The MSEOC was designed by the best international consultants and with the highest level of advanced technology. Once operational, this Center will to hold two emergency teams and two rescue teams around the clock, and it will be equipped to manage two simultaneous crises at all the oil facilities in the State of Kuwait. The MSEOC will also house our company’s fire trucks and firefighting equipment, all of which will be provided with the utmost attention given to safety, quality, and technology. We would also like to state that since the establishment of OSSC in 2005, the Company began to deliver positive results and achievements to the oil sector, all by the Grace of God, and through the assistance of government agencies that supported us, most notably the Security Decisions Follow-up Committee (SDFC) – Council of Ministers, under its head Gen. Mohammad Al-Bader. The SDFC has helped us achieve our strategy, especially with respect to security, and their role in the construction of our security facilities or in the provision of vital security equipment. We would also like to add that the Department of Security Facilities at the Ministry of Interior cooperated and collaborated with OSSC with no limits, and facilitated much of our projects, and for that we are very appreciative and thankful. 1 Ali Ahmad Al-Obaid Chairman & Managing Director 2 3 Al Ajmi: the company’s efforts in the field of health and safety crowned The company takes over the security responsibilities in the main center of the Kuwait Gulf Oil Company The Company wins the World Safety Award 2011 At the request of Kuwait Gulf Oil Company KGOC, the Security Service of the company took over security responsibilities at the headquarters of Kuwait Gulf Oil Company as of April 2011. Mr. Mubarak Al-Azmi, acting Team Leader security operations in coordination with the management of Gulf Oil Company determined the security needs and the operating system of security personnel and the tasks to be entrusted to them. Accordingly the Kuwait Gulf Oil Company has been provided with a security officer and (13) security men to work shifts 24 hours a day, in addition to assigning a security man to manage security during the working hours in the morning. The Department of Support Services (Security) achieved a major achievement by winning the World Safety Award in 2011 from the British Safety Council, United Kingdom, which is the biggest global organization concerned with safety at the international level, where the Council is working to support and promote best practices and safety procedures in the world. According to a statement by Mr. Abdullah Al-Ajmi, Manager of the Department, receiving this award is a peak of efforts made over the past years in preparation and implementation of health and safety programs in accordance with best international practices and the directions of the Kuwait Petroleum Corporation on health and safety. It is in recognition and appreciation of the British Safety Council for the outstanding efforts of the company in this area and their pursuit of excellence in the management of health, safety and the environment issues. A training course for fire protection and prevention It is worth noting that the Department of the British Safety Council award had received this year more than a thousand applications for nomination for the award, from within the United Kingdom and around the world. The Department of Support Services (Firefighting) organized a training course for fire protection and prevention delivered by Mr. Hussein Fadel Shammari (first officer) with the presence of managers and team leaders on Sunday, 13/02/2011. The course aimed to educate employees about the risks surrounding their work environment and causing fires, with detailed classifications of fires, how to deal when faced with emergencies and types of fire extinguishers and how to use. It also addressed the causes of fires and the currently registered numbers through the presentation of a table showing the number of fires and their causes for the past year with images of some of the fires and pictures showing some current irregularities in the main office which may cause fires in the future. This is the first time that the company applies for the award since its foundation in 2005. Although the award is divided into three ranks: average, distinct, and merit, the company has been able to get the top rank of merit, and gained 60 points from a total of sixty points (60/60) of the assessment. The winning statement reads: «For the great and wonderful achievement, and clear commitment to health and safety, and work for the benefit of the company’s workforce in 2010. The company will be honored for well-deserved winning the global safety award at a special ceremony organized by the British Safety Council in London in the coming period. Managers and team leaders at the course session A Global Technical Advisor for the management and operation of coastal protection force Tribute to the efforts of the company in securing the visit of His Highness the Amir to the KNPC’s ceremony Within the framework of the security sector service company policy to ensure the best security performance of the coastal protection force CPF, and due to the contract expiration of the former Technical Advisor Lynceus of the Security Decisions Follow Up Committee of the Council of Ministers, it has been agreed with the mentioned security Committee on the continuation of this policy, through a contract with a new global technical advisor specialized for the management and operation of coastal protection force (CPF). Officials in the senior management KNPC praised the valuable efforts made by the Oil Sector Services Company, represented by the Security Service, to ensure the visit of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jabir Al-Sabah to the ceremony held by the Kuwait National Petroleum Company at the Wataniya House in Ahmadi on Wednesday evening April 20, 2011, in commemoration of the fiftieth anniversary of its founding (Golden Jubilee). In this regard, the Security Decisions Follow Up Committee concluded a contract with the Technical Advisor from Singapore STET to do the job as of April 2011, with a focus primarily on maritime safety systems and training of members of the security force in order to ensure their safety, and continue to build capacity in the force through continuous training of members of the coastal protection force. Mr. Mubarak Al-Azmi, acting Team Leader of security operations, has coordinated with the competent authorities in the Ministry of the Interior and the Amiri Guard to secure all relevant sites, and limited access to the ceremony for the specialists and guests and in the forefront His Highness the Amir, His Highness the Crown Prince, Minister of Oil, Minister of Information, the Deputy Chief of National Guard, the Deputy Speaker of National Assembly, Deputy Minister of Amiri Diwan Affairs and senior Sheikhs and senior officials in the country. 4 5 The company has coordinated with the MOI to secure liquefied natural gas vessels The Oil Sector Services Company continued coordination with both the Kuwait Petroleum Corporation and the Ministry of Interior for securing liquefied natural gas vessels that come to the Mina Al-Ahmadi to unload their cargo of liquefied natural gas which is used in operating electric power plants in Kuwait. The Department of Support Services (Security) in coordination with the Ministry of the Interior notifies the port security and protection of vital and oil installations on the arrival dates of LNG vessels. The Coastal Protection Force CPF also takes part in the work of naval patrols that are organized in coordination with the Coast Guard of the Ministry of the Interior. The season of receiving LNG vessels began with effect from 15/03/2011, and will continue until the end of the month of November. The renewal of the operation and maintenance contract of the security system in Shuaiba and Subhan Honoring CPF distinct personnel Both the Eng. Mohamed Fakhri, Senior Engineer of the security projects, and Mr. Abdullah Failakawi, maritime security officer, renounced certificates of thanks and appreciation issued by the Director of the Department and head of the security team - projects to the distinct maritime security members who have been honored, namely: Mohammed Adel Ali, Mishary Al-Hudeiri, Talal Bouresli, Khaled Abdel Fattah, and Mishary Alayan. Fire Department organized a first firefighter training course Al-Awadi: the company has trained 3 batches of first firefighters The Oil Sector Services Company has renewed the operation and maintenance agreement of the security system in Shuaiba Industrial Area and the Sabhan central warehouse with the Security Decisions Follow Up Committee of the Council of Ministers, with effect from the first of April 2011 for one year. Under this agreement, the security decisions follow-up Committee and its technical advisor will continue to manage the system in coordination with the Department of Support Services - Security. It is worth mentioning that the security system of the Shuaiba Industrial Area represents the first line of defense to protect oil and industrial facilities in the area in both land and sea. The system includes a command center for control, computer, communications and information, which is one of the newest centers of electronic surveillance. Through a number of cameras, it monitors the security status 24 hours in all ports of entry and around the security fences in the area. From the keenness to honor the outstanding performers, and to encourage their colleagues to follow their example, the Department of Support Services (Security) has honored (5) security members of the costal protection force CPF on Thursday, 13/04/2011 for their outstanding performance and commitment to safety principles and norms at work. Al-Hajri and Shammari session with the trainers and first firefighters The Manager of Support Services (Firefighting) Mr. Abdul Hameed Al-Awadi declared that preparing and qualifying of a group of firefighters to first firefighters. The training course was organized at the firefighters training center in the Mina Abdulla, as the first batch was divided into 3 batches in period of two weeks and the training program was developed by the oil sector services company and contains the (fire control pumps using - rescue - rescue using breathing apparatus - using and ropes in rescue operations - inspection of operations units - how to operate fixed control equipment on the tank). The training course was delivered by an assistant firefighting coach in the company. The graduation was supervised by the head of emergency team and firefighting support, Mr. Mohammed Al-Hajri, and head of firefighting officers, Mr. Hussein Shammari, from the Company, and from Kuwait National Petroleum Company chief of safety and firefighting, Mr. Hamad Jassim, and head of firefighting officers at Mina Abdullah, Mr. Abdul Aziz Abbas. Training the Industrial Security Force on dealing with the public Given the nature of the work of the Industrial Security Force CISF which requires dealing with different categories of staff and visitors who come to enter the ports of oil facilities in locations like (Mina Al-Ahmadi and Mina Abdulla refineries), the CISF personnel has been included in a training program as of early April 2011 at the Australian College in Kuwait on how to deal with the public. The program aimed at familiarizing the Industrial Security Force personnel with personality types and how to deal with each of them, and the most important features that a security guard should have when dealing with the public, as well as teaching them the skills of communication and satisfaction for the visitors and employees. The number of participants in this training program is (40 individuals). Kholoud Mutairi and Yousef Dokhi after the signing of the agreement Signing of a service contract with Zain From emphasis in providing products and services for its employees, the company signed a contract with Zain Telecom to provide privileges to eligible mobile phone service in the company, as well as reducing the cost of annual subscriptions for Internet also. It showed that the company is about to conclude an agreement with Zain Telecom to offer packages with discounted costs as a service to the staff of the company. 6 7 Nutrition, care and prevention of smoking The issuance of the health strategy of the company Based on the directions of the Kuwait Petroleum Corporation for maintaining the safety of workers in the oil sector, enhancing the health level in the workplace, and improving the performance of public health and occupational health services, the department of support services (security) has prepared the health strategy for the company to be a roadmap for the development of health services provided by the company for its employees. This strategy aims at improving the quality standard of health services provided by the company to its employees, and raising the level of health awareness for staff in the areas of nutrition, occupational health and public health. In addition, this strategy is a guiding reference for the preparation and implementation of action plans, activities and programs for staff health promotion. The health strategy of the company is based on three areas: nutrition, good quality in terms of health and staff health care, and smoking inside the workplace. In the adopted context of the health strategy, and in pursuit of promoting the staff health and protecting them from accidents and diseases, the Department of Support Services (Security) has issued a guiding booklet on first aid to educate the company staff - including the contractor employment – on the fast safe handling of incidents to ensure the health and safety. This accolade came in recognition of the efforts of these employees and their competence and determination to the proper functioning and development and achieving the set objectives and implementation of the strategy set by senior management, basing this on their broad expertise gained from years of work in the company and the oil sector. Following the welcome note by human resources manager Miss Mona AlMutawa, and stressing the importance of coping with the latest management techniques to raise the level of performance of employees in the oil sector, Dr. Tariq Suwaidan gave a detailed explanation of the latest methods of major international companies in the modern methods of staff management, during which he noted to the difference between management, leadership and the elements of successful institutional work. He focused on the Harvard model for motivation which demonstrates the importance of maintaining the efficiency of the employee, as it is the most important element to promote any institution or system, as well as the development of professional abilities and creating the appropriate atmosphere to increase productivity. Suwaidan explained the qualities of an effective leader, and that there are important points for the development of leadership capacity; most importantly opening new horizons for work and building major non-formal relationships. He added that the manager (leader) should resolve the chronic problems which others fail to solve, stressing the importance of assessing and honoring the talented workers to encourage them to give more and be creative in their organization. At the end of the seminar, the deputy managing director for finance and adminstration in the oil sector services company (the organizer) Mr. Jassim Ramadan, presented a trophy to Dr. Suwaidan. 8 9 Company Strategic Directions Description The company organized a trip Umrah Within the various social activities of the company and in order to promote constant communication between company management and staff, the company organized the third Umrah to the Sacred House of God for a group of the company’s employees and their families which was culminated with success and satisfaction of the pilgrims. Oil and Gas Conference Under the patronage of HE Minister of Oil and Information, Mr. Farouk AlZanki, CEO of the Kuwait Petroleum Corporation opened the Kuwait Oil Exhibition, on the sidelines of the Oil and Gas Conference - Expo Kuwait in April 2011, with the participation of several Arab and foreign competent companies. Our company has participated in the oil exhibition within the petroleum division to highlight the company’s role in the sector and its security and services mission and its future plans in the system of Local Development of the State of Kuwait. The Department of Support Services (Security) represented by Mr. Misfer Nassar Al-Ajmi, Team Leader Security (Operations), participated in the Exhibition and Conference «Inter-Sec», one of the most important international exhibitions in the fields of protection, rescue, safety and security, protection of information, and the fight against terrorism. The exhibition and conference Inter-Sec is held in Dubai, United Arab Emirates in January of each year, which represents an opportunity for workers in the areas of national and commercial, industrial security and security of vital installations through the latest technologies and techniques relating to various security and protection systems, as the ongoing modernization of security equipment and technology makes it imperative for workers in various areas of security to follow-up developments in these techniques constantly. The exhibition and conference Inter-Sec international is the biggest and most comprehensive exhibition in its field in the Gulf region and the Middle East, gathering senior security experts from around the world, as well as being the main source in the region to provide security and protection products and services in the Middle East. The visit of the representative of the Department of Support Services (Security) of the Company to the Conference targeted on being informed on the latest technologies, equipment and services in the areas of security, rescue and fire fighting, and to gain knowledge of new security updates by attending the conference, listening to security experts, and the possibility of buying some security equipment for use in the development of security services provided by the company for the oil sector. Representatives of the company The Department of Public Relations and Media participated under the umbrella of Kuwait Petroleum Corporation and its subsidiaries in the 13th International Conference and Exhibition of the Project Management Institute - Arabian Gulf Branch, held in the Kingdom of Bahrain under the theme “Promoting value and productivity through projects management ... lessons learned from the stages of prosperity and decline”. The audience has commended the constructive role of the KPC and its subsidiaries in providing strategic support for development programs in the GCC. The KPC’s division has witnessed a remarkable attendance by the Gulf and Arab delegations participating in the conference. Development Projects Forum Under the umbrella of Kuwait Petroleum Corporation, the Company participated in the (development projects forum - the Kuwait future portal) under the patronage of Sheikh Ahmed Fahd Al-Sabah at Kuwait Sheraton Hotel. During the opening, Sheikh Fahd delivered a speech in which he expressed his thanks and appreciation to corporate sponsors and noted to the importance of the work of such forums in order to open a dialogue between private sector companies which will implement the development plans and projects with government agencies. Participation in the smart buildings exhibition The company participated in the Smart Buildings Exhibition under the auspices of the Corporation and its subsidiaries in Mishref, in the presence of Managing Director Talal Khaled Al-Ahmad Al-Sabah. The exhibition gains importance as most of the exhibiting companies provide projects related to the oil sector. My Safety 12 Safety in the use of computer Recently the computer has become one of the fundamentals of modern life, and its significance overruled any other device known to humanity, as it has made deep inroads in various areas and practices of life. However, the significant benefits of the computer do not mean it has no risk or damage that may affect the person dealing with it. Most of the studies and research conducted in this context indicated that more than 80% of those who use the computer for a long time complain from pain in the neck, lower back, wrists, and strain to the eyes. It should be noted that the size of the damage that can be caused by the computer screen for users vary from person to another depending on various factors including the type of the screen, the health status of the person, the circumstances of the work environment and the workplace. Root Cause Analysis is a very simple method where we get great results for lesser efforts and is also known as one of the most potent tools in terms of business results. This advantage of Root Cause Analysis makes it a fundamental element of Leanphilosophy. A root cause is generally identified using the familiar “5-why’s and 1-how” method. The question “why?” is asked (commonly 5 times at least) and answered till you’ve reached the root cause. Once you have reached the real root cause, ask “how?” to eliminate the root cause and prevent the problem from perpetuating. The real task is, when you think you have reached the root cause and eliminated it, you need to make sure that the problem, defect, or complaint have really stopped. The beauty of root cause analysis lies in its simplicity and no continuous improvement is possible without proper Root Cause Analysis.
