled municipalities to update parks, equipment, and grounds without raising taxes.
Grants from the Foundation provided program dollars to Human Service
Agencies without state and federal help. And last but not least, the
resources provided through our scholarship program are helping to
ensure great leaders for generations to come.
But we need to remember that the Elk County Community Foundation is
more than giving scholarships and grants. Our focus is helping people,
families, groups and businesses be philanthropic or charitable. We provide the administrative and investment management services that make
it easy for donors to accomplish their charitable wishes with their tax
deductible donations to improve the quality of life in our communities.

Community Foundations honor the past, adapt to the present and prepare for the future. We are growing and we invite you to join us in our

Elk County Community Foundation
(ECCF) was recently recognized
for successfully completing the
rigorous nonprofit re-accreditation
program known as “Standards for
Excellence®” through the Pennsylvania Association of Nonprofit
Organizations (PANO) during a
special recognition ceremony at
PANO’s Annual Conference. The
Foundation has demonstrated a
deep commitment to organizational
wellness and a high standard of
accountability throughout its
operations and governance.

the Foundation was honored in a
lunchtime ceremony along with
Standards for Excellence® offers a
robust program designed to help
organizations put their values into
action, providing a means for
structuring work in ways that
reflect and reinforce the values of
ethical, accountable operations and
governance, each and every day.
Recent research shows that focus
on a culture of ethics within an
organization is a vital condition for
achieving mission, and ultimately,
achieving what is possible for our
communities — the Standards provide an effective means to this end.
PANO is the statewide membership
organization serving and advancing
the charitable nonprofit sector
through leadership, advocacy,
education and other services. PANO
walks alongside organizations and
individuals working to improve the
overall quality of life in communities throughout Pennsylvania.
Tom and Mary Rita Valentine Fund
Newly established in 2013, the
Tom and Mary Rita Valentine Fund
supports Catholic education at Elk
County Catholic School System
(ECCSS) through scholarships and
funding for general operational
needs. The Valentines put the creation of their fund in their estate
plans, which will now provide
much needed dollars to ECCSS
forever. Northwest Saving Bank,
as well as local attorney Tom
Wagner, played a large role in giving guidance to the couple as they

completed their charitable plans.
Kathy Reuscher and Tom Fledderman from Northwest Saving Bank
described Tom and Rita as “a very
loving, sweet couple that lived for
each other and their faith.” The
couple believed that by supporting
Catholic education they could
share their faith with the next
generation. We honor their
belief in Catholic education
by administering this fund
exactly how they wished.

Scholarship Funds: An Important Part of Our Foundation
In 2013 alone, the Elk County
Community Foundation awarded
an outstanding $109,790 in scholarship awards to deserving area
students. Although we view an
education as a priceless
commodity, it can become quite
expensive. Through our established
scholarship funds, we can assist
hard-working, active students in
receiving the education they need
to become successful, productive
members of the community. These
students want to succeed, and with
your help, we can send them down
the right path.

these scholarship funds, they can
receive a quality education from a
credible institution. We hope that
wherever they may go, receiving
a scholarship award from our
foundation has planted a seed of
philanthropy that will grow with
them until they are able to give
back to their community, just as
their community has given to
them. It is amazing to see what
a difference we can make in the
lives of the students by awarding
these scholarships. The Elk County
Community Foundation Board of
Directors extends their gratitude to
those who have seen the need and
believe in the youth of today by
establishing scholarship funds.
By helping students pursue a
higher education, we are ensuring
the future of our community. Many
of the scholarship winners have
stated their interest in returning to
PHEAA-PATH Program
The PATH program provides matching grant awards to undergraduate
students attending Pennsylvania post-secondary institutions who qualify
for additional funding. In 2013, the Elk County Community Foundation
granted $109,790 to deserving scholarship recipients. Through the Community Foundation’s participation in the PHEAA-PATH program, some
of the Foundation’s 135 scholarship recipients were awarded additional
funds totaling $54,060 in matching scholarship monies in the 2013-2014
school year. The PHEAA PATH Program provides a significant amount of
additional funding to our deserving area students. What this means for
our donors is that their scholarship award may potentially double because
the Foundation is an approved partner with PHEAA.

Sara-Jane Stackpole Legacy Society Members
The Elk County Community Foundation (ECCF) established the Sara-Jane
Stackpole Legacy Society on October 25, 2007. This date was specifically
chosen to mark the first anniversary of Sara-Jane’s passing. She was a
very special friend and on-going contributor to the Foundation. Because
of her belief in the Elk County Community Foundation and what it does,
the Board of Directors has chosen to honor her memory with this designation. Sara-Jane was a true philanthropist.
The Foundation extends to everyone the opportunity to follow in SaraJane’s footsteps. By joining the Sara-Jane Stackpole Legacy Society any
one can become a philanthropist. One becomes a member of the Society simply by making arrangements for a gift in a will or estate plan and
advising the Foundation that is has been done.

Local Girl Scout Group’s Blanket Project Helps Children
“I’ve got something for the girls
of Savannah, and all of America,
and all the world, and we’re going
to start it tonight!” was the quote
said by Juliette Gordon Low in
1912 that started one of the most
influential programs for girls and
women in the past 100 years; the
Girl Scouts of the United States of
America (GSUSA). Over 100 years
later, the GSUSA has grown from
18 girls in Savannah, Georgia, to
over 3.7 million members of all
nationalities across the county.
Recently, the Elk County Community Foundation granted the St.
Marys Youth Council/Girls Scouts
a total of $3,960 from the Harrison
& Muriel Dauer Stackpole Family
Fund. The monies were to go to
their “Blanket Project”, where
the girls would use two pieces of
fleece material to make a tie-blanket.
They then donated some 150 blankets to the CAPSEA Shelter and
the Children’s Prevention Center of
Dickinson Center Inc.
Jean Farley, a ten year volunteer
troop leader in the Girl Scout
neighborhood, helped to oversee
the project. When asked about the
project, she spoke of how great it
was to see everyone working
together. The older girls were
teaching and helping the younger
girls and some of the younger
girls, once they were finished,
would go and help the others finish their blankets. “We were very
happy”, said Jean,” to receive the
grant and the girls had a lot of fun
with the project.”
CAPSEA and Dickinson Center
Inc were very excited to be on the
receiving end of this service project the Girls Scouts planned. Both
nonprofit agencies have programs
where blankets are given to children
in need.
Some other community service
projects that the girls are involved
with are recycling, volunteering
and playing bingo at Elk Haven
with the elderly, and donating
stockings full of puzzles, little
games, and books at Christmas
time to the Hahne Cancer Center
in Dubois.
“Someday, I hope to be able to give back to the community and help
others just as you are helping me. I cannot thank you enough for this
scholarship, and it is such a great honor to have received it.”

Women Who Care
Women Who Care (WWC) is an
all-female group founded in 2009
by nine women. These women
strive to educate, encourage, and
expand the number of women
committed to philanthropy. WWC
uses dollars raised to strengthen
our community by providing funds
and assistance to issues that are
important to families; all while
having a great time.
WWC is in its fourth year and is
continuing to grow. For the 20132014 granting cycle there were
139 members eligible to vote for
their favorite charities project.
The Women successfully granted
$16,400 to deserving businesses
and organizations around the
community.
The Granting Awards Night was
held in October at St. Leo’s Social
Hall in Ridgway, and over 100
members and guests were in
attendance. The theme of this
membership year’s annual business meeting was “Think Pink”
and included
Health and
Beauty Professionals
who shared
tips, samples,
and information to all who
attended. These ladies received
Foot Dexa Scans to screen for
bone density, essential oil samples,
and, as a special treat, massages,
hand waxing, and nail art; and
that’s just to name a few. After the
activities were over, the women
heard from the agencies who had
submitted grant requests. After
the presentation the members cast
their ballots to vote for two categories of grant applications; Arts
and Recreation, and Education
and Community Development. All
who attended would agree that
the night was very enjoyable.
Women Who Care also held a
second membership event in
March of 2014 called the “Spring
Women’s Social”. The event took
place at the Johnsonburg Senior
Center, where the women got to
imitate, for the camera, a previous
era with a selection of vintage-style
clothing and hats. Photos were
taken by Patty Calla. Local authors
also attended the event to provide
book signing opportunities. The
event was very successful and a
great opportunity for the women
to socialize and invite potential
members to learn more about the
organization.
Women Who Care is a Women’s
philanthropic giving circle. With
the shared interest in strengthening the community by providing
assistance to important issues,
all women are welcome to join
Women Who Care. Members really
can be as involved or uninvolved
as you wish. The main goal is to
provide grants to local charitable
organizations. To do so, women
make an annual contribution of
a $100 minimum, which can be
paid for over a year’s time. That
donation entitles them to a vote as
to what agencies will receive the
funds. The membership year goes
from October 1st to September
31st with dues being paid by June 1. 14

funding as part of its mission to promote the betterment of Elk County
and to enhance the quality of life for all residents.

Grants are made primarily to tax-exempt 501(c)(3) charitable
organizations.

Educational Improvement Tax Credit (EITC)
The Pennsylvania Department of
Community and Economic Development (DCED) designated The
Elk County Community Foundation to serve as an Educational
Improvement Organization.
Any entity authorized to do
business in the Commonwealth
of Pennsylvania and subject to
certain taxes is eligible to apply.
Tax Credits are limited to 75% of
the business’s contribution with a
maximum of $750,000 annually.
If a business agrees to make the
same contribution for two
consecutive tax years, it may
receive a tax credit equal to 90%
of its contribution.
If a business wishes to participate,
it must submit a brief application
to the DCED. The application can
be found at www.inventpa.com.
The Foundation also has applications and further information
available to assist with the business application process.

How to Create a Fund
For those interested in effective charitable giving, there simply is not a
better partner than a community foundation. When you establish a fund
at the Elk County Community Foundation, you gain a partner in philanthropy. With the community foundation you can achieve your charitable
goals in an effective, intelligent, creative, and confident manner. The
Foundation supports your giving by making available different types
of funds that are flexible, innovative, and personalized. Our boards of
directors and staff have a thorough knowledge of the specific needs of
the community and are uniquely qualified to inform you about non-profit
organizations and community issues. As a donor, your charitable intent
and personal approach to giving will determine the type of fund that is
best for you. Over the years the Foundation has been making a difference
in the lives of people in Elk County and the surrounding areas thanks to
numerous gifts, large and small, from members of our community. The
pooling of these gifts has allowed us to help people realized their dreams
and to connect those who give with those who need.
There are just four steps to creating your own component fund at The
Elk County Community Foundation. Here’s what you need to consider in
order to become a part of local philanthropy in your community.
1)Decide When to Give – You
can create your fund now, establish it in your will (and become a
member of The Sara-Jane Stackpole Legacy Society) or create it
through a trust arrangement that
benefits your family as well as
charity. Tax deductions are earned
at the time of your gift, while
grants awarded from your fund
will continue into the future.
2)Decide What to Give –
Almost any kind of asset can be
used to start your fund, such as
cash, publicly traded securities,
real estate, life insurance, tangible personal property and private foundation assets. We can
also discuss other options with
you, such as bequests, charitable
remainder trusts, charitable lead
trusts and charitable gift annuities.
3)Choose the Name of your
Fund – Most of our funds are
named for the donor or the donor’s
family. Every grant made from the
fund will carry this name. If you
prefer to remain anonymous, you
may choose a name accordingly.
4)Choose a Type of Fund – We
while we make sure that grants to
these groups remain relevant over
time and responsive to changing
circumstances.
UNRESTRICTED FUNDS ensure
that grants will be available and
given to the most current community needs. It’s the broadest giving
option.
AGENCY ENDOWMENT FUNDS
are established by nonprofit organizations to provide income to them.
The Foundation handles all administrative and investment responsibilities, freeing the organization to
pursue its charitable mission.

Michelle Campbell Is Still Making a Difference
You Can, Too!
Michele Campbell was a bright, energetic nursing student
not far from completing her studies. An accomplished young
woman trying to achieve her goals, Michele attended the
University of Pittsburgh at Bradford. Her parents decided
to establish a memorial nursing scholarship in memory of
Michele after she passed away due to a car accident during her
commute to school. The Michele A. Campbell Memorial Nursing
Scholarship is among more than 68 Elk County Community
