MORE questions surfaced in
the first leg of the Iloilo City
Council’s inquiry into the purchase and installation of traffic
lights July 21.
The failure of resources persons to
present vital bidding documents and
facts only fuelled the doubts of some city
councilors on the transaction.
Present in the inquiry were Councilors Jason Gonzales, chairman of the
committee on good government which
led the probe; Joshua Alim, Nielex Tupas, Lyndon Acap, Julie Grace Baronda,
Armand Parcon, Rodel Agado, and
Plaridel Nava.
The invited resource persons from the
executive branch were General Services
Office (GSO) head Joren Sartorio, who
is also chairman of the Bids and Awards
Committee (BAC); Jess Sio, who is an
executive assistant of Mayor Jed Patrick
Mabilog; City Engineer Roberto Divinagracia; City Planning and Development

others.

‘Don’t link Pacific Partnership
to West PHL Sea dispute’
By Jennifer Ponsaran-Rendon
PACIFIC Partnership 2015 is not in any way related to the ongoing dispute over the West Philippine Sea.
Captain Chris Angdahl, Pacific Partnership 2015 mission commander, said the mission is completely separate from the territorial
conflict between the Philippines and China.
“This has been planned for a long time,” he said in a press
conference in Roxas City, Capiz.
Engdahl said they have been preparing for the mission since
last year in partnership with the Philippine government and the
AFP.
Pacific Partnership is an annual U.S. Pacific Fleet humanitarian and civic assistance mission that arose from the military-led
humanitarian response to the devastation brought by the 2004
Indian Ocean earthquake and tsunami that swept through Southeast Asia.
It will include engineering, medical, dental and veterinary civic
action programs as well as community relations, civil affairs and
disaster preparedness trainings.
Doctors and engineers from the AFP will work alongside their
US counterparts to provide engineering, medical, dental and veterinary aid to the survivors of Super Typhoon Yolanda.
Some quarters earlier opined that Pacific Partnership 2015
might be connected with the ongoing dispute at the West Philippine Sea, especially that the chief of the United States (US) PaDon’t link /p7

Jed chides ‘faultfinders’,
appeals for cooperation
By Wenceslao E.Mateo Jr.
ILOILO City Mayor Jed Patrick Mabilog blasted perceived
faultfinders of his administration even as he appealed for
cooperation during the flag
raising ceremony July 20.
“If there’s a problem, instead
of finding faults, why don’t we
just unite to solve the problem
so that we can move faster for-
ward. No one is perfect. No city
is perfect. The perfect ones are
in heaven!” Mabilog said.
“Those who think they are
perfect should better go first
to heaven where they belong,”
he added, which was met by
boisterous applause from City
Hall employees.
The mayor also presented
to employees a plaque which
recognized Iloilo City as No.

PDRP road
project a boon to
remote villages
By Louine Hope Conserva
THE concreting of a 28-kilometer farm-to-market road in
Passi City, Iloilo is a boon to
farmers.
“It will lessen the travel cost
of farmers in delivering their
products to the market. They
will have spare time to perform
other farming activities,” said
Roy Abaya, Department of Agriculture (DA-6) OIC-regional
director.
Abaya graced the groundbreaking of the P257-million
Imbang Grande-TagubongGemumua Agahon-Agtabo
road project July 21 at Imbang
Grande village.
The project is seen to benefit
4,080 households or a fourth
of Pass City’s population living in the remote villages of
Imbang Grande, Talongonan,
Jaguimitan, Salngan, Alimono,
Magdungao, Tagubong, Agtabo, Dalicanan and Gemumua
Agahon.
“There will be about 20, 000
farmers who have the chance to
recover their production loss. It
would mean additional job for
the locals,” Abaya added.

Village chiefs rise up vs del Rosario
By Jomarie A. Billones
ROXAS CITY, Capiz—For the first time in the
history of Capiz politics, majority of the members of the Liga ng mga Barangay in Roxas City
opposed the plan of 1st district Rep. Antonio del
Rosario to run for any position next year.
Liga president Virgilio “Yoyo” Santos Jr. said
36 of the 47 barangay captains in Roxas City
signed a pledge to block del Rosario’s political
plans.
“We, members of the Liga ng mga Barangay
of Roxas City pledge our univocal and strong
support to the opposition of the candidacy of Mr.
Antonio del Rosario for any position come 2016.
We firmly believe in our resolve not to support
Mr. Antonio del Rosario in his bid for any position in the province of Capiz”, the pledge said.
The Liberal Party is reportedly grooming del
Rosario to run for Capiz governor.
The village chiefs who did not sign the
pledge Jericho Celino of San Jose, Emily Ariza

Magkal seized in Antique
POLICE and operatives of the
Department of Environment
and Natural Resources and
Community Environment and
Natural Resources (DENRCENRO) seized a reticulated
python (Pythos reticulates) or
magkal in Libertad, Antique
recently.
SN1 Cyril A. Vargas of the
Philippine Coast Cuard said
they intercepted the python
when it was about to be loaded
on a pump boat bound for
Mindoro.
Upon verification, Vargas discovered the animal
lacked a required transport
permit, prompting him to
coordinate with the Libertad
police who in turn sought
the assistance of DENR
Park Superintended (PASu)
Rhodel Lababit.
Lababit took custody of
python which measured three
meters long and weigh about
three kilograms. Its front teeth
were damaged due to improper
handling and feeding.
A certain Elvie S. Del Puerto
of Cauayan, Negros Occidental claimed ownership of the
python.
The python turned over to
Dr. Enriquez Sanchez, Jr. of
PHILINCon for medication
and rehabilitation. After its full
recovery, it shall be released
in the forest of Northwest

Teen dead in early morning mishap
By Angelica L. Tapalla
A 16-YEAR-old lad died in grisly road mishap
in City Proper district, Iloilo City early morning
of July 21.
Insp. Rico Santa Ana, Traffic Investigation
and Enforcement Unit (TIEU) deputy chief,
said the accident happened around 2:40 a.m.
when motorcycle driver Reymart Jamolo, 16,

Valerie Saladas, 15, of Rizal Estanzuela, City
Proper were hit by a sedan (registration plate
FGC-224) driven by Pirod Norca, 25, of Brgy.
San Pedro Molo, Iloilo City.
Santa Ana said Jamolo was navigating Mabini-Delgado St. at Brgy. Libertaion, City Proper
when they were overtook Norca’s car.
Unfortunately, Norca suddenly turned right
with up to 5,000 units of blood,
and two oxygen-producing

and bumped into Jamolo’s motorcycle.
Santa Ana said the motorcycle, which was almost a total wreck because of the strong impact,
fell into the deep road shoulder.
Jamolo, who suffered severe head injury and
abrasions, was rushed to St. Paul’s Hospital while
Saladas was treated at Western Visayas Medical
Center for fractured legs.
Jamolo died around 7:15 a.m. despite efforts
of doctors to save him.
Santa Ana said Norca fled towards Molo district and left his car in San Pedro village.
Barangay Kagawad Rhomar Martinez of San
Pedro later turned over Norca to TIEU office after the latter surrendered to barangay officials.
Santa Ana said a charge for reckless imprudence
resulting in homicide, serious physical injuries and
damage to property is being readied against Norca.

THE Iloilo City Police Office
(ICPO) will resume confiscation of trisikads or pedicabs
right after the Asia-Pacific Economic Cooperation (APEC)
meeting, July 23-24.
Insp. Rico Santa Ana, Traffic
Investigation and Enforcement
Unit (TIEU) deputy chief, said
that as of July 20, they already
impounded 84 trisikads in City
Proper district alone.
Santa Ana said suspended
the operation against trisikads
to focus and enhance the security of APEC delegates.
The ICPO-TIEU and the
Iloilo City Traffic Management
and Transportation Regulation
Office (TMTRO) mounted the
impounding operations on orders
of Mayor Jed Patrick Mabilog.
Santa Ana said the order is
in keeping with City Ordinance
131-1987 which bans trisikads
from national highways.
Aside from confiscation of
trisikads, erring operators/drivers will be fined P200.
“If they fail to redeem the
trisikads from ICPO after 2 days,
we turn over the units to TMTRO.
The units are impounded at the
slaughter house,” he said.
Aside from going out of
their designated routes in barangay and subdivision routes,

The name matters
HERE are two subjects in this column both involving
names and both can end in tragedy. How apt the words of
Romeo to Juliet in Shakespeare’s tragedy of blind love.
Shakespeare wrote, “What’s in a name? That which we call a
rose by any other name would smell
as sweet.”
But while the love of these two
tragic characters is pure, the names
that have become issues in Bacolod
reek with greed and shamelessness.
For names do matter and in fact the
right to a name is enshrined in the
human heart and in stone and paper
in every age and clime.
One has a right to an unsullied
name and to violate the dignity of
Modesto P. Sa-onoy the name is criminal.
There is a proposal in the Sangguniang Panlungsod to change the
name of the Bacolod City Government Center to People’s House. So far there is no cogent or plausible reason to change the name of this iconic structure. The move
is clearly intended to serve the emotional need to achieve or have
a name on something that is considered a pride of the city.
No matter how they try to rationalize or hide, we know that
this move is servility to the hand in control of some members
of the SP. Ironically, these are the same people who vilified and
attempted to prevent the construction of the Government Center
with a truckload of falsehoods. Now they relish working there
and unsatisfied, they want to claim the structure to be their own
through a change of name.
It is a pity that otherwise intelligent councilors have succumbed
to pettiness and whims of what now appears to be their real master
rather than reason and decency and the people of the city.
There are more vital issues, like the plunge of Bacolod’s
competitiveness that proves that the present administration is
incompetent except in changing names or claiming achievements
not his own because he has little to show for years in public office
and millions of people’s money in his control.
It is a terrible thought that some councilors we considered
sharp of intellect and rational in their public image have gone
and stooped down this far.
Indeed we ask: is there an end to pettiness, to shamelessness?
The other issue involves a sort of squid tactics.
Is there a difference between the trade name D and L Publishing and Printing House and D and L Printing House? Of course
there is. The other has an added business of publishing while the
other is solely printing.
Does the name matter that both are owned by the same man,
Danilo Fernandez Sanqui and both have the same address as shown
by their Certificate of Philippine Government Electronic Procurement System? Their address is Maharlika Road, Brgy Caaynawan,
San Jose City, Nueva Ecija. Are they the same rose smelling just
as sweet to the Bacolod City Bids and Awards Committee?
Does it matter that both were registered at the same time
(August 24, 2012) and have the same certificate date of issuance
(October 1, 2013) and validity until October 1, 2014? Is this a
Spanish “rosa” smelling like an English rose? Or are the roses
just a different variety?
There is in fact another business, DNL Publishing House on the
same address as the two that was registered on the same date, its
certificate issued on the same date and valid until the same date
as the other two. We have now three printing companies under
the same house, by the same owner. These three were issued new
certificates in 2014 to do business until October 2015.
They appear to be the same rose by different names.
Of course we do not begrudge if the same company, using the
same facilities with everything else being the same, except that
there appears some kind of magical hand to grab millions worth
of business in the Bacolod City government.
Councilor Carl Lopez must have been amused that the city

the delegates, numbering to 100 according

U.S. Pac Fleet chief Sure way to break up PH political dynasties
defends military
activities in EEZs P
By Ellen Tordesilas
(The author is an Antiqueña journalist in Metro Manila who
writes for Malaya, Abante and VERA Files)
HE commander of United States Pacific Fleet said it is the
stand of the United States that international law allows
them to conduct military activities in the 200 nautical mile
exclusive economic zones of other countries.
Admiral Scott Harbison Swift, who was in the country last week
as part of his familiarization tour having assumed the command
last May 27, said “The common view of UNCLOS is that it allows
military operations within the EEZ’s of many countries.”
He declared this U.S. position in an interview with a small
group of reporters. Swift was asked about their view of freedom
of navigation as China intensifies its activities in South China Sea
like what was reported by CNN that the Chinese navy shooed
away the U.S. surveillance plane over areas that China were
reclaiming and constructing facilities in the disputed areas of
South China Sea.
Swift, whose previous assignment included being commander
of the Seventh Fleet, cited as an example the incident last July 4
when four Russian long-range bomber aircraft flew close enough
to the US shores and were intercepted by U.S. military fighter
jets.
‘It’s entirely legal. There was no demarche or anything by the
U.S (on the incident with Russia),” he said.
Swift added: “U.S. operates on a regular with the EEZs of
multiple countries.”
He said they don’t coordinate with the coastal state concerned
because there is no requirement for it.
Swift, however, stressed that the U.S. doesn’t operate on the
territorial seas of other countries which is 12 nautical miles from
the baseline of a coastal state.” We honor those territorial claims,”
he said.
An article by Ramses Amer , associate professor in Peace and
Conflict Research and associate fellow of the Institute for Security
and Development Policy, Sweden, said China does not agree with
the U.S. interpretation of military activities of other countries in
an EEZ of a coastal state.
Amer said: “The U.S. believes that in the EEZ user States
enjoy unqualified freedom of navigation and over flight as on
the high seas. The U.S. argues that by combining Articles 58
and 87 of UNCLOS, all States enjoy in the EEZ the pre-existing
navigational and over flight freedoms from when the zone was
part of the high seas. These include military activities, such as
operating military devices, intelligence gathering, surveillance and
reconnaissance activities, exercises, operations, and conducting
military surveys.
“China argues that the freedoms implied in Article 58 have
some qualifications, including ‘due regard’ for the rights of all
other States and the overarching principle of ‘for peaceful purpose/
use’. According to China’s line of argument, ‘freedom of navigation and over flight’ in the EEZ should not include the freedom to
conduct military and reconnaissance activities, to perform military
deterrence or battlefield preparation, or intelligence gathering.
China maintains these activities infringe on the coastal state’s
national security interests and can be considered a use of force,
or a threat to use force, against the state, particularly with the
advanced technologies used by the vessels.”
Article 87 of the United Nations Convention on the Law of
the Sea states:
1. The high seas are open to all States, whether coastal or landlocked. Freedom of the high seas is exercised under the conditions
laid down by this Convention and by other rules of international
law. It comprises, inter alia, both for coastal and land-locked
States:(a) freedom of navigation; (b) freedom of overflight; (c)
freedom to lay submarine cables and pipelines, subject to Part
VI;(d) freedom to construct artificial islands and other installations
permitted under international law, subject to Part VI; (e) freedom
of fishing, subject to the conditions laid down in section 2; (f)
freedom of scientific research, subject to Parts VI and XIII.
2. These freedoms shall be exercised by all States with due
regard for the interests of other States in their exercise of the
freedom of the high seas, and also with due regard for the rights
under this Convention with respect to activities in the Area.
Art. 58 of the United Nations Convention on the Law of the
Sea states: “ In the exclusive economic zone, all States, whether
coastal or land-locked, enjoy, subject to the relevant provisions
of this Convention, the freedoms referred to in article 87 of navigation and overflight and of the laying of submarine cables and
pipelines, and other internationally lawful uses of the sea related
to these freedoms, such as those associated with the operation of
ships, aircraft and submarine cables and pipelines, and compatible
with the other provisions of this Convention.

OLITICAL dynasty, while it is true
everywhere in the country, is more
pronounced in the Bangsamoro
where you see practically the whole clan
running the … local government unit. I call
this … political enterprise or clan-inclusive
government.”
These words were spoken by respected
Mindanao civil society activist Guiamel
Alim in a speech delivered at the Consolidation for Peace in Mindanao seminarworkshop in Hiroshima, Japan, on June
23, 2014. Oddly, Alim’s concern about the
reign of “clan-inclusive” LGUs has been
very rarely articulated in the congressional
deliberations on the proposed Bangsamoro
Basic Law.
Nevertheless, the issue of political dynasties is undeniably a national concern.
And this problem is addressed by the 1987
Constitution in Section 26 of Article II:
“The State shall guarantee equal access to
opportunities for public service and prohibit political dynasties as may be defined
by law.”
Clearly, the scourge of political dynasties was not unknown to the framers of
the Constitution. In particular, Jose C.
Colayco, during the debates on this subject,
stated: “One of the worst effects of political dynasties is that [they breed] graft and
corruption.”
Corruption is defined by the United Nations Development Programme as “abuse
of public power for private benefit through
bribery, extortion, influence peddling,
nepotism, fraud, or embezzlement”—all
hallmarks of a political dynasty in the
Philippines.
Interestingly, the prime mover of
the inclusion of a provision on political
dynasties, Jose N. Nolledo, provided a
simple summation of why this pathology in
Philippine politics needs to be eradicated:
“It seems to me that the public office becomes inherited. Our government becomes
monarchical in character and no longer
constitutional.”
But this constitutional provision is
viewed merely as a declaration of opposition to dynastic politics and not actually an
executable prohibition against politicians
of this pedigree. Correspondingly, Filipinos
believe that for this constitutional proscription against political dynasties to have any
practical meaning at all, an implementing
piece of legislation is needed.
The basic theme of the anti-political
dynasty bills now pending in Congress is
pretty straightforward: A candidate that is
part of a political dynasty is disqualified to

The infrastructure problems
now threaten to hold the Philippines back from reaching the
next level, economically speaking, and improving its manufacturing base. Infrastructure
problems have surpassed corruption as the leading economic
obstacle, according to the most
recent World Economic Forum
competitiveness report, which
is based on responses from
people doing business in the
country. Manila is plagued
by power failures, chronic
water shortages, an antiquated
telecommunications system,
deteriorating roads and bridges
and a subpar airport.
Fortunately for Iloilo City,
we are doing better than Manila with practically sufficient
power to boot for several years
on. The airport serving Iloilo
City residents and its visitors
at Cabatuan are good enough
for air travel and sufficiently
secured.
But, of course, we are also
suffering from chronic water
shortage and we are having
a hard time to meet our ap-
pointments via our frequently
congested traffic which may
require new transportation
facilities, reliable traffic controllers, and road engineering
designs.
This makes the APEC meeting here on July 23-24 the more
important. Let us all support
this APEC meeting and wish
to benefit from it for our infrastructure needs and economic
growth, as a whole.

“No comment” was Cabero’s reply to
follow up questions from journalists although he asked for understanding as they
are investigating a high profile case.
He also assured that they already have
leads on the case and are looking into all
the possible angles of the killing.
Malabor, 55, and his bodyguard Butch
Jumilla were gunned down by a lone assailant while leaving a cockpit in Guintubhan
village, Isabela on June 28, 2015.
Cabero said the Malabor family is very
cooperative even as he denied that their
hands are tied in the probe.
“It is just that we cannot release any
information yet because we are thoroughly investigating the case but as soon
as we have results we will inform you,”
he added.
The NBI official said examination of
Malabor’s phone did not provide substantial information on supposed threats before
he was murdered.
“Currently we are verifying all information that is coming in, so that it will not be
half baked,” he said.
Security guard shot near
Isabela mayor’s house
By Dolly Yasa
BACOLOD City – A security guard was shot
some 50 meters from the house of Mayor Enrique
Montilla III of Isabela at Barangay Rumirang
7:40 a.m. of July 21, 2015.
But police quickly said the incident had
nothing to do with the assassination of Negros
Occidental Provincial Board Member Renato
Malabor.
Senior Inspector Anthony Grande, newly-installed Isabela police chief, identified the victim
as Albert Escultura Magbanua, 37, of Cambaros
village, Pontevedra.
said it was only coincidental that the shooting
happened near Montilla’s house as
Grande said Magbanua was riding a red
Kawasaki motorcycle with Jerry Camat, operations officer of the ER Security Agency, towards
Isabela town proper when unidentified suspects
on board a black Toyota Fortuner (registration
plate WDF-115) shot them with an unidentified
gun caliber.
The suspects fled towards the town proper.
Grande said Magbanua was wounded on
the left side of his head and was immediately
brought to the Isabela District Hospital. He was
later transferred to a private hospital for further
examinations.
Grande clarified that Magbanua is not a security guard of Montilla nor was he assigned with
the mayor’s house as the blue guard works for Hacienda Bagacay in Aranda village, Hinigaran.
The shooting incidentally took place near the
mayor’s house which is located along the main
highway that serves as a short cut from Hinigaran
town to Isabela.
Mantilla was not home when the shooting
happened as he was in Manila for check up.
Grande said the shooting could be due to
grudges or workplace issues “but definitely it is
not related to the Malabor assassination.”
Malabor and his bodyguard, Butch Jumilla
were shot dead by a lone assailant three weeks
ago while leaving a cockpit in Isabela town
around 1 a.m. of June 28, 2015.
Monico blamed for low
competitiveness rank
By Dolly Yasa
BACOLOD City – As expected, lone district
Rep. Evelio Leonardia blamed Bacolod City
Mayor Mayor Monico Puentevella for the
“embarrassing and humiliating” drop of the
city from the Cities and Municipalities Competitiveness Index (CMCI) ranking released by
the National Competitiveness Council (NCC) of
the Philippines.
Bacolod City, which placed second in the
2010 edition of the ranking when Leonardia
was still mayor, dropped to No. 73 in the 2015
CMCI results.
“The latest rating from the NCC showing
that Bacolod has steeply slid down to Rank 73
from Rank 2 during my term simply shows that
no amount of sugar-coating or window-dressing
can hide the fact that conditions in Bacolod
have deteriorated badly in the last two years,”
said Leonardia, who was city mayor for three
consecutive terms until Puentevella took over
in 2013.
“This is the worst competitiveness ranking
the city ever had. This also a sad and shocking
day for Bacolod,” he added.
NCC ranks the competitiveness of highly
urbanized cities, independent component cities,
component cities and municipalities based on
three pillars: economic dynamism, government
efficiency or responsiveness of a local government unit, and infrastructure.
This year, Bacolod is No. 46 in government
efficiency, No. 97 in economic dynamism, and
No. 90 in infrastructure.
Leonardia said Bacolod City’s neighbor, Iloilo
City, “ranked No. 1 in government efficiency
when traditionally it has the same stature as
Bacolod.”
“This is embarrassing and humiliating. We
are losing our time-honored reputation as one of
the most competitive cities in the country. This
could also spoil the competitive advantage which
we had nurtured so well in our long history as a
premiere city,” the congressman added.
Leonardia said one reason for Bacolod’s sudden plunge in ranking is Puentevella’s opposition
to the proposed P350-million vehicular flyover
at the Burgos-Circumferential Road.
He also belied Puentevella’s claim that Bacolod is “booming,” which the mayor boasted in
his State of the Booming Bacolod July 1.
“Ang Bacolod wala gali naga-boom kundi
nagalaga-boom (So Bacolod is actually not
booming, it’s plummeting),” Leonardia pointed
out.
He also said that Bacolod’s low ranking in
government efficiency - or the lack of it - also
indicates that the mayor’s supposed “political
will” is not backed up by performance.
“Another reason perhaps why Bacolod ranked
at No. 46 only in government efficiency is the
uncanny ability of the Puentevella administration
to tax its citizens using onerous, excessive, arbitrary, discriminatory and baseless real property
tax rates,” Leonardia said.
Business groups and private individuals
slammed the tax ordinance enforced by the current administration in spite of two rulings by the
Department of Justice that it is “null and void.”
The slide in ranking on government efficiency
this year reflects how the business environment
has been “squeezed” by the Puentevella adminMonico /p7

The Firmezas also excel in

schools in Iloilo.
“Sport is good but sports

because they represented the
country in international games
at a very young age.
“Actually before the competition in Korea, we went to
the USA for training there to
prepare them for the tournament,” she added.
Gina Uy De Ong, Lovett’s
mother, said she is very proud
for her son’s talents and passion
for the sport.
“Lovett is indeed an achiever. He is a five-time Milo Olympics gold medalist, a four-time
Palarong Pambansa gold medalist, and Batang Pinoy achiever,” Mrs. Uy De Ong said.
The young athletes also encouraged other taekwondo jins
to pursue the sport.

LAS VEGAS – Aside from Jordan Clarkson of the Los Angeles

Filipino-Americans in the basketball world are certainly on the

“Obviously, the work is not done,” said Craft, an undrafted
guard from Ohio State. “We continue to try to work and make it
to the NBA team. That’s the biggest goal right now.”
Stephen Holt, 23, played for the Atlanta Hawks and is a proud
Filipino-American.
“For us to be in the setting and trying to get a lot of exposure
in the NBA level, it’s awesome,” said Holt. “I assume everyone
is trying to maximize their playing time and abilities and trying
to advance in this kind of tournament.”
Holt said he is hopeful that he will be able to visit the Philippines and learn more about his Filipino roots, but for now, he will

GENERAL SANTOS CITY - Manny Pacquiao downplayed
criticism from promoter Bob Arum on Monday after the injured
Philippine boxing hero missed a doctor’s visit for a shoulder injury,
saying he was carrying out his own rehabilitation.
Arum hit out at his own boxer last weekend for missing a rehab
visit and said he has no idea when “Pacman” might fight again after
his right shoulder was hurt fighting Floyd Mayweather in May.
“I respect Bob Arum. He’s just like a father to me. I believe
he’s just voicing out his concern (for) me and I appreciate it. I
don’t take it negatively,” Pacquiao said in a statement.
“But he has nothing to worry about (regarding) my injury. I’m
doing the rehab myself. I’m recovering faster than expected.”
Pacquiao had surgery on May 7 to repair a tear to his right
rotator cuff sustained in the unanimous points defeat against
Mayweather in the richest fight of all time in Las Vegas.
He canceled a scheduled check-up with his surgeon Neal
ElAttrache at the Kerlan-Jobe Orthopaedic Clinic in Los Angeles
on July 4, prompting sharp criticism from the 83-year-old head
of Top Rank promotions, who said “he’s not acting very professionally.”
Pacquiao did not say if he was receiving medical advice or
treatment from another doctor but said his situation was improving, adding: “I can now raise my right arm.”
The Filipino, winner of an unprecedented eight world titles
in separate weight divisions, did not respond to his American
promoter’s remark that as far as he was concerned the boxer is
“not an active fighter’.

Private traders apply
to import 300,000 T rice
PRIVATE rice traders in the Philippines are
seeking to import around 300,000 tonnes of the
staple food, mostly from Vietnam and Thailand,
an official of the state grains procurement agency
told Reuters on Tuesday.
The volume is a little more than a third of
the maximum 805,200 tonnes that traders can
import with 35 percent tariff before the Nov.
30 deadline, but will nonetheless help boost
domestic supply at a time local harvest is seasonally weak.
The Philippines, a major rice importer, has
been boosting buffer stocks to keep retail prices
stable especially during the traditional lean harvest season starting this month.
“Maybe the entire volume will not be taken
considering that importers are not interested to
buy from other countries like China, Australia,
India, Pakistan (and) El Salvador,” said Piolito
Santos, manager at NFA’s Grains Marketing
Operations department.
Traders have until July 30 to apply to import
rice with quality not lower than 25 percent
broken.
Rice export prices in Thailand, the world’s
second-biggest supplier after India, extended
gains last week on concerns that a drought may
cut domestic output, while demand from private
Philippine firms has also pushed up prices in No.
3 exporter Vietnam.
Under the guidelines, traders can import
up to 293,100 tonnes each from Thailand
and Vietnam, up to 50,000 tonnes each from
China, India and Pakistan, 15,000 tonnes
from El Salvador and the rest from any other
countries.
The NFA has so far bought a total of 550,000
tonnes from Vietnam and 200,000 tonnes from
Thailand in government-to-government deals
this year.
The agency also has permission from President Benigno Aquino to import an additional
250,000 tonnes if a drought brought on by the El
Nino weather phenomenon intensifies and hurts
local rice production.
Latest government data show local rice prices
have fallen around 5 percent from a year earlier,
when the retail costs shot up dramatically due to
damage to supply chains from Super Typhoon
Haiyan in late 2014 and the government’s
failure to import additional volumes on time.

ULABOG Puti-an National Park in Moroboro village, Dingle,
Iloilo is the only national park
in Panay.
With an area of 847.33 hectares, the park covers barangays
Lincud, Moroboro, Camambugan, Caguyuman, Tulatula-an
in Dingle and Lip-ac, Palje,
Compo, Rumagayray in San
Enrique.
It was designated as a national park on June 14, 1961
through Congressional Bill
No. 1651.
The park is a protected countryside area which everyone
can visit to enjoy the landscape
and learn about wildlife in the
area. The centerpiece is the
Bulabog Putian mountain with
its Puti-an Peak measuring 322
meters, the highest in central
Iloilo. It was named after its
most distinguishing feature, the
white stone wall that is visible
from neighboring Passi City.
Bulabog Puti-an’s rainforest
trail is pure sensory overload,
thrilling and enlightening. For
the adventurous spirit, the real
magic lies in 33 caves, although
only six are recommended for
exploration. It is certainly a
classic bucket list adventure
when in Iloilo.
Being unprepared can lead
disastrous results but having
the gear and knowledge on
what to expect, the explorations become memorable and
rewarding.
Currently, the park is managed by the DENR (Department of Environment and Natural Resources) through Forester

A Spanish word for garrison,
Maestranza is famous for its

Beware of our
ingratitude
T all started with our first parents. After being created in the
divine image and likeness and endowed with the best of things,
they eventually disobeyed God’s law and strayed away.
It’s a sad fact of life that continues to take
place even up to now. We seem to get easily
spoiled by whatever goodness, blessing or
privilege is given to us. We need to be more
prepared to cope with this proneness, cultivating the relevant attitude, skills and virtues.
The basic problem we have is that we tend to
forget God and fail to thank him for whatever
good we have and enjoy in life. As a result, we
Fr. Roy Cimagala tend to make our own world, creating a bubble
of life that sooner or later will just burst to
nothingness.
Let’s remember that all goodness comes
from him even if it’s also true that that goodness could also be a
result of our own efforts. Nothing actually is truly good unless it
somehow comes from God.
Our sense of gratitude is what keeps us always in touch with
our Creator and the indispensable maintainer of our existence and
source of whatever good we enjoy in life. We should do everything
to sharpen that sense as we go along. It’s what reminds us of the
basic relationship we have with him whom we tend to forget or
take for granted.
Our greatest passion should be to be thankful to God always. If
there’s some passion we have that is greater than this, then we can
be sure that we would be treading on a dangerous path in life.
Let’s always remember what Christ told us about what God’s
greatest commandment is for us. We should “love God with all
our might and strength.” That love has to involve our whole being, not only our spiritual and intellectual part, but also and all
the way to our feelings, emotions and passions.
And that’s simply because if our strongest passion is not love
for God expressed in part by always being thankful to him, then it
would be something else. And most likely it would be something
that is not proper to us, but rather one that may offer us some human good that will eventually separate us from God.
This is what is happening these days with all the advantages
and privileges afforded us by the new technologies. They offer
us a lot of good, but if not related to God, they can become a
competitor of God. They can become our god.
And the most subtle of this danger is when it is done in the field
of religion itself. During the time of Christ, this was a rampant
problem. The leading men got so stuck with their own religious
laws and practices that they failed to recognize the God who
became man. They were so convinced with the goodness of their
laws and practices that they absolutized them, and made them
their god, instead of God who became man.
Nowadays, we see a lot of self-righteous people who have their
own version of what is true, good and beautiful, without referring
it to the one who is all true, good and beautiful. They are now
redefining things and building their own tower of Babel.
We should try our best to always keep God the center and focus
of our life. We need to remind ourselves of this fundamental truth,
because like toddlers who can go on with their childish ways
unmindful of the people around, we too can go on with our many
temporal affairs and concerns unmindful of God.
We should never forget that we cannot outgrow our dependence
on God, and that the more mature and more accomplished we
become, the more dependent we ought to be on God. We need to
remind ourselves of this truth constantly, making many deliberate
acts of faith and thanksgiving during the day.
That’s why there is always a need also to cultivate the sense of

Pag-IBIG bags two awards for savings, housing programs
PAG-IBIG Fund recently bagged two
awards from the Association of Development Financing Institutions in Asia and the
Pacific (ADFIAP) for its savings campaign
for overseas Filipino worker-members and
housing projects for low-income earners
and shipyard workers. ADFIAP is an international non-governmental organization
that is in consultative status with the United
Nation’s Economic and Social Council and
a founding member and secretariat of the
World Federation of Development Financial Institutions. Competitors came from 25
member-institutions from 17 countries.
“Recognitions by respected thirdparty institutions like the ADFIAP affirm
Pag-IBIG’s commitment to excellent
performance and good governance. Both
awards from ADFIAP prove the relevance
of Pag-IBIG in our members’ lives, especially at a time when its credibility is being questioned,” said Atty. Darlene Marie
B.Berberabe, Pag-IBIG Fund President and
Chief Executive Officer.

in the Philippines.
ADFIAP recognized the Fund’s Dagdag

savings culture among its members as a

campaign generated P963.965 million in
OFW savings from 46,157 members who
saved at least P600 per month.
Meanwhile, Pag-IBIG’s Bistekville
Housing Project and Needs Matching Program (Employee Village) were both recognized for allowing “employee-beneficiaries
to pay for the land, land development, and
house construction at significantly lower
cost, thereby promoting their welfare and
that of their families.”

Disney developing live
action ‘Sword in the Stone’
A
S MANY of you know,
Disney has been busy
dusting off its old collection of old fairy tales and
animated classics and developing them into live-action
adaptations.
This was due to the success
of “Maleficent” and the latest
adaptation of “Cinderella”.
We already have “The Jungle
Book” directed by Jon Favreau,
“Beauty and the Beast” directed
by Bill Condon, and “Dumbo”
directed by Tim Burton coming
up, among countless others.
Now, a new adaptation joins
that long list as Disney is planning a “Sword in the Stone”
remake, and among those involved in the development
is one of Game of Thrones
screenwriters, Bryan Cogman.
According to reports, Disney has tapped Cogman to pen
the script for the live action
update, with Brigham Taylor
producing.
Cogman wrote Game of
Thrones Season 5’s controversial episode “Unbowed,
Unbent, Unbroken” and has
been involved with the show
since its first season, usually
penning one or two episodes
a season.
But Sword in the Stone

Loosely based on T.H.
White’s novel of the same
name, “The Sword in the
Stone” is Disney’s 1963 animated fantasy about a young
King Arthur and his mentor
Merlin. It chronicles King Arthur’s humble beginnings.
As an orphaned child, Arthur, who was then known as
Wart, wants to help his foster
brother, Kay, succeed in becoming a knight.
While helping Kay train,
Wart stumbles upon a cabin belonging to Merlin, a bumbling
but talented wizard. Merlin
does his best to convince the
boy that he is bound for greatness, and when Wart and Kay
travel to London to attend a
jousting contest, they learn that
Merlin was right.
This was the final Disney
animated film released before
Walt Disney’s death. The songs
in the film were written and
composed by the Sherman
Brothers, who later wrote music for other Disney films like
Mary Poppins (1964), The Jungle Book (1967), and Bedknobs
and Broomsticks (1971).

What changed for Paul,
Toni after wedding
MANILA – Newlyweds Toni Gonzaga and Paul Soriano are
back in the country after spending their second honeymoon in
Bali, Indonesia.
In an interview with ABS-CBN News’ Jeff Fernando, the two
said they enjoyed their quality time together despite the volcanic
eruptions that hampered airport services in Bali early this month.
“Well, it was good to experience Bali and what the place has to
offer. Of course, it was good to spend time with my wife and get
to know her better and we enjoyed,” Soriano said.
Upon their return, Soriano and Gonzaga immediately plunged
back into their work commitments including a meet-and-greet
and autograph signing event for the special issue of Star Studio
magazine.
Soriano admitted he has yet to get used to meeting fans and have
pictures with them.
“Hindi pa siya sanay. Kaya lang niya ginagawa ito because of
me. Pero kung siya lang ‘yan, naku. That’s what I’m thankful for.
He is very supportive. He will never do this ever again. This is
probably his first and last,” Gonzaga shared.
Nonetheless, both said they are happy to support Star Studio,
which has a full feature of their June 12 wedding.
“They’ve given us a wonderful wedding album and this is a show
of support and also to the fans and all the people who are inspired.
We are happy to be here,” Soriano said.
Although they have been in a relationship for eight years before
they tied the knot, the couple said they are still discovering a lot
about each other now that they already live in one roof.
“Maaga siyang magising, maaga din siya matulog. Morning person kasi siya unlike me. Pareho kami ng sister ko [na hindi morning
persons]. Ngayon medyo naga-adjust pa ako,” said Gonzaga.
As for Soriano, he said: “She’s a good cook! Every time we have
brunch or lunch at home, she cooks and she is surprisingly good.
All of her pasta dishes are good and her macaroni salad.”
In the coming days, Gonzaga will finally start working on a
TV project with Piolo Pascual, Sam Milby and Jolina Magdangal.
Soriano, on the other hand, will work on movies which he will
produce.
Despite their hectic schedules, the couple said they will still find
time for each other because it is important for every marriage.
