INTRODUCTION
Milwaukee County, Wisconsin, communicated interest in the WISCOM system via response to a Local Implementation of
WISCOM Call for Concept Papers from the Wisconsin Homeland Security Agency and the Wisconsin OJA.
The WISCOM system is a shared statewide system that first responders will use to communicate during a major disaster or
large-scale incident. WISCOM will allow responders from any area of the state to assist another community without any loss
of communication capability as stated in the Call for Concept Papers document (Appendix A).
The County Call for Papers response back to the Wisconsin OJA outlines ongoing planning efforts for upgrading existing radio
communication systems to become compliant with federal mandates. Further, these disparate systems are described as
“piecemeal,” in terms of age and standardization by the user community.
This report attempts to capture the sum total of the Milwaukee County radio assets that have been assessed, based on site
visits, personnel interviews and detailed information provided in the concept paper for the specific purposes of the WISCOM
project. L.R. Kimball, the State of Wisconsin engineering consultant, is providing technical assistance to develop an
integration plan and assess system implementation costs/benefits for using the WISCOM system as either a support system
for interoperable communications, as a local solution for daily communications or a combination of both.

METHODOLOGY
A project kick-off meeting was held to discuss the project elements, objectives, scope of work (SOW) and site visits. This
report has been generated with an analysis of on-site visits by L.R. Kimball staff to the County area on April 17th, 2012. L.R.
Kimball staff participated in a group meeting with the County staff municipality representatives responsible for radio
communications and emergency operations.
A Communications Survey form was developed to gather much of the necessary information regarding performance,
operating practices and planning that the County has undertaken. This survey was provided to County staff and the Public
Safety agencies for them to complete and return to L.R. Kimball.
Following site visits and staff interviews, baseline data was collected and evaluated. Multiple iterations of coverage maps
were created for existing coverage and potential WISCOM coverage. Maps were created to illustrate the coverage of the
Milwaukee County SmartNet trunked radio system. L.R. Kimball then used the information to draft and edit this final analysis
report.
It must be noted that not all of the agencies within Milwaukee County responded to the request for survey information. With
the exception of the City of Greenfield, no other agency provided access to radio sites or dispatch centers. All site information
was gathered by exterior observations and FCC data. Milwaukee County’s radio staff did not respond to the survey request.

of the Countywide trunked radio system.

FINDINGS
3.1
Overview of Systems
The radio communications environment within Milwaukee County consists primarily of an 800 MHz analog trunked radio
system. This system is used by all government agencies within the County. Some of the local municipalities still operate
specific departments on their own VHF radio systems. The agencies using the trunked radio system are listed in Table 1
below.

The trunked radio system is a Motorola six site simulcast system utilizing SmartNet technology. The mobile and portable units
are various models of Motorola manufacture. Milwaukee County operates and maintains the radio system.
The North Shore is comprised of the Village of Bayside, Village of Brown Deer, Village of Fox Point, City of Glendale, Village
of River Hills, Village of Shorewood and Village of Whitefish Bay. North Shore Fire Department covers Bayside, Brown Deer,
River Hills, Fox Point, Glendale, Whitefish Bay and Shorewood and is exclusively on the Milwaukee County trunked radio
system. The police departments operate on the Milwaukee County trunked radio system.
The City of Milwaukee operates its own Public Safety radio system. It is an 800 MHz multi-site system utilizing the Harris
Corporation Open Sky Technology.
The City of Greenfield operates its own 800 MHz trunking system. It is a Motorola SmartNet system operating from a single
site. Greenfield and Milwaukee County back up each other’s radio systems.
3.2
Milwaukee County
Milwaukee County is a community with a population of approximately 948,000. It encompasses a total area of 1190 square
miles. The County is located south of Ozaukee County and east of Waukesha County on Lake Michigan. The terrain is
primarily low rolling hills.

3.3
Existing Tower Facilities and Radio Systems
The County utilizes six radio sites for its trunked radio system. Each of the tower locations below were reviewed by L.R.
Kimball staff on April 17, 2012. Since County Staff was not available for site inspections L.R. Kimball performed visual
inspection of the exterior of each site. This included viewing the tower construction and shelter physical condition only. A
general assessment was made based on the findings of these inspections. The sites are described in Table 2. The
downtown Milwaukee site is atop a multistory building and was not visible.

3.3.1 Milwaukee
The Milwaukee site is located atop an office building at 717 East Wisconsin Avenue. The antennas are roof mounted. The
site was not accessible for inspection.
3.3.2 Franklin
The Franklin site is located within the County Correctional Facility. This location contains one of the trunked radio sites.

3.3.3 Wauwatosa
The Wauwatosa Site is a water tower. It contains a trunked radio site. The Site was not accessible for inspection.

The Brown Deer site is located in Brown Deer Park. The site was not accessible for inspection. It contains a trunked radio
site.

3.3.6 Oak Creek
The Oak Creek site is collocated on an Frequency Modulation (FM) broadcast tower. The trunking system is located in a
standalone shelter.

3.3.7 City of Greenfield (stand alone site)
The City of Greenfield operates its own Motorola SmartNet trunking system from a single site located at the Greenfield Police
Department. The County uses this site as a backup should its trunking system fail.

3.4
Existing RF Coverage
The trunked radio system is used by virtually all Public Safety and local government agencies in Milwaukee County.
With information gathered during the site visits and downloaded FCC license information, Appendix B, L.R. Kimball conducted
propagation studies to analyze existing coverage provided by the primary systems. Studies reflect the coverage modeling
criteria outlined in Telecommunications Industry Association (TIA) TSB-88-C. Appendix D contains propagation studies for the
existing systems and a description of propagation studies to explain the coverage maps.
Radio system performance is measured by both talk-out (the signal from the repeaters to the subscriber units) and talk-back
(the signal from the subscriber units back to the repeaters). The coverage studies demonstrate both
talk-out and talk-back. The coverage prediction maps indicate a Delivered Audio Quality (DAQ) of 3.4 or better and DAQ 2.0
to 3.4 to signify the different levels of service. Definitions of DAQ are listed in Table 3 on the following page:

Appendix G contains all calculated coverage percentages for the existing systems. L.R. Kimball typically depicts coverage
through DAQ levels from industry standards. A level of DAQ 3.4 is typical design criteria for a new radio system signifying
good service. Although DAQ 2.0 to 3.4 is representative of marginal service, it is important to note that analog coverage
typically has large areas of scratchy coverage. These areas tend to be perceived as covered areas however, the reliability of
that service is greatly reduced.

According to the reporting users, the existing radio system has excellent outdoor coverage and acceptable indoor coverage for
most users.
The propagation studies performed by L.R. Kimball differ from the users’ comments. This is due primarily to the geographic
structures in the County. The study maps indicate that mobile and portable outdoor coverage is acceptable in most areas.
Portable performance shows lowered levels of performance in the North Shore area and the communities of Greendale and
Cudahy. In building coverage is poor in these areas as well.
Coverage in the City of Greenfield is good for both mobiles and portables since it is served by its own radio system.
Most of the County’s population centers are in good coverage areas. The Motorola radio system utilizes simulcast technology
to overcome much of the signal loss created by these terrain features.

Current System Costs
The current Motorola system is approaching its end of Life. Motorola has already discontinued support of SmartNet
technology. Some hardware sub-systems are no longer available. Subscriber units can no longer be replaced with
comparable new radios. New subscriber units, for the most part, are dual mode capable with both SmartNet (SmartZone) and
P25 technology programmed into them.
None of the reporting agencies provided inventories of their subscriber units so it is not possible to assess the models, ages or
conditions of their units.
The County is starting to look into upgrade or replacement of its radio system and cost estimates have yet to be determined.
3.6
Current System Loading
The user community is comprised of approximately 24 different stakeholder groups. These groups are made up of law
enforcement, shared fire/EMS, County and municipal governments. These groups are identified in Table 1
(page 4) of this report.
At this time, capacity issues are of some concern with the Motorola trunked radio system. Based upon user provided
information there are system busies during peak usage times. Capacity can be more of a problem should a major incident
involving the entire County occur. At that time, it is conceivable that many Public Safety agencies in the County will be
mobilized and users of the voice channels in the system may start getting busy signals. With responders coming from other
areas of the state to provide mutual aid the problem could be further exacerbated.
3.7
Frequency Review
L.R. Kimball downloaded all of the FCC licenses available for the County from the FCC database. Copies of these licenses
can be found in Appendix B. L.R. Kimball conducted a thorough review of the licenses on a site-by-site basis. The review
compared licensed specifications of radio site locations and operational parameters with on-site data for accuracy.
Based on the analysis, L.R. Kimball found licenses associated with the County to be well maintained and current. All
applicable VHF and ultra high frequencies (UHF) licenses have been updated to meet the narrowbanding requirements. Only
one site discrepancy was noted. The coordinates for the Oak Creek tower are in error. The site is approximately 300 feet
northwest of the listed coordinates. This exceeds allowable FCC tolerances for site coordinates. This error also exists in the
FCC’s tower listing database and the Federal Aviation Administration (FAA) site filing 93-AGL-2860-OE. FAA rules require
accuracy to within 50 feet. The FCC states only that site coordinates must be accurate.
3.7.1 FCC License Update Recommendations
It recommended that the County correct the above listed discrepancies by modifying its licenses in order to prevent violation
notices from the FCC.

APPENDIX B—EXISTING MILWAUKEE SYSTEM COVERAGE
DESCRIPTION OF DISPLAY MODELS FOR COVERAGE PERFORMANCE PREDICTIONS
Purpose – The purpose of this Description is to explain our approach and to provide clear definition of the
performance thresholds presented on our coverage prediction maps. This document is provided as an integral part
of our coverage prediction package which includes corresponding coverage map(s).
Orientation – A title block, located on the right hand side of each coverage map, is used to identify the study. The
title block includes project name, frequency band, type of study (talk in, talk out, portable, mobile, etc.) and study
date.
Presentation – Performance predictions are presented as an overlay on a county boundary with streets for ease of
orientation. Other scales or topographic images may be used to augment the base map.
Performance thresholds are used to indicate predicted quality of service at the center of each tile (pixel), according to
DAQ and area probability objectives established by the Telecommunications Industry Association/Electronics
Industry Association (TIA/EIA) publication TSB88-C.
Three (3) performance thresholds are presented as overlays on the base map as follows:
¾ Clear areas (no shading - provides an unobstructed view to the base map)
¾ Lightly shaded areas (orange shading - provides a partially obstructed view to the base map)
¾ Dark shaded areas (dark gray shading - provides a highly limited view to the base map)
Received Power at Remote:
¾ Clear (non-shaded) areas of the coverage prediction map represent locations where the probability of
service is predicted to meet or exceed the recommended public safety objectives*.
¾ Orange shaded areas of the coverage prediction map represent locations where the probability of
service is predicted to be better than DAQ level 2.0 (Speech understandable with considerable effort.
Occasional repetition required due to noise/distortion which translates to approximately 12 dB SINAD).
Shaded and filled areas do not meet the referenced public safety objectives.
¾ Dark gray shaded areas of the coverage prediction map represent locations where neither of the above
referenced objectives is met.
Dark gray shading is not an indication that service will not be available, but simply that predicted
performance is less than the areas described above.
*According to TSB-88-C, for Public Safety agencies, the recommended audio quality objective is DAQ 3.4 which
translates to approximately 20 dB SINAD and the recommended reliability objective is 90 percent per tile which
translates to approximately 97 percent area probability.
Approach
¾ Mobile studies: Standard mobile studies model typical sedans using roof mounted omni-directional
antennas with 3 dBd gain; however other types of vehicles and antenna configurations can be modeled.
For trunk mounted antennas the mobile unit’s antenna centerline height is modeled at 5.5 feet above ground
level (AGL) for sedans and antenna gain is de-rated by 1.5 dB.
¾ Portable Studies: Standard portable studies model outdoor performance.
• Talk-out to portable: Down link (talk-out) studies to portable units are modeled “on the hip” at 3.0 feet
AGL (or 5.0 feet AGL for shoulder-mic-antenna) to simulate initial contact from dispatch (worst case).
Performance (range and/or DAQ) generally improves when used at head level.

Talk-back from portable: Up link (talk-back) studies from portable units are modeled “at head level” or
6.0 AGL (or 5.0 feet AGL for shoulder-mic-antenna) to simulate typical usage.
Propagation Model – Per TIA/EIA publication TSB88-C, the Anderson 2D model is applied in L.R. Kimball’s
predictions. L.R. Kimball’s approach is to predict median signal levels (50 percent time and 50 percent location
variability) and then incorporate additional margin (identified as “Prediction Confidence Margin”) to account for both
quality of service (performance) objectives and local environmental (fading) losses.
Terrain Data – 10 meter digital terrain elevation data (best available) is applied in our predictions.
Land Use/Land Cover Data – The age of available United States Geologic Survey USGS Land Use/Land Cover
(LU/LC) data renders it inaccurate where development in recent decades has changed the landscape, therefore our
coverage performance predictions do not use LU/LC data. Instead, study area predictions are adjusted according to
the overall study area’s general forestation/urbanization characteristics unless otherwise noted on the legend.
