Playing Season The playing season shall be within the dates 1st October and 1 week after cup finals day. The cup final will be held at end of April/beginning May, but not Easter Sunday. 2. Number of Teams in a Division / Players in a Game The number of teams in a division will be at the discretion of the Senior Competitions Committee. 3. League Points Three points shall be awarded to the winning team and one point to the losing team. No points shall be awarded to a defaulting team. 4. Suitability of Courts All clubs are required to provide details of court address, travel directions and availability to the Competitions Secretary. The earliest Jump Ball time on a weekday shall be 1930 hours and the latest jump ball shall be 2100 hours, unless an alternative is mutually agreed between teams. For all divisions, the Surrey Committee may rule a court as unsuitable. Teams playing home fixtures at sports centres shall be responsible for ensuring that away teams are not obliged to pay an entrance fee to the sports centre in order to fulfil fixtures. This only applies to the team and coach not followers. 5. Non-playing Regulations i. All Clubs are required to pay a one off Joining Fee of £50.00 to Surrey Basketball Association as a condition of entry into the Association’s competitions for which additional entry fees will be charged. Any unpaid fines will be deducted from this at the end of the season. The Joining Fee will then require “topping up” prior to the start of the following season. Any club that withdraws from SBA competitions and who subsequently rejoin will be subject to a new joining fee. ii. It is a condition of entry to the Surrey League that each Club must send a representative to the Annual General Meeting at the end of the season. A fine will be incurred for nonrepresentation. 6. Playing Regulations Player Eligibility (a) Mens Divisions i. Any person with a foreign player's National Basketball League licence may not play in any division of the Surrey League. ii. No player with a BBL licence can play in the Surrey League iii. Teams cannot play more than 2 National League (EBL) players in any one game. iv. No player may play for more than one club in the same Surrey League competition. No player may play for more than one team in the same division. (b) Womens Divisions i. Any person with a foreign player's National Basketball League licence may not play in any division of the Surrey League. ii. The above conditions do not apply to junior/cadet players registered to play in senior or junior leagues. iii. No player may play for more than one club in the Surrey Womens League. iv. All teams may play a maximum of TWO (2) senior National League (Womens Division I & II) basketball players in any of the womens leagues including cup games. SBA Senior Handbook V2 2012-13 -1- September 2012 SURREY BASKETBALL ASSOCIATION 2012-13 PLAYING RULES (c) Cup Games For Cup games only players who have played 4 league games may compete in any cup Round, unless they were registered with the club before 31 October of the current season. Rules (a) and (b) also apply to Cup Competition. The Mens Cup competition will have specific weeks allocated during the season. Losing teams from first round will go into the Plate competition. The Womens Cup competition will have specific weeks allocated during the season. (d) Kit Regulations i. The home team must confirm their playing colour 7 days prior to fixture and in the event of a colour clash the away team changes. ii. All Teams must have two contrasting sets of kit – including shorts. iii. All teams shall wear uniform (vest and shorts). Teams are reminded to observe EB regulations regarding teeshirts (i.e. none) and undershorts (same colour but not showing below shorts). Players will be asked to remove any item that is not regulation kit. In addition: In any competition Final or semi-final event staged by SBA, players will not be allowed on court without correct team uniform. (e) Registration i. All clubs competing in the Surrey Basketball League must register its Club and players with the Surrey Registrar – John Cutts (contact details at the front of this handbook). Those teams not in the Surrey Area however competing in the Surrey Basketball League must obtain a Surrey League Licence from the Registrations Secretary who will issue a unique Surrey League Licence. ii. In all matches played after 31 October of the current season, all players must produce participants photographic Licence (photos must be stuck to the licence card or will not be accepted) to the scorer’s table, at the same time the team lists are provided. The Players licence numbers must be included on the scoresheet. It is the responsibility of both Coaches and Referees to ensure that this is done. iii. ALL PLAYERS PLAYING IN THE SURREY LEAGUE MUST BE REGISTERED WITH THE SURREY BASKETBALL ASSOCIATION OR HOLD A UNIQUE SURREY LEAGUE PHOTO LICENCE CARD (all photos must be permanently stuck to the card). The charge per player is £5.00. Each Surrey League unique licence must have photo ID of the player. All licences must have a photo of the player permanently attached. All players playing in the Surrey League before 31 October must be registered. ALL PLAYER / COACH REGISTRATION NUMBERS MUST APPEAR ON EVERY SCORESHEET (after 31 October) NO PLAYER CAN PLAY WHO IS NOT REGISTERED. If a referee on attending a league game discovers a player is not registered, the referee will notify the offending coach that the player cannot play (nor are they permitted to sit on the team bench) and the situation will be reported to the Surrey Executive Committee v. Coaches, referees and table officials should be licenced, either through their clubs, or direct to the Surrey Registrations Officer, John Cutts. Coaches and officials should also be CRB checked through England Basketball. (f) Clubs Having More Than One Team In The League i. No player may play for more than one club in any Surrey Competition including the Cup Competition. ii. Clubs wishing to play more than one team in Cup competitions or the same League (ie Premier st or 1 Division) must declare and nominate all their players for each team prior to the first round of nd the cup and nominate 7 players from their better team who cannot play in their clubs 2 team. No transfers can be made thereafter without the expressed permission of the Surrey Senior Committee. iii. No player may play for more than one team in the same division. (g) Transfers A player may transfer from one club to another only by written permission from the Surrey Senior Committee. Written intention to transfer must be received from the player and the two clubs concerned before permission can be granted. (i) Fixture Dates The schedules printed in the handbook shall be deemed to be confirmed. Fixtures can only be changed in exceptional circumstances and at the permission of the Competitions Secretary. Home team to confirm fixture (ie team colour, tip time, any other information relevant to the game) with away team no later than 7 days prior to fixture. SBA is not in favour of double header fixtures. These may only be played in exceptional circumstances and only with agreement of SBA Executive. Failure to do this could invoke unplayed penalties. (j) Postponed Games Hopefully the game will be re-arranged by mutual consent prior to the league closure dates. i. Home team to offer away team opportunity to stage game but original home team pays expenses (inc court, referees and table officials). ii. Home team offers away team 3 alternative dates prior to closure date. Away team must accept one of these. iii. The matter will be resolved by Surrey Committee whose decision will be final (k) Forfeiture of Points All games shall be played on the scheduled day, but any team failing to appear on court, ready to play, within 15 minutes of the scheduled Jump Ball time may be liable to forfeit all points at the discretion of the Surrey Committee. The team claiming the game must submit a scoresheet showing a 20-0 score, signed by two referees. If the match was played later than 15 minutes after the scheduled jump ball time, this scoresheet must also be submitted and, if sent to the League, the result will stand. In the event of the team failing to appear – the Officials must be paid their travelling expenses. In addition, a team failing to appear on court may, at the discretion of the Surrey Committee, be invoiced for some/all expenses incurred by the opposition. (k) Late Start Any game failing to make scheduled tip off time will be reported (by either team / official) to the Senior Competitions Committee who will make a decision on whether a fine be levied. Home Court Duties It is the responsibility of the home team to: • Provide two qualified referees and to pay the appropriate fee (see below) NB: Only experienced Level 1 referees can officiate senior games and their co-official must be Level 2 or above. However, Level 1 referees are not insured. • Provide two competent table officials • Provide suitable table equipment – scorebook, personal foul markers, team foul markers, directional arrows, sounding device/s, visual score • Provide a match ball a) Official Scoresheet i. ii. An official basketball scoresheet shall be used for all League and Cup games. These can be obtained from England Basketball – www.englandbasketball.co.uk The home team shall ensure that there are two carbon copies of the scoresheet. ALL PLAYER / COACH REGISTRATION NUMBERS MUST APPEAR ON EVERY SCORESHEET (after 31 October) Please ensure that you put match numbers where applicable iii. The home team will be responsible for sending the scoresheet within 4 days to: John Cutts M. 07545 462858 6 Upper Sutton Lane, Hounslow, Middlesex TW5 0PT NB: Scoresheets can be scanned / emailed directly to John Cutts still within the required period. If only one official then one and a half match fees can be claimed; and only one amount of travelling. If referees travel together then only one travel claim can be made. c) All Teams It would also be very much appreciated if each team would send in a match report form (this is optional). Could all teams nominate an MVP of the opponents side and mark on the back of the scoresheet. 8. Player Disqualifications i. ii. iii. iv. v. If a player, coach or player/coach commits a disqualifying foul, he/she MUST leave the arena. There will be an automatic two (2) game ban from the team’s next Surrey League games. If this ban is ignored, the team shall forfeit the game in which the ban should have been effective. A full report by the referee must be sent to the Competitions Secretary within 5 working days. A player/coach who is disqualified can neither play nor coach during the two-match ban. Teams will receive notification of the banned player, Coach or player/Coach ALL disqualifications must be referred to the Disciplinary Committee where further action may be taken. All cases reviewed will be done on an individual basis and the Club will be notified of all action to be taken and decisions made by the Disciplinary Committee. The player, coach or player/coach’s previous disciplinary record will be taken into consideration. The Disciplinary Committee will comprise 3 non-involved members from the Surrey Committee appointed through the Competitions Secretary. Clubs, teams or individual members have the right of appeal to the Surrey Basketball Committee on any fine imposed or on any decision that affects them, within 7 days of that fine or decision or on any dispute considered by the Surrey Basketball Committee to be within the League’s jurisdiction. ii. Any appeal must be accompanied by the specified appeal fee of £50.00. On receipt of the appropriate fee the Appeals Committee will comprise the Surrey Chairman plus 2 non-involved members from the Surrey Committee. The Competitions Secretary, or member of the Senior Competitions Committee, will convene and hear the appeal. iii. Should the appeal be upheld, any monies paid may be returned as the Surrey Basketball Association deems appropriate. The club, team or individual making the appeal shall have the right to be represented when the appeal is heard. Reasonable notice having been given to the party or parties concerned. 10. Fines The Senior Competitions Officer / Administrator will notify the Treasurer of any breach of rules incurring a fine. The Treasurer will then issue the appropriate fine to the Club(s) concerned. Fine details will be reported to the Surrey Executive Committee monthly meetings for ratification. Referees st nd i. Failure to make scheduled tip-off time (as reported) £5.00 vii Club non-attendance at Surrey AGM £10.00 ix Failure to send scoresheets within 7 days of game £5.00 x Teams responsible for fixtures not played: 1. 2. 3. Miscellaneous Any other situations not covered by Surrey Basketball Rules above will be sanctioned by EB rules. Surrey Basketball may appoint a commissioner to a game to report back to the Committee on an ad hoc basis. Please be advised that all players must be registered PRIOR to their first game and licence numbers must appear on scoresheets by 31 October. Please allow sufficient time to get these in to John Cutts so they can be processed by the start of the season. TITLE The Association shall be known as the Surrey Basketball Association hereinafter referred to as the Association. 2. MEMBERSHIP Membership of the Association shall be open to all clubs in the Surrey area subject to the approval of the Association Committee, and to any other clubs invited by the Association. 3. ENTRY INTO THE ASSOCIATION 3.1 Each team entering the Association shall pay an annual entrance fee to play in the relevant league or cup competition. There will also be a joining fee for new clubs as set by SBA Executive Committee. Clubs who leave the SBA will be subject to pay current joining fee if they seek re-admission. Any club owing money to SBA from fines, etc., must settle their account before the AGM of that season. Failure to comply will mean a deduction from their joining fee and a top up required to current fee to continue participation in the league. 3.2 The requisite monies shall accompany all applications for entry into the Association. 3.3 Each player shall normally be registered with the Association and the EBBA for the club for which he/she plays; should he/she be nationally registered for another club, he/she must be registered with the Association before first game of the playing season. All registration requirements must be completed before the player participates in an Association fixture. 3.4 The playing rules of the Association are the terms of registration to the Association and the signature of the Club Secretary on the application form constitutes acceptance of these rules and the decisions of the Association Officials and Committees. 4. OFFICERS 4.1 The Officers of the Association shall consist of a Chairman, Association Secretary, Treasurer, Development Officers, Technical Officers. 4.2 Officers shall be elected from Clubs constituting the Association and from officials included in the Surrey Association handbook or any other person as so forwarded and seconded by any official of the Association. 4.3 The Association shall be governed in accordance with the rules and regulations of the EBBA. 5. ANNUAL GENERAL MEETING 5.1 The AGM of the Association shall be held no later than six weeks after the end of the playing season. 5.2 The Officers of the Association shall be elected at this meeting. 5.3 At least 28 days’ clear notice of this meeting shall be given, in writing, to all clubs. 5.4 The Association Secretary, in writing, must receive notice of proposed amendments to this constitution at least 14 days before the AGM and the Association Secretary should circulate these to all clubs within 7 days. 5.5 Each team participating in the Association for the season preceding the AGM shall be entitled to one vote. Elected officers for that preceding season shall be entitled to one vote in their capacity as such. No person shall have more than two votes. No person can represent more than one team. 5.6 Over 50% of eligible voting members shall constitute a quorum, of which a majority shall have to vote in favour if changes to this constitution are to be made. SBA Senior Handbook V2 2012-13 19 September 2012 SURREY BASKETBALL ASSOCIATION CONSTITUTION 5.7 Any team, being a Association member, which fails to send a representative to any General Meeting of the Association, will be fined a maximum of £10.00 6. GENERAL MEETING 6.1 A Special General Meeting (or Pre Season Meeting) may be convened at any time at the discretion of the Association Committee. 6.2 The Association Secretary must convene a Meeting on receiving a requisition signed by five clubs in the Association 6.3 Section 5.5 to 5.7 shall apply to all General Meetings. 7. ASSOCIATION COMMITTEE 7.1 The Officers of the Association shall constitute the Association Committee 7.2 Any other person may be co-opted at the discretion of the Association Committee with or without voting power. 7.3 Subject to subsection 7.2, each committee member shall be entitled to one vote at committee meetings but no member may vote in any matter pertaining to his/her own club. In the event of the voting being equal the Chairman shall have the casting vote. 7.4 Three voting members shall constitute a quorum. 7.5 The Association Committee shall set up an Executive Sub-Committee to deal with disciplinary issues. The Sub-Committee shall constitute at least three Committee members but non-voting members can be co-opted as appropriate. 8. FUNCTION OF THE ASSOCIATION COMMITTEE 8.1 The Association Committee shall govern the Association in all matters appertaining to it in accordance with the Association playing rules or in any manner it deems fit when specific provision is not made in these rules. 8.2 In exceptional circumstances the Association Committee may, if it considers appropriate, waive certain of the Association playing rules. 8.3 Clubs and individuals shall have the right to appeal in person to the Association Committee. 9. FINANCE st st 9.1 The Association Financial year shall run from 1 September to the 31 August. 9.2 The Association Accounts shall be produced at the Pre Season Meeting to be held in September. At the AGM the Treasurer shall give a summary of the accounts as at that date and an estimated projection to 31 August. 9.3 If the Association folds or no longer is functional then all monies in the accounts of the Association shall revert to EB (England Basketball). 10. POWER OF INTERPRETATION 10.1The Power of Interpretation of this constitution shall be vested in the Association Committee except during a General Meeting when the Chairman may interpret alone.
