‘very poor’ Mayor fingers cops on Campaign against drugs

SIX in every 100 persons in Guimaras were
considered “extremely poor” in the first half
of 2015 (1H ‘15), according to Philippine
Statistics Authority (PSA).
PSA-Guimaras’ poverty survey indicated
that extreme poverty among population was
6.2 percent from January to June 2015.
The “extremely poor” are persons whose
monthly income are not enough to meet
their basic food needs, and the nutritional
requirement set by the Food and Nutrition
Research Institute (FNRI) to economically
necessary and socially desirable activities.
Despite the bleak figure, extreme poverty
rate among population improved compared
to the 16.3 percent subsidence incidence
among population in the same period in
2012.
Extremely poor families, meanwhile,
was estimated to be at 4.8 percent.
Meanwhile, a family of five in Guimaras
needed at least 9,501 monthly to stay out of
poverty in 1H of 2015.
To meet the food needs only, a family
of five needed P6,634 monthly, and P7,961
to also meet the nutritional requirements
of FNRI.
PSA said poverty incidence in the island
improved to 19.4 percent in 2015, compared to 26.2 percent in the same period
in 2012.
“It means about seven in every one
hundred families were lifted out of poverty
since 2012,” it added.
Since 2006, the number of poor families
was highest in 2012 with Poverty Incidence
at 26.2, and the least was 18.6 percent in
2009.

ILOILO City Mayor Jed Patrick
Mabilog said it is not the job of the Iloilo
City Government to arrest or file cases
against drug lords, pushers or users.
In a press conference Aug. 15, 2016, Mabilog
cited Department of Interior and Logical Government (DILG) Memorandum Circular No. 2012-94
that specifies the roles of PNP, Philippine Drug Enforcement Agency (PDEA) and local government
units (province, city, municipality, and barangays)
in the government’s fight against illegal drugs.
Mabilog said he cannot remember receiving
the memo, which delineated the role of PDEA,
PNP and LGU.
Signed by the late DILG secretary Jesse Robredo, the memo calls for the coordination and
integration of pre-, during, and post-drug operation
measures of the police, PDEA agents and LGU.
Mabilog is in hot water after President Rodrigo
Duterte named as one of the alleged illegal drug
protectors in the country.
The mayor denied the President’s accusations.

‘Concha’ posts bail
to join peace panel

AN ALLEGED ranking leader of the New People’s Army (NPA)
posted a bail at the Regional Trial Court in Iloilo City, Aug. 15,
2016, for her temporary release in order to join the peace talks in
Oslo, Norway later this month.
The 65-year-old Maria Concepcion “Concha” Araneta-Bocala
posted P100,000 bail at RTC Branch 23 past 11 a.m. Monday for
the charges of illegal possession of explosives and ammunition
filed against her.

THE ILOILO City Health Office (CHO) is set to start operating the drop-in centers for drug
users starting Aug. 24, 2016.
The personnel to be deployed
in the seven drop-in centers in
the metro started their 10-day
training last week, according
to Dr. Bernard Caspe, CHO
officer-in-charge.
Each center will be manned
by a psychologist, a nurse, three
peer facilitators,and a record
custodian or utility person.
The drop-in centers are
funded by a P7.7-million budget for the rehabilitation of 420
mild to moderate drug users for
six months.
Caspe said the full rehabilitation of a drug dependent takes
at least six months.
Within the rehab period, the
drug users will receive holistic
treatment, including medications to improve their nutritional status, physical activities,
psychological therapies, among
others.
The clients will be subjected
to random drug-testing to ensure they follow the regimen,
he said.
The drop-in centers are located in gated gyms which the
CHO will inspect this week.
After the launching, CHO
targets to start the centers’ fullswing operations by September
1, Caspe said.
The center is the local
government unit’s support to
President Rodrigo Duterte’s
on-going war against illegal
drugs.

Monsoon rains to continue
hitting WV until Aug. 21

THE southwest monsoon (habagat)
will continue to bring rains to Western
Visayas until Sunday, Aug. 21, 2016,
according to the weather bureau PAGASA.
Oscar Tabada Jr, officer-in-charge
of PAGASA-Visayas, said light to
moderate rains will be experienced
from Monday to Friday and will develop into heavy rains on Saturday
and Sunday.
“The week will also be characterized
by prevailing winds despite the absence
of storm within the Philippine Area of
Responsibility. The tropical cyclone
outside PAR enhances the habagat
causing rains and strong winds within
Western Visayas,” Tabada said.
Tabada said 11 to 12 tropical storms
are expected to hit the country until the
end of the year.
“From October to December, the
track of the storm will be towards
Central Visayas and Western Visayas.
So brace for storms to hit your area.
The problem is we still do not know its
strength,” he said.
Habagat has been affecting Luzon
and Western Visayas since the first week
of August, resulting in cancellation of
classes in several areas, destruction of
properties and even deaths.
A total of 19,406 families or 80,467
individuals in the country were affected
by the heavy downpour.
Tabada warned people residing near
the coast lines and landslide-prone areas
to immediately vacate to safer areas.

BARANGAY captains in Iloilo City are ordered to religiously submit anti-illegal drugs
report monthly.
In a press conference Aug. 15, 2016, Mayor Jed Patrick Mabilog said he is set to issue a
memorandum to the barangay captains today,
requiring them to submit a monthly Barangay
Anti-Drugs Abuse Council (BADAC) to the
Department of the Interior and Local Government (DILG).
Mabilog issued the memorandum to meet
the local government unit (LGU) function per
DILG Memo Circular no. 2012-94.
The memo specified specific roles of LGU
(city, municipality, barangay), PNP and Philippine Drug Enforcement Agency (PDEA)
in the strengthening of the city, municipality
and barangay anti-drug abuse councils.
The memo indicates that part of LGU’s
post-operation responsibility is to submit
monthly reports on its anti-illegal drug
activities.

Birthday bash turns sour
after buy-bust operation
THREE bachelors and a family
man were arrested in a birthday
party they were having sans the
celebrant.
The arrest happened as
Philippine Drug Enforcement
Agency (PDEA-6) personnel
conducted a buy-bust operation
just before sunset of Aug. 14,
2016 in Balabago village, Jaro,
Iloilo City.
Arrested were Roger Daquin,
30, of Bakhaw, Mandurriao,
Iloilo City; Lewelyn Deocampo, 34, of Poblacion, San
Rafael, Iloilo; Randy Acoba,
36, of Quintin Salas, Jaro; and
Panfilo Barcenas II, 34, of
San Geronimo, Barotac Viejo,
Iloilo.
The subject of the operation
is Daquin also known as “Yob”
together with Deocampo.
Daquin is one of the suspected main distributors of
illegal drugs in Bakhaw under
a known drug personality in
the area.
The suspect was arrested after
he allegedly sold a sachet suspected methamphetamine hydrochloride or shabu to an undercover
PDEA agent for P1,000.
The bust happened in
Daquin’s rented house inside a
subdivision in Balabago.
Acoba and Barcenas were
with Daquin and Deocampo
when the operation was conducted.
They claimed that they were
there to celebrate the birthday
of their friend named Gerald
who left for a moment.
Gerald never got back before the consummation of the
sting operation.
During the subsequent
search on the suspects and the
house, PDEA agents seized
three more plastics sachets of
suspected shabu, drug paraphernalia, electronic weighing
scale, a roll of aluminum foil,
among others.
The marked money was also
recovered from Daquin.
Daquin will be charged for
violating Sections 5 (Sale of
Dangerous Drugs), 6 (Maintenance of Drug Den), 11 (Possession of Dangerous Drugs)
and 12 (Possession of Paraphernalia) of Republic Act
9165 (Comprehensive Dangerous Drugs Act of 2002).
Deocampo will be charged
for violating Section 26 in relation to Sections 5 and 6 (Conspiracy to Sell and Maintain
Drug Den) of RA 9165.
Acoba and Barcenas will be sued
for violation of Section 7 (Visiting
Drug Den) under the same law.

ROXAS CITY, Capiz – A money lender is in
jail for allegedly killing one of his borrowers in
Dumalag town.
Willy Arganosa, 32, is detained at the Dumalag Municipal Police Station after he hacked
to death Junie Gil, 60, of Sitio Maludlod, Duran
village, Dumalag.
According to PO3 Gerardo Fabila of Dumalag
PNP, Arganosa went to Gil’s house to collect the
latter’s loan payment.
But the victim refused to pay because he has
no money at that time.
Sensing that his life might be in danger, Gil
hurriedly went out of his house but the suspect

ROXAS CITY, Capiz – Basketball coaches are supposed to promote sports and healthy living.
But this was not the case of Joebin Carillo, a basketball coach
in Lanot village here, who was arrested in a buy-bust operation
Aug. 13, 2016.
Ten sachets of suspected shabu, several drug paraphernalia
and an improvised firearm with live ammunitions were recovered
from Carillo.
Carillo said he began using illegal drugs after the death of his
parents. He said he bought drugs from Barangay 9, particularly
in Philippines Railway Street.
Carillo is presently detained at the lock up cell of Roxas City
police station while charges for violation of Republic Act 9165
(Comprehensive Dangerous Drugs of 2002) was filed against him
Aug. 15 before the City Prosecutor’s Office here.

I
T IS THE role of the colleges and universities in the world to
contribute to economic and human development.
In other countries, research and faculty qualifications of the
higher education institutions (HEIs) are significant investments
in economic development. These urged
them to provide advanced training for
their faculty and citizens by sending
them abroad for graduate studies.
Brazil is targeting to send 100,000
Brazilians out their country to earn masters’ and doctoral degrees. Vietnam, in
its objective to train 10,000 Vietnamese
overseas, has invested about US$50M
of its annual budget to send 1,000 uniDr. Rex Casiple versity and college faculty a year for
doctoral degrees abroad.
The Philippines is seriously behind
in providing colleges and universities
advance training, particularly in science
and technologies.
On June 8, 2012, the Government of the United States of
America (USA) and the Government of the Republic of the
Philippines signed an agreement on Scientific and Technological
Cooperation which aims to strengthen scientific, technological,
and institutional capabilities; broaden and expand relations between the scientific and technological communities; and promote
scientific and technological cooperation in areas of mutual benefit,
including information technology and the health sciences.
The agreement requires the two governments to encourage and
facilitate direct contacts and cooperation between their government agencies and universities. This is the Philippine-California
Advanced Research Institutes (PCARI) Project.
In 2013, the PCARI Project was approved by the Philippine
Congress for implementation by the Commission on Higher
Education (CHED) with a budget of Php1.763 billion. In 2014, a
similar amount was allocated for the project, while Php763 million was allocated in Fiscal Year (FY) 2016.
The PCARI Project is a new approach to enhance the skills and
expertise of faculty, students and staff of Philippine universities
and colleges through scholarships, training and research partnerships with top-notch research universities in California, USA, in
the priority areas of Information Infrastructure Development (IID)
and Health Innovation and Transnational Medicine (HITM).
The project is a world-class research institutes with stateof-the-art facilities for IID and HITM. It will improve research
management skills especially in research grants administration
and international linkages.
It will increase the number of faculty-scientist and faculty
researchers with the capacity to generate effective technologies
to benefit society. It has affordable and efficient diagnostic kits,
medical devices and inexpensive drugs and creates jobs to produce
such to improve the diagnosis and treatment of the ten highest
causes of mortality and morbidity in the Philippines, such as
dengue, asthma, diabetes, and tuberculosis.
It will also create jobs in new competitive high-value added

share this information due to the

tawa-tawa that grows everywhere. Just
take a branch with the leaves, clean it and
boil. Let the victim drink the concoction,
a glass say every hour until the platelets
go up.
The second is unpleasant but faster.
Take fresh leaves of a papaya branch, extract the juice and make the patient drink.
It is easier to extract with a juicer, but if
you don’t have one, just batter or crush
the leaves to a pulp, put it in a cloth and
squeeze out the juice. The leaves of one
branch are enough.
To make it palatable, give it with honey
or sweetener. A half glass of this juice is
enough to see the platelets go up remarkably. Another doze of this juice three or
four hours later will be better though unnecessary when the platelets are up.
Opinions are divided whether the late
President Ferdinand Marcos should be
buried in the Libingan nga mga Bayani.

that seems to be final. Not only will Marcos
be buried there but he will be accorded a
military funeral, a ceremony granted to

but he did something good that William
Shakespeare recreated him to look like a

Marcos should be buried there because
he was a hero; no, others say, he is a villain.
But who is a hero, who is a villain?
As often said, the victors write history
though not always so because in the end
the truth comes out. We are always in the
process of separating propaganda by the
victor and the truth hidden behind these
claims.

Cinemalaya 2016: showcase of Filipino

Cinemalaya Independent Film Festival
would be shown in commercial theaters more widely later.
I was able to watch
Ellen
only two: “Kusina”
starring Judy Ann Santos under the direction
of David Corpuz and
Cenon Palomares and “Pamilya Ordinaryo” by Eduardo Roy, Jr.
(“Pamilya Ordinaryo” won the best film,
best director, and best actress awards)
I missed “Toto” by John Paul Su; “Tuos”
by Roderick Cabrido starring Nora Aunor;
“Hapis at Himagsik ni Hermano Puli” by
Gil M. Portes; “Dagsin” by Renato Ignacio
Magadia, Jr. and many more.
I met actress, writer and director Bibeth
Orteza, one of the stars in “Toto” at the
Cultural Center of Philippines last Saturday and she shared the good news that
the movie will be shown in commercial
theaters later.
“Toto”, according to the movie’s blurb,
is about a young Filipino hotel room service attendant who is determined to obtain
a U.S. visa by any means. But when his
schemes put the lives of his loved ones in
danger, he is forced to question the extremity of his actions and re-evaluate the cost
of fulfilling his dream.
“Kusina” is set where else, the kitchen –
a pretty one, country-style. The kusina covered the more than three decades of the life
of Juanita (Juday is the adult Juanita)- from
the day she was born to the arms of her
grandmother (played by Gloria Sevilla) to
the days when she was now a grandmother
and sharing with her apo the cooking tips
her lola taught her.
Tordesillas Santos has admirably
matured as an actress. She
conveyed intense emotion
without saying a word
in the Martial Law scene
where she was told by her activist daughter
that her dutiful son’s life was in danger because he eloped with the daughter of a general who disapproved of their romance.
I’m glad that the movie touched on
Martial Law to give the mostly young
viewers an idea about what that dreaded
situation is that is being floated now by
President Duterte.
While I was watching “Pamilyang
Ordinaryo,” I thought of the La Pieta
couple of Pasay, Jennelyn Olaires cradling
the lifeless body of her lived-in partner
tricycle driver Michael Siaron, another
casualty in Duterte’s anti-illegal drugs
drive. They are people who never had a
break in life.
Directed by Eduardo Roy Jr., “Pamilya
Ordinaryo” is a searing portrait of the
Philippines’ unprivileged. Jane and Aries
are teenage street children with a monthold baby. Their residence is sidewalks of
Manila and they live by hustling, snatching,

Cinemalaya Philippine Independent
Film Festival aims to invigorate the Philippine filmmaking by developing a new
breed of Filipino filmmakers through
various activities including the yearly
competition ad festival.
It is run by The Cinemalaya Foundation, a non-stock, not-for-profit, nongovernment foundation, committed to the
development and promotion of Philippine
Independent film.
Last week’s festival showed the abundance of Filipino talent capable of producing intelligent and meaningful films.
There are 200 slots – local and foreign – allotted in the PCARI
Graduate Programs Scholarship Project. Priority fields are in

I got records from the US
Military Archives that even our
AFP Historical Division did not
have although they were there
in the US. Did the NHCP have
them? I gave it to him and he
got his recognition and pension
immediately, two years before
he died.

The gratuity
of grace
HAT MAY be a redundancy, since grace by definition is
always gratuitous. It is something given to us at the sheer
initiative of our creator. It is something that we have no
right to claim, but is given to us just the same.
And that’s simply because
God, our Creator and Father, out
of pure goodness and love, wants
it that way. He wants that we
participate in his very own life by
making us his image and likeness
and, in fact, children of his.
And in spite of our sin, God
still wants to give it to us. That’s
much he loves us as shown

became man to be our redeemer,
who assumed all our sins by dying on the cross and then resurrecting.
As the Compendium of the Catechism would define it, grace
is “the gratuitous gift that God gives us to make us participants in
his Trinitarian life and able to act by his love.” (423) We cannot
love as we are supposed to do unless we have this grace.
This grace is more properly called as the habitual or sanctifying
or deifying grace because “it sanctifies and divinizes us. It is also
called supernatural because it depends entirely on God’s gratuitous
initiative and surpasses the ability of the intellect and the power
of human beings. It therefore escapes our experience.” (423)
Aside from this sanctifying grace, there also are the actual
graces which are meant for specific circumstances, sacramental
graces which are proper to each sacrament, and other special
graces or charisms that are intended for the common good.
Among the charisms are the graces of state that accompany the
exercise of Church ministries and the different states and responsibilities of life. (cfr. 424) Examples would be the charism of being
a founder of a spiritual group, a leader of a nation, etc.
We have to be aware of the role of grace in our life and activities, since grace is what makes everything that we are and do
pleasing to God. Though its presence and action in us is beyond
our perception, it would help greatly to be aware of it so we can
cooperate with it as much as we can and should.
Most importantly, grace enables us to earn merits before God
for any good action that we do, since this action would be united
with the most pleasing sacrifice of Christ to his Father.
Such awareness would lead us to be most thankful to God
and to do everything with rectitude of intention, that is, with
humility, with desire to do things as best as we can, with deep
understanding of the twists and turns, the ups and downs of our
life. It endows us with a sense of purpose in life. It prevents
us from getting lost in life, or confused and swept away by
worldly forces.
With such awareness, we would know that we are never alone
in our life, that the source of everything good is God always and
not just ourselves or some natural resources. It makes us objective and realistic, not simply subjective and inventive, and much
less, up in the clouds.
The nature of grace is such that, given our human condition
as God’s children, we need to ask for it and merit it even if it is
God’s pure initiative to give it to us gratuitously.
This aspect of grace in relation to us is not easy to understand,
because we can always ask why should it be merited if after all it
is given to us gratuitously and freely? To this question, a number
of possible answers have been offered, ranging from the extreme
of pure gratuity without merit at all to the other extreme of pure
merit and thus undermining the gratuity of grace.

Negros ranch issue to SC

BACOLOD City – The provincial government of Negros Occidental is ready to bring
the issue on the ownership of the Negros
First Ranch in Hacienda Ilimanan in Sta.
Rosa village, Murcia all the way to the
Supreme Court.
Jose Maria Valencia, provincial legal
officer, said if the decision of Agrarian
Reform Sec. Rafael Mariano does not favor
the provincial government, “we will go to
the Court of Appeals and the SC.”
Valencia statement’s came in the heels
of the dialogue between Mariano and Governor Alfredo Marañon Jr. Aug. 13, 2016.
The meeting happened after Mariano
held a dialogue with at least 30 farmers
who had been camping outside the provincial capitol since July 15 to protest the
province’s purchase of a piece of property
which they said should have been covered
by Comprehensive Agrarian Reform Program (CARP) and given to them.
The province bought the Hacienda Ilimnan property in Murcia town, Negros Occidental from the Arguelles family in 2010 to
be used as cattle and sheep ranch, now known
as Negros First Ranch under the provincial
government’s Food Security Program.
But Danilo Tabura, leader of the group
of farmers, said the purchase deprived the
farmer-beneficiaries of a piece of land to
till since the hacienda should have been
covered by CARP.
Tabura said of the 159 hectares purchased
by the Capitol for the ranch, at least 97 hect-
ares should have been covered by CARP.
He said they tried to hold a dialogue
with the governor but the latter refused to
see them.
Tabura said that through their meeting
with Mariano, they hoped that the DAR
would continue the land acquisition and
distribution process in Hacienda Ilimnan.
Mariano said he would rule on the
motion for reconsideration filed by the
province on the DAR decision denying
the province’s petition to exclude the ranch
from CARP.
Valencia said that Tabura is himself is
an agrarian reform beneficiary.
“The land they want to be given to them
was already rejected by the Department of
Agrarian Reform which I told the secretary
about,” he pointed out.
He added that the governor told Mariano
that the project is “benefitting thousands
including ARB’s in the area where they
are already relocated and allowed to plant
rice in a nearby land.”
He also added that aside from relocating the farmers, the provincial government has hired two of them as job order
employees.
“But, I saw the two of them joining
the picket outside the Capitol,” Valencia
said.
He said that the Capitol has conducted
many dialogues with them already in the
presence of DAR representatives.
“It has become personal already as they
are claiming that ‘the cows and sheep’s
are better than them as they are provided
houses than us humans’ “, Valencia said,
“that argument is fit only for those arguing
in the plaza.”
He stood pat on the position of the provincial government that “there is nothing
illegal in the purchase of the property.”
“We have information that as early as
December 2014 there has been an administrative order from the Land Registration
Administration saying that there is no need
of DAR clearance in case the transferee is
a government entity. The Supreme Court
has already resolved for so long that you
cannot acquire property already devoted
to public use for another public use,”
Valencia said.
He called the claim of the protestor’s
that “animals are more important than
humans” as “a myopic and parochial perspective.”
“They are already bending the law for
about 100 individuals because they are
members of the same group. We should
support the government. It does not mean
that when you take over the post, you will
change everything just because you want
change,” Valencia said.
“What is legal should be legal. There is
nothing emotional there. It does not mean
that we are giving preference to the cow’s
and the sheep’s over humans. It has never
occurred in my mind that is how low they
identify themselves. You should have more
dignity than that,” Valencia said.
He also believes that somebody “political motives” are supporting the farmers in
their picket at the Capitol.

Bacolod City – The Army’s 11th Infantry
Battalion was pulled out of Negros Island,
Aug. 14, 2016 and transferred to Zamboanga
City.
Col. Francisco Delfin, 303rd Infantry Brigade
commander confirmed the information.
The troops arrived in Zamboanga City on
board a Philippine Air Force C-130 plane.
Delfin said the transfer of the 11th IB to

region, said Vice Mayor Gerardo Rojas of Murcia, Negros

Rojas said among the issues

that the cities of the two provinces contribute a portion of their
Internal Revenue Allotment in
2017 to the NIR on a pro-rated
basis. But, we suggested that
even the municipalities should
also contribute. This will show
to those in the national government that we are united here in
Negros,” he said.
Meanwhile, Rojas, a member of the United Nationalist
Alliance, said the VMLP has no
official position if they will join
the ruling PDP- Laban.
“Our members from the
province’s 33 LGU’s come from
different parties but we have
discussed it,” he pointed out.
There is no problem if we
join PDP as it is voluntary on
our part, Rojas said.

in interschool tourney

A TOTAL of 16 football teams are now competing
in the 1st Interschool Football Tournament at the
football field of Barotac Nuevo, Iloilo starting Aug.
13, 2016.
The weekend tournaments, which will run until
Sept. 25, 2016, are divided into three categories - elementary, secondary, and futsal girls.
Sponsored by the Barotac Nuevo Football Club
United in cooperation with the local government unit
(LGU), the activities aim to prepare the teams before
the municipal meets kick off next month.

Unlicensed contractors
told to secure PCAB
license, registration
THE DEPARTMENT of Trade
and Industry (DTI)-Iloilo Provincial Office observed that
with the ongoing construction
everywhere in the city and
province of Iloilo in both private and government projects,
it is safe to say that those who
are engaged in the construction
industry are benefiting in the
booming economy of Iloilo.
But how confident are the
project owners that the contractors doing the project are
licensed contractors?
The question is, “Will you allow an unlicensed contractor to
build what could be your most
cherished possession – your home,
or even a commercial building, as
one of your major investments?”
There is a misconception
among the community of contractors that only those contractors dealing with government projects are required to
get a contractor’s license from
the Philippine Contractors Accreditation Board (PCAB).
DTI-Iloilo Provincial Director
Diosdado P. Cadena Jr. said “that
as provided for in R.A. 4566, otherwise known as the Contractor’s
License Law, as amended by P.D.
No. 1746, no contractor (including sub-contractor and specialty
contractor) shall engage in the
business of contracting without
first having secured a PCAB license to conduct business.”
Cadena pointed out that it
is an offense to engage in contracting business without a license first being obtained.
Therefore, all contractors
must be licensed if they should
engage in construction business.
If they decide to bid and contract for government projects,
they must also apply for registration and classification of contractors for government infrastructure
projects. Under such registration,
contractors are classified from
Small A to Large B depending on
the category of their license.
Cadena said that “getting a
contractor’s license before was
a difficult undertaking because
they still need to go to Metro
Manila even just for inquiry on
requirements and check listing/
pre-screening of documents
before they can be officially
accepted by PCAB.”
To address this concern and
to bring its services closer to the
provinces, PCAB, being an attached agency of DTI has designated and trained personnel
in the DTI provincial offices to
assist contractors in complying
with PCAB requirements.
Contractors can now visit DTI
offices to inquire on the requirements or have their documents
pre-screened before their final
submission to PCAB Manila.
Contractors can save a lot
of time, money and effort from
going back and forth to Manila
before their documents can be
officially filed with PCAB.

Philippine Q2 GDP grew
by 6.5-7% — economists
THE PHILIPPINE economy is likely to
grow by 6.5 to 7 percent in the second
quarter of the year, mainly driven by
election-related spending.
“We are currently experiencing stable
upward growth. Consumption is steady
and we expect a surge in spending from
the government,” John Paolo Rivera,
program manager at the Asian Institute
of Management (AIM), told GMA News
Online.
Rivera pegged the second-quarter
output at 6.5 to 6.7 percent.
This was mirrored by Dean Cid Terosa of the University of Asia and the
Pacific (UA&P) School of Economics,
albeit slightly higher at 6.6 to 6.9 percent.
“The drivers are the rapid last-ditch
election spending, strong domestic
consumption, and positive remittance
growth. Government spend was strong,
too,” he said in a separate text message.
The highest forecast by Ateneo de
Manila Economics Professor Alvin Ang.
He said the economy, as measured by the
gross domestic product (GDP), could
reach 7 percent in the second quarter
due to election-related spending.
Based on their respective statements of contributions and expenditures
(SOCEs), the presidential candidates
alone spent P1.907 billion during the
2016 election campaign.

THE PHILIPPINE agriculture sector posted a production decline in the second
quarter of the year, dragged
by the prolonged drought
brought about by El Niño
phenomenon.
The value of farm output fell by 2.34 percent at
P379.1 billion in April to
June, data released by the
Philippine Statistics Authority (PSA) on Aug. 15, 2016
showed.
The crops subsector,
which accounted for 48.31
percent of total output,
dropped 4.97 percent to
P204.9 billion and the fisheries subsector fell by 5.90
percent to 60.2 billion.
“The prolonged dry spell
due to the El Niño phenomenon negatively affected the
production of the crops and
fisheries subsectors. These
losses were not offset by
the increases in livestock
and poultry production,” the
PSA said.
The livestock subsector grew by 6.56 percent at
P63.9 billion and poultry by
1.25 percent at P50.0 billion.
The latest figures from
the agriculture sector were
expected, said Rolando T.
Dy, executive director of the
University of Asia and the
Pacific (UA&P) Center for
Food and AgriBusiness.

Doubledragon Properties Corp. has signed an agreement to acquire a majority stake of 70 percent for P832.17 million in Hotel

operation and development of hotel projects.
HOA booked P113.4 million in net income for the year ended
2015. The stake in HOA will now allow DoubleDragon to benefit from the booming tourism prospects for the Philippines in

of its string of prime properties in various strategic areas of the

HOA has established its own brand called Hotel 101 and its

Oil companies to raise
diesel, gasoline prices
SEAOIL Philippines Inc. and Pilipinas Shell Petroleum Corp.
are raising the pump prices of petroleum products this week.
In an advisory, Shell and SEAOIL are increasing gasoline
prices by P0.55 per liter, and diesel by P0.70.
The companies are also raising kerosene prices by P0.65
per liter.
The price adjustments will take effect 6:00 a.m. on Tuesday, August 16.
The latest data available from the Department of Energy
(DOE) showed diesel prices in the country range from P22.70
to P26.10 per liter, and gasoline from P33.30 to P40.35. (GMA

DPWH to build
evacuation centers
THE Department of Public Works and
Highways (DPWH) in Region 6 is proposing to construct two evacuation centers.
The projects are in line with the department’s effort to harmonize the design of
the evacuation centers in coordination
with the National Disaster Risk Reduction Management Council (NDRRMC),
Department of Education (DepEd), Department of Interior and Local Government (DILG), Department of Science
and Technology (DOST) and Department
of Environment and Natural Resources
(DENR).
The locations should be identified by
the Office of Civil Defense (OCD) per region, based on the list of schools provided
by the NDRRMC that are often used as
evacuation center during calamities.
In Region 6, only Roxas Elementary
School located in Brgy. Roxas, Tapaz,
Capiz was identified since it was often
used as evacuation center at least seven
times in the past five years.

and recommended salient features such
as prayer rooms, dining and kitchen area,
breastfeeding room, accommodation
room and storage, toilet and bath for male
and female and the differently abled or

A space for the OCD and Regional
Disaster Risk Reduction Management
Council (RDRRMC) is also included.
The DPWH regional office has already
requested the RDRRMC to identify the
location and provide available government-owned lots with an area of at least
2,000 square meters that are suitable for
the construction of evacuation centers.
The estimated cost for each evacuation
center, which includes different buildings, amounts to P24.814 million under
the General Appropriation Act (GAA) in

AS PART of its effort to raise awareness on the Department of

and partners is set to conduct advocacy campaign in all provinces in Region 6.
DOLE-AMP is part of the government’s effort to mitigate
the impact of the K to 12 Program implementation on Higher
Education Institutions (HEIs) personnel during the transition
period.
It aims to provide support to displaced HEI teaching and nonteaching personnel in their transition to self or full-time employment through financial support, employment facilitation, and
training and livelihood.
The campaign kicked off in Aklan on Aug. 11 followed by
Capiz on Aug. 16, Antique on Aug. 18 and Iloilo/Guimaras on
Aug. 31.
The topics to be discussed will include the Joint DepEd-TESDA-CHED-DOLE Guidelines on Republic Act 10533; scholarship and other grants; and K to 12 DOLE-AMP and Allied Services.
It will also cover topics on Green Lane of the Department
of Education (DepEd); TESDA Programs and Projects; and Entrepreneurship and Development Program of the Department of
Trade and Industry (DTI).
Participants in this activity will come from the various HEIs
affected by the implementation of the K to 12 Program.
DOLE-6 Officer-In-Charge Salome O. Siaton said the activity
will provide knowledge to and help the displaced workers avail
of the various assistance under the program.
Siaton said she is grateful with DOLE’s partnership with
other government agencies such as the DepEd, Commission
on Higher Education (CHED), Technical Education and Skills
Development Authority (TESDA), and DTI which resulted in
the integration of the different programs/projects and services to
assist displaced HEI personnel in their transition to self or fulltime employment.
Army, DepEd partner with IP community for tree planting
MIAGAO, Iloilo – Army troopers of the 82nd Infantry (Bantaylaya) Battalion Philippine Army and the Department of Education (DepEd)-Division of Iloilo joined a tree planting activity
and provided manpower assistance to the Indigenous People
community (IP) of Sitio Igtuba, Camangahan village in Guimbal, Iloilo last July 17, 2016.

82nd IB initiated the tree planting activity together with the IP
Community of Camangahan Elementary School led by Principal
II Roselle Genise and Concepcion Tababa, Indigenous People

A total of 50 fruit bearing trees, 20 coconut trees and 65 banana were planted.

online by pointing out that she was just the second choice to play the
lead role in the upcoming movie adaptation of “Vince and Kath.”
The basher, who uses the Instagram handle itsmekyliej, asked
Barretto how she feels that the first choice for the role was actually Janella Salvador.
The netizen also asked Barretto how she feels “that you are
not as famous as you think yourself to be.”
Responding to comment, Barretto said: “You want to know how it

married. She also belied rumors that she
and her “Tubig at Langis” co-star Cristine
Reyes are not friends in real life.
“Cristine and I have a good relationship. We are not the best of friends like I
don’t text her every day pero kapag kail-
angan, I do reach out to her and pati siya,
she reaches out to me. I admire Cristine as
an actress,” she said.
Asked what viewers could expect in the
series’ last few weeks, Daza said: “Alam
mo we gave our 110% sa huling linggo
namin. Parang binigay na namin lahat.
We are so passionate about this project
and we’re so happy with the turnout at sa
mga response ng mga tao. Talagang inaabangan nila.”
“Tuibig at Langis,” which also stars
Zanjoe Marudo, is now down to its last
four weeks.
