This page is deliberately left blank. KATA PENGANTAR Penerbitan ini merupakan usaha pertama Jabatan Perangkaan Malaysia menerbitkan statistik mengenai Akaun Satelit Teknologi Maklumat dan Komunikasi. Statistik yang dibentangkan adalah bagi tempoh 2005 hingga 2013. Akaun Satelit Teknologi Maklumat dan Komunikasi merupakan rangka kerja statistik yang mengintegrasikan dan menyediakan maklumat bagi produk dan aktiviti berkaitan teknologi maklumat dan komunikasi. Penyusunan ini adalah berdasarkan konsep yang disarankan oleh System of National Accounts 1993 dan 2008, United Nations dan berdasarkan garis panduan berkaitan teknologi maklumat dan komunikasi yang ditetapkan dalam OECD Guide to Measuring the Information Society 2011. Statistik ini digunakan untuk pemantauan prestasi sektor teknologi maklumat dan komunikasi dan panduan bagi membuat keputusan berdasarkan maklumat dalam pembentukan dasar. Ringkasan penemuan dan jadual statistik dipaparkan pada dua bahagian pertama penerbitan ini. Nota teknikal bagi konsep, definisi, metodologi, sumber data dan klasifikasi produk dan industri teknologi maklumat dan komunikasi turut dimuatkan bagi memudahkan pemahaman terhadap statistik ini. Jabatan merakamkan setinggi-tinggi penghargaan di atas kerjasama semua pihak yang terlibat dalam mengeluarkan penerbitan ini. The statistics presented is for the period of 2005 to 2013. Information and Communication Technology Satellite Account is a statistical framework which integrates and presents information and communication technology products and related activities. The compilation is based on the concepts recommended by System of National Accounts 1993 and 2008, United Nations and adopts the guidelines of information and communication technology as stipulated in the OECD Guide to Measuring the Information Society 2011. This statistics is useful in monitoring the performance of information and communication technology sector and attaining evidence-based decision making on the formulation of policies. Summary findings and statistical tables are highlighted in the first two parts of this publication. Technical notes on concepts, definitions, methodology, data sources and classification of information and communication technology products and industries are also provided to facilitate better understanding of the statistics. The Department gratefully acknowledges the cooperation of all parties involved in realising this publication. All comments and suggestions towards improving future publications are appreciated. RINGKASAN PENEMUAN PENGENALAN Ia mencatatkan pertumbuhan 7.4 peratus didorong oleh (8.6%) dan yang Akaun Satelit Teknologi Maklumat dan perkhidmatan Komunikasi (ASTMK) amat penting dalam pembuatan TMK (5.7%), seperti yang mengukur prestasi ditunjukkan dalam Jadual 1. Maklumat dan industri Teknologi Komunikasi (TMK) TMK di Malaysia. Statistik ASTMK menyediakan PENAWARAN DAN PENGGUNAAN PRODUK maklumat terperinci mengenai transaksi TMK penawaran dan penggunaan produk TMK (barangan dan perkhidmatan) dari Penawaran dan penggunaan produk pelbagai sektor dalam ekonomi. Akaun TMK satelit ini disusun bagi tempoh 2005 (2012: 2.6%) dengan nilai RM508.8 bilion hingga 2013 pada harga semasa. (Carta 1). Konsep dan TMK definisi TMK membolehkan maklumat dicapai, diproses, diubah, dimanipulasi dan merujuk kepada teknologi dan perkhidmatan yang disebarkan termasuk penyiaran atau komunikasi melalui suara, gambar dan/atau data melalui pelbagai media penyiaran. Industri TMK Industri TMK merujuk kepada industri yang menghasilkan produk TMK sebagai aktiviti utama. Perincian industri TMK adalah seperti di seksyen klasifikasi. Keluaran Keluaran Dalam Negeri Kasar (KDNK) adalah jumlah nilai barangan dalam negeri dan perkhidmatan yang dikeluarkan dalam tempoh tertentu selepas kasar ditolak kos barangan dan perkhidmatan yang digunakan dalam proses pengeluaran. Nilai ini merupakan nilai sebelum ditolak nilai peruntukan bagi modal tetap; iaitu jumlah nilai ditambah pada harga pengeluar bagi pengeluar residen ditambah dengan duti import. KDNK ini juga bersamaan dengan perbelanjaan ke atas KDNK (pada harga pembeli) iaitu jumlah bagi semua komponen perbelanjaan akhir ke atas barangan dan perkhidmatan tolak dengan import barangan dan perkhidmatan. KDNK boleh diukur dengan menggunakan tiga kaedah iaitu Kaedah Pengeluaran, Perbelanjaan dan Pendapatan. Keluaran KDNKTMK adalah bersamaan nilai ditambah kasar TMK dicampur dalam negeri cukai tolak subsidi bagi produk TMK. kasar TMK 24 Nilai Nilai ditambah ialah perbezaan di antara output dan penggunaan ditambah perantaraan. kasar perkhidmatan dalam aktiviti ekonomi. Penggunaan Penggunaan modal tetap didefinisikan sebagai penurunan nilai modal tetap semasa stok aset tetap yang dimiliki dan digunakan oleh pengeluar dalam tempoh perakaunan disebabkan oleh kerosakan fizikal, keusangan biasa atau kerosakan biasa yang tidak disengajakan. TMK Terma “akaun satelit” digunakan bagi menggambarkan dengan jelas Akaun Satelit TMK dapat dilaksanakan berikutan keadaan akaun yang dibangunkan. Ia merupakan “satelit” kepada set utama Akaun Negara di mana ia memberikan maklumat tambahan di luar daripada maklumat sedia ada di dalam Akaun Negara. Maklumat satelit memfokuskan kepada aspek ekonomi tertentu bagi membolehkan pengukuran TMK dilaksanakan. Ia juga membolehkan hubungkait yang lebih banyak kepada maklumat tambahan yang spesifik bagi TMK seperti pendapatan, eksport, import dan guna tenaga. TMK contohnya terdiri daripada industri seperti pembuatan, perdagangan, perkhidmatan dan kandungan & media. Output terdiri daripada barangan dan perkhidmatan yang dihasilkan oleh sesebuah pertubuhan yang boleh digunakan di luar daripada pertubuhan. Nilai bagi output TMK merupakan nilai pasaran bagi barangan dan perkhidmatan TMK. Nilai ditambah dikira bagi industri TMK dan industri lain yang mengeluarkan produk TMK. Pelaburan TMK adalah pembentukan modal tetap kasar ditambah perubahan inventori berkaitan produk TMK. Pembentukan modal tetap kasar adalah nilai perolehan ditolak pelupusan aset baru atau sedia ada. Penggunaan akhir kerajaan adalah perbelanjaan semasa oleh badan kerajaan awam bagi menyediakan perkhidmatan untuk masyarakat seperti pertahanan, ketenteraman awam dan METODOLOGI DAN SUMBER DATA keselamatan. Pengukuran Pengukuran nilai ditambah e-Dagang adalah berdasarkan saranan e-Dagang oleh OECD dalam manualnya bertajuk Internet Economy Outlook 2012. Dua kaedah pendekatan yang disarankan adalah narrow dan broad approach. Narrow approach hanya meliputi sektor perdagangan borong dan runcit. Manakala, broad approach meliputi kesemua industri dalam ekonomi. Diandaikan bahawa peratus keuntungan daripada e-Dagang kepada keuntungan industri adalah berkadaran dengan peratusan nilai ditambah e-Dagang kepada nilai ditambah industri tersebut. Penyusunan adalah berdasarkan struktur SUT 2005. dan data Siri ini akan dikemaskini berdasarkan data terkini yang diperoleh. 42 METHODOLOGY AND DATA SOURCES Establishment The compilation of ICT Satellite Account is made possible due to the of ICT satellite System of National Accounts is well established in Malaysia. The term account "satellite account" is adopted to reflect the nature of the account developed. It is a "satellite" to the core set of National Accounts that presents additional information which is beyond the available information provided in the National Accounts. This satellite information focuses on a particular aspect of the economy i.e. ICT that could not be easily measured. It also permits further linkages to additional information specific to ICT such as income, exports, imports and employment. ICT for example consists of industries such as manufacturing, trade, services and content & media industries. Development of satellite account is a systematic statistical measurement that applies concept, classification and definition which are based on international standard to enable comparison among countries. Various information available in different agencies is compiled to provide holistic and better picture of the impact of ICT industry in Malaysia. Objective The purpose of ICT Satellite Account is to analyse in detail all aspects of supply and use of ICT sectors and products. The objectives are as follows: i. To provide information on ICT products by industry; ii. To promote better understanding on the supply of ICT and the use of such products; iii. To enable the supply and use of ICT products to be analysed from the economic perspective; and iv. To assist in policy formulation and development. 43 Framework of The basis of ICT Satellite Account compilation in Malaysia is the ICT satellite framework of supply and use tables. However, it only focuses on ICT account products and industries. The supply table indicates the goods and services of ICT products that are supplied by each producer. Meanwhile, use table tracks the usage of those products by industries, government, households and exports. Supply of each product (valued at purchasers’ prices) consists of: Domestic production by industry (valued at basic prices); Imports; Transport, retail and wholesale trade margins; and Taxes less subsidies on product production and imports. Use of each product (valued at purchasers’ prices) consists of: Intermediate use by industries (products that are consumed by industries in the process of producing other products); and Final use by type of expenditure. A comprehensive use table includes primary inputs of production namely compensation of employees, gross operating surplus and other taxes less subsidies on products and production for each industry. Output consists of those goods or services produced within an establishment which become available for use outside that establishment. The value of ICT output is the market value of ICT goods and services. Value added will be computed for ICT industry and other industries which produce ICT products. ICT investment is gross fixed capital formation plus changes in inventories relating to ICT products. Gross fixed capital formation is the value of acquisitions less disposals of new or existing fixed assets. Government final consumption expenditure is current expenditure by general government bodies on services for the community such as defence, public order and safety. Measurement Measurement of e-Commerce value added is based on the of recommendations by Internet Economy Outlook 2012, OECD. There e-Commerce are two recommended approaches, which are narrow and broad METHODOLOGY AND DATA SOURCES approaches. Narrow approach only takes into account value added from the wholesale and retail sectors. While, broad approach includes all industries across the economy. It is assumed that the share of revenue from e-Commerce to total revenue for each industry is proportional to the percentage of value added from e-Commerce to the total value added for the same industry. Broad approach is used in measuring e-Commerce in Malaysia.
