Care Corner Family Service Centre (Woodlands) PRESIDENT’S MESSAGE Amos Tan Choong Khing President “ A self-focused life is a very narrow one, but a heart of servanthood will open the blessings of heaven to be poured forth unto all men. “ Time and tide waits for no man, as we watch another year pass us by so quickly. Indeed, a year spent without focus and purpose often leads to stagnancy and self indulgence; while in contrast, a year spent with the right choices and right decisions will impact a person’s life significantly, often turning the tide towards something better and purposeful for self, family and society. As Albert Einstein once said: “Only a life lived for others is a life worth while”! This is extremely relevant as we serve the poor and needy in our midst daily. The Centre staff have indeed been dedicated, humble and worthwhile vessels for whom the Lord had used to touch many lives. Teach me to do Your will, for You are my God - Psalm 143:10a Care Corner Family Service Centre (Woodlands) CENTRE DIRECTOR’S MESSAGE Daniel Chien Tiaw Huat Centre Director “ Though space constraint remains a challenge, I am glad for the added resources, which supported our increase in manpower, to serve clients even better! “ We once assisted a client who was suicidal, as he had a mountain of debts. Feeling totally lost and helpless, he received guidance, practical help and encouragement from our FSC. Thanks to God, he is still alive 4 years on, though now a bankrupt, living a simple honest frugal life with renewed strength and purpose. As we continued to make that difference at crucial moments in the life transitions of many clients and their families, I am thankful for the commitment and dedication of the staff, serving their very best unto men and unto the Lord! The improved Singapore economy saw Financial cases in FY09/10 decrease by 4%. Pro-active collaboration between police and our FSC enabled more marital dispute referrals to be made (an 18% increase) while preventing them from turning into family violence cases, as reflected in the 42% drop in such cases. Shelter cases however continued to increase. Client outreach also increased on our programme front. Also by God’s grace, our student care services opened a new branch at Marsiling Primary School, a first ever school-based centre for Care Corner. FY09/10 also saw more recognition for the contribution of social workers to the community. Though space constraint remains a challenge, I am glad for the added resources, which supported our increase in manpower, to serve clients even better! My heartfelt thanks to MCYS, NCSS and the Tote Board for their tremendous support! I look forward to greater heights of service to the community and to face the challenges ahead with excitement, knowing that He who has begun a new work in us will certainly bring it to completion until the day of Jesus Christ! OF CASES 8% Referred out 41% Information given only 51% Linked to Appropriate services in timely manner Care Corner Family Service Centre (Woodlands) PROGRAMMES & SERVICES Casework & Counselling A total of 1,141 clients were served in FY09/10 which was a 21% increase from the year before. For new cases seen, Financial cases (46%) was the main presenting issue, which was a 9% decrease from FY08/09. Healthy Start Programme cases (14%) formed the second main presenting issue, with Personal Contacts (30%) being the main source of referrals. and Christmas Dinner events for needy clients, helped us reach over 1,350 residents in FY09/10. A special event ‘Love Blessings’ graced by Senior Parliamentary Secretary, Ministry of Manpower & Ministry of Health, Mr. Hawazi Daipi MP for Marsiling held in March 2010, saw 20 families receiving cheques of $1,000 each, sponsored by an anonymous donor. Enhanced Information & Referral (I&R) There were 1,044 I&R cases, which was a decrease of 10% from the previous year. The main two presenting issues in FY09/10 were Financial (35%), and Child (14%) issues. The FSC also distributed 5,000 pocketsized 2010 card-calendars containing the FSC’s services and contact information to residents. Healthy Start Programme (HSP) Networking and Outreach We continued our collaborative partnerships with the Ministry of Community Development Youth and Sports, National Council of Social Service, the grassroots community, Resident’s Committees, Community Development Councils, institutions, corporations and other help agencies, by participating in various agency networking sessions and community events. The Marsiling Racial Harmony & Community Day further publicised our services to residents who needed financial, emotional, social and psychological support. Food sponsorship by well-wishes facilitated successful Mid-Autumn, In all, there was a 92% increase in cases as compared to last year, in which 154 families and 226 children received HSP support. Since 2002, this programme has helped low-income families with ‘high-risk’ children (from infancy to 6 years), who have little or no family support, address their multifaceted social and emotional issues. With the aid of parenting workshops, casework and counselling administered through regular sessions and home visits, we promoted positive parenting, enhanced parent-child interaction, and provided links to appropriate community resources so that their children could have optimal development opportunities and reach their full learning potential in life. Two new rental blocks in Sembawang town, and better networking with childcare centres in the Sembawang GRC resulted in the increase of HSP cases in FY09/10. We are grateful to SCA Hygiene Singapore Pte Ltd for their donation of Drypers for the 5th consecutive year. The annual HSP Family Day held at Jacob Ballas Children’s Garden saw 55 participants and 6 volunteers have fun as families bonded amidst exciting activities. Various Assistance Given in FY09/10 • • • • • 492 students received School Pocket Money Fund; 120 have received aid from the poor and needy fund; 80 have participated in our Family Life Education; 26 received Free Legal Consultation; and 24 participated in the Marriage Preparation Programme for couples. Prisons Family Programme Funded by the Singapore Prisons, the programme focused on providing participants knowledge of family bonding, critical skill sets and to embrace the therapeutic process of their journey through incarceration, reconciliation (with family and self) with the objective of their successful re-integration back into society upon their release. Through workshops and activities, inmates and their family members addressed issues that caused hurt and conflicts, re-assessed their expectations and Care Corner Family Service Centre (Woodlands) perceptions, and learnt to bond again with each other as they prepared for the inmates’ re-entry into society A total of 577 participants benefited from this programme. have In FY09/10, our youth and their volunteer mentors took part in a Pulau Ubin Cycling Trip, an outdoor camp held in collaboration with Care Corner – Teck Ghee Youth Centre, Bowling at Safra Yishun, and a Sentosa trip with the YMCA, as sponsored by Fuji Xerox. Learning Bees (Children’s CSP*) In this 5th and final year of operations, 35 primary level children were assisted and enriched in their academic foundation through tutoring, enrichment workshops, and educational outings, together with the involvement of family members. Thanks to WOW Art, The Mapping Pte Ltd, and NUS Rotaract Club, children enjoyed enrichment programmes and educational outings to places such as the National Museum of Singapore, Singapore Turf Club and the Singapore Zoological Gardens. A “Who Wants to be an Honest-aire” workshop by NUS Rotaract Club highlighted the importance of personal character development. Several upper primary students also attended a 3-day 2-night camp at the National Institute of Education, together with children from Care Corner – Teck Ghee Youth Centre. Come FY10/11, all Learning Bees participants will be referred to Touch Young Arrows. *Community Service Programme Youth Inn (CSP) Initiated in 2008, this programme supported 48 secondary 1 and 2 students from low-income or dysfunctional families through their stress and problems as they transited from pre-teens to adolescence. Through group and individual mentoring sessions, monthly recreational or psycho-educational outings, holiday camps and leadership workshops, as well as a youth drop-in, we aimed to develop youth self esteem, social skills, and life skills. Youth also attended a staff-conducted character building programme, with the venue sponsored by the Republic Polytechnic. Care Corner SCC (Woodlands) Another exciting and fruitful year of operations saw the centre serve a total of 112 students with an average enrollment of 95, 43% of whom were from the poor and needy strata receiving the MCYS subsidy. Centre Ambassador and local comedian, Mr Mark Lee, and his wife surprised the students with a special Christmas Party, with each child receiving a mini Christmas log cake, an intricate balloon sculpture and an individual photo-session with Mr Lee. A combined Family Day event, held on the eve of Father’s Day during the June holidays, saw the 3 Care Corner SCCs (Admiralty, Toa Payoh and Woodlands) coming together, which resulted in over 200 guests (both children and adults) touring Kranji Farm, and enjoying a sumptuous buffet lunch at Sakura Restaurant (Admiralty). Story of Client from the Healthy Start Programme (HSP) Pregnant at the age of 18, Ana decided to keep the baby and wanted to marry the baby’s father, despite having fears and uncertainties about the future. It was a decision fraught with difficulties as her boyfriend then, was also seeing another woman, who was also pregnant. Though her parents were not supportive of her decision, the couple finally got married after the arrival of their second child. Struggling on a tight budget of $350 and having to care for very young children, Ana’s family of 4 was introduced to the HSP, which provided them support in coping with the conflicts and issues that resulted from marrying at a young age. They learnt about better communication, how their actions and words affected each other, and how to set boundaries with the family as the prime concern. With 3 young children in tow, they learnt how to manage their finances on a NS-man’s pay. In an incident where one of their children was found to have head injuries and a broken rib, Ana’s social worker initiated further investigations and advocated to the Ministry on the couple’s behalf, not to put the child in foster care. The couple was extremely thankful and relieved that their child was permitted to stay on with them. Today, despite still being on a tight budget and having to face occasional conflicts and pressures, the couple’s relationship has improved tremendously. Acknowledging each other as ‘best friends’, Ana now “cannot imagine life without him”. During an interview, she playfully teased her husband and they often completed each other’s sentences. Her husband helps around the house and is working towards being a responsible father. Viewing her future very positively, Ana is grateful towards the HSP and considers her social worker as a good family-friend who had journeyed with them through their difficult times. Care Corner Family Service Centre (Woodlands) Care Corner SCC (Marsiling Pri Sch) In our continued quest to reach out to more needy children, coupled with providing holistic development care to students, the first Care Corner schoolbased SCC began operations on 1 February 2010 from 2 classrooms at Marsiling Primary. An Open House event on 27 February 2010 saw enrollment reach 13 in March 2010. We look forward to higher enrollment numbers, as more parents have expressed interest in enrolling their children in the months to come. Educational Therapy Service (“ETS”) - Specialised Programme Letter from the Parents of a Boy in Primary 6, who has ADHD “The past 4 months of weekly sessions my son had undergone with the ETS programme, appears to be working very well. We are seeing improvements in him, which we do not see in other programmes he had attended, such as Occupational Therapy and Sensory Integration Therapy. These special learning needs included conditions such as: Attention Deficit Hyperactivity Disorder (ADHD), Dyslexia, Autism Spectrum Disorder (ASD), Sensory Processing Disorder (SPD), Central Auditory Processing Disorder (CAPD), Dyspraxia, Cerebral Palsy, Down Syndrome, as well as difficulties in attention, reading, writing, spelling and Mathematics. The KidsBright sub-programme offered jointly with CDAC to help children from low income families benefited 33 children and 33 parents. With God’s help and staff effort, for the first time in many years, ETS income had covered 95% of its operating costs. For the coming year, we hope to expand ETS services to include a home-based specialist tuition programme. Initially operated as a programme under Care Corner FSC (Queenstown) since 2002, ETS began operating under Care Corner FSC (Woodlands) with effect from 1 April 2009. Reaching out to 356 children (aged 5 to 13) mainly referred from schools and children’s clinics from local hospitals, ETS continued to provide specialised support to children with learning needs, to help them improve their basic academic skills and cognitive functioning, so that they could achieve their potential and succeed in daily learning and living. “ And now these three remain: faith, hope and love. But the greatest of these is love. “ ~ 1 Corinthians 13:13 My son’s school has reported marked improvements in both his schoolwork and behaviour in class. His handwriting has also improved and is less messy. Although he still day dreams, he is much less disruptive and experiences little or almost no more outbursts. We have also received very positive feedback from his school teachers. We are very happy with his progress and have been telling our friends, whose children have similar problems, about your service. We wish your centre every success and hope that many more children can benefit from your sessions.
