Warrnambool City Council keen to receive your feedback on a preferred redevelopment option for Flagstaff Hill
Maritime Village (FHMV).
Last year the council sought an operational and strategic review of
FHMV. As a result of the review, which included extensive community
consultation, work began on the creation of a master plan for FHMV.
As part of this process a number of possible future options for Flagstaff
Hill are being considered.
Flagstaff Hill Maritime Village remains a key element in the tourism
strategy for Warrnambool and is noted as the key attraction for
Warrnambool in both Federal and State government tourism
development plans.
Funding for the project has not been sought at this stage. However if
the project were to proceed it would require Federal, State and Council
funding.
Before completing the survey, please look over the site maps to see how
and where proposed redevelopment could occur. The estimated costs
if the full redevelopment was to proceed would be $13 million to $15
million.
Features of a possible redevelopment include: becoming Victoria’s
maritime heritage centre, free access to the village area, paid admission
to an expanded main building that would include the museum, an
expanded restaurant and visitor information centre, more on-site
accommodation, improved access and links to the site from the
Warrnambool CBD and foreshore.
When you have completed the survey please drop it in to Flagstaff Hill
Visitor Information Centre or the Civic Centre in Liebig Street.
It is important to note that the Council has not committed to a
redevelopment of Flagstaff Hill. It is, however, committed to finding out
how the community feels about Flagstaff Hill.

Link Flagstaff Hill and Cannon Hill with
a new cycle/pedestrian path over the
cutting on Lake Pertobe Road, add links
to pathways over the railway tunnel to the
Surfside Holiday Park.
Improve accessibility with ramps and lifts
between three levels: main buildings, the
village and the harbour.
The existing workyard will house a group
accommodation facility.
Relocate the workyard to the southern
boundary of the site to create a large
storage and workshop. This facility could
possibly be used by community groups.
More accommodation is to be provided
on the south-east end of the site below
sight lines of the garrison area.
Renovate the slipway so it can operate as
a boat building business. Provide a boat
ramp for boats to be brought in for repairs
and renovations.
Add a boardwalk around the existing
harbour to improve access and provide a
platform for more activities.

Q. Why is the council considering a redevelopment of
Flagstaff Hill?

Should the Council contribute financially to
maintaining the maritime heritage collection?

Q. Why have you settled on this preferred model?
The model was arrived at by the Flagstaff Hill working group following
extensive community consultation in 2012 along with research which
looked at trends in visitor expectations and experiences.
Q. How much will it cost?

Final costings are yet to be determined but it is anticipated that if the
model were to proceed in its current form it would require $13 million
to $15 million. Should it proceed funding support from multiple levels of
government would be required.
