August Speaker!
James E. Hardy
Jim Hardy is the Department of Homeland Security’s Protective Security Advisor (PSA) for the State of Georgia. As the PSA, Jim is the Department’s liaison to federal, state and local agencies and the private sector for
protection of critical infrastructure. Jim brings over 40 years of law enforcement, security and management
experience with the US Air Force, municipal police and private industry to the position.
Jim served for over 20 years as a Special Investigations and Counterintelligence Officer with the Air Force Office of Special Investigations. His worldwide assignments included unit and regional staff positions, command
of four separate AFOSI units, and direction of a major USAF security program. In the latter position, he was
responsible for design, implementation and direction of a radical new security program which protected research and development of critical USAF weapons systems. That program was so successful; it was copied by
most other federal agencies. In all his command assignments, Jim led resource protection, counterterrorism
and counterintelligence efforts. Security awareness programs he started led to over 100% increase in threat
reporting in each of those assignments.
After retirement from the USAF, Jim served as Chief of Detectives in Perry, Georgia; as Regional Membership and Training Director for the National Insurance Crime Bureau in Atlanta, GA; and as Senior Instructor
and Team Leader with International Training, Incorporated, West Point, VA. As Team Leader, Jim led the
very successful training of Greek Police who provided security for the 2004 Olympics. He also designed and
delivered training on surveillance, countersurveillance, vulnerability analyses, personal and facility security
and other courses for many US government and corporate clients.
Jim has a Bachelors Degree from the University of Alabama, and Masters work in Criminal Justice from
George Washington University, University of Virginia, and University of Alabama/Birmingham. He is a
graduate of U.S. Air Force Squadron Officers School, Air Command and Staff College and an Outstanding
Graduate of Air War College.
