Fabricated Metal Forging Success
for Large Manufacturers
The fabricated metal industry is the state’s
second-fastest growing manufacturing sector in
terms of gross state product (GSP, in real dollars).
The fabricated metal industry’s GSP is projected
to increase 34 percent by 2025. This industry also
accounts for 6.6 percent of Georgia’s GSP, and is
the third largest manufacturing sector in terms of
employment. Projected GSP growth and robust
employment places the fabricated metal industry
among the top growth industries in Georgia.

metal industry have a presence in Georgia. Sewon
America, a major Kia supplier located in LaGrange,
manufactures automotive stampings. YKK Corp.,
a global leader in zipper manufacturing, has major
facilities in Macon and Dublin. Additionally, BWAY
Corporation, located in Homerville, is one of the top
steel container manufacturers in North America.

Despite some employment decrease, architectural
and structural metal producers, machine shops
and other metal fabricator subgroups account for
70 percent of all employment in Georgia’s metal

With the increased demand at Caterpillar’s
Forest Products manufacturing facility in
LaGrange, Quick Start has helped train the
welding workforce that meets Caterpillar’s
high quality standards.

A Value Proposition for Georgia
The fabricated metal industry in Georgia employs more than 28,000 or 7.5 percent of all manufacturing
employees statewide. While employment numbers are declining, the value of fabricated metal products
continues to increase. Fabricated metal products contributed nearly $2.6 billion to Georgia’s gross state
product (GSP) in 2015 (in real dollars). The industry’s contribution to the state’s GSP will increase to $3.1
billion by 2020. Technological innovations enable manufacturers to consistently improve productivity.

Georgia companies see a major value proposition, as costs remain low while shipments rise significantly.
The total value of fabricated metal shipments in Georgia increased significantly from 1994 to 2013, while the
cost of materials remained relatively low.
Another indicator of the fabricated metal industry’s increasing activity in Georgia is the amount of value
added during manufacturing. Georgia’s fabricated metal industry more than doubled its total value-added
dollar amount from 1994 to 2013, ranking second only to South Carolina among Southeastern states.

The value of Georgia’s fabricated metal exports rose to more than $446 million in 2014, up 93 percent from
the $481 million level in 2009. Among Georgia’s major trading partners over the last five years, Mexico and
Singapore are particularly outstanding with exports growing more than 300 percent during this period.

Vital to Other Growing Industries
Georgia’s fabricated metal industry is a major supplier to other key growing industries around the state
such as automotive, aerospace, energy and construction equipment. For example, metal is a necessary
component to the aerospace industry, supplying to companies such as Lockheed Martin Corporation,
Gulfstream Aerospace Corporation and Cessna. Georgia’s aerospace industry’s revenue growth is projected
to reach 4.2 percent annually in the next 5 years. Another industry using fabricated metal products is power
plant construction. Georgia Power is in the process of adding two new nuclear units by 2019 and 2020.
Kia, Caterpillar, Blue Bird and other major automotive manufacturing companies in the Southeast are also
creating demand for metal stampings and a variety of other fabricated metal products.

More than 70,500 workers are employed in metal fabrication-related occupations.
Georgia is known for its high quality, affordable workforce. Wage rates in Georgia typically fall below the
national average, particularly in manufacturing occupations. Georgia’s wage rate for fabricated metals is

Georgia is a pro-business state. An aggressive incentives program, favorable tax rates, favorable conditions
for employers, and programs to accelerate the permitting and development process make Georgia the right
place to start and grow a business. Georgia’s current corporate income tax is 6 percent, ranking it among
the top 10 states with the lowest corporate income tax rate. Georgia’s corporate income tax is based on a
single-factor apportionment, weighted solely on sales receipts in Georgia.
Statutory Incentives
Metal fabrication companies in Georgia are often
eligible for a variety of tax credits and sales tax
exemptions. The state’s job tax credit program
grants credits for job creation that may be applied
against the state’s corporate income tax. Other tax

Right-to-Work State
Georgia is a right-to-work state. Georgia has
maintained this status since 1947. Fewer than
half of the states in the U.S. grant workers
right-to-work protection.
Employment-at-Will State
Georgia provides hiring and firing flexibility
according to current employment regulations.
Georgia has no employment laws which are
more stringent or restrictive than those at the
federal level. In the absence of a written contract
and in compliance with federal employment laws,
employers in Georgia are able to exercise their own
hiring and dismissal decisions; state laws make
no provisions for wrongful discharge.

One-Stop Permitting: Georgia offers a consolidated state environmental program with delegated authority
from the U.S. Environmental Protection Agency (EPA) for issuance and enforcement of federal permits. The
Georgia Department of Natural Resources issues or denies all permits required by state and federal environmental protection legislation when a facility is being located in the state. One-stop permitting enables
prospective industries to obtain expedited required permits.

Georgia boasts one of the lowest private manufacturing union membership in the nation.
The overall unionization rate in Georgia among all wage and salary workers in 2014 was 4.3 percent, the
fourth lowest in the nation. Georgia’s private manufacturing unionization is 3.4 percent, the sixth lowest
in the nation, compared to 10.1 percent at the national level. Overall, average union membership rates in

or second among major rankings, with Quick Start being the primary reason for the state’s success.
Quick Start Program
Quick Start is Georgia’s internationally recognized
skills-based training program that provides
job-specific training at no cost for qualified new
and expanding companies. Training programs
are tailored to meet a company’s needs and are
conducted in the company’s facilities or in a
state-supplied facility near the company’s site.
Quick Start coordinates with Georgia’s 25 technical
colleges to provide an efficient and valuable
training product.
Quick Start has first-hand experience in training
people to work in metal fabrication operations that
range from steel mini-mills to machining jet engine
components. Quick Start trains workers to be as
productive as possible, as quickly as possible.

HOPE Grant
Georgia residents attending a Georgia public technical college or enrolled in a certificate or diploma
program are eligible for HOPE assistance, regardless of high school graduation dates or grade point
averages. Full-time enrollment is not required; however, a postsecondary cumulative 2.0 GPA is required at
certain checkpoints to maintain eligibility. The HOPE Grant covers a varying percentage of tuition, which is
determined by number of enrolled credit hours and the discretion of the institution. A student may receive
the HOPE Grant for up to 63 semester hours (95 quarter hours) of study.

Georgia has 25 technical colleges that offer a variety of certificate, diploma and associate degree
programs. By partnering with Quick Start, the Technical College System of Georgia offers a versatile,

The Georgia Tech Enterprise Innovation
Institute’s SETAAC Program Revitalizes
Bonnell Aluminum After the Recession
The Southeastern Trade Adjustment
Assistance Center (SETAAC), a program
based at Georgia Tech’s Enterprise Innovation
Institute (EI²), provides federal funding to
southeastern manufacturers reporting declines
in employment and sales. The poor economic
climate in the U.S. made Bonnell Aluminum a
perfect candidate for support.
Bonnell Aluminum matched these funds and
enthusiastically implemented recommended
projects such as Lean Six Sigma training,
management consulting, and individual
executive coaching. Since initial training,
Bonnell Aluminum has completed projects
exceeding $1 million in savings in each of the
last three years

Georgia’s superior accessibility moves products to markets faster.
Atlanta has long been the transportation center of the Southeast. With well-maintained highway systems
connecting areas around the state to the rest of the nation, products made in Georgia are never far from
