Program Description The Master of Public Policy (MPP) program at the Graduate School of Public Policy (GraSPP) offers a two year interdisciplinary graduate-level professional degree for future policy experts. Successful applicants for the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP), the Asian Development Bank-Japan Scholarship Program (ADB-JSP) and Japan-IMF Scholarship Program for Asia (JISPA) will be awarded funding covering all tuition and admission fees, as well as housing and subsistence allowance. Travel expenses between the awardees’ home countries and Tokyo will also be provided. MPP/IP seeks to nurture individuals who: Aspire to acquire a graduate-level knowledge foundation that combines high levels of specialized knowledge with practical competencies in order to assume active roles as highly-principled public policy professionals and leaders in international society; Can proficiently evaluate current and future challenges confronting modern society, optimize policy responses, evaluate policy impacts, and build consensus among stakeholders; Have the competency necessary to apply fundamental knowledge in policy design, implementation and evaluation honed through a balanced study of law, politics and economics to successfully resolve policy challenges II. V. Qualifications for Application in the MPP program To be eligible for admission to an MPP program, applicants must hold or expect to earn a Bachelor's degree or its equivalent. Notes: Those who expect to complete their undergraduate education (Bachelor’s degree or the equivalent) between September 23 and September 30, 2016 are required to contact the MPP/IP Admissions Office (see XI. Address) in order to check eligibility to apply for the program before October 30, 2015. Applicants must have completed at least 16 years of education including at the university level, or its equivalent. Applicants who have spent fewer than 16 years completing their elementary, middle school, high school and university education must explain in detail their academic history. Those applying based on non-standard qualifications should contact the MPP/IP Admission Office, Graduate School of Public Policy prior to applying. For details, please refer to Appendix I. VI. Application Procedure for IMF-JISPA The applicant for the partnership track under IMF-JISPA is required to apply through IMF’s online application system which is available on the IMF Regional Office for Asia and the Pacific website: http://www.imf.org/external/oap/schol.htm. Eligibility for JJ/WBGSP To be eligible for receiving a scholarship under JJ/WBGSP, the student must meet the following minimum criteria: 1. 2. 3. 4. 5. 6. Eligibility for ADB-JSP To be eligible for receiving a scholarship under ADB-JSP, the student must meet the following minimum criteria: 1. A national of an ADB borrowing member country (applicants from countries that are no longer borrowing from ADB are not eligible for the ADB-JSP Scholarship). 2. Gained admission to an approved MA/PhD course at a an academic nstitution. 3. A bachelor's degree or its equivalent with superior academic record. 4. At least two (2) years of full-time professional working experience (acquired after a university degree) at the time of application. Proficiency in oral and written English communication skills to be able to pursue studies. 5. Not more than 35 years old at the time of application. In exceptional cases, for programs which are appropriate for senior officials and managers, the age limit is 45 years old. 6. In good health. 7. Should agree to return to his/her home country after completion of studies under the Program. 8. Executive Directors, Alternate Directors, management and staff of ADB, consultants, and relatives of the aforementioned are not eligible for the Scholarship. 9. Staff of designated institutions are not eligible to apply to their own institution 10. Applicants living or working in a country other than his/her home country are not eligible for scholarships. 11. ADB-JSP does not support applicants who are already enrolled in graduate degree programs. 12. Application Procedure Application documents (see X. Application Form and Supporting Documentation Requirements) must be submitted in their original forms during the period: from Monday, November 2, 2015 to Wednesday, January 20, 2016 5pm JST Documents must be submitted to the Graduate School of Public Policy via registered mail or an international delivery service (such as UPS or FEDEX) so that applicants can track delivery status of their application. Application Form and Supporting Documentation Requirements Applicants must obtain the necessary forms from the Graduate School of Public Policy’s website and prepare the documents according to the list below. Applications must be written in English. Supporting documents should be provided in English or in Japanese. If they are not written in English or in Japanese, an official English or Japanese translation must be attached. Faxed documents or digital copies sent by e-mail shall not be accepted. Apart from the items listed below, do not attach any additional documents. No stapler on documents. Admissions office may not respond to individual inquiries when applicants can clearly find answers by reading this guideline. None of the submitted documents and materials shall be returned. 1. APPLICATION Form (Form #1) This document should be typed in English. Prior to sending the hard copy, applicants are required to submit an Application Form (Form#1 only) to [email protected] by email detailing the date of sending the application, means of shipping and its tracking number. The Admissions Office will notify the applicant an application number within three working days after receiving the email. Applicants should refer to this application number for all communications thereafter (See VII. Application Procedure.). 2. Three Clear Photographs of Your Face (30 x 40 mm) Please write your name on the back. Please paste one photograph onto the APPLICATION Form (Form #1). Color photographs taken within the last six months Upper frontal view without hat, etc. 3. Official Proof of Graduation One official document of graduation, certified with the seal/stamp of the university from which you earned your bachelor degree (Please do not send the original diploma.) Those who have not yet graduated from their course of study at the time of application are requested to submit an authorized statement of anticipated graduation. 4. Official Transcript 5 2016 MPP/IP for JJ/WBGSP, ADB-JSP & JISPA Graduate School of Public Policy All official transcripts listing all courses and grades, certified with the seal/stamp of the university in which you are or were enrolled. If available, a cumulative GPA (Grade Point Average) should be included. The GPA statement should be part of the official transcript, or, if separate, should bear an official university or registrar seal. It should include an explanation of the numerical values used to calculate the average. If available, an authorized certificate of class ranking may also be included. If the applicant has changed his/her university, he/she should include a transcript from the former universities or colleges. These need to be translated to English. Notes: The name of the degree awarded and the date of award should be contained in either the Official Proof of Graduation or the Official Transcript. 5. Proof of English Proficiency Either TOEFL or IELTS test scores are required as proof of English competency. An application to the MPP/IP program will not be reviewed without an official score report sent to the Graduate School of Public Policy directly from the testing organization. The official scores must reach the Graduate School of Public Policy no later than January 20, 2016 5pm JST. Applicants must explicitly request the submission early enough taking into consideration the time required for processing and handling. The Official Score Report is an indispensable part of the selection procedure (applications will be considered “incomplete” without these official score reports). The English proficiency test must have been taken within two years of the time of the application’s arrival date. TOEFL: A TOEFL Official Score Report must be sent by ETS (Educational Testing Service) directly to the Graduate School of Public Policy, University of Tokyo (Institution Code: 8554). (The Examinee Score Report is not acceptable.) Applicants should note the date of the score report request in Form #1. Note: ETS will issue the Official Score Report only for a PBT, CBT, or iBT taken within two years- (An ITP score is not acceptable). IELTS: Applicants can submit an IELTS academic module test report which also must be sent by the testing organization directly to the Graduate School of Public Policy, University of Tokyo. Notes: The TOEFL or IELTS requirement does not apply to applicants as below. 1. 2. A native speaker of English An applicant who earned a bachelor’s degree, or the international equivalent thereof, from an institution, where the primary language of the entire institution (not only your faculty or course) is English, in the U.K., Ireland, the U.S.A., Canada, Australia or New Zealand If you fall into the case as below, you are required to contact MPP/IP Admissions Office to assess your case no later than December 16, 2015 5pm JST. For details, please refer to http://www.pp.u-tokyo.ac.jp/en/mppip/?page_id=15. - An applicant who earned a bachelor’s degree, or the international equivalent thereof, from an institution, where the primary language of the entire institution (not only your faculty or course) is English in countries other than the U.K., Ireland, the U.S.A., Canada, Australia or New Zealand If the qualification does not appear above, there will be no exemption. 6. GRE (Graduate Record Examinations) General Test Official Score Report - Strongly recommended 6 2016 MPP/IP for JJ/WBGSP, ADB-JSP & JISPA Graduate School of Public Policy Applicants are strongly encouraged to submit a GRE General Test Official Score.. The Official Score Report must be sent by ETS (Educational Testing Service) directly to the Graduate School of Public Policy, University of Tokyo (Institution Code: 3944). (The Examinee Score Report is not acceptable.) To be considered as part of the application, applicants are responsible for ensuring that the Official Score Report reaches the University of Tokyo`s Graduate School of Public Policy prior to the application deadline: no later than January 20, 2016 JST. Applicants should write the date of the request made to ETS in Form #1. ETS will issue the Official Score Reports only for tests taken within five years. 7. Two Letters of Reference (Form #2-ONE, Form #2-TWO) Must be written in English or Japanese (or a certified translation into Japanese or English). Each letter, together with Form #2, must be enclosed in a sealed envelope. The referee must sign his/her name across the seal of the envelope. The Letters of reference should arrive no later than January 20, 2016 JST. The referees can send letters of reference directly to GraSPP. In this case, please ask the referee to make sure that applicant’s name is clearly written both on the envelope and on the letter. The application will not be reviewed without two letters of reference. 8. Statement of Purpose (Form #3) Applicants should submit a statement of purpose for studying at MPP/IP, GraSPP. This document should be typed and written in English. The length of the Statement of Purpose should not exceed one thousand (1000) words. 9. Letter of Endorsement (Form #4) The letter must bear the official stamp or seal and signature of the employer. 10. Statement of Eligibility and Expression of Intent (Form #5) 11. Applicants who do not currently possess a passport may submit a copy of a census register or other proof of citizenship. Japanese nationals need not submit a proof of citizenship. 12. Receipt for Remittance of Examination Fee For applicants residing outside Japan: JPY10,000 Payment of examination fees can be made from the middle of October, 2015 by credit card through the university`s e-payment system. Applicants may be contacted for additional information. Not all applicants who are officially admitted to MPP/IP can be awarded the JJ/WBGSP or ADB-JSP. XIII. Admission Fee & Tuition Fee Admission Fee (JPY282,000) is payable at the time of enrollment. Annual Tuition Fee for AY2016/2017 (JPY 535,800) is payable in two annual installments. Notes: The sponsoring financial institutions will cover the Admission Fee and Annual Tuition. For details on the coverage of scholarships, please refer to the sponsors’ websites. Payment of the Tuition Fee must be made in accordance with the Agreement with each sponsoring institution. XIV. Miscellaneous 1. Any inquiries relating to application and admission must be made by e-mail ([email protected]). 2. No documents submitted for the application will be returned to the applicants. The Examination Fee is non-refundable. 4. All official documents must be originals, unless otherwise instructed. 5. After enrollment registration has been made, the Admission Fee is non-refundable. 6. Applicants with physical disabilities should consult with the Admission Office prior to the application, so that considerations for facilitating them in interviews and classrooms, etc. may be arranged. 7. The University of Tokyo shall use personal information received only for the purpose of (1) Selection procedures, (2) Notification of results and (3) Enrollment procedures. For those students that enroll, this information will also be used for (4) Educational affairs, (5) Student support and (6) Collection of tuitions. 8. The examination results used in the selection of entrants may be used in future studies for the improvement of both the entrance examination and the education at the University of Tokyo. 9. Requirements for Eligibility: MPP Programs at GraSPP * The terms "university" and "Bachelor's degree" below are narrow legal concepts defined within Japan's education system based on the School Education Law. These terms do not correspond to equivalents abroad unless explicitly specified. Persons must fulfill at least one of the following requirements in order to be considered eligible to apply to the MPP/IP program at GraSPP: (1) Those who have graduated from a Japanese university designated by the Ministry of Education, Culture, Sports, Science and Technology or are expected to graduate by September 30, 2016. (2) Those who have completed, or are expected to complete 16 years of school education abroad by September 30, 2016. (3) Those who have completed, or are expected to complete by September 30, 2016, 16 years of school education of a foreign country by taking correspondence courses provided by a school of said foreign country while residing in Japan. (4) Those who have completed, or are expected to complete by September 30, 2016, a program in an educational institution in Japan which is designated by the Minister of Education, Culture, Sports, Science and Technology, that provides courses of a foreign university within the school education system of a foreign country. This applies solely to those who have completed 16 years of school education of said foreign country. (5) Those who have completed, or are expected to complete by September 30, 2016, specialized training colleges in Japan designated by the Minister of Education, Culture, Sports, Science and Technology in separate regulations, after the date on which said institute received the Minister’s designation. This applies only to a program where the program duration is at least 4 years and that satisfy standards determined by the Minister of Education, Culture, Sports, Science and Technology. (6) Those designated by the Minister of Education, Culture, Sports, Science and Technology, in accordance with 1953 Ministry of Education, Science and Culture Notification No. 5. (Note 1) (7) Those who have completed 15 years of school education in a foreign country, or who have completed 15 years of school education of a foreign country by taking correspondence courses provided by a foreign school of said country while residing in Japan, and whom this graduate school has recognized as having obtained the necessary credits with excellent grades. (Note 2) (8) Those who have completed a program designated by the Minister of Education, Culture, Sports, Science and Technology in an education institution in Japan that provides courses of a foreign university within the school educational system of a foreign country, and who are recognized by this graduate school as having obtained the necessary credits with excellent grades. This applies solely to students who have completed 15 years of school education of said foreign country. (Note 2) (9) Those on whom a Bachelor's degree has been conferred or is expected to be conferred by September 30, 2016, in accordance with Article 104, Paragraph 4 of the School Education Law. (Note 3) (10) Those 22 years or older as of September 30, 2016, whom this graduate school has recognized, through individual screening of entrance qualifications, as having abilities that are at least equivalent to those who graduated from a university. (Note 4) (Note 1) Those covered under requirement (6) above are those who have graduated from or are expected to graduate from a university under the old university ordinances, or national colleges/prefectural colleges (Daigakko)* under various orders for organization and acts of establishment of government ministries, and so on. * Daigakko…higher education institutions under the jurisdiction of ministries other than the Ministry of Education, Culture, Sports, Science and Technology or local governments (Note 2) Those who intend to apply under requirements (7) and (8) above shall submit documents designated by MPP/IP Admissions Office early enough by e-mail before submitting an application. Please inquire in advance at MPP/IP Admissions Office about eligibility for application and documents to be submitted. (Note 3) Those covered under requirement (9) above are those on whom a Bachelor’s degree has been conferred, or is expected to be conferred, by the National Institution for Academic Degrees or the National Institution for Academic Degrees and University Evaluation. (Note 4) (a) Those covered under requirement (10) above include those who are not covered under requirements (1) through (9) above, but have graduated from (completed) an educational institution equivalent to a 4-year university. Such applicants shall be recognized, through individual screening of entrance qualifications by this graduate school, as having abilities at least equivalent to that of a university graduate. (b) Those who intend to apply under requirement (10) must have their qualifications individually screened before submission of the application. Such persons are therefore required to contact the MPP/IP Admissions Office. We will require a curriculum vitae including date of birth, current address, contact information, and information on all relevant qualifications to undertake initial screening.
