Issuance of Permits to Use a Plaza
What to do?
1. Applicant inquires from the Plaza Manager / Inspector the
availability of the Plaza per scheduled use.
2. Submit letter request to the City Mayor for approval.
3. (If approved) Get necessary licensing documents from the
License Division of the City Mayor’s Office.
4. Proceed to the City Treasurer’s Office to pay the required fee
5. Present approved permit including OR for permit to use the
Plaza to the CENRO.
6. CENRO Admin. Clerk records & submits application to the
CENRO Officer or personnel.
7. CENR Officer and applicant discuss and
agree on the conditions on the use of the Plaza.
8. Applicant signs agreement and the
CENRO Officer calendars the activity and
turns over the approved permit to the Plaza

Issuance of Permits to Prune /
Cut Trees
What to do?
1. Client submits request letter
with name of trees and number
of trees to be pruned / cut.

What to do?
1. CENRO admin clerk receives and records endorsement from
the City Mayor or phoned-in, written or walk-in complaints
from public.
2. Environmental Management Specialist (EMS) conducts onsite inspection and verify said complaints.
3. Prepares Inspection Report schedules for technical
conference with other concerned agencies.
4. EMS submits Inspection Report to Head of Office for review
and proper documentation.
5. CENRO submits Inspection Report to Office of City Mayor.
6. Upon receipt of notice, CENRO acts on final directives from
the Office of the City Mayor.
How To Pay Violations/
Fee for Anti-Littering Ordinance
What to do?
1. Present citation ticket to Clerk for
payment of violation.
2. After payment, go back to CENRO and
present Official Receipt for recording
& photocopy of O.R. will be filed.
3. If OK, the Violator is free from
blotter.
4. If NOT OK, the concerned violator
will be given 72 hours to settle his/her
violation at CENRO.
5. After settlement of payment, present
O.R. and violator’s name will be
erased from list of blotter report.

remains to be exhumed and to be transferred
What to do?
1. Secure Certificate of Conformity from the respective public
cemeteries In-charge and must be duly signed by the
immediate families.
2. Secure a Certificate from the City Health Office (or certificate
of Exhumation of Transfer of Cadaver)

HOW TO SECURE SPECIAL PERMIT
for Tour Groups, Conventions, Seminars
Requirements:
1. Letter request addressed to City Mayor with the following information:
a. Name of touring group/ nature of convention/ seminar, and
school of origin (for educational tours)
b. Number of persons
c. Date and time of tour/ with Itinerary
d. Type and number of tour related transport to be used
2. Contracts of service or letter of intent if request is made by tour operator
3. Special Permit for Out of Line Operation (SPOLO) from (Land
Transportation Franchising and Regulatory Board (LTFRB )
4. OR/ CR/ Franchise Confirmation (machine copies)
5. Passenger Accident Management and Insurance Agency, Inc. (PAMI) Policy
What to do?
1. Applicant secures SPOLO from LTFRB and submits letter request to City
Mayor’s Office (CMO) and City Tourism and Development Office (CTDO).
2. CTDO evaluates application and recommends initial approval to TMTRO.
3. TMTRO evaluates itinerary and prepares route assignment/ recommends
approval and issuance of special permit to the CMO.
4. CMO issues special permit after the payment of corresponding fee at
City Treasurer’s Office.
5. Applicant obtains special permit from CMO and furnishes
TMTRO
6. TMTRO receives copy of special permit
for record purposes and
dissemination
HOW TO SECURE SPECIAL PERMIT
for Fun Runs, Motorcades and Parades
Requirements:
1. Letter request addressed to City Mayor with the following information:
a. Name of group/ nature of event/ and purpose
b. Date and time of Fun Run/ Event/ route of event
2. Documents and inquiries as requested by the City Mayor’s Office, BPLO,
ICAST, TMTRO, ICER, and the City Council Committee on Sports
3. Letter for the request of an Ordinance must indicate the charities and or
beneficiaries of the Fun Run, and similar events
What to do?
1. Pass Letter of Request to the Office of the City Mayor
2. Coordinate with the Iloilo City Emergency Responders(ICER)
3. Proceed to Iloilo City Youth and Sports Development Division for the
undertaking of the event or Fun Run
4. Proceed to the City Council to pass ordinance for road closure during
the Fun Run and other related events. (Note: Ordinance may be released
within two days after approval of the City Council)
5. Coordinate with the TMTRO for approval , Road Closure and rerouting
6. Sign agreement with Iloilo City Anti-Smoking Taskforce (ICAST)
7. Proceed to BPLO to get the Letter of Request
8. Pay necessary fees at the City Treasurer’s Office (CTO)
9. Present receipt to the BPLO
10. Wait for release of permits
City Tourism and Development Office (CTDO)

HOW TO REQUEST FOR TOUR GUIDING SERVICES
1. Client submits Letter of Request for Tour guiding Services
addressed to the City Mayor’s Office (cc: CTDO).
2. CMO endorses letter of request to CTDO.
3. CTDO staff forwards the approved letter of request to Dept. Head.
4. CTDO Dept. head approves or denies the request.
5. Dept. head assigns tour guides or CTDO staff to facilitate request.
6. Tour guide/ CTDO staff establishes communication to requesting
party inquiring additional information such as Expected Time
of Arrival (ETA), accommodation, itinerary, transportation
needs, etc.
7. Dept. head issues Office Order to the assigned tour guide.
(Note: Client will receive letter if their request is disapproved.)
The Iloilo River Esplanade is a flagship of the Iloilo River Development
Project, under the leadership of Mayor Jed and Sen. Franklin Drilon.
It is recognized for its path-breaking initiative to create a most beautiful
lateral park, as well as increase environmental awareness among
Ilonggos.
It offers tourists and locals a haven to relax and provide visitors the
chance to better appreciate the beauty of the river.
It is designed by renowned architect Paulo Alcazaren.

Requirements: (All requirements should be photocopied)
1. New Business Permit (for new applicants)
2. Official Receipt Business Permit
3. Old Tourism License ( for renewal applications)
4. Official Receipt Tourism License
What to do?
1. Present documentary requirements to tourism licensing desk.
2. Fill up application form.
3. Receive computation form for tourism fee.
4. Pay at the City Treasurer’s Office.
5. Photocopy receipt of tourism payment.
6. Submit duly accomplished application form, photocopy of
tourism license free payment, Business permit and previous
year’s license.
7. Present to licensing officer/ CTDO staff duly accomplished
application form and receipt of tourism license fee payment
(owners copy).
8. Sign in the logbook.

HOW TO PROCESS FOR THE USE OF CITY GOVERNMENT

Requirements:

What to do?
1. Send Letter of Request addressed to the Office of the City
Mayor, and specific offices who use the facilities.
2. Wait for reply for instructions to undertake the event if
approved, and for availability of venue.

General Services Office (GSO)

Requests and queries about solid waste (e.g. problems
on schedule of garbage collection, uncollected garbage,
or GSO field personnel)
1. Request thru letter, phone call or approach a GSO field personnel
re: problem on schedule of garbage collection, uncontrolled
garbage.
2. Assigned clerk receives and records complaints and queries and
refer the same to the persons in-charge.
3. Person-in-charge coordinates with the proper Section or
Division within the office to take action on the request/query.
4. Inform the contractor of garbage collection and disposal of the
request/query/complaint.
5. Client informed of the action taken by the offices.
The CITY GSO also oversees the:
1. Operation, facilities and personnel in all city owned sanitary
landfills.
2. All city-hired street sweepers along city streets.
3. Clean-up of street refuse or garbage, and maintenance and or
cleanliness of city streets and pedestrians.
4. Management of the City’s Solid Waste Disposal and Sanitation.

Special Services Unit (SSU)

Apprehension of violators of Anti-Jay Walking
Ordinance (City Ordinance 309)
1. SSU Personnel reminds the pedestrians to use the lanes
provided for them or use the overpass.
2. SSU Personnel watches over a pedestrian who crosses the
streets for any violation of Ordinance 309
3. SSU Personnel will then apprehend violators
4. Violators will be escorted by the SSU personnel to assigned
City Treasurer’s Office Personnel in the area.
5. Violators must pay fine of P50.00 and get official city
government receipt on site.
Note:
1. Exemptions for Persons with Disabilities (PWDs), pregnant women,
and Senior Citizens.
2. Violators who refuse to pay may be imprisoned for one (1) day or
upon order of the court.
The CITY SSU also oversees the:
1. Operation, facilities and upkeep of street vendors/ stalls/
ambulant vendors along all city streets and sidewalks, and
district plazas.
2. Cleanliness and orderliness of the sidewalk, making sure
that the vendors are responsible for the area where they are
selling.

Apprehension of violators of City Ordinance against the
proliferation of on-line gambling, piracy and pornography
in public places such as internet shops, gaming stations,
night clubs, beer houses, theater houses, magazines/ news
stalls, etc. in Iloilo City.
Task Force on Anti-Squatting and Illegal Structure
(TF ASIS)

Task Force ASIS accepts and acts on complaints regarding all illegal structures
within the city premises and properties, such as in:
Streets, sidewalks, highways, residential areas, river banks, estuaries,
waterfront, seasides, bridges, public markets, public schools, plazas, and
properties owned by the City Government, among others.
They also remove expired streamers, posters, billboards, tarpaulins, advertising
materials, etc.
They also demolish or remove dilapidated cars, old vehicles, and equipment
along government-owned areas and jurisdiction.
TF Asis also works with other goverment agencies in removing illegal fishpens,
sidewalk stalls along private properties.
Boarding House Commission (BHC)

The Boarding House Commission accepts and acts on reports, complaints,
inquiries and permits, licenses on:
Boarding houses, apartments, bed spaces, room for rents, dormitories,
hometels, pension houses, among others.
They check if these are safe, have proper facilities and are following city
ordinances and local regulations approved by law.
PENALTIES
a.) For business establishments violating the Ordinance:
1st Offense
- P1, 000 and closure of two (2) days
2nd Offense - P3, 000 and closure of one (1) week
3rd/more Offenses - P5, 000, cancellation/ revocation of business
permit/ license and/ or imprisonment not exceeding one (1) year
or both fine and imprisonment at the discretion of the court, for
those person/s responsible for the recurring violations b.) Additional penalty (for owners, corporate officers, board of
directors: (in case of third and/ or subsequent violations)
prohibited to engage in the business of providing internet
services, whether as a principal business or ancillary to any
other business, when there is actual knowledge or participation
in any violation of this Ordinance
c.) For employees and individuals who violate the Ordinance:
1st Offense
- P1, 000.00 Fine
2nd Offense - P2, 000.00 Fine
3rd/more Offenses - P3, 000.00 Fine, and / or imprisonment
not exceeding one (1) year or both fine and imprisonment at
the discretion of the court.
Any person who, at the time of the violation, is charged with the care of the
establishment, whether in a permanent or temporary capacity, and whether
for a fee or not, shall be deemed an employee.
d.) Payments shall be made directly to the Office of the City Treasurer.

Note: If violator can’t pay the fine after
three days, the ICAST will file a case.
When the person doesn’t attend any
trial, the violator can’t get a Mayor’s
Permit, NBI permit, etc., and will be
detained if he/she loses the case.
How to pay the penalty?
a) The ICAST personnel will issue
a Citation Tickets to those people
who have been caught in act of
smoking in public.
b) The apprehended will pay it
in the Treasurer’s Office and he
or she will get an official receipt
issued by the office.
c) The official receipt must be
photocopied and your name will
be cleared from the list.
