WHAT IS TGMA "TRILOGY AT GLEN IVY MAINTENANCE ASSOCIATION"? TGMA is the homeowners association. This association owns or maintains all the front yards & common area landscaping, private streets, gates, buildings, tennis courts, walks and related improvements within the residential community. The staff that works for the association including the community manager, fitness director, activities director etc. have their salaries paid for by TGMA. All budgets for repairs to the common area, architectural reviews of landscaping and modification to residences, enforcement of CC&R's and rules. Collection of the monthly assessments are handled by TGMA. This association is essentially the business corporation which handles the day to day operation, repair and management of the community. 2. WHO BELONGS TO TGMA? Each homeowner becomes a member of TGMA when they close escrow on their home and their membership terminates when they sell their home. There are regularly scheduled board meetings to which all homeowners are invited to attend. The board of directors for TGMA is comprised of 5 homeowners. These positions are elected by the homeowners. WHAT IS TGIS "TRILOGY AT GLEN IVY COMMUNITY SERVICES"? TGIS is not the homeowners association. This corporation has a separate board of directors that control the activities of TGIS. One way to think of TGIS is as the special activities association. TGIS sponsors or subsidizes many activities to which homeowners attend such as tours, the Halloween and Christmas Party etc. However, events sponsored by TGIS my be open to the public or other clubs, educational, cultural, religious or other organizations, and such events are not required to be limited to Glen Ivy homeowners. Homeowners do not pay any assessments to TGIS beyond the one time fee paid at closing based upon the purchase price of their home. There is a very complete explanation of TGIS in a recorded legal document you were provided as part of the purchase of your home. It is called "Community Enhancement Fee Agreement". We would encourage you to read this approximately 10-page document in detail. 4. WHO BELONGS TO TGIS? The sole member of TGIS is TGMA and all members of TGMA are members of TGIS. Once the developer transferred the corporation to Trilogy at Glen Ivy, management of TGIS was assumed by the 5 elected homeowner/directors. The board of .directors of TGIS currently controls all aspects of the funds of TGIS: just as the TGMA-board controls the funds of the homeowners association. TGIS develops it's own budgets and activities to ensure that the funds are invested and allocated at a level that will allow TGIS to function indefinitely. The main purpose of TGIS is to provide activities for the residents of the community. Decisions and activities are developed by feedback provided through resident surveys. 5. WHO MANAGES THE TGIS FUNDS? Funding of TGIS is from a one-half percent fee on each home sale within Trilogy at Glen Ivy. The TGIS board is charged with fulfilling the vision of TGIS as found within it's articles of incorporation and bylaws, and in administering its funds. In accordance with state and federal statutes, TGIS is required to periodically perform an audit and to comply with all proper accounting and reporting requirements that apply to public benefit corporations. Page 3 3 Top 9 keyboard shortcuts everyone should know Using keyboard shortcuts can greatly increase your productivity, reduce repetitive strain, and help keep you focused. For example, highlighting text with the keyboard and pressing Ctrl + C is much faster than taking your hand from the keyboard, highlighting the text using the mouse, clicking copy from the file menu, and then putting your hand back in place on the keyboard. Below are our top 10 keyboard shortcuts we recommend everyone memorize and use Ctrl + C or Ctrl + Insert Copy the highlighted text or selected item. Ctrl + V or Shift + Insert Paste the text or object that's in the clipboard. Ctrl + Z and Ctrl + Y Undo any change. For example, if you cut text, pressing this will undo it. This can also often be pressed multiple times to undo multiple changes. Pressing Ctrl + Y would redo the undo. Ctrl + F Open the Find in any program. This includes your Internet browser to find text on the current page. Alt + Tab or Alt + Esc Quickly switch between open programs moving forward. to switch between tabs in a program. Press Ctrl + Tab Adding the Shift key to Alt + Tab or Ctrl + Tab will move backwards. For example, if you are pressing Alt + Tab and pass the program you want to switch to, press Alt + Shift + Tab to move backwards to that program. Windows Vista and 7 users can also press the Windows Key + Tab to switch through open programs in a full screenshot of the Window. Ctrl + Back space and Ctrl + Left arrow / Right arrow Pressing Ctrl + Backspace will delete a full word at a time instead of a single character. Holding down the Ctrl key while pressing the left or right arrow will move the cursor one word at a time instead of one character at a time. If you wanted to highlight one word at a time you can hold down Ctrl + Shift and then press the left or right arrow key to move one word at a time in that direction while highlighting each word. Ctrl + S While working on a document or other file in almost every program pressing Ctrl + S will save that file. This shortcut key should be used frequently anytime you're working on anything important. Ctrl + Home / End Move the cursor to the beginning or end of a document. Ctrl + P Print the page being viewed. For example, the document in Microsoft Word or the web page in your Internet browser. Page 4 4 Just one man's opinion No one has greater admiration than I do for members of the community who give of their time and effort to serve on the Board of Directors. The issue, in this case, however, should not be about the Board's prerogatives or the quality of the members'service. The issue should be about whether or not there may be a better option at this time than the current service provided by Platt. So please don't take it personally if some residents ask the Board to evaluate other possibilities than Platt. It is possibly true, as you say, that the "vast majority" of the residents want some sort of security effort. But are you as confident that, at this point, Platt's services and the compensation that company is receiving is acceptable to the vast majority of residents? This, in effect, is what the "small band," as you call it, of petitioners is asking. With the Platt services having been provided for a substantial amount of time, can we still conclude that a patrol car is the best option? Finally, you say these petitioners have "a right to their opinion." I totally agree. And in a democratic society such as ours even a small band has that right and should be heard by the Board. I also believe that the Board has a right and a duty to make decisions on matters affecting the quality of life in our development including security. (The role of resident involvement in major decisions is a very important subject best left for another time when it can be discussed without entanglement in other issues.) If residents are concerned with the quality and cost of that security, they have the right by petition or other means to express that concern and should be heard and seriously considered. Sam. (aka Claire Singles Club We are Busy We took a Metro Link trip to Los Angeles, Lunch at Fillipes for their famous Twice Dip sandwiches and a little shopping on Olivera St. Outside of our regular Pot Lucks and Game Nights we will be attending the play “Same Time Next Year” at the Riverside Community Players theatre, dinner at the Reef in Long Beach and a cruise around Long Beach Harbor, Brunch at Citrus City Grill And last but not least a trip to Bev Mo for wine tasting. And then can you believe we are beginning to plan for our annual Xmas dinner December 10th. Our annual renewal/new membership meeting in January is set to start out 2012. All Trilogy Singles residents are invited to join us and meet new friends and enjoy interesting things to do and places to go. Georgia Caruso, President 7 Bob’s Corner Subject: Response to Harold Wolff’s article in continued support of the contracted “Security Patrol”, Platt Security The start of having a proposed contracted Security Patrol was fostered by two or three persons contacting this company, Platt, and submitting a cost to the presiding board in the Fiscal year 2010, just prior to formulating the next Fiscal year Budget. The acceptance of contracting this firm was based on a knee-jerk action based on one violent crime in the first seven years of Trilogy and several property crimes. The comment in your article states, “a variety of criminal incidents demonstrated that our community had serious safety problems”. It did not state over what period of time and how it compared to other areas, communities or small cities in our locale. I find this assumption very subjective and without merit. Recently a New York based website reported that the cities of Temecula and Murrieta are the second and fourth safest cities in America. The Riverside County Sheriff provides police service to Temecula and our community. The “Business Insider” website arrived at this by using FBI data to show and compare property and violent crimes. While both cities are larger than Trilogy, I have compared the data with our monthly Deputy Sheriff reports for the calendar year 2010 and the latter portion of 2009. Using the following four-month period. November 2009 December 2009 January 2010-no report February 2010 March 2010 These months did not have Platt Security Patrol. April 2010 to December 2010 inclusive, a nine-month period. These months had Platt Security Patrol from 9 p.m. to 5 a.m. every day of the month. Data from the Report is stated as incidents per 10,000 residents. For comparative results a population of 2000 residents for Trilogy times a factor of five is being used to equal 10,000. VIOLENT CRIMES are defined as Murders, Forcible Rape, Robberies and Aggravated Assaults PROPERTY CRIMES are defined as Burglary, Larceny, Motor Vehicle Theft and Arson Property Crimes 2010 Per 10,000 Residents Temecula 229 (12 months) Murrieta 135 (12 months) Trilogy 17x5= 85 (13 months) Trilogy had 50 less property crimes than the four safest cities in America! Violent Crimes 2010 Per 10,000 Residents Temecula 7 Murrieta 9 Trilogy 0x5=0 0 Trilogy had one violent crime in 10 years! If we had one in 2010 it would have been 5 per 10,000 residents, still much lower than both the second and forth safest city in America! Continue next page 8 Lets look at the potential of Platt Security reducing so called serious safety problems or so called crime rate in Trilogy. Four months in Trilogy without PLATT Patrol Property Crimes 5 divided by 4= ratio of 1.25 property crimes per month Nine months in trilogy having PLATT Security Patrol Property Crimes 12 divided by 9= ratio of 1.33 property crimes per month. Having Platt Security Patrol, the property crime rate increased by 6.4%! Normally when another level of Security is added, the crime rate goes down until the criminals figure out how to circumvent it. This did not happen and demonstrates the lack of effectiveness of Platt Patrol. This is not indicative of the poor performance of Platt but of the nature of the Geographic of Trilogy and the design layout of the Development. There are too many separate designed and unmanned gated canyons, open Golf course property adjacent and within the community, open land next to Golf Course and Gates that provide no security. This community having six Armed Security patrolling, 24/7, you may see a slight reduction in Property Crimes. It’s virtually impossible to be much safer with having an Armed Security Patrol as shown by the record comparison described. The “”Rules and Regulation” committee based on an “experiment “ decided the need for an “ARMED Security patrol” to enforce the rules and regulations at a cost of $65,004 per year or $22.26 per hour. Observing violations and writing citations do not require an ARMED INDIVIDUAL to remove the responsibility from Merit and the Enforcement Manager. THE FINANCIAL ASPECT You said, “There are NO FUNDS being spent on the security patrol service from our reserves”. That is entirely true. The Reserve Budget is part of the Financial Budget and responsibility of the BOD. Each year our Reserve Specialist asks for a certain amount of money to be paid out of the Operating Fund 6to the Reserve Fund to achieve the goal of coming close to 100% FUNDED, AND EACH YEAR WE SHORT CHANGE HIM. In preparing for the Reserve Study for last three years he recommended this: Fiscal year 2010 The recommendation was for a contribution of $26, you contributed $21 Fiscal year 2011 The recommendation was for a contribution of $31, you contributed $25 Fiscal year 2012, this year The recommendation was for a contribution of $36, you contributed $25 Instead of spending discretionary money on “Platt Security” of $130,008 in the last two Fiscal years that would have represented over 82% of what the consultant asked to be deposited in the Reserve Fund. The projected percent funded for fiscal year 2011 is 62.12 % and this Fiscal year ending March 2012 it will be 58.02%. During this Fiscal year the BOD has elected to defer spending of $142,200 to try to offset the decline in the Reserve Fund. You asked for alternatives and here it is. Page 14 15 The Thanksgiving Story Most stories of Thanksgiving history start with the harvest celebration of Shar e82 the pilgrims and the Native Americans that took place in the autumn of 6 1621. Although they did have a three-day feast in celebration of a good harvest, and the local natives did participate, this "first thanksgiving" was not a holiday, simply a gathering. There is little evidence that this feast of thanks led directly to our modern Thanksgiving Day holiday. Thanksgiving can, however, be traced back to 1863 when Pres. Lincoln became the first president to proclaim Thanksgiving Day. The holiday has been a fixture of late November ever since. However, since most school children are taught that the first Thanksgiving was held in 1621 with the Pilgrims and Indians, let us take a closer look at just what took place leading up to that event, and then what happened in the centuries afterward that finally gave us our modern Thanksgiving. The Pilgrims who sailed to this country aboard the Mayflower were originally members of the English Separatist Church (a Puritan sect). They had earlier fled their home in England and sailed to Holland (The Netherlands) to escape religious persecution. There, they enjoyed more religious tolerance, but they eventually became disenchanted with the Dutch way of life, thinking it ungodly. Seeking a better life, the Separatists negotiated with a London stock company to finance a pilgrimage to America. Most of those making the trip aboard the Mayflower were nonSeparatists, but were hired to protect the company's interests. Only about one-third of the original colonists were Separatists. The Pilgrims set ground at Plymouth Rock on December 11, 1620. Their first winter was devastating. At the beginning of the following fall, they had lost 46 of the original 102 who sailed on the Mayflower. But the harvest of 1621 was a bountiful one. And the remaining colonists decided to celebrate with a feast - including 91 natives who had helped the Pilgrims survive their first year. It is believed that the Pilgrims would not have made it through the year without the help of the natives. The feast was more of a traditional English harvest festival than a true "thanksgiving" observance. It lasted three days. Governor William Bradford sent "four men fowling" after wild ducks and geese. It is not certain that wild turkey was part of their feast. However, it is certain that they had venison. The term "turkey" was used by the Pilgrims to mean any sort of wild fowl. Thanksgiving was proclaimed by every president after Lincoln. The date was changed a couple of times, most recently by Franklin Roosevelt, who set it up one week to the next-to -last Thursday in order to create a longer Christmas shopping season. Public uproar against this decision caused the president to move Thanksgiving back to its original date two years later. And in 1941, Thanksgiving was finally sanctioned by Congress as a legal holiday, as the fourth Thursday in November.
