Alan Shadrake’s hard-hitting new book cuts through the façade of official silence to reveal disturbing truths about Singapore’s use of the death penalty. From in-depth interviews with Darshan Singh, Singapore’s chief executioner for nearly fifty years, to meticulously researched accounts of numerous high profile cases, Once a Jolly Hangman reveals the cruelty and imprudence of an entire judicial system. At the same time he displays a touching empathy with the anguish of the victims and their families. This important book should be required reading for human rights activists everywhere. The general election of March 2008 marked an unprecedented moment in modern Malaysian political history. Voters turned away in significant numbers from the Barisan Nasional government that had exercised almost absolute authority at both federal and state levels since independence. Selangor was one of five state governments to come under the control of the newly-formed Pakatan Rakyat coalition – explicitly committed to a new politics and a reformist policy agenda. The Road to Reform is the first comprehensive introduction to the reform experience in Selangor. Organised around four core aspects of change – politics, economics, society and culture – the authors focus on both the achievements and the enduring difficulties in delivering on Pakatan Rakyat’s ambitions. This concise and accessible book should be compulsory reading for anyone concerned with the policies and politics of change and the state of Malaysia at a critically important crossroads. Singapore Justice in the Dock Pakatan Rakyat in Selangor Publisher: SIRD 2010: 219 pp ISBN: 9789675832000: RM38.00 / S$24.70 New The Educations of Ethnic Minorities The Case of the Malaysian Chinese New Tan Yao Sua and R. Santhiram This is a case study of the dilemmas of minority education in plural societies, focusing on the complex phenomenon of the education of the Malaysian Chinese. The Malaysian education system accommodates minority interests by allowing for Tamil and Chinese-medium primary schools. But since Malay is the main medium of instruction, particularly at the secondary and tertiary levels, most minority students undergo a transitional bilingual education. The authors review the background to this segmented system as well as relevant literature on minority education. Both colonial era and post-independence language and education policies have been contested and divisive. While nation-building remains a key concern, education and language policies often reflect majority–minority relations, rather than being focused purely on pedagogic goals—or interethnic socialization and integration. Drawn from his voluminous personal diaries, The Man from Borneo focuses on a lifelong commitment to the work of the De La Salle Brothers institutes of education. It is a remarkable journey that took him from Kuching to Penang, Ipoh, Singapore, Malacca, London and Rome where he rose to head the brotherhood’s Asian region. Lee Teo Soh Lung’s book should be read by all people who are interested in democracy and the rule of law. Not only is it a poignant personal account of official ill treatment, but it is a brilliant testimony to the cruelty of authoritarianism, even, indeed especially – when it comes in the guise of legal due process. This is perhaps the most shocking aspect of her story: the abuse of the law in a republic which is democratic in theory, but sacrifices its most democratic citizens to the whims of the rulers. - Ian Buruma, Henry R Luce Professor of Democracy, Human Right and Journalism, Bard College Islamization and Activism in Malaysia examines aspects of the increasing political and social profile of Islam in Malaysia and describes how different kinds of activists in Malaysia have sought to protect fundamental liberties and to improve the state of democracy in Malaysia. In particular, focus is paid to activists who engage with electoral process, the law and the public sphere, and in particular, to movements that cut across or combine these realms of action. Spanning the period of the Prime Ministership of Abdullah Badawi, Julian C.H. Lee’s grounded analysis examines the most important issues of that period including the freedom of religion case of Lina Joy, the Islamic state debate, and events surrounding the 8 March 2008 general elections. This is a book to be read once and taken out again at regular intervals by all those who wish to reminiscence, regret, rejoice and celebrate together with that curious species known as Malaysians” – S. Vicknesan, Opinions/Features Editor, Malaysiakini.com. “In years to come, scholars researching the tumultuous cultural, social and political transformations distinguishing the period leading up to and immediately after Malaysia’s 12th general election will discover within these pages a rich lode of scintillating insights, along with a treasure trove of belly laughs.” – Antares, magickriver.blogspot.com “…a great value-for-money package of excellent sociopolitical commentaries written in a witty fashion for the enjoyment of readers, with the funny yet useful bonus of an object lesson in lexical facility and verbal gymnastics for students of the English language.” – Ktemoc, Ktemoc. blogspot.com This book captures Malaysia’s foreign policy over the first fifty years and beyond since the date of the country’s formal independence in 1957. The author provides “macro-historical” narratives of foreign policy practices and outcomes over distinct time periods under the tenures of the five prime ministers. One chapter delves into relations with immediate neighbouring states and another chapter analyses the political economy of foreign policy. A postscript deals with the transition of foreign policy beyond the fifth decade. The concluding chapter suggests that Malaysian middlepowermanship has been in the making in foreign policy practice being particularly evident since the Mahathir years. Employing a critical-constructivist approach throughout the study, the author posits that foreign policy should be appreciated as outcomes of socio-political-economic processes embedded within a Malaysian political culture. S. Edited by Poh Soo Kai, Tan Jing Quee and Koh Kay Yew ‘Time past and time future are both contained in time present’, wrote James Puthucheary in an honest and provocative letter from prison more than fifty years ago. Informed by a profound understanding of history and convinced by the need to construct a sustainable future for his country, Puthucheary spent a lifetime engaged with the most pressing problems of the day. The new edition of No Cowardly Past brings together some of his most important essays on political economy, the struggle for a progressive politics and the character of university education, as well as his lyrical and pungent poetry. The Fajar Generation tells the hitherto neglected story of a remarkable group of men and women who advanced a radical agenda of anti-colonialism, democracy, multiculturalism and social justice through the agency of the University of Malaya Socialist Club. Through personal memoirs and analytical essays the contributors to this collection illuminate their own roles in that struggle – the hopes and despairs, the triumphs and defeats. At the same time they remind us of just how much of that progressive political agenda is still to be won in contemporary Malaysia and Singapore. Through a measured critique of the complex and wide-ranging issues that beset this challenge— from the conventions of architectural historiography to the convenience of postmodern revivalism—Mohd Tajuddin Mohd Rasdi advocates a value-centred discourse on the architecture for Muslim communities which will be of significant interest to students, scholars, and practitioners of Islamic architecture in the region.” - K. A. R. Bartsch, University of Adelaide, Australia The Anwar Ibrahim trials during the late Nineties left the landscape of Malaysia’s judiciary forever changed. Convicted to a six-year prison term on charges that many believe to have been trumped up, Anwar has become the symbol of a new generation of Malaysians determined to seek truth and justice. Anwar on Trial: In the Face of Injustice gives readers a cogent look into the detailed workings of the 1998 corruption trial of Anwar Ibrahim. Captured through the lens of a lawyer who was present throughout the proceedings, this book presents a first-hand account of the goings-on in court and outside it. It examines the historical roots of national and ethnic identity, the sources of conflict and social cohesion, and contemporary manifestations of ethnic tension and solidarity in areas such as economic policy, cultural politics, education and migration. In doing so, the contributors delineate a variety of possible paths to reconciliation and the construction of a genuinely multiethnic society. Challenging mainstream thinking, Multiethnic Malaysia breathes fresh life into debates on ethnicity and the past, present and future of Malaysian society. It is indispensable reading for students, academics, activists and policymakers wanting to engage in these debates, and help achieve a more just and equitable society. She was the head of Angkatan Wanita Sedar (AWAS), which joined forces with Angkatan Pemuda Insaf (API) as flag bearers in the demand for independence from the British. Her collaboration with Ahmad Boestamam, the API head, stoked the spirits of a substantial number of Malayan youths to take up arms against the colonisers. Shamsiah also joined the 10th Regiment, the Malay wing of the Malayan Communist Party (MCP). Her life was filled with thorny obstacles. With Malaysia in the throes of sweeping political change, academic-turned-political activist Dr Syed Husin Ali traces how ethnicity has been manipulated, since Independence, by Malaysian politicians for their own gain to the detriment of the masses. In articles spanning more than three decades, collected for the first time here, he dissects the origins, fallacies and destructive nature of communal politics in Malaysia and examines the issues of class versus race. It is time, he argues, for an end to race-based politics. The leprosarium was a living hell for many. It is also no coincidence, Loh argues, that the majority of patients were poor and working-class. Yet this book also richly demonstrates how patients resisted being victims—creating new families, forging friendships, working, joining unions, and actively engaging in their communal religious and cultural lives. Having struggled to remake the asylums into homes, ex-sufferers in both countries have been evicted or moved again, their personal and collective histories erased, and their real homes exchanged for antiseptic hospital wards. I fought against the Japanese during their occupation (1941–45) with all my might, just as I did when the British returned to rule Malaya in 1945. Between 1945–48, when I agitated peacefully against the British, I was one of the CPM’s public representatives, openly organizing the masses for independence. Soon after the declaration of the Emergency, I was caught and imprisoned in British detention camps until 1952. It was a good thing that I managed to escape and join the 10th Regiment [of the Malayan National Liberation Army] with my close friend, Abdullah C. D. In December 1955, I participated in the Baling Talks with Chin Peng and Chen Tien. In 1989, I was one of the CPM’s representatives in the Phuket negotiations which resulted in the Haadyai Peace Accord of 2 December that same year. I hope this memoir will give some idea of the struggle which I plunged myself into for decades. - Rashid Maidin Publisher: SIRD 2009: 121 pp ISBN: 9789833782727: RM25.00 / S$16.25 E-mail: [email protected] Website: www.gerakbudaya.com Catalogue 2010 SIRD Critical States Taking Southeast Asia to Market Edited by: Louis Lebel, Anond Snidvongs, Chen-Tung Arthur Chen & Rajesh Daniel Edited by Joseph Nevins and Nancy Lee Peluso Environmental Challenges to Development in Monsoon Southeast Asia Extraordinarily rapid economic development has radically transformed urban-industrial, agrarian and marine environments throughout Southeast Asia.Future development is now being constrained, however, by the consequences of decades of largely unregulated exploitation of the region’s rich natural resources and biodiversity. The NGOs, new media, Reformasi and the results of the 2008 general elections all mark the arrival of this New Politics. Between the Old and the New lies a politics of developmentalism, which also helps to explain why many people continue to support the BN. But developmentalism also underscores the relatively non-violent transition to a two-coalition political system in Malaysia. Progler Jiro Okamoto Paulo Freire argued that critical consciousness was a necessary feature of a liberatory education. By critical consciousness, he meant the ability to recognize the economic, political and social contradictions that create, benefit and maintain an oppressive social order. This critical consciousness, accompanied by social action, was aimed at bringing about freedom and a just social order. Critical consciousness provides the tools through which learners can engage and shape their world. With this collection of book reviews, J. Progler aims to raise critical consciousness about contemporary economic, social and political problems that could be seen as remnants of the old physical order of colonialism, and which constitute instead a more subtle but on going form of intellectual colonialism. In this book, Jiro Okamoto explores the development of Australia’s foreign economic policy towards ASEAN. He examines in detail decisive factors such as changes in the international and regional environment and the replacement of a dominant policy coalition with another in Australia’s domestic policy process. His analysis shows that the shifts in Australia's ASEAN policy have not only closely reflected changes in Australia’s overall foreign economic policy orientation, but that Australia’s ASEAN policy strongly drove the change at key junctures. His work also offers important insights into the prospect of an “inclusive” economic integration process in East Asia. Although Australia’s foreign economic policy has been an important element in regional economic cooperation, its inclusion in the East Asian integration process still remains ambiguous. 40 Reviews Publisher: CI 2010: 309 pp ISBN: 9789833046089: RM40.00 / S$28.00 New The Armies of God A Study in Militant Christianity Iain Buchanan Over the past 30 years, US foreign policy has relied increasingly on the presence of evangelical Christians in policy-making, administration, funding, and work in the field. It is a presence that is little advertised, and systematically obscured from public view. But it is a crucial and extremely influential presence – politically, militarily, culturally and economically. And it is a presence which has had far-reaching (and often disastrous) effect on the relationship between the Christian West and non-Christian cultures, religious communities and nations. This book looks at the ways that Western politics incorporate, and exploit, religion. In particular, it examines the rise of US evangelicalism as a force in world affairs. It looks in detail at some of the most powerful of the agencies involved, and at the way they operate – often as US government proxies – in such countries as Iraq, Indonesia, Thailand and India. Petri The recovery of the Asia-Pacific region from the global economic crisis of 2008-2009 is underway but incomplete. Risks range from slow growth and persistent unemployment to re-emerging international imbalances and financial volatility. While early policy responses to the crisis were successful in avoiding a larger calamity, new policy strategies are now needed to resolve imbalances among the United States, China, and other economies, and to build robust demand in the medium term. This report, drafted by an international team of experts for the Pacific Economic Cooperation Council (PECC), provides a policy framework for completing the recovery and achieving sustained growth beyond it. Steinberg Michael Lim Mah-Hui and Lim Chin The Republic of Korea’s global expansion has been mirrored by its interest and presence in Southeast Asia. From trade, investment, aid, tourism, to the cultural “Korean wave”, its various roles have blossomed and its influence has grown. The ASEAN region has not only affected Korean foreign policy, but also many aspects of Korean life, from the migration of Southeast Asian industrial workers to marriages and the curricula of academic institutions. This volume explores various aspects of these new relationships and their importance to all concerned parties. It brings together a group of specialists who have documented the growing interlocking roles between Korea and ASEAN and its constituent states in detail. These developments have profound implications for relations in the East and Southeast Asian regions, and for the world as a whole. This book takes a multi-disciplinary approach to the great financial crisis of 2007-09. It combines the disciplines of economics, finance, sociology and politics to analyse the causes, consequences and challenges of the crisis. The authors propose that the causes of the crisis should be understood at three inter-related levels - the level of theory and ideology; the level of financial industry practices and malpractices; and finally the level of structural imbalances in the international economy. Above all, the book is historical and holistic in perspective. Narasimha Rao and Manmohan Singh launched India’s ‘Look East’ policy, it was only the first stage of the strategy to foster economic and security cooperation with the United States. But ‘Looking East’ became an end in itself, and Singapore a valid destination, largely because of Lee Kuan Yew. He had been trying since the 1950s to persuade India’s leaders that China would steal a march on them if they neglected domestic reform and ignored a region that India had influenced profoundly in ancient times. With his deep understanding of Indian life, close ties with India’s leaders from Jawaharlal Nehru on, and sound grasp of realpolitik, Lee never tired of stressing that Asia would be ‘submerged’ if India did not ‘emerge’. In June 2009, the ASEAN Studies Centre of the Institute of Southeast Asian Studies and the Konrad Adenauer Stiftung organized ISEAS annual roundtable, this time on the subject of “The Global Economic Crisis: Implications for ASEAN”. The roundtable concluded that the crisis had a significant impact on the region, and ASEAN needed to have a better co-ordinated approach if it was to weather the storm. The region had taken into account the fact that the developed countries like the US and the EU would take a longer time to come out of the crisis. Hence, while export-led growth policies had served the region well in the past, governments now had to adopt policies that were oriented more to the domestic or regional markets. Another conclusion of the roundtable had to do with the notion of security. The current economic crisis was considered as a new kind of insecurity. From crèches to environmental services, consumer co-operatives to social housing, governments in many countries have begun to introduce legislation to support social enterprises. Using case studies from around the world, The Social Economy examines the conditions that enable social enterprises to flourish and the complicated and often difficult relationship between the social economy and the imperatives of the global market. Against critics who characterize the sector as providing poor-quality goods and services and low-paid, precarious employment, this collection argues that there is plentiful evidence that social enterprise work compares favourably with the best experiences in the state and private sector. In this exciting and insightful new work, Zillah Eisenstein engages the 2008 election of Barack Obama as a site of new anti-imperial possibility. Continuing her relentless anti-racist feminist narrative to uncover the new shiftings and changes surrounding the meanings and practices of race, gender, and class, she likens the end of the Bush/Cheney presidency to the fall of Stalin, or Pinochet and asks whether this is a key historical moment that will alter race and gender in newly unknown ways. Tracing the social and political presence of Hillary Clinton, Michelle Obama, Sarah Palin and Barack Obama, the book present 25 conceptual “frames” of fast-paced critical analysis that places the US presidential election in the context of: the global economic crisis, the new positions of China and India, Islamic feminisms and new secularisms. Illuminated by Eisenstein’s distinctive style and personal narrative as she travels the world, Eisenstein challenges her readers to always be looking for the “newly new” political configurations in order to create a politics of and for the globe. Or is economic globalisation the villain of the piece? Clive George’s provocative book examines the evidence, exposes the myths, and presents challenging new proposals for comprehensive reform of the global trading system. Based on ten years of in-depth research into the impacts of the trade agreements that are forged in the World Trade Organisation and through regional negotiations it reveals that few of the claims made by the major players stand up to scrutiny, while many of the counter-claims lack rigour in their analysis of key issues. By focusing on unequal access to political and religious power, occupation and health facilities, as well as different options when it comes to family life and sexuality, the recognition of women and men is explored in this volume as manifestations of ideas about femininity and masculinity. Readers will find insightful contributions that consider how gender relations in Asia - and indeed the very meaning of gender itself - are affected by neo-liberalism, globalization and economic growth; security in all of its meanings; multiculturalism, race and class; family life, power and intergenerational support; religious discourses and activism; and by male norms in politics. The essays in this volume provide the Indian and Southeast Asian perspectives on some of the geopolitical and security challenges facing South and Southeast Asia. These include the interests and role of major outside powers in the two regions and the relations between these powers; the trends in Asian regionalism, especially the ASEAN-led regionalism and India’s place in it; the growing maritime and naval interests of the two rising Asian powers, China and India; and the impact of climate change. Also addressed are two specific issues of great potential importance for the security calculus of the two regions: the South China Sea and Myanmar. By Design or Accident Amitav Acharya Daljit Singh Asian regional institutions are shaped by contestations and compromises involving emerging global norms and the preexisting beliefs and practices of local actors. Acharya terms this perspective “constitutive localization” and argues that international politics is not all about Western ideas and norms forcing their way into nonWestern societies while the latter remain passive recipients. Rather, ideas are conditioned and accepted by local agents who shape the diffusion of ideas and norms in the international system. Acharya sketches a normative trajectory of Asian regionalism that constitutes an important contribution to the global sovereignty regime and explains a remarkable continuity in the design and functions of Asian regional institutions. Asia is rising and will wield greater economic and strategic weight in world affairs. However Asia also faces numerous challenges like poverty, domestic instability, deficiencies in governance and the rule of law, inter-state disputes and rivalries, and military build-ups, to name just a few. The celebration of Asia’s rise would be premature if it is not accompanied by lasting peace and cooperation between states and justice and prosperity at home. The achievement of this happy state of affairs will require continuation of wise and pragmatic leadership, especially among the major powers. This collection of essays reflects on some of the major political and security issues in the region in recent times, including the balance of power among the major powers, American engagement and policies in Asia, India’s rise, the global war on terrorism, the Iraq war, domestic developments in some countries as well as ASEAN’s efforts to build regional peace and security. Tiwari Pavin Chachavalpongpun With the completion of the ASEAN Charter, ASEAN needs to fully appreciate and work out the issues connected with its implementation. It is also important for ASEAN and its business sector to understand and implement the two newly completed key integration instruments (the ASEAN Trade in Goods Agreement and the ASEAN Comprehensive Investment Agreement 2009) and the business enhancing initiatives envisaged under them. Both areas of work have taken on added urgency in view of ASEAN’s goal of putting in place an ASEAN Economic Community by 2015. This is the first book which examines both the above issues, the problems related to them and possible solutions. From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand’s international role from one of obscurity into a kind of regional hegemony. Thaksin’s diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin’s reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country’s foreign policy. A few others have been added to complement those debated at the conference. At present, comprehensive and authoritative studies on Penang’s current economic conditions are a rarity. This book is thus an effort to correct that lack. Evidence does suggest that the state had not been doing well in the first half of the decade of the new millennium. Being a small state situated relatively far away from the administrative capital of Putrajaya, Penang has to be economically innovative if it is to regain its place at the forefront of Malaysian development. The relationship between the state and the federal government remains a vital matter. This book is a novel about the armed struggle of the Malayan Communist Guerillas in the jungle. This issue was very sensitive in the SingaporeMalaysia society and many Chinese writers were either reluctant or fearful to touch it. But Liu Jun was very enthusiastic and eager to give it a try. Liu Jun was born in the Malay Peninsula and grew up in a village near the jungle. He knew the jungle and the excommunists who lived there very well. When he first started writing, he was aware that the jungles and the Malayan communists were rich resources of knowledge which he could make use of for his literary endeavours. The materials used in this book are merely a small part of what he has in store; the rest will be used for his subsequent series. Obviously, this calls for a change of direction to avoid impending calamities. Barisan Nasional has vowed to make changes, but is it capable of veering the nation off that abyss, with UMNO absolutely dominating the coalition with its racist ideology intact? On the other hand, Pakatan Rakyat has promised to institute thorough reforms to remove racism and restore democracy and good governance, thereby rejuvenating the economy. This promise did not materialize. Instead, the year saw a massive crackdown on the freedoms of speech, expression and assembly, with close to a thousand people arrested for peaceful forms of protest, signaling an increased level of intolerance shown by the Najib government towards dissent as compared to that of his predecessor. 2009 saw the biggest antiInternal Security Act (ISA) rally to date and it forced the government to announce a review of the draconian legislation. Nonetheless, more than one thousand individuals remained in detention without trial. At the international level, the government’s record on human rights deteriorated with at lease two high-profile reports in 2009 highlighting the collusion of government authorities in the trafficking of refugees at the MalaysiaThailand border. Such a worship deserves that much attention be devoted to explaining it and to detailing its essential elements, its proprieties, its merits, and its mysteries. This little book is translated from Kitab Asrar al-Hajj, the seventh chapter of the celebrated 12th century work, Ihya’ ‘Ulam al-Din. In his inimitable style of explaining the rituals of Islam to the common man, Al-Ghazali invites readers to dwell on the subject of the hajj beyond its mechanics and rituals, and to pay attention to its true substance, purpose and philosophy. Their intellectual journeys will inspire a younger generation of concerned Muslims, who look to religion not just as a private affair or cultural phenomenon, but as a paradigm with its own norms and notions, including the project of an Islamic state. Muslim Spaces of Hope argues that we have been too preoccupied with problems, not enough with solutions. It challenges what has come to be viewed as the ‘Islamic problem’ by asking what Muslims have to be hopeful about today, and how others might share this hope, as well as addressing wider about social difference, oppression and liberation. At the same time, however, it is an historical and contemporary anthropology of Cambodia, in that ‘medicine’ (in the sense of ideas, practices and institutions relating to health and illness) is used as a prism through which to view the colonial and post-colonial society at large. Rich in ethnographic detail derived from both contemporary anthropological fieldwork an colonial archival material, the study is an account of the simultaneous presence in Cambodia of two medical traditions: the modern, biomedical one first introduced by the French colonial power at the turn of the twentieth century, and the indigenous Khmer health cosmology. In their reliance on one or the other of the two traditions, the Khmer people have continually been concerned to find efficient medical treatment that also adheres to norms about the morality of social relations. It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country’s capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country’s architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam. Although in fact ill-defined, Thainess, or khwampenthai, has been consistently used by Thai leaders to legitimize their power and to defend their economic interests. Not only has the assertion of Thainess been deeply rooted in the private interests of those in power, but it has also been deployed as part of nationalist sentiment to guard against any international norms, often considered as threats to the leaders’ own interests. This book is intended for students and professors in the field of Thai nationhood and Thai nationalism, as well as contemporary Thai-Burmese relations. It is also intended for policy practitioners such as those in the government and military. This book is dedicated to filling the gap by examining the complex reality behind the Islamists rejection of democracy. It focuses its analysis on two streams of Islamism: the two Islamist groups that seek extraparliamentary means to achieve their goals, that is, MMI and HTI, and the PKS Islamists who choose the existing political party system as a means of their power struggle. As this book has demonstrated, there are times when the two streams of Islamism share a common platform of understanding and interpretation as well as an intersection where they are in conflict with one another. The interplay between contested meanings over particular theological matters on normative grounds and power contests among the Islamists proves to be critical in shaping this complexity. The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion. Edited by Edward Aspinall and Marcus Mietzner Alternately lauded as a democratic success story and decried as a flawed democracy, Indonesia deserves serious consideration by anyone concerned with the global state of democracy. Yet, more than ten years after the collapse of the authoritarian Suharto regime, we still know little about how the key institutions of Indonesian democracy actually function. This book, written by leading democracy experts and scholars of Indonesia, presents a sorely needed study of the inner workings of Indonesia’s political system, and its interactions with society. Combining careful case studies with an eye to the big picture, it is an indispensable guide to democratic Indonesia, its achievements, shortcomings and continuing challenges. Roumasset, Kimberly M. Burnett and Arsenio Molina Balisacan Edited by Joan Hardjono, Nuning Akhmadi and Sudarno Sumarto This book consists of papers that present the findings of research done by the SMERU Research Institute in Jakarta, Indonesia. Most describe the effects on the poor of the Indonesian economic crisis of 1997-98 and the response of the Indonesian government in the form of a Social Safety Net consisting of poverty mitigation programs. With the gradual recovery of the economy after 2000, the Indonesian government began reducing subsidies for fuel products and has channelled budgetary savings into a new series of targeted social protection and poverty alleviation undertakings that include unconditional cash transfers. The effectiveness of Indonesia’s poverty alleviation programs has, however, been reduced by the difficulty of targeting beneficiaries accurately because of a lack of reliable, up-todate poverty figures. Featuring case studies from across the globe, including Latin America, the Middle East and Africa, Megacities examines recent worldwide trends in poverty and social exclusion, urban violence and politics, and links these to the challenges faced by policy-makers and practitioners. Smith Religion infuses all aspects of the lives of many people, especially in developing countries. However, religion has largely remained unexplored in development studies. This timely new book aims to fill that gap. Religion in Development expertly reviews the treatment of religion in development thought and in the social sciences. Highlighting the major deficiencies of the assumption of secularism, the authors argue that there is no separation between religion and development. Religions, they claim, need to be studied in their entirety, as traditions whose central teachings are constantly reinterpreted in the light of social, political and historical contexts. Publisher: Zed Books 2009: 184 pp ISBN: 9781848130012: RM93.00 Thinking About Development Development matters Bjorn Hettne The Environmental Responsibility Reader is a collection of classic and contemporary environmental works that offers a comprehensive overview of the issues involved in environmental responsibility, steering the reader through each development in thought with a unifying and expert editorial voice. This essential text expertly explores seemingly intractable modern-day environmental dilemmas – including climate change, fossil fuel consumption, fresh water quality, industrial pollution, habitat destruction and biodiversity loss. Starting with Silent Spring, the book draws on contemporary ideas of environmental ethics, corporate social responsibility, ecological justice, fair trade, global citizenship and the connections between environmental and social justice, configuring these ideas into practical notions for responsible action with a unique global and integral focus on responsibility. The first volume in the Development Matters series, Thinking about Development provides the framework for the titles that will follow. It places themes such as technology, learning and environmental justice within a broader historical, conceptual and political context than the immediate policy and output demands of neoliberalism. Focusing on Iraq and the Occupied Palestinian Territories, this volume addresses such issues as the impact of gender mainstreaming on women’s participation in peacebuilding; how the US-led invasion of Iraq has affected gender relations and identities; and how transnational feminist movements can best support women’s rights in the region. Ozgur Heval Cinar and Coskun Usterci Based entirely on original empirical research, Women and War in the Middle East brings together some of the foremost scholars in the areas of feminist international relations, feminist international political economy, anthropology, sociology, history and Middle East studies. Publisher: Zed Books 2009: 285 pp ISBN: 9781848131866: RM99.00 27 Refusing to take part in war is as ancient as war itself. This wideranging and original book brings together four different bodies of knowledge to examine the practice of conscientious objection: historical and philosophical analyses of conscientious objection as a critique of compulsory military service and militarization; feminist, LGBTT and queer analyses of conscientious objection as a critique of patriarchy, sexism and heterosexism; activist and academic analyses of conscientious objection as a social movement and individual act of resistance; legal analyses of the status of conscientious objection in international and national law. Conscientious objection is an increasingly important subject of academic and political debate, particularly in the USA, Israel and Turkey. This collection provides a much-needed introduction and tool for making sense of the history of nation-states in the twentieth century and understanding the political developments of the early twenty-first century. Publisher: Zed Books 2009: 268 pp ISBN: 9781848132788: RM109.00 Body Politics in Development The Deadly Ideas of Neoliberalism Critical debates in gender and development Wendy Harcourt Body Politics in Development sets out to define body politics as a key political and mobilizing force for human rights in the last two decades. This passionate and engaging book reveals how once-tabooed issues, such as rape, gender based violence, and sexual and reproductive right, have emerged into the public arena as critical grounds of contention and struggle. How the IMF has Undermined Public Health and the Fight against AIDS Rick Rowden Engaging in the latest feminist thinking and action, the book describes the struggles around body politics for people living in economic and socially vulnerable communities and covers a broad range of gender and development issues, including fundamentalism, sexualities and new technologies, from diverse viewpoints. The Deadly Ideas of Neoliberalism explores the history of and current collision between two major global phenomena of the last thirty years: the spread of HIV/AIDS and other diseases of poverty and the ascendancy of neoliberal economics. The book explains not only how IMF policies of restrictive spending have exacerbated public health problems in developing countries, in particular the HIV/AIDS crisis, but also how those problems cannot be resolved under such policies. In stark, powerful terms, Rowden offers a unique, in-depth critique of the political economy of global foreign aid and health institutions. In The Optic Trilogy, the surfacing of buried secrets and repressed memories profoundly alters the way a man and woman see each other. In Fugitives, the members of a family discover that their self-definition relies on their interactions with ‘outsiders’ who exist beyond their comfort zones. In Homesick, a diasporic Singaporean family, quarantined during the SARS crisis, evaluate the meanings of home. And in sex.violence.blood.gore, the façade of a rigid, orderly society is peeled away to reveal chaotic passions. In this collection of Orang Asli animal tales you will learn, for example, how the once-cruel tapir got its white band and became the timid animal that it is today. And why the flying lemur always hides his tail and flies only by night. Or how friends of the slow-loris protected him from the punishment of blindness ordered by the king for outraging the modesty of his daughter. These tales are not only for enjoyment and amusement. They also teach us morals and give us a peek into the rich scientific and cultural heritage of the Orang Asli – which should rightfully warrant a significant place in Malaysia’s cultural heritage. SIRD books are distributed by its sister organization, GB, and aim to contribute to the development of an intelligent, dynamic, diverse, and democratic Malaysian society. We also hope to help increase the range of books published locally in both English and Bahasa Malaysia. Writing is an art as well as a craft. We are always open to original ideas for books in our subject areas, but please do contact us to obtain a copy of our book proposal template first. Guidelines for prospective authors are available on our website (www.gerakbudaya.com). Gerakbudaya (GB) was founded in 1998 and is based in Petaling Jaya, Malaysia. Gerakbudaya distributes books that embody social awareness, critical and alternative perspectives, and the hidden histories of Malaysia, Southeast Asia and the wider world we live in. We are the sole distributor for the alternative London-based publishing house, Zed Books (Zed) in Malaysia. GB also distributes books by many important Malaysian and international publishers, institutes and NGOs: • Institute of Southeast Asian Studies, Singapore (ISEAS) • Third World Network (TWN) • Forum • INSAN • Universiti Kebangsaan Malaysia (UKM) Press • Institut Kajian Dasar (IKD) • The Other Press (TOP) • Islamic Book Trust (IBT) • Pesticides Action Network—Asia Pacific (PANAP) • Centre for Orang Asli Concerns (COAC) • Social Science Association of Malaysia (PSSM) • Suaram Komunikasi (SUARAM) • Sisters in Islam (SIS) • Jundi Resources • Akademi Kajian Ketamadunan • The Malaysian Insider • Malaysiakini (Kinibooks) • Democratic Act Party (DAP) • Research for Social Advancement (REFSA) • Malaysian Social Research Institute (MSRI) • Institute Kajian Malaysian & Antarabangsa (IKMAS), UKM • Buku Siasah • Silverfish books • Tinta Publishers (Tinta) • Malaysia Press Institute (MPI) • Institute Alam Sekitar & Pembangunan (LESTARI), UKM • Matahari books • Institute China Studies, UM (ICS) What Do We Do? GB titles are found in bookshops large and small throughout Malaysia and in Singapore, in all good chain bookstores as well as independent bookshops and campus bookstores. In an era where books and publishing are becoming endangered species, GB is dedicated to the idea that books really matter and that they play a key role in the building of a creative, thoughtful, useful and progressive life. Books bring to light or keep focus on issues silenced, forgotten or deemed too boring by today’s mass media and culture of apathy, shopping and forgetting. GB is dedicated to circulating timely and important books, breaking down artificial barriers between writers/thinkers in institutions and everyone else, and generating informed discussions of important issues in our lives by providing different views and fresh insights. We at GB are also working to expand links between Malaysian and regional and international publishers, thus making non-mainstream writers more accessible to a local audience and vice versa.
