The Shotover River full from bank to bank is an impressive sight. It is
little wonder the Kawarau struggles to drain Lake Wakatipu after a high
spring rainfall event. The flood of 1999 was the biggest in the 150 years of
human settlement on the shores of Lake Wakatipu. In the aftermath, plenty
of ideas were tabled on how to stop such devastation from happening again.
A favourite nut-job plan was to blast out the rocks under the Kawarau Falls
Bridge to permanently lower the lake level but making most of Frankton Arm
a mud flat rather than a popular recreational area of the lake. Another was to
drill a ‘plughole’ somewhere on the lake edge near Glenorchy a few metres
above normal lake level. A second use for this ‘tunnel’ was a one way bus
access to the Holyford as a short cut to Milford. Sounds crazy but believe it or
not these options were seriously considered.
These might be outlandish ideas seemingly thought up by someone with a God
complex, but seriously, can humans really shape the lay of the land we occupy
or do we just have to accept the risk and manage those risks accordingly?
In 2006 the Otago Regional Council (ORC) and Queenstown Lakes District
Council (QLDC) came up with a Flood Risk Management Strategy with the
catch phrase “learning to live with flooding”. This statement spells it out for
everyone that the reality of living in Queenstown is an on-going risk of flooding.
Less dramatic efforts than those mentioned above have been successfully
made to reduce the risk of flooding. The Shotover Delta has been channelled
out and that distinctive stone wall round Queenstown Bay is the only thing
keeping the lake out of Earnslaw Park when the lake level tops 311 metres like
it did on the weekend. These efforts are not in vain when you consider thirty
or forty centimetres more water in the lake could see Queenstown become a
disaster zone.
However as the management strategy says, we have to learn to live with
flooding. It is an element of our environment, given we are on the shore of
a massive lake with a huge catchment and only one way for all that water to
go, down the Kawarau. Human intervention can only go so far. Unfortunately
for downtown businesses, living with the risk of flooding means being either
uninsurable or lumped with hefty insurance premiums. You can see why being
told the best we can do is “learn to live with it” is a touchy subject for many
people with an economic investment in downtown Queenstown. On the positive
side, the flooding of Lake Wakatipu is a relatively slow moving emergency. It’s
not a flash flood or sudden earthquake. The biggest threat is complacency.
Those that do learn to live with it and act fastest will suffer the least.

Victim of Racism
Can you make ends meet at the end
of the month?
Dear Editor,
I moved to Queenstown permanently from a large
Asian city 6 months ago and have loved my time
here so far. But for the first time last Friday I found
myself the victim of racism in New Zealand at a
petrol station on Frankton Road. After the pump
malfunctioned, the attendant tried to tell me my halfempty tank was full while somehow putting in more
petrol than the $30 I had originally entered into the
keypad. I was trying to explain to him that my tank
was nowhere near full but he then laughed at my
English. Another attendant then came over and
started laughing with him as I was trying to resolve the
situation. This caused me to become very upset and
distressed - and without listening to what I was saying
the attendants kept demanding that I go in and pay
more than the amount I had originally entered into
the pump. Once my husband who is a Kiwi arrived,
the attitude of the attendants suddenly changed and
they were very apologetic. I was shocked to see how
different they acted around my husband and that this
could happen in a place like Queenstown where
most customers are international visitors. I realise that
not everyone is like this but this kind of behaviour
likely to tarnish Queenstownt’s welcoming image for
tourists around the world.

YET AGAIN!...parents are taking their small children on parts of the cycle trail when it obviously isn’t
suitable for the little ones...how many times have I seen Mummy or Daddy off to rescue “Little Johnny” who
has come to grief injuring themselves...the parents then have to come down rural driveways, encouraging
other vehicles to park on private access roads...it’s not just you, the “one off” person, there so many now
using driveways as if it’s OK to do so...would you like 100’s of cars a day using your driveway, parking
anywhere, limiting your access, clogging up the area?....so come on people, use your “noodle” and park in
sensible areas AND start off the track on a place suitable for the age of users (maybe do a “reccie” first! Might
be a good idea!) I feel sorry for those poor kids who have been taken on a “not-so-pleasant” ride. One way
to put your kids off cycling!! Start the season off on a good note and choose your pathway for an enjoyable
ride for all! I used to cycle 3 miles there and back to school, I didn’t mind it one bit, even in horrible weather
up and down hills...I doubt that their kids would even cycle to the shop down the road! Adults, if you want
to do your own thing, do it, don’t push the littlies too far. Great to see people out and about, but hey, you
still need to act responsibly (both on the track and with parking) Happy Cycling!

I work in town in a 9am-5pm job, my first
frustration of the morning starts when I am
looking for free parking and my luck has gone
on holidays in Fiji because it’s pissing down,
and it’s near impossible to find free parking.
Fortunately, the council has put in place a rather
cheap solution for people who work in town
all day: $2.50 parking for the whole day at the
recreational ground, great let’s try that!! While
now I am running late and I am willing to pay
the $2.50, there’s no spots left!! Now what
infuriates me is that there are 2 or 3 camper
vans parked there, what looked like remains of
human beings are slowly waking up... it’s not
pretty, it’s obviously feeling rough from the big
night out they had the night before. And I am
gutted because they are not paying a penny and
they are occupying 3 spots of parking. While
I am not a big fan of Parking Wardens, where
the hell are they in the morning to kick out the
freeloaders?

Local Price: A Privilege, Not A Right
A local’s price is a discounted rate set aside for people that work and reside in Queenstown,
and who are good, frequent visitors of said establishment. Above all, a local’s price is a
privilege, not a right, and it is at the designation of the bar staff, or any other staff, to decide
who fits the profile of a good customer. As a member of the bar staff at an establishment in
town, I find it appalling the ways in which many people, who apparently live and work in this
town, go about requesting these discounted rates.
Firstly, telling a member of staff how much less than the listed price you plan to pay for the
good or service does not and should not incur a discount; it’s rude and presumptuous. Most
bars offer some sort of a card or sticker as a designation for local’s prices, and if a customer
does not possess this marker, it is within the boundaries of an employee’s rights to charge
full price. A polite introduction to a bartender who doesn’t know you will probably not
only incur a discount, but will probably initiate an invitation for that establishment’s discount
program for future use. Receiving a water is not a personal insult, nor is it a malicious attempt
at ruining your night out; it is simply a part of our job description, and if you’re truly “local,”
you understand the rigid framework that the local authorities give us to work within, and that
it’s the staff who will suffer the ramifications for having intoxicated persons on the premises.
Although this point may be mute when you come in drunk and try to get a drink, please try
and reflect on this soberly so as not to take your wasted frustration out on us.
Overall, try to remember that while you may be having a night out with your friends, you
have chosen to drink at an establishment that, as employees, we spend most of our time at,
and a good or bad night at work for us is generally determined by the crowd. The behavior
a customer exhibits at our place of work is something that can not only make or break our
night, but affects the standing of patrons in the eyes of the staff. As a staff member at a local
establishment, the faces I tend to remember are those that are polite and courteous, and those
that are not; keep this in mind the next time you head into your favorite bar in town, and the
person serving your drinks will probably not only reward you with a local’s price, but a smile
and a bit of banter.

This is a relatively common question. Immigration New Zealand (INZ)
policy confirms that assets must be nominated by the main applicant
and their partner included in the application before approval in
principle, and following approval of the application those assets must
be liquidated and transferred to New Zealand via the International
Trading Bank System. In some instances funds can be loaned against
those assets and transferred through, at the discretion of INZ. When
it comes to assets held by a family trust, this technically is a separate
legal entity and it is not “owned” by the individual. INZ however
have taken a liberal view of closely held trusts, so it is possible to
demonstrate control and management over an asset owned by a
family trust, and therefore possible for the family trust to transfer the
funds to New Zealand and for a family trust in New Zealand to be
established to invest into an acceptable policy under the criteria.
This is however quite a technical area and therefore legal/accounting
advice should be sought at an early stage. The investor policy is
quite a complicated policy, especially where significant funds are
involved such as the Investor Plus Category that requires a $10million
investment. The practical way that INZ approach the application of
policy in this area can be quite different to the literal interpretation that
the policy seems to provide, so if in doubt, seek expert advice.
