U.S. leaders created the Joint Improvised Explosive Device Defeat Organization, or JIEDDO, to counter that threat. As DoD strategy and resources shift from previous wars to focus on future missions, the Defense Department has begun to transition JIEDDO’s role and capabilities to the office of acquisition, technology and logistics. Frank Kendall, the undersecretary of defense for Acquisition, Technology and Logistics, paid a visit June 30 to JIEDDO’s headquarters at the Pentagon to talk about what that move will mean for the agency’s employees. “There was a lot of concern before the ISIL threat emerged that we were going to atrophy the capabilities we built up through the campaigns in Iraq and Afghanistan,” said Kendall in a speech to the workforce. “That’s a skill set we don’t want to lose.” The undersecretary noted that the U.S. will work to suppress ISIL and other extremist groups, but that those groups are not going to disappear 2 • www.armedforcesdispatch.com • THURSDAY, JULY 9, 2015 “We’e going to have to deal with these people whose weapon of choice is going to be improvised weapons of various types - nontraditional fighting - that’s something you have been doing well for an extremely long time, and we’re going to need you,” he said. Kendall added that relocating the counter-IED organization within the defense acquisition, technology and logistics sector “was a natural solution.” Finding, buying and employ- ing technologies to protect from IEDs “very close to the operators” is a large part of what JIEDDO, now a new defense agency, does, he said. Kendall said his directorate also offers support functions such as system engineering, development and testing, contracting and others to aid the new agency. THURSDAY, JULY 9, 2015 • www.armedforcesdispatch.com • 3 Serving our Military Personnel & Veterans in the Heart of Mission Valley Obama discusses anti-ISIL strategy with national security team at Pentagon by Jim Garamone WASHINGTON - President Barack Obama discussed the strategy to degrade and ultimately destroy the Islamic State of Iraq and the Levant with civilian and military leaders of his national security team at the Pentagon July 6. The president spoke to the press following the meeting. He stressed that the strategy will take time to work, and that there’s no substitute to working through indigenous forces in the region. The strategy harnesses all elements of American power including military, intelligence, diplomatic, economic development, “and perhaps most importantly the power of our values,” he said. The strategy envisions a longterm campaign, he said. “ISIL is opportunistic, and it is nimble,” the president said. “In many places in Syria and Iraq, including urban areas, it’s dug in among innocent civilian populations. It will take time to root them out.” American and coalition partners will help out with training and air support, but it must be local fighters who take the fight to the terrorists, he said. “As with any military effort, there will be periods of progress but there are also going to be some setbacks, as we’ve seen with ISIL’s gains in Ramadi in Iraq and in Central and Southern Syria,” Obama said. Still there has been progress, he noted, with more than 5,000 airstrikes that have taken out thousands of fighting positions, tanks, vehicles, bomb factories and training camps. “We’ve eliminated thousands of fighters, including senior ISIL commanders,” the president said. “Over the past year we’ve seen that, when we have an effective partner on the ground, ISIL can be pushed back.” ISIL lost the Mosul Dam, Mount Sinjar and Tikrit. “Altogether, ISIL has lost more than a quarter of the populated areas that it had seized in Iraq,” he said. “In Syria, ISIL lost at Kobani. It’s recently endured losses across Northern Syria, including the key city of Tal Abyad, denying ISIL a vital supply route to Raqqa, its base of operations in Syria.” The terror group is vulnerable and with help local forces can push back the extremists, Obama said. “ISIL’s recent losses in both Syria and Iraq prove that ISIL can and will be defeated,” he said. “Indeed, we’re intensifying our efforts against ISIL’s base in Syria. Our airstrikes will continue to target the oil and gas facilities that fund so much of their operations.” The coalition - including many local nations - will continue to go after ISIL’s leadership and infrastructure in Syria, he said. “Partnering with other countries, sharing more information, strengthening laws and border security allows us to work to stem the flow of foreign fighters to Syria as well as Iraq and to stem, obviously, the flow of those fighters back into our own countries,” the president said. “This continues to be a challenge. And working together, all nations are going to need to do more. But we’re starting to see some progress.” The U.S. is ramping up training and support of local forces, he said. “As I’ve said before, this aspect of our strategy was moving too slowly, but the fall of Ramadi has galvanized the Iraqi government,” Obama said. In Anbar province, Iraq, more Sunni fighters are coming forward and they are being supplied. The president told his team to do more to train and equip anti-ISIL forces in Syria, too. Again, the president called for a broader political effort in the region. “Now all this said, our strategy recognizes that no amount of military force will end the terror that is ISIL unless it’s matched by a broader effort, political and economic, that addresses the underlying conditions that have allowed ISIL to gain traction,” he said. “So as Iraqi cities and towns are liberated from ISIL, we’re working with Iraq and the United Nations to help communities rebuild the security, services and governance that they need, and we continue to support the efforts of Prime Minister (Haydar) Abadi to forge an inclusive and effective Iraqi government that unites all the people of Iraq, Shia, Sunni, Kurds and all minority communities,” the president said. In Syria, Obama called for the Syrian people to unite against ISIL and begin the “political transition to a new government without Bashar al-Assad, a government that serves all Syrians.” The national security team met in Defense Secretary Ash Carter ’s conference room. Call for details 619-283-2171 Cyber Guard Exercise points to need for persistent training By Jim Garamone WASHINGTON - It’s an axiom in the military that “you train like you fight.” Another is “the battlefield is a bad place to meet an enemy for the first time.” U.S. Cyber Command is expanding these truisms to the cyber domain, and the Cyber Guard exercise - held June 8-26 in Suffolk, Va. - brought together players from the Defense Department, the Department of Homeland Security, the FBI, the Federal Aviation Administration, private firms and law enforcement to train to handle cyber operations and ensure all the players know each other and the capabilities each brings to the fight. The exercise also included participation from U.S. allies, including the United Kingdom. Speaking to reporters last week, Coast Guard Rear Adm. Kevin E. Lunday, the director of exercises and training at Cyber Command, said the exercise pointed out the need for a persistent training environment for the cyber domain. The Cyber Guard scenario included a major earthquake in Southern California, with all the response that would entail. That was followed “by a series of what seem to be coordinated cyberattacks by a range of different actors that disrupt electrical power, both along the West Coast and the East Coast,” Lunday said. Under the scenario, banks are affected, oil and gas pipelines and a major commercial port in the United Kingdom are disrupted, and Defense Department information networks - across the department and across the services - are attacked, the admiral said. of Cyber Command’s front line participated in the exercise. “We’re employing the force while we’re building it,” Lunday said. “So some of the teams that were in this exercise are still under development – [they are] still being staffed and trained.” Cyber Guard r e i n forced t h e contention that the U.S. government needs a “persistent training environment,” so all operators in the cyber domain can train together, the admiral said. “[For] some of the teams, this is the first time they’ve ever done anything like this,” Lunday said. “What these teams really need … is to have a persistent training environment that we can do this kind of exercise in a closed, simulated network with a live opposing force. We need to be able to do that all the time, day after day after day, in order to be really ready for this, rather than just once or a few times a year.” The persistent environment must include private-sector entities, he added, because private firms own or operate much of the critical infrastructure in the cyber world. Allied participation also adds to the realism, Lunday said. The exercise scenario included power outages, ATM failures, food shortages and other things that would happen as the result of a real cyberattack, including the intense media interest that would result. The simulated environment - a cyber range, so to speak - is just one component of the persistent training environment, Lunday said. Another component, he told reporters, is a realistic scenario that allows teams to train in combating a range of threats, and another is providing the mana g e ment a n d assessments of the exercises. “Then the final piece is the physical locations that the exercise participants sit in, and then the transport layer that they connect into the exercise from,” Lunday said. “We can do that in a very distributed way from all over the nation, or even internationally, through a transport layer into the exercise environment.” headlines AF names analyst lifetime achievement award All these need to come together for a persistent training environment, the admiral emphasized. The Defense Department is working to build this capability, Lunday said, but also is building an interim capability. Pave Hawk maintainers keep rescue birds flying “For example,” he explained, “by the end of this year, the core network environment that we used for this exercise, we will refresh that and build it out and enable teams … to connect in smaller, scaled-down, more - scenarios, and do more of that persistent, continuous kind of training that I’m talking about.” Western Hemisphere air chiefs work together at conference NEXCOM gives $46.6 million to MWR The Navy Exchange Service Command released its fiscal year 2014 audited financial report which showed a $46.6 million contribution to Navy MWR. “NEXCOM’s mission is to provide our customers with quality goods and services at a savings and to support Navy quality of life programs,” said Robert Bianchi, chief executive officer, NEXCOM. “Each year, we contribute 70 percent of our profits to MWR to accomplish that mission. For 2014, we gave Navy MWR $46.6 million from our sales. Shopping at the NEX not only saves our customers money, it also contributes to their quality of life.” Navy MWR uses the dividends from the NEX in a variety of ways. Installations receive part of the funds for specific installation level MWR efforts. The development plan outlines an in-depth study of existing infrastructure improvements, specifically within the U.S. Army’s Special Forces Underwater Operations School’s Combat Diver Qualification , said Army Maj. Joshua Eaton, Commander of Charlie Company, 2nd Battalion, 1st Special Warfare Training Group (Airborne). The U.S. Army John F. Kennedy Special Warfare Center and School runs the six-week course on Fleming Key at Naval Air Station Key West, Florida. “The Special Forces Underwater Operations Dive School is a turnkey operation, Eaton said. “Everything you need to conduct combat diving is here on this compound.” Still, he said, many facilities on the compound are approaching the end of their 20-year life-cycle, but plans are in place to improve the diving infrastructure, hyperbaric chamber, free-swim and ascent tower, and other critical infrastructure for full-mission profiles, including the potential addition of a maneuver live-fire range. “The next step is identifying what the future of [Special Forces underwater operations] looks like and what are the infrastructure requirements of not only the company, but the visiting units that conduct training here,” Eaton said. “We need to increase capacity. We want to train more than 36-42 [special operations soldiers] ... per class and increase that number to around 60 per class, or 300 per year.” The major explained that though most of the students consist of Army Green Berets, Army Rangers and even a few ROTC and West Point cadets, the school also invites coalition partners to attend. Eaton said school initiatives also encompass partnerships with allied nations, including French and Canadian special forces. “Whenever our allied partners come to our compound and train, we share our tactics, techniques School Directory and procedures in order to gain best practices and improve the way we conduct training on the compound,” the major said. Students train in basic and advanced open-circuit diving before progressing to closedcircuit diving, advanced closedcircuit diving, and finishing with the waterborne infiltration course before planning and executing the culminating exercise, Eaton said. “[Course graduates] can take these skill sets back to their operational unit and conduct more advanced training with their team, specific to the mission they may execute,” he added. Twelve-man dive teams, or operational detachment alphas, must ensure they carry the skills they learn into the field for realworld missions or joint training missions with partner nations around the world. “Within the Special Forces regiment, it takes a special Green Beret to want to become a combat diver,” Eaton said. “It’s a niche within a specialized community.” The Maritime Assessment Course, formerly known as “prescuba,” is a prerequisite that has significantly reduced wash-out rates for the combat diver qualification course, despite its rigors, Eaton noted. “Since the reimplementation of the maritime assessment course, attrition has decreased significantly -- to around 17 percent, which is at an all-time low,” the major said. “The Green Berets and Rangers coming to this course are physically and mentally prepared for the combat diver qualification course.” The school, which recently marked its 50th anniversary, is self-contained, with administrative and training facilities and classrooms, barracks, a dining facility, a parachute-drying tower and boat maintenance shop, not to mention the largest pool in Key West. No, you don’t need to hold a full memorial for “the career you should have had.” You can, however, write out your ideal scenario in detail on paper and ceremonially burn it, or tie it to a balloon and watch it drift away. Human beings need rituals. When we suffer a loss but lack a formal way to mark the event, it’s never cheating to make up a ritual. Grieving rituals support us in fully experiencing the stillborn hopes for our future so we can make good things out of what remains. Unresolved grief makes us leave important parts of us stuck in the past. These chunks of our psyche aren’t available to help us in the now. When we refuse to grieve, we put a tourniquet on critical parts of us to avoid pain. When we pull off the tourniquet, life-affirming blood rushes into these areas, and we hurt like heck. Another gift of grieving, oddly enough, is that we develop a profound sense of gratitude. When we acknowledge our losses, we can better see our good fortune. Be willing to mourn the career you dreamed about, and you may even discover that your current circumstances can still open doors to a richer future. Sometimes our disappointments block our desired path, letting us discover options that are better than we previously imagined. Products containing THC are now marketed for e-cigs as “hash oil,” “cannabis oil,” and “marijuana oil.” Use of such products by Navy personnel is illegal and can raise a host of problems. “Limited regulations and online ordering of such oils make it easier for Sailors to gain access to THC,” said Belyea. “So this technological innovation that’s the e-cig can impact drug use, good order and discipline, and the health and safety of our Sailors.” The tell-tale smell of burning cannabis is almost impossible to detect when it’s transformed into THC oil for e-cigs, and it’s also often masked by the smell of flavors such as “strawberry” and “chocolate,” notes Belyea. Moreover, she points out that THC is often more concentrated in its oil form. “Because the concentration levels can be significantly higher with THC oil in an e-cig, a Sailor can receive dangerously high levels of THC very quickly,” said Belyea. “And if using a laced e-cig at a party or bar, a Sailor may have no idea how concentrated the dose is.” or marijuana. “The really scary part here is that both the civilian and military communities alike are seeing devastating effects from Spice and synthetic THC usage,” said Hegarty. “Many users begin to experience severe paranoia, hallucinations, agitation, seizures and various cardiovascular effects. It can be the first time you try it, or the 20th, either way people who chose to experiment with these synthetic drugs are playing a game of Russian roulette. Every time someone tries it, there is simply no way to know exactly what it’s laced with or how it is going to interact with your genetics. Sadly, in some cases these effects can be permanent. Some users have fundamentally changed their lives forever.” Laced e-gigs are a problem that Naval Criminal Investigative Service (NCIS), special agent, Nate O’Connor, often sees as he works on the front lines of drug abuse and trafficking. “It’s crucial that Sailors know exactly what is in an e-cig before they inhale,” said O’Connor. “Whether the e-cig belongs to you or not, it is your responsibility to know what is in the e-cig. Lack of knowledge is not an excuse, and you will be investigated.” That Sailor will also be accountable, highlights Belyea. Ingesting high doses of THC can pose severe health risks cautions Lt. Cmdr. Michael Sracic, a medical doctor and the Public Health Department Head at Naval Branch Health Clinic Groton. “The Navy has ‘Zero Tolerance’ for drug abuse,” said Belyea. “THC is an illegal drug as far as the Navy is concerned. The ceremony for the “Makos” of Crew 106 opened with the announcement of the newly commissioned crew and its plans for the future as part of the Navy’s LCS program. “It’s a real honor; the crew has worked extremely hard to get us here,” said Cmdr. Michael R. Wohnhaas, the CO of Crew 106. “I’m very proud of the recognition we get to show the crew today and I’m looking forward to many years of proud naval service by LCS Crew 106” In the weeks and months before the ceremony, LCS Crew 106 Sailors became qualified through training and various professional schools in order to prepare for their duties as a rotational LCS crew. The versatile LCS variants are designed with a minimal manning concept in mind. A core crew consists of about 50 Sailors who operate the systems, stand watch and conduct maintenance all in support of the ship’s mission. With half of the LCS ships deployed at all times, the LCS 3 rotational crews, 2 rotational ships, 1 ship deployed rotational crewing concept provides twice the forward presence of other surface combatants. The squads underwent a nonstop, grueling test of endurance, occupational intelligence and cohesion to prove they had what it takes to claim the title of super squad. One squad from nine battalions was selected to represent their unit to compete head-tohead in the 36-hour event. “The Marines started off with a gear inspection, went immediately into a combat fitness test then directly did a 100-question written test which covered basic infantry skills,” said Vasseur. “Afterward, they were issued their operation order for a patrol to conduct daylight patrolling.” “It’s a competition to highlight the best squads in the Division, between 1st Marine Regiment, 5th Marine Regiment, 7th Marine Regiment, 1st Light Armored Reconnaissance Battalion and 3rd Light Armored Reconnaissance Battalion,” said Master Sgt. To be eligible for SAF training, service members must have command recommendation, and meet a rank, medical and physical standard. They also cannot have any negative administrative actions. Service members from the Marine Corps, Navy, and Air Force completed the course to enable them to assist their bases during times of heightened security. “For my base, I think it’s important that we are self-sufficient,” said Air Force Tech. Sgt. Thomas Sangunitto, a quality assurance specialist with the 147th Combat Communications Squadron and a San Diego native. “We can’t always rely upon the Marines to get there fast enough during times of need. It’s just an extra security measure we can utilize.” The class graduated and received certificates for completing the SAF training as well as a level one OC certification. The new members of SAF are now prepared to support their base’s security in case of emergencies Naval Hospital Camp Pendleton residents graduate by MC2 Yasmine T. Muhammad CAMP PENDLETON - Naval Hospital Camp Pendleton (NHCP) held a graduation ceremony for its Residents and Interns June 26 in the hospital’s Medal of Honor Mall. As one of only five naval hospitals with a training program for family medicine doctors, NHCP takes in several residents per year to train them to give Marines, Sailors and their families the best care possible. Rear Adm. Kenneth J. Iverson, deputy chief at Medical Operations Bureau of Medicine and Surgery and prior NHCP commanding officer, was the ceremony guest speaker. During his commencement speech, Iverson mentioned the hardships faced and the hardships yet to come. In closing he thanked each graduate for their hard work and wished them the best as they move further in their careers. “You all worked hard, long hours and it is much appreciated, Before the presentation of the graduates, directors from all four programs congratulated their graduates and offered words of encouragement. All new Navy doctors arriving at NHCP participate in a one-year internship, where upon completion they either continue training for two more years as a resident or go out into the fleet as a general medicine officer. Lt. James Mazzuchelli, a graduating intern, is on his way to the Naval Aeronautical Medical Institute in Pensacola, Florida, where he will train to become a flight surgeon. Mazzuchelli said that while the internship is difficult, everyone becomes very close and serves as a great support system making his departure bittersweet. “If I had to choose [this program] again I would absolutely come back. The culture here at the hospital is outstanding and it is a very supportive environment,” said Mazzuchelli. “One of the strengths of this program is that they encourage independent decision making. They are actually training you to make decisions as a doctor and a lot of us are going to the fleet after this so it really prepares you for that.” While operating as residents, the graduates have been working between 60 and 80 hours per week. This ceremony gives them the completion of a milestone needed to continue in their naval careers. Dental residents are new dental school graduates that elect to receive one year of postgraduate training in specialty care diagnosis and treatment, in addition to managing patients in a hospital environment. Sports Medicine fellows are usually Family Medicine residents returning from the fleet to further their education in treating and preventing injuries associated with intense physical activity. The Pharmacy Residency Program at NHCP is a one year accredited program that provides increased clinical pharmacy skills and helps to better identify problems related to drug therapy and provide sound recommendations to physicians. All PP15 personnel will work together with the Papua New Guinea government and local community on various medical, dental, veterinary and civic action projects. “The last time Mercy was in Papua New Guinea was 2008 and Pacific Partnership was here in 2013. So the people of Rabaul can expect to see some of the same types of events and equipment,” said Royal Australian Navy Capt. Brian Delamont, Pacific Partnership’s deputy mission commander. “For instance, we will have our two U.S. helicopters flying from ship to shore and they will be transferring personnel and supplies. The helicopters may fly low over villages, but this is very normal and will be done safely. Fort Worth completes PMAV by MC2 Joe Bishop Littoral combat ship USS Fort Worth (LCS 3) recently conducted routine operations at-sea following completion of a scheduled preventive maintenance availability (PMAV). The maintenance period included more than 400 checks of engineering, deck and combat systems. “During PMAV, the checks are divided into ship’s force c h e c k s a n d c o n t r a c t o r ’s checks,” said Senior Chief Engineman Clifton Knight. “The contractors arrived at the start of PMAV and performed all their checks within five days.” Compared to other Navy platforms, the littoral combat ship has a relatively small crew. Playcore, the equipment manufacturer, has designated the playground a National Demonstration Site for inclusive playground design. There were cute and cuddly bunny rabbits, cattle, sheep, pigs, and more. Speaking of pigs, the ever-popular “Swifty Swine” pig races were back again this year. Cheering race fans filled the grandstands. No fair would be complete without ‘fair food.’ Irresistible, diet-busting temptations included a triple-decker cheeseburger. In place of the bun were glazed Krispy Kreme donuts. As is the tradition, each day different clubs participated in a car show at the fair, gathering as a group and then driving onto the fairgrounds. Drivers paused briefly while a photo was taken of their vehicle, and then they parked in the car show area, which was centrally located on the fairgrounds. After that everyone spent the next few hours enjoying the fair. Upon their return in the mid-afternoon, each entrant was presented with a souvenir photo of their vehicle, which was nicely mounted on a thick piece of foam core. The entrant whose vehicle received the most votes was awarded the People’s Choice prize. Whether you go to check out the cool cars and trucks, or Inside the grandstand buildings, competitive exhibits included the Exhibition of Photography, Fine Art Show, Home and Hobby, Student Showcase, and Design in Wood. Motorcycle digs in and then launches perhaps enter your own, it is a great way to enjoy a day at the fair. Participants receive free admission and the best parking on the fairgrounds! One was geared to the little ones and their families, and was located in the infield’s Family Funville. There were also family-friendly stage shows, exhibits, a large garden filled with vegetables, and a stable that contained many breeds of horses. Frank Maney takes a very bad spill Thrilling motorsports competitions were held in the Del Mar Arena. Fans enjoyed monster truck The driver of the “Wild Flower” monster truck was Rosalee Ramer – daughter of Kelvin Ramer (driver of “Time Flys”). She is fearless and holds the record for being the world’s youngest professional female monster truck driver. In competition she rolled her truck once, but walked away unharmed and returned later to compete again. A freak accident – and by far the worst in the 15-year history of the vintage motorcycle group – happened during the final races on the Fourth of July. Frank Maney, a 52-year-old motocross rider, was thrown from his motorcycle after taking a jump and having a bad landing. He wound up in a hospital suffering from ten broken ribs, a cracked sternum, a collapsed lung, and a broken thumb. He is tough though, and the last I heard he was doing fine.
