Ukraine’s tourism potential is huge, but the quality of tourism products is still low. The investment volume in
this sector does not guarantee its development. Tourism can become an instrument enhancing the investment attractiveness of the country and its regions, while strengthening the country’s economy at the same
time. Accordingly, the issue is pressing to carry out assessment and regulation with respect to the tourist

Russia’s objections inhibit and restrict activities within the UN and OSCE. The mechanisms foreseen in the

Is the Marshall Plan for Ukraine Possible?
Mechanisms for Financing Development
The Ukrainian economy has been in its deepest crisis since the end of the 1990s, resulting in GDP falling
by approx. 11% in 2015. Most of the macroeconomic initiatives taken by the government are correlated
with the IMF loan assistance programmes. Even though essential for the country’s macroeconomic stability,
these funds cannot be meant as systemic support for development. Are international financial institutions
ready to set up a financial assistance scheme customised to Ukraine’s needs? Is there a political will on the
side of the Western leaders? Would Ukraine be able to direct foreign aid in a way so as to put the crisis-ridden
economy on the growth track?

Ukraine’s Opportunities and Economic Assets
Ukraine has great economic potential. However, this potential remains to a large extent unexploited. The
factors burdening the Ukrainian economy include its monopolisation and ‘oligarchisation’, overdependence on the cooperation with Russia and other CIS countries as well as a high level of corruption. On the
other hand, Ukraine’s assets are: the high value of human capital, rich natural resources and development
potential of the agriculture and farming sectors. Although all these problems, Ukraine still has significant
competitive advantages declining companies to invest – e.g. very attractive production costs and large absorbent internal market.

Nowadays, the economic position of the state in the international arena is increasingly determined by its
competitiveness and innovation. In developed countries, 60-80% of industrial enterprises are involved in
innovation activities. What plays an important role in the process of innovation of individual regions and

Placed on high alert after the terrorist attacks in Paris, claimed by the so-called Islamic State, and after the
crash of a Russian airliner brought down by a bomb, the West seems to opt for a rapprochement with Russia. The extraordinary circumstances, due to the omnipresent threat of terrorism, meant that the relations
with Putin, frozen since the annexation of the Crimea, have warmed. The Russian intervention in Ukraine
made in blatant violence of international law, not to call it a war, has gone by the wayside. Does a return to
‘Business as Usual’ between Russia and the West mean that Ukraine will be left alone in its struggle for sovereignty and territorial integrity? Who will reassert Ukraine, given that Putin’s support in the fight against
ISIS is a top priority for the West?
