dismissed from the PNP
after testing positive for
illegal drug use.

“This is unfortunate. We
may lose three cops,” said
Senior Supt. Cornelio Salinas,
Iloilo Provincial Police Office
(IPPO) director.
The findings on the three
cops are the result of a random
drug test conducted on 45 of
the more than 1,700 IPPO
officers last April 8-9.
Salinas refused name the
cops and the units where they
are assigned.
Salinas said that their ranks
range from police officer (PO)
1 to PO3.
“Administrative and
criminal charges will be filed
against the three cops. They
can contest the findings of the
random drug test through legal
means,” he said.
THE Philippine Drug Enforcement Agency (PDEA) said it
will inform the Department of
Interior and Local Government
(DILG) of barangays that failed
to submit reports on the illegal
drug situation in their communities.
PDEA Regional Director
Paul Ledesma said that only 33
of the 180 barangays in Iloilo
City have complied with the
memorandum circulars issued
by the DILG mandating barangay officials to submit a list of
drug users and pushers in their
villages.
Ledesma said he will forward the report to the DILG
regional office on April 16 as he
already gave the barangay leaders enough time to comply.

SUPER Typhoon Yolanda did not hurt the rice production
of Western Visayas, the Department of Agriculture (DA-6)
said.
DA-6 regional director Larry P. Nacionales said rice production in the first quarter of 2014 was better compared to
last year.
Rice yield in the first three months of 2014 were planted late
last year. Yolanda hit the country on November 8, 2013.
“Rice production for the first quarter of this year even outpaced last year’s for the same period by 17 percent. Yolanda
destroyed only about 51,000 metric tons of rice, which is a
little over 10 percent of the production in the first quarter of
2013,” Nacionales said.
The yield from January to March 2014 is more or less
580,000 metric tons (MT), or about 1,000 MT more than the
480,000 MT production for the same period last year.
Nacionales said that the high rice production is due to the
resiliency of rice varieties, the introduction of the best certified
seeds, and less infestations in the rice fields, among others.
A GANG of minors is believed to be behind
the death of a septuagenarian in Mandurriao, Iloilo City more than a week ago.
Senior Insp. Leah Rose Peña, Mandurriao police chief, said they will file charges
against the new suspects for the murder
of Nilda Laoang, 77, of Brgy. Housing,
Mandurriao.
Laoang was found dead inside her house
on March 30, 2014. She succumbed to hard
blows to her head and stab wounds.
The suspects include Laoang’s 16-yearold house help, Donna (not her real name) a
certain Ban-Ban and two other minors.
The police initially detained trisikad
driver Alex Majinal, 49, also of Brgy. Housing after he was fingered by Donna as the
prime suspect.
Donna said that she was the one who
opened the back gate to Majinal and an

unidentified companion around 12:30am
of March 30.
But the lack of additional eyewitness
accounts and inconsistencies in the house
help’s statement prompted the police to
release Majinal from detention sans any
charges filed.
After follow up investigations, Peña said
Donna cracked and pointed to another set
of suspects.

Sicogon redevelopment
underway amid conflicts

THE redevelopment of Sicogon Island in Carles,
Iloilo is ongoing despite the raging agrarian dispute
between the owners and some residents.
The Sicogon Development Corp. (SIDECO)
said that the island will be ready to once again
welcome tourists by 2016.
“We’re ready to accept tourists by the time
when we will have our soft opening,” said
Dave Sarrosa, SIDECO vice president for
development.
The Sarrosa clan led by twin brothers Edgardo
and Edmund met Iloilo Gov. Arthur Defensor Sr.
at the Iloilo Provincial Capitol Thursday.
The company owns majority of the island
which preceded Boracay as the country’s
premier beach destination.
Sarrosa said they are now in the first phase
of redevelopment as it is poised to sign an
agreement with one of the country’s biggest
property developers.
Ayala Land Inc. (ALI) is reportedly interested
in redeveloping Sicogon Island.
Although former ALI president and CEO
Antonino Aquino confirmed their interest in
Sicogonlast week, nothing is concrete yet because
of various problems in the island.
Aquino stepped down as ALI president and
CEO but he remains a member of the firm’s board
of directors.
SIDECO’s plan to revive the island was met by
opposition from people who constructed informal
settlements in Sicogon.
The primary oppositors to the redevelopment
are members of the Federation of Sicogon
Island Farmers and Fisherfolks Association
(FESIFFA).
Sarrosa said that SIDECO has already started
renovating its airport, which was operational
during the island’s heydays between 1970s to
early 1980s. The 1.3-kilometer airstrip can
accommodate 80-seater aircrafts.
SIDECO is also upgrading its existing jetty
ports and the construction of road networks that
link the three villages of the island.
Sarrosa assured the informal settlers of the
island that they will be the recipients of housing
packages for relocation offered by SIDECO.
Defensor suggested a multi-stakeholders
dialogue to come up with a win-win solution that
will expedite revival of Sicogon.

MYSTERY surrounds the case of a cock
farm caretaker who was riddled with
bullets in Mandurriao, Iloilo City.
Eladio “Boyet” Sesteñe, 45, a native
of Guimaras but residing in Sitio San
Vicente, Brgy. Hibao-an Sur, Mandurriao was found dead 8am Thursday.

Busil found the victim beside the nipa
hut where h`e stays.
Busil said that they last saw Sesteñe
around 11pm Wednesday when he
dropped by their house.
At around 11:30pm, they heard
three gun shots but no one reported the
incident to the police.
According the initial investigation
of the Scene of the Crime Operations
(SOCO), Sesteñe succumbed to 12 gunshot wounds in his chest and back.

of caliber .9mm.

THE Commission on Audit (COA) cautioned
barangay officials of Iloilo City against buying
substandard closed circuit TV (CCTV) cameras for
their villages.
Mark Donald Sequio, COA representative who
attended the meeting of the Iloilo CCTV Council
Thursday, said barangay officials might encounter
problems if they buy damaged security gadgets.
Sequio asked the council, the National
Telecommunications Commission and Liga
ng mga Barangay-Iloilo City president Carlos Guarin to help barangay officials in the
acquisition of CCTV cameras.
Guarin and Association of Barangay CaptainsJaro president Eva Palmejar said they will coordinate
with fellow barangay leaders in the installation of
the CCTV cameras.
Garin said there is no law which compels barangays to install security cameras.
“But we will appeal to them that they should
have the CCTV as this is a great help in monitoring
criminal activities in their barangays. It is also a big
help to the police in identifying and apprehending
suspected criminals,” he said.
The CCTV Council also received requests to
install cameras in public markets.
“There may be a problem here as the markets
are not earning, and even losing. The only way they
can have these CCTVs is if the mayor can provide
the funds or, as in the case of the 22 schools, a kind
donor surfaces to provide them,” said Councilor
Nielex Tupas, CCTV Council chairman.
The council reported that 267 private establishments have complied with the CCTV Ordinance.
The establishments include 174 pawnshops
and money changers; 38 banks; 16 malls,
supermarkets and outlets selling liquors; 20
hotels and private schools; and 9 gas stations
and terminals.
DPWH: Mayor knew road widening project

Works and Highways (DPWH)
disagreed with claims that it did
not coordinate with the Iloilo City
Government on widening project
of General Luna Street in City
Proper district.
Engr. Rodney Gustilo of the
Iloilo City Engineering District said
DPWH regional director Edilberto
Tayao coordinated with Mayor Jed
Patrick Mabilog during their previous
meeting.
“Mayor Jed Patrick Mabilog has
knowledge on the project. During
the planning stage, we have asked
permission from him about the
proposed road widening,” he said.
Gustilo said that they did not inform
the City council of the project.
“After asking permission from
the mayor, we proceeded with the
implementation since we already
received the budget and awarded the
project to the contractor,” he said.
Gustilo said that they will secure a
permit from the city government and
the City Environment and Natural
Resources (CENRO) before uprooting
the more than 50-year-old mountain
agojo to give way to the road widening
project.
“The written instruction is different
from the verbal instruction so we
will secure permit first to protect our
office.”
After a resolution was passed by the
city council opposing the act,
Gustilo said the DPWH will try to
preserve the trees on General Luna
Street after the City council passed a
resolution opposing the uprooting of
the agojo trees.
“ We a l s o u n d e r s t o o d t h e
positive effects of the trees in the
area. Our stand at the Iloilo City
Engineering District is to just go
with the preservation of trees in
consonance with the suggestions
of the city officials,” he said.

Boracay land owners
question RPT increase
BORACAY Island – Property owners here
are facing 200 to 300 percent hike in real
property taxes (RPT) to be implemented by
the Malay municipal government in Aklan
next year.
A PNA report said the RPT hike is based on the
“Proposed New Schedule of Base Market Values
for 2015 General Revision” from the municipal
assessor’s office.
In a recently concluded public hearing here,
Boracay Foundation Inc. (BFI), a group of resort owners headed by Jony Salme, and other
landowners in the island appealed for staggered
increases as the sudden increase will burden busi-
nesses in the island.
The Sangguniang Panlalawigan (SP) of Aklan
assured Boracay landowners that the matter will
be further studied.
The new RPT schedule will take effect once
the provincial board approves the new Base
Market Values.
The provincial board said it can no longer
defer the RPT increase because the provincial
government has not implemented adjustments
due to previous calamities.
The board said there is a need to amend the
Base Market Values in real properties every eight
to 10 years.
No rabies cases ‘Selfie development’ in Boracay Island
in Antique so far
SAN JOSE, Antique – The
Provincial Health Office (PHO)
here said the province has not
recorded rabies cases from 2013
to the first quarter of 2014.
In a PIA report, Estrella A.
Vego, Provincial Rabies Control Coordinator of PHO, said
while thousands of patients
were reported bitten by dogs
and other animals, “we are
happy to note that we have no
rabies cases.”
“We also have no rabies related death since 2012,” said
Vego said around 3,315 animal bite cases were recorded
by the PHO last year. Dog bites
topped the list at 2,751 followed
by cats at 338.
The municipality of San Jose
has the most number of animal
bite cases recorded at 621 followed by Sibalom with 379 bite
cases and Hamtic with 372.
The PHO record on animal
bite shows that 1,739 males
were bitten while 1,576 patients
were females.
Victims below 15 years old
totaled 1,529 while those above
fifteen years old totaled 1,786
cases.
Vego said the patients were
treated with anti-rabies vaccine in bite centers in the
province.
Rabies is a viral disease
transmitted to man through the
bite of a rabid animals like dogs,
cats and many others.
Rabies remains as public
health problem in the Philippines, where approximately 300
to 600 Filipinos die of rabies
every year.
Dogs remain the principal
reservoir of rabies in the country. Thus, the most cost effective measure against rabies is
through vaccination of dogs;
education of dog owners and
the public on responsible pet
ownership.
Fire gobbles four
hectares of forest
KALIBO, Aklan – Some four hectares of forest land were razed
by a fire in Brgy. Nabaoy, Malay, Aklan.
FO3 Franklin Arobang of the Bureau of Fire Protection (BFP)Boracay said a certain Catherine Fulgencio informed them Tuesday
afternoon of the fire atop the mountain in the said barangay.
BFP-Boracay immediately sought assistance from the nearby fire
station in Ibajay, Aklan which immediately dispatched fire fighters
from the TransAire Fire Rescue who helped quell the fire.

put out the blaze as the fire scene is some 500 meters away from

BORACAY Island – This resort island is
undergoing “selfie” development to ensure
environmental sustainability, a Boracay
Redevelopment Task Force official said.
In a PNA report, Mabel Bacani said the
summer “selfie” shots of the island are
trending in both residents and tourists.
“We took ‘selfie’ shots in order for us
to know what and who we are. In the same
manner, we in the government took some
focus on Boracay in order to determine how
we could improve the tourism industry,”
said Bacani.
Selfie is a type of self-portrait photograph, typically taken with a hand-held
digital camera or camera phone. Selfies
are often associated with social networking sites.
The task force reported that only two establishments in the front beach with illegal
structures are up for demolition.
The massive demolition of illegal structures on the beach area started last year.
“As soon as we finish the demolition
process, we will be moving to Phase two
of the program,” she said.
Phase 2 includes demolition of illegal
structures in resorts affected by the 25+5
easement rule of the Department of Environment and Natural Resources (DENR).
Bacani said residents affected by the
easement rule will be exempted from demolition as ordered by the Department of
Tourism (DoT).
The redevelopment task force includes
the DENR, DoT, Department of Interior
and Local Government, the PNP and local
government of Malay, among others.

RDC endorses 54MW
wind power project

Council (RDC-6) endorsed a
wind power project in Guimaras
Island during its First Quarter
Meeting for 2014 at Smallville 21 Hotel, Iloilo City last

RDC acting chairperson, said
the 54MW-San Lorenzo Wind
Power Project is a priority development project of Western
Visayas.
Bacal said the resolution is a
manifestation of RDC-6’s commitment to promote Western
Visayas as the country’s frontrunner in the use of renewable
energy mix by year 2020.
The project is also consistent
with the Regional Development
Plan 2014-2016.
The RDC also passed sev-
eral resolutions on the issues
of health, gender and land use
policy.
The wind farm project is
a P6.3-billion investment of
Trans-Asia Oil and Energy
Development Corp., the power generation arm of Phinma
Group of Companies.
The project straddles the villages of Cabano, Suclaran and
M. Chavez in the municipality
of San Lorenzo, Guimaras.
‘Don’t use gov’t cars
in Holy Week break’
THE Office of the Deputy Ombudsman for
Visayas warned government workers in Western
Visayas that they will face charges if they use
state-owned cars for out-of-town family vacations
during the Holy Week.
A PIA report said Deputy Ombudsman Pelagio Apostol issued the warning through Acting Ombudsman-Region 6 director Philip C.

Apostol said those who violate the “red plate”
policy can be charged for violating Republic Act
No. 3019 (Anti-Graft and Corrupt Practices Act),

Miriam urges pro-RH
groups to file appeal
MANILA - Senator Miriam
Defensor Santiago is urging proReproductive Health (RH) Law
groups to appeal the Supreme
Court’s decision upholding the
law but striking down eight
provisions.
Santiago, author and cosponsor of the law, said the RH
Law enjoys presumption of
constitutionality.
She said this dictates that
doubt should be resolved in favor of the law, and that the high
court should reconcile the law
with the Constitution.
“I humbly believe that after
due consideration, the Supreme
Court will find that the presumption of constitutionality in favor
of the law, and of good faith in
favor of Congress, will be sufficient to convince the Court
that all eight provisions are not
unconstitutional,” she said.
Santiago also said that under
the law, the burden of proof lies
on the party who alleges unconstitutionality.
The petitioners, according to
her, had failed to discharge the
burden of proof as regards the
struck-down provisions.
“In the eight provisions, the
petitioners failed to discharge
the burden of proof. It is not
entirely clear what quantum of
proof was applied by the court
to overcome the presumption of
constitutionality.”
“I support with full enthusiasm the move to file motions
for reconsideration. I am fairly
confident that a more exhaustive study of the principles of
constitutional law will support
a reconsideration of all eight
provisions,” Santiago said.
The provisions struck down
by the SC include the one com-
pelling private health facilities,
non-maternity specialty hospitals, and hospitals owned and
managed by religious groups
to refer reproductive health
patients not in an emergency
or life-threatening case to other
facilities.
Also included are the ones allowing minors who have suffered
miscarriage to have access to
family planning without parental
consent, as well as punishing a
health care provider who refuses/
fails to disseminate information
on reproductive health programs
or refer a patient to another
health care service provider.
The high court also decided
that a married individual cannot
undergo reproductive health
procedures without spousal
consent unless in emergency or

MANILA/HONG KONG - The Philippine Navy
will soon return to a South China Sea (West
Philippine Sea) island it lost to Vietnam 40 years
ago to drink beer and play volleyball with Vietnamese sailors, symbolizing how once-suspicious
neighbors are cooperating in the face of China’s
assertiveness in disputed waters.
Diplomats and experts describe the nascent
partnership as part of a web of evolving relationships across Asia that are being driven by fear of
China as well as doubts among some, especially in
Japan, over the US commitment to the region.
When US President Barack Obama visits Asia
this month, he will see signs that once-disparate
nations are strategizing for the future, even though
he will likely seek to shore-up faith in America’s
“pivot” back to the region.
Among the new network of ties: growing
cooperation between Japan and India; Vietnam
courting India and Russia; and Manila and Hanoi,
the two capitals most feeling China’s wrath over
claims to the potentially energy-rich South China
Sea, working more closely together. The Philippines and Vietnam are also talking to Malaysia
about China.
“We are seeing a definite trend here, one that is
likely to accelerate,” said Rory Medcalf, a regional
security specialist at Australia’s independent Lowy
Institute for International Policy in Sydney.
“It is quite a creative dance as countries hedge
and try to cover themselves for multiple possible
futures.”
While it was unlikely the new-found relationships would become military alliances, there was
an intensity to their strategic discussions, including
the sharing of assessments about China’s rise and
influence, Medcalf said.
Regional diplomats confirmed increasing levels
of trust at a working level, as countries find that
China’s projection of naval power into Asia’s
waters is driving them together.
Tale of two parties
That trust will be on display in early June on
Southwest Cay, a Vietnamese-held island in the
Spratly archipelago of the South China Sea.
In early 1975, forces from then South Vietnam
took Southwest Cay by stealth when its occupiers,
a Philippine naval detachment, sailed a couple of
miles to Northeast Cay, which was under Manila’s
control, for a party.
The South Vietnamese were soon displaced
by the communist forces of a victorious Hanoi
and the new Vietnam and the Philippines found
themselves on opposite sides of the Cold War for

Aquino III saw the appreciation
and trust of majority of Filipinos
of him dip in the first quarter of
the year amid several issues that
bogged down his administration.
In a report from Pulse Asia,
Aquino’s approval rating in terms
of his performance dropped three
percentage points to 70% in the
survey done between March 19
to 26 this year. This translates to
seven in 10 Filipinos who appreciate the performance of Aquino.
His trust rating also fell to
69% from 74%.
Pulse Asia explained, however, that the changes “are not
considered significant in light of
the relevant error margins.”
The survey firm also consid-
ered as “marginal” the doubledigit movements in Metro Manila and the Visayas.
In Metro Manila, his performance
and trust ratings each dropped 12
percentage points to 57%.
In the Visayas, his performance rating dropped 10 percentage points to 72%, and his
trust rating by 12 percentage
points to 69%.
In Balance Luzon, his performance rating was unmoved
at 68%.
In Mindanao, he garnered
80% approval rating, up two
percentage points.

age point to 76%.
In the economic class ABC,
Aquino’s performance was approved by 62%, a drop of nine
percentage points.

ABC, 71% (two points) in class
D, and 69% (11 points in class E).
Among the issues that faced
Filipinos in the first quarter

Intuitive and discursive
T
HESE are two
general ways of
knowing, thinking,
understanding and communicating. One, the intuitive, is of the automatic,
instantaneous type, while
the other, the discursive,
requires some stages of
analysis and reasoning.
They need not be opposed to each other.
In fact, they should not be, since it’s good
that we develop both of them to the hilt,
because they correspond well to our condition in this world. We have need for both
of them.
Of course, of the two, it is the intuitive
that is more perfect, since in our ultimate
and definitive state—in heaven—everything
will be intuitive. In heaven, we can expect
to see, know and communicate everything
in one go, and not anymore in stages.
This affirmation somehow presumes
faith, since with reason and the purely
human ways of thinking alone, we may
not be talking at all of an ultimate and
definitive state, much less, of heaven. This
means that without faith, our reason can
go anywhere and nowhere. Let’s hope we
can see the intrinsic relationship between
faith and reason.
The intuitive way depends on the way
we are—our temperament, dispositions,
aptitudes and biases. It also hinges on our
experiences and the knowledge accumulated through the years that imbue in us a
certain direct affinity and familiarity with
certain realities that we can apprehend
without much thinking.
In the end, the intuitive way is an expression of the kind of spirit we have—whether
it is a good spirit or bad, whether it is a
spirit of the flesh, of the world, or of God.
It’s good that we are aware of the variety
of spirits that can prevail over us, and know
which one to choose.
Yes, there’s need to have discernment of
spirit, not only the one of the others and of
the world in general, but also and especially
the spirit that each one of us has. We have to
be more aware of this need and even more
adept in handling it.
That’s because being constitutively
spiritual by nature, we have to be aware
at least of the kind of spirit we have, and
develop it properly by connecting it with
what we may call the proper and original
spirit for us—none other than the Spirit of
God, our Creator.
This much, St. Paul already hinted when
he talked about the spiritual man and the
carnal man who, he said, cannot “perceive
the things that are of the Spirit of God, for it
is foolishness to him, and he cannot understand, because it is spiritually examined.”
(1 Cor 2,14)
It’s very telling that St. Paul said that
“the spiritual man judges all things, and he
himself is judged of no man.” (1 Cor 2,15)
In effect, he is saying how important it is,
therefore, to have the proper spirit, that is,
the Spirit of God.
From these considerations, we can already see how to develop our intuitive way
of knowing and understanding. We have to
work on our temperament and dispositions
observe things and study a lot, etc. Most
of all, we have to see to it that our spirit is
vitally linked to the Spirit of God through
the doctrine of our faith, prayer, sacrifice,
virtues, sacraments, etc.
In effect, our intuitive way should be
driven by love, the proper love which is
the love of God. That is the kind of love
that understands everything. Compassion
and empathy make us know and understand
beyond what reason can articulate.
That’s why St. Paul said: “charity bears
all things, believes all things, hopes all
things, endures all things.” (1 Cor 13,7)
The discursive way is also very important in our life since this the more

Is the Philippines ready for China’s retaliation?

O IFS and buts about it: the Philippines
and China are no longer friends.
That’s a decision that the Philippines
made when it hauled China to the United Nations
Arbitral Tribunal over the latter’s all-SouthChina-Sea-encompassing 9-dash line map. As
former ambassador to the United Nations Lauro
Baja said, “When we filed a case against China
at the UN that was the end of diplomacy.”
The submission of the Memorial on the case
today at the U.N. Court’s headquarters at The
Hague further reinforced the hostility.
As a sovereign country, the Philippines has
every right to choose who to be friends with
and who to take on. The Aquino government
has chosen to battle with China. It’s a move applauded by allies who are uncomfortable with
the enormous strength of modern China but are
hesitant to antagonize the world’s second largest
economy.
The Philippines can bask in that momentary
applause but at the end of the day it has only
itself to rely on when push comes to shove in the
conflict with China.
Chinese officials, intent to save relations with
the Philippines, requested through emissaries to
delay the filing of the Memorial. Brunei, one of
the four claimants in the Association of Southeast
Asian Nations, told Foreign Secretary Albert del
Rosario last January that they are of the opinion
that a delay in the submission of the Memorial
would ease the tension in the region.
The same request was sent by China to
President Aquino through a backchannel. “We
don’t expect the Philippines to withdraw the suit
because we understand that national pride is at
stake. But we hope you can delay it,” was the
message from a ranking Chinese official.
Aquino and his advisers decided to reject
China’s request.
Chinese Foreign Ministry Spokesman Hong
Lei said Wednesday “China is unswerving in its
resolve and determination to safeguard national
sovereignty and territorial integrity. We hope
that the Philippine side can be fully aware of the
complexity and sensitivity of the South China
Sea issue, return to the right track of resolving
the dispute through negotiation and consultation
as soon as possible, stop going any further down
the wrong track so as to avoid further damage to
bilateral relations.”
Now that the Philippines has decided to take
the hard-line position against China, the question
is, what preparations is it taking to be ready for
China’s retaliation.
History has shown that Chinese never let pass
a hostile move against them. The retaliation may
not be immediate but they hit back.

Negros Park remains

BACOLOD City – The Protected Area
Management Board (PAMB) will not allow developments within the North Negros
Natural Park (NNNP) in Don Salvador
Benedicto until the issue on forest land use
has been settled.
The decision was reached in a meeting
conducted by PAMB Thursday morning
with Negros Occidental Governor Alfredo
Marañon.
PAMB also approved the resolution
presented by Mayor Jose Max Ortiz of
Don Salvador Benedicto for the creation of
an ad hoc committee composed of PAMB
experts who will look into the construction
of structures inside the protected park.
“Mayors of six cities and five municipalities covered by the NNNP will be
included so that we can also participate,”
Ortiz said.
Marañon then moved that the status
quo, which means no further development
and clearing of areas by occupants at the
NNNP in DSB, will remain until the issue
is properly addressed.
Marañon said he agrees with the resolution that the laws concerning the controversy must be reviewed.
Ortiz explained that DSB is the first local
government unit in the country to have an
FLUP or Forest Land Use Plan which was
approved by PAMB two months ago.
“Meaning DSB has already come up
with the FLUP and therefore no one could
intervene so long as we have plans in accordance with the national law. It is the
LGU that can determine everything because
it was already approved by PAMB, so not
even the Department of Environment and
Natural Resources (DENR) or the Office of
the Governor can dictate on what to do in
our Forest Land Use Plan,” Ortiz added.
He also said that neither the DENR nor
PAMB can demolish structures inside the
NNNP without affording the owners due
process.
Ortiz said 80 percent of DSNB’s total
population live within the NNNP.
“In the case of Calatrava and Escalante,
their houses are even located at the strictly
Protected Zone because it’s where our
national road crosses. The law must have
been updated to determine where is the
Strictly Protected Zone (SPZ) and the Multi
Use Zone because the national road itself
crosses the SPZ,” he said.
He also pointed out that of the 80,000
hectares within the NNNP, only 11,000
hectares is in DSB and that the controversy
on intrusion should not focus on their town
alone.

Presidential fiat on one Vallacar buys
Negros region pushed new bus units

(3rd district, Negros Occidental) will meet
Executive Secretary Paquito Ochoa to
push for the issuance of an executive order
which will create a single political region
for Negros island.
Benitez bared his plan during a meeting
with Negros Press Club officers headed by
Carla Canet Wednesday night.
Benitez said he wants to explore the
possibility of President Benigno Aquino III
issuing an executive order for the creation
of a Negros Island region.
He said he is backing the creation of the
Negros Island region “because it will boost
the services of the national government
agencies and economic growth in Negros
PHL, Vietnamese...
and Manila even though both
still claim the island, Philippine and Vietnamese military
officials told Reuters.

new units to replace old buses
in compliance with the orders
of the Land Transportation
Franchising Regulatory Board
(LTFRB).
Jade Marquez-Seballos, legal counsel and media relations
manager of Vallacar Transit
Inc. (VTI), said the new units
will Ceres buses which have
been on the road for more than
15 years.
Seballos declined to reveal
how many units they will buy.
The LTFRB regional office discovered that VTI was
still operating old buses when
it investigated the company
following two road accidents
involving Ceres buses.
Seballos said the old Ceres
buses referred to by LTFRB
have been plying the roads
for 10 years only but they
decided to comply by buying
new units.
Seballos said VTI is also
conducting drug and blood
pressure tests on its drivers before allowing them to drive.
“VTI drivers are also given
incentives if they are not involved in any accidents for a
certain number of kilometers
they drive,” she added.
She also refuted claims that VTI
buses are not well maintained.
Meanwhile, LTFRB director Romulo Bernardes said
their national office has lifted
the suspension on seven Vallacar buses, including the unit
involved in a collision with
a mini-bus in Hinigaran last
March 4 which left five persons
dead and 32 others injured.
Bernardes said the suspension was supposed to end April
15 yet “but the bus company
has already complied with the
requirements set by the LTFRB
thus it was lifted.”

Doctorate Degree on Felipe Uygongco
U
NIVERSITY of Iloilo-PHINMA will confer a Doctorate Degree, Honoris Causa, on La Filipina Group
of Companies vice-chairman and UI alumnus, Don
Felipe Uygongco during the 67th Commencement Exercises
of UI-PHINMA on April 12, 2014 at the Centennial Resort
Hotel and Convention Center in Alta Tierra Village, Jaro,
Iloilo City.
The Boy Entrepreneur
Mr. Felipe Uygongco was born in 1943 to a modest enterprising family. Just like every boy of Chinese descent,
the young Felipe grew up in the experiential management
of the family business.
At a very early age, he engaged himself in helping the
affairs of the family business. He learned how to deal with
suppliers, where to get supplies, how to negotiate for a fair
price, and what kind of clients to keep. He keenly observed
the economics of entrepreneurship.
Despite the experience of a “boom” in the family’s business, Felipe remained simple and humble, combined with a
personal charisma; his feet firmly rooted in the ground, .
The marks of a successful businessman were evident
from his habit. When he wakes up in the morning, he already
planned his work for the day – what to do, whom to see, what
to decide upon, the basis of his decisions, and what points
never to give up on.
Despite this business orientation, Felipe Uygongco is an
artist and a sportsman.
Ahead of His Time
The young Felipe began his formal schooling at the Iloilo
Central Commercial High School; then, went on to Lincoln College; and earned his Bachelor of Science in Commerce from
the University of Iloilo.
While in College, he was observed by his peers and
teachers as quiet, unassuming, but clearly possessing superior intellectual acumen. His perception of the business and
management career was ahead of his time, such that, he was
often misunderstood. He believed in newer and trailblazing
approaches in business management that were unheard of,
and unwritten in books during his time.
He wrote his thoughts on bits of paper, on backs of envelopes or sides of newspapers. He thinks deeply in his
head, then, gives decisions as if off the cuff. He had no thick
feasibility studies or complicated and computerized financial
model, yet, he could solve problems, make decisions – invest
millions and take risks – and succeed! This is extraordinary
feat worth a dissertation.
His theories were undocumented, unwritten, secretive,
judgmental, and experiential. It is his mind, so to speak.
A Civic Leader, a businessman with Personal Integrity
Today, Mr. Felipe Uygongco heads many different organizations. He directs the affairs of the Filipino Chinese
Chamber of Commerce of Iloilo, Inc. He chairs the Board
of trustees of the Iloilo Central Commercial High School.
He heads the Iloilo Dinagyang Foundation, Inc.; he is the
moving force behind the Federation of Filipino Chinese
Chamber of Commerce of Panay and the Philippine Red
Cross-Iloilo Chapter.
The Philanthropist Felipe Uygongco
Mr. Uygongco’s desire was always good education for
the young people. He believed that the best way to help in
the national development of the country is the formation of
young Filipinos in the values and traditions of the rich Asian
culture, along with corporate and accepted ethical business
principles of the western world.
According to him, education should help the young become socially responsible. A socially responsible citizen
contributes to the development of his country, his family,
and himself.
Such is the raison d’etre for the Uygongco group of companies and the Uygongco Foundation.

against barangay officials who fail to comply
with DILG orders,” he added.
In an interview with Aksyon Radyo, DILG
regional legal officer Cedric Jaranilla said they
will make the barangay captains explain why they
failed to submit reports to PDEA.
Jaranilla said erring barangay officials can be
charged for dereliction of duty by any interested
taxpayer.

Meanwhile, Ledesma said they recorded a big
increase in anti-illegal drug operations in the city
in the first three months of 2014.
Ledesma said that in the first quarter of 2014,
they conducted 29 successful drug operations
in Iloilo City compared to 37 operations for the
entirety of 2013.
“Almost all of those personalities were on our
watch list,” Ledesma told The Daily Guardian.
Ledesma said the success was due to the joint
effort of the community, the PNP and PDEA.
“If you notice, in the past months there is a
noted increase in the rate of our operations. More
information from the community means more
operations,” he said.
“The few successful operations last year do
not mean we weren’t doing our job. It’s just that
this year there is an increase due to the active
participation of everyone.”

LAS VEGAS – The vitriolic abuse that Timothy
Bradley received after his controversial triumph over
Manny Pacquiao had him contemplating not only
ending his boxing career but even his life, Bradley said
Wednesday (Thursday, PHL time).
The unbeaten American should have been on top
of the boxing world after claiming the World Boxing
Organization welterweight world title with a 12-round
split decision over Filipino ring icon Pacquiao.
But most observers thought Pacquiao clearly won
the fight, and the controversy that erupted left Bradley
living through what he called the “darkest time in my
life.”
“Did I consider suicide? Hell yeah,” said Bradley,
who is looking for redemption in Saturday’s rematch
with Pacquiao.
“I was thinking I don’t want to box anymore - I
don’t even want to live anymore,” said Bradley, who
recalled receiving hate mail, even a death threat, letters
“belittling me, saying ‘You’re not a true champion.’

the latter’s share in the operation of casinos
in the city.
Cristino L. Naguiat Jr., PAGCOR chairman
and chief operating officer, said the amount
is a “voluntary assistance” to city as its
monthly income share for hosting PAGCOR
casinos since effective June 13, 2013.
“It is (only) intended for the projects to be
undertaken by the City Government which
will uplift the economic condition of the city
residents, particularly those who have less in
life,” Naguiat said in a letter to Mayor Jed
Patrick Mabilog.

Erich admits feeling Cesca Litton
slighted by Ejay Falcon engaged to boyfriend
MANILA - Actress Erich Gonzales admitted for the first time that she felt slighted
by actor Ejay Falcon when they were still doing the drama series “Katorse” five
years ago.
On Thursday’s episode of “Kris TV,” Gonzales said she was hurt by Falcon’s
claim that the soap’s high ratings were because of him.
Gonzales and Falcon were Kris Aquino’s guest co-hosts on the morning show.
“Past na ito so we can talk about it now. Saka we are okay now. We can talk about
dahil mature na tayo, pwedeng pag-usapan,” Gonzales told Falcon.
The former “Pinoy Big Brother” housemate was obviously caught off-guard and
could only reply: “Hindi ko alam.”
After putting Falcon on the spot, Gonzales eventually defended her former
leading man.

DOJ indicts Cedric, Deniece for illegal detention

of Justice (DOJ) has found
probable cause to charge Cedric
Lee, Deniece Cornejo, Bernice
Lee, Simeon Raz, Ferdinand

serious illegal detention and
grave coercion.
The DOJ, in a 42-page
resolution dated April 4,
2014, said it was clear that on
January 22 up to the wee hours
of January 23 Lee’s group
deprived Navarro of his liberty,
which is a primary element
of the crime of serious illegal
detention.
The DOJ said the group
also inflicted serious physical
injuries on the host-actor and
threatened to kill him.
The DOJ said it is also clear
that the group committed the
crime charged for purposes
of extorting money or ransom
from Navarro in exchange of
his liberty.
As for the crime of grave
coercion, the DOJ said it
was apparent that the group
compelled Navarro to do acts
which were against his will.
Meanwhile, the panel said
the other complaints filed by
Navarro against Lee’s group,
including serious physical
injuries, grave threats and illegal
arrest, were already absorbed in
the illegal detention charge.

is now on its way to the Taguig
Regional Trial Court to file the
