Frendel intends to reduce the use of these toxic substances through the implementation of reduction options. This facility does create PM 10 and PM 2.5; however the facility does not intend to reduce the creation of particulate matter. 21 Reduction Objectives Frendel Kitchens Limited prides itself on technological innovation in order to produce high quality products in an environmentally responsible manner. Frendel will strive to reduce the use of the toxic substances methyl ethyl ketone, methyl isobutyl ketone, acetone, n‐butyl acetate, ethanol, aromatic naptha, ethyl acetate and isopropanol at the Shawson Dive facility. Further, this plan will determine the technical and economic feasibility of each option to determine which, if any, are viable for implementation at this time. Description of Substances The Frendel Kitchens Limited facility manufactures wood cabinets for use by a variety of customers. Raw materials, which consist of wood planks and particleboard, are transported to the facility by truck where they undergo a number of processes including machining, planing, sanding, staining, sealing, gluing and final assembly prior to shipping from the facility as completed cabinets. Toxic substances including methyl ethyl ketone, methyl isobutyl ketone, acetone, n‐butyl acetate, ethanol, aromatic naptha, ethyl acetate and isopropanol are used in the facilities painting area which consists of four (4) automated paint lines and three (3) manual paint spray booths. These substances are contained within coatings purchased by the facility, used as reducers and/or catalysts and used as cleaning solvents on during production and at the end of each production shift. Particulate Matter sized 2.5 and 10 microns is created on site through the cutting, machining, planning, and sanding processes on site. Toxic Substance Reduction Option to be Implemented Frendel has examined a total of eleven (11) options for the reduction of the toxic substances methyl ethyl ketone, methyl isobutyl ketone, acetone, n‐butyl acetate, ethanol, aromatic naptha, ethyl acetate and isopropanol, PM2.5 and PM10. Of these eleven options, Frendel has decided to implement three options with these being Option #4, 6 and 7, implementation of training procedures to reduce fugitive emissions during the use and handling of materials, and Option 7 development and delivery of training to paint line employees to ensure efficient placement of cabinet components of conveyor belts to minimize over spray of coatings. 22 Plan Summary Statement Frendel Kitchens Limited has completed a Toxic Substance Reduction Plan for their Mississauga facility and this plan has examined various options for the reduction in the use of methyl ethyl ketone, methyl isobutyl ketone, acetone n‐butyl acetate, ethanol, aromatic naptha, ethyl acetate and isopropanol and the creation of PM 10 and PM 2.5. Of the eleven (11) options developed and assessed in the plan, three of these options (Option #4, 6 and7) have been found to be technically and economically feasible. The implementation of these three options will result in a reduction in the use of Aromatic Naptha by .07 tonnes (2.74%), Butyl Acetate by 2.04 tonnes (8.51%), Ethanol by 0.54 tonnes (7.95%), Ethyl Acetate by 1.74 tonnes (9.3%), Isopropyl Alcohol by 0.10 tonnes (3.25%) and Methyl Ethyl Ketone by 0.07 tonnes (.67%), methyl isobutyl ketone0.49 tonnes (7.65%) and Acetone 2.26 tonnes (6.6%). 23 Certification by Highest Ranking Employee As of December 28, 2013, I, Tony Deltin, certify that I have read the toxic substance reduction plans for the toxic substances referred to below and am familiar with their contents, and to my knowledge the plans are factually accurate and comply with the Toxics Reduction Act, 2009 and Ontario Regulation 455/09 (General) made under that Act.
