QICT manages the National Block of this facility. Security provided by QICT. IC 3 – means – Radio active check. – Scanning – Hand held instrument check if scanning fails. FSN (Foreign service nationals) operate the facility. Why PQA was selected/Facility Overview Over 70% of Pakistan Exports to USA were moving out of QICT in 2005-2006. US Customs & Pakistan customs selected Port Qasim as pilot program for CSI – IC3 facility. Land given to Customs – 10 acres Facility is linked with US Custom in USA (Target center) QICT manages and operates National Block of IC3. Average of 210 cntrs per day for US exports. Capacity – 250-350 containers per day. 2nd Scanner installed in 2009 to cope up with the volume. Exporters Saving Scanning Charges paid earlier on Transshipment Ports & invaluable time. Truck holding area & pre gate IC 3 area Pakistan custom block for custom clearance. Primary & secondary Radio active check. Driver does not get off the truck IC 3 Control room –connected to USA – control. Both parties review scan and clear container. Hand Held Radio active detection device to inspect cargo in containers. CSI Paper seal fixed on door & hinges. This container is now clear for delivery on discharge at US Ports NLC Container Terminal. NLC – 2Km away from KPT NLC Off-Dock Terminal Facility (Overview) Construction started on 2nd week of Nov, 2004 Completed May 15’ 2005 Commenced operations on May 25’ 2005 Operated and managed by DP WORLD Karachi. 10+5+5 years on BOT basis.
