The following is a comprehensive review of the services that we have provided to more than 36,000 individuals in San Diego County. The following words scarcely do justice to the lifechanging results achieved by these families. Our mission is to promote the safety and nurturance of children by fostering healthy families and communities. To treat and prevent child abuse, it is important that we not only address the children at-risk, but the underlying issues and work with the whole family. It is through our staff, volunteers and donors that we are able to bring a holistic approach to the lives of families across San Diego County. This has been a busy and exciting year for Home Start! To meet community needs, we have expanded our services for homeless young women and their children by opening a second site for our Maternity Shelter Program; the only shelter in San Diego that offers housing and specialized services exclusively to homeless pregnant women and new mothers ages 18-24. This program provides residents with case management, parenting classes, child development education, employment readiness and behavioral health services. For families in need, Home Start serves as a community “safety net,” providing evidence-based services, support and healing during a time of great challenge. Caring and professional help provided by our staff through home visits, or in neighborhood centers, is often the essential human contact clients need to regain hope and move toward a healthy and promising future. This report summarizes the outcomes delivered by Home Start in 2013 to more than 8,500 families. It highlights the myriad of programs provided by our staff and interns, and imparts a fraction of the lifechanging impact that these services provide. The success of Home Start is made possible through generous funding from government agencies, foundations, corporate partners and individuals. To everyone who has supported Home Start and the children and families that we serve, we extend our heartfelt gratitude for your willingness to make a difference with us, and for sharing our conviction that every child in San Diego deserves to live and thrive in a safe, stable and nurturing home. W W W. H O M E - S TA RT. O R G | 3 4 | W W W. H O M E - S TA RT. O R G HEALTHCARE ACCESS OUTREACH (HAO) COMMUNITY SERVICES FOR FAMILIES (CSF) HOME START, INC. (HSI) COUNSELING CENTER HAO provides services to lower income children ages 0-5 and pregnant women who lack adequate health insurance. Regular health care is important for a child’s well-being and physical development. We help families access public health insurance which is available at little to no-cost: The goal of CSF is to promote child safety, child well-being and stable living environments for children. With sensitivity to the needs of each individual and family we serve, our professional counselors offer therapeutic services to promote healing, personal growth, healthy interpersonal relationships, and positive life transitions. n Medi-Cal: no-cost compre- hensive health, dental and vision coverage for children and pregnant women n Community-based parent education classes n Targeted Low-Income Children’s Program: low cost health, dental and vision coverage for children who are not eligible for no-cost Medi-Cal n Access for Infants and Mothers (AIM): health insurance for uninsured pregnant women who are not eligible for Medi-Cal 17,834 families with children 0-5 received outreach information regarding Medi-Cal and Targeted Low Income Children’s Health Program and the importance of preventative healthcare 2,427 children 0-5 received application assistance 571 pregnant women received application assistance n Home-based parent education and case management services n Linking families with community resources n Parent Partners - a peer support program for parents involved with Child Welfare Services. Priority is given to families who are currently involved with Child Welfare Services. CSF services are free of charge and are offered in several regions of the County by Home Start and partner agencies. 787 families received case management services through the CSF program 1,348 families with children 0-5 received referrals and assistance in linking to needed services Our Mental Health Services include: n Individual, family, couples, and group counseling sessions n Support groups for adult survivors of child abuse n Counseling and psychotherapy n Parent-Child Interaction Therapy * n Play therapy n Psychological testing n Trauma treatment for victims of crime n Trauma Focused Cognitive Behavioral Therapy * *Nationally recognized Evidence-Based Best Practice Through all of Home Start’s Mental Health Programs: 392 children received therapy 398 calls received by the information and referral line referral line Funded in part by First 5 San Diego W W W. H O M E - S TA RT. O R G | 5 PARENT-CHILD INTERACTION THERAPY (PCIT) PCIT is an evidence-based best practice supported by more than 30 years of research. Through an earpiece, specially trained therapists coach caregivers as they interact with their child. Caregivers learn relationship enhancing skills and parenting techniques for improving their child’s behavior. Children who have been victims of abuse often struggle with issues related to attachment, safety and connection with adults. PCIT promotes the attachment between caregiver and child. Feeling loved and cared for helps nurture every child’s emotional, physical and cognitive health. Connection with a safe adult sets the foundation for appropriate behaviors, future relationships and a sense of identity and purpose. CHILD ABUSE TREATMENT PROGRAM (CHAT) CRIME VICTIMS COUNSELING SERVICE (VOC) This program is specifically designed to provide therapy to youth 17 years of age and younger who have been victims of abuse/traumatic event, or are at risk of becoming victims. VOC provides adult, youth and family long-term trauma treatment to victims of crime. These services include: n Crisis intervention and stabilization n Intake and screening n Information and referral n Assessment based treatment planning n Trauma treatment services n Parent-Child Interaction Therapy * n Trauma Focused Cognitive Behavioral Therapy * n Case management n Advocacy n Assistance with accessing state funding for treatment n Preparation and support for children participating in court proceedings *Nationally recognized Evidence-Based Best Practice 6 | W W W. O R G Crimes suffered by victims may include: n Sexual abuse, physical abuse or neglect n Domestic violence n Assault n Rape n Kidnapping n Homicide attempts MATERNITY SHELTER PROGRAM (MSP) The Maternity Shelter Program gives homeless women ages 1824, who are pregnant or parenting, housing and supportive services. MSP provides these women with a home and educational programs to give them the tools they will need to become self-sufficient and develop healthy relationships with their children. Specifically, residents are provided with parenting education, job readiness training, financial literacy and higher education support. 27 homeless young women received housing and supportive services. 32 homeless children received housing and supportive services. O R G | 7 FINANCIAL OPPORTUNITY CENTER (FOC) FAMILY SELF SUFFICIENCY SERVICES (FSS) The FOC provides participants with financial, employment and income support services for a three-year period through both oneon-one counseling and group workshops. By establishing a long-term relationship, providing resources, focusing on debt reduction and asset accumulation, the FOC can improve the overall quality of life for families. FSS offers families a hand up through a continuum of care to help move individuals and families toward self sufficiency. Working from a strengthbased perspective, each client is treated as a partner in the creation of individualized service plans. H O M E - S TA RT. O R G | 11 My name is Jaye and I was raised by a single mother in a very poor area of San Diego. We did not have much money for food, so for most of my life, we ate Top Ramen noodles for every meal. It was a difficult childhood. All of my aunts and uncles were users of controlled substances and most of my cousins were in and out of foster care – I did everything possible to hide from Child Protective Services (CPS) so I wouldn’t end-up as part of the system. As the years went by, circumstances went from bad to worse. My mother was evicted and the place we once called home was gone. After a short stay in a hotel using welfare vouchers, we became homeless. If we were lucky, we would spend the night in my aunt’s eight by eight room instead of our car, but that ended when her landlord found that eight people were sharing the room. My family and I were separated in order to find shelter for ourselves. For me, it wasn’t easy. I was going to be a mother. Six weeks before the birth of my daughter, I made my way to a shelter downtown. I walked because I could not pay the bus fare. I felt miserable. I had no money, no home, I didn’t know where to start or what to do. My self-esteem plummeted and because I was raised in poverty, I thought that was how my life was supposed to be. Homeless and pregnant, I blamed myself. On September 14, 2011, my daughter, Samantha, was born and my struggle to find a safe place for me and my baby was overwhelming. CPS was threatening to take my daughter from me and as a last resort I went to Samantha’s grandmother asking for a place to stay. I could not help with the bills, so she quickly kicked us out. Homeless again and living in a car, I contemplated ending my life. With no blankets for warmth and starvation now affecting the amount of breast milk for my daughter, I was living a dark, hellish life. I knew that I may end up prostituting to survive. School was no longer an option and returned phone calls from social workers were often lost as I bounced between homes. Fortunately, one life-changing phone call was received — my case manager called and told me about Home Start’s shelter for homeless mothers. The Maternity Shelter Program, by the grace of God, invited me into their home and offered me a future. There I received many services including counseling, nutrition education and parenting skills. The staff was wonderful and gave me the encouragement that I so desperately needed in order to change my life. Today, I am a Peer Counselor at Home Start’s Maternity Shelter Program – helping other young women. I am a junior at SDSU and I know that with further education and stability, I can now offer my daughter a better life than I had. I plan to continue helping others gain the confidence to pursue their dreams. Dreams can become a reality, but you have to believe, and have others in your life that are there to help you realize your potential. I am forever grateful to Home Start and am proud of who I have become. For more than 42 years Home Start has provided services to prevent and treat child abuse here in San Diego.
