Flood Mitigation Honduras padf.org/disaster-risk-reduction Overview Based on the need to increase the resilience of vulnerable populations, PADF began the implementation of this 13-month project in July 2013. The project’s central objective was to reduce the vulnerability of at-risk, periurban settlements that are exposed to flooding and landslides in Tegucigalpa. Through structural and social activities, PADF strived to increase the resilience of vulnerable communities with the overall goal of reducing loss of life, livelihoods, and property as a result of natural disasters. The project was financed by the Government of Taiwan through its Ministry of Foreign Affairs (MOFA) and was executed in collaboration with the Permanent Contingency Commission of Honduras (COPECO); the Municipal Emergency Committee of the Central District (CODEM); the Local Emergency Committees (CODELs); the Secretary of Development and Social Inclusion (SEDIS); and the National Autonomous University of Honduras (UNAH). Activities • • • • • • • • Baseline survey carried out in conjunction with COPECO, CODEM, and CODELs. Community hazard mapping exercise carried out using GPS technology. Risk management training for students and teachers at local schools. CODELs, other local civil society organizations, and community members trained by PADF and COPECO on principles of disaster risk reduction. UNAH students trained on principles of disaster risk reduction. Community early warning systems evaluated and strengthened. Community-selected and supervised risk reduction hazard mitigation small-scale infrastructure constructed, in close collaboration with COPECO, CODEM, CODELs, SEDIS, and the UNAH students. Applied research/dissemination and sharing of project results. Results to Date The project mitigated the impact of natural disasters such as floods, landslides, and earthquakes in one of Tegucigalpa’s most vulnerable hillside neighborhoods, while increasing the capacity of local authorities and community-based groups in La Canaán and surrounding communities to prepare for future sudden-onset disasters. • 860+ students and teachers trained in disaster risk reduction • 12,200 people benefitted in La Canaán • 11 mitigation infrastructure constructed • 100 meters of paved walkways constructed Partners The Honduras Disaster Risk Reduction Project, part of PADF’s broader Regional Disaster Assistance and Reconstruction Program, is made possible through the support of the Government of Taiwan. PADF is carrying out this project with additional support and collaboration from the Permanent Contingency Commission (COPECO); the Municipal Emergency Committee (CODEM); and the National Autonomous University of Honduras (UNAH).
