Analog transmitters that currently allow viewers to receive television programming in their homes will be shut off across the nation at midnight on February 17th. As the nation completes its conversion to 100% digital broadcasting analog TV sets with rabbit ears or rooftop antennae will no longer receive over-the-air programming after this date. DTV is more efficient and flexible than analog. For example, DTV makes it possible for AETN to broadcast multiple streams of programming on the same broadcast channel. AETN Offices 350 S. PRODUCTION We’re all about Arkansas! Barnes and... “A Conversation with Charlaine Harris” Friday, Feb. 6, 6:30 p.m. Steve Barnes sits down with New York Times bestselling author Charlaine Harris this month to discuss her “Southern Vampire” series, featuring main character Sookie Stackhouse. Born in Tunica, Miss., and growing up literally in the middle of a cotton field, Charlaine has been writing since she was a teenager. While her early writing consisted mainly of ghost stories, she began writing poetry and focusing on plays as a natural expression of her talent during her young adult years at Rhodes College in Memphis, Tenn. In this interview, Charlaine recounts how she was given the opportunity to stay at home and write. She wrote and published two mysteries and after having three children created two different book series, “Aurora Teagarden” and “Lily Bard.” She has since won an Agatha nomination for the Teagarden series, but according to her online bibliography “began to realize that neither of those series was ever going to set the literary world on fire.” That is until she decided to mixup genres and offer a very unconventional take on the vampire mythos. An interesting twist allowed Charlaine’s vampires in the “Southern Vampire” series to ingest a blood substitute and integrate into everyday society. As imagined, this creates all sorts of problems for vampires and nonvampires alike. The success of Charlaine’s “Southern Vampire” series and character Sookie Stackhouse captured the attention of HBO who turned it into a television series called “True Blood.” This series earned favor with the Golden Globe voters, garnering a nomination for best dramatic series and a best dramatic actress nod for star Anna Paquin. Charlaine now resides in Magnolia, Ark. PBS President and Chief Executive Officer Paula Kerger says she’s disheartened that the government has run out of money to help TV viewers buy converter boxes for the looming transition to digital conversion. She called upon Congress and the Commerce Department to fix the situation as soon as possible. According to the Associated Press, Kerger called it “inexcusable” that people seeking the coupons are being put on a waiting list. (Public Media Digest, January 9, 2009) We totally agree with Ms. Kerger on the problems this mismanaged and under-funded program is causing but this educational television veteran feels the answer is not to postpone the transition from the declared February 17, 2009, date, an idea that seems to be gaining ground in some circles. The Arkansas Educational Television Network, along with countless other public and commercial broadcasters, is poised for the most significant change in television since the introduction of color in 1953. The digital transition currently scheduled for Feb. 17 will revolutionize television viewing, offering improved quality and increased channel options. We discourage any delay due to the years of preparation and billions of dollars the broadcasting industry has spent to meet the 2009 deadline. The delay is not a good idea from the broadcaster’s point of view, and certainly not for our educational state network. There are several reasons why such a delay could harm our statewide public broadcasting network, and I am certain some of these will be the case for hundreds of service providers across the nation. If this delay is approved, the consequences for AETN would be detrimental. AETN is changing channels at two Did you know? In 2008 AETN was named one of the five most psychologically healthy workplaces in the United States and also honored for its team practices by the American Psychological Association. AETN won the 2008 Governor’s Work-Life Balance Gold Award as the best mediumsized business in Arkansas for its practices of helping employees to balance the needs of both work and family. AETN is a great place to work! 4 A r k a n s a s E d u c a t i o n a l T e l e v i s i o n N e t w o r k of six transmitters, which serve two of the most highly populated areas of the state. We must resume broadcasting just after midnight on the morning of Feb. 18, or we lose those broadcast licenses. In order for AETN to comply with FCC regulations, we must make the final conversion in the next few weeks without any delays or changes. Specially-trained crews are already in neighboring states and are scheduled to be in Arkansas before the end of the month. They are in high demand and we must allow them to complete tower work while they’re available and while the weather cooperates. A delay in the transition date will not change the facts on the ground for broadcasters. (By the time you read this, work will likely have already begun.) AETN, like many other stations and certainly educational stations, limp along with antiquated and near-death analog equipment. We have been patching this equipment long enough to try make this deadline – as you know, already delayed a few years ago. AETN alone has spent nearly $15 million to replicate analog and make the digital transition possible in Arkansas. Stations, commercial or otherwise, in Arkansas and across the nation have spent billions to do the same thing. Stopping the transition or significantly delaying the inevitable would financially cripple and even bankrupt some stations. Public stations, such as ours, have the mission of providing educational services and do not have funding to continue pouring money into the cost of such a delay. We are very sensitive to our viewers’ needs, as this can be a costly transition for them as well. Nielsen research estimates that the percentage of Arkansans who watch television only over-the-air with antennas is slightly less than 10%. A significant portion of our over-the-air viewers are already prepared for the end of analog broadcast, as they have invested in a new digital television set or a digital converter box. Stopping the transition this close to Feb. 17 is not feasible and extremely problematic, for broadcasters locally and nationally. Any delay could prove disastrous. But that is just my opinion. Since they began, PBS and AETN have been committed to helping children learn – from letters and numbers on “Sesame Street” to new ways of looking at the world and the people in it with “Mister Rogers.” Whatever the method, the message is consistent – learning is fun! It comes as no surprise that AETN would extend that commitment to reach children by teaching and reinforcing the efforts of the parents and caregivers of Arkansas. PBS early childhood resources are so vast, it can be challenging for parents and caregivers to know what’s available and how to use it. To help them, AETN provides parent involvement workshops throughout the state. Working with local childcare facilities, AETN's early childhood specialists model positive parenting and introduce adults to the rich resources available free of charge from AETN and PBS. AETN works with ABC Programs, Head Start organizations, H.I.P.P.Y. (Home Instruction for Parents of Preschool Youngsters) groups and others throughout the state. Workshops include the life experiences that help children learn. Recipes that parents and children prepare together during the sessions provide a new way for them to express teamwork and creativity while learning more about healthy nutrition. Trainers read aloud to the groups, using facial expressions, hand movements and other techniques to entertain and involve, as well as teach. Parents and children agree – learning is fun, no matter what the age! I had just gotten my kids adjusted from when you moved it last fall. Why do you move the daytime programming around? - Viewer PBS occasionally makes changes to the times that children’s programming is offered to us from satellite feeds, which results in changes to our schedule. For logistics purposes, our best option is to broadcast the direct satellite feed from PBS. Otherwise, we would have to record certain programs to air at a later time, creating a “domino” effect and necessitate the taping of other programs in advance of their scheduled times. We regret this has caused disruption to your family’s schedule. We assure you we take viewer feedback into consideration when making adjustments to our program schedule, and make every attempt to keep them to a minimum. Dear AETN, I have enjoyed the new digital stations. But why is the Create channel no longer on? Why is it not on during the evenings, could it not be looped to replay the day programming at night? - Viewer Beginning January 1, 2009, AETN has opted to offer one HD channel along with two standard definition (SD) channels. Because the HD channel uses more bandwidth, we are only able to offer two SD channels, rather than three. We were aware that no matter which video stream was discontinued, we would hear from our viewers. Various issues were taken into consideration when making this decision. They included the fact that we are a state institution and are mandated by legislation to provide educational assistance to our schools and educators, budgetary considerations, and looking at which cable systems across the state were already carrying which SD channels. As we progress further into the “digital age” we will continue to monitor viewer input regarding these services. Dear AETN, I watch on KETS channel 2 and don’t receive a reliable signal using my converter box and outdoor antenna. Will this change after February 18 when analog goes away? - Viewer On February 18, 2009, AETN will begin broadcasting its KETS digital signal at full legal power covering the maximum range allowed by the FCC. Our new digital antenna will provide a significant increase in signal strength. After February 18, you will need to do a channel rescan on your converter box in order to receive KETS-DT after this date. Those who have a digital television will also need to do a channel rescan. You have three (3) options to watch TV after February 17, 2009: Info for Viewers using an Antenna: Over-the-air broadcast TV will still be available to viewers using either an outside antenna or indoor rabbit-ears. You just connect an antenna to a digital TV set with built-in digital tuner or to a digital-to-analog converter box for analog TVs. Note: Until March 1, the federal government is offering two coupons valued at $40 each to help purchase two converter boxes. However, as of print-time, the government has run out of money and requests are being placed on a waiting list until more money is found. To obtain up to two coupons at no charge, call 1-888-DTV-2009 or visit www.dtv2009.gov. You do not have to buy a special “digital” or “HDTV” antenna in order to receive digital TV. Any antenna will work fine. Just be sure that it works for both VHF and UHF. KAFT-DT is broadcasting from about 1600 feet above the ground on AETN’s broadcast tower near Winslow at 19 kilowatts of power 28 A r k a n s a s 1) Purchase a new digital TV set with built-in digital tuner. 2) Connect to a cable or satellite (DBS) service and use their converter box or their converted-toanalog service for the few years. 3) Purchase your own digital-to-analog converter box and continue to use your analog TV. Remember that each analog TV requires its own separate converter box or its own connection to a cable or satellite service. Only those TVs that are hooked up to that service will get a TV signal after February 17, 2009. Any other TV in a home or RV and not hooked up to that service but that relies on an antenna or rabbit-ears to get a signal will need a converter box or a built-in digital tuner. Additional DTV Facts: Electronic devices such as a VCR, DVD Player, DVR, Camcorder or Video Games should continue to work just fine on either a digital or an analog TV. High Definition Television (HDTV) is being broadcast now by many over-the-air broadcasters and more will join after February 17, 2009. However, HDTV can only be viewed in HD on an HDTV set. Any other type of TV will down-convert the HD signal to an SD signal. And if you use a cable or DBS service, you will have to subscribe to their HD package if you want to enjoy HD programming in HD. Digital TV (DTV) and digital cable are not the same thing. DTV refers to a higher quality TV signal and the method to send that signal to your home. Digital cable is a way that cable sends their signals to your TV and that is converted back to analog in order to be seen on analog TVs. E d u c a t i o n a l T e l e v i s i o n N e t w o r k KEMV-DT (Mountain View), serving north central Arkansas, is found on channel. KEMV-DT is broadcasting from about 1300 feet above the ground on AETN’s broadcast tower near Fox at 4 kilowatts of power. However, AETN has approval from the FCC and money from the US Department of Agriculture to increase power and coverage area for this transmitter over the next couple of years. KETG-DT (Arkadelphia), serving southwest Arkansas, is found on channel 9. KETG-DT is broadcasting from about 1050 feet above the ground on AETN’s broadcast tower near Gurdon at 7 kilowatts of power. KETS-DT (Little Rock), serving central Arkansas, is found on channel 2. KETS-DT is broadcasting from about 1800 feet above the ground on the KASN broadcast tower near Redfield at 26 kilowatts of power. KETZ-DT (El Dorado), serving southeast Arkansas, is found on channel 12. KETZ-DT is broadcasting from about 1750 feet above the ground on a commercial broadcast tower near Huttig at 7 kilowatts of power. RESCAN on February 18, 2009 KTEJ-DT (Jonesboro), serving north east Arkansas, is found on channel 19.
