The bridge connecting the main buildings of the Albertina University of Königsberg was a part of Immanuel Kant’s
daily walk. The Honey bridge built on the site of that historical bridge has survived to our days.
Several times a year the Cathedral hosts meetings of the IKBFU Academic Council
The main symbols of the University, shown in its logo, are a sea
wave and a bridge. The Kaliningrad region is developing as one
of Russia’s zones of integration into the European sociocultural
space. The region bridges economy, politics, culture, education and
science of Russia and Europe.
The rising sea wave symbolises the coastal location of the
University, its progress and sustainable development. The wave
creates the image of university life as a vast space of knowledge
and constant striving for sociocultural understanding in the Baltic
Sea region – one of the most successful macroregions in the
world, which brings together countries with the highest global
competitiveness ranking.
A symbol of connection and integration, the bridge represents
increasing academic mobility and promotion of Russian higher
education and innovative technologies abroad, offering the
benefits of both European and Russian academic traditions.
The bridge also shows a historical tie between the once-famous
Albertina University and the University of today.
In the mid-18th century, mathematician Leonhard Euler formulated the
classical problem of the Seven Bridges of Königsberg. This puzzle asks
whether there is a continuous walk that crosses each of the seven bridges
of Königsberg only once.

Strategic goal
The mission of the Immanuel Kant Baltic Federal University (IKBFU)
is to ensure long-term competitiveness of the Kaliningrad region, an
exclave of Russia in the EU, by becoming an acknowledged Europeanlevel research and education centre in the Baltic Sea region.
IKBFU strategic goal is to become a university recognised and
acknowledged as a leading Russian university, a benchmark for
higher education institutions of the region, training highly qualified
specialists capable of pursuing a career in any part of the world.

The Immanuel Kant Baltic Federal University was established on October 13, 2010 on the basis of the Immanuel Kant State University of Russia
by a decree of the President of the Russian Federation Dmitry Medvedev. On December 30, 2010 the Chairman of the Government of the Russian
Federation Vladimir Putin signed an order to establish the Immanuel Kant Baltic Federal University pursuant to the presidential decree.
The university began its life as Kaliningrad State Pedagogical Institute in 1947. In 1966, it was granted university status.
In 2005, the University was renamed the Immanuel Kant Federal University of Russia by a decree of the Government of the Russian
Federation.
A most innovative university, the Immanuel Kant Baltic Federal University strives to maintain and spread academic and research traditions
of its predecessor – the Albertina University of Königsberg. The Albertina, one of the oldest universities in Europe, has a 460-year history. I. Kant,
J. Hamann, J. Herder, F.W. Bessel, K. Jacobi, F. Linderman, А. Gurvits, D. Hilbert and H. Helmholtz taught at the Albertina University. К. Donelaitis,
the founder of Lithuanian literature, studied theology there. E.T.A. Hoffman, the famous writer and composer, attended lectures in philosophy at
Albertina.
The University's greatest alumnus is Immanuel Kant, the world-famous philosopher, who was a Russian citizen for some time (together with
other residents of Königsberg). The name of I. Kant forever linked the city of Königsberg and the Albertina University with the global history of
culture and became the brand of the region.

Education and training
Today, IKBFU is the largest education, research, and cultural centre of Russia’s westernmost region.
• The University has introduced secondary vocational training programmes.
• The University implements more than 300 educational programmes in secondary, vocational, and higher education, as well as continuing
and post-university education.
• The University employs 2,200 staff.
• The total number of undergraduate, graduate, and non-degree students exceeds 16,000.

Since 2013, the “Intellectual Robotics” laboratory for anthropomorphic
robotic systems has been running at IKBFU. Undergraduate and postgraduate
students do research into artificial intelligence with the help of the
anthropomorphic AR-600 robot (Russia) and the NAO robot (France)

Research at IKBFU
The University conducts research in 36 major research fields.
Over the last 5 years, research funding has increased 6.5-fold. More
than 140 research themes were developed in 2013 with a total
funding of more 180 m roubles. More than half of these themes
focus on applied studies in natural and exact sciences.
140 postdoctoral and 500 doctoral students, young scientists,
graduate and undergraduate students contribute to the University’s
research activity.
The University trains highly qualified staff – doctoral and
postdoctoral students. Over 600 students are undertaking their
doctoral studies at IKBFU.
The University offers 5 postdoctoral programmes. There are
several doctoral and postdoctoral thesis panels in IKBFU. Young
people are increasingly engaged in research: many doctoral
students and young teachers have received grants from Russian
and international research foundations.
Research results are published in the leading national and
international research journals. A system of incentives for
university employees publishing articles in the Scopus and Web
of Science-indexed journals were introduced at the beginning of
2013. By the end of 2013, the number of research articles published
in the leading scientific periodicals is expected to increase by 50%
in comparison with 2011 and 2012 data.
In 2008-2011, IKBFU scholars published 150 monographs, more
than 400 course books and teaching materials, and more than
2,500 research articles. The University Press publishes scientific
journals included in the list of Russia’s High Attestation Commission
– IKBFU’s Vestnik (in all research fields), Kantovsky Sbornik, and the
Baltic Region (published in collaboration with Saint Petersburg
University in Russian and English).

An innovation park was set up at the University in 2008 to
create a platform for efficient science-industry cooperation in the
region.
The innovation park will have concentrated numerous
laboratory facilities at the “Fabrika” hi-tech park by 2014.
Major research fields
Major research fields – X-ray optics: design of X-ray focusing
systems; coating design for such systems; testing equipment and
separate equipment modules with the help of synchrotron sources;
development of a laboratory synchrotron.
In collaboration with Russian and EU partners, IKBFU is
implementing a project in the framework of the governmental
decree No.218 on the development of X-ray optics materials and
devices.

The Laboratory for 3D prototyping
boasts cutting-edge 3D-modelling equipment – various 3D
scanners and a 3D printer for making 3D objects from a digital

IKBFU EU Centre set up in the framework
of the Making EU Closer 4U project
IKBFU has a centre for international language testing, where one can take internationally recognised English, German, and French language
assessment tests. The University centre for Russian Studies and Applied Linguistics offers “Russian as a foreign language” course and administers
tests for Russian language certificates.
The University holds regular summer schools, including the EU Centre Summer School on European Studies, European GeoBranding Summer
School, International StudiaBaltica Summer School, as well as summer schools on various aspects of international law.
IKBFU has launched a programme for supporting compatriots residing abroad.
In the framework of this programme, several dozen students – mostly from the Baltics – are enrolled at the University each year. In 2008, an
IKBFU Office was opened in Riga. The office provides advice and assistance in preparing the necessary documents for university admission.

More than 40 information systems using hardware and software by the world leaders of IT industry - Microsoft, Cisco, Futjitsu-Siemens, IBM,
and Apple - provide the basis for the University management systems.
The University IT engineers have designed computer software, which is unique for North-West Russia.
Lectures by the leading Russian and international scholars are
accompanied by online video streaming. Modern stereoscopic
image systems help master most difficult disciplines – from
architectural design to anatomy and histology. New generation
high-speed Wi-Fi networks provide access to electronic educational
resources.

Main communication equipment
IKBFU is one of the first universities to have introduced a system
of university membership cards. This plastic card can be used as
a pass to all university buildings; it gives access to the Internet
and library stocks. It is also used to keep track of the students’
attendance.
The information systems do not only help manage resources
but also assess individual achievements of both students and staff.
The University has fibre optic lines, dozens of kilometres long
with the traffic capacity of 100 Mb/sec–1 Gb/sec. These lines
connect more than 30 University buildings. High traffic relay
lines link a seismic station located on the Baltic Sea coast to the
University research laboratories.

and educational e-resources. IKBFU students and staff enjoy
the opportunity to work with the multidisciplinary collections

IKBFU is the www.kantiana.ru information portal. The official
corporate portal embraces the www.kantiana.ru news site, the
Universia student online newspaper (www.uni.kantiana.ru), and

Intellika.info is a popular science portal run by IKBFU researchers

Intellika.info is a platform for presenting research results, expert
opinions, and discussions.
The Universia is a quarterly newspaper for staff and students
of IKBFU, which offers topical interviews, survey results and photo
reports from university events.
Vesti-vuz is a weekly TV programme about key events in
the university life. Its guests are eminent figures from IKBFU.
The programme is hosted by IKBFU students. It is filmed on the
premises of the Rossiya state radio and television company and at
IKBFU TV studio lab.
The IKBFU radio is the first student radio station in Kaliningrad.
The radio programmes cover news, recent books, films, music and
computer games.

Culture and sports at IKBFU
Students’ international activities are coordinated at IKBFU
by the Joint Student Council (JSC), which consists of the Student
Union, Student Scientific Society, Volunteer Organisation, Volunteer
Sports Centre, Student Sports Alliance, and various intellectual
sport teams. The JSC brings together more than 5,000 University
students.
In 2012, the JSC won the federal competition “The programme
for student alliance development” with the funding of 15 million
roubles.
Each year, IKBFU students organise several large-scale events:
• Tending World War I and II burial grounds.
• “A good start” – an open air festival for all freshers.
• “Library Night” – an intellectual party in the halls of IKBFU
library with live music, competitions, theatrical
performances, and lectures delivered by leading university
professors.
• The Day of the Graduate – a diploma ceremony held for
all IKBFU graduates at the Kaliningrad Cathedral.

Natalia Ishchenko, a three-time Olympic champion, a 16time world champion, and a nine-time European champion in
synchronized swimming

Intellectual sports
Every year, university teams take part in various intellectual
sports competitions of national and international levels, such as
the open national university “What? Where? When?” competition,
the national “What? Where? When?” competition, and others.
The first regional KVN league – the Faculty – was established
seven years ago. Today, it brings together students of IKBFU and
other regional universities. The league holds four rounds of games
a year and attracts an audience of several thousand.
IKBFU team takes part in the major national and international
KVN tournaments. In the 2012/2013 season, IKBFU team made it to
the semi-final of the Major Ukrainian League.
Theatre festivals at IKBFU
Ravnodenstviye (Equinox) is an annual student theatre
company festival.
Prikosnoveniye (Touch) is an annual Kaliningrad open festival
of amateur student theatres.
Nitka (Thread) is a festival of short experimental performances.

On many occasions IKBFU has been a place to visit for eminent people. Students and professors of the University always give a warm welcome
to well-known politicians, actors, musicians, and artists. The University Honour Book was signed by Vladimir Putin, Gerhardt Schroeder, Sergey
Mironov, Boris Gryzlov, Andrey Fursenko, Vladimir Zhirinovsky, Zhores Alferov, leaders of the neighbouring countries, ambassadors and consuls,
prominent people of art, and outstanding scientists.
In 2009, His Holiness Kyrill, Patriarch of Moscow and All Russia, chaired an internet conference, the first ever Russian Orthodox Church Internet
conference with the students of the region. Such events go down not only in the University history but also in the history of the region.
