Look out the window and it’s pretty obviously autumn. On cue, the Arrowtown
Autumn Festival starts this weekend in Arrowtown. And the inaugural Blues and
Roots Festival at the Events Centre this Saturday. It’s one thing after another
around here, and I find myself thankful we still have May to take a breath before
Winter Festival and all guns blazing madness again.
Easter was, as usual, a juxtaposition. Busy for retail and cafes, but difficult for
visitors, locals and particularly the hospitality industry having to put up with
licencing laws. Although the town didn’t blow up with early closing of bars on
Thursday and Saturday night and “no drink without food” on Friday and Sunday,
the effect was great enough to stress hospitality business owners as they struggle
to make the most of limited opportunities before May. I like my ‘take a breath’ May
downtime, but business certainly does not share that feeling as profitability slips
through the fingertips.
Easter is Easter and licencing issues have always been part and parcel of the four
day package. Again this week ANZAC Day on Friday means no bars open past
midnight on Thursday. So we can all make the dawn service with no hangover
excuses. However you will not hear “bar barons” howling in the local tabloids this
week, mainly due to licensing restrictions on ANZAC Day being easier for 2014
New Zealand to understand than the reasons behind Easter restrictions.
As someone with hospitality interests in Queenstown, I can live with licencing
restrictions on a few days a year whatever the reason, religious or war
commemoration. What is of more concern, is the fact our local Police and Health
Officer feels the need to object to absolutely everything to do with alcohol whatever
the reason. In my opinion, their constant negativity to everything hospitable is
a sure sign they are out of touch with reality. Queenstown is in the business of
hospitality and we all rely on it directly or indirectly. That is our reality.
There is change in the air and it is not only the trees in Arrowtown showing their
true colours. With last year’s revamp of licencing laws comes more regional
control. Of all the regions in New Zealand, the Southern Lakes should be amongst
the most liberal given our reliance on an international audience more accustomed
to international standards. I do not expect Queenstown to become the Southern
Hemisphere’s ‘Las Vegas’, despite being the only town or city in the country
with two casinos. But I do expect us to be smart enough to avoid cutting off the
hand that feeds. And international tourism due in no small part to our wonderful
hospitality, feeds us.

Convention Centre – yes or no?
Consultation is underway on this year’s Draft Annual Plan, which has
just been released for public comment. It sets out all the projects and
activities the Council intends to carry out in the 12 months from July, and
there are several big questions to be answered:

Libraries – longer hours and access to more services?

Water metering – useful or not?

Debt – pay off more of it?

Consultation – what issues, and how?

A new route into town?
Options are being developed for a new route linking the Frankton Road
and Shotover St / Gorge Road. If you live in the area, drive into town
regularly, or are simply interested to know what’s under consideration.

Funding Applications for Events
Applications are open till the end of April for grants for events from the
Council’s Events Fund. There is now only one round of applications
each year for organisations seeking amounts over $5000. Applications
relating to events taking place between July 2014 and June 2015 close
on 30 April. Applications for lesser amounts will be considered for in-kind
support (this means the Council donates services and facilities rather
than providing money) and can be made at any time through the year.

After-Hours Planning Service
QLDC is trialling a new after-hours resource planning service aimed at
people who have trouble getting away from their day job to seek advice on
new projects. A planner is on duty every Wednesday night from 5-9pm to
discuss planning issues, including the resource consent requirements for
new business ventures, building extensions and visitor accommodation
rules. Phone 441 4099 or email [email protected] to make an
appointment for a face to face meeting or a phone consultation.
Oops – most sewage spills are preventable
Do your bit to stop spills from our sewerage system. Never pour cooking
fat, oil or grease down the drain. When it cools, it congeals in the pipes
and causes blockages and overflows. Likewise, disposable nappies, kitty
litter and the contents of your fishbowl should never be flushed down the
toilet.
Visitor Accommodation Amnesty
Property owners who rent out their houses and holiday homes on a shortterm basis for visitor accommodation have until the end of May to take
advantage of a QLDC amnesty before the Council starts following up
on unregistered rental agreements. Property owners can check online
whether they need to register or apply for consent, www.qldc.govt.nz
Crown Range Roadworks
Allow extra time for travel between Queenstown and Wanaka all through
April as roadworks are underway on the zigzags up to the Crown Terrace.
The road will remain open but expect delays. You may prefer to travel via
Cromwell. Work will be suspended on Anzac Day.

This is a call for more change from the
council. No, not more restructuring and job
losses but actual change, in coins please,
from the parking meter!
I use the carpark on Gorge Road next to
the library on most days. $2.50 all day,
great. But what really annoys me is having
to dedicate my mornings to rummaging
around to search for that elusive 50 cent
coin! Without it I end up paying $3 or $4
for something which should only cost me
$2.50!
No biggie? Well over a year at 5 days a week
that’s up to an extra $390 or 28 hours work
on hospo wages! For nothing! For as long as
I remember machines have had the amazing
ability to give change. As a kid I remember
feeding the vending machines and watching
with great uncertainty as the spinning coils
of dispensary joy would choose to either
drop my packet of Monster Munch into
the bottom for me to enjoy or cruelly hang
onto them at the last minute to crush my
soul (or my crisps).
Nevertheless, I always got my change! If it
could be done in the 80’s dear Council,
why can’t it be done now?

Well if you do have the misfortune to
need one, I hope you you’re very patient
and that it’s not urgent!
Every now and then I need a trade man to
fix up some stuff or do some renovations in
my house. In the past few years I’ve been
living here now I have found this simple
task to be very daunting every single time:
they never answer their phone, if you leave
them a message, they don’t call you back.
After finally being able to get hold of them
you ask them to come up for a quote,
sometimes they turn up and sometimes
they don’t. When they do turn up, you
have to chase them to get the quote from
them, sometimes you actually never get
one at all even if you phone them several
times to get your quote. It’s like they don’t
need your money for a living! Of course
your job is a small job so why bother?!
The demand is high and you’re the beggar
who needs them desperately.
If you’re lucky, you’ll finally agree to a
quote and a few weeks down the line the
work will be done. Most of the time, it’s
good work, it was almost worth the whole
hassle of waiting, chasing and begging.
But no happy endings here when it comes
to the final bill... A few hundred dollars
more than the quote! I can understand
if it’s a bit more than quoted but a few
hundred dollars more, NO! What are
quotes for then?? Of course when you
question it, they come back telling you it
wasn’t a quote but an estimation!!
Come on tradies, you are hard workers
and getting paid well for it, so play a fair
game and stop acting like princesses!

The Arrowtown Rugby Club has started the 2014 Central Otago Premier season in fine
form. After thrashing Roxburgh 43-14 in the 1st round and forcing Cromwell B to throw in
the towel after 65 minutes with the score 107 – nil in the 2nd round, the A-Team scored
a 3rd cricket-like score in a row beating Queenstown’s Wakatipu Wanderers 63 – nil on
Thursday night.
But now the real work begins, with a tough match scheduled this Saturday at Jack Reid
Park against Upper Clutha. The Wanaka team are looking strong in 2014 and this game
will be perfect preparation for the Battle of the Basin against arch enemy the Wakatipu
Premiers the following week.
Club rugby is the heart of the Kiwi sporting world and a visit to Jack Reid Park and a beer
afterwards in Arrowtown’s “rustic” clubrooms an experience to remember. Curious tourists
and locals alike are warmly welcome to watch the game in Arrowtown this Saturday after
the Autumn Festival opening parade. And club pinup boy Ben “shitter” Chisholm will be
signing autographs and posing for photos in his jockey Y-fronts after the game. Buy him a
beer and he might even follow you home.
