Mission Statement:
To help to restore neighborhoods and improve the lives of thousands of
Northeast Ohio residents. To give residents a voice and take action to
help renovate or demolish abandoned homes, ultimately resulting in
safer, cleaner, and more socially and economically vibrant communities
in Northeast Ohio.
You’ve driven through the neighborhoods and seen the
abandoned houses just as we have. Most Northeast Ohio
communities have been touched in some way by the effect of
foreclosed properties, which has dramatically decreased
property values and resulted in increased crime.
Since launching Building Better Neighborhoods in December
2011, you've responded to our invitation to provide
information and send pictures of abandoned homes so we
could share them with city and county officials. We've
processed hundreds of photos and emails and aired dozens of
stories tackling the issues related to our foreclosure crisis. NewsChannel 5 has also been relentlessly committed
to proactively working with community leaders to orchestrate neighborhood clean-ups. There have been some
amazing neighborhood transformations. Now NewsChannel 5 is taking Building Better Neighborhoods a step
further by empowering you to organize neighborhood clean-ups. We’ll providethe tools and tips you’ll need to
make it happen.
Within these pages are steps and resources to help you make a
difference in your community by conducting your own
neighborhood clean-up. I encourage you to put this Building
Better Neighborhoods toolkit to work.

your neighborhood, with the Building Better Neighborhoods Toolkit. All of us here at
NewsChannel 5 realize how important it is to have active and involved residents like you in our
community. Residents like you, who understand that the future of our great northeast Ohio
neighborhoods truly rests with the people who live in these communities.
In the past few years, I have personally
witnessed how the “housing crisis” has hit our
great neighborhoods with foreclosures, vacant
homes, and shrinking property values.
But I’ve also had the honor of reporting on
outstanding residents, who have banded
together, volunteered, taken charge, and reenergized their homes and streets. I’ve had the
unique opportunity to tell the inspiring stories
of residents who volunteered to make their
neighborhoods more beautiful, safer, and a
better place to raise their families.
It’s those wonderful stories that sparked
NewsChannel 5 to launch the Building Better
Neighborhoods initiative in December of 2011. They are stories of neighborhood triumph and
success that will continue to fuel NewsChannel 5’s commitment to empowering residents through
community awareness, volunteerism, and our 5 On Your Side investigations.

information you need to create positive change in

BUILDING BETTER NEIGHBORHOODS
Step One: Organize Your Neighborhood
•
Create block club or organization
o Find a core group of neighbors who
agree to meet regularly
o Select a place/time for meetings
o Promote your meetings around the
neighborhood (i.e., flyers, church
bulletins, etc.) to garner more support
o Select a “secretary” to ensure minutes of
the meetings are recorded
•
Establish neighborhood boundaries
o Boundaries will help you narrow down and focus on your community.
Boundaries can be specific roads or natural boundaries such as a school,
office building, etc.
o Once you set your neighborhood boundary, create a list of residents and
property owners within that boundary. Go door-to-door, if necessary, to
get names for your list.
Step Two: Create Committees
• Appoint officers for neighborhood group
You should appoint a “steering committee”
of at least 3-4 people. This group of officers
will lead the block club/organization’s operation.

Establish action committees and chain of communication
o Form sub-committees depending upon the type of issues that need to be
addressed in your neighborhood
Examples could include:
o Crime reduction
o Controlling vehicle Speeds on neighborhood streets
o Improving street lighting, sidewalks, etc.
o Getting rid of neighborhood blight

Step Three: Identify Neighborhood Problems
•
Walk through your neighborhood, identify
neighborhood issues (see examples above)
•
Create comprehensive project list
o Include the ‘what, where and how.’
o Your project list should include:
‘What’ needs to be improved,
‘Where’ it is located and if possible,
‘How’ it needs to be repaired
•
Create action plan
o Identify and make goal(s) clear
o What actions will you take to accomplish the goal?
o Who is responsible for each action item?
o When will you take action?
o Make certain each member of your organization has a copy of the action
plan once it’s completed
Step Four: Establish Key Contacts and Resources
•
Create list of key contacts: government, business, residential, etc.
o Review your action plan and determine the appropriate contacts needed
o Use this Toolkit to assist you in finding web addresses and phone
numbers for contacts your city
o Talk with businesses in your area
to garner their support
•
Identify and establish neighborhood
resources
o Canvas your neighborhood and
talk with residents regarding your
action plan
o Consider developing a “sign-up”
sheet to obtain commitment from
residents

Step Five: Report Results, Create Maintenance Plan
•
Create a newsletter, blog, or email to report results
o Find the best communication vehicle for your particular neighborhood
o Inform residents of successes and items that still need work
o Thank neighborhood volunteers

Work with NewsChannel 5 and newsnet5.com to inspire others
o Connect with us and share pictures by emailing [email protected] tell us about your successes. Use #bbn5 for tweets.
o Share your pictures, we’re happy to put those on-line

Create action plan for a pro-active neighborhood maintenance plan
o Identify items that need to be maintained
o List dates/person responsible for each item
o Create a team or select an individual to be responsible for each item on
your maintenance plan
o The steering committee or core group should monitor the maintenance
plan at every meeting to ensure items are being tracked and the work is
being done.
