The five are former Local Economic Enterprise Office (LEEO) head Vincent de la Cruz for alleged usurpation of Authority and Conduct Prejudicial to the Interest of the Service; Wenona R Juadian, Market Supervisor I, for failure to account P200,000 of market funds; Joel Caelian, chief electrician of the Iloilo Terminal Market for illegal connection to city power lines; and Emmalene Diana and Marcela Ymalay for alleged falsification of public documents. Yesterday, Diana filed an affidavit denying the charges against her. She said that she is actually a whistleblower of the alleged anomalies at the markets. When asked if he will allow the members of the Market Committee to appear before the separate investigation of the Sangguniang Panlungsod on the issue, Mabilog said it depends. “If it will only be repeating the investigation of the Market Committee, I won’t. However, if the SP would be looking into other issues to supplement the findings of the Market Committee, I will allow them to appear before the SP investigation,” he added. The administrative investigation body, which was created by Executive Order No. 201329 issued on June 21, 2013, is composed of the mayor, as chairman; City Administrator Norlito Bautista; HRMO chief Leo Elevencione; lawyers Noel S. Naciongayo, Hernando C. Galvez, Richard F. Jeruta; the president of the Resource Employees Association of City Hall; and the department head of the accused. Should the mayor decide to apply Executive Order No. 2013-101 he issued on Dec.12, 2013, the investigating committee will be composed of city legal officer Daniel P. Diana she is actually one of the whistleblowers in the alleged tampering of the financial records of city public markets. A report of the Market Executive Committee under City Administrator Norlito Bautista accused Diana of falsifying the collection reports of the Iloilo Terminal Market. Diana sought the help of former city councilor Perla Zulueta, now executive assistant for finance, to clear her name of the accusations. Zulueta met the members of the Market Committee, Bautista and City Legal Officer Atty. Daniel Dinopol, and argued in Diana’s defense. In her affidavit, Diana said another City Hall employee is behind the alleged tampering. Mateo Jr. SEVERAL mayors in the so-called “third towns” met with Mayor Jed Patrick Mabilog recently to lobby for the entry of public utility jeepneys (PUJ) from their respective areas to Iloilo City This, as the Land Transportation Franchising and Regulatory Board (LTFRB) resumed the implementation of the Joint Administrative Order (JAO) No. 2014-01 last Nov. 3. Raymundo “Boyet” Parcon, president of the Iloilo City Loop Alliance of Jeepney Operators and Drivers Associations (ICLAJOA), said the mayors are from the towns of Badiangan, Bingawan, Cabatuan, Calinog, Janiuay, Lambunao, Maasin, Mina and Pototan which are all in the 3rd district. These towns were previously allowed to enter the city before the implementation of JAO on October 18 under the car pass system of the City government. About 100 car passes were issued to the various transport groups which were allowed to deploy five PUJs to the city at a time. But with the re-implementation of the JAO, the LTFRB limited provincial public utility jeepneys, except those from the first and second towns, to the transport terminals. Parcon said that they have agreed with LTFRB, the Land Transportation Office (LTO) and Councilor Plaridel Nava, committee on transportation chairman, to allow only PUJs from the 1st and 2nd districts to enter the city under the car pass system. “Well, we do not know how the mayor will react to the request of the mayors. But the provincial PUJs from the first and second districts may be arranged to bring passengers and cargoes to the Iloilo Terminal Market to address the problems of that market,” he said. Dante Mangalisan, president of the ITM, has complained of slow business after provincial jeepneys were barred from bringing goods and passengers to the market. Rey Delfin, Mabilog’s spokesperson, said that the mayor prepared a letter to the Department of Transportation and Communication (DOTC). He did not elaborate on the contents of the letter. The DSWD reported that a total of P2.846 billion in aid was extended as of October 2014 – P471.755 million for relief assistance; P203 million for rice augmentation; P4.490 million for the Cash for Work program; P210.3 million in cash assistance/ grants; P215.470 million in shelter kits; P145.5 million for tool kits; P16.7 million for the bunkhouses; and P1.579 billion inlivelihood assistance. DSWD-6 Information Officer May Rago-Castillo said the assistance came from DWSD and non-government organizations. The DSWD released some P2 billion for the relief assistance, cash for work and livelihood assistance. “It is a joint effort of DWSD and partner agencies such as the international humanitarian organization,” said Castillo, The relief assistance of P471.75 million served 563,383 families in Aklan, Antique, Capiz, Guimaras and Iloilo and Negros Occidental. Rice augmentation came from the World Food Program and Malaysian Government which was distributed to five provinces except Guimaras which was not hit by the typhoon. Cash for Work was extended to 2,153 beneficiaries employed in cleaning of canals, coastal areas and damaged structures. Shelter Kits were distributed to 9,840 families. More than 85,000 families received tool kits worth P1,700 each. The kit includes a hand saw, a hammer, nails, rope and tool box. Two bunkhouses made of light materials with cement flooring were built in Brgy. Bacjauan Sur, Concepcion and in Brgy. Gogo, Estancia. These were constructed by the Department of Public Works and Highways (DPWH) with a total cost of P16.7 million. Gary Buenaflor reportedly tied a rope around his neck and hanged it from the ceiling of their family home. Police accounts said Buenaflor’s son discovered the incident around 1:30 p.m. Tuesday. No sign of foul play was detected in the victim’s death. An undisclosed family problem allegedly prompted Buenaflor to take his own life. But Senior Inspector Edgar Anonoy, La Paz police chief, said there were reports that Buenaflor may have been suffering from mental health problems. There has been an increase trend in suicide incidents in the Philippines. Still, the Philippines has one of the lowest male (2.5) and female suicide rates (1.7 per 100,000) in the Western Pacific Region. Further, studies suggest that suicide among males is four times higher than among females. During the World Suicide Prevention Day on September 10, it was revealed that every 40 seconds, one person takes his or her own life somewhere in the world. In a year, over 800,000 people take their own lives. Senior Supt. Milko Lirazan, acting Negros Occidental police provincial director, said the duo is already in stable condition. Lirazan said Alvarez, 75, and his executive assistant Bernadette Felix were rushed to the Riverside Hospital here after their vehicle rammed into a parked truck at Purok Tangke, Barangay Pandanon Silos, Murcia. Alvarez was headed for San Carlos City to visit the solar fields there after a speaking engagement here. Both victims were seated in the back passenger seat of a Mitsubishi Montero Sport when the accident happened. John Ci-o, 38, driver of the Mitsubishi Montero Sports owned by the Department of Environment and Natural Resources, tried to overtake a motorcycle but he sideswiped the front wheel and the side of the truck parked on the left lane of the road. Ci-o was unharmed while his companion in the front seat, Raffy Taguihanon, 35, sustained minor bruises. Pineda I THE Department of Health (DOH) said stigma and discrimination continue to undermine the prevention, treatment and care of people living with the HIV (human immunodeficiency virus) and AIDS (Acquired Immune Deficiency Syndrome). DOH Undersecretary Janette L. Garin said these two factors pull down the success of HIV/AIDS programs in the country. Garin said that a number of PLHIVs do not get the needed family support to help them deal with the virus. Treatments, check-ups, and even counseling are provided for free by the government but it is equally important that these PLHIVs get the family support system. Felchito Avelino, Director III of the Family Health Office-DOH Central Office, said transmission of HIV in the country is getting faster. As of September, one Filipino is getting infected with HIV for every one hour and a half, Avelino said. The latest trend is faster compared to the rate of infection in 2007 which was one person a day. Major cities like Metro Manila, Cebu and Davao are considered hotspots in 2010 while Iloilo City belongs to Category B. Avelino said there is still a need to strengthen support from all sectors of society to complement the government efforts in combating HIV and AIDS. But the local Department of Social Welfare and Development disallowed media from interviewing the young parent, so she could continue her studies without discrimination. Meanwhile, hospital staff are observing the child, due to the possibility of developing health complications. In the meantime, the girl is in a private room while she undergoes medical examinations. (GMA News) FOUR wanted persons were arrested in separate occasions Tuesday in the city and province of Iloilo. Rodolfo Mata of Ortiz St., City Proper, Iloilo City, was collared for sexual assault charges. A P200,000 bailbond was recommended for his temporary liberty. In La Paz district, policemen arrested Ruel Cajandig, 33, of Villa Carolina, Barangay Caingin for a robbery case docketed under Criminal Case No. 01-54263. Cajandig is the number 17 most wanted person in La Paz district. No bailbond was recommended for his liberty. John Ryan Piagola, 31, Villa Carolina, Barangay Yulo Drive, Arevalo, Iloilo City was also arrested for estafa in CC No. 1474773 for estafa. A P40,000 bailbond was fixed for provisional liberty of Piagola, who is the number 18 most wanted man in Arevalo. The 10th most wanted person in Miag-ao, Iloilo was arrested Pototan town. Joaquin Himana, 65, of Barangay Buenavista Norte, Miag-ao, is facing rape charges. Chief Supt. Josephus Angan, Police Regional Office (PRO-6), said the operation against wanted persons won’t end with the arrest of Mata, Cajandig, Piagola, and Himana. “There would be no let-up on our campaign against wanted persons,” Angan said. But it looks like PRO-6 has to work double time to meet their targets. Last month, Angan mandated all police offices in Western Visayas to arrest at least 459 most wanted persons for the fourth quarter of this year. Mejorada said he was ready to appear in the Senate blue ribbon committee that will investigate the alleged overpricing in the construction of the Iloilo Convention Center (ICC). Mejorada has filed plunder and graft complaints against Senate President Franklin Drilon, Tourism Secretary Ramon Jimenez Jr., Department of Public Works and Highways Secretary Rogelio Singson and six other government officials and private individuals in relation to the P700-million project before the Office of the Ombudsman. We have an international standard airport; an excellent road network; a beautiful river esplanade; an avenue that is pedestrian and bikefriendly; reliable and ample power supply; and the Jalaur River Multi-Purpose Project which, when completed, will irrigate 32,000 hectares of agricultural land and add 85,000 cubic meters of bulk water to Iloilo City and surrounding municipalities. All these projects would not have been pos- sible without a united political leadership which have inspired us, Ilonggos in the private sector, to work with our local leaders. However, there is one person who stands above us all in his quest for a prosperous life for all Ilonggos and for Iloilo to be a vibrant, healthy, and attractive place to live in. This person is Senate President Frank Drilon. We have never seen someone so dedicated to the cause of Iloilo than Sen. Drilon. We therefore find it preposterous that a plunder case should be filed against him for the construction of the Iloilo Convention Center (ICC). The funds for the (ICC) came from the Disbursement Acceleration Program (DAP) and the Tourism Infrastructure and Enterprise Zone Authority, an attached agency of the Department of Tourism. These funds went directly to the Department of Public Works and Highways (DPWH) Region 6 which bidded out the project observing government rules and regulations. DPWH Sec. Rogelio Singson and DOT Sec. Ramon Jimenez are among the most upright and respected members of the Cabinet. We believe that they will not allow themselves to be used by anyone for nefarious purposes. The ICC and the meetings, conventions and events it will attract will generate jobs and stimulate economic activities in Iloilo. We believe that the transactions involved in its construction are above board and did not financially benefit Sen. Drilon, Sec. Singson, and Sec. Jimenez. We condemn the people who are out to thwart progress in Iloilo by maligning these dedicated public servants who have only the best interests of the country and Iloilo at heart. Sa-onoy Demons’ day T HIS COLUMN may appear late but in truth this is a year ahead so that our readers will not say that they did not know earlier. They have a year to ponder and consider when next year they celebrate these two important events in the Catholic liturgical calendar and our national commemoration. If one is asked what November 1 and 2 represent, the quick reply would be that the first is All Saints Day and the second is All Souls Day. For the first it means remembering all the saints, proclaimed or not while the other is for all the departed, sinners or saints that they might be. We just hope for God’s compassion and mercy for them. The answers are indeed right, but take a look at the way many people, malls, radio and television stations, newspapers and clubs of all sorts commemorate the day and one wonders whether they remember the saints and the holy souls. Sure many flocked to the cemeteries to remember their dead or light candles and say a prayer or hear Mass but there are pockets of the celebration that depict demonic characters. Demons, of course, are the complete opposites of saints, but how many documentaries, entertainment shows and programs and features stories complete with costumes portray or evoke the lives of saints? In fact, which social and mainstream media talk about the saints and their virtues that the living ought to emulate? Instead, what do we see? Radio newscasters wear red horns that depict satanic characters rather than saintly ones. The study said that in a survey of 1,094 respondents in six Eastern Visayas provinces, 8 out of 10 families earn less than P5,000 on the average every month. Most of the respondents belong to families with five or more members. Typhoon Yolanda battered Eastern Visayas last year, affecting the livelihood of nearly 6 million workers in agriculture, fishing, trade and transport. IBON said that agricultural income in the affected areas has been estimated to have dropped by 50 percent to 70 percent after the devastation. Eastern Visayas, which is among the poorest regions in the country, relies heavily on agriculture. IBON said government’s response to the urgent needs of the typhoon survivors is not only slow and inadequate, it also fails to address livelihood issues that cause millions to be poor and vulnerable. The deal comes on top of $395 million the automakers agreed to pay last December to resolve claims from the owners of the vehicles, bringing the companies’ total cost for the mileage overstatements to more than $700 million. Monday’s settlement with the U.S. Environmental Protection Agency, the U.S. Department of Justice and the California Air Resources Board resolves an investigation of the South Korean carmakers’ 2012 fuel economy ratings. The penalties were the largest ever under the Clean Air Act. “This will send an important message to automakers around the world that they must comply with the law,” said Attorney General Eric Holder. Under the accord, which involved the sale of 1.2 million cars and SUVs, the South Korean car firms will pay a $100 million penalty, spend around $50 million to prevent future violations and forfeit emissions credits estimated to be worth more than $200 million. The greenhouse gas emissions that the forfeited credits would have allowed are equal to the emissions from powering more than 433,000 homes for a year, the EPA said. “Businesses that play by the rules shouldn’t have to compete with those breaking the law,” said EPA Administrator Gina McCarthy. McCarthy said Hyundai and Kia had committed the most egregious violation of the reporting standards. The state-run pension fund for private sector employees said total contributions from January to August were P12.09 billion higher than figures posted in same period last year. The contributions were largely from the employed sector at P68.98 billion, followed by voluntary paying members at P6.86 billion and self-employed at P3.62 billion. Contributions represent 77.7 percent of SSS’ total revenues. SSS said it is expecting collection figures to improve particularly in the Ilocos region after opening a new office in Candon City, Ilocos Sur. SSS vice president for Luzon Josie Magana said the new SSS Candon branch, which is lo- cated at Stern Mall, is expected to increase total collections by about P60 million this year. On November 1, the Army’s 3rd ID, the Kayang-Kayang Missions International, Inc. (KKMI), UPPSALA, Word of Life Sweden, among others turned over 30 fishing boats to residents of Concepcion, Iloilo. The event was done during the Boat Project 2014 grand blessing held at Barangay Puntalis, Concepcion. Boat Project 2014 is an endeavor launched by Kayang-Kayang Missions International, Inc., UPPSALA, Word of Life based in Sweden, the Philippine Army’s 3rd Infantry Division, the 301st Infantry “Bayanihan” Brigade, the 82nd Infantry “Bantay-Laya” Battalion, the 61st Infantry “Hunter” Battalion, the 62nd Infantry “Unifier” Battalion, and the 552nd Engineering Construction Battalion. Colonel Eric Uchida, 301st IB Commander, commended the efforts of the NGOs “for coming out from their comfort zone and continue to help us in bringing the necessary assistance to our people.” The Army provided military vehicles in hauling the materials to Concepcion and worked with the residents in “Bayanihan” spirit in constructing and painting the fishing boats. Meanwhile, Kayang-Kayang Missions International, Inc., an interdenominational group of Ilonggo professionals that aim to render services to communities in need of health, education and skills training, facilitated livelihood programs and community development through linkages of government and non-government organizations. Restoration of San Joaquin Church underway By Leonard T. Pineda I The P1-million San Joaquin Church Restoration Project is underway, according to San Joaquin Municipal Tourism Officer Erlyn Alunan. Alunan said the second tranche of the first phase of the church restoration project is currently being implemented. “The San Joaquin Church restoration project is funded by the National Commission for Culture and the Arts (NCCA) under the supervision of the National Historical Commission of the Philippines (NHCP),” she said. The church was built in 1869 by Father Tomas Santaren of the Augustinian Order and it is considered the country’s most militaristic church. The church facade depicts the historic surrender of the Mohammedan King to Em- peror Tetuan in Morocco and is aptly entitled “Rendicion de Tetuan”. Alunan said that church façade restoration involves chemical cleaning and elimination of growth and vegetation in the façade. “As to losses, we try to restore them by using the traditional materials that people have been using before including lime stones, coral blocks, yellow sandstones, lime and egg whites as binder,” she said. She said that they are using bricks that are available around the area of the church. “For the color of the façade, we are using the Sirawagan blue stones that can be found in the Sirawagan River,” she said. She added that several typhoons and incessant rains delayed the restoration which was supposed to be completed this year. There are days when we are full of zeal and things, even the most difficult, appear easy to do. There are also days when we feel listless, such that even the simplest thing seems to require gigantic, heroic effort, requiring nothing less than martyrdom. Thus, a basic attitude to have is to be sport in life. Yes, we should try to play as hard as we can to win, to score points, to reach our goals. Now, reports suggest that Alex Kurtzman is looking to make a trilogy of films to tell the Locke & Key story. “Locke & Key” centers on three siblings who return to their family home in Massachusetts following their father’s murder. There, they discover that the house is full of secrets when they start finding magical keys which hold impossible powers such as turning people into ghosts, or being able to erase someone’s memories. They are not the only ones who know of the keys; a demonic creature known as Dodge is also after the keys, with the goal of opening the Black Door, which will allow the demons of hell to enter our world. In 2011, “Locke & Key” was optioned to be a TV series, and its pilot starred Miranda Otto, Mark Pellegrino, Jesse McCartney and Sarah Bolger. But it wasn’t picked up by the studio. Later on, Alex Kurtzman was the executive producer of that pilot. The showrunner and lead writer on the pilot and supposed-series was Josh Friedman. He’s gone on to script Avatar 2 and 3, and he handled The Sarah Connor Chronicles. This pilot which was directed by Mark Romanek had a $10 million budget. To get the rights over to Universal, Universal had to cut a deal with Fox because of the pilot. Originally, it was going to be a film, and then there was the TV pilot, and now that the series did not push through. Fox passed on it because it was too scary, yet at the exact same time, their sister channel FX was preparing to release “American Horror Story”, which is now a huge thing for them. The success of “American Horror Story” suggests that maybe “Locke & Key” also could have been successful, what with all the vibrantly positive response the pilot has been getting from many who have seen it. The latter withdrew the concubinage charge she filed against Derek and his ex-girlfriend Angelica Panganiban. Mary Christine’s legal counsel Argee Guevarra said in a statement that she and Derek agreed to a settlement for the sake of their 11-year-old son Austin. It is the very expression of the interplay of faith, hope and charity, and all the other virtues of fortitude, prudence, humility, simplicity, obedience, order, etc. It’s this sporting spirit that would enable us to be overcome our awkwardness and to infuse us with a certain elegance and poise especially in some difficult moments. It would enable us to have enough humor without getting frivolous and losing our sobriety. We have to reassure ourselves that we are still capable of a normal state of stability in spite of the vagaries of life. First, because we have some spiritual faculties, namely our intelligence and will, that, in theory, are exempt from the ups and downs of life, precisely because they are spiritual. We just have to make sure that we do not allow these faculties to be held captive or fully dominated by our varying earthly and material conditions. We should not allow them to be at the mercy of mere sentimentalism, or some disordinate attachments to earthly things, not even to our most brilliant but purely human philosophies, ideologies, etc. That’s why we have to be always on guard, always praying or being in the presence of God. This would enable us to discern what God is trying to show us regarding how to react and behave in the different circumstances and situations of our life. These powers, given to us by God our Creator and Father, would enable us to hold on to the eternal and universal truths, irrespective of how these truths are interpreted, understood and lived in the different ages, cultures and lifestyles of the people. When properly engaged with their source, pattern, laws and purpose, who is no one else but God, these powers would enable us to avoid getting spoiled because of our successes in life as well as falling into despair when we suffer defeats. When properly used, these powers would enable us to find meaning and purpose in everything that can happen to us in life.
