PANAY ELECTRIC Company (PECO) is
strengthening its vegetation control program
this rainy season to prevent trees from causing
power interruptions along its primary lines.
Randy Pastolero, PECO general manager
and vice president for operations, said they
have conducted pre-trimming of trees near
power lines during summer season.
“Trees cause short circuit leading our
feeders to trip. During rainy season, these
vegetations tend to grow faster that is why
we already started trimming them last summer,” he said.
Pastolero said they also conduct thermal
scanning of possible leaks or breaches in
their lines.
“Our circuits along coastal areas are most
susceptible to strong winds. Part of our preparation is to check if they have weakened due
to due to obsolescence,” he added.
PECO also dispatched additional troubleshooting teams as they expect complaints to
increase during rainy season.
The distribution utility will also replace
wooden poles with concrete or steel.

These are the rather vague reasons offered by ranking police
officials on the relief of 50 police
officers all over Western Visayas.
The Police Regional Office
(PRO-6) said the relief is part of the
continuing education program for
both police commissioned officers
(PCOs) and police non-commissioned officers (PNCOs).

in the light of spiraling cases
of teenage pregnancies in the
Philippines.
This year’s celebration is
themed “Investing in Teenage
Girls for the Sustainable Development Goals”.
In statement, the Commission on Population (PopCom-6)
said cases of teenage pregnancy
should be at the center of the
celebration.
“This year’s celebration
focuses on teenage girls and
their basic needs for support
and guidance as the countries in
the world are coming together
to attain the 2030 Sustainable
Development Goals. It is a
fact that in the Philippines in
general and in Western Visayas
in particular, (cases of) teenage pregnancy continues to
increase and these young girls
are at risk of maternal mortality,
HIV & AIDS, and be part of
the endless cycle of poverty,”

Elderly abuse a
hidden problem

ABUSE of elderly remains an underreported concern of society.
Based on data from the Department of Social
Welfare and Development (DSWD)’s Social Technology Bureau (STB), of the estimated 7 million
cases of abuse in the Philippines, 618 are against
the elderly.
The most common type of abuse committed
against senior citizens are emotional and food
deprivation.
It is along this line that DSWD-STB launched
the Reporting System and Prevention Program
for Elder Abuse Cases (ReSPPEC) in Lambunao,
Iloilo in April 2016.
ReSPPEC is the product of a series of consul-
tation dialogues with partners, representatives of
senior citizens sector and non-government organizations (NGOs) that implement programs and
services for senior citizens.
STB spokesperson Aquilina Gaitan said elderly
abuse is a widespread problem throughout the
world and a hidden problem in our country.
“Kay mostly bisan widespread problem throughout the world, pero wala kita sing may makita nga
abused elderly kay usually it happens within their
families. The immediate family members are the
abusers,” Gaitan said.
Gaitan said they aim to help improve the lives of
more senior citizens through studies and programs
of DSWD such as the Philippine Plan of Action for
Senior Citizens 2012-2016 and the Social Technology Agenda 2015-2020.
These programs aim to provide leadership and
participation to senior citizens in decision-making
processes both in the family and community and to
reduce incidence of elderly abuse cases by 2017.
Gaitan said most common forms of abuse suffered
by senior citizens are emotional, sexual, physical,
financial, neglect, abandonment, and psychological,
among others.

regional director for administration, said such
abuses can be reported to the local government
units, particularly the Municipal Social Welfare
and Development Office (MSWDO) or their regional office.
Family counselling will also be given to the immediate family of the victim, the most basic help
DSWD can offer.

Arian “Pal-ak” Orbe, 39, of Bakhaw
village, Mandurriao was collared while
attending a baptismal party at Dungon-C,
Mandurriao, Iloilo.

(RAIDSOTG) 6 served three arrest warrants against Orbe.
Police records showed that Orbe is
respondent to Criminal Case Nos. 1576396, 15-76226, and 15-76227 for
violation of Sections 5, 6, and 11, Article
II Republic Act 9165 (Comprehensive
Dangerous Drugs Act).

organic pesticide properties in
several plants and are now

MORE THAN 1,000 employees of Iloilo Provincial Capitol
joined the earthquake drill facilitated by Provincial Disaster
Risk Reduction and Management Office (PDRRMO) July
11, 2016.

their staff completed the preidentified evacuation and safety
procedures and routes in 7

“If we don’t practice the

head.
“Aside from lesser risks
and injuries, earthquake drill
makes response and evacuation
faster,” he said.
Bionat said Capitol has its
own group of responders, the
Emergency Responders of
Iloilo (E-ROI) composed of
48 volunteers from different
departments.
“The E-ROI members were
trained on Basic Life Support,
Rappelling, and Jungle Survival, among others,” he said.

Therese MTC Colleges Hospital sent ambulances to help
in the drill while doctors and
nurses at Provincial Health
Office (PHO) were part of the
medic team.
Bionat said the employees
could learn from the drill and
extend their knowledge to their
households.
Bionat noted that preparedness is yet to be instilled in the
awareness of the public.
“We are not conscious of
earthquake drill unlike in Korea and Japan where even kids
know the basic safety precautions,” he said.
“We don’t accept necessity
of risk reduction, but it’s good
because in the province, the
awareness and appreciation for
earthquake drills and disaster
preparedness has intensified,”
he said.

OVER 1,389 local government units will participate in the 4th Annual Regional Competitiveness Summit on July 14, 2016 at the Philippine
International Convention Center (PICC), Pasay

(NCC) will recognize the most competitive cities, municipalities and provinces.
The summit will highlight the results of
the Cities and Municipalities Competitiveness
Index 2016, which ranks local government
units (LGUs) across the country based on
their performance on three pillars: Economic
Dynamism, Government Efficiency, and Infrastructure.
Awards will be conferred to LGUs in four
categories: 3rd to 6th Class Municipalities, 1st
to 2nd Class Municipalities, Component Cities,
and Highly Urbanized Cities.
An award for the Most Competitive Province
and Most Improved City and Municipality will
also be given this year.
NCC hopes that the annual report will enable
LGUs to evaluate their performance yearly and
share best practices across the regions. This will
also allow them to benchmark their performance
against local and global standards and make
transformative and well-informed decisions
towards sustainable development.

LGUs will also be unveiled. The data may be

5 hurt in scaffolding
collapse in Kalibo
KALIBO, Aklan – Five people
were wounded after a scaffolding collapsed at a construction
site here last week, police
said.
The scaffolding, which was
made of coco lumber, was
loaded with nine people and
a concrete mixer when it collapsed, authorities said.
The five who suffered fractures were identified as Michael
Montalbo, Virgilio Teodosio, Anthony Nervar, Ronnil Mangampo and Christian
Libre

The covenant
Thou shalt relax your mind – you can
URING HIS inaugural address on July 6, Bacolod City
Mayor Evelio Leonardia reiterated the covenant that his
party, Grupo Progreso signed on March 27, 2016 as their
platform of government. Throughout the campaign to recapture
the leadership of the city, GP hammered on this covenant, in
fact, the different candidates for the city council took it piece by
piece with more concrete and doable
projects and action plans.

pledged to perform his task in Congress to give life to the covenant and
so did Vice Mayor El Cid Familiaran
who promised a city council that will
work to insure their fulfillment. First

Tan summed up this commitment in
Modesto P. Sa-onoy his closing remarks.
It is not farfetched that aside from
the corruption that were exposed
before and during the campaign, the
electorates of Bacolod believed in this covenant. Given the kind
and reputation of the candidates, the electorates considered the
covenant a pledge of men and women of honor. This belief resulted
in a solid vote of confidence. The outcome of huge number of
votes indicate no other than a belief in this covenant and what it
can do to transform a city that its people want.
For a rare time the leadership of the city is in the hands of a
political group that cannot throw or shift blame to any other. The
congressman, the mayor, the vice mayor and a solid majority in
the council can only be interpreted as a mandate that insures that
the covenant must be implemented.
Of the four defeated MKK only two joined the formal inaugural
– Councilors Anne Marie Palermo and Sonia Verdeflor. The two
other refused to take part presumably still nurturing the wounds
of defeat. Or maybe they are already indicating they have nothing
to do with the new administration and will become the hindrance,
the obstacle to insure that the covenant, no matter its merits, will
never get implemented.
It seems that their personal interest will prevail over that of
the people they swore to serve. At this stage they already showed
their colors. Maybe they will rise above petty politics to serve in
a different role as real fiscalizers. Indeed with the GP control of
the two branches of the city government we need people who will
scrutinize but not obstruct the operations of government.
In theology, a covenant is a solemn agreement between man and
God as defined in the Bible. When GP chose this term I believe it
is not a mere assurance of politicians. A covenant is more binding
than a promise, especially a politician’s promise. It cannot to be
taken lightly. GP thus took it upon itself freely to perform with
all its capability. We can expect nothing less. We cannot blame
any other for failure.
In giving GP a mandate with a large margin, the people of
Bacolod shared this pledge and therefore would expect satisfactory results. A covenant is as good as its acceptability and if the
people of Bacolod approved of this covenant. they become part of
it. They must help attain its lofty objectives but not with a blind
eye of selfish interest.
I went through this covenant just after it was published. With
the election over and we now know how the people of Bacolod
voted, we need to go through them again from a different point
of view – this is no longer a political campaign promise. This is

In view of the 2015 ASEAN integration, some colleges and universities in the
Region applied to conduct international
educational trips (IETs) this CY 2016.
CHED issued the policies, guidelines
and procedures (PGPs) that cover the
IETs of undergraduate and graduate students to be observed by higher education
institutions (HEIs) in the country effective
academic year (AY) 2016-2017.
The 2012 National Household Survey
conducted by the Dangerous Drugs Board
(DDB) together with the Department of
Interior and Local Government (DILG)
showed that it could be millions of Filipinos were hooked on drugs.
This report is very alarming. Reports
from the police showed that children are
used and exploited in the illegal drug trades
in schools today.
Adult drug traders took advantage of
these children because of their innocence
and vulnerability that made them away from
suspicion as drug couriers or dealers. And
being minors, they cannot be imprisoned,
or if detained they could be released right
away.
On the other hand, the Philippine Drug
Enforcement Agency (PDEA) suspected
that some foreign students might have
links to an illegal drug syndicate. Republic Act 9165, otherwise known as the
“Comprehensive Dangerous Drugs Act of
2002”, stipulates that students of secondary
and tertiary schools shall, pursuant to the
related rules and regulations as contained
in the school’s student handbook and with
notice to the parents, undergo a random
drug testing.
These instructions include adverse effects of the abuse and misuse of dangerous
drugs on the person, the family, the school
and the community; preventive measures
against drug abuse; health, socio-cultural,
psychological, legal and economic dimensions and implications of the drug problem;
among others.
The family is the best defense against
drug abuse. The prevention of drug abuse
shall start within the family.
DepEd and the CHED implemented the
provisions of Republic Act 9165. Instruction on drug abuse prevention and control
was integrated in the elementary, secondary and tertiary curricula of all public and
private schools, whether general, technical,
vocational or agro-industrial as well as
in non-formal, informal and indigenous
learning systems.
All school heads, supervisors and teachers are empowered to apprehend, arrest or
cause the apprehension or arrest of any
person who shall violate any of the provisions of RA 9165.
Schools are urged to include information
and procedures on drug abuse prevention
and control in their Student’s Handbook.

Undying love songs
of John Ford Coley
I
T WAS A great evening for lovers, young and old, couples,
husbands and wives who watched the live concert of John
Ford Coley last July 8, 2016.
John Ford Coley of the “England Dan and John Ford Coley
musical duo” was here in Iloilo City for
his 40th Anniversary World Tour.
John Ford Coley is an American
singer, classically trained pianist and
actor. Coley was born on October 13,
1948 in Dallas, Texas, USA.
His friend and partner England Dan
died several years ago but John Ford Coley never stopped singing their immortal
love songs they both popularized.
They were active in the 70s, 80s and
Ranie Z. Jangayo
the late 90s but even until today their
music genres – pop rock, soft rock, folk
and country – are still loved even the
younger generations.
The Rose Memorial Hall of the Central Philippine University (CPU) in Jaro, Iloilo City was the concert
venue which became a romantic place for different couples. Everybody reminisced beautiful memories with their hit songs such as
“Just Tell Me You Love Me”, “I’d Really Love To See You Tonight”,
“Love Is The Answer”, “It’s Sad To Belong”, “We’ll Never Have to
Say Goodbye Again”, “Part of Me, Part of You”, “Broken Hearted
Me”, “Just the Two of Us”, “Wanting You Desperately” and many
other hits that still touch our hearts and the young ones too.
Tickets were sold out thus it was a jam-packed concert.
Before the concert proper, we were entertained by CPU’s
homegrown musical trio who received a big applause because of
their good song blending like “The Lettermen” of the 70’s.

And then the musical fanfare came, a bold voice introducing
John Ford Coley was heard all over the hall.
More lights went on. And John with his backup band – four
males and a beautiful female vocalist – began their opening song
to a thunderous applause.
The concert started around 8 p.m. My wife Mai and I enjoyed
every song, every minute.
Everybody was singing along with John, including my wife
and me. It was a lovely evening of toe tapping and clapping for
people of all ages inside Rose Memorial Hall.
Close to our seats along the VIP rows, I said media colleagues
like my good friend Junjun Sornito, his wife Jo with their two sons
who were also enjoying the greatest songs of John Ford Coley.
It’s a good thing to have the opportunities sitting along the VIP
rows of seats near the performance stage.
I’m so lucky to have a friend like Aksyon Chris Robles who
gave me the VIP tickets.
When Chris told me about the upcoming concert I promised
myself not to miss that once in a lifetime musical event.
Why? Because listening to, singing and playing different tunes
help us de-stress, relax and it motivate us in trying times. I will
always cherish this memorable and romantic evening.
Life without songs, musical melodies and harmonies is incomplete.

static with the same old ways.

He stressed that his relief is
a promotion of sorts even as
he refuted claims that NBI-Bacolod under his leadership has
not accomplished anything.
In fact, Garbo said NBIBacolod is among the top 5

As regards to the Delivery Receipts
signed by 22 school representatives,
Demavivas said “it was with the understanding that it is only for storage and safe
keeping and will still be inspected by the
representative from the Management Audit
Services Office(MASO) and they can only
certify that the materials are complete and
in good condition.”
She added that the school representatives were not authorized to check or inspect the materials delivered as it is under
the authority of the MASO.
On July 4, Mayor Evelio Leonardia directed Bayatan to investigate the controversial speech lab project of the city intended
for the 22 national high schools here.
The project was requested by DepEdBacolod and the budget came from the
Special Education Fund of the city government under the Puentevella administration.

the killing of Provincial Board Member Renato
Malabor and his bodyguard Leody Jumilla.
Garbo said the NBI respects the investigation
and the eventual filing of the case by the PNP
against their named suspects but their main focus
is the mastermind.
“We respect the (PNP) investigation, naka
focus kami sa mastermind although may kahirapan tayo dahil takot ang mga witnesses.”
Garbo said.
He added that they have their own set of wit-
nesses but he declined to confirm whether these
are also the same witnesses of the PNP.
“We have an eye witness, hirap lang sa identity.
We are studying all angles and motives of the case,”
Garbo further said.
Negros Occidental Governor Alfredo Marañon Jr. has called on the NBI to investigate the
killing of Malabor and Jumilla last June 28,
2015.
The two were leaving a cockpit in Barangay
Guintubhan, Isabela town at about 1 a.m. when
shot at close range by a lone gunman.
Jumilla died on the spot while Malabor

thunderous finish deep into extra time secured
their first European Championship title after
they overcame the early loss of Cristiano Ronaldo to snatch a 1-0 victory over hosts France
on Sunday.
The substitute picked the perfect time to score
his first competitive goal for his country, marauding forward before letting fly with a bullet shot
from 25 metres in the 109th minute.
It was a magic moment for the 28-year-old,
who plays for French club Lille after a largely
unglamorous career, and a cruel blow for France
and their coach Didier Deschamps.
His side had dominated the match, but
squandered a number of chances, in front of
their devastated home support, who arrived at
the Stade de France hoping to celebrate a third
European crown.
The trophy was lifted triumphantly by Portugal captain Ronaldo, who broke down in tears at

BPO ecosystem spurs
business development
WHILE CONTRIBUTING in a major way to growing
the Philippine economy and providing over 1 million
jobs, the business process outsourcing (BPO) sector
has evolve into a booster of local businesses where a
BPO operation is located.
Local economies come to life and businesses flourish in such an environment, as well as employment
opportunities.
“The indirect employment as a result of this could
be as much as 2.5 times as many people — from drivers, sari-sari store clerks, food vendors, shop clerks,
etcetera,” David Leechiu, Chief Executive Officer
of Leechiu Properties Consultants (LPC), told GMA
News Online.
From the construction of a BPO building alone,
Leechiu noted as much as 1,000 employees may be
generated, with an outsourcing firm typically spending
some P25,000 to P35,000 per square meter (/sq.m).
“Then they will typically, directly hire 300 to 1,000 fulltime employees being paid... P12,500 for a small provincial site to P20,000 per person per month,” he said.
Estimates by the Information Technology and Business Process Association of the Philippines (IBPAP)
placed at 1.3 million the full-time equivalent (FTE)
employees of the sector for the whole of 2016.
Citing data from the IBPAP, Leechiu said the Na-
tional Capital Region (NCR) alone accounts for 80
percent of BPO employment, with Cebu, Mindanao,
and the rest of Visayas, CALABARZON, and Central
Luzon getting around 3 percent each.
In its Market Insights, LPC noted the country currently has six centers of excellence in relation to the
BPO sector: Metro Manila, Metro Cebu, Metro Clark,
Metro Bacolod, Metro Davao, and Metro Iloilo.
The 10 next wave cities are Baguio, Cagayan de Oro,
Dagupan, Dasmariñas, Dumaguete, Lipa, Malolos, Naga,
as well as Sta. Rosa in Laguna and Taytay, Rizal.
RENTAL RATES
“The BPO will also rent space which typically
ranges from P300 to P700/sq.m. depending on the location. Most BPO companies will have 6.5/sq.m. per
seat so a 1,000-seat operation would occupy 6,500
sq.m of space,” Leechiu said.
This translates into monthly rental fees of P1.950
million to P4.550 million for a 1,000-seat operation.
BUSINESS ENVIRONMENT
The environs of a BPO or “the ecosystem” usually thrive,
with business establishments sprouting within the immediate vicinity on the heels of a growing BPO operations.
“They would need a convenience store, canteen,
and support facilities like coffee shops, some clothing
stores, groceries, etcetera,” Leechiu noted.
Property consultancy Jones Lang LaSalle (JLL) earlier
said the expansion of the BPO industry is supporting the
demand for office and residential space in the country.
BANDWAGON EFFECT
There has been an obvious bandwagon effect in the
areas where BPOs are located, Leechiu noted.
Most companies first try to get a feel of the place
before they decide to put up shop.
“If you look at Clark, Bacolod, Iloilo, few companies wanted to explore locations until the first mover
came in, then others followed immediately after — like
a bandwagon effect. So the first locator would usually
double in size in three years and other companies will
follow them,” Leechiu said.
Finance Secretary Carlos “Sonny” Dominguez III
earlier said, however, that the administration of President Rodrigo Duterte is not keen on relying too much
on the sector as a growth driver. He noted that in the
long run technological advancements may lead to a decline in its contribution to the gross domestic product.
“We just want to make sure we are prepared if there
are any breakthrough developments in new technology for artificial intelligence,” he said. (GMA News)

According to separate advisories, Pilipinas Shell Petroleum Corp. and Phoenix Petroleum Philippines will apply
the reduction at 6 a.m.
Flying V will also decrease
its gas prices by 90 centavos
per liter at 12:01 a.m.
The three oil firms stressed
there will be no price movements for diesel.
Shell and Flying V meanwhile said there will be no
changes in kerosene prices.
With the price change, gas
will range from P34.85 to
36.75 per liter in Metro Manila.
Gasoline prices, on the other
hand, will remain at a range of

for alleged violation of environmental safety standards.
Benguetcorp Nickel Mines
Inc. (BNMI) was among four
companies suspended by Environment Secretary Gina Lopez
last week for “environmental
degradation, denudation of
forests and lack of funds for
progressive rehabilitation.”
“BNMI will immediately
request for a reconsideration of
the suspension order since its
mining operation is fully compliant with the regulatory requirements and environmental
standards of the government and
its host communities,” the company told the stock exchange.
“BNMI will cooperate with
the audit of mining companies
ordered by the DENR (Department of Environment and Natural Resources) and it is confident
it will be allowed to resume operations thereafter,” it added.
Benguet Corp.’s A shares were
down 2.68 percent to 6.90 pesos
in early trading on Monday.
The company said its nickel
mine resumed operations in
August last year after it complied with requirements set by
the Mines and Geosciences
Bureau and and Environmental Management Bureau.

once again maintained its signatory status to the
Pacific Accreditation Cooperation (PAC) Multilateral Recognition Arrangement (MLA) for the
accreditation of Certifying Bodies on Quality
Management System (QMS) and Environment
Management System (EMS).
The PAC MLA signatory members voted to continue DTI-PAB’s MLA signatory status on QMS
and EMS during the annual meeting of the Pacific
Accreditation Cooperation (PAC) and Asia Pacific
Laboratory Accreditation Cooperation (APLAC)
in Taipei City, Taiwan on June 11-18, 2016.
DTI-PAB has been a signatory member since August 7, 2002 for QMS and January 12, 2007 for EMS.
To maintain MLA signatory status to PAC
MLA, an accreditation body undergoes peer
evaluation by a team of evaluators from fellow
MLA signatory accreditation bodies.
This evaluation is conducted every four years
to ensure fulfillment of the criteria specified in
ISO/IEC 17011: Conformity assessment - General requirements for accreditation bodies accrediting conformity assessment bodies.
DTI-PAB underwent a peer evaluation in February 2016.
The maintenance of MLA signatory status is a
continuing testament of the equivalence of PAB’s
accreditation with those of other MLA signatory
accreditation bodies.
It also demonstrates its commitment to help
the Philippine industry players in attaining the
same level of efficiency in its management sys-
tems to be able to compete in the global market.
The PAC is an association of Accreditation
Bodies among member economies of the Asia
Pacific Region.
Multilateral arrangements between member
accreditation bodies of PAC enhances acceptance of certified products and services across regional borders by removing the need for them to
undergo additional inspections or certification at
each country of entry for as long as the certification is issued by a signatory economy.
This helps reduce bureaucracy and the added
costs to businesses as well as contributes to operational efficiency. Maintenance of DTI-PAB’s
MLA signatory status is critical in maximizing

Globe and PLDT had said that the P70-billion deal, which effectively
stopped the establishment of a third player in the industry, was deemed
approved just by notifying the Philippine Competition Commission.
“At this point, the PCC is more keen on being able to conduct
the review expeditiously and if necessary, looking at the appropriate remedies to anti-competitive impacts, if any, rather than focusing on liabilities and penalties,” PCC Chairman Arsenio Balisacan
said in a text message to ANC.
The deal was announced on May 30, 2016, just days before the
newly-formed PCC released its implementing rules.
Globe and PLDT said acquiring San Miguel’s 700 mhz frequency would make internet connections faster. The Philippines has the
second slowest internet in Asia, next only to war-torn Afghanistan.
The market, however, did not appear worried as shares of the
two companies traded higher on Monday. Globe was up 1.78 percent to 2,398 pesos while PLDT was up 0.76 percent to 2,110.
“The reason why people are buying Globe and PLDT are really for the dividends,” COL Financial analyst April Lee Tan told
ANC’s “Market Edge with Cathy Yang.”

FORMER COMMUNICATIONS Secretary Herminio Coloma Jr. on Monday said
his successor, Secretary Martin Andanar,
may have been misinformed about the alleged overprinting of revenue stamps for
cigarettes and liquor products.
“As Communications Secretary, it is his
duty to first verify the accuracy of reports
being fed to him before he discusses these
publicly,” Coloma said in a statement.
“It is my humble opinion that Secretary
Andanar may have prematurely affirmed
the insinuations of alleged wrongdoing even
absent the presentation of clear, concrete
and convincing proof in a fair and impartial
fact-finding inquiry,” Coloma added.
The former Palace official was pertaining to a Philippine Daily Inquirer report in
which Andanar said he instructed an audit
of the National Printing Office (NPO) and
the APO Productions Unit Inc. (APO).
The NPO and APO are under the Presidential Communications Office (PCO),
which Andanar presently heads.
The PCO was called the Presidential
Communications Operations Office during Coloma’s term under the Aquino administration.
“I was told the tax seals were being
used to sell cigarettes and alcoholic beverages that were smuggled into the country,” the newspaper report quoted Andanar as saying.
Coloma argued that it would be “difficult for fraud or tampering to take place”
because “stringent quality, process and security control measures have been put in
place to ensure the integrity of the printing process.”

MANY PEOPLE in a recent study said they’d tried to find out
what chemicals are in tobacco products or smoke, but most were
not familiar with components other than nicotine.
Surveyed by phone, more than half the respondents said
they’d like to see this information on cigarette packs and a quarter would like to have access to it online.
Of the 7,000 constituents of cigarette smoke, 93 in particular are
quite toxic, said Dr. Kurt M. Ribisl of the Lineberger Comprehensive
Cancer Center at the University of North Carolina, Chapel Hill.
“It’s pretty surprising how relatively few people have heard
of these yet many were interested in hearing more about them,”
Ribisl told Reuters Health by phone.
The most simple and effective messaging may be to list the
chemicals and, briefly, their health effects, he said. For example,
cigarette smoke contains arsenic, which causes heart damage,
and formaldehyde, which causes throat cancer.
Ribisl and colleagues surveyed nearly 5,000 U.S. adults by phone,
targeting high smoking / low income areas and cell phone numbers.
Almost a quarter of respondents reported being smokers, most
saying they had smoked every day for the past month.
The researchers chose 24 harmful chemicals in tobacco and
divided them into six groups of four. Each participant answered
questions about one group of four chemicals, selected at random.
More than a quarter of respondents said they had looked for
information on the constituents of tobacco smoke, most commonly young adults and smokers. More than half said they would
most prefer to see this information on cigarette packs.

YOUNG WOMEN who get the recommended
three doses of human papilloma virus (HPV)
vaccine have fewer abnormal Pap tests than
unvaccinated women and women who only get
two doses, Canadian researchers say.
HPV vaccination is intended to prevent cervical cancer and abnormal cells that can lead to
cancer, but how well it’s working among North
American women remains unclear.
“Both HPV vaccination and cervical cancer
screening are important to further reduce the
incidence, morbidity, and mortality of cervical
cancer,” senior study author Dr. Huiming Yang
from Alberta Health Services in Calgary told
Reuters Health by email.
The province of Alberta implemented a
school-based HPV vaccination program for girls
in 2008 and expanded it to include boys in 2014.
The HPV vaccination program provides three
doses of the vaccine over a six-month period.
Yang and colleagues studied the impact on
Pap test results eight years into this program.
The researchers analyzed data on 10,204
women, 56 percent of whom were unvaccinated
and the rest had received at least one dose of HPV
vaccine before having cervical cancer screening.
Overall, 14.5 percent of women had abnormal
Pap tests and 85.5 percent had normal tests. Most
abnormal tests, nearly 94 percent, were low-grade
abnormalities, but the rest were the high-grade abnormalities that could progress to cervical cancer.
Less than 12 percent of women who had received at least three doses of the vaccine had
abnormal Pap results, whereas 16 percent of
unvaccinated women had abnormal tests. This
translates into a 28 percent risk reduction with
full HPV vaccination.
The difference was even greater – a 50 percent reduction in risk – when only high-grade
abnormalities were included, according to the
results published in CMAJ.
Surprisingly, incomplete HPV vaccination with
two or fewer doses of the vaccine was not associated
with a lower risk of having an abnormal Pap test.
“Our study shows that three doses HPV vaccination is very effective in reducing cervical
cell abnormalities, particularly for high-grade
lesions, but two does not appear to offer similar
protection,” Dr. Yang concluded. “It is important
to complete all scheduled doses of vaccine.”
“I found it interesting that young women in
this study that received two doses of the quadrivalent vaccine had similar odds of having an
abnormal Pap as those who had 0 doses,” said
Dr. Jacqueline M. Hirth from the University of
Texas Medical Branch, Galveston, who has also
studied the effect of HPV vaccination on cervical cancer screening among young women.
That result should be interpreted with caution, she told Reuters Health by email, since
many of the young women in this sample were
under 21 years of age and may not have been
receiving routine Pap screenings.
“They may have actually gone to their providers for abnormal bleeding or other symptoms, which may have prompted them to receive Pap tests that would not have met the
criteria for ‘routine’ screenings,” Hirth said.
HPV vaccination in combination with cervical cancer screening according to guidelines is
important for the prevention of cervical cancer,
Hirth said, because the HPV vaccine does not
protect against all high-risk HPV types.
She added that it’s important for women to receive all three doses of the HPV vaccine and to
undergo cervical cancer screening regardless of
vaccination history in order to reduce their risk
of developing HPV-related cancers. (Reuters)

Truvada, manufactured by Gilead, is a
combination of two antiretroviral drugs
that work to keep HIV, which causes
AIDS, from replicating in the body. Approved by the U.S. Food and Drug Administration in 2012, Truvada is often just
referred to as PrEP, which stands for preexposure prophylaxis.
Gay and bisexual men who regularly
take Truvada reduce their risk of HIV by
90%, according the U.S. Centers for Disease Control and Prevention (CDC).
For the new study, reported in the journal
Sexually Transmitted Infections, Raymond’s
team analyzed data from 411 gay and bisexual men living in San Francisco in 2014.
About three-fourths of the men said
they were HIV-negative—and of those,
64% met one of the CDC’s criteria for
Truvada use. Those criteria are having
an HIV-positive partner, not being in a
monogamous relationship with an HIVnegative partner, having anal sex without
a condom or having a sexually transmit-
ted infection in the past six months.
But while nearly two-thirds were eligible for Truvada, only about 14% of those
eligible men said they had used it at some
point in the past year.
When the researchers applied the
study’s results to the wider population of
gay and bisexual men in San Francisco,
they estimated that 27,745 men met the
CDC’s guidelines for Truvada but weren’t
using the drug.
About 80% of young gay and bisexual
men between ages 18 and 24 met one of
those criteria, compared to about 29% of
men 55 years old or older, the study found.
Yet, none of the younger men reported using Truvada.
About 23% of white gay and bisexual
men who met the CDC’s criteria took the
pill, compared to about 4% of Hispanic
men, 7% of Asian men and 8% of black
men, the researchers found.
According to the CDC, 44,703 people
in the U.S. were diagnosed with HIV in
2014 - and about 25% of new infections

“I don’t want to limit women to titles nor
statistics, napaka-unfair naman sa kanila noon,

being hailed as the sexiest pero kapag ni-refer
na sa akin parang puting them as statistics and
that’s very unfair to all the ladies out there.”
Meanwhile, Manzano stayed mum when told
that Locsin admitted that she is still hurting over
their breakup.
“No matter what I say hahanapan ako ng
mali. I hope people will understand that,” he

certain people are less likely to use Truvada, he told Reuters Health, including
structural factors like lack of insurance,
incarceration rates and how often people
see their doctors.
The researchers caution that the study’s
results are limited. For example, the data
were collected only two years after Truvada was approved for PreP.
Raymond also said the results may not reflect Truvada use in other parts of the U.S.
Schneider, who was not involved with
the new study, also cautioned that the
CDC’s criteria for PrEP use may not be
applicable to all gay and bisexual men.

Hand-loom Weaving

n the weaving barangays of Miagao, Igbaras, Oton, Badiangan and Duenas in Iloilo, there are plenty of awe-inspiring histories of loom-weaving that must be preserved and
passed.
Weaving is a tedious process which requires a great deal of
concentration from the weaver. It is very labor intensive craft
that starts with careful planning of colour matching, warping,
beaming, hedding, reeding, tie-in, spooling then the weaving
process.
Our weavers learned their skills from more experienced elders.
There is a scarcity of weavers today. Most young women,
whose predecessors resorted to hand-weaving for a living, are
no longer interested as it is thought to be time-consuming and
boring.
Some have stopped because they moved to other places hoping to land better jobs.
The art of hand-weaving may one day diminish if our younger
generation is no longer interested in it. It is crucial to find ways
of educating the younger generation and innovate the process of
weaving from traditional patterns and colours to contemporary
ones, so that more interesting products can be produced to suit
today’s market.
It is important to think of various approaches to add value and
transform local fabrics to broaden its usage in local and international markets.
In view of these problems, the Provincial Tourism Office and
SM City Iloilo choose to direct their efforts to hand-loom weaving to preserve and promote the art, aside from improving the
livelihood of local weavers through an annual project, the Indigenous Fiber Fashion Fair.
The event decided to focus on producing contemporary handwoven textiles to cater for a broader market.

sidered prized possessions and were only worn by the elite and
their families, today, it is mostly worn as evening pieces for festive occasions and formal functions.
Our local fabrics the Patadyong, Hablon and Polyabaca have
been transformed into apparel, fashion accessories such as handbags as well as home products such as place mats, cushions,
table runners and gift items such as shawls.
Organized in 2008, the Indigenous Fiber Fashion Fair is
aimed at giving a voice to the traditional, hand-loomed fabrics
of Iloilo. The annual event has given our women weavers the
opportunity to show their strength, talent and pride in ways they
never thought possible.
The event started working with women artisans from the
weaving towns of Miagao, Oton, Badiangan, Duenas and Igbaras who weave beautiful textiles and helped them take their
wares to the mall.
Sustainability is our primary objective. Since 2008, the event
had supported the local weaving communities in Iloilo. Wooden
looms and threads had been handed out to beneficiaries to help

them develop more economic opportunities, specifically for
women who are entirely dependent on their partners’ income.
The Indigenous Fiber Fashion Fair believes in the importance of preserving and promoting our local culture and heritage
through improving the livelihoods of artisans, raising awareness
on Ilonggo heritage and its artisans, making heritage relevant
and contemporary.
This can be done through design and innovation, and developing new markets via new ways of branding and marketing
Ilonggo heritage products.
The Provincial Tourism Office and SM City Iloilo with the
municipalities of Miagao, Oton, Badiangan, Duenas and Igbaras, ISAT University, DTI and the Daily Guardian will celebrate
the 9th Indigenous Fiber Fashion Fair on August 3-7, 2016 at the
event center of SM City Iloilo.
The annual Indigenous Fiber Fashion Fair ensures that this
tradition will continue to be practiced for generations to come.
