narratives of foreign policy practices

leprosy in colonial and postcolonial

1945–48, when I agitated peacefully
against the British, I was one of
the CPM’s public representatives,
openly organizing the masses for
independence. Soon after the
declaration of the Emergency, I was caught and imprisoned
in British detention camps until 1952. It was a good thing
that I managed to escape and join the 10th Regiment [of
the Malayan National Liberation Army] with my close friend,
Abdullah C. D. In December 1955, I participated in the Baling
Talks with Chin Peng and Chen Tien. In 1989, I was one of
the CPM’s representatives in the Phuket negotiations which
resulted in the Haadyai Peace Accord of 2 December that
same year.
I hope this memoir will give some idea of the struggle

shifts in Australia's ASEAN policy
have not only closely reflected
changes in Australia’s overall foreign economic policy
orientation, but that Australia’s ASEAN policy strongly drove
the change at key junctures. His work also offers important
insights into the prospect of an “inclusive” economic
integration process in East Asia. Although Australia’s
foreign economic policy has been an important element in
regional economic cooperation, its inclusion in the East Asian
integration process still remains ambiguous.

East’ policy, it was only the first stage
of the strategy to foster economic and

1950s to persuade India’s
leaders that China would steal a march on them if they
neglected domestic reform and ignored a region that India

Stiftung organized ISEAS annual
roundtable, this time on the
subject of “The Global Economic
Crisis: Implications for ASEAN”.
The roundtable concluded that the
crisis had a significant impact on
the region, and ASEAN needed
to have a better co-ordinated
approach if it was to weather the
storm. The region had taken into account the fact that
the developed countries like the US and the EU would
take a longer time to come out of the crisis. Hence, while
export-led growth policies had served the region well in
the past, governments now had to adopt policies that were
oriented more to the domestic or regional markets. Another
conclusion of the roundtable had to do with the notion of
security. The current economic crisis was considered as a
new kind of insecurity.

From 2001 to 2006, Prime Minister
Thaksin Shinawatra transformed Thailand’s
international role from one of obscurity
into a kind of regional hegemony. Thaksin’s
diplomatic ambitions were reflected in his
myriad of grandiose foreign policy initiatives,
designed to locate Thailand at the forefront
of regional politics and reinstall the Thai
sphere of influence over weaker neighbouring states.
He abolished the traditional bending-with-the-wind
foreign policy, revamped the Thai Foreign Ministry, and
empowered Thai envoys through the CEO Ambassadors
programme. But in this process, Thaksin was accused of
exploiting foreign policy to enrich his business empire.
Thaksin’s reinvention of Thailand as an up-and-coming
regional power was therefore tainted by conflicts of
interest and the absence of ethical principles in the
country’s foreign policy.

rarity. This book is thus an effort to
correct that lack. Evidence does suggest that the state
had not been doing well in the first half of the decade of
the new millennium. Being a small state situated relatively
far away from the administrative capital of Putrajaya,
Penang has to be economically innovative if it is to regain
its place at the forefront of Malaysian development. The
relationship between the state and the federal government
remains a vital matter.
This book is a novel about the armed
struggle of the Malayan Communist
Guerillas in the jungle. This issue
was very sensitive in the SingaporeMalaysia society and many Chinese
writers were either reluctant or
fearful to touch it. But Liu Jun was
very enthusiastic and eager to give
it a try.
Liu Jun was born in the Malay
Peninsula and grew up in a village
near the jungle. He knew the jungle and the excommunists who lived there very well. When he first
started writing, he was aware that the jungles and the
Malayan communists were rich resources of knowledge
which he could make use of for his literary endeavours.
The materials used in this book are merely a small
part of what he has in store; the rest will be used for his
subsequent series.

Minister of Malaysia in April 2009,
he promised reforms in response to
the growing demands for action to
implement human rights compliance
and democracy. This promise did not
materialize. Instead, the year saw a
massive crackdown on the freedoms of
speech, expression and assembly, with
close to a thousand people arrested for peaceful forms of
protest, signaling an increased level of intolerance shown
by the Najib government towards dissent as compared
to that of his predecessor. 2009 saw the biggest antiInternal Security Act (ISA) rally to date and it forced
the government to announce a review of the draconian
legislation. Nonetheless, more than one thousand
individuals remained in detention without trial.

got its white band and became the timid animal
that it is today. And why the flying lemur always
hides his tail and flies only by night. Or how
friends of the slow-loris protected him from the
punishment of blindness ordered by the king for outraging
the modesty of his daughter.
These tales are not only for enjoyment and
amusement. They also teach us morals and give us a peek
into the rich scientific and cultural heritage of the Orang
Asli – which should rightfully warrant a significant place in
Malaysia’s cultural heritage.

Gerakbudaya (GB) was founded in 1998 and is based in Petaling Jaya, Malaysia. Gerakbudaya
distributes books that embody social awareness, critical and alternative perspectives, and the hidden

What Do We Do?
GB titles are found in bookshops large and small throughout Malaysia and in Singapore, in all good
chain bookstores as well as independent bookshops and campus bookstores. In an era where books
and publishing are becoming endangered species, GB is dedicated to the idea that books really matter
and that they play a key role in the building of a creative, thoughtful, useful and progressive life.
Books bring to light or keep focus on issues silenced, forgotten or deemed too boring by today’s
mass media and culture of apathy, shopping and forgetting. GB is dedicated to circulating timely
and important books, breaking down artificial barriers between writers/thinkers in institutions and
everyone else, and generating informed discussions of important issues in our lives by providing
different views and fresh insights.
We at GB are also working to expand links between Malaysian and regional and international
publishers, thus making non-mainstream writers more accessible to a local audience and vice versa.
