Fennell bond hearing delayed BY TRICIA JOHNSON, CORRESPONDENT A bond hearing was postponed Wednesday (April 13) for James Edward Fennell, 32, of Cunningham, who was arrested in connection with the shooting of his brother on April 9. Shooting victim Daniel Fennell, 34, lived in a home with his brother on Bell Farms Lane, where the incident took place. The victim was airlifted to the University of Virginia Medical Center in critical condition; his condition was later updated to stable. James Fennell’s attorney, Richard T. Harry, Jr., explained the reason for the delay. “We are in the process of gathering some medical information,” said Harry. Juvenile and Domestic Relations Court Judge Claude V. Worrell scheduled a preliminary hearing for June 22 at 10:30 a.m.; the defendant’s counsel may request a bond hearing before that date. James Edward Fennell. Rather than staking a position on a tax rate, Mike Lawson used his comments to encourage the county to make sure it is making note of new home improvements so that it can capture missing revenue. Lawson said that a significant number of county homes are undervalued, which results in the county charging lower taxes than the homeowner ought to pay. The advertised real property tax rate is 94 cents per $100 valuation. Personal property tax will likely hold steady at $4.35 per $100 valuation, while machinery and tools tax will likely stay the same at $2 per $100 valuation. The advertised FY17 operating budget, which is based on a 94-cent rate, is $78,915,765. The advertised FY17 CIP total is $9,850,841. Supervisors Mozell Booker and Tony O’Brien have publicly supported a 93 cent tax rate, while Supervisor Trish Eager has pushed for the tax rate to hold steady at 89.9 cents. While Supervisor Don Weaver hasn’t attached himself to a number, he has consistently supported lower taxes. Chairman Mike Sheridan hasn’t indicated how he will vote on the tax rate. Fluvanna denied tornado aid BY CHRISTINA DIMEO, CORRESPONDENT The Virginia Department of Emergency Management (VDEM) denied Fluvanna’s request for aid following an EF0 tornado that ripped through the county on Feb. 24, said Cheryl Elliott, emergency services coordinator. Though Elliott estimated the damage to the county to be at least $500,000, the tornado fell short of destroying 25 homes, which Elliott said is the threshold for receiving state or federal aid. “If you have fewer than 25 destroyed homes, they think the communities can handle it,” Elliott said. “Fortunately, we did not have any destroyed homes. We had some damaged homes, but the damage was considered minor. So what that means is that everybody is basically on their own for clean up and repairs due to the storm.” Elliott expressed frustration that the minimum threshold for damage was not conveyed to her before she applied for aid. “We weren’t told about the 25 damaged homes minimum,” she said. “If we had known that, we would have realized we were unlikely to get high-level aid, and we could have better managed expectations from the public.” Elliott said she heard at a meeting April 1 that Fluvanna wasn’t receiving any state aid. Though VDEM had known for weeks, she said, Elliott wasn’t notified. The Point of Fork Chapter of the Daughters of the American Revolution held its April meeting at Rivanna Farm, the home of Julia Neal Rose, located in Bremo Bluff. Rivanna Farm was the home of Joseph Samuel Payne of Goochland and Annie Holmes Harrison of Clifton in Cumberland. It was built on a section of land once belonging to the Point of Fork section of the Galt land which extended up the James River to the Galt home known as Glenarvon. Rose’s family has owned this home since it was built in 1879. Once known as Eglenton, it was renamed Rivanna Farm because the Rivanna Railway Flag stop was moved up the track to the property. The farm has been recognized by the County of Fluvanna as a Heritage Farm and by the Virginia Historical APVA landmarks because it represents a farm that was built to take advantage of the new Alleghany railroad system replacing the old Kanawha Canal. The achievement gap between races is narrowing in Fluvanna as well, with black students’ test scores coming much closer to students of other ethnicities. It is not necessarily that they could not afford internet service, but that there is no service to be had where they live,” she explained. Gilliam thinks that the testing disparity among the races is actually caused by poverty, and that the gap is more of an economic difference. “Primarily it is an economic gap. I think I see overlap with economics for all of that,” she asserted. Students from disadvantaged homes often begin their school career trying to catch up with their peers. “When we start kindergarten, we have students all over the place,” Gilliam said. “We literally have children who are reading, children who have started to read, and children who don’t recognize letters yet.” “Absolutely all school systems struggle with the economic gap,” said Gilliam. “If you look at our data, around 30 percent of our students are on free or reduced lunch – which is a lot but not as much as some others around us.” “Central Elementary and West Central Primary have been trying to do a lot with preschool providers and stay-at-home families to help ensure that students are in a similar place when they enter kindergarten,” Gilliam said. “It can be difficult to catch up. “ By the time those students reached fifth grade math, the differences in the testing scores were alarming. In the 2012-2013 school year, economically disadvantaged students in Fluvanna only tested at 42 percent of the average for non-disadvantaged students. Black students tested at 40 percent compared to other ethnicities. By the 2014-2015 school year, disadvantaged students’ scores had risen to 83 percent of average, and black students’ scores were at 80 percent - an almost 100 percent increase in testing scores. Similar increases were seen in sixth and seventh grade math for those same years, where scores rose for economically disadvantaged from 60 percent to 82 percent for sixth graders and 39 percent to 67 percent for seventh; black students scores increased from 44 percent to 81 percent in sixth grade and 29 percent to 78 percent in seventh – an astonishing increase. Gilliam credits collaboration among the teachers for much of the improvement. “The biggest thing we have done is working with our teachers on developing professional learning communities,” Gilliam said. “We pulled teachers together and had them look at the rigor that is being asked for on these assessments, using them as a think tank to work together, to plan together, for instruction. A teacher whose students score well may share techniques with others; a teacher whose students did not score as well in a certain area can show other teachers their methods and ask for advice,” she said. “We also have a K-12 math specialist and we have a literacy specialist who go into those meetings with staff. An administrator is in there as well,” said Gilliam. “at the end of the year we will have our 4th and 5th grade teachers meet together and look at data together, so they can see where the students are excelling and where there might be needs to be met.” Another thing that has helped, according to Gilliam, is that the middle school has built in extra instructional time into their schedules. “A few years ago, students only had a 60 minute block for reading, and math,” Gilliam explained. “Now we have a 90 minute block and we saw the result almost immediately with our scores – we saw significant gains there.” “What we are seeing is that the achievement gap is starting to lessen,” said Gilliam. “We are constantly looking at our data, to put in place services where we might need them,” she explained. “One of the things I am really excited about,” she added, “is that we are trying to get more students to take algebra in the eighth grade, and we are seeing some real gains there.” Another positive change has to do with the governor’s school. “When we started screening for the governor’s school, we To advertise email: [email protected] had so many students who qualified, that we added a second group, doubling the number of students who participate,” Gilliam said. “One of the assessments we use is the MAP (Measures of Academic Progress) assessment,” said Gilliam. “So when you get your test data back, you can not only see how your kids did but how kids in your district did compared with kids across the country. It also tracks individual students’ accomplishments as well,” she explained. “This assessment really helps us to look at the students to be sure they are making the growth that is expected of them. “We also use that with our teachers - we give them a midyear report and say, ‘Here is where your kids were when they came in and here is where they are now,’ - are they progress- ing as expected?” “Since we start MAP when kids come in, in kindergarten, we have data for many, many, years now to see their academic progress through the eight grade. The College Board has come out with a PSAT for 8th and 9th grade now, so we are going to be using that data as well. There were no basketballs, running, or whistles. The sounds were instead those of students solving math problems and reaching the solution of “24.” A total of 55 students in grades 3 through 7 worked with their teachers and earned the right to compete in the school division’s annual 24 math competition, according to a press release from the schools. Participants play the 24© Game, which involves a deck of cards, each showing four whole numbers between 1 and 9. When presented with a card, the players strive to be the first to combine the four numbers to make 24 using only addition, subtraction, multiplication and division. In addition to supporting pattern recognition, mental-math, and problem- solving abilities, this game has proven to elicit a high level of interest and excitement in math from students. “The competition amongst the students was exciting and intense to watch as students went through rounds to determine first through fourth place. Our school division is blessed to have support from teachers and volunteers that helped to make this tournament a success,” said Kenny Yowell, K-12 math specialist for Fluvanna County Public Schools, who worked to organize the tournament. PVCC has been a great partner,” she added. “I am just so excited about the staff here, the parents, the teachers, the kids, it is just really exciting,” said Gilliam. “Everybody is energized and they are always coming up with new ideas. It is a wonderful place to work and be and I am really proud of what they have done it is just fabulous – and we are not done,” she added. “Somebody always has another idea to try.” “When we look at the accreditation results, and we see how few school divisions in the state have all of their schools accredited, I think we are doing great. To advertise email: [email protected] School briefs High school forensics team wins state championship The Fluvanna County High School forensics team won the state championships Saturday (April 2) in the Virginia High School League division 3A, said Coach Craig Edgerton. Much like a swim team, the members of the forensics team battle in speech and debate contests singly or in pairs. Their scores are added together to determine the team’s overall score, said Edgerton. The state winners were: • Jonathan Corbin (senior), first in extemporaneous; • Dominique Smith (senior), first in dramatic interpretation; • Madison Stafford (sophomore), first in storytelling; • Andrew Guess (senior), second in original oratory; • Savannah Nelson (senior), second in serious duo; • Savannah Forren (junior), second in serious duo; • Nikola Bajs (junior), second in impromptu; • Jeremy Schwartz (junior), second in humorous interpretation; • Kate Moncure (sophomore), second in storytelling; • Thao Nguyen (junior), third in original oratory. The 26-member forensics team has only been around for five years, but nevertheless has won conference championships every year since its first year in competition, said Edgerton, who teaches theater and public speaking at the high school. This year the team also snagged the regional champion title. Students compete in categories like extemporaneous, which Edgerton said revolves around current events. In the impromptu category, students have no chance to prepare but are instead given a topic and seven minutes in which to organize a speech. “In the original category, kids work all year on one persuasive speech,” Edgerton said. Then in the interpretation category, students work by themselves or with a partner, delivering pieces out of a book or play, he said. Some of the forensics team members have already qualified for national competition, Edgerton said. Five students are going to the National Catholic Forensic League competition in Sacramento, California, on Memorial Day weekend, and five students will head to Salt Lake City, Utah, in the third week of June to compete in the National Speech & Debate Association championships. “In order to send them we’re going to have to raise the money,” said Edgerton. “They have to pay for their own travel, lodging and food.” Students and their parents are already trying to raise money in various ways, said Edgerton. Gerald Francis Musuubire and parishioners from Sts. Peter and Paul Church are working on the next step in continued support of a clinic in Kikyusa, Uganda. Father Gerald, originally from Uganda, couldn’t be happier with the outcome and the outpouring of help to get the much-needed clinic off the ground. Though the parishioners agree there is still a great deal of work to be done the clinic is already saving lives in an area so rural that the nearest hospital is miles away. Within the last year parishioner Robert Maher reported that over 1,100 patients were admitted, over 6,400 were outpatients and 128 babies were born. “These people had never been vaccinated; 326 babies were immunized from June to December of last year,” said Maher. Father Gerald tells the story of a woman who was bitten by a very poisonous black snake while working outside. He admits that if the clinic did not exist, she would have died trying to get to the hospital. She was treated successfully and is alive and well to tell her story. If people in the area need medical attention, they don’t have to walk for miles, they can walk or ride a bike to the clinic in far less time. The medical staff does not operate without their challenges, such as the 24-hour solar panels that are too weak to sustain lighting the building. Paving Inc. The lighting has somewhat improved but the system still needs more upgrades. In a You Tube video parishioner Peter Coleman shared, it was clear the people took pride in their clinic and in their work. One nurse even did the landscaping around the building, making it less austere and more inviting. “Over time we have improved general health care and educated mothers,” said Maher. “The people are so grateful.” This is the reason Maher returns year after year. Their appreciation is limitless. “We have had 250 pounds of medical supplies and clothing donated,” said Coleman. “Nothing goes to waste,” added Maher, respectful of their frugality. Father Gerald explained the next goal is to fill a shipping container full of medical supplies. They need sponsorship for the container and would like to work with another church or find a corporate sponsor. They need to build a residence for the nurses; currently they are living in the clinic. They have a visiting doctor, two nurses and a nurse practitioner. The men’s ward will be opening soon with 10 beds and the children and women are still sharing a ward until the nurses have other accommodations. It is a work in progress but for these parishioners it is a labor of love. “I always leave a part of myself behind, a part of my heart,” said Maher, who was christened with the African name Katongole, which Father Gerald explained meant favored by the king. “It’s all about the people, welcoming, happy to have you there,” said parishioner Marisa Vacca. “The first time I went I was curious but now it draws me.” “We have friends, even those we haven’t met,” said Coleman. Photos by Duncan Nixon It was a little windy, but a temperature in the 60s made it a nice night for softball on April 12. The Flying Flucos hosted the Orange County Hornets at Searcy Field at Fluvanna County High School. Orange County came into the game with an 8-1 record while the young Lady Flucos were 1-5 coming in. The Flucos had their work cut out for them. The Hornets jumped into the lead in the top of the first inning, scoring three runs on two singles, two doubles and an error by the Flucos. Fluco pitcher, junior Becca Crothers did strike out the side in the inning. The Flucos were not deterred by the Hornets’ strong start. In the bottom of the first they bounced back with two runs. Number two batter, senior right-fielder Bri Harris, worked a walk. The Flucos number three hitter, junior centerfielder Toria Belew, followed with a vicious line drive that ricocheted off the pitchers’ thigh toward third base. The Hornets’ third baseman made a vain try to throw Belew out at first, but the throw was wild. As a result, Harris ended up at third and Belew was at second with only one out. The Hornets’ pitcher stayed in the game. The speed of her fastball did not seem to be diminished, but she was a little wild after being hit so hard by Belew’s line drive. Both Harris and Belew scored on wild pitches before the Hornets could retire the side. Unfortunately for the Flucos, the Hornets put up two more runs in the top of the second to take a commanding 5-2 lead. Fluco left-fielder, junior Cassie Kingsley, made a nice running catch deep in the outfield. Four more runs in the fourth inning by Orange left the outcome very little in doubt. However, the Flucos did not give up. They were not able to hit the strong Orange County pitcher, but they managed to put runners on bases with a hit batter and four walks in the second through sixth innings. In the bottom of the seventh, the Flucos managed a mini rally. With one out, sophomore Mariah Tawney lined a solid single to left. Sophomore Jaelyn Marshall was hit by a pitch. Kingsley then singled to load the bases. The Flucos final run scored on wild pitch. As a result, all three of the Fluco runs crossed the plate as a result of wild pitches. An interesting play for the Flucos came when a Hornet batter hit a low pop fly down the first base line with runners on base. Fluco first baseman Sophie Kershner caught the ball in foul territory while holding her foot on first base to double up the base runner. Annaliese Kennedy left after her junior year to play Division 1 softball at Appalachian State. The Lady Flucos took on Monticello High School on April 14 and Spotswood High School on April 18, both on the road. On April 19 they hosted Albemarle High. On April 21, they play at Charlottesville. On April 26 they play at Louisa High. They return home the next day to host Western Albemarle. Hornet batters without allowing a run. After the game interim Coach Darren McCauley commented that he has a young team with a lot of grit that does not quit. He has a number of juniors and sophomores in starting rolls and even a couple of freshman on the roster. The Flucos had trouble pitching in the early innings, which made it hard for them to come back later in the game. They did not hit well against Orange on April 12, and ended up losing 9-3. They played a lot better in the game against the Mustangs, taking a 3-0 lead early in the game and holding their lead up until the 7th inning, at which point the Mustangs took over and kept the lead, winning 5-4. “It was tough losing late in the game, but we’re hoping to bounce back and get a win against Spotswood, Albemarle, or Charlottesville,” said junior Cassandra Kingsley. The Flucos played Spotswood on April 18, followed by Albemarle on April 19. Their next meet is against Charlottesville on April 21. Tennis The Fluvanna boys’ tennis went to Powhatan but returned without a win. The very next day they went on the road to face Orange County and won the match. On April 14, the Flucos hosted Monticello, and although they fought very hard, they lost. “We have a pretty young team which has made it a little tough on us, but since the beginning of the season, this team has improved a lot,” said senior Andrew Sherman. With a competitive schedule, the young Fluvanna team has struggled somewhat, but they are improving every day at practice. The Flucos took on Albemarle on April 19 and will play Charlottesville on April 22. Meanwhile, the girls’ team played at home against Powhatan on April 11 and Orange County on April 12, losing both matches. They went on the road on April 14 to play Monticello, but they were not able to win that match either. “We have a very determined group of girls. Although we’re having a rough season, we’re all trying our best to improve every day,” said senior Haley Hughes. “We’re doing the best we can with who we have,” she added. They played Albemarle on April 19 and will play Charlottesville on April 22. Boys’ Lacrosse JV lacrosse got their first win of the season on April 12, beating Monticello 5-3. On April 15, they almost beat Monticello again. They led most of the game and towards the end of the fourth quarter they were winning 5-3. However, Monticello scored two quick goals very late in the game leading to a 5-5 tie. JV went on to another frustrating defeat on April 16, losing 7-5 to Patrick Henry Ashland. Varsity also played Monticello on April 15, keeping the score close in the beginning, although by the end of the first quarter Monticello was winning 2-1. From there, it was downhill for the Flucos, as Monticello slaughtered them, 11-4. “It is tough losing games that you know you should have won,” said junior Nathan Carney. A lopsided match against Patrick Henry Ashland on April 16 did not bring out the best of the Flucos’ abilities and they ended up losing 17-2. The Flucos played against Powhatan April 19 and will play Charlottesville on April 22. Girls’ Lacrosse A shutout marked the JV girls’ experience on April 12 when they were beaten by Monticello 5-0. Later in the week, on April 15, they had a second loss to the Mustangs. As for varsity, they also had a very difficult task, going up against Monticello and losing as well. Varsity rose to the challenge on April 16 taking on Patrick Henry Ashland. Managing to keep things competitive, the Flucos ultimately fell to Patrick Henry by 10-12. “We played a good game. Walking away from the game with a win would have been nice, but there are definitely positives that we can take away from that game,” said senior Courtney Ott who had four goals, along with Natalie Hughes’ five and Ariana Mundie’s one. Baseball Varsity hosted Orange on April 12, but just couldn’t seem to find their offensive game and were shut out 8-0. “We were just mentally not there against Orange. We just didn’t show up and the results obviously showed that,” said senior Jake Fulk. With two days of practice afterwards, the Flucos traveled to Monticello on April 14. However, they did not find the results they were hoping for, losing to Monticello 6-1. “Right now we are really struggling at batting and scoring runs, but once we fix that we are going to be in great shape,” said junior Josh Carlton. The Flucos looked to bounce back as they traveled to Spotswood on April 18. Track Hosting a Fluvanna Quad-Meet on April 13, the Flucos competed against Louisa, Orange and Powhatan. The Lady Flucos won the Quad-Meet, with 2nd place going to Louisa, 3rd to Powhatan, and 4th to Orange. Unfortunately for the boys’ team, they came in 4th. “Our times were not the best at this meet and towards the end it got colder which made it harder for us. But [the girls] were fortunate enough to still win the meet. We will continue to work harder and practice through tougher conditions to help us in the next meets,” said junior Jackie Rodriguez. Some Fluco standouts to finish in 1st place were sophomore Jack Rice for the 3200 meter run, junior Renee Custer for the discus, senior Avery Haislip for pole vault, junior Alex Daniels for high jump, sophomores Saige Haney, Kristen Cabrera, and Camryn Frederick, junior Jackie Rodriguez for 4x800 meter relays, and junior Matasha Martin for 100 meter hurdles. The Flucos traveled for a Quad-Meet in Powhatan on April 20. Boys’ Soccer Over spring break the Fluvanna boys’ soccer team traveled down to Powhatan to face the Indians. The Flucos were down 2-0 at halftime, but with two quick goals by junior Matt Rafaly, as well as frustration for Powhatan leading to a red card which ejected one of their players, the Flucos came back to win 3-2. “We could have just given them the game and went home, but instead we showed what we were really capable of and kept fighting and fortunately came out with the win,” said senior Marcus Ditta. The Flucos traveled again to Orange on April 11, but did not find the same result, losing 4-2. It was a back and forth game until the Flucos were unable to produce late in the second half, while the Hornets scored two goals towards the end to win. “We put ourselves in a decent position at halftime and gave ourselves plenty of chances to score, but just could not finish them. Orange’s field is very different and they definitely used it to their advantage in the second half,” said senior Gavin Patrick. The Flucos bounced back at home on April 14 defeating Monticello 2-1. With goals from Rafaly and senior Christopher Dean, the Flucos pulled it out, making their record 3-2 in the Jefferson District. “After losing against Orange we definitely knew we needed to win this game or we would be in trouble. These are games we cannot afford to lose, so we felt much more comfortable where we are after beating Monticello. But we still have plenty of work to do,” said Patrick. Meanwhile, the JV boys’ had a pair of wins, shutting out Powhatan 2-0 and Orange 3-0. In their April 14 game against Monticello, they led 2-0 early on, but just ran out of energy, and after some questionable calls by the referee, lost 4-2. On April 18, both had their first games against Albemarle since Albemarle entered the Jefferson District in 2013. Girls’ Soccer As with the boys, the girls’ team faced Powhatan on April 6. With star junior Lindsay Price back in the lineup, the Flucos were going in a little more confidently with nine of their 11 original starters playing. Despite dominating the entire game, they came up short, losing 1-0 and not finding the back of the net. However, they got a win at their next game, easily beating Orange 9-1 with a slaughter rule and ending the game 10 minutes early. “It was nice to win after two straight losses and getting back to our normal routine. Hopefully, we can keep going with this,” said senior Jackie Davis. The Flucos faced Monticello next on April 14 and, after a very even game and two overtimes, the game ended in a 0-0 draw. “It was a very hard-fought game for us against Monticello, and both teams had their chances to score. Hopefully, next time we’ll be able to take advantage of every opportunity and pull out the win,” said Davis. The JV girls’ team tied both Powhatan and Orange 1-1 with great performances, but were unable to score against Monticello, losing 2-0. The Lady Flucos hosted Albemarle on April 18. GIFFORD, CORRESPONDENT After retiring from the military Perry McGrath always had a dream to write screenplays. McGrath made it to the Virginia Film Festival, gaining top kudos for his screenplay “In Time with Thomas Jefferson,” but has now turned his attention to writing and producing full-time. McGrath and the director Josh Burke are currently working on “Stella,” a short film derived from their longer “Video Store” script. “The story is based on the real life antics of Josh Burke, our director, and his cousin Jeremy Aaron Johnson while they worked in a video store in the mid 1990’s,” said McGrath. “It’s basically about their dreams of making it big in Hollywood. The story itself revolves around the yin and yang of these two characters and how they perceive the world around them; arguing about every subject they could possibly find to argue about.” The main source for the story idea emerged from a feature film idea based on the life of Jeremy Aaron Johnson, who passed away in July of 2013. “Jeremy was an upand-coming actor who appeared in small roles in many films and this is Josh’s way of honoring his memory.” “Jeremy and I always talked about making a movie together and now I plan to make that dream a reality,” said Burke. Both McGrath and Burke are producing this movie together, and are partners in Screenboy Productions, which is producing the film. Although they are col- laborating on the project they will both be credited for their parts, Burke will be credited with directing and McGrath credited with the screenplay. Another partner in the project is Ken Kreitzman, who acts in the film and provides his expertise as a photographer to the production. Jon Wills, owner of Video by the Lake, provided them the location to film; and also helped with designing and building the set. After a few days of filming, the film is only three minutes long. Seems like a lot of work for such a short amount of time but what appears on the screen is magic and to tell a story in connection with someone’s legacy and a dream is even more magical. “We do not believe the feature film will be ready for entry into the Virginia Film Festival for 2016,” said Burke. “Budget constraints were the main reason why we waited until now to start filming. We were originally going to hire a film crew to do the work for us, but have since decided to film the entire movie ourselves,” Burke said.
