Rendon THE search for the last missing worker of North Panian Mine, Semirara Island in Caluya, Antique continues following the recovery of the remains of two workers. Pauline Rose Geroche, Caluya municipal information officer, said the last missing worker is Danilo Bayhon, 56, of Lapuyan, Zamboanga del Sur. Geroche said the remains of Noel Peñola was recovered around 4:55 p.m. of Monday. Peñola, a native of Parang, Maguindanao, was identified through the tattoo on his right shoulder. Specific activities include the repair of Basiao Elementary School in Roxas City, construction of a new school building at Roxas City School for Philippine Craftsman, and construction of a new health care center at Barangay Talon, Roxas City. The medical and dental civic action programs are in Culasi and Loctugan villages in Roxas City and in the municipalities of Cuartero and Sigma, Capiz. A veterinary civic action program will be held in Dumarao town while the cooperative surgical engagement will be held on board USNS Mercy, a U.S. Navy Hospital ship, with at least 300 patients scheduled to undergo surgeries. USNS Mercy’s primary mission is to provide rapid, flexible and mobile acute medical and surgical services to support to US forces deployed ashore. Tapalla THE Iloilo City Police Office (ICPO) will resume confiscation of trisikads or pedicabs right after the Asia-Pacific Economic Cooperation (APEC) meeting, July 23-24. Insp. Rico Santa Ana, Traffic Investigation and Enforcement Unit (TIEU) deputy chief, said that as of July 20, they already impounded 84 trisikads in City Proper district alone. Santa Ana said suspended the operation against trisikads to focus and enhance the security of APEC delegates. The ICPO-TIEU and the Iloilo City Traffic Management and Transportation Regulation Office (TMTRO) mounted the impounding operations on orders of Mayor Jed Patrick Mabilog. Santa Ana said the order is in keeping with City Ordinance 131-1987 which bans trisikads from national highways. Aside from confiscation of trisikads, erring operators/drivers will be fined P200. “If they fail to redeem the trisikads from ICPO after 2 days, we turn over the units to TMTRO. The units are impounded at the slaughter house,” he said. How apt the words of Romeo to Juliet in Shakespeare’s tragedy of blind love. Shakespeare wrote, “What’s in a name? That which we call a rose by any other name would smell as sweet.” But while the love of these two tragic characters is pure, the names that have become issues in Bacolod reek with greed and shamelessness. For names do matter and in fact the right to a name is enshrined in the human heart and in stone and paper in every age and clime. One has a right to an unsullied name and to violate the dignity of Modesto P. Sa-onoy the name is criminal. There is a proposal in the Sangguniang Panlungsod to change the name of the Bacolod City Government Center to People’s House. So far there is no cogent or plausible reason to change the name of this iconic structure. The move is clearly intended to serve the emotional need to achieve or have a name on something that is considered a pride of the city. No matter how they try to rationalize or hide, we know that this move is servility to the hand in control of some members of the SP. Ironically, these are the same people who vilified and attempted to prevent the construction of the Government Center with a truckload of falsehoods. Now they relish working there and unsatisfied, they want to claim the structure to be their own through a change of name. It is a pity that otherwise intelligent councilors have succumbed to pettiness and whims of what now appears to be their real master rather than reason and decency and the people of the city. There are more vital issues, like the plunge of Bacolod’s competitiveness that proves that the present administration is incompetent except in changing names or claiming achievements not his own because he has little to show for years in public office and millions of people’s money in his control. It is a terrible thought that some councilors we considered sharp of intellect and rational in their public image have gone and stooped down this far. Indeed we ask: is there an end to pettiness, to shamelessness? The other issue involves a sort of squid tactics. Is there a difference between the trade name D and L Publishing and Printing House and D and L Printing House? Of course there is. The other has an added business of publishing while the other is solely printing. Does the name matter that both are owned by the same man, Danilo Fernandez Sanqui and both have the same address as shown by their Certificate of Philippine Government Electronic Procurement System? Their address is Maharlika Road, Brgy Caaynawan, San Jose City, Nueva Ecija. Are they the same rose smelling just as sweet to the Bacolod City Bids and Awards Committee? Does it matter that both were registered at the same time (August 24, 2012) and have the same certificate date of issuance (October 1, 2013) and validity until October 1, 2014? Is this a Spanish “rosa” smelling like an English rose? Or are the roses just a different variety? There is in fact another business, DNL Publishing House on the same address as the two that was registered on the same date, its certificate issued on the same date and valid until the same date as the other two. We have now three printing companies under the same house, by the same owner. These three were issued new certificates in 2014 to do business until October 2015. They appear to be the same rose by different names. Of course we do not begrudge if the same company, using the same facilities with everything else being the same, except that there appears some kind of magical hand to grab millions worth of business in the Bacolod City government. Admiral Scott Harbison Swift, who was in the country last week as part of his familiarization tour having assumed the command last May 27, said “The common view of UNCLOS is that it allows military operations within the EEZ’s of many countries.” He declared this U.S. position in an interview with a small group of reporters. Swift was asked about their view of freedom of navigation as China intensifies its activities in South China Sea like what was reported by CNN that the Chinese navy shooed away the U.S. surveillance plane over areas that China were reclaiming and constructing facilities in the disputed areas of South China Sea. Swift, whose previous assignment included being commander of the Seventh Fleet, cited as an example the incident last July 4 when four Russian long-range bomber aircraft flew close enough to the US shores and were intercepted by U.S. military fighter jets. ‘It’s entirely legal. There was no demarche or anything by the U.S (on the incident with Russia),” he said. Swift added: “U.S. operates on a regular with the EEZs of multiple countries.” He said they don’t coordinate with the coastal state concerned because there is no requirement for it. Swift, however, stressed that the U.S. doesn’t operate on the territorial seas of other countries which is 12 nautical miles from the baseline of a coastal state.” We honor those territorial claims,” he said. According to China’s line of argument, ‘freedom of navigation and over flight’ in the EEZ should not include the freedom to conduct military and reconnaissance activities, to perform military deterrence or battlefield preparation, or intelligence gathering. China maintains these activities infringe on the coastal state’s national security interests and can be considered a use of force, or a threat to use force, against the state, particularly with the advanced technologies used by the vessels.” Article 87 of the United Nations Convention on the Law of the Sea states: 1. The high seas are open to all States, whether coastal or landlocked. Freedom of the high seas is exercised under the conditions laid down by this Convention and by other rules of international law. It comprises, inter alia, both for coastal and land-locked States:(a) freedom of navigation; (b) freedom of overflight; (c) freedom to lay submarine cables and pipelines, subject to Part VI;(d) freedom to construct artificial islands and other installations permitted under international law, subject to Part VI; (e) freedom of fishing, subject to the conditions laid down in section 2; (f) freedom of scientific research, subject to Parts VI and XIII. 2. These freedoms shall be exercised by all States with due regard for the interests of other States in their exercise of the freedom of the high seas, and also with due regard for the rights under this Convention with respect to activities in the Area. Art. 58 of the United Nations Convention on the Law of the Sea states: “ In the exclusive economic zone, all States, whether coastal or land-locked, enjoy, subject to the relevant provisions of this Convention, the freedoms referred to in article 87 of navigation and overflight and of the laying of submarine cables and pipelines, and other internationally lawful uses of the sea related to these freedoms, such as those associated with the operation of ships, aircraft and submarine cables and pipelines, and compatible with the other provisions of this Convention. Colayco, during the debates on this subject, stated: “One of the worst effects of political dynasties is that [they breed] graft and corruption.” Corruption is defined by the United Nations Development Programme as “abuse of public power for private benefit through bribery, extortion, influence peddling, nepotism, fraud, or embezzlement”—all hallmarks of a political dynasty in the Philippines. Interestingly, the prime mover of the inclusion of a provision on political dynasties, Jose N. Nolledo, provided a simple summation of why this pathology in Philippine politics needs to be eradicated: “It seems to me that the public office becomes inherited. Our government becomes monarchical in character and no longer constitutional.” But this constitutional provision is viewed merely as a declaration of opposition to dynastic politics and not actually an executable prohibition against politicians of this pedigree. Correspondingly, Filipinos believe that for this constitutional proscription against political dynasties to have any practical meaning at all, an implementing piece of legislation is needed. Senior Inspector Anthony Grande, newly-installed Isabela police chief, identified the victim as Albert Escultura Magbanua, 37, of Cambaros village, Pontevedra. said it was only coincidental that the shooting happened near Montilla’s house as Grande said Magbanua was riding a red Kawasaki motorcycle with Jerry Camat, operations officer of the ER Security Agency, towards Isabela town proper when unidentified suspects on board a black Toyota Fortuner (registration plate WDF-115) shot them with an unidentified gun caliber. The suspects fled towards the town proper. Grande said Magbanua was wounded on the left side of his head and was immediately brought to the Isabela District Hospital. He was later transferred to a private hospital for further examinations. With an area of 847.33 hectares, the park covers barangays Lincud, Moroboro, Camambugan, Caguyuman, Tulatula-an in Dingle and Lip-ac, Palje, Compo, Rumagayray in San Enrique. It was designated as a national park on June 14, 1961 through Congressional Bill No. 1651. The park is a protected countryside area which everyone can visit to enjoy the landscape and learn about wildlife in the area. The centerpiece is the Bulabog Putian mountain with its Puti-an Peak measuring 322 meters, the highest in central Iloilo. It was named after its most distinguishing feature, the white stone wall that is visible from neighboring Passi City. Bulabog Puti-an’s rainforest trail is pure sensory overload, thrilling and enlightening. For the adventurous spirit, the real magic lies in 33 caves, although only six are recommended for exploration. It is certainly a classic bucket list adventure when in Iloilo. Being unprepared can lead disastrous results but having the gear and knowledge on what to expect, the explorations become memorable and rewarding. Visitors must wear comfortable clothes, preferably t-shirts and jogging pants and rubber shoes. And be sure to bring a face towel. Before the trek, apply insect repellants. During rainy season, the trail gets slippery which might cause accidents. It is advisable to carry a long and sturdy stick for support. A minimal entrance fee of P15 is charged on local visitors, while foreign guests pay P100. Helmets, whihc are required when exploring, can be rented for P10 each. Visitors are required to bring along a guide for a P200 fee. The municipality of Dingle is 37 kilometers from Iloilo City. It is bounded in the northeast by Anilao; northwest by San Enrique; southeast by Pototan and Barotac Nuevo; and southwest by Duenas. And that’s simply because if our strongest passion is not love for God expressed in part by always being thankful to him, then it would be something else. And most likely it would be something that is not proper to us, but rather one that may offer us some human good that will eventually separate us from God. This is what is happening these days with all the advantages and privileges afforded us by the new technologies. They offer us a lot of good, but if not related to God, they can become a competitor of God. They can become our god. And the most subtle of this danger is when it is done in the field of religion itself. During the time of Christ, this was a rampant problem. The leading men got so stuck with their own religious laws and practices that they failed to recognize the God who became man. They were so convinced with the goodness of their laws and practices that they absolutized them, and made them their god, instead of God who became man. Nowadays, we see a lot of self-righteous people who have their own version of what is true, good and beautiful, without referring it to the one who is all true, good and beautiful. They are now redefining things and building their own tower of Babel. We should try our best to always keep God the center and focus of our life. We need to remind ourselves of this fundamental truth, because like toddlers who can go on with their childish ways unmindful of the people around, we too can go on with our many temporal affairs and concerns unmindful of God. We should never forget that we cannot outgrow our dependence on God, and that the more mature and more accomplished we become, the more dependent we ought to be on God.
