DESCRIPTION: The property consists of a former paper mill, paper board, paper converting, and related warehousing operations. The facility contains significant manufacturing infrastructure in place including electrical power, natural gas, municipal water and sewer, process steam, process water, and a private waste water treatment facility having a capacity of eight million gallons per day. Potential for hydro electric capacity via the Brooklyn Dam. DATES OF CONSTRUCTION: Constructed over several stages from 1900 through 2003, with over 200,000 square feet constructed during the 1960’s. PARKING AREAS: West of facility: Approximately 200 paved car spaces Northeast of facility: Approximately 4 acres of gravel area accommodating over 100 trailers. CONDITION OF BUILDINGS: Good Balance of building ranges from 14’ clear to 30’ clear with varying column spacing OFFICE & EMPLOYEE SUPPORT AREA: Approximately 5,500 square feet, configured on two floors, and situated in the southwest corner of the facility. POWER: Supplied by Public Service of New Hampshire Primary service rated at 34,500 volts There are five primary transformers in place that are part of the real estate, rated as follows: T3a, T4a, and T24: rated at 7,500 KVA T37: Grounding transformer rated at 1,500 KVA T38: rated at 10,000 KVA Secondary service distributed throughout the facility rated at 4,160 volts and 575 volts, 3 Phase; 240/277 volts, 3 Phase; 240 volts, single Phase; 120 volt, 3 Phase. Two electrical generators as follows (can be sold with the real estate or separately): (1) 6 MW G.E. Double Extraction Steam Turbine Generator (ST), that inputs 400 lbs. of steam, extracts 125 lbs. of steam and exhausts 30 lbs. of steam. (2) One MW Caterpillar 3508B Black Start diesel generator (BSD), utilized to start the facility upon loss of the electric utility. The BSD is fully capable of remote or automatic start and auto synchronization across breaker F6. The unit can be controlled through a KW set point, but the PF control is manually set (currently at 0.80 PF). The BSD has an automatic unload feature to gradually decrease generation then trip offline. HEAT/PROCESS STEAM: #1 boiler – 180,000 pph power boiler generation 400 lbs. of steam at 650 degrees Fahrenheit superheat, fired primarily by natural gas with #2 and #6 fuel oil as backup. Significant process steam is generated for the manufacturing operations, as well as providing heat. There is one 120,000 gallon above ground storage #2 fuel oil tank installed in 2001 with the temperature automatically maintained at 40 degrees Fahrenheit, and one 25,000 gallon above ground storage tank for #6 fuel oil. VENTILATION: Wall and roof mounted exhaust fans throughout the facility SPRINKLERS: 100% wet system; via 10” and 8” looped system WATER: Supplied by Town of Northumberland 6” main Process water is available from the Upper Ammonoosuc River, via a 42” penstock along the south end of the facility, with a capacity of 15M gpd via slow gravity sand filters. Emergency water supply via municipal service from the Town of Northumberland or from the Upper Ammonoosuc River. SEWER: Supplied by Town of Northumberland 6” main Waste water treatment plant situated to the southwest of the main facility having a capacity to treat up to 8,500,000 gpd. NATURAL GAS: Supplied by Portland Natural Gas, high pressure service rated at 385 psi. LIGHTING: Combination of fluorescent and metal halide units. Exterior lighting is provided by wall mounted halogen units. TRUCK LOADING: Northeast end: Eight (8’ x 8’) tailgate dock doors, equipped with load levelers and dock seals East end: Four (9’ x 10’) tailgate dock doors equipped with load levelers and dock seals; three (8’ x 8’) tailgate dock doors, two equipped with load levelers and dock seals West end: Two (8’ x 9’) tailgate dock doors, and one (8’ x 8’) tailgate dock door, all are equipped with load levelers, dock seals, and dock lights RAIL: St. Lawrence and Atlantic Rail connecting to Canadian National. One spur enters the property from the south splitting into two separate tracks. Another spur enters the property from the north, splitting into six separate tracks. Track 2 from the north enters the east end of the facility traveling approximately 250’ as an interior rail spur; Track 7 enters the west end of the facility traveling approximately 130’. The Waste Water Treatment Plant property is also improved with an active New Hampshire Rail line. LAST USE: Paper mill and paper converting operation ZONING: (HI) – Heavy Industrial POSSESSION: Immediate MISCELLANEOUS: • Truck scale: there is a fully operational truck scale situated on the west end of the site. • Truck dump: there are two fully operational trailer dumps, located west of the facility and utilized for dumping trailers containing wood chips. • Former Groveton Paper Board (GPB) Property: contiguous to the north of the facility is a 56,750 square foot industrial building on approximately 7.5 acres, consisting of brick and metal construction with clear ceiling heights of approximately 30’, and four tailgate dock doors and two drive-in doors. GPB has several easements on the subject property; providing access to a former wood chip storage area, former co-gen and wood chip storage building, boiler building, former chemical above ground storage tank, former chemical storage silo, and one former #6 oil above ground storage tank having 150,000 gallon capacity. • Outbuildings: - Carpenter Shop (northeast of facility) – 1,500 square foot steel building constructed in 1963. - Former Power Station Building at the Brooklyn Dam (south of facility) – 4,200 square foot brick two-story building constructed in 1917. - Truck Scale Building (west of facility) – 210 square foot wood building. To qualify, the location must meet certain demographic criteria, or be located in an unused or under utilized industrial park, or vacant land, or structures previously used for industrial, commercial, or retail purposes but currently not so used, or Brownfield site. Coos County qualifies for this zone. • R&D Tax Credit Small and large businesses can apply for a tax credit on new research and development costs. The state has set aside $1million a year to fund the credit, which will be capped at $50,000 for any business that qualifies. This credit may be carried forward for up to five years. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) This assistance can be in the form of a grant to the municipality for the public infrastructure improvements on behalf of an expanding business or a loan to the business itself. The maximum amount of funding available for any given project is $500,000, regardless of size of the community applying for the grant. One job must be created for each $20,000 in CDBG funds granted. CITIZENS BANK LOW INTEREST LOAN PROGRAM BASED ON NEW JOBS Citizens Bank offers a low interest loan program through Citizens Bank that provides financing from $240,000 to $10 million with a commitment of adding a minimum of 6 new jobs. The loan is based on creating new jobs in New Hampshire. For every new job created, $40,000 can be allocated towards a loan for investments in machinery, equipment and buildings. The interest rate is offered at 1.00% below prime (floating rate). The specified jobs must be created within three years after the funds are borrowed. INDUSTRIAL REVENUE BONDS This program is only for manufacturers – companies which manufacture or produce tangible personal property. At least 75% of bond proceeds must be spent on core manufacturing space and equipment. Storage, office and R&D space must be excluded from this calculation. To be cost effective, loans must be between 1.5 and 20 million dollars. The interest rate is about 70% of prime and can be used for the purchase of land, buildings, and capital equipment. OCEAN BANK AND EFFICIENCY LOW INTEREST LOAN Ocean Bank's Energy Efficiency Loan Program is designed to help New Hampshire business owners lower energy costs with a reduced interest rate loan. Participating businesses can use this lower rate loan for structural and equipment improvements, which will reduce their energy consumption, thereby saving their business money and helping to conserve energy. The state also offers free site visits to determine a strategy for improving energy efficiency; Free industrial assessments to eligible small and medium-sized manufacturing plants; Research connections with university faculty for energy related projects; Educational venues including workshops on industrial technologies developed and taught by US DOE Best Practices professionals; and links to potential grants and rebate programs from utilities and federal programs. COOS COUNTY IS A HUBZONE A HUBzone (Historically Underutilized Business Zone) is a federal zone that allows preferences to small businesses looking to procure federal contracts. All of Coos County qualifies as a HUBzone. JOB TRAINING GRANT PROGRAM This is a 50/50 cash match for customized training. There is no cap on the training amount. Each application is reviewed on a case by case basis with an emphasis on improving the skills of current or new employees. COOS COUNTY JOB CREATION TAX CREDIT This program is a tax credit to businesses hiring new employees in COOS County and paying wages equal to or above 200 percent the calendar year minimum wage, which is $7.25 per hour. The credit is $1,000 for any new, full-time, year-round jobs applied to the Business Enterprise Tax, but any unused portion of the credit can be applied to the Business Profits Tax. All new jobs created after the bill's effective dates are eligible for the credit and there is no cap on the amount of jobs created. The carry forward is five years.
