Most private and public schools in
Iloilo City decided to suspend the class
before noon yesterday.
Mayor Jed Patrick Mabilog also
made the same declaration due to
reports of flooding in Jaro, LaPaz and
City Proper districts.
Mabilog said he asked the Department
of Public Works and Highways to check
its projects were flooding occurred.
The DPWH is currently undertaking
road widening and re-blocking projects
DELAYED TRIPS
The heavy rain began around 6:30
a.m. Monday as Typhoon Florita
(international name Neoguri) passed by
the northern part of the country.
As early as 8 a.m. yesterday, several
commuters complained that they were
late in going to school and to their
offices because of the scarcity of cityloop jeepneys to pick them up at the
transport terminals in barangays Tagbac
and Ungka in Jaro, Iloilo City.
The downpour also compelled the
Philippine Coast Guard (PCG) to cancel
ferry and pump boat trips from Iloilo to
Negros and Guimaras around 10 a.m.
Commodore Athelo Ybañez, PCGWestern Visayas chief, said they lifted
the suspension one hour after.

suspension based on the prevailing
weather condition,” he added.

BUSINESSMEN in Iloilo City said the local
government should revisit its f iscal management
even as it pushes for an increase in real property
taxes (RPT).
Iloilo Business Club (IBC) executive director
Lea Lara said they are f irm in their stand that the
Iloilo City government must first justify its plan
to raise real property taxes (RPT) before they
can negotiate.
Aside from the legality of the move, Lara said
they want a clearer picture of the city’s finances
and the purpose of the additional revenues.
Specifically, Lara said they want to know how
much the city is earning from its various revenues

and the priority spending next year.
“We must first settle this issue before we can
talk about the numbers. We can go back to the
computation if we have settled this particular
matter,” Lara said.
Lara said the City Hall should revisit its spending on employees and wider tax base with the
entry of new businesses.
The Iloilo City Council’s committee on ways
and means suspended the public hearing on the
proposed RPT hike after the executive failed to
substantially justify the increase.
The proposed RPT schedules, which will be
implemented next year, are seen to increase property taxes between 60 percent and 113 percent

SARA, a town located 81 kilometers northeast of Iloilo City,
is believed to be the main staging point of criminal groups in
Iloilo province, according to the
Iloilo Police Provincial Office
(IPPO).
Police said suspected criminals could easily be deployed
from Sara to other areas in the
province and even the nearby
towns of Capiz.
Senior Supt. Cornelio Salinas, IPPO director, made this
revelation following the deployment of 30 police officers from
the Iloilo Provincial Public
Safety Company in Sara town.
Salinas said there was nothing devious about the deployment. While the platoon would
be based in Sara, it would still
operate within the province.

High prices of cigarettes
curb smoking habits

THE Sin Tax Law (Republic Act 10351) has somewhat
been effective in reducing prevalence of smoking
among the youth and the poor after more than a year
of implementation.
Ronald Abutanatin, 32, a butcher from Dulonan, Arevalo district here, said he lessened his smoking because
of expensive cigarette price due to the Sin Tax law.
Abutanatin said he used to consume a pack of cigarettes a day but he cut it down to just 6-7 sticks a day.
“In the retail store, the price of Fortune Menthol
before was only P1 per stick or P20 per pack but it has
increased to P2 per stick or P30 per pack,” he added.
Louis Monsale, 22, a food and beverage attendant
from Miagao, Iloilo, said that aside from high prices
of cigarettes, health concerns also prompted her to cut
down on smoking.
Monsales said her smoking habits stemmed from
peer pressure but she has learned to control it for the
sake of a healthy lifestyle.
In the recent Department of Health (DOH) Red
Orchid Awards Ceremonies held on July 1 at Sarabia
Manor Convention Center here, DOH Assistant Secretary Pauline Jean Ubial said that the higher prices
of cigarettes effectively resulted in the decrease of
smoking Filipinos.
Ubial said that a survey by the Social Weather Sta-
tion (SWS), which covered 1,200 respondents nationwide, showed that the prevalence of smoking among
respondents belonging to socio-economic Class E, or
the very poor, decreased from 38 percent in December
2012 to 25 percent in March 2014.
Smoking among those belonging to the 18 to 24
year-old age group also dropped from 35 percent in
December 2012 to 18 percent in March 2014.
The survey also revealed that 67 percent (roughly seven out of 10) Filipino smokers buy cigarettes per stick,
as it is more affordable than buying a pack of 20s.
Ubial said that the sin tax law is a significant step
of the Philippine government to combat smoking.

Provincial transport groups receive additional car passes

ILOILO Gov. Arthur Defensor turned over the additional 26 car passes to provincial transport groups
yesterday.
The car passes will complete the 100 allotment from
the Iloilo City to the provincial jeepneys under the Comprehensive Perimeter Boundary Ordinance (CPBO).
The town of Sta. Barbara got the biggest allocation
with 15 car passes while Janiuay received 6.
The CBPO limits the entry of provincial jeepneys in
city jurisdiction to ease the traffic congestion besetting
the commuters.
Initially, only four car passes were issued to the socalled “second towns.”
Towns in the suburbs such as Pavia, Leganes, Oton
and San Miguel got bigger allocations.
But Defensor appealed to the city officials for ad-
ditional car passes as the move adversely affected the
operation and income of operators in the province.
In return, the city proposed to give additional car
passes to the transport associations. The allocation was
increased from 74 to 100.
Defensor said the additional car passes should put
an end to the conflict between the city and province as
the move is acceptable to both parties.

A MEMBER of the Iloilo City
Council said online pornography is partly to blame for teenage pregnancies in the city and
province of Iloilo.

that while the council did pass
the Anti Internet Pornography
Ordinance in 2011, parents
should still be mindful of their
children’s internet habits.
The ordinance bans the viewing of pornographic sites in public internet cafes. It also requires
online cafes to have gadgets and
filters that can block access to
porn websites.
The City Hall established

task force to monitor compliance with the edict.
“And the internet cafes in the
city are already strictly observing it. From January 2014 to the
present, the Anti Internet Pornography task force reported no cases

Treñas seeks more funds
for defense research
By Maricyn A. De Los Santos ILOILO City Rep. Jerry Treñas said it is high-time the country cut its
dependence on imported military equipment by improving the research
and development (R&D) program on modern weapon systems.
Treñas, who proposed an increase in the budget of the Department of National Defense’s R& D program, said even the country’s
simplest of armaments are imported.
“Even our 105 mm howitzer and mortar ammunitions are supplied by other countries while we could already develop our own,”
he said in a statement.
Treñas said a funding boost to the country’s R&D program will
modernize the AFP.
“We cannot rely on imports and second-hand dole-outs,” Trenas said.
Treñas noted that there were previous efforts in the 70s to develop rockets on fixed and mobile platforms and even medium to
short range surface-to-surface and surface-to-air missiles but was
shelved due to lack of funding and the shift in defense priorities.
He said this means the country’s experts have the technological
know-how, “and all it has to do is to continue the program and
integrate new technologies such as computerized guidance and

Mentally-ill man breaks
into boarding house

A MAN believed to be suffering
from mental illness broke into a
boarding house in Manduarriao,
Iloilo City Sunday.
According to the owner of
the boarding house, Maribel
Solen, a certain Jojo, 46, barged
into their home and accosted
them.
Jojo also allegedly tried
to choke a lady boarder who
was washing clothes inside the
bathroom.
Solen immediately called for
help to halt the suspect.

Jojo’s wife immediately
came and brought him back to
their house.
Meanwhile, another
mentally-ill man was wounded
after a car hit him while sleeping
on the street at Brgy. Barrio
Obrero in Lapuz, LaPaz also
on Sunday.
Witnesses said the driver did
not see Jerry Tuya in the middle
of the street, thus he ran over the
victim’s feet.
The driver of the car, a
doctor, immediately brought
the victim to the nearest hospital
for treatment.

NFA denies rice
hoarding Region 6

THE National Food Authority (NFA-6)
denied that rice hoarding is prevalent in
Western Visayas.
Hedy G. Jardeleza, NFA-6 acting assistant regional director, said the claim that
50 percent of rice supply in the country is
hoarded by suppliers is incredulous.
“It is not prevalent as we have not seen
empty boxes of rice in the market, which
means that the wholesaler and suppliers
continue their supply,” Jardeleza said.
She also said the price of rice in Western Visayas remained stable as no drastic
increase was reported.
“We have this ‘Palengke Watch’ wherein
we inform the local government units to
monitor our accredited outlets to avoid the
diversion of NFA-rice to commercial suppliers,” she said,
Jardeleza said that there were instances
where NFA rice was sold as commercial rice.
“In other markets, they mix the leftover
NFA rice with commercial rice and sold it
for a higher price. This is possible as government rice can hardly be distinguished
from commercial rice.”
The NFA also assured that the region
has sufficient supply of rice for the next
three months.
“Based on our industry inventory, we
have about four million bags of rice in the
region. We are also expecting around 16,
400 metric tons from Vietnam,” Jardeleza
said.

A 31-YEAR-old seafarer died after his
motorcycle collided with a tricycle in
Guimbal, Iloilo Sunday.
Police identified the victim as Lorenzo
Escuerudo of Brgy. Bacong, Guimbal who
succumbed to injuries on his head and
chest.
Initial police reports said that Escuerudo,
allegedly drunk, drove on the wrong lane
and crashed into a tricycle driven by Ricardo
Taburete and accompanied by Felimon
Gayares.
Taburete and Gayares were on their way to
Brgy. Nalundan, Guimbal when the accident
happened.
Escuerudo was declared dead at the
Guimbal district hospital while Taburete and
Gayares are still under treatment.

Pump boat operator Elmo Mabaquiao said the vessel immediately capsized due to turbulent sea water.
Mabaquiao said he asked for assistance from
his fellow boatmen but to no avail.
The owner estimated the total damage at P1
million.
Weather bureau PAG-ASA (Philippine Atmospheric, Geophysical and Astronomical Services
Administration) said typhoon Florita (international
name Neoguri) is expected to strengthen monsoon
rains in Mimaropa (Region IV-B), Panay including
Guimaras area.

The city’s tax ordinance requires all
business establishments, big or small, to
secure a business permit before they can
operate anywhere in the city. No ifs. No buts.
The Business Permit and Licensing Office
(BPLO) is mandated to enforce the ordinance
lock, stock, and barrel sans favoritism and
exemption.
OBLIGATION
The monthly P500,000 cash remittance
does not absolve Casino Filipino from dodging
its obligation to secure a business permit.
The law does not give any establishment or
individuals a special treatment. No business

permit means no permission to operate.
The argument that the fee the Casino
Filipino would be paying for the business
permit “is peanuts” compared to the P500,000
monthly cash remittance to the city hall coffer,
is illogical and hogwash. It’s non sequitur.
A fee is intended for the business permit. A
remittance can be relaxed or waved especially
if it is not covered by any memorandum of
agreement (MOA), which must be ratified
first by the legislative body and approved by
the executive branch. It is not mandatory.
Casino Filipino’s P500,000 monthly cash
remittance to the city government since 2012
was never authorized by the Sangguniang
Panlungsod. If the treasurer’s office received
it, the cash should be considered as donation.

Fraternities and hazing in schools
L
ATELY, the whole
country was again
shocked by the news
of the death of an 18-year-old
BS Hotel, Restaurant and Institution Management sophomore student of De la SalleCollege of Saint Benilde
(CSB) in a fraternity hazing
rite last June 28, 2014.
The student died inside a
unit of condominium on Taft Avenue after sustaining multiple injuries from the initiation rites.
In 1991, a freshmen law student also died in
initiation rites inside a house in Caloocan City. After
his death, six more hazing-related deaths took place.
This led to the enactment of Republic Act 8049,
otherwise known as the Anti-Hazing Law of 1995.
However, in November 2009, another fraternity
related incident occurred when a 15-year-old girl,
believed to be a neophyte, was accidentally shot to
dead during initiation rites in Biñan, Laguna.
And in 2012, the death of two law students
due to separate hazing incidents shocked the
whole country.
In light of these incidents, some legislators
proposed amendment to give teeth to the existing Anti-Hazing Law. However, this proposed
amendment has never been realized until now.
Fraternities were founded to promote brotherhood and camaraderie among groups of people,
including students in colleges and universities.
Fraternities and other organizations must serve to
forge not only brotherhood as the ultimate bonding of all men and women inside and outside the
confines of universities, but must exist to preserve
the value of human life.
The negative events involving fraternities
tend to erode the moral values of these groups.
Students’ dedication to study, respect for authority and observance of the rules and regulations of
educational institutions are ignored.
And despite existing laws and other administrative issuances, some students still inflict
physical and mental injuries on others which, in
so many instances, caused death.
Hazing is an initiation rite or practice as a
prerequisite for admission into membership in
a fraternity by placing the recruit, neophyte or
applicant in some embarrassing or humiliating
situations such as forcing him to do menial, silly,
foolish and other similar tasks or activities or
otherwise subjecting him to physical or psychological suffering or injury.
According to RA 8049, if the person subjected
to hazing or other forms of initiation rites suffers
any physical injury or dies as a result thereof,
the officers and members of the fraternity who
actually participated in the infliction of physical
harm shall be liable as principals.
The person or persons who participated in
the hazing shall suffer the maximum penalty
of reclusion perpetual if death, rape, sodomy or
mutilation happens on the neophyte.
The responsible officials of the school or of
the police, military or citizen’s army training
organization, may impose the appropriate administrative sanctions on the person or the persons
charged under this provision of the law even

the topic,
let me just say
that the verbal
exchanges
between Evelio
Leonardia
and Monico
Puentevella, both
top officials of Bacolod City, do not
contribute to the enlightenment of the
people of the City or to an intellectual
inquiry into an assessment of their
performance in office.
The former, now a congressman
called Puentevella “ulianon,” that
roughly translates to mindlessly
repetitive. Puentevella keeps on
harping against the debts of the city
but also enjoys the fruits, convenience
and facilities of that indebtedness.
Not to be outdone, Puentevella,
who succeeded Leonardia as
Bacolod mayor, retorted by calling
the congressman “mute”. He claims
Leonardia has not opened his mouth
although he had been in Congress for
almost a year now.
In a way these two political rivals
of many years are painting each other
as damaged goods – well within our
topic today. However, it is better they
call each other names because we can
at least smile or laugh when this nation
is under stress.
That is one characteristic of
Filipinos – we can laugh or make the
worst scenario humorous and preserve
our mental balance. In other countries
they would have marched and rallied
in huge demonstrations and toppled
their governments. We have a generous
heart of giving the widest latitude and
the longest patience to our politicians
and even enjoy their antics.
The scandals now wrecking our
political system is an opportunity
to improve the way we choose our
leaders or we can sink deeper into
a hole. Our national leaders, from
the President to the Senate and on
to his cabinet and the House of
Representatives have been damaged
by a typhoon, nay, a hurricane worse
than last year’s Yolanda.
The President for all his avowals of
honesty is now being directly linked
to the unconstitutional disbursements
of billions of public funds that would
make the combined alleged crimes
of former Presidents Joseph Estrada
and Gloria Arroyo look like chicken
feed. The tentacles of corruption
have become so widespread the
Ombudsman was filing cases of
plunder not against two or three
officials of government but dozens.
And this is only the first batch.
At no point in time has this ever
happened in Philippine history. It
uncovered the worst of our leader’s
greed and insensitivity to the poverty
that stalks the land.
President Aquino probably never
anticipated that the wind he unleashed
when he had Chief Justice Renato
Corona impeached would develop
into a storm. He literally bribed the
senators with millions of pesos so he
could prove his desire to clean the
government.
He could have rested on the
laurels of that impeachment but he
perceived two senators to be the
hindrance to victory of his chosen
successor. He moved against them but
he miscalculated and Senator Jinggoy
Estrada exposed the existence of the
Disbursement Acceleration Fund as
the source of the bribe money.
At first the denials – there is no
such thing as DAP and there was
nobody given the millions that Estrada
exposed.
But like the fermented fish that is
a favorite on the Filipino menu, the
Estrada expose took a life of its own
and nobody could stop it anymore.
The revelations of Benhur Luy
and the scam that Janet Napoles was
charged of diverting billions of pesos
into private pickets opened the Aquino
can of worms. The stench was used
against Estrada and company and
now dozens of others alleged to be
beneficiaries of Priority Development
Assistance Fund are facing plunder
and malversation charges before the
Sandigan.
The opposition cries “selective
justice!” Indeed, why are the words of

On the other hand, in order to deter violence
among fraternities in colleges and universities,
the Commission on Higher Education (CHED)
imposed sanctions of automatic expulsion on
fraternity members for starting or taking the offensive actions why clearly provoke violence; for
carrying of knives, sticks, pipes, guns and other
deadly weapons in schools; and for extortion.

Tribute to Vice Mayor Daniel Fariñas
T
HE other week, I texted my friend about
my journey and was
surprised he did not answer.
Instead, his wife answered
me saying sorry that my
friend passed away last May
4. I could hardly believe it
because last December when
I met Vice Mayor Daniel
Fariñas of Bagiuo City, he looked healthier: he
told me he just gave up teaching at the University
of Bagiuo.
I then learned through the news that he was
rushed to the hospital because of bleeding and
that he had succumbed to thrombosis.
His passing is such a tragedy because his values and leadership had been exemplary. SunStar
Bagiuo published: “The vice mayor is well-loved
by the people and was obviously unmatched in the
previous elections garnering some 70,224 votes,
probably the highest number of votes cast for a
single candidate in the Summer Capital, over his
nearest rival who gathered 6,000 votes.”
This is the second time that a friend passed
away unexpectedly. I do not want to miss this
opportunity to pen a tribute poem for a beloved
friend as follows:

We beg to disagree. All politicians do the same to almost all
those they meet in out-of-town sorties especially when the election
is near. Binay, a traditional politician like Roxas and Drilon, et al,
is not an exemption. Politicians want people forming a beeline
and a wall around them to feel a sense of belongingness. That
these nameless individuals have become part of their “extended
family”. Tralala.

Puentevella to stop blaming him and his
administration to cover up for the latter’s
failures.
The former mayor of Bacolod reacted to
Puentevella’s pronouncements during the
mayor’s recent State of the City Address
dubbed “Ulat ni Monico” which was delivered before the Sangguniang Panlungsod
and other stakeholders.
Leonardia said Puentevella’s SOCA was
just a “long-winded excuse and cover-up
for the failures and shortcomings of his
administration”.
Leonardia claimed his political nemesis has no accomplishments to show the
public.
“So he entertained the people with a collection of empty sound bytes on the same
half-truths and lies he has always been
peddling and keeps repeating about my
administration,” Leonardia said.
“It’s been 12 months since he took over
City Hall…and he has not stopped whining
and blaming others for his own failures,”
he added.
While Puentevella blames the city’s
loans, “with the same obligations, we were
able to deliver projects and services in our
time,” Leonardia stressed.
The solon called on Puentevella to stop
using him as “scapegoat for his inadequacies.”
“The truth is, Puentevella is now enjoying the fruits of these loans, he now holds
office in one of the biggest and most beautiful City Halls in the country because we
dared risk political capital and built one,”
the solon said.
“Because we dared to risk political capital and bought land for the city during our
time, Puentevella now has relocation sites at
his disposal, and he does not have to worry
where to settle those who are displaced,”

Energy projects to
boost Customs’ income
VARIOUS energy projects in Western
Visayas will bring more revenues to the
Bureau of Customs, said Ernelity Aquino,
district collector of Port of Iloilo.
Aquino said the coal-fired power plant
expansion of Panay Energy Development
Corporation (PEDC) in Iloilo City, the
wind farm project in Guimaras, and
the coal-fired power plant of the Palm
Concepcion Power Corporation (PCPC)
in Concepcion, Iloilo can further improve
BOC’s collection.
“We are positive that these projects
will entail importation of raw materials,”
he said.
PEDC is currently building another 150megawatt (MW) coal-fired power plant; the
Trans-Asia Oil and Energy Development
Corporation has started the P6.3-billion
wind farm project in Guimaras; and PCPC
started laying the ground works for the
135-MW coal-fired power plant in Brgy.

The BOC-6 collected P546.3 million in
revenues for the first half of 2014 from the
Port of Iloilo and Sub-port of Pulupandan

for alleged illegal possession of
firearm.

with a caliber .38 firearm last

Bacalangco’s sister-in-law informed her that a man was indiscriminately firing a gun at their

Antique gets P.46M
for persons in crisis
SAN JOSE – The Department of Social Welfare
and Development-Antique released a total amount
of P464,500 cash assistance for Antiqueños under
the Aid to Individual in Crisis Situation (AICS)
program.
Luna Moscoso, head of DSWD-Antique,
said the amount was released to 155 indigent
Antiquenos who were in need of financial
assistance.
AICS covers transportation allowance for
those who have sick family members, burial
and medical assistance, food and non-food item
assistance, among others.
The DSWD directly pays the hospitals
or funeral parlors for the medical and burial
assistance, she explained.
A beneficiary can get a maximum of P5,000
cash assistance, she said.
To avail of the assistance, an indigent must
comply with the following requirements:
assessment from the Municipal Social Welfare
Officer, death certificates of kin for burial
assistance, proof of hospital admission for
medical assistance, school ID for educational

Donation to Ajuy GK village
THE local government of Ajuy,
Iloilo received P400,000 donation from the Iloilo Provincial
Government for a project in the
town’s Gawad Kalinga Village
at Brgy. San Antonio.
Ajuy Mayor Juan Alvarez received the check from Provincial
Administrator Raul Banias yes-
terday.
Alvarez said the donation will
be used to construct the building
that will house the proposed
community bakery of GK.
“The livelihood project is
part of the long-term goal in
making a self-sufficient GK
community,” he explained.
Prior to the provincial government’s donation, the Italian
government provided the town
with complete set of equipment
to put up of the bakery.
But the lack of funds for the
building prevented the town
from establishing the project.

Sam Milby admits
he’s picky in choosing GF
MANILA – Sam Milby admitted he has become picky when it comes to choosing his next girlfriend.
In an interview with ABS-CBN News over the weekend, Milby said he is not
getting any younger and this is the reason why he wants his next girlfriend to be
the one with whom he will spend the rest of his life.
“Ako nandoon ako sa point na hindi ako mag-i-invest kung alam kong walang
future. Ako, 30 na ako. Sana naman kung sino ang susunod na girlfriend ko, ‘yun
na. Sana. Kasi 30 na ako, gusto ko 33 to 35 mag-asawa na ako, magkapamilya na.
Mas picky na ako,” he said.
The last woman who Milby dated was actress Jessy Mendiola. The actor, however, decided to stop wooing the actress last March, thinking they are better off
as friends.
When asked if he is eyeing to court someone now, Milby said: “Meron naman
[akong nagugustuhan]. Ayaw ko lang sabihin kasi masyadong maaga pa pero basta
tignan natin.”
Aside from being “picky,” Milby said another reason he remains single is because
of his hectic work schedule.
Milby is currently busy taping his last few scenes for the fantasy series “Dyesebel,” with Gerald Anderson and Anne Curtis.
Milby said he feels bittersweet now that the show is now down to its last two weeks, adimitting that it would be hard to part with
the cast and crew of “Dyesebel,” especially now that they have already established a family on set.
“Nakakalungkot kasi nag-e-enjoy kami sa taping. Lahat kami nagpupuyat, working hard, but we’ve become a family. Mami-miss
ko ‘yung taping namin but at the same time, happy sa lahat ng sumusuporta sa amin until the end,” he said.
Milby is hoping that even after the show ends, all of them would still keep in touch.
“Everyone naman, naging pamilya kami dito. Sobrang swerte ako, kaming lahat to be a part of isang story na matagal na sa Pinoy
