PANAY Electric Company
(PECO) said it was able to
reduce power outages in Iloilo
City in the past five years.
In an Energy Forum August
6 at Smallville 21 Hotel, Randy
Pastolero, PECO vice-president
for operations and general manager, said total power outages
went down from 14,000 minutes in 2010 to 3,000 minutes
in 2014.
“It means an average PECO
consumer experiences 944.22
minutes outages in a year in
2010. It was reduced to 332.58
in 2014,” said Pastolero.
Pastolero said these outages
are caused either by supply
problems or force majeure.
For average outages in units,
PECO said it decreased from
13.120 minutes in 2010 to
7.477 minutes in 2014.
In terms of supplier caused
outages, it significantly decreased from 10496.74 in 2010
to 555.60 last year.
For supply caused outages in
units, there was a decline from
118.604 to 14.412 in 2014.
The data don’t follow a
significant pattern for outages
caused by force majeure.

The NATIONAL Bureau of Investigation (NBI)-Western Visayas is
investigating allegations that Emergency Shelter Assistance (ESA) for
Typhoon Yolanda survivors in Capiz
were shaved or slashed by village
officials.
Jeremiah Sargado, NBI-6 supervising agent,
said several residents of Tacas and Malag-it villages in Pontevedra town already filed formal
complaints with their office.
Sargado said ESA beneficiaries in other
villages also plan to file complaints.
ESA is the shelter aid given by the Department of Social Welfare and Development to
families who have no permanent source of
income or incomes below the poverty threshold

‘Hanna’ forces suspension
of classes, boat trips in city

CLASSES in all levels, both in public and private schools, were
suspended in Iloilo City in the afternoon of August 6 due to
heavy rains as typhoon “Hanna” (international name: Soudelor)
enhanced the southwest monsoon.
Vice Mayor Jose Espinosa III, together with OIC schools
Division Superintendent Clarissa Geroche Zamora and Darwin
Joemil Papa of the Iloilo City Disaster Risk Reduction Management Office announced the suspension before noon Thursday.
In a press conference, Espinosa said that upon advice of
Mayor Patrick Jed Mabilog, the disaster risk management office
is monitoring the weather situation.

BACOLOD City - Supt. German Garbosa, Kabankalan
City Police chief, said the 19-year-old suspect who
butchered his grandmother and ate her heart will be
subjected to drug and psychiatric tests.
Garbosa also confirmed that parricide charges were filed
against Ruben Jalaman (not Ruben Fernandez as reported
earlier) of Purok Kabukiran, Tapi village in Kabankalan
City before the City Prosecutor’s Office, August 5.
Garbosa said that when he asked Jalaman why he
killed and ate the heart of his 85-year-old grandmother
Olivia Rapel, the suspect replied that it was merely a
“tripping.”
But when reporters asked Jalaman why he committed
the grisly crime, he said a voice told him to do so.
He claimed that the voice, which he has been
hearing for days, got louder and louder that is why
he was forced to kill his grandmother early morning
of August 4.
Garbosa said there is a need to subject the suspect
to drug and psychiatric tests despite the latter’s denial
of illegal drug use.
“We have to determine his mental condition,”
Garbosa said.

while in detention.
Councilor Plaridel Nava said
he incidentally learned of the
problem when he visited relatives who were detained in that
police station.
“It is our human right to be
given meals in detention,” one
inmate told Nava.

inmates there are considered
“transient” as “they come and
go and before you know it they
are already out on bail.”

Guv dangles possibility
of Biron supporting Roxas

ILOILO Gov. Arthur Defensor Sr. said there is a possibility that
former 4th district congressman Ferj Biron will support interior
and local government Sec. Mar Roxas of Liberal Party in the
2016 elections.
Defensor said he discussed the possibility with Biron during
their recent conversation.
Biron ran against Defensor in the 2013 elections under the
United Nationalist Alliance which is led by Vice President Jejomar
Binay who will run for president next year.
“We are talking about the possibility that Congressman Biron
may support or may endorse Secretary Roxas for president. That
is only a possibility. It will depend upon the happening of certain
events in the next two to three months,” he said.
Defensor denied reports that Biron set some conditions in
exchange for his support for Roxas.
“Wala kami nagsugilanon sang mga kondisyon (We did not
discuss any condition),” he said.
He also denied any negotiation with Biron for the latter to be
his running mate next year.
Defensor will have to look for a running mate next year as
Vice Governor Raul Tupas is eyeing the fifth district congressional seat.

His petition was initially rejected because he did not have
enough money for the filing
fee, but he managed to pay the
fee Thursday with what he said
were donations from unnamed
“private individuals”.
The Palace has also denied
being behind the disqualification case, pointing out that the
administration Liberal Party
has been trying to get Poe as
running mate for Interior Secretary Mar Roxas.
“It is important for us that
Grace Poe be part of our team,”
Presidential Spokesperson Edwin Lacierda said Wednesday.

‘Super’ top earner among
Iloilo City public markets

THE Iloilo Terminal Market, popularly known as
“Super” market, is the top earner in June among
seven Iloilo City public markets.
Records from the Local Economic Enterprises Office (LEEO) showed that Super raked
in P1,726,061.05 in June.
LEEO chief Ariel Castañeda said Super is
now the “cash cow” of their office as it steadily
provides dependable income.
The city slaughter house earned only
P1,493,530 in June.
The Iloilo Central Market earned
P1,021,643.39; LaPaz Public Market,
P568,341.08; Jaro Big Market, P340,228.52;
Mandurriao Public Market, P215,502.07; Arevalo Public Market, P158,587.90; and Jaro Small
Market, P85,942.35.
The LEEO collected P93,218.80 from the
Molo Bus Terminal.
Overall for the month of June 2015, LEEO
earned P5,703,055.16 and spent P3,375,463.89
for a net income of P954,778.75.
Castañeda attributed the net income to the
huge decrease in electricity bill following reforms in electricity fee collections.
The measures include clustering of electricity users, cutting of flying connections and the
replacements of old meters.

THE Parish Pastoral Council for Responsible Voting (PPCRV)
is urging the Commission on Elections to push through with the
award of the P7.8 billion contract for the lease purchase of 71,000
new precinct count optical scan (PCOS) machines for the 2016
elections.
This is after the failure of the second round of bidding for the
refurbishment contract.
Speaking to reporters, PPCRV spokesman Atty. Howard
Calleja said Comelec should “bite the bullet” and move on with
the preparations with the lease purchase option, as further delays
could impact the credibility of the elections.
Recent developments have narrowed the poll body’s option to
two: first is the refurbishment and upgrade of 81,000 machines
that have been used during the past two national elections; while
the second option involves the lease purchase of 71,000 new
PCOS machines.
Last week, the Special Bids and Awards Committee recommended the award of the P7.8 billion contract to winning bidder
Smartmatic. The en banc, however, decided to defer the award
pending their decision on which of the two options to pursue.
Comelec chairman Andres Bautista, meanwhile, said that
despite two failed biddings, they are still considering the refurbishment option as the price difference between the two contracts
amount to P2.5 billion. If this pushes through, the poll body will
enter into direct negotiations pursuant to the procurement law.

oversight committee on the automated election system, cautioned the poll body about the contract’s option to purchase the

face illegal drug raps

ROXAS CITY, Capiz – Charges for violation of the Comprehensive Dangerous
Drug Act of 2002 were filed against a
police officer and 27 others who were arrested in a police raid July 31.

and 12 of Republic Act 9165
Tagged as one of the top suspected drug
peddlers here, Marfil was caught in the
middle of “pot session” inside his house

the Roxas City police station, said it took
a month of surveillance before the raid was
conducted.

‘No such thing as fake rice’
THERE’S no fake rice in the Philippines.
This was the conclusion made by several
government agencies following their respective
investigations on the allegation that fake rice
made its way into the country’s market.
The investigation was conducted following
reports that rice, which had a texture comparable
to that of styrofoam, caused some individuals to
get sick in Davao City recently.
In a news conference, the agencies all concluded that the alleged fake rice from Davao
were retrograded and contaminated.
“Bigas talaga siyang tunay pero dahil mishandled siya, nagkaroon ng contaminants,
naging ganoon ang kanyang quality. So hindi
siya fake rice,” Presidential Assistant for Food
Security and Agriculture Secretary Francis
Pangilinan said.
“Tunay siyang bigas at noong sinaing, nagkaroon ng problema sa storage. Contaminated ng
dibutyl phthalate,” he added.
The agencies presented the results of their
laboratory tests in the news briefing.
“The CIDG (Philippine National PoliceCriminal Investigation and Detection Group)
report together with the reports of the IRRI (International Rice Research Institute), FDA (Food
and Drug Administration), DOH (Department
of Health), DOST (Department of Science and
Technology), FDC (National Food AuthorityFood Development Center), PhilRice (Philippine
Rice Research Institute), points to one conclu-
sion,” Pangilinan said.
“This was not fake rice. This was actually retrograded, contaminated rice, and only in Davao,
nowhere else,” he added.
NFA-FDC director Dr. Jocelyn Sales explained
that the alleged fake rice have the same components with the rice samples from the NFA.
“Talagang pare-pareho iyong components
noong alleged fake rice at iyong NFA rice,” she
said after breaking down the results of a series
of tests.
“Ito po ang conclusion natin, there is no fake
rice in the Philippines,” she added.
Retrogradation, contamination
However, Sales said that the fake rice went
through retrogradation, which explained their
spongy or styrofoam-like features. Retrogradation happens when starchy materials like rice are
frozen then thawed.
But still, food that went through retrogradation are still safe to eat unless they are
contaminated with harmful substances, Sales
said.
The alleged fake rice from Davao also tested
positive of dibutyl phthalate, which is used in
making flexible plastics that are found in a variety of consumer products.
Sales reminded the public to store newly
cooked rice and food in microwave-safe containers, especially when reheating them to avoid

indicted for preventing
SP to hold sessions
FOR padlocking the session hall and preventing members of the
Sangguniang Panglungsod (SP) to hold regular sessions, Mayor
Laarni Cayetano and Officer-in-Charge City Administrator Jose
Montales were charged by the Office of the Ombudsman for violation of Article 143 of the Revised Penal Code (RPC).
Article 143 of the RPC penalizes persons who, by force or
fraud, prevent or tend to prevent the meetings of local legislative
bodies.
The case arose from the eviction of the SP from its traditional
venue and its transfer to a small room at the city auditorium in
August 2010. Due to limited space, the SP was constrained to
hold its proceedings on the staircase of the city hall on its maiden
session and in various venues inside and outside the city hall for
the next 14 sessions.
The SP members underscored that the padlocking of the session
hall was an act of hostility, premeditated and executed with undue
haste, affording no prior consultation and no prior notice.
Ombudsman Conchita Carpio Morales junked respondents’
explanation that the move was part of the city’s reengineering
and reorganizational plan, noting that there was no plan nor a
semblance of a project study that would validate the necessity of
effecting immediate change in the layout of the city hall offices.
The Resolution stated that “the documentary evidence, as
well as respondents’ own admissions, belied their claim that any
‘reorganizational or reengineering plan’ with respect to city hall
offices actually existed.”
The Ombudsman also established that respondents failed to
comply with Section 45(b), Article I, Chapter III of the Local
Government Code which requires that the power bestowed upon
the local chief executive to assign and allocate office spaces must
be exercised for the purpose of promoting efficient and economical governance, for “the exercise of any power, whether express
or implied, must be rational. The exercise necessarily precludes
any arbitrariness or abuse.”

monsoon (habagat).
PAGASA said Hanna slightly
weakened as it moved towards
Batanes area. The typhoon is
now packing maximum sustained winds of 165 kilometers
per hour near the center and
gusts of up to 200 kph.
As of 10 a.m. today, Hanna
was spotted 825 kms east of
Basco, Batanes, moving west
northwest at 20 kph.

ITH Iloilo 5th District Rep. Niel “Junjun” Tupas Jr.
graduating in 2016, Iloilo Vice Guv Raul “Boboy”
Tupas would like to take over his House seat.
Based on Boboy’s media pronouncements, he will run for
congressman, with or without party.
But JunJun remains firm to pass the baton only to his wife
(Atty. Yvonne “Gel “Tupas) and continue their reign in the 5th
district of Iloilo.
Of course, this is not the only time
that the Tupas political clan members
clashed with a relative over politics. It
happened before when former congressman Rolex Suplico, nephew of former
governor Niel Sr. ran and won.
Unluckily, Rolex was defeated in
2004 by Junjun.
But if I were in the shoes of JunJun,
I would be worried not only because of
the alleged survey result which favored
Ranie Z. Jangayo Boboy. To my mind, this is only the
consequence of a confluence of factors working in favor of his younger
brother.
I’ve met the Tupases brothers in
some occasions. I was introduced to
them by my friend Morvil, a close ally
of the Tupases. I also recall meeting Junjun when he was a provincial board member. Boboy was also our guest in our radio program
“The Daily Guardian on Air” over Aksyon Radyo Iloilo.
I recently met again the vice governor in a small gathering of
friends at Richmond Hotel in Iloilo Business Park.
Meeting them gave me a glimpse of their personalities, especially their charisma and qualities of a true public servant. At a
glimpse, Boboy has it. For me, charisma makes a person endearing, looked up to, and followed by others.
As far as politics is concerned, the charisma Boboy exudes
is his edge over Junjun’s wife in 2016, especially because she’s
not a real Tupas, much more so she’s not a (GI) genuine Ilongga
as well.
Although she’s a lawyer, Atty. Gel has not spent a single day
in a public or political office. And besides, being a lawyer is not
a guarantee that he or she will not be a corrupt politician.
Records show that most, if not all corrupt leaders, are lawyers!

Junjun must not belittle Boboy’s capabilities and competence.
Boboy is already politically experienced as a long time public
servant. He was mayor of Barotac Viejo for several years and
presently sits as vice governor.
In our casual conversation over a glass of wine at Richmond
Hotel a few weeks ago, Boboy also told us about his island hopping
activities in Northern Iloilo’s island municipalities to continue his
“Feeding Program” for undernourished children.
He started this feeding program long before with the help of
some benevolent and kind hearted Ilonggo balikbayan friends
and supporters.
But Boboy in our previous interview with TDG on Air admitted he has no money like Niel Jr. who will spend for his wife’s
campaign.
As we all know, in Philippine politics money plays a huge
factor. But Boboy still believes that survey, consultation, and consensus among the people of the 5th district will carry a candidate
into the House of Representatives.
Finally, Junjun must not also forget that Boboy is a graduate of the
Philippine Military Academy with extensive training on strategy.
Hopefully, Boboy’s charisma and political experience will
have a magnetic effect and become a key to winning the people’s
hearts and their votes.

ELL I don’t refer to the death penalty through the electric chair but
what we are now facing appears
to be electrocution nevertheless through
the increased electricity rate charged by
the Central Negros Electric Cooperative.
I need not
confirm this
increase to
our readers
because all
they have to
do is take a
closer look
at their latest electricity bill and
Modesto P. Sa-onoy compare that
with earlier
ones.
I am not
going to discuss how this increase came
to be – that will be for our readers to determine once this new series is completed.
Yes, this will be a series as I narrate the
facts based on official documents that had
been sent to the National Electrification
Administration but have not been reported
in the local media. The administrative
complaint was filed in Pasig City on
June 23, 2015 by Sulpicio Lagarde who

was dismissed as general manager by the
Ceneco Board. The complaint is docketed
as NEA-ADM. Case No. 24-03-15.
These documents however have been
going the rounds in Ceneco but nobody had
the guts to tell the press until one gathered
enough courage to furnish me one and
explain the details. The facts of this complaint are known to members of the Ceneco
Board since they surely have a copy. However they also kept the complaint under
wraps. But like fermented shrimps, as old
folks would say, the stench will always find
the way out to invade our nostrils.
The board members charged here are
the President Arnel Lapore, Michael Maravilla, Paul Lizares, Joyce Martha Cuenca,
Zenaida Lacson, Vicente Tan, and Robert
Javellana.
The seven members of the Ceneco
Board that desire to refute Lagarde’s allegations are free to do so, but as usual
under similar treatment. Surely they have
already filed their response to this complaint.
The complainant was general manager
of the cooperative since May 27, 2008 to
what he claims “illegal termination” on
November 27, 2014. Our readers should
take note of this dismissal date as this will
have relevance to another case against

the board that involves charges of graft
and corruption inside Ceneco involving
millions of pesos that we, consumers, are
paying for through our bills.
I will deal with this issue about graft
after this administrative case and several
others. The cases are like the mythical
hydra with several monstrous heads that
swallow its prey. Let’s start with charge
that has the least impact on our lives and
bills but has relevance in the later complaints and appears to be the source of
internal conflict.
The first issue is the resolution of the
board on June 13, 2014 which invalidated
the office order issued by Lagarde that designated Engineer Jesus Dormido as acting
general manager. Lagarde charged that the
action of the board violated the NEA Bulletin No. 35 because Dormido is qualified
under the NEA approved plantilla.
The second issue in this administrative
case appears very serious as this involves
an alleged attempt by the Ceneco President
Arnel Lapore to influence the election to
the board. Lagarde claims that on October
20, 2014 Lapore directed him “to relieve
Lolita Jayme as Chairperson of the Screening Committee (SC) for incompetence and
bias because the Committee upheld the

pagsisimula mismo ng Linggo ng Kasaysayan ay may pagka-epal rin dahil ang ginugunita sa linggo na iyon ang anibersaryo

ito ay tinatawag na Ghost Month, kung
kalian bumabalik raw sa lupa ang mga
ninuno nilang namatay upang bisitahin

Kaya naman, kahit sa amin sa Tarlac,
itinuturing na malas ang buwan na ito.
Mahirap ang buhay sabi ng matatanda sa
amin. At kung titingnan ang kasaysayan
ng Pilipinas, tila maaaring mayroon itong

PANGYAYARI
Narito ang ilan sa mga pinakamahahalagang pangyayari na nagpabago sa
kasaysayan ng Pilipinas na nagpapakita
na masalimuot ang buwan ng Agosto sa
kasaysayan ng Pilipinas:
1. Agosto isinilang (August 19, 1878)
at namatay (August 1, 1944) ang Ama ng
Wikang Pambansa, Pangulong Manuel
Luis Quezon. Isang taong namayani sa
pulitikal na buhay ng bansa sa loob ng
apat na dekada.
2. Ang pananakop ng mga Amerikano sa Pilipinas sa tinatawag na Mock
Battle of Manila noong August 13, 1898.
Dito unang iwinagayway ang bandila ng
Estados Unidos sa kabisera ng Pilipinas.
Tumagal sila sa loob ng halos kalahating
siglo.
3. Ang pagkakatatag ng Iglesia Filipina
Independiente, na tatawaging Simbahang
Aglipayano paglaon, noong August 3, 1902
nina Don Isabelo de los Reyes at iba pang
mga manggagawa. Isang pagtatangka sa
isang makabayang Simbahan na malaya
mula sa relihiyon ng mga prayle.
4. Ang pagsilang ni Pangulong Ramon
Magsaysay noong August 31, 1907. Ang
pangulong naging kampeyon ng bayan.
5. Ang pagbomba sa rally ng Partido
Liberal sa Plaza Miranda noong August 21,
1971. Dahil dito, sinuspindi ng Pangulong
Marcos ang Writ of Habeas Corpus. Ito ang
nagsilbing dry run para sa proklamasyon
ng Batas Militar noong 1972.

Ang pagkamatay (August 21)
at paglilibing (August 31) kay Ninoy
Aquino noong 1983. Ito ang isa sa unang
manipestasyon ng People Power bago ang
1986, ang mitsa na lalong nagpaningas sa
pakikibaka laban sa Pangulong Marcos na
sinimulan ng mga makabayang aktibista
sa panahon pa lamang ng kasagsagan ng
Batas Militar.
7. Ang dramatikong pagyao ni Pangulong Cory Aquino, August 1, 2009, at ang
pagpapakita ng pagmamahal ng bayan sa
kanya nang ilibing siya noong August 5.
8. Ang pagyao ni Ka Eraño “Ka Erdy”
Manalo, ang Tagapamahalang Pangkalahatan ng Iglesia ni Cristo, matapos magsilbi
bilang tagapamahala ng Iglesia sa loob ng
46 na taon kung saan kumalat ang isang
Pilipinong pananampalataya sa iba’t ibang
panig ng daigdig. Ang kanyang pagyao ay
isang ikutang pangyayari sa kasaysayan
ng Iglesia.
9. Higit sa lahat, ang pagsisimula ng
ating pakikibaka para sa kalayaan bilang
isang bansa ay naganap sa buwan na ito
noong taong 1896. Nabunyag ang Katipunan, August 19, nagtipon sa iba’t ibang
lugar sa Kalookan ang mga Katipunero,
nagpunitan ng sedula at nagsisigaw ng
paglaya. At sa bahay ni Tandang Sora sa
Bahay Toro, Balintawak, nagkaroon ng
pagpunit ng sedula at hinirang na unang
pangulo ng pamahalaang mapanghimagsik
si Andres Bonifacio noong August 24. Sa
maulang mga araw na ito unang nakipagtuos ang Katipunan sa mga Espanyol,
ilan sa mga labanang ito ay nagtagumpay,
kabilang na ang labanan na pinamunuan
ni Bonifacio laban kay Tinyente Ros, August 25. Hanggang umabot sa Labanan sa
Pinaglabanan noong August 30 kung saan
nagwagi sina Bonifacio sa El Polvorin
at nakakuha ng ilang armas subalit nang
rumesbak na ang mga Espanyol ay marami
nang Katipon ang namatay. Sa araw rin na
iyon, ipinasailalim ni Gobernador Heneral
Ramon Blanco ang walong rebeldeng lalawigan sa Luzon sa ilalim ng Batas Militar.
Ang mga petsang ito ang batayan ng National Heroes Day tuwing huling Sunday
ng Agosto.
Kung hindi natin maaaring palitan ang
Araw ng Kalayaan mula sa proklamasyon
ni Heneral Emilio Aguinaldo na June 12
patungong August 24 na anibersaryo ng
pagkakatatag ng ating unang pamahalaang
pambansa, sa ganang akin, ay maganda
na ngang alternatibo ang pagdiriwang ng
Buwan ng Kasaysayan sa buwan na ito
na siyang buwan nang pagsilang ng ating
bansa.
BUWAN NG KASAYSAYAN
Ngayong taon, ang paksang diwa o tema
ng pagdiriwang ay “Baliktanaw: Kasaysayang Humubog sa Bayan.” Inaasahan
na ang iba’t ibang paaralan sa Pilipinas
ay magkakaroon ng mga iba’t ibang programa at lektura na nagbabalik tanaw sa
nakaraan.
Harinawa, magdisenyo ang bawat institusyon ng mga epektibo at hindi boring
na mga pamamaraan ng pagdiriwang ng
buwan na ito upang maipakita sa mga bata
ang diwa ng tema na sinabi na rin ni José
Rizal, “Upang malaman ang kinabukasan
ng isang bayan, lubhang kinakailangang
buksan ang aklat na nagsasalaysay ng
nakaraan nito.”
Sabi rin ng mag-asawang Bonifacio,
“Matakot sa kasaysayan sapagkat walang
lihim na hindi nabubunyag.”
Ayon kay Jorge Santayana, “Ang
sinumang di nakaaalala sa nakaraan ay
isinumpa na ulitin ito.”
Upang hindi maulit ang mga pagkakamali ng nakaraan at lubos tayong makasulong sa hinaharap, kailangan ang buong
bayan ang nakaaalala. Ang kasaysayan
ay napakahalaga, lubos na mahalaga, para
iwan lamang sa mga historyador na katulad

PNoy for veep?
HE widely-respected Winnie Monsod wrote last Aug. 1
in her Get Real column in the PDI: “as a last candidate
[for Veep, to run with Mar Roxas]. . . : How about P-Noy
himself? There is no legal encumbrance to his candidacy.” No
legal encumbrance? Please allow me to differ.
What I try to teach my studes is that since the Constitution
bars a presidential reelection, what one may not do directly he
may not do indirectly; the spirit, not the letter, should prevail.
But, our Supreme Court reminds me of what St. Loo Cardinal
pitcher once said, in America
Atty. Rene Saguisag there is one word that says it
all, and that one word is younever-know. That should apply
to Grace Poe’s citizenship and
residence issues.
To me, PNoy has suffered enough. Let him write a book, plant a
tree and father a child, but to marry first (Mar is an unwed father).
As Veep, he’d do nothing but check the blood pressure of Numero
Uno every morning.

Let me see, as a buck private or grunt in the Yellow Army, who
will remain standing months from now, to join Jojobama, Mar,
Miriam and Mil Sabio? Recall Andujar.
Jojobama has sound political instincts but I wonder if bashing
PNoy is a plus. It seems to me he should thank him for the good he
has done but point out his mistakes, which Jojobama will abandon
or try to correct. All of us err. No Prez can be perfect.
Jojobama and Mar would welcome Manny Pacquiao to lead a
senatorial slate for UNA or the LP respectively. If this would be
the only criterion, I cannot vote for either. An absentee Senator
focusing on boxing, the PBA, TV hosting, concertizing, etc. - is
not in the national interest. They should ask him just to run for
Sarangani Guv where a Vice Guv would be the locum or temp
in his absence, partly because of many suits filed against him in
the U.S. (now 41, and counting), let alone his problems with Kim
Henares of the BIR.
Vice Guv Jinkee has made the wise decision not to run for reelection.

Emerge gently
and keep calm!
H
OW big is the “Big One” in your thought?
As we all prepare rigorously for the so called “ Big
One,” the vital efforts of our local and national governments, in partnership with private and civic organizations, bring
awareness and preparations for its possible coming.
One way to think about all these preparations, is that it is a
good opportunity to practice staying calm.
That was one of the points brought out in the recently concluded Metro-Wide Earthquake Drill. It was commendable that
the focus of the drill, not only included important practical steps
and strategies, but also emphasized the need for Filipinos “not to
panic” but to “remain calm”.
Hearing this encouragement to
stay calm, serene and ready for any
Rodolfo Jerome Lacusong uncertainty, I remembered a favourite quotation from a Bible-based
book on spiritual thinking - Science
and Health with Key to the Scriptures by Mary Baker Eddy. Itt says:
“Emerge gently from matter into
Spirit (God).”
Dictionary.com states that the origin of the word “emerge” is
the Latin word “emergere”, which means “to rise up from”.
While the Quake Drill helpfully suggested that we rise up from
being fearful to being fearless, from being confused to being
orderly and from adding to chaos to aiding peace Mrs. Eddy’s
citation helps us see the spiritual means by which we can do so.
Rising from matter to Spirit in our mental focus helps us to be
in control of whatever practical steps we need to take in times of
challenge, including health challenges.
Two days ago, for instance, I was in deep fear of becoming unconscious due to a severe stomach ache. It happened in the middle
of the night. I had gone back and forth to the comfort room.
As a student of Christian Science, I regularly rely on the
value of staying calm and relaxed in any fearful situation, based
on my trust in divine Love. But at this particular moment, I
felt trapped and uncertain. I started to feel hot and cold. Yet I
finally began to pray and this inspiration came to me: “emerge
gently.”
At first it was hard to see beyond all that my physical senses
were taking in, but I realized I had to change my thinking and focus
on being calm. I lay down on my bed, closed my eyes and kept
my thinking filled with only good thoughts. First, I remembered
a good activity I had been involved in that day. I had been with a
friend and her son and joined them in discussing the importance
of respect and of him being open with his parents. He was such
a lovely young man. And we had a good meal.
I then felt comforted by seeing that all I did that day, and what
I ate, was a blessing. And I thanked God for that.
The pain did not immediately disappear but I was no longer
fearful. Instead I began to feel grateful.
The next day I was able to eat all the regular foods I like eating
and happily attended to my normal activities for the day.
None of us know what we might face if there really is a “Big
One” instead of just a Quake Drill. But this healing showed me
how valuable trusting God can be when we need to keep calm in
an emergency situation. The key lesson for me was that keeping
calm always starts in my consciousness, and this is one thing we
always have control of, when it comes to facing problems, whether
that be the Big One or small ones.
Emerge gently from matter into Spirit, and keep calm!

Indeed we wonder. Were
Lapore and Dumangcas in
consultation with the intent of
getting Dumangcas into the
board? Does this appear that
Lapore was intervening in the
election and trying to influence
the choice of directors?
Lagarde pursued his belief
that indeed Lapore was trying
to influence the election when
on October 22, 2014 Lapore
issued a memorandum directing Lagarde to publish in the
newspaper that there are two
candidates for director for Bacolod East. Lagarde reminded
Lapore that NEA had affirmed
the disqualification of Jalssen
Dumangcas on October 15 and
showed not be announced as a
candidate.
Lagarde thus charged Lapore
of violating the Ceneco Election Code by intervening in the
Screening Committee.
On November 27, the
board terminated the employment of Lagarde “without the two notices” required
by law.

Baco-Nippon Matsuri
Festival pushed
BACOLOD City – Councilor Wilson
Gamboa Jr. of this city is pushing for the
creation of “Baco-Nippon Matsuri Festival” every September 25 of the year.
This is in line with Gamboa’s proposed
ordinance seeking the declaration of September 25 every year as Bacolod FilipinoJapanese Friendship Day.
The friendship day and the festival are
expected to strengthen the ties between
Bacolod and Japan as well as boost this
city’s tourism industry.
In a public hearing yesterday, Gamboa
proposed four titles of the celebration,
namely: Aki Matsuri-Autumn Festival,
Nippon Matsuri Filipino Japan, Egao
Matsuri and Kyugatsu Matsuri-September
Festival.
According to Gamboa, the Fil-Jap
Friendship Day is originally celebrated
every February.
On the other hand, the Philippines-Japan
Friendship month is celebrated every July
to commemorate the designation of July
23 Philippines-Japan Friendship Day by
former President Gloria Macapagal Aroyo
in the Golden Jubilee Celebrate of the
diplomatic relationship between the two
countries in 2006.
The 1st Filipino-Japanese friendship
day in Bacolod was first celebrated by the
Negros Educational Helping Activities
(NEHA Foundation, Inc.) based in Japan and in the Philippines together with
Megumi Foundation in August 2013.

BACOLOD City – Vallacar
Transit, Inc. (VTI), operator of Ceres Bus Line, said it
will comply with the Land
Transportation Franchising and
Regulatory Board (LTFRB) order requiring the installation of
GPS devices in all public utility
buses (PUB).
Jade Seballos, VTI legal and
media affairs officer, said VTI
will comply with the order and
is still waiting for the LTFRB
guidelines.
Seballos said even without the order, VTI is strict in
complying with road safety
guidelines.
“Our more than 800 drivers are reminded to comply
with safety guidelines, and are
warned against overspeeding,”
she said.
“When the implementation
starts next month, VTI will not
hesitate to impose necessary
sanctions among its erring drivers,” Seballos said.
According to LTFRB, GPS
will make monitoring of buses’
speed and location easier.
It can also help us tract
colorum or unregistered buses,
LTFRB added.
The order will take effect
on provincial buses first, while
buses in Metro Manila will be
required to install GPS units
starting next year, LTFRB
said.

JCI- Barotac Nuevo Tamasak Cares
UNIOR Chamber International (JCI) Barotac Nuevo
Tamasak is a non-profit, international, non-governmental
organization of young people
between 18 and 40 years old
who are engaged and committed to creating impact in their
native town, Barotac Nuevo.
The group encourages young
people to become responsible
citizens and to participate in
efforts towards social and economic development, and international cooperation, goodwill
and understanding.
Part of JCI’s creed is “Service to Humanity is the Best
Work of Life”.
Working under this tenet,
JCI-Barotac Nuevo officers and
members planned various activities covering all barangays
of Barotac Nuevo, Iloilo.
After a series of brainstorming and deliberations, “WE
CARE FOR HEALTHCARE”
Program was brought to life.
“WE CARE FOR HEALTH-
J
CARE” Program consists of a
series of projects designed
to improve public health in
Barotac Nuevo.
The program is spearheaded
by the organization’s director for
business development, Braeden
John Biron and was launched
under the term of 2015 Chapter
President Lovella Beating.
The program commenced
by distributing 90 nebulizers,
250 blood pressure apparatuses
and medicines to all barangay
captains and barangay health
workers in 29 barangays of
the municipality of Barotac
Nuevo.
The first project implemented under the program was
Oplan BATMAN, a surgical
mission offering free circumcision to male children ages 7 to
12 years old.
With the aid of B.I.R.O.N
Foundation, the patients who
availed Oplan BATMAN were
not only circumcised for free
but also received free medi-
cines for seven days to facilitate
their healing and recovery.
To date, a total of 689 kids
from 20 barangays of Barotac
Nuevo have already been circumcised under the project
spearheaded by Dr. Maricar
Aricaya with Dr. George Acepcion as mission head.
To address malnutrition
concerns, the program joined
the Nutrition Month Celebration by conducting feeding activities (Operation Souperman)
for children and lectures on
Breastfeeding by Dr. Maricar
Aricaya, a paediatrician; Nutrition and Utilization of Locally
Grown Vegetables by Prof.
Prof. Annelyn J. Deasis who
taught mothers how to cook
Crispy Kangkong and make
minty camote juice.
The lectures covered barangays with the highest malnutrition incidence – Brgy. Tubungan,
Guintas, Igbong, Bagongbong
during weekends from July 12,
2015 to August 1, 2015.
On July 25, 2015, the first
medical mission under the program was also implemented in
Barangay Monpon where more
than 400 patients availed of free
consultation and medicine.
In the afternoon of the same
day, a feeding activity was also
conducted for the children of
the said barangay.
Basic Life Supporting Training (Kabuhi mo, Amligan Ko)
was also conducted on July 26,
2015 for mothers and fathers at
Barangay Bagongbong with
the help of the Boy Scouts of
the Philippines Iloilo Council
and on August 2, 2015 for 187
Barangay health workers of the
municipality of Barotac Nuevo
with the help of the Philippine
Navy and Mr. Mark Anthony
Pornan, a Qualified First Aid
Instructor under High Field
Awarding Body for Compliance.
Digital thermometers were
also distributed to Barangay
Health Workers on the same
day. The distribution of the
various medicines and medical
supplies and training of Barangay Workers is a way of ensuring their responsiveness to the
health concerns of the people in
their respective barangays.

World Boxing Council-mandated title eliminator this

Cuello, 28, is on a three-fight winning streak since losing
in his lone world title bid in Dubai in 2013, a fight where he
injured his right shoulder.
The Iloilo native, who holds a record of 36-5-6 with 24
knockouts, is guaranteed to have another shot at the WBC
world minimumweight title should he emerge victorious
over Hirales (36-3-1, 22KOs).
“Hirales is good. He is a former world champion who packs power in his punches so a fight

The ESA beneficiary was
then “coerced” to surrender a
certain amount from her shelter aid.
“If that’s true, that could
constitute robbery by means
of violence and intimidation,”
Sargado said.
Alicia (not her real name),
an ESA recipient in one of
Pontevedra’s island villages,
said they received their ESA
in full.
But before she could even
plan what to do with the money,
village watchmen knocked on
her door and demanded she
hand over P9,000 to them.
“They told us that the money will be given to other Yolanda victims who were not
able to get their ESA. But was
it my fault that they have not
complied with the requirements and have not received
anything?” she said in the
vernacular.
Based on the complainants’
allegations, the NBI-6 surmised
that “ESA shaving was done
systematically.”

that their ESA was slashed by

wrapped up their United Football League
(UFL) Division 1 campaign on a winning
note after pounding Pachanga-Diliman FC,
3-1, July 5 at the Rizal Memorial Football
Stadium.
Stallion FC completed the UFL Division
1 tournament with 10 wins, 1 draw and 6
losses to settle for 5th place while Pachanga-Diliman FC landed on 8th place.

BSP financial exhibit in debuts
all-new Celerio
Iloilo set on Aug. 17-19
THE Bangko Sentral ng Pilipinas (BSP) is
set to hold a financial consumer protection
exhibit on August 17 to 19 at Robinsons
Mall Iloilo.
According to BSP Financial Consumer
Protection Department (FCPD), the exhibit dubbed “Alerto Ako” is a financial
consumer protection campaign that aims
to provide financial consumers greater
awareness through advisories on various
financial products and services, thus empowering them to make informed financial
decisions.
This is a pro-active approach to address
the need of the public to identify financial
frauds/scams, it said.
According to BSP, the Alerto Ako
Exhibit was first launched in BSP
Cebu Regional Office in September
2014.
The exhibit mainly features display
panels showing key advisories, audio visual presentations, and interactive games
and activities.
Through the exhibit, BSP reaches out to
the students and working sector, including
those from the local banking associations,
local government units, different government agencies, and various universities
in Iloilo.
Public spending picks up in June
THE government spent more
money on goods and services
in June, partially compensating
for the underspending in the
preceding months that threatened economic growth.
Government expenditures
surpassed revenues to incur a
P72.7-billion budget deficit or
over 16 percent than the P62.5billion deficit a year earlier,
figures released by the Department of Finance on Thursday
showed.
But the budget balance for
the first six months of the year
remained at a surplus as revenues outpaced expenditures
by P13.7 billion, compared
with the P67.7-billion deficit
posted in the comparable 2014
period.
The faster spending in June
failed to offset the budget
surplus recorded in the preceding months. The government
posted a P67.3 billion budget
surplus in May and P52.6 billion in April.

Young ballerina performs
for an audience of one

t first glance, Stephanie “Steffi” Santiago
seems like a typical
14-year-old. She is a self-confessed “Directioner” who likes
to make Youtube videos and
have sleepovers with friends.
However, she is anything but
typical. She is an exceptional
ballerina who, at a young age,
realized her talent and developed the discipline, sacrifice,
and dedication required to
hone it. Now she is reaping accolades, not only in the Philippines but also abroad.
Neither she nor her parents,
Bong and Annette Santiago had
an inkling of how things would
turn out. It all started just for
fun, recalled Steffi.
“My friend invited me to
watch her ballet class. I’ve
never seen people having so
much fun! Everybody was
running around, skipping and
dancing…I couldn’t think of
anything better than to be in
a place doing all that with
friends - and nobody telling me
to stop,” she exclaims. She was
six-years-old at the time.
She asked to be enrolled in
beginners’ ballet class. Initially
the hyperactive girl was simply
having fun, releasing all that
extra energy. Her long-time ballet teacher,
however, immediately spotted
her potential as a dancer.
“When Steffi first used
pointed shoes, I saw that it was

effortless for her,” recalls Chelo
Borromeo Gemina, artistic director of ACTS Manila ballet
school. She looked as if she was
just playing when others were
awkward, she adds.
A few years later Teacher
Chelo decided to talk with
Bong and Annette about their
budding ballerina. She told
them that their daughter showed
“a natural spontaneity in movement,” and had the makings
of “an excellent professional
ballerina.”
Looking back, Steffi’s parents recall seeing their daughter
often watching YouTube videos of ballet performances of
famous ballerinas, as though
studying their movements.
Even as a child, Steffi already
articulated her dream of becoming a prima ballerina. They
realized later on that it was not
a mere juvenile fantasy, and the
art wasn’t just a hobby for their
daughter. Soon Steffi began to join
competitions, first on the national, and later, international
levels.
“That was when I took dance
art seriously,” Steffi says. It
dawned on her that she could
really become a prima ballerina
someday.
But becoming a serious
dancer necessitated adjustments in the teenager’s normal
routine. She quit regular school,
and continued her studies under
a homeschooling program. Not
having to travel to and from
school every day enabled her
to conserve her energy; she
needed to be well-rested to be
able to dance properly and learn
routines.
“Aside from the flexibility
that comes with home schooling, we observed that Steffi
was the type of student whose
potential was better honed
through focused, individualized
teaching,” says Bong. “We
also thought it would train our
daughter to be more confident
and independent.”
Thanks to homeschooling,
studies are uninterrupted even
when Steffi is training or performing abroad.
Admittedly, the young dancer misses out on nights out
with friends, such as going to
the movies or watching concerts. Saturday sleep-ins are
out, too, as she has to wake
up early for dance practice.
But that’s how she developed
discipline.
As her ballet coach, Teacher
Chelo tries to maintain a balance between pushing her
ward and allowing her to set
her limits. “Steffi is very competitive and thrives in this kind
of environment,” the mentor
observes, adding, that words of
encouragement help maintain
that balance. Steffi is grateful to her parents and family, for the support
and for believing in her. Bong
and Annette take turns accompanying their daughter to
ballet class, including training
abroad. “When I become a professional ballerina, I hope to be
able to repay them for everything,” Stephanie vows. As parents, the Santiagos
acknowledge their role as stewards who must help nurture
their daughter’s talent and
guide her toward the fulfillment
of God’s plan for her.
If they had a choice, they
would have steered Steffi toward a career path that would
be more mainstream and less
demanding of her time. As
their daughter grew older and
as they became more aware
of the challenges that came
with choosing dance as a career —like being away from
home for long periods of time,
both Bong and Annette were
convinced that this was God’s
chosen path for Steffi.
“God has opened our eyes to
love and appreciate our daughter’s passion and the discipline
she has taught herself. We can
only trust Him,” says Bong.
Steffi reserves the highest
praise and gratitude to God,
who blessed her with the gift
of dance. And so, she dedicates
her efforts and her successes to
the Lord. To her, it is the key to
doing the best every time.
“He gave me this gift, so I
want to glorify His name every time I perform,” she says.
“Sometimes when I am dancing
on stage, I see only a big light
shining, and I know it’s Him.
I feel like I’m the happiest
person in the world because I
know He’s watching.”
Whenever she is upset or
feels she didn’t do well enough
in ballet class or her studies,
she turns to God for encouragement. She knows that even
when times get tough, she can
hold on to God’s promise that
He will see her through. “It’s
what keeps her going,” her
father says.
“There is a spiritual significance to what she does,”
Teacher Chelo says. Stephanie
understands the higher purpose
of dance and acknowledges that
without the grace of God, it
loses meaning, she explains. This is precisely the vision
of ACTS Manila: to nurture artists “who embody and inspire
Godly character,” and hopefully help transform society.
Stephanie’s Christian devotion is the foundation of her
character. It keeps her grounded. She knows her priorities and
doesn’t feel that by giving up a
few things here and there she’s
missing out on life. In return,
she reaps more blessings.
In her first ever competition,
the 2012 Philippine Dance Cup,
she placed first.
Many memorable moments
soon followed. She represented
the Philippines in the Youth
America Grand Prix (YAGP),
the world’s largest student
ballet scholarship program.
She also got a scholarship in
Australia.
She encourages teenagers
like her to find a hobby as this
will help them explore their
interests. When they realize
what they want to do, they
should pursue it earnestly.

DENR to launch anti-air
pollution campaign

THE Department of Environment and
Natural Resources-6 through the Environmental Management Bureau said
it is set to launch a campaign against
air pollution.
Dubbed “Perwisyong Usok! Pigilan,” the campaign aims to encour-
age individuals to help lessen air
pollution in Western Visayas.
The campaign promotes regular
vehicle care and use of clean fuel.
According to EMB, it will launch the
campaign on November, this year, in
time for the National Clean Air Month
celebration.
EMB explained that while regular
vehicle maintenance takes time, its
outcomes are beneficial.
There will be less harmful gasses
emitted, which can help lessen cases of
respiratory-related diseases, it said.
EMB encouraged the public to take
mass transport system to reduce traffic
congestion and pollution.
“Traffic congestion leads to mone-
tary losses from wasted gas and wasted
time, not to mention increased greenhouse gas emissions. It would not only
aggravate climate change, but would
also have health impacts and result to
reduced quality of life,” it said.
EMB cited a Japan International Cooperation Agency study saying traffic
congestion in the Philippines amounts
to P2.4-billion in losses daily.
The said amount is projected to rise
up to P6-billion a day by 2030) if the
country fails to find solutions to alleviate traffic congestion, it said.

Visayas are showcasing their masterpieces at the annual Cinema Rehiyon
which is held this year at Cebu City.
These are Tara Illenberger’s “Gaid”,
Mia Reyes’s documentary “Sin-o si Mel
Carreon?”, Reymundo Salao’s “Bantay
Salakay”, and TM Malones’s full-length
documentary “Dapya sang Paglaum”.
WHAT IS CINEMA REHIYON?
Seven years ago, the National Commission on Culture and Arts’ cinema committee envisioned to enrich Philippine cinema
with the largely undiscovered filmic creativity dubbed “cinemas in the region.”
It is from that vision that the regional
film festival of the Philippines, the Cinema
Rehiyon, was born.
Its initial two steps in 2009 and 2010
began in the Cultural Center of the Philippines. From there the festival travelled
the archipelago, landing in Davao (2011),
Bacolod (2012), moving northward to Los
Baños (2013), then southbound again to
Cagayan De Oro (2014). For every iteration of the festival, its organizers, shareholders, curators and filmmaker delegates

FTER several failed relationships, actress Janice de Belen
is no longer looking for love.
De Belen is the former wife of actor John Estrada, who
is now married to beauty queen Priscilla Meirelles. Before that,
she also had a son with Aga Muhlach.
In an interview on “Kris TV” on Thursday, de Belen admitted
that she doesn’t want to get hurt again.
“In fact, I don’t ask for that kasi takot nga ako sa problema. I
used to want to take risk. I used to walk the dangerous side. But
now, I can’t do it, takot na takot ako. Mahirap masaktan, ayaw
ko na,” de Belen said, adding that she doesn’t even go out on
dates.
