IT Mega Trend and Smartphones
The origin of all cutting edge technologies all begins in the
eyes—eyes set on consumer life. Eyes observe consumer socializing. They then spot consumers connecting to the Internet for web
surfing. So the messenger takes these two images to take them up
to the “higher ups”. The brain receives the information and says,
“Can’t we make them socialize in virtual space?
Play with this ‘Internet’ thing and see if it can allow users to socialize through it.” This soon bears sensational products, and the
roadmap of next few years of the market is drawn. Microsoft IT
Trend 2010 report last year predicted the demands of cloud computing, green IT, new UX technology, and socialistic applications to name only a few.
Reports of global leading companies, as expected, weren’t so
different from these conclusions.

are ubiquitous collaboration, mobile platform, convergence in
cloud, data privacy, and green by IT, immersive interface, and
predictable intelligence. Samsung SDS has been announcing several keywords consistently for the past six years. Those keywords
elaborated the picture of socialization of the IT world that enables
interactivity for one. Another keyword of security and risk management has constantly been raised to back up the company’s
strength. High mobility and the combination of Web 2.0 and mobile, importance of eco-friendly technologies for sustainable
growth, and cloud computing are the rest of the key factors that
revisited the annual report of Samsung SDS’ IT Mega Trends.
It is obvious that these seven seeds are already planted in IT
valley. How will they grow into magnificent trees?

Ubiquitous Collaboration
With the continuous development of technologies and services
that facilitate communication and strengthen relationships
among individuals, people will be able to produce creative information and perform their jobs efficiently through cooperation,
anytime, anywhere, with any portable device.
Mobile Platform
Mobile devices that have been used for communication will be
equipped with technologies including sensors, augmented reality,
and Metaverse, and develop into the “contact point of user interface.” As a result, they will
grow into platforms that enable

With the increasing awareness of cloud computing and
the evolution of infrastructure
and development environment, the existing IT area and

The spread of high-performance mobile devices will increase
mobility of data, and the introduction of cloud computing will
transfer data into the cloud. As a result, greater importance will be
placed on storage, preservation, recovery, and ownership/access
management of data for protecting personal information and ensuring work continuity of organizations.

Going beyond Green IT, which is about reducing energy consumption by enhancing efficiency of IT itself, with an aim of curb-

environment, augmented reality, and motion recognition technology will create an
innovative user interface. The new form of
user interfaces will provide easy access to
users and will allow them to immerse
themselves in the advanced technology.
Predictable Intelligence

the development of transportation, logistics, and ICT. As a result, great importance will be placed on information processing technology that allows a proactive

Immersive interfaces also have a string attached to the development of smartphones. And last of all, statistics based on
collected data, predictable intelligence is
provided through mobiles in many cases.
Therefore, smartphones fall into all seven
categories of the mega trend as well.

Korea IT Times invited three early
adopters to learn about the top five smart
phones in the global market: BlackBerry,
iPhone, Galaxy S, Desire, and Nexus
One.

Taking it a step further, BlackBerry upgraded Elliott to a ubiquitous worker by global standards. “I was quite amazed to see
how I could do the same amount of work I did in Seoul on the
other side of the world. During my business trip to the States, I
used data roaming to do all business related data transfers and email writing.” Little screen, web browsing speed, and image quality should be improved, however. Lack of a conversation mobile
banking system for Korean users also has been compromisable
for Elliott because of its QWERTY keyboard and help in job efficiency.
iPhone for Men of Wonder
Everyday is a new day with new applications for iPhone users.
Users often don’t mind its inability for personal settings because
of its daily application shower. S.P. Hong said, “I myself spend a
lot of time on the road, so iPhone is really the best smartphone to
have. Sensational games, learning aids, and fitness training advisors are all downloadable within a few minute of the initial desire
for them.” iPhone’s sleek and thin design is also a good merit.
Some positive reviews noted its glass not being easily scratched.
Fast, menu-free, and dead simple operation are other strengths.
For men of wonder who love trying new things, the iPhone is appealing. One million iPhone users, however, are expecting
iPhone to loosen up some serious limitations. S.P. Hong added,

“It would be great if we could personalize the phone settings to
our own taste. For Koreans, Korean keyboard input, like cheonjiin is preferred.”
Android Phones for Freemen
with a divine style
D.H. Kim has three phones: HTC Desire, Galaxy S, and
Google Nexus One. “I like the idea of designing my phone to my
personal taste. But such freedom equals responsibility as well.
Constant upgrades for one and personalizing phone settings with
the newest font style and background picture are the others. But I
am not bothered by these responsibilities, because it’s my phone,
my masterpiece.”
An android phone like Galaxy S in particular, doesn’t require
hacking to change UI since it can simply download the application. Galaxy S also has widget function that adds convenience to
the users. “I am a sports lover, so DMB function of Galaxy S is
one thing that I’ve really been waiting for in new smart phones.
The screen is wide, which helps me to maximize the pleasure of
watching flesh contents as well as live television programs,” D.H.
Kim continued, “Easy transaction of video files and multiple
video file format are the other positives about Galaxy S.”
All three Android phones provide fast Internet speed and access to a lot of content. HTC Desire and Google Nexus One
have also been gradually increasing their sales record for those
who prefer to be one of a kind.

Kim Jeong-kwan, head of an energy resources department in
the Ministry of Knowledge Economy (MKE) said, "Government
funds have been earmarked mostly for the R&D sector, and we
are planning on increasing the budget.
Half of the budget in the new & renewable energy field has
been used for research and development.
According to the MKE, the budget in the R&D sector of new
& renewable energy itself was 1.326 billion won in 2007. This
record has nearly doubled this year to 2.527 billion won. This signifies that government funds for supply chains due to Feed-InTariffs are now shifting more to back up research and development projects.
Kim continued, "It is no doubt that the government's investment in R&D projects plays a vital role in developing core technology, however, every investment must be made sure to give us
the best outcome in return."

The government's investment plan, thus, is creating another
Blue Ocean: a market that is forming based on the needs of a sophisticated backup system. Seoulin Bioscience Co. Ltd. Seoulin,

Brand new products relating to the fields of data storage and
backup systems have showering the market this month.
On August 18, Quantum Korea presented two new tape library
products with 60 percent extra memory and storage capacities.
On the same day, Hansung SMB announced a network storage
solution, VioSto, targeting the video surveillance equipment market.
On the next day, HP Korea announced an extended version of

Backup Lock
Seoulin Bioscience has just attained an exclusive right to offer a
real-time backup system for research data, "Backup Lock".
Seoulin Bioscience has been able to solely distribute all domestic labs and research institutes the reasonably priced backup solution for the security of research data. The backup system market
suggests astronomical profits. There are more than 100,000 labs

spokesman said.
The idea is simple: with a price of three computers, 10 computers can be connected to the main server and set to share a specific
folder. If any data is added to that folder as a file, backup records
are automatically kept in the main server. Securing the history of
the research process is crucial in a research environment.
Another strength is that all of the experiment process and outcomes of the research can be easily shared with all participants
from a laboratory to the research director's desk.
Since "National R&D project management regulation" has
been amended and brought into operation as of August 5, the
Backup Lock system is projected to be widely used to manage all
government supported R&D researches with high efficiency.

Moon said, "In case of manufacturing semiconductors and
TFT-LCD, it is very important to control chemical manufacturing and quality thoroughly in order to develop materials for micro
fabrication and minimize harmful metallic elements and contaminated materials.
"Related to this, Dongwoo Fine-Chem has pushed for self development of high-purity process chemicals, etchant, color resist
and photo resist, and finally succeeded in localization of these
products for the first time in the country," he said.
Noting that Dongwoo Fine-Chem is continuously contributing
to the rapid growth of the nation's semiconductor industry by supplying necessary products at a proper time and satisfying cus-
tomers' needs, he said, "The company will continue to develop
differentiated technology through effective business dealings and
speed management." Since its establishment in 1991, Dongwoo

Korea’s top art school aims to be world-class academy in next half century

What do these famous cultural figures
have in common? They studied at the
same school -- Seoul Institute of the Arts -although their spheres of activities vary
widely. And that comes as small surprise
for people who know the past and present
of the nation’s top art college.
Founded by the late playwright and director Yoo Chi-jin at the foot of Namsan,
Seoul, in 1962, this institute has grown to
be the nation’s top art academy, and has
turned out numerous stars in drama,
movie industry, literature, design and music. So much so that graduates of Seoul
Institute of the Arts have formed a school
of their own, not just in entertainment but
in various sectors of culture and arts.
“On the basis of Korean people’s artistic
spirit and their traditional arts, we are
seeking both national identity and global

universality to create and promote worldclass culture and arts,” said Yoo Dukhyung, president of Seoul Institute of the
Arts (SeoulArts), summing up the school’s
educational ideals.
To realize these ideals, Yoo said in an
interview with The Korea IT Times, his
institute seeks four major principles as its
future vision :
• Creation of world-class environment for
education and creation
• Education based on connection, circulation and integration
• Cooperation between arts and industry
• Grafting of arts and technology.
'Global Hub' project
Nothing illustrates the institute’s globalizing ambition better than its “Global
Hub” project.
“This project calls for setting up and operating of 'SeoulArts Global Hubs' in major strongholds of culture and arts all over
the world, through which we exchange the
contents and techniques of Korea’s unique
culture and arts with those of the world,”
Yoo said. “Through this process, we can
develop creative themes and subjects and
cultivate human resources to globalize our
institute and strengthen its educational
competitiveness.”
The most active example is “Global
Hub New York,” which is situated in the
world’s culture capital. Last year, the institute set up its cultural base camp at La
Mama Experimental Theater, one of the
most avant-garde arts groups in America.
Almost all high-tech teaching is possible
there, including video lecturing and conferencing as well as tele-workshop, teleperformance and tele-presentation.
As seen above, playing the biggest role
in accelerating the Global Hub project is
the “tele-presence” system. For this, the
institute has built long-distance virtual studios at Great Jones Studio at La Mama
and a high-tech studio at its Art &
Technology Center (ATEC) in the Ansan
Art and Technology
Campus, Gyeonggi Province. “We then
linked them together by using the telepresence technology, enhancing the audiovisual sense of presence transcending the
long distance and opening wider the door
to international cooperation for state-ofthe-art education and creation in various
areas, including lecturing, performance,
media arts and design,” the 72-year-old
artist-cum-educator said.
Never to be omitted in talking about the
institute’s international exchange programs is the “SeoulArts-Chapman University Joint Filmmaking Project.” Under
the motive of “Film is an international language,” this project calls for selecting students from the two institutions and letting
them visit each other to make films in a
foreign land and under a different culture
from theirs. There were previews of two
films made by this formula – “Forbidden
Play” (by SeoulArts students) and
“Ordinary Strangers” (by Chapman students) – last year. This year, students of
the two schools are jointly making a film
titled “Amerea” (America + Korea).
Go West
Now, the Global Hub project is going
beyond the U.S. East to reach the West
coast, spearheaded by the successful
launch of “Global Hub LA.”
The institute has already signed an
MOU with tvK, a Korean broadcasting
station in Los Angeles, and Brooks
College, and is conducting brisk discussion with the California Institute of the
Arts (CalArts) and California State
University (CSUN), Northridge. “We are
seeking ways of jointly introducing
CalArts’ famous lectures, such as
‘Percussion' (Prof. Dave Johnson) and
'Rules and Space' (Prof. Sarah Roberts),”
Yoo said. “CSUN has also proposed a
joint work in the product/packaging design project using tele-presence equipment
through the educational corporation of
Viscom under the initiative of Prof. Dave
Moon.”
Certainly, the institute’s network of educational cooperation abroad is not limited

to earlier-mentioned American schools.

“We will also accelerate the grafting of

with each other to seek new methodology
and find innovative paradigms,” Yoo said.
Instead of remaining within the ivory
tower, the institute will actively cooperate
with both foreign counterparts and the domestic industries to give the hard-won
artistic creativity back to society through
educational collaboration.
“All this will eventually lead to the realization of public good through the means
of culture and arts, because the goal of cre-
ation is to upgrade the quality of life by enriching the increasingly dreary society and
providing emotional satisfaction to the
public,” Yoo said.
Given what the institute has achieved
over the past half century, Koreans can be
assured that it will emerge as a worldrenowned art academy in the next 50

with IT Convergence
There is no resemblance between Korea's agriculture of today
and the traditional agriculture we have known. Based on state-ofthe-art technology, Korea's current agriculture is playing a leading
role in Korea's efforts for green growth. In an interview with
Korea IT Times, Dr. Kim Jae-soo, Vice Minister of Ministry for
Food, Agriculture, Forestry and Fisheries, and Former
Administrator of the Rural Development Administration of
Korea said, "Korea's upgraded farming technology is one of the
main props of the national agenda of 'low-carbon, green growth.'
In other words, our agriculture has been emerging as a new
growth industry that takes on climate change in a preemptive
manner and takes advantage of the convergence of water resources and technology. In addition, in terms of energy conservation and alternative energy production, renewable energies like
LED lights and geothermal energy are utilized to relieve farmers
from the burden of heavy farm management costs. What's more,
agricultural byproducts such as livestock manure are turned into
resources that are used as alternative energy sources."
As Dr. Kim explained, Korea's agricultural technology has indeed made a quantum leap: LED lights are used as alternative energy to slash heating costs, and livestock waste is turned into compost and electricity. Thanks to these technological advances,
Korea's agricultural production grew a remarkable 1.2-fold last
year despite a more than 15,000-hectare loss of total farmland.
What's more, Korea's agriculture is also setting its eyes on the
devolvement of convergence technologies that capitalize on biological resources. The Rural Development Administration of
Korea plans to develop functional materials by utilizing biological
resources such as insects and plants. Then, the developed functional materials will be taken to new heights with the help of convergence technologies to nurture future growth industries like biological drugs, organ development and plant factories.
The Rural Development Administration has already developed artificial eardrums from cocoons (the first in the world), and
is planning to conduct clinical demonstrations with the goal of
commercializing artificial eardrums within five years and knocking on the doors of the global market (worth KRW 250 billion) at
the same time. Added to that, the Administration has teamed up
with Hallym University (a private university located in
Chuncheon, Korea) to develop artificial bones, while the global
market for this is estimated at KRW five trillion. Furthermore,

studies on milk quality analyzers, raising miniature pigs geared

plant breeding are under way in earnest.
The world's first plant factory
and adoption of IT convergence technology
Dr. Kim mentioned, "Have you ever heard about plant factories? In January of this year, the Rural Development Administration set up the world's first plant factory, shaped like a container,
in King Sejong Station, located on Antarctica's King George
Island. Thus, Sejong Station researchers are now raising vegetables by themselves at -40°C. This plant factory is easily movable,
so it enables vegetable cultivation anywhere, anytime - for instance, the Polar Regions and the middle of desserts and oceans.
He continued, "As I said before, plant factories have received a lot
of attention in that they make horticulture possible regardless of
location and weather conditions (climate change) and help us
fundamentally tackle food shortages brought on by global warming, population growth and decreasing farmlands while enabling

farming under any circumstances. In particular, plant factories
can serve their purposes in the Middle East like oil-rich Dubai,
dessert areas, the Polar Regions, deep-sea fishing vessels and
deep-sea oil rigs, so exports of plant factories and entry into oversea markets are the expected outcome of this plant factory project." The Rural Development Administration has developed an
IT convergence system called QR (Quick Response) that transmits information --such as the names and characteristics of plants,
watering cycles and air purification-- via smartphones. As a matter of fact, formal botanical names for plants are not translated into Korean, so even plant experts find it hard to have a good grip
on all the names and species. By simply connecting OR to smartphones, farmers can obtain all the information on plants they
need. Agricultural products, grown under automated systems like
the above-mentioned eco-friendly plant management information
system, are selling on the market at the moment.
The seed industry's endeavor for developing new seeds is worth
attention, too. As of now, the Korean seed market is worth
US$580 million or 1.6% of the global seeds market. Korea's seed
market is led by both the public and private sectors: the Korean
government develops and distributes food crops, while the private
sector takes responsibility for developing and distributing commercial crops like vegetables, fruits and grass. Korea's agricultural
export portfolios mainly consist of vegetables and flowers including radishes, cabbages, red peppers and chrysanthemums, rather
than rice and barley that have to compete against their counterparts produced by agricultural powerhouses like the United
States. Their major export destinations are China, Japan and the
Netherlands. New export items such as watermelons, oriental
melons and tomatoes are being exported to Russia and European
nations. Although Korea's agricultural exports are small in volume as of right now, the country aims to inflate its export volume
and expedite exports of plants (plant factories).
0.75 degrees, while Korea has seen a bump in the form of a 1.5degree increase in average temperature. According to experts, a
one degree rise in temperature results in the agro-climatic northern limit lines for safe cultivation to move up by 81 km and the altitude to rise by 154 km. Likewise, global warming has also been

Gangwon Province), but was previously raised in Boseong
County (a county in South Jeolla Province); and apples and
peaches are now in Yeongwol County (a county in Gangwon
Province) which were previously raised in Daegu.
The Rural Development Administration is also conducting
various studies to minimize the damage from climate change.
Studies are underway to assess the climate damage vulnerability
of 21 farming belts on the Korean peninsula, and to explore ways
to defend these vulnerable farming belts against climate disasters.
In addition, the Administration takes part in APEC international
workshops on international cooperation for the prevention of
blight and insect outbreaks.
"Have you ever heard about rice stripe disease? Rice stripe disease is caused by small brown plant hoppers carrying the rice
stripe virus (RSV), a plant pathogenic virus. Plants infected with
rice stripe virus (RSV) dry up until death. Once plants are infected
by the disease, pest control is of no use. To tackle this issue, we
have studied the travel routes of rice stripe virus (RSV) from
China and South East Asian nations to Korea, and undertaken a
project called "Development of Technology aimed at Preventing
and Monitoring Rice Stripe Disease Outbreaks". Through the
project, we aim to constantly monitor and make predictions on
possible outbreaks of rice stripe disease, and to nip them in the
bud. Furthermore, studies on harmful insects and viruses including ussur brown katydids, bacterial leaf blight (BLB) of rice and
lycorma delicatula are being conducted in an active manner,"
said Dr. Kim.

Dr. Kim said, "The Rural Development Administration of
Korea set up the Asian Food and Agriculture Cooperation
Initiative (AFACI) last year to introduce Korea's customized agricultural technology to develop nations in Asia such as Vietnam,
Myanmar and Cambodia. Moreover, on July 6th , we launched
KAFACI (Korea-Africa Food and Agriculture Cooperation
Initiative) to teach African nations Korea' advanced farming technologies. Through KAFACI , nearly 3,200 Korean technicians
will be dispatched to 16 African nations including Nigeria,
Angola, Cameron and Congo in order to hand down our advanced farming technologies. The importance of delivering customized agricultural technologies to developing nations is to
teach local people how to grow agricultural products on their
own soil, not to simply distribute food to the poor. In other
words, we teach them how to catch fish rather than giving fish.
The Rural Development Administration set up KOPIA (Korea
Project on International Agriculture) centers in countries including Vietnam, Kenya, Brazil, Uzbekistan and Myanmar to spread
Korea's customized agricultural technology. Also, the
Administration invited 3,464 foreigners from 116 nations and
trained 499 trainees in seven nations.
Dr. Kim added, "A young Korean farmer who was dispatched

to Africa has drawn a lot of attention from local people in Kenya
for transforming a bicycle into a thrashing machine. This year
alone, 120 young leaders are scheduled to go to KOPIA centers
in Kenya. Therefore, I expect they will get the same favorable reception from local people for making such breakthroughs.
KOPIA centers in Kenya have built and are operating vinyl
greenhouses, poultry farms and distributed agricultural machines
such as bicycle-turned thrashers and rice planting machines in order to help the region's farming stand on its own. The Rural
Development Administration's contributions to the international
community -- namely playing a leading role in lifting Africa and
many other developing nations out of poverty and facilitating
economic development- seem to translate into an improvement in
Korea's national brand image.
Still, when it comes to Korea's agriculture, most of the Koreans
conjure up images of the traditional agriculture of 50 to 60 years
ago. In the past, we used to use the word "Gui-nong (returning to
the soil)". It is now inappropriate to use the word in that sense.
Right now, 10 percent of cutting-edge technologies cultivate 90
percent of the agricultural products in Korea, and there is hope
that Korea's advanced agricultural technology contributes to taking the global farming industry to a new level.

donations to charity. These proposals were adopted and have
been implemented. With such a unique background, he is famous
for being a creative dreamer.
In 1985, when he created a nationwide gathering of Korea's data processing chiefs, the Computer User Association, and assumed the chairmanship of the Association, Korea's computer
environment was almost a no man's land. There was no understanding regarding the rights and interests of computer users. At
that time, Korea's first consumer complaint center, which
President Lee created, was also taking care of consumer complaints related to computers. The Korea Chamber of Commerce
and Industry's e-transaction meeting that first took place in 1990
also significantly contributed to expanding Korea's computer user
base and protecting the rights and interests of computer users.
In 2000, with a mere 15 employees, he established e-Softing in
Dogok-dong , a ward of Gangnam-gu in Seoul, so as to jump into
software development. In the beginning, pushing for projects to
develop groupware development and management, building portal sits, disaster recovery solutions and personal information security solutions, he experienced many ups and downs. e-Softing has
always been abreast with the latest trends to develop relevant software that satisfies customer needs: it has developed anti-porn solutions, firewall solutions foiling illegal hacking attempts, computer programs that can prevent game addiction and control the

The major functions of isafer include prevention of game or
Internet addiction, protection of children from harmful contents

He went on to say, "I believe that in a nation where there is a
relatively low public awareness of software copyrights, support
from the government is badly needed. For example,
"www.greeninet.or.kr", a program blocking harmful contents developed under the auspices of the Korea Communications
Standards Commission (Kocsc), has been gratuitously distributed
to elementary, middle and high schools around the nation."
Recently, e-Softing started running www.himentor.co.kr, an
online education consulting service, which offers consulting services and study tips to students from preschool kids to high school
seniors. This year, e-Softing is working on "Mobile English",
which will enable English education on any platform, including
mobile phones and smartphones. What's more, e-Softing created
Debate Association Corp. to hold debates in English, through
which individuals' English skills are evaluated based on their debating performance. This can work as an alternative to TOEIC

President Lee said, "The value of software is determined by its
users. In any field, software that is sought after by users is highly
valued. For instance, ultrasonic software convergence solutions,
used in hospitals, are extremely expensive, but there is always demand for them. In addition, the price of database solutions like
Oracle has risen on an annual basis, but the number of users is also increasing accordingly. As a result, once some piece of software that fully satisfies users' needs is developed, users will spread
the word about the value of the software.
He continued, "In the future, e-Softing wants to develop high
value-added solutions.
The most important thing in modern life is health. Future-oriented solutions -- such as medical convergence solutions that connect remote patients to doctors and human body engineering solutions that help in treatment and surgery-- will shape Korea into
a software powerhouse." "Another high value-added solution is
water management. In particular, in China and India, squat toilets still account for 15% of the total toilets. Once these old-fash-
ioned toilets are upgraded into modern ones, water shortages are
inevitable. Korea is no exception to this. Bearing in mind the importance of water management, the Korean government is pushing ahead with the Four Rivers Project, which is a desirable policy in terms of water management. i-Station held a 'strategic products conference 2011' at
Chosun Hotel on August 31.
As they unveiled three species of tablets, they officially announced, "We will not produce anything except 3D products."
One of the products they introduced is the world's first 3D
tablet, Z3D. Since it is mounted with core 3D technology, it
will be the flagship model of i-Station.
It is aimed at the world market due to the tablet market's
rapid expansion and the recent 3D craze. Kim Tae-sub,

camcorders enable the creation of 3D contents. KDC first entered the 3D business in 2004. After 3 years, sales growth jumped more
than 200 times. And this year, they expect more than KRW 100 billion in revenue via 3D sales.

Global Standardization at the Millennium

Bruce Gracie, chairman of Telecommunication Standardization Advisory Group
(TSAG) attended the seminar and said,
"Smart Grid is recognized as a high priority topic at 2010 meeting of TSAG. ITU
develops standards on communication aspects of next generation electricity because
of its higher energy efficiency and lower
GHG emission. Smart Grid also integrates electric vehicles and renewable energy, which are distributed and less stable."
Dr. Gracie continued, "Cloud Computing is also recognized as a key topic for
ITU-T at the 2010 meeting of TSAG." He
stated that Cloud computing is becoming
a growing resource for businesses as well
as individuals. There are many advantages
of Cloud Computing such as huge computing power without huge investment,
energy and cost efficiency and flexible and
quick adaptation to the needs.
"As the interest of Cloud Computing is

and their benefits he noted, "Climate change problems are getting
serious all over the world. And Green ICT will play an important
role in the future. Since Korea plans to reduce GHG emissions 30
percent below by 2020, Green of ITC challenges energy consumption, CO2 emissions reduction by 2020.
In fact, ICT contributes only 2 percent of GHG sector and 98
percent of window of opportunity still remains. Green ICT will
help to reduce 1 billion tons of CO2 by 2020 with various ICT solutions, smart city planning, smart building, smart appliances,
demineralization services and individual optimization.
The motion for Green ITC standardization looks active. IES,
ATIS, ETSI Ecma International, ITU-T and ISO/IEC JTC 1 are
engaged in Green ITC."
Further discussions covered the subjects of international tariffs
and accounting issues in ITU as well as the standardization activities on cloud computing, 3D technology, and IT security techniques. Smarter life on a green planet is shaping its way with the
international seminar on smart IT and global standardization,
and more international seminars are expected to be arranged in
the near future.

revolutionary departure from the current situation in which people have to commute to work every day and stay in the office

43.4 percent of the nation's entire workforce will turn to the smart
way of working by 2016, and the US Senate has passed a bill designed to revitalize information & communications-based teleworking. As of 2007, in the Netherlands, 49 percent of all businesses already embraced the teleworking system. The Japanese
government is also planning on expanding the share of telecommuting workers into 20 percent of the entire workforce within this
year.
Of course, there are prerequisites for the realization of 'smart
work.' It requires a paradigm shift in the way people think about
work. It is not a simple transition from online to offline. It is an in-
novation that provides people with untrammeled access to their
work anytime and anywhere.
Chairman Lee mentioned, "Since 'smart work' is mainly characterized by high flexibility in working location and hours, there
are many things that need to be modified. First of all, work
processes should be segmented in a more detailed fashion, and
making decisions on who is accountable and in charge should be
preceded. Contrary to the current hierarchical way of dividing
work tasks, a clear line should be drawn between each individual's assigned tasks.
To that end, tacit knowledge lurking in the brain of a worker
should be transformed into explicit knowledge in the form of
manuals so as to facilitate information sharing and collaboration.
Through this process, the current physical contact-based performance evaluation system will shift into the merit system, consequently leading the knowledge and information-based society in
the right direction. The Korean government's push for the promotion of 'smart work' is also rated very positively because the realization of smart work can
push forward a lot of government agendas. For a start,
Korea is notorious for being
one of the most overworked
nations. However, our productivity is not as high in relative terms. Above all, 'smart
work' will do away with timeconsuming commutes and
employee burnout. And with
information accessible anytime, anywhere, productivity
will be greatly enhanced.
Second, just like the Netherlands who have succeeded in
boosting employment by 20 percent through 'smart work,' Korea
is expected to create more jobs by pursuing 'smart work.' Third,
the adoption of 'smart work' will allow women to work in a flexible manner, so the childbirth rate will climb. What's more, people
can delay their retirement, which will lead to an increase in the
productivity of the elderly. Fourth, 'smart work' will result in a reduction of rush-hour traffic, thereby significantly cutting down
CO2 emissions. Some statistics even say that if 8.6 million office
workers 'smart-work' once a week, CO2 emissions would be reduced by 1.11 million ton a year. Despite Korea's status as a
world-class ICT infrastructure powerhouse, it has been rated low
in terms of value creation, addressing current issues and pursuit of
public welfare through IT. Therefore, Korea's recent endeavor for
'smart work' is expected to successfully project Korea as a genuine
global ICT powerhouse.

which aims to build an environment

and anywhere flexibly and to introduce
an advanced working method. It reflects
the government's will to prepare for low
birth rates and the aging society by making use of the strong points of information
and communication technology, and to
solve such national issues as low carbon
and green growth simultaneously.
Smart Work refers to a state-of-the-art
working system that represents telecommuting, mobile working and flexible
working. The Netherlands introduced a
remote working system for 49 percent of
all workplaces in 2007. Meanwhile, the
United States forecasts that 43.4 percent
of the total working population will become a Smart Work generation by 2016.
Through the Smart Work system, we
can save indirect social expenses including transportation, environment and energy-related costs, through the reduction of
commuting distances and the replacement of long-distance business trips by a
collaboration system. The system can also
improve quality of life by offering flexible
working systems and balance of work and
living. Smart Work has been implemented under the name of 'mobile office' at foreign-invested companies and insurance
firms, including IBM Korea, where many
employees work outside. IBM Korea,
which built a mobile office in 1995, has
been operating the system since then. As
of 2010, over 60 percent out of a total of
2,600 employees are on mobile work.

business anytime and anywhere by connecting with the company's computer system. It abolished a fixed seating system
and implemented a seat-sharing system

has been able to reduce space in their office by 50 percent; the space in which
those 2,600 employees worked at. Also,
they were able to cut down on long-term
business trips and create a change in the
number of the labor force. These actions
have been saving them KRW 2.2 billion
in expenditures annually. When they
took a survey on the employees and their
degree of satisfaction, about 70 percent
said they were generally satisfied, while
75 percent replied they achieved an improvement of productivity.
To operate the Smart Work system successfully, it should be implemented on a
company-wide project, which integrates
the information & communication system, office environment, business
process, corporate culture and organizational management system. In particular,
security is important for an information &
communication system. In line with this,
development of a guide for security and
the introduction of security solutions are
indispensable. Building confidence between organization and components, creating a sense of sympathy for success, and
cooperation are also important. We
should continuously develop Smart Work
through concensus and cooperation.

IT 839 Strategy Lays the Groundwork for Korea Leading the Global IT Market
Daeje Chin, nicknamed a short-statured Goliath in the IT industry, served as Minister of Information and Communications and
has always taken center stage in Korea's IT industry. Korea IT
Times interviewed Daeje Chin -- who has been on a roll as an entrepreneur, currently working as President & CEO of SkyLake
Incuvest -- to learn about the IT 839 policy, which he designed by
himself when he was Minister of Information and Communications.
Back in 2003 when President Roh Moo Hyun took office, Daeje
Chin served as Minister of Information and Communications. At
that time he strongly felt that something fundamental should be
done to create new growth engines. After much deliberation, he
came up with a well thought-out strategy called "IT 839". He mentioned "I thought there were no other options than discovering driving forces from what Korea was doing well at that time and will
do well in the future. The answer was the IT industry."
At that time, IT 839, thrashed out by the Ministry of Information
and Communication (MIC), was designed to help Korea set standards a step ahead of others by providing new communications &
broadcasting services and to lift Korea to the ranks of developed nations by creating upstream new growth engines. "IT 839" means
eight new services, three state-of-the-art infrastructures and nine
new growth engines. First, under IT 839, nine new growth engines
were chosen. Then, to nurture the nine selected new growth engines, eight services and three infrastructures were seamlessly interwoven.
The following were selected as the eight new services: WiBro
(WiMAX), DMB, home network, telematics, RFID, W-COMA,
DTV and VoIP (Voice over IP). The three infrastructures included
BcN (Broadband convergence Network), u-sensor networks
(USN) and next-generation Internet protocol IPv6. The nine new
growth engines were: next-generation mobile devices, digital

TV/broadcasting equipment, home network equipment, IT SoC,
next-generation PCs, embedded software, DC (digital contents) &
software solutions, telematics equipment and intelligent service robots.
IT 839 can be considered a roadmap for strategically facilitating
industrial development without government intervention. Since almost all the value chains of the industries were interconnected vertically or horizontally, the government's job was simply nudging industries into opening their gateways to one another. In other
words, the government set frequencies for new communications
and broadcasting services and standards to enable interoperability

of different services provided by different industries.
CEO Daeje Chin said, "To facilitate the provision of such services, we had to prepare for voice & data convergence, fix-mobile
convergence and broadcasting & communications convergence.
Thus, the current Internet networks are being replaced with nextgeneration wide-area communications networks, which are 100
times faster than the current ones. And three infrastructures in this
category have been found. These services and infrastructures give
rise to markets in which nine IT industries, selected as new growth
engines, will automatically prosper. During the process, the govern-
ment can work as a catalyst, not an interventionist force."
IT 839 - which was different from previous development models
that solely prompted Korea to play catch-up -- was indeed a
groundbreaking policy aimed at helping Korea gain a vantage
point in the global IT market. First of all, we need to pay attention
to the fact that Korea has successfully obtained the core technologies needed to make a strong presence in the ubiquitous IT market:
Korea has become the first nation in the world to develop and standardize WiBro and DMB technology. In addition, through 12 pilot

ment, logistics and defense, the technological foundation for expanding RFID markets was set down in 2005 when 88% of the
technological needs were localized. Concurrently, Korea embarked
on pilot projects aimed at developing seven intelligent robot prototypes.
Besides, Korea made sure that the adoption of new services,
which would lead a virtuous cycle of the IT industry, was proceeded with without delay. In July 2004, Korea put a period to debates
on how terrestrial DTV should be transmitted, and launched satellite DMB in May 2005 and terrestrial DMB services in December
of the same year. At the end of 2005, the adoption of VoIP was
completed, and Korea launched HSDPA (high-speed downlink
packet access) and WiBro services in the first half of 2006. What's
more, Korea was keen on creating markets for various kinds of
convergence services through launching pilot projects on telematics
(telecommunications + informatics) and home networks and building an integrated system for traffic information (December, 2005).
Entrenching Korea as a IT powerhouse
Thanks to such efforts, in May of 2005, IMD (International
Institute for Management Development) ranked Korea second after the United States in the category of technological infrastructures
including IT. Since then, Korea has continued to make a quantum
leap; it ranked 27th in 2003, 8th in 2004 and second in 2005. In
November of the same year, the International Telecommunication
Union (ITU), a UN agency, ranked Korea 1st in the Digital
Opportunity Index (DOI). At that time, the Korean IT industry accounted for 28 percent of the country's total exports and 15 percent
of GDP, establishing itself as one of the key growth engines.
Along with such economic ramifications, another reason why IT
839 merits due attention is because it sped up the transition from a
knowledge-based society to an intelligence-based society. In other
words, IT 839 played a pivotal role in taking the knowledge-based
society parented by Internet and mobile communications to a
whole new level: an intelligence-based society, characterized by
digital homes, digital companies and e-government.
In January 2006, then Minister of Information and Communication Daeje Chin delivered a keynote speech on the direction of IT
development at the World Economic Forum (WEF), held in
Davos, Switzerland, thereby drawing much attention to his ambitious strategy "IT 839". IT 839 was also exported to nations such as
Malaysia. Malaysia's IT Minister mentioned, "Because Malaysia's
infrastructures are not as good as Korea's and there is no manufacturing base in Malaysia, there is a difference in the number of items.
But the concept is the same." Many nations took their cues from IT
839 to craft similar strategies.
Of course, Korea faced a bumpy road on the path to pursuing IT
839. In the process of WiBro development, part of IT 839, Korea
received a lot of pressure from the US. As Korea tried to standardize WiBro technology, the US trade delegation strongly protested
against it in order to protect its companies. Then, Special Envoy

Ambassador Gross even sent an angry email. The following is an
excerpt from the email.
"MIC is expected to announce a mandatory technical standard
that operators must use to provide portable broadband wireless internet services. This would, in effect, exclude certain U.S. technologies from the Korean market. I am disturbed that such an announcement would be made in light of our resolution in April of an
important, long-standing telecommunications issue (the Wireless
Internet Platform for Interoperability or "WIPI") related to standard setting in the Korean cellular phone services market"
Korea successfully persuades the US and
achieves in WiBro standardization.
However, in the face of strong US opposition, then Minister of
Information and Communication Daeje Chin continued to press
on with WiBro standardization and finally succeeded. With the
launch of IT 839 in 2004, WiBro services entered the commercialization stage, prompting Korea to shift its focus to expansion of services and market revitalization from technology development and
pilot projects. In other words, Korea started to put a high premium
on policies related to software and IT parts and materials, and created a "blue ocean" by promoting convergence of communications
and broadcasting and industrial convergence.
As time went by, a slew of strategies patterned on IT 839
emerged continuously. As such, IT 839 served as a milestone IT
policy that greatly helped transform Korea into an IT powerhouse.
It is fair to say that IT 839 exerted the biggest impact on Korea's IT
history.

industry is the creative contents industry.

contents industry.
He attracted interest from participants
in the forum with the question, "Do you
know how to put a giraffe in a refrigerator?" An audience member replied, "Open
the door of the refrigerator and put the giraffe in it." He questioned again, "Then,
do you know how to put an elephant into
a refrigerator?" Lee spoke while the audiences were pondering what to reply,
"Open the door of the refrigerator, pull out
the giraffe, put the elephant into it, and
shut the door." All of them burst into
laughter. The story on the animal kingdom continued.

has been published. 3D Research is a global premium journal that covers all academic research on 3D, ranging from 3D

Gyeongsangbuk-do plans to create "Aero Techno Valley" by
investing a total of 350 billion won over the next five years
through 2015, the head of the province said.
"We will build a test and appraisal center for aviation electronic
parts and systems in Yeongcheon, a military city in the province,
to create Aero Techno Valley," said Kim Kwan-yong, governor
of Gyeongsangbuk-do.
"Along with this, we will create a specialized center for development, design and production of aviation parts and an education and assistance center to improve aircraft maintenance ability
in the city," he said.
Related to this, the province plans to hold the 2010 Gyeongbuk
International Aero Forum at Gyeongju Hilton Hotel for a two
day run from Sept. 7 with the expected attendance of a number of
Korean and foreign experts on the future aviation parts industry.
Noting that Gyeongbuk boasts of one of the world's best IT industry infrastructures, including electronics and metal, Kim said,
"The province also possesses a strong foundation for the aviation
industry in the country, including airports in Daegu, Pohang,
Yecheon and Uljin, and Air Force Logistics Command, and the
11th and 16th Fighter Wings."
"By making the best use of such geographical merits, we will
actively foster the aviation electricity & electronics parts industry
centering on military supplies with high growth potential as the
new growth engines. Related to this, Gyeongsangbuk-do and Air
Force Logistics Command concluded a business agreement to
foster the aerospace industry," he said.

Creation of an international science business belt is one of the
core state-run projects propelled by President Lee Myung-bak,
along with the four-river restoration project.
"Gyeongbuk is equipped with the nation's main industries, including IT, parts materials, steel, medical service, automobiles
and shipbuilding, and such giant science bases as a light accelerator in Pohang, a proton accelerator in Gyeongju, a state-run nano
technology integration center, and an intelligence robot research
center," he said.
"At the same time, it has 49 universities, including Pohang

Facilities for nuclear power generation, disposal of wastes, and
research are located in Gyeongbuk. Half of the nation's 20 nuclear power plants are located in Gyeongbuk and a proton accelerator is now being built.
"Based on the foundation, our province aims to build a nuclearpowered science industrial belt, which will lead the upcoming era
of nuclear power. In a detailed step, we plan to attract the No. 2
nuclear research center, which will become the center for study of
fourth-generation nuclear systems, and establish an international
nuclear functional manpower education center and a graduate
school of nuclear power," he said.
"Along with this, we project to strengthen international competitiveness in the nuclear field by creating a nuclear export industrial estate and a nuclear power theme park in Gyeongbuk," said

Attraction of investment from both home
and abroad
Noting that attracting domestic and foreign investment is very
important for regional development, Kim said, "Over the past
four years, we attracted companies with total sales turnover of
12.4 trillion won and created some 98,000 jobs.
"Recently, we made an upward adjustment of the attraction
goal to 20 trillion won. To achieve the ambitious target, all employees of the provincial office, including me, will make doubled
efforts with service spirit," he said.
"First of all, we will create a favorable corporate climate where
all enterprises can concentrate on their business without any difficulty. Secondly, we will create an industrial estate equipped with
good infrastructure on a land of 12 million pyeong. Thirdly, we
will set up a foreign school and top-class high schools. Finally, we
will make a strong push for the improvement of many systems,
including an offering of incentives, easing of various regulations
hampering corporate activity, and tax cuts, to create a favorable
investment climate," he added.

Yeongam, Jellanamdo, for a three-day run
from October 22-24. "Organizers here are
rolling up their sleeves to make the event a
success, as F1 is one of the biggest sporting
attractions worldwide. Starting this year,
Korea will host a Grand Prix for the next
six years," said Park Joon-yung, governor
of Jeollanamdo. In F1, around 20 races
are held annually at venues worldwide. So
far this year, 10 of the 19 rounds have been
completed, and the Korean Grand Prix
Series will be the 17th race of this season.
"We are making full preparations for the
international event, which is expected to
attract some 200,000 visitors, including
30,000 foreign guests. I think it is a golden
opportunity for the country to reduce its
chronic travel deficit while heralding
South Korea and Jeollanamdo to the
world," said the governor.
"In the future, we plan to hold domestic
and international motorsport events and
attract the auto tuning industry to our

province. We will exert best efforts to
make the F1 track one of Jeollanamdo's
representative tourist resource," said Park.
2012 Yeosu EXPO
Under the theme of "The Living Ocean
and Coast: Diversity of Resources and
Sustainable Activities," 2012 Yeosu EXPO will be held in Jeollanamdo from May
12, 2012 through August 12.
"Currently, various projects to build a
large-scale aquarium, exhibition halls and
expressways have begun smoothly. In particular, we are making a strong push for
providing U-EXPO service to realize IT
exhibition," said the governor.
"For instance, we will create a test bed
equipped with state-of-the-art IT technology to provide visitors with a strong impression and interest. We will use the 2012
Yeosu EXPO as an opportunity to herald
Jeollanamdo to the world by introducing
product service that represent Korea for
the first time," he said. Among the planned
events for visitors are UCC-recommend-
ing tour course, digital coupons, smart
map, and automatic interpretation and

Jeollanamdo plans to build Broadband
convergence Network(BcN), which
merges broadcasting, communication and
Internet networks in a single unit by using
advanced information and communication technology within the province.
"The province will invest KRW 53 billion over five years to build 782 BcNs each
year to make 3,230 administrative 'ri'
units. Through the BcN, we will provide a
variety of multimedia services in households located in small agricultural and
fishery regions. The system is also expected to create profit-generating models such
as remote control medical and educational
services and direct trade of agricultural
products through IPTV," said Park.
"In addition, we plan to graft IT to build
environment-friendly agricultural, fishery
and livestock industries. At the same time,

by establishing IPTV study rooms in 353 regional children centers in the province by
2013," he said.
Fostering 4 strategic industries
In keeping with the government's five-year plan to achieve balanced national development, Jeollanamdo has been actively fostering the four sectors - biotechnology,
new materials, shipbuilding and new & renewable energy - as the province's strategic
industries. "We have already established the foundation for the regional strategic industries by building 10 research and support centers in the province. In particular, we
focused on securing infrastructure in the food, medicine, nano and biotechnology
sectors," Park said. "Based on this foundation, we will invest KRW 150 billion by
2012 to actively foster such future-oriented industries such as biology and new materials. By regions, the food, vaccine and biomedicine industries will be strengthened
in Naju, Hwasoon and Jangheung; nano bio and biotechnology in Jangseong and
Gokseong; magnesium lightweight materials and rare metals in Suncheon and
Boseong; ceramic material in Mokpo; and high molecular convergence materials in
Gohung," said Park.

are now creating the 5GW offshore wind power generation estate on the southwestern coast. Also, we have just completed the construction of a factory so we can produce 2MW-class wind power generation systems in the Daebul Industrial Estate within this year,
and we are also moving to advance into the overseas export market," he noted. The governor also said that the province will establish
the "Southwestern Area Clean Energy Technology Research Center" to assist companies' new technology development projects and
produce bio energy by using seaweed.
"By making the best use of such infrastructure for strategic industries, we will attract more relevant large companies and create more
jobs to pull down the province's unemployment rate," he said. Noting that a number of youths left the province due to a shortage of
jobs, the governor stated, "The province will attract some 2,000 enterprises and create 100,000 jobs in the near future by actively fostering future-oriented industries, including magnesium factories and bicycle manufacturers."
"Related to this, we attracted the vaccine factory of Green Cross to Hwasoon in our province. Now, we are building our own BCG
vaccine factory. If we attract future-oriented companies in ocean bio, microorganism and space industries, we can create more than
100,000 jobs here and the recent phenomenon of decreasing population in the province will disappear around 2014," he added.

provide citizens with a mobile application
development environment to support such
one-man creative enterprises. For instance, we will offer hardware and software for development of such mobile applications as cloud computing-based

Bada. Along with this, we will construct a
homepage for the app development center, educational center and community
PR," said Hur.
As a means of solving youths' unemployment problem and activating business
activities, the mayor said, "The city will
build a process to actively foster one-man
creative enterprises, prepare a window for
promotion of the city's policy to derease
the unemployment rate of youths, and organize forums and seminars for various
application developments."
Noting that people's use of smart
phones is expanding at a rapid pace in
keeping with the beginning of wireless
Internet service and iPhone supply, Hur
said that the city is moving to build a "mobile portal site" and a "smart office."
"Under the plan, the city will build 'mobile web,' which can cover all kinds of
smart phones, offer the city's information
through integrated DB-based homepage,
and build a mobile service system to provide information related to traffic, transportation, culture and tourism news," he
said.
"In other words, we aim to provide citizens with the city's administration information without time and space constraints, enable citizens to get such information through smartphones under the
wireless Internet environment, and encourage citizens to actively participate in
the city's administrative activity," said the
mayor.
Smart Office to be Built by
February 2011
Mayor Hur said that the city of Busan
will build an ubiquitous business environment called "smart office" by February
2011, where public servants can deal with
internal administration business anytime
and anywhere.
"Along with this, the city will build the
3D video research center to systematically
foster the domestic 3D industry," said
Hur.
Commenting that the development of
advanced technology and the securing of
initiative for standardization are the most
urgent tasks to predominate the world's
3D market, Mayor Hur said, "We will
construct a 3D video research center at the
Busan IT Industry Promotion Agency for
operation later this year. The center will
spend about KRW 2 billion annually for
research and development projects for 3D
stereoscopic images and construction of
relevant networks."
He explained that the demand for manpower is surging within the 3D contents
production, but professional manpower in
the field is insufficient these days. In response to this, Hur stated, "The city projects to build the 3D screen production educational center in the latter half of this
year to foster more professional 3D experts under the central government's financial support.
"At the same time, we are planning to
create the '3D CG contents hub of East
Asia' in the city of Busan on a long-term
basis. We will develop the Busan Centum
cultural industry promotion district into
the 3D CG hub center by adding 3D production to the video work facilities," he
said.
Touching on the recent global industrial
trend of convergence, the mayor said that
Busan is the most suitable place for the
new industry's converging manufacturing
and IT industries.
"Busan and nearby regions are the center of the automobiles, shipbuilding and
machinery industries. Accordingly, we
will actively foster new convergence industries by combining such industries with
advanced IT," he added.

June 23 marked the day when the
whole world found out how advanced
Korea's IT was. The Korean government
had the honor of winning the 'Global eGovernment System 2010' award at the
2010 United Nations Public Service Day,
which was held at the AXA Convention
Center in Barcelona, Spain for 3 days. It
was another outstanding accomplishment
the nation achieved after it was ranked
first on the 'development of e-government
index' and the 'online participation index'
earlier this year.

Assistant Minister Kang explained that
the Korean e-government system is the esystematization of all government affairs.
He said, "The UN specified e-government
as a process with 4 steps.
Currently, there are only five countries
including Korea that have entered the 4th
step." He continued by saying, "The tasks
of the central government can be divided
into 1,100 kinds in the medium category
and 40,000 kinds by sub-category. All
these tasks are systemized. This means it
has a complete base for integration and
connection between services and the ability to create a 3rd government system service."
It is known that the e-government
award is highly perceived by the UN.
Earning this award shows that the system
was actively used by people and provides
easy access for all its users.
In addition, Kang described it by saying, "Our system is like reading a book. It
is well organized and the only thing we
have to do is read it and study it."
Kang concluded by saying, "You need
to catch a chance when the opportunity is
given. Since we are currently respected by
the UN, now is the best time to develop
national information system and enhance
international cooperation."

'Common component' could be explained as the componentization of the common tasks in government ministries. At the moment, there are 219 tasks that are organized as the common
component. However, the common component flexibly changes
over time. Personnel management types can not avoid these
changes because the social organizations started emphasizing
collaboration. This is unlike the past, when they used a vertical
organizational structure.
Following is a series of questions and answers with Kang
Jung-hyup.
Q : What is a national information system and tell us about
its features and advantages?
A: Generally, e-government, or the 'computerization of administrative systems' in other words, has reached the point that one
click takes care of everything through the internal affair connection. For instance, in the past when you changed your residence,
you needed to undergo 17 different notification procedures such
as address, banking, cars and many others. Nowadays, you can
use address transfer which will complete all the other procedures automatically. With this development, city halls and ward
offices are able to perform administrative tasks much more efficiently than before.
Q : What is the present status of development work related
to standard common components of e-government?
A : To structure the informational system, we practically need a
methodology for development. The large enterprises such as
Samsung and LG have their own methodologies, but the rest of
the SME's (Small & Medium Enterprises) generally don't have
one. When you construct the governmental affair system, a standard system is certainly needed. The standard systems which
are developed in levels of government are intellectual products.

Q : Tell us about the policy's directions to develop e-government between nations and enterprises as an export power.
A : To export our outstanding system to other nations, we need
cooperation between countries. We also should strive for export
with the brand value, which was winning the UN e-government
award. With the start of national interchange overseas, there are
particular areas who want to share the technology including
Southeast Asia, Latin America, CIS, South Africa and the Middle
East. Countries in these areas would like to benchmark our system, and we should help them by forming a cooperative relationship in telecommunications with these countries. So far, the
Korean government has built the 'International IT Cooperation
Center' in 6 nations and has been participating in various businesses including consulting. The Korean government has signed
a MOU agreement with 20 countries. The Korean government
steadily cooperates with other countries such as Bulgaria,
Kuwait and Rwanda in this year alone. Like so, if the government
paves the way for these systems, the consulting work will be efficiently completed by domestic IT and SI industries and telecom
companies. Besides that, we provide an one week educational
program for foreign interested parties free of charge.
Q : Lastly, what topic are you placing an emphasis on this
year?
A : Most of all, we are focusing on the package of software and
structuring of archives. As it is impossible for each company to
operate due to it's high cost, it is imperative to structure the
archives so that everyone can use them. The shift of the information paradigm should be noted as well. As the paradigm changes,
the daily life changes as well. Smart workers have been increased by the spread of smartphones and the development of
mobile internet. Accordingly, the situational change and the
change of government business is inevitable. Additionally, internet addiction needs appropriate measures as it still remains to
be one of the biggest problems in our society. We will try to make
plans to make a brighter internet world and focus on the marginalized people in information technology. Finally, we will strive to
pass the Personal Data Protection Act within this year to resolve
the leaked personal information problem.

Director Kim said, "The Red Devil waves that colored the entire nation red during the Korea-Japan World Cup 2002 were led
by voluntary participation from Korean citizens. To sustain that
kind of festive fever, the Seoul Foundation for Arts and Culture
(SAFC) held the first Hi Seoul Festival in 2003 around Seoul
Plaza under the slogan of Hi Seoul. At the moment, we are making preparations for Hi Seoul Festival 2010, which will make
Seoul citizens' passion known to the rest of the world."

are held along rivers. And as festival centers, rivers create a trend
in which arts and culture can be widely shared based on the rivers'
amenities and spaces for relaxation and leisure sports. Just like
the aforementioned global festivals, Hi Seoul Festival revolves
around the Han River parks that stretch from northern parts of
Seoul to southern parts such as Yeouido, Banpo and Seonyu
Island. We have built four large Big Top Villages and are working
on a nonverbal landmark where 200 nonverbal performances will
be put on. On October 1st, tons of Seoul citizens are projected to
descend on the Han River to take part in Hi Seoul Festival 2010."
A variety of Hi Seoul Festival programs draws
direct participation from citizens
To craft meaningful festival programs such as the Mayor's
Thames Festival's "Parade for the homeless" and "Parades of keepers of the North Pole's glaciers", the Seoul Foundation for Arts and
Culture (SAFC) has recruited a total of 2,000 citizens to prepare
for the following programs: 'Eco Market" (to be held on vehiclefree submerged bridges; "Good Consumption Campaign Good
Buy"(sponsored by Good Neighbors); "the Ttukseom Flea
Market" (sponsored by Beautiful Store); and nonverbal performances (e.g. " Oh! Everbody", "Nonverbal Open Contest 2010"
and "Nonverbal Experience Program 2010"). "Like Thailand's
Water Festival and Japan's Fire Festival, Hi Seoul Festival's program lineup is designed to project Seoul as a fun-loving city. And
we are making a lot of preparations to draw more participation
from citizens and provide more diverse programs than ever before," he said. Nonverbal Open Contest 2010 is a contest that provides a stage to anyone, whether professional or amateur, who has
great talents in nonverbal areas like band music, street dances and
performances. In addition, Nonverbal Experience Program 2010,
to be held in theaters set up in the Han River Park in Yeouido,
consists of interactive performances like Nanta (a Korean popular
nonverbal performance): Nonverbal performers will go beyond
the boundaries of the stage and mingle with audiences, thereby
making their performances interactive. Such nonverbal performances are expected to be well received by people regardless of
their sex and age. What's more, seven nonverbal experience programs, aimed at creating communications channels with citizens
through physical contact, are in the pipeline: Sparrow Parade

The theme of Hi Seoul Festival 2020 is "nonverbal performances"
Director Kim continued, "Western nations have enjoyed a ritualized rebellion as a festival. A case in point is the Middle Ages'
carnival: High-class ladies dressed up as prostitutes, aristocrats
disguised themselves as servants and people wore masks to hide
their social status. This time-honored festival has continued to be
celebrated to this day and is enjoyed by a growing number of people." "Likewise, our ancestors celebrated a ritualized rebellion as
a festival. The Andong Dongchae Fight or Chajeon Nori (a traditional Korean game usually played by men, originating in the
Andong region) is a typical example of that kind. Through the
union of the "east" and "west" dongchaes (trapezoidal log frames)
that depict sexual intercourse, our ancestors wished for bountiful
harvests, fecundity and combative victory. The spirit of the
Andong Dongchae Fight was against the culture of the ruling
class (the yangban). Unfortunately, since the Andong Dongchae
Fight was banned during Japanese colonial rule, such festivals
have survived only in our heart," said Director Kim.
He said, "We aim to make Hi Seoul Festival 2010 a global festival that can be enjoyed by people around the globe, not to mention 1,000 domestic citizens. We want to make sure when people
think of Seoul, Hi Seoul Festival will always come to their minds.
Through nonverbal performances that get across well to all kinds
of people, the brand of Hi Seoul Festival will be enhanced globally. And we are certain that Hi Seoul Festival will establish itself as
one of Asia's major festivals, thereby promoting the cultural city
of Seoul around the world."
Korea's autumn is called a season of high skies and stout horses. This means that the skies get bluer and all kinds of grain and

IMID 2010, the largest exhibition in

exchange information about the latest
trends in information communication,

This year especially, the exhibition

Display Manufacturing Conference and

Current Display Industry
The display market won’t stop growing. In 2009, the display market reached
USD 91.2 billion and LCD occupied 92
percent of the whole display market.
Unsurprisingly, the market is expected to
reach USD 115.8 billion this year, which
is a 26.9 percent growth from a year ago.
The growth of the display market, excluding equipment and materials, has a great
scale within the display market. The
LCD has a market scale of USD 835 billion, PDP is at USD 44 billion, and
OLED is at USD 8 billion.
The production amount is currently at
KRW 38.9 trillion and the amount of export reached USD 31.4 billion, which is
an 8.6 percent increase from 2009.
Despite the recession, domestic firms
stepped forward with increased investments to respond to recovering demands
after the first two quarters and to continuously expand market dominance. The research by Displaysearch and Displaybank
in 2009 indicate that Korea has a production percentage of 46 percent in the
world. Taiwan produces 33 percent, followed by Japan and China which produce 18 percent and 3 percent respectively. Korea's market share in 2009 shows
the great importance of OLED. OLED
occupied 82.6 percent while LCD and
PDP were 45.8 percent and 52.1 percent
respectively.
During 2005-2009, the OLED display
market improved as the use of OLED displays in desktops, monitors, and television sets were highly demanded. The
main applications of OLED displays
were mp3 players, digital cameras, mobile phones, and other small devices. In
the meantime, market analysts forecast
that the revenue of global OLED display
market will reach USD 10.65 billion by
2020. Mobile phones will keep the position as OLED's major revenue driver.
Korea is the powerhouse of mobile manufacturing and OLED is one of the reasons it is still expanding its capacity in the
display market. The future looks optimistically bright for Korea's display market.

foreign and domestic buyers for this
event." This exhibition will gain worldwide interest, as the demand for green industry (rehabilitation goods, solar, renewable energy) and cutting edge products are

Asiana Achieves Grand Slam
at Airline Industry Awards
Asiana Airlines has achieved the Grand
Slam at the world's airline industry
awards.
Asiana Airlines, led by President &
CEO Yoon Young-doo, was selected as
the "2010 Airline of the Year" at the "2010
Skytrax World Airline Awards" held in
Hamburg, Germany on May 20 this year.
In February 2009, it was also designated
as the Airline of the Year from Air transport World (ATW), the so-called Nobel
Prize in the airline industry, a company
spokesman said.
Ahead of this event, Aisana Airlines received the certification of five-star airline
from the world-renowned airline research
organization "Skytrax" in April 2007.
Skytrax, which has been conducting surveys to passengers worldwide, has announced its Airline of the Year since 2000.
Skytrax's survey is well known for its
strict, reliable, independent and transparent survey which receives no funds from
any third party. The survey is conducted

'five-star' level carrier by the British transport research company Skytrax, becoming
one of the world's six carriers honored

are Singapore Airlines, Cathay Pacific
Airlines, Qatar Airlines, Malaysia Airlines
and Kingfisher Airlines.
"By winning the honor, Asiana Airlines
has been recognized as the best airline in
the world in terms of creative in-flight services," the spokesman said.
The national flag carrier provides various menus ranging from Korean to
Western; Chinese to Italian. It also lists the
calorie content of their meals for passengers who want to regulate their calorie intake.

Operation of OZ Quadra
Smartium
Asiana Airlines is operating new business class seats, dubbed "OZ Quadra
Smartium," which are arranged in a fresh
layout to make each seat more private and
comfortable, the spokesman said.
Since June this year, the company has
been applying a first-class standard to its
business class seats on selected routes.
"The effort is most visibly present in inflight meal menus created by celebrity chef
Edward Kwon and a wine lineup selected

The revamped seats are all about providing the utmost comfort

The number of seats in the business class areas for Boeing 777200ERs has also been reduced from 32 to 24.
Furthermore, each seat is equipped with a rotating dining table
and a cocktail table right next to the bed seat, on which customers
can put their laptops and newspapers.
Passengers can also store their shoes, plug in a power adapter
and connect a USB stick in the multi-functional storage attached
to the seat. "We are offering the best in-flight office environment,"
said the spokesman.
Introduction of next-generation airplanes
Asiana Airlines concluded a contract to introduce 30 next-generation new environment airplanes, called A350WXB, from 2016
on a gradual basis, by investing some USD 6.7 billion.
"Over the coming three years, we will also invest $70 million in
the project to upgrade in-flight facilities of 16 airplanes," he said.
"Under the belief that the best safety and service are the key factor to enhance international competitiveness, Asiana Airlines has
set up a mid- and long-term investment plan. Under the project,
we are now replacing existing B737 and 767 airlines with A321,
A330 and B777 ones. And we will introduce 30 new A350XWB
aircraft from 2016," said the spokesman.
A350XWB aircrafts boast of high fuel-efficiency, which shows
a 20-30 percent improvement when compared to existing aircraft
in fuel costs and safety.

Asiana Airlines and Edward Kwon, former chef of the sevenstar hotel Burj Al Arab of Dubai, signed a deal with the airline to
upgrade its catering services as of August 2010, the spokesman
said. One of the top 10 young chefs chosen by the American
Culinary Federation in 2003, Kwon has wowed the likes of former U.S. President George Bush and Madonna, he said.
Some creative dishes that will be introduced by Kwon include
"Peas, Bacon and Chicken Breast with Orange Cream" and
"Slow Cooked Chicken Breast with Onion Puree." The brandnew menus for all classes and routes are available on the airliner's
European routes.
The company also regularly invites top sommeliers from all
over the world for strict evaluation of the in-flight wine lineup, he
said. The latest event was held in April at the Incheon International Airport. A total of 22 local and foreign wine producers participated in the event and the sommeliers blind-tested 868 selections.

Would you like to introduce India on the occasion of Independence Day?
India celebrated her 64th Independence Day on August 15,
2010. It is a happy coincidence that the Republic of Korea also
celebrates their Liberation Day on the same day. It is a day to reflect on our growth as a modern nation over the past six decades
and learn from our experiences to work towards a beneficial future. India's journey since independence in 1947 has been remarkable. In these years India has emerged from the shadows of colonialism to a sizeable global power of reckoning. This journey has
reaffirmed our faith in secular and democratic institutions. India
is now the world's 11th largest economy and is growing rapidly
every year (7.9 percent in 2009). The world has taken notice of
India as a strong economy with decent economic development
being registered in the past two years amidst a global slowdown.
For India-Korea relations, the past six decades have been a

Will you explain the present bilateral trade
relations between our two countries?
Trade volume is increasing in line with expectations and bilateral trade during the first six months of 2010 has increased by 55
percent, with Indian exports having risen by 84 percent and
Korean exports by 42 percent. The historic Comprehensive
Economic Partnership Agreement (CEPA) between India and
Korea came into effect in January of this year. The Korea-India
CEPA is Korea's first free trade agreement with a member of the
BRIC nations and has the potential to increase bilateral trade to a
much higher level. Under CEPA, most of the major export items
from Korea to India enjoy reductions in tariffs. CEPA also
promises to open the Korean service sector to Indian professionals and will allow professionals in 163 occupations, including IT
experts and assistant English teachers, freer temporary transfer to
Korea. The potential for the success of Indian companies in the
Korean service sector is still to be realized.
What are some popular sightseeing destinations in India for Koreans?
People of India and Korea can develop a better appreciation of
each other through travel. It is hence our policy to welcome
Korean travelers - for leisure, study and business - to visit our vast

What are India's key and promising
industries?
India's promising industries are IT, infrastructure, steel, power,
automobiles and pharmaceuticals. The Services sector which has
been India's workhorse for well over a decade has continued to
grow at 8.7 percent in 2009-10. The Indian information technology (IT) industry has played a key role in putting India on the path
to economic success. For the past several years, India has been an
increasingly favored destination for outsourcing customized software development. The business model is that the export-driven
Indian software companies offer efficient and cost-effective IT
and ITeS services to their clients overseas. The Indian software
and IT services exports are expected to reach USD 49.7 billion in
2009-10. Indian IT companies are not only successful in English
speaking countries of USA and Europe, but also in Latin
America and in Central and East Asia. For example, in the case
of Japan, Wipro (www.wipro.com) engineers are designing carnavigation system software and support for Hitachi Ltd., and
medical scanners for Olympus Corp. Another Indian company,
Infosys (www.infosys.com) is working with Fujitsu Ltd. and

In what industrial sectors does India want
Korean firms to invest in?
India plans to promote an investment of USD 500 billion over
five years in the infrastructure sector for roads, power, ports and
FEZs. These projects open up huge potential for cooperation between our two countries. During the last few months, we have
had a number of business and investment delegations from India.
In April, there was a large delegation from the Ministry of Power
to explore cooperation in reducing distribution losses in India
based on technological progress made by the Korean electrical industry. Delhi-Mumbai industrial corridor is another attractive
project for establishing many industrial nodes between Delhi and
Mumbai encompassing 150 km on both sides of the Dedicated
Railway Freight Corridor running through six states (Haryana,
Uttar Pradesh, Rajasthan, Gujarat, Maharashtra and Madhya
Pradesh). This project aims to develop 24 industrial development
projects, 11 investment regions and 13 industrial areas with funding from the Indian government, World Bank and Asia
Development Bank. This project, with a total projected investment of USD 90 billion, offers major opportunities for collaboration between Indian and Korean companies.
What is the most important economic policy
that India is now pushing?
Economic policy in the coming years will be focused on infrastructure development in India and on creating employment in
the agriculture sector. As Hyundai, LG and Samsung here lured
in Indian consumers, Korean conglomerates are now eager to invest in the heavy industries and infrastructure projects of India.
Hyundai Rotem is already there as a partner for Delhi Metro.
Posco would become the biggest single FDI investor in India
when its plans to invest USD 12 billion on Iron & Steel Plant in
Orissa come to fruition. In terms of international trade, India's objective is an annual export growth of 15 percent with a target of
USD 200 billion by March 2011. Our relations with Korea are
slowly but surely progressing from trading partners to a more substantial partnership through joint ventures, as well as manufacture and technological tie-ups. We are hopeful that this year,
when ROK hosts the G-20 Summit, our bilateral relations will also reach a high pedestal.

Commonwealth Games from October 3-14

event in India since the Asian Games in 1982
The countdown has begun for the Commonwealth Games
(CWG), scheduled to be held in New Delhi, India October 3-14
2010, in which about 72 nations are planning to field teams.
Going by past records, when Delhi hosted first the first Asian
Games in 1951, followed by the 9th Asian Games in 1982, the
forthcoming event is speculated to have far-reaching consequences not just for the country's sports market, but also in the
fields of economy, tourism, transport and culture. The 2010
CWG are expected to give Indian sports a much-needed shot in
the arm, similar to the impetus it had received after hosting the
Asian Games in 1982 when it finished with an impressive 57
medals tally. When women's hockey debuted at the 1982 Asian
Games, India had the distinction of winning the first gold medal.
P.T. Usha also has its origins in the 1982 Asiad in which she won
two gold medals in the 100 meters and 200 meters. Conducting a
sporting event of the magnitude of the Common-wealth Games is
undoubtedly a matter of great pride for the country and is seen as
a step forward in giving a fillip to India's Images overseas. India is
being hailed as an emerging world economic superpower and the
Games can be the perfect showcase to present the country on the
world stage. It will also be a good opportunity for Delhi to portray
its grand heritage, juxtaposed with all the trappings of a truly
global city with world-class amenities. Among the many merits of
hosting the games would be the infrastructural, cultural and economic resurgence of Delhi. With CWG the landscape and skyline of the city are set to change forever. And the transformation
is understandably going to be fairly drastic. In addition to Metro
construction, road infrastructure is being expanded in a big way
with flyovers, cloverleaf flyovers and bridges of connectivity to
the Games Village and other sport venues. Not just Delhi, states
such as Haryana and Uttar Pradesh are also amending their infrastructure in keeping with the demands of the Games. The other
offshoots of the CWG 2010 would be the creation of new jobs, increased investment and a boom in the hospitality and tourism industry. According to official estimates, two million foreign
tourists and 3.5 million tourists are likely to arrive in Delhi in
2010 to witness the Games. In order to cater to the tourist influx,
the monuments and heritage buildings shall be refurbished and
the hitherto neglected areas of East Delhi will receive a striking
makeover. So what the games will essentially leave in its wake are
unprecedented infrastructure and civic facilities for Delhiites, be-

Overall, Mozilla Firefox has a strong feature set, good help/support, and fast speed
and compatibility. The browser is quite
simple and easy to use and is secure. It is a
good program for all of its users, and especially useful for students or others who use
the Internet for research.
Google Chrome
Google Chrome is an Internet browser
that was developed by Google. As of July
2010, Google Chrome was the third most
widely used browser with 7.16 percent of
global internet users using Google
Chrome as their browser, according to Net
Applications.
As an Internet browser, Google
Chrome has many easy-to-use features
and tools. Google Chrome has many
unique tab features. You can drag tabs
from the browser to make new windows,
rearrange tabs, and even duplicate tabs.
Each tab is run independently, so if one
tab crashes, it won't close your whole internet browser session. Chrome features
an Incognito mode, which means you can
browse in private. This allows you to open
sites and even download files without affecting your internet browsing history.
Afterwards, your cookies and passwords
are deleted after you close the incognito
window. A user can have one browser
window open in normal mode and another in incognito mode. Another feature is
the anywhere drag and drop feature,
which allows you to drag text or a link
from anywhere on a web page and put it
directly into your search bar. The latest
version of Google Chrome is Google
Chrome 5, which was released earlier this
year. However, beta versions of Google
Chrome 6 have also been released.
Internet Explorer
Internet Explorer is a web browser that
was developed by Microsoft. This has
been the most widely used web browser
since 1999. During 2002 and 2003, it
reached a peak of about 95 percent usage
share with Internet Explorer 5 and
Internet Explorer 6. Due to the release of
other new internet browsers, the popularity of Internet Explorer has declined.
However, according to Net Applications,
Internet Explorer was used by about 60.74
percent of all internet users in July of 2010.
Currently, the latest version is Internet
Explorer 8. As of right now, they are currently developing Internet Explorer 9 for
release in the near future. The Internet
Explorer 9 Public Beta will be launched on
September 15, 2010.
Internet Explorer 8 has many special
features. Using the Accelerators feature on
Internet Explorer 8, a user can quickly perform browsing tasks without navigating to
other websites. With this feature, simply
highlight text from any webpage and then
click on the blue Accelerator icon that appears above the selection to obtain driving
directions, translate and define words,
email content to others, search with ease,
and more. Another feature is the Web
Slice feature. Using this feature, you can
keep up with updated sites directly from
the Favorites Bar. When you add a website to your favorites bar using Web Slice,
this feature will highlight the website when
new and updated information appear on
that website. All you have to do is click on
that highlighted section, and it will take
you to the website where you will find updated information. Lastly Internet
Explorer 8 has improved their safety features. This browser protects you from malware and phishing, as well as other emerging threats.
There are other internet browsers that
are used, but they are less popular compared to these top three. However, when
one chooses an internet browser, they
should research information about each
browser and find out what fits best for
them. This way, an internet browser can
provide its users with the fastest, safest,
and most convenient and effective internet

Tax Reduction Application
 Prior Checking on Businesses Eligible for Tax Reductions
According to the Foreign Investment Promotion Act, foreign investors and foreign-invested companies may request the Ministry of Strategy and Finance to
check on the eligibility for tax reductions prior to the notification of foreign investment. The Ministry of Strategy and Finance determines and notifies the investor
of eligibility within 20 days of the application.
Simply checking whether or not there is high technology does not make the validity of the decision to reduce taxes recognized. Therefore, a separate tax reduction
application has to be made after notifying the foreign investor.

 Tax Reduction Application
The tax reduction application of foreign-invested companies shall be made through the Ministry of Strategy and Finance.
However, the Ministry commissions the supervisory authority to authorize the receipt of tax reduction application and tax reduction change application for foreign investments in free trade zones and decisions, confirmation, notification regarding reduction, change in reduction details, and reduction eligibility.
The application deadline for new corporations is the end of the taxation year which the business commencement day of the foreign investment company belongs to for new corporations. For capital increase corporations, the deadline will be determined according to the new investment tax reduction regulations of the Tax Exemptions and Exceptions Act (Paragraph 2, Article 121 &
Paragraph 3, Article 121). However, if foreign-invested companies increase capital within the range of the notified amount of
foreign investment confirmed at the time of determining tax reduction within 3 years of the initial tax reduction notice day after
the foreign investment notification, the increased portion shall receive tax reduction without having to apply for reductions (applied to the initial portion of capital increase since January 1st, 2006). Also, when changing the business subject to tax reduction,
and wishing to receive reduction to the changed business, it shall be done within 2 years after the date of the cause for change (reductions will only apply to the remaining period in such cases). If reduction applications are made and accepted for tax reduction
after the tax reduction application deadline has passed, reductions will be granted to the taxation year of the reduction application date. However, tax already paid shall not be refunded.

Tax reduction change application refers to an application on changes in the business accepted for tax reduction (business eligible
for tax reduction). If changing the details of the foreign investment notification, such as the foreign investment amount etc., and
if such changes are made, the initial tax reduction decision continues to have effect, according to the details of the application to
change foreign investments or foreign-invested company registration. Simple changes in the corporate name or the location are
not subject to tax reduction change application, and hence shall be notified to the district tax office or the local government.

 Decision and Notification of Tax Reduction
When there is an application for tax reduction, or for changes in details of tax reduction, the
Ministry of Strategy and Finance shall review whether the application is eligible for tax
reduction, and determines and notifies the applicant of the eligibility of reduction and any
changes to details of reduction within 20 days of the application. However, in unavoidable
cases when it would take a long time to determine the eligibility of reduction and changes to
the details of reduction, the processing period can be increased up to 20 days. In such cases,
the cause and time to process is relayed to the applicant.
When a decision has been made on a tax reduction or change to the details of tax reduction,
the Ministry of Strategy and Finance notifies the commissioners of both the National Tax
Service and Korea Customs Service of the decision, as well as the head of the local government of the district of the concerned factory facilities.
When non-eligibility for reduction decision is made for industry support services and hightech businesses, advanced notice shall be issued within 20 days of the application. Upon the
receipt of the advanced notice of the decision, the recipient may attach materials and make a written request for the review on
the appropriateness of the notice. The Ministry of Strategy and Finance shall determine and notify the applicant of eligibility for
reduction within 20 days of receiving the application.

This month, I will participate in volunteer work along with college students for
20 days in the Yanbian Korean
Autonomous Prefecture (Northeast
China) to provide educational services to
the disabled, the elderly and orphans.
Since 2000, free IT education has been
provided in the Yanbian Korean
Autonomous Prefecture during winter
and summer vacations without fail. Last
Dr. Choi Seong, Professor of
summer, while volunteering in Yanbian,
Computer Science at Namseoul
University
I happened to meet a special man who
took care of orphans abandoned by North Korean defectors. His
name was Han Chul-Bum, an ethnic Korean living in China,
who was running a charity center called Aeshim. This man, who
claimed to be a descendant of North Korean partisans (communist sympathizers during the Korean War), built a shrine for
Manchuria independence fighters who fought against Japanese
colonial rule. He was the highly-respected leader of the ethnic
Koreans living in China. He told us that his hope was to see the
two Koreas put their differences aside and reunite for the sake of
the generations to come. He asked us to work hard for national
unification. At the end of this month, the government of the
Yanbian Korean Autonomous Prefecture will hold the 5th
Korea-China IT (Yanbian) Forum and the International
Exhibition in its capital YAN JI. The Forum is scheduled to be
held on August 29th at the Grand Hall of Yanbian Baek-San
Hotel. This year's theme, like last year's, will be "cultural originality", which indicates that the Yanbian Korean Autonomous
Prefecture is pinning its hopes on the promotion of the IT industry including the games and animation industries. In addition, I
have delivered a keynote speech each year since the first KoreaChina IT Forum. The theme of the keynote speeches has also
been cultural originality. Last year, I delivered a keynote speech
on ways to create the 13th Yanbian sports team, and intend to
make a presentation on outsourcing 3D visual technology to
Yanbian this year. The reason why the Yanbian Korean
Autonomous Prefecture is keen on the contents industry among
other IT industries is because Yanbian stands at the crossroads of
China, Korea, Japan and Russia against the backdrop of growing
economies in Korea and China, far-ranging cultural exchanges
between Korea and China and the unstoppable opening of the
Tumen River region. In particular, in an era of globalization
when the information industry is growing rapidly, the Yanbian
Korean Autonomous Prefecture's unique culture, history, geography and language-wide advantages are revitalizing IT exchanges

between Korea and Japan. Yanbian is indeed emerging as an IT
hub in East Asia. Moreover, to provide platforms for IT companies in North East Asia, Yanbian is ramping up cooperation in
the IT sector by building a Korea-China software industrial park.
Last year, for example, the International Exhibition put various
software products, made by North Korea, on display -- such as
biometric authentication (fingerprints, irises, voice and face
recognition), machine translation, DRM and image processing
technology. These products were mainly produced on a demand
basis, not for development purposes. These products bore a label
saying, "In the hopes of software development orders, joint development and joint R&D projects between China and Japan, we do
our best to maximize customer satisfaction in terms of product
quality, development time and costs". North Korean R&D workers dispatched to China are no less than IT prodigies. They are in
the top 0.1 percent of North Korea's college graduates, so they are
under direct control of the North Korean government.
Academic papers introduced by the North Korean journal
"Information Science", whose fourth issue was published in 2008,
show that only those papers that cover both the development of
mathematical algorithms and test results of developed programs
appear in the journal. Judging from this, North Korea's prowess
in developing mathematical algorithms has been proven. What's
more, I have witnessed North Korean software developers working on software programs day and night even on weekends in
Danding China and Yanbian. Therefore, I saw unlimited potential lurking in IT talents, who are armed with strong knowledge in
mathematics and physics.
Economic cooperation should take center stage of South
Korea's unification policy. Offering unconditional aid to the
North will end up stripping North Korea of its self-sustaining abilities. One of the ways to help the nation economy-wise is to create
jobs. And we need to thrash out a win-win strategy, which is focused on turning North Korean IT talents' technological innovations into economic benefits. By allowing them to enjoy economic prosperity, we can expect more openness in their ways of thinking. Thus, in the spirit of brotherhood, we should give North
Korean IT talents opportunities to prove their worth.
By doing so, they will learn that there are different ideologies
and ideological freedom translates into high-level originality. The
driving force behind the two Koreas' future, peace and prosperity
will gain momentum when the whole nation obtains harmony in
national sentiment and national bonds. Once young people living
in the two Koreas demonstrate their ability to the fullest and develop world-class IT technologies, the two Koreas will be greatly
touched.

21st Century’s IT-engrafted Version
of Jesus Miraculously Feeding 5,000 People

Engel's coefficient, the percentage of food costs to total spending, is generally regarded as an indicator of the standard of living
in each country. Yet it may convey different meanings depending
on individual culture and ethnic characteristics.
In terms of having meals three times a day - breakfast, lunch
and dinner, there is no significant difference between the rich and
the poor. However, there are as many as 60 million people, 1 percent of the world's population, that are suffering from starvation,
whereas as much as 4 percent of the world's food production has
to be disposed of after it has passed its expiration date. If only the
amount of the disposed food could be reduced to 1 percent and
the saved food given to the starving, we could defeat the famine in
the world. This could be called "The 21st Century's IT-engrafted
Version of Jesus Miraculously Feeding 5,000 People," for this will
be similiar to the miraculous achievement that Jesus was once cited as doing.
As an example, in North Korea (DPRK), the number of disabled and malformed children is said to be increasing at an alarming rate and the major cause cited is infant malnutrition, especially among babies under 2 years of age. On the other hand, in
South Korea, more than 4 percent of dairy products, a much
higher rate than any other groceries, end up being thrown away
due to the expiration date. (Milk production in 2007 for Rep. of
Korea was at USD 582 million while it was USD 25.5 million in
the DPRK). In addition, reprocessing the extra milk in order to
store it longer does not bring enough economic benefits but worsens the situation. Annually in Korea, approximately KRW 3 trillion worth of expired food has to be disposed of and KRW 30 trillion in Japan. Now, who could deny the responsibility for those
disfigured children, when, after decades, the two Koreas are likely
to be reunified?

The "Barcode" system which was first developed and introduced by IBM in 1973 has been playing a crucial role in food production and distribution worldwide. In the 80's the patent period
for IBM expired and the ISO15420 international standard code
system has recently been implemented. The barcode system has
been contributing so much to the modern world that now it is almost impossible to manufacture, distribute and sell products
without it.
In the case of products with limited circulation periods such as
groceries, pharmaceutical products and cosmetics, their expiration dates have been only manually (visually) identified and there
has been no automated identification system available. As a result
of that, even the cutting edge management systems including
SCM (Supply Chain Management) and ERP (Enterprise
Resource Planning) information technologies could not bring any
substantial improvement.
The current system leads to:
Consumers who visit stores to buy groceries tend to choose the
freshest product among similarly priced items. Consequently,
even though there are many products displayed to be sold, the
newly arrived products are clearly preferred over those "older"
goods -even if it's a day or two- by most consumers.

System as well as Problems
Visible marking of production and expiration dates on
processed food products is mandatory. Under the current competitive market system, it is inevitable for food producers to supply their goods excessively. Thus, 4 percent of the whole grocery
products, on average, are disposed of.
Through a modified, digitalized and improved distribution system it is possible to cut down the disposal rate of the expired food

The Time Barcode system consists of two parts, the existing 13digit barcode and the 5-digit version for extra information including production and expiration dates. The Time Barcode system is
fully compatible and interoperable with the current system for
equipment such as POS terminals and Barcode scanners. It does
not require any additional hardware. Only with a simple software
upgrade, existing systems can perform various functions as
shown in Figure 4. The Time Barcode system enables us to perform various tasks, such as discounted sales for products according to the elapsed time, real-time inventory control and automatic
sales control (in the case of expired products). Time Barcoded
products can be sold under a flexible price scheme in accordance
with their freshness. Consequently, consumers can decide
whether they buy “less fresh” products for a discounted price or
“very fresh” products for the full price. The discount rate is automatically applied every time a customer checks a product out.
According to a Food R&D research report, over 70 percent of
consumers expressed their preference for discounted “less fresh”
groceries over full priced fresh goods.

As for sellers, they would also benefit from automated inventory control under FIFO (First-In, First-Out) scheme, which becomes possible by introducing the flexible price system rule based

on elapsed time. Moreover, retailers and manufacturers can use
those functions to optimize the supply quantity by real-time stock
monitoring and subsequently reducing the cost caused by disposing expired products. This will save a significant amount of resources which, in turn, can be used for the poor by donating them
to organizations such as Food Bank. The issue of consumer protection and food safety is now raising more and more public attention. Blocking the sales of certain products manufactured on a
specific date, at a particular place or even from potentially contaminated ingredients, can be done only by scanning the Time
Barcode at the terminal in the grocery store, in the case of food
safety incidents. It will also automatically block the sales of expired goods. Such a system is called a Digitalized Sales Control
System.

Even though it seems to be very challenging to expand this system to some traditional markets and stores which do not use the
POS system, the system can be easily implemented on any
premises with POS system. In the Seoul Metropolitan Area, for
example, more than 85 percent of shops and stores are now using
the POS system. If the Digitalized Sales Control System is fully
implemented, it will become a more dynamic and effective control system that will replace the current analogical control system.
Every year, the number of products with mandatory production
information is dramatically increasing. Among those products,

there are livestock products such as beef, poultry and agricultural
fresh products. Especially for agricultural and marine products,
GAP (Good Agricultural Practice) is regarded as important.
However, GMP (Good Manufacture Practice) for processed
products is also crucial. The label should also contain correct information on production history such as origins of each ingredient, whether the GMO crops were used or not and manufacturing dates (for some fresh products, even exact time). The ingredients for each processed good are always different from one another depending on their production lot, which makes it almost impossible for the manufacturer to correctly print the information on
the packages. This Item Level Traceability by production lot can
only be achieved when all the information mentioned above is
digitalized and traceable from the very beginning of the production. Using Dynamic Supply Chain Management with the Time
Barcode system, it is possible to trace down not only the place of
origin of one product but also the origin of its individual ingredients.

The Temperature Traceability System is applied under the
TTT (Time Temperature Tolerance) scheme, as it is significant to
keep certain goods within a tolerable temperature range throughout the supplying procedure. This requires on-going monitoring
of changes in temperatures (temperature tacho-meter) and traceability. The dynamic supply chain management with Time
Barcode enables us to track down the changes in storage and delivery temperatures. Currently, Pulmoowon, a well-known
Korean tofu manufacturer, is using the dynamic supply chain
management system on its products while disclosing necessary
information to its consumers including records of temperature
and changes of ingredients in processed food, which changes
every day per lot. The other KFHI food safety traceability and
Dynamic SCM project was launched by Korea Ginseng
Company in 2010. The dynamic supply chain management system with Time Barcode can reduce the current waste rate from 4
percent to 1percent, as it will provide not only food traceability
but also digitalized logistics for food products. The profit gained
from the system can be shared among manufacturers, retailers
and system integration companies. The un-sold food will be then
distributed to food bank services free of charge prior to expiration
dates. It may sound somewhat idealistic and theoretical, but there
are currently as many as 60 million people in the world, which is
1 percent of the world’s population, who are suffering from starvation. If 1 percent of the world’s food could be given to them,
there would be no famine on Earth, and that would be as miraculous as when Jesus was said to have fed five thousand people with
five loaves of bread and two small fish.

Rendezvous with
Samsung Galaxy S
After such a long wait, I finally got my
Samsung Galaxy S on July 20th, 2010. I
activated it the next day, and I was as happy as a kid who received the new toy he
wanted on his birthday. The Galaxy S was
pretty impressive; it was well packed with
a bright display along with a bigger screen
size than my existing iPod touch.
Like any other gadget lover, I played
around with it for a while before getting serious with its use. I was looking for the
ways and means to interface this device
with my laptop so that I could consolidate
my existing iPod touch and phone into
this new much awaited gadget. Everyone
in our organization had been anticipating
the release of the Galaxy S for months

since it was announced that all employees
would receive one of the smartphones.
Thanks to a colleague of mine who advised me to download a driver from the
Samsung site, I ended up finding the
"Kies" software on the Samsung website.
Though I didn't know what it was, I just
downloaded it and was pretty satisfied
with its interface and easy navigation.
So by now, you will have realized that I
was happy with my new toy, but unfortunately that happiness was short lived. I became disappointed in both the Kies and
the Android itself.
Let us look at the Android first:
I fail to understand why everything re-
volves around the Gmail account. I understand Android comes from the Google
den, but I am sure Google is not silently
pushing Gmail as it is already a proven
email solution. As a side note, I am a big
fan of Google, and use most of their products & services.
When I realized that I had no choice except to use a Gmail account, I configured
my existing and primary Gmail account
on the device, which in turn transferred all
my email, contacts, Gtalk buddies, etc onto the phone, which I didn't want. I repeatedly tried to stop the sync, but it seems that
the Galaxy S went deaf and failed to recognize my request as it frequently toggled
between Sync on/off. For the record, it

wasn't the first touch interface I'd used.
Dear friends at Samsung,
please have a look at it.
Post sync, I realized I have my world of
Gmail including contacts, calendar,
Gmail etc in my hand, which I never
wanted. So the obvious choice was to remove the account and I was happy to notice that there is an option to remove it, but
that happiness was short lived as at one
point it told me that in order to remove the
primary account I had to reset the phone
to the default or factory settings... One
more bummer: all of my settings, which
included a few punched in contacts, call
logs and messages, got wiped out after I reset the phone to default settings (which I
anticipated, but at the same time I was left
with no options).
Our internal IT department had a plan
to get us a collaboration portal on our mobile devices some time very soon, and I
thought that until it gets executed I ought
to sync my outlook calendar as I didn't
want to carry multiple devices. Again my
wish was rejected, as I was faced with one
more road block "You've got to have a
Google account configured on the device
to sync your calendar."
Next, I thought to purchase some apps
from Google market place, again you
need to have a Google account and ID
configured. Why can't it be open access? If
you want to download anything you must
create a profile on Google market and
control transactions from there.
And then I decided that I didn't want to
sync my primary Google account onto my
phone because I'd have many more contacts, email etc, much distraction on my
primary Google account, so why not create one more Gmail account? However, I
had nightmares when I thought of syncing
and controlling multiple Google accounts.
I am sure there will be a way, as Gmail
has flexibility with POP, & IMAP but still
it is very tricky and needs more filtering
options.
I can go on and on, but overall I would
say my experience with Apple products

thus far has been superior to Android. No
wonder why Apple products are the most
sought after.
Now let us have a sneak
peek of Samsung S & Kies Much like my initial excitement, the interface turned out to be a sheer dissatisfaction. It took me a day to realize interface
slows down if I open two or three internet
explorers on my laptop. Speed and interface are always debatable, but allow me to
share one specific functional experience.
My first step and foremost requirement
was to somehow get my contacts into the
phone, and Kies provides a very easy and
intuitive interface and I was happy to realize that all my outlook contacts on my
phone and I didn't dive in details like field
mappings, etc.
Later in the day, I fixed some contacts
on the Phone and synced them back using
Kies and it was good to notice that the program noticed some changes. I selected the
phone as the master record and bingo all
my changes got transferred to outlook. I
was glad to notice that at least contacts
sync is up to par. Alas, this happiness was
short lived when I realized that Kies
messed up my contact names by merging
last, middle and first name in one field (in
the outlook client). I am so mad at Kies!
How can it do it like that?
One more thing, it took me time to figure out trigger point to get songs from my
PC to the device.
I bet you will agree with me, the system
needs better placement and a clearer indicator to sync/exchange content between
the PC and the device.

In my opinion, there is a strong lesson
to be learned from Customer Experience how a customer feels and responds to the
service or product at the emotional level. I
feel products/services that touch customer
both emotionally and functionally are the
ones which last longer with high brand
loyalty.
Talking again about the pure hardware "Samsung Galaxy S", if you need to
add/remove external SD card you got to
remove the cover i.e. open the phone what kind of an experience is that...
Shouldn't the end user be allowed to interface seamlessly with it? Things get even
more complicated if you have a protective
cover (which one surely will have). With
high probability I can say, if you're a frequent external SD card user, within no
time the back cover of the device will
loosen its grip with the casing.
My intention of this write-up is not to
complain about Samsung or Android, but
to highlight a point that Apple has set the
bar high for smartphones, and Samsung
fails to exceed or for that matter to come
close to its competitors.
There is a lesson for the pure play hardware manufacturers to think beyond hardware as it is the combination of hardware
and software which makes the customer
happy and enhances customer experience.

Wireless Body Area Network
for Ubiquitous Health Monitoring
Current healthcare systems are facing
new challenges due to the rate of growth
of the elderly population (age 65+) and
limited financial resources. According to
the US Census Bureau, the number of senior citizens (65-84) is predicted to double
from 35 million to 70 million by 2025 [1].
This trend shows that the world elderly
population will double from 375 million in
1990 to 761 million in 2025. Furthermore,
overall healthcare expenditure in the US
was USD 1.8 trillion in 2004 and this
number is projected to triple by 2020 or 20
percent of the US Gross Domestic
Product (GDP) [2]-[3]. The impending
health crisis attracts researchers, industrialists, and economists toward optimal and
quick health solutions.
The non-intrusive and ambulatory
health monitoring of patient's vital signs
with real time updates of medical records
via the internet provides economical solutions to the challenges that health care systems face. The remote monitoring of body
status and the surrounding environment is
therefore becoming more important for
sporting activities, members of emergency,
military and health care services.
Competitive international sporting
events require athletes to be at the very
pinnacle of fitness with every muscle used
to its utmost. Furthermore, many body
processes are traditionally monitored and
separated by a considerable period of time.
This can give an incomplete picture of
what is really happening.
Consider a patient visiting a doctor for
a blood pressure check; he/she may be
anxious and thus have elevated pressure

resulting in an inaccurate diagnosis. If,
however, the patient can be fitted with a
simple monitoring system that requires no
intervention, then a picture can be built up
of how the pressure changes throughout
the day when he/she goes under normal
conditions. This gives a better picture of
what is happening and removes inaccurate
results caused by a visit to the doctor. To
achieve these requirements, monitoring of
movement and body processes are essential. This monitoring requires the sensors
and wireless system to be lightweight and
integrated unobtrusively into clothing.
A Wireless Body Area Network
(WBAN) allows the integration of intelligent, miniaturized, low-power sensor
nodes in, on, or around a human body to
monitor body functions and the surrounding environment. Each intelligent node
has enough capability to process and forward information to a base station for diagnosis and prescription.
A WBAN provides long term health
monitoring of patients under natural physiological states without constraining their
normal activities. It can be used to develop
a smart and affordable health care system
and can be a part of diagnostic procedure,
maintenance of chronic conditions, supervised recovery from a surgical procedure
and can handle emergency events [4].
Figure 1 shows the WBAN architecture
for ubiquitous health monitoring where
the WBAN traffic is classified into On-demand, Emergency, and Normal traffic.
On-demand traffic is initiated by the coordinator or doctor to acquire certain information, mostly for the purpose of diagnos-
tic recommendations. This is further divided into continuous (in case of surgical
events) and discontinuous (when occasional information is required).
Emergency traffic is initiated by the
nodes when they exceed a predefined
threshold and should be accommodated in
less than one second. This kind of traffic is
not generated at regular intervals and is totally unpredictable. Normal traffic is the
data traffic under normal conditions with
no time-critical and on-demand events.
This includes unobtrusive and routine
health monitoring of a patient and treatment of many diseases such as gastrointestinal tract, neurological disorders, cancer detection, handicap rehabilitation, and
the most threatening: heart disease.
The normal data is collected and
processed by the coordinator. Depending
on the application requirements, the coordinator may contain a wake-up radio circuit to accommodate life-critical events.
The coordinator is further connected to
telemedicine and medical servers for relevant recommendations. In a nut shell, the
proper integration of WBAN in smart
healthcare systems can not only prevent
the occurrence of myocardial infarction
and other life-threatening diseases but can
also support a variety of non-medical applications including sporting and entertainment applications.

Why teenagers
don’t follow others - Twitter

Twitter may be growing in popularity
among younger people, but it's largely a
grown-up affair for people who have expensive smartphone plans and spend a lot
of time marketing, networking, and reporting. The teens that sign up for Twitter
realize that no one is viewing their profile,

so their 'tweets' are pointless. The question
is: why don't more of them put in the time,
the way they did with Facebook?
One reason is that they don't yet see the
value of Twitter as we adults have fashioned it: a rapid ticker of interesting links,
breaking news, and networking opportunities; they aren't old enough to. Teen entrepreneurs, such as the shoe-collecting blogger Jane Aldridge, who runs Sea Of Shoes,
are making forays onto Twitter, but they
are tentative.
The second reason teens aren't rushing
to Twitter follows the first: the site is
aimed at adults. For instance, many
teenagers question why UK's most famous
Twitter user, Stephen Fry, attracts so
many followers. No doubt Aldridge, because she is a mini-mogul, was told by older people that she just had to join Twitter.
But where and how does a regular
teenager start to feel that they are a part of
this new world? How does anyone?
Facebook was targeted at college kids and
trickled down to teens before it trickled up
to adults. Teens are all over social networking sites, but the only site they mention by name is Facebook. Sure, teens
might be embarrassed and annoyed that
the Stephen Frys of the world (including
their parents) are now on Facebook, but it
was the teens' site first.
Perhaps educators and parents should
be grateful that teens haven't yet migrated
to Twitter. It's an imperfect system that
moves too fast. Valuable time is spent
learning how to use, tweak, and customize
Twitter, gain followers, gain friends, and
actually benefit from the tidbits and links
that are tweeted.
And what exactly are the benefits? That
the Internet now looms largest (and larger
than ever) in our lives? Social media is
more of a conduit to more media than it is
a conduit to socialization. It is a feed and a
factory of information, but it churns out
high page views, rapid click-throughs, and
infinite little doses glugged back like a rainbow cocktail of drugs. Is this how we want
young people to consume information?
When teens do use the Internet as a
source of information for a variety of topics, they turn to Google. Google is still our
compass, no matter which social media
vessel we ride. But, it is rare for Google to
provide answers. Google provides facts
and information, but unfortunately they
can be confused for one another, especially by younger eyes.
Teenagers are one of the most active
Internet users. They listen to music, socialize, play video games, and watch videos
and movies. Yes, they seek out information on the Internet, but only because
they're already online. For some students,
what are they finding in place of books? If
they're seeking information other than
their friends' latest Facebook wall posts
and status updates, they're finding it on
sites that are largely unaware of their presence, and unaware of how they are interpreting and using the information provided.

The Inaugural General Assembly of the World e-Governments
Organization, hosted by the city of Seoul, is to be held in Seoul,
the Republic of Korea from September 6 through 8 under the auspices of the United Nations Project Office on Governance (UNPOG) of UNDESA. It is to bring together mayors, chief information officers, and IT experts from over 50 cities and local governments including Barcelona, Chengdu, Frankfurt, Mumbai,
Nairobi, San Francisco, São Paulo, Tel Aviv, and Vladivostok.
The Inaugural General Assembly, opening under the theme of
e-Sharing for All, will discuss ways to achieve green growth utilizing IT technologies, advance administrative efficiency and transparency, and attain co-prosperity by resolving the digital divide
between and among cities in the world. At the opening session of
the Assembly, Darrell M. West, Vice President of Governance
Studies and Director of the Center for Technology Innovation at
the Brookings Institution in Washington, D.C., will keynote the
theme e-Sharing for All, and the following meetings will discuss
organizational statutes, election of a chair group, projects for in-
ternational collaboration, and future development. In addition,
the exhibition on ICT products and services as well as the workshops concerning GIS, ubiquitous-City, Creative Commons
License, and United Nations e-Cities Network are designed to
share the latest knowledge and practices on e-governance.
World e-Governments Organization pursues sustainable city
development based on e-government by fostering collaboration
among e-governing cities, and it is to be officially launched in
September 2010 after years of preparation with the World eGovernment Mayors Forum 2008 and the World Cities CIO
Forum 2009. The World e-Governments Organization developed the e-Sharing for All Initiative to coordinate joint projects
between cities with good practices and cities with requests for
benchmarks on such practices. It is expected that the donor city
will enjoy the benefits of improving its international profile, exerting leadership, and exploring overseas business opportunities
while the recipient city will improve its administrative transparency and efficiency.

on Samsung BADA Platform
Utility, entertainment apps a big presence on Samsung’s popular apps list
An application that turns the Samsung Wave (S8500) into a
flashlight tops Samsung Apps' list of 10 Most-Downloaded Apps
from June 1 to mid-July.
Utility and entertainment apps dominated the list released today by Samsung Apps, the application hub for leading mobile
phone provider Samsung Electronics Co. Ltd. Magic Torch,
which transforms your phone into a flashlight with four different
screens - standard light bulb, ecological light bulb, neon light bulb,
and white screen - topped the chart as the most-downloaded application throughout all countries.
Another utility app, MyMirror, which turns the phone into a
mirror using the camera device, featured on the list at No. 7,
while entertainment programs filled out the rest of the field. The
top 10 apps for the Wave were: Need for SpeedTM Shift (games),
Illusions (entertainment), South Africa 2010 (entertainment),
Real Football 2010 (games), BatteryLife (productivity),
Basketball (entertainment), Shot Gun (entertainment) and
Exciting Freekick (games).
"Response to Samsung Apps has been tremendous in our target
markets, and a lot of it is because of the popularity of utility and
entertainment apps," said Kanghyun Kwon, vice president,
Media Solutions Center, Samsung Electronics. "The days of using a phone just for talking are long gone - functionality is key
now. With Samsung Apps, we aim to fill the need for functionality and practical apps for all of our existing Samsung customers, as

Jeju Science Park to Be the Center
of High-tech Destination

According to the the latest 2009 IMD (International Institute
for Management Development) report on competitiveness, South
Korea is one of the most technologically and digitally advanced
countries. It has strong competitiveness in the science and social
infrastructure fields, ranking second in scientific infrastructure criteria after Germany and ranking fourth in technology infrastructure criteria after the U.S., Germany and Canada. Korea is a
global leader in electronics, digital displays, semiconductor devices, stem-cell technology and mobile phones. The Korean government desginated Jeju as special-self governing province the island as a free international city, where people, goods and capital
flow freely through tourism, education, healthcare and green primary industries. Those elements synergically integrate with
knowledge-based high-tech industry in the development of Jeju
Free International City. Jeju Free International City
Development Center (JDC), which is a government organization, backed by the Ministry of Land, Transport and Maritime
Affairs and in charge of developing six core projects including
Jeju Science Park, designated 271.4 acres in Aradong for Jeju
Science Park. It is located on a small hill in a beautiful natural setting about 20 minutes by car from Jeju International Airport. Last
March it held a building dedication ceremony as it completed site
preparation and multi-tenant buildings. It is the first completed
project among JDC's six core projects. The prime minister, government officials and high-tech industry related officials participated in the ceremony.
Forty-two enterprises and organizations such as Daum
Communication, the 2nd largest portal site in Korea, SK Energy,
ESTsoft and Korea Basic Science Institute have already moved to
Jeju Science Park. Recently SK Energy moved to Jeju Science
Park as the lead enterprise in a consortium for Jeju Smart Grid
Demonstration Project. Also CT&T made on agreement with
JDC to build a plant for electric vehicle in Jeju Science Park.
Jeju Science Park provides financial support through five part-

nerships with banks and the government through loan, grants,
and tax incentives. It also offers intellectual capital through national and regional R&D centers and three universities, human
resources from partner universities, expert service from Korean
Intellectual Property Office and other service providers and networks with overseas science park. It has established networks
with STSP and CTSP in Taiwan, Ascendas in Singapore, Ulm in
Germary, Technium in the U.K. and Tuspark in china and has
joined NBIA in the U.S, ASPA in Korea and IASP in Spain.
Based on its development program Jeju is transforming into a
high-tech destination of Korea. It is designated as smart grid test
bed and online electric vehicle test area. It is also home to national R&D projects developing sea wind power generators, electricity storage, wind power generators, solar power generator, digital
power transmission plant, smart power distribution, smart home,
apartments and factor and service center for renewable energy.
Regarding biological R&D resources, it has over 8,000 species
as a UNESCO Biosphere Reserve. The Korea Ocean Research &
Development Institute (KORDI) is developing bio ethanol fuel
utilizing marine algae in Jeju. LIVECHEM studies Seanol,
brown algae in Jeju, obtaining patents for applications to aging
and lifestyle-related chronic diseases and is authorized by FDA as
new dietary ingredient. So far 60% of land parcels have sold to 14
corporations and 35% of office units leased to 28 corporations.
Multi-tenant buildings are reserved for SMEs and branches of
multi-national companies. A business incubator will be established for start-ups and growing companies and hot-desk service
will be provided for pre-start-ups. The CEO, one of the new tenants, Daum Communication said, that moving to Jeju has been a
pleasant experience. He remarked that Daum's recent hit services
were born in Jeju. He sees this success as a result of improvements in productivity thanks to the creative working environment
on Jeju. Jeju Science Park also is open to foreign start-up businesses and branches of multi-national R&D centers.

Nuclear Energy 4/ South Korea Strengthens
its Power Game
Lee Myung-bak, President of Korea, smiled as he shook hands
with United Arab Emirates (UAE) President Sheikh Khalifa in
Abu Dhabi on Dec. 27, 2009. That was the historic moment
South Korea clinched its deal to build the first Arab nuclear power plant. The project involves construction of four nuclear power
plants, with commercial operation of the first unit scheduled for
2017. The deal covers a broad range of cooperation, including operation and human resource development. It even extends to military cooperation. In a news conference broadcast live in South
Korea, Lee said with satisfaction, "Now we have become a country that can export nuclear power plants. As a Korean citizen, I
feel proud." South Koreas price for constructing the nuclear
plants is said to be around USD 20 billion (1.7 trillion yen), about
30 to 40 percent less than the price demanded for rival bids by
French and Japan-U.S. consortia. According to several people involved with the Japanese bid, "(Winning the contract) was a national priority for South Korea. It had the full backing of the government. They wanted the contract, even if it entailed making a
loss. Apparently they wanted to establish a track record of nuclear
exports." However, Koo Han-mo, vice chairman of the South
Korea Atomic Industrial Forum, countered: "The contract price
is sufficient to assure an adequate profit." The competitiveness of
the bid was greatly enhanced by constraining overall costs
through reduced construction time, low labor costs and high capacity factor.
Mohamed Al Hammadi, CEO of the Emirates Nuclear
Energy Corp., which has overall responsibility for the Abu Dhabi
nuclear project, emphasized factors other than price. He said the
reason was the credibility of the South Korean consortiums total
package. In the case of the Japan-U.S. and French bids, the plant
makers were the front line negotiators. In contrast, governmentowned utility Korea Electric Power Corp. (KEPCO) was the single point of contact for the South Korean bid.
KEPCO put together a consortium including design, construction, reactor making and fuel supply companies. It is said that for
UAE, which has no experience operating nuclear power plants,
an attractive aspect of KEPCOs bid was that it included operation
after the plant is constructed. Besides nuclear power plants, South
Korea continues in its rush to win orders for construction of
buildings and factories in the Middle East. According to a
Japanese diplomat, in the UAE, "Japanese companies feel they
have a one to nine win-loss ratio in their competition with South
Korea." The situation is the same as in the electronics industry,
where major South Korean companies Samsung Electronics Co.
and LG Electronics Inc. have greater penetration than Japanese
companies in newly industrializing countries.
South Korea began positioning itself to win nuclear power
plant exports at the beginning of the 2000s. Korea boasts a worldbest capacity factor--in the 90-percent range--for its own plants,
and it has had no serious accidents. This gave it confidence in its
technological skills. However, it failed in its attempts to sell nuclear power plants to countries such as China, South Africa and
Vietnam. The reason was that it lacked core technology and a
track record for exports. South Koreas nuclear power plants, the
first of which began operating in 1978, were based on technology
developed in the United States. To this day, South Korea still depends on overseas companies for some of its core technology.
The core technology for the nuclear power plants that it will export to UAE belongs to U.S. company Westinghouse, which is
under the Toshiba umbrella. China and South Africa required
that suppliers own the core technology, so South Korea was ruled
out from the start. However, UAE, which required cooperation
in the entire project and a transfer of know-how, was an opportunity too good to miss for South Korea, which wanted to establish
a track record. Kang Kyung-sung, director of the nuclear power
plant export promotion division of the South Korean Ministry of
Knowledge Economy (MKE) reflected, "Government and industry were of one mind, and they gave it all they had."
The next target for South Korea, which aims to export 80 nuclear power plants by 2030, is Turkey. The two governments have
signed a memorandum of understanding concerning a nuclear
power project on the Black Sea coast. "At the earliest we could
conclude a contract by the end of next year," an MKE official
said confidently.

Enjoy Super Junior's Concert in 3D
KDC announced the successful completion of a 3D shoot
for the popular idol group Super Junior's Asian Tour Concert.
KDC, Real Scope, which is a subsidiary of KDC, SBS, SBS
Plus and SM Entertainment worked together for the creation
of this concert film in 3D. This is the second time in the world
to produce live performance with 3D and the first time it was
commercialized in Korea. In 2008, Miley Cyrus, American
Idol, and U2, which is a famous rock band, produced their live
performances in 3D and was quite successful. This concert
was conducted by Super Junior in the Olympic Gymnastics
Stadium and was filmed with 6 sets of 3D cameras. One of
them was made by Real Scope and the other five were 3Alityn
camera sets, which were used in the movie "Avatar." HighSuper Junior's concert was filmed in 3D
tech 3D producing system was needed for creating the live
VCD. This concert was conducted starting from the planned stage performances then the 3D production. Real Scope and other participating companies planned details such as stage set lighting and camera positions, which are optimized for 3D imaging to create a highlevel content. This shooting resulted after KDC group received an order for a global 3D project from the Korea Culture & Contents
Agency under the Ministry of Culture. The global 3D project was to be designed for Korean contents to enter the world market. A total
of KRW 40 billion will be invested until 2013 to produce 3D content that is globally competitive. An official from KDC Group said,
"This concert in 3D is the direction of 3D content in which Korea is taking and it currently has great significance." And he added, "We
are planning to produce large musicals and global celebrities' performances in 3D by next year to be able to export abroad."
IBM Korea announced the smart work
solution at IMPACT Korea 2010
IBM Korea introduced the newest solution to support companies' Smart Work in a conference at IMPACK Korea 2010, at
International Continental Hotel, Seoul Korea on August 25. The conference mainly delivered news concerning IBM WebSphere,
BPM and Smart SOA (Service Oriented Architecture). The Smart Work trends with some successful cases of adoption were also discussed. Also IBM Korea unveiled their strategies about IT infrastructures, cloud computing, virtualization and workload optimization.
These are helpful to manage the explosion of corporate data effectively. IBM Korea said, "Smart Work has been driven by the Korean
government and companies lately. And it should be more than staying at the level which performs the work without the constraints of
time and place. It needs to focus on raising productivity and competiveness by business innovation while ensuring quick action."
Smart Work, which recently came into the spotlight, embraces and takes advantage of change by creating a more agile, collaborative
and connected business environment. It can make businesses more profitable and productive. Smart business solutions leverage the environment for innovation and agility of business processes by satisfying the needs of a rapidly changing market, while companies within the course, and business partners collaborate more closely with infrastructure.

Korean Standards for Mobile Web
for Smartphones to be Established to Address
User Inconvenience
The mobile web will be standardized to address inconveniences in accessing web contents through smartphones and other
various mobile devices, and to resolve the problem of having to
create different web contents for each device. Mobile web standardization will offer web contents creation guidelines that will
enable mobile websites to be constructed faster and at lower costs,
and allow users to easily access mobile contents through various
mobile devices. Mobile web standardization is necessary because
web standards cannot be applied to the mobile environment due
to the various properties of mobile devices (e.g. screen, memory,
etc.) KATS held a hearing on the establishment of Korea
Standards on mobile web at the Korea Education and Research
Information Service(KERIS) on July 9, for the general public and
experts in the industry, academia and research areas.
During the hearing, mobile web standard technology and actual application cases were introduced, in addition to presentations
on the need for a national standard in this area, background of the
decision to establish a national standard, and future plans.
KATS started reviewing the feasibility of a national standard
on mobile web through the national standard development committee and the JTC 1/SC 34 'document description and processing languages" national mirror committee in April, and announced on July 8, 2010 that it would adopt 12 Korean
Standards on mobile web including guidelines for mobile web
contents creation. Mobile web (mobile OK) standards will serve
as a national guideline for constructing mobile web contents that
allow users to search and find information (e.g. weather, traffic,
government services, etc.) using mobile devices regardless of their
device model, operating system(OS), and web browser (e.g. explorer, safari).
The officer said, "It will facilitate the expansion of IT services
and foster related industries through the establishment of a website that allows for convenient use of web contents optimized for
mobile devices" Mobile OK supports various mobile devices
through a single mobile creation website, and resolves the problem of having to create different versions of each web content to
suit different types of mobile devices. According to the Gartner
report, the mobile internet market will record explosive growth
and will surpass that of the PC internet market in 2013.
In this regard, it is important that web contents based on standards are distributed in the initial phase of the mobile web.
Therefore, a mobile internet environment that is applicable to all
mobile devices could be established through mobile web standards. KATS is working to establish a national standard on the
mobile web in order to prepare guidelines for developing mobile
web contents that can be used in all industries as well as the public
sector. Also, KATS is cooperating with related government bodies such as the Korea Communications Commission, Ministry of
Public Administration and Security, and Ministry of Culture,
Sports and Tourism to promote national standards on the mobile
web. In addition to this, KATS will lead efforts to foster an industrial ecosystem of mobile web-related industries, and enhance the
global competitiveness of Korean technologies.
