Program Objectives
• To establish and to complete IQF concepts, mechanism,
and instruments for implementation
• To map demand and supply sides and to analysis the gap
• To create a model/indexes to measure the alignment and
to provide a basis for a continuous improvement
• To create a system to provide better information on
demand and supply interactions
• To increase the alignment between education and job
market’s requirements
• To accumulate and to compile best practices to better
align education and job market
Methodology & Stages
Identification of Existing
Studies & Programs
This program is a cross-ministries & cross-institutions program
Of 35 ministries & institutions only 20% have been studied in regard
to the existence of the relevant studies & programs on alignment
There are a lot of similarities/overlap among programs in each
ministries & institutions
There is an urgent need for coordination, sinergy, & improved
communication among related ministries & institutions
There is an urgent need for vertical coordination & communication
between national & local government

Challenges & Future Plans
The learning outcomes for many fields are still needed to be defined
& standardized
The mechanism & instruments of the Recognition of Prior
Learning (RPL) have to be developed & socialized
The setup of Badan Kualifikasi Nasional Indonesia (BKNI) or
Indonesian National Qualification Board has to be developed
The socialization of IQF to all stakeholders has to be enhanced
& widened
The quality of the lecturers, teachers, & education institutions have
to be improved to be able to implement IQF

Demand & supply mapping have to be done for all Kabupaten/Kota
comprehensively to provide accurate information
A systemic mechanism has to be defined & implemented to ensure
the up-to-date information at local & national wide
A systematic mechanism has to be defined & implemented at the
supply side to respond promptly to the changes of demand side
There is an urgent need for capacity building at Kabupaten/Kota &
Province levels to conduct the mapping

The use of a national & sustainable unique ID is necessary
The importance of AI & FI measurement has to be socialized widely
AI has to be integrated as a compulsory KPI of education
institution
All education institutions have to conduct a comprehensive and
accurate tracer study regularly
FI measurement has to be legalized & conducted by local government to
better evaluate the skilled workers alignment to job market

There is an urgent need for a national wide DBMS to better inform both
supply & demand sides
MoEC & MoM have to play roles in the DBMS complishment
All ministries & institutions including education institutions &
companies have to actively involve in the data collection

Programs to Improve the Alignment
Findings from the Pilot Projects
• Almost all education institutions have no or poor database of
tracer study
• The AIs of many study fields/sectors vary ranging from 0,2 – 0,7
• The AIs fluctuate from year to year
• Stakeholder satisfaction toward alumnis/graduates is low
particularly in softskill aspect
• The most prominent weaknesses are lack of initiative, willingness
to learn, discipline, motivation, responsibility, honesty
• Industries are less satisfied with the seriousness of education
institutions in managing relationships with industries, the
suitability of the curriculum to the needs of the job market,
character/sofskill education in education institutions, and the
management and evaluation of internship program
Findings from the Pilot Projects
• Graduates are less satisfied with the ability of teachers in hard skills
and softskills teaching/learning methods, career guidance provided
by education institutions
• There is a need to establish Industrial Board to enhance the
alignment between education and job market

There are many interesting findings collected in the pilot project
The awareness & the quality of teacher is found to be the most
important aspect in the mis-match problems
The establishment of an alignment forum or an industrial board in
